POLICE need to lift their investigation standards to a higher level, a senior cop admitted yesterday after a meeting with the Justice Ministry over the retrial for Jomsap Saenmuangkhot, the former teacher jailed for a fatal hit-and-run accident.
Police Inspector-General Gen Panya Mamen said the case showed that investigators need to lift their evidence gathering to “another level”.
“When they complete 100 per cent of a case investigation, the investigators must hike that to 102-103 per cent in the future,” he said. “This also is a cautionary tale for them to be more thorough in case probing and take it to another level to meet society’s expectation.”
He said the Jomsap case could pave the way for police reform and admitted it case had affected public confidence in the force.
But he insisted there was no flaw in the report on the 2005 crash involving Jomsap and declined to detail police findings, including an alleged gang that arranged a “confession for hire”.
The 30-minute closed-door meeting in Bangkok yesterday was held so agencies could exchange information about the case. It was held ahead of witness hearings in Nakhon Phanom Court this week as part of Jomsap’s retrial.
Deputy permanent secretary for the Justice Ministry Pol Colonel Dusadee Arayawuth said although evidence that both sides have come up with has some differences, it would be presented so the court could make a ruling.
Jomsap, a 54-year-old former teacher from Sakhon Nakhon, was sentenced to three years jail for reckless driving that was blamed for the death of cyclist Lua Phorbumrung in a March 11, 2005 hit-and-run incident on That Noi-Na Nua Road in Nakhon Phanom’s Renu Nakhon district.
She was released via a royal pardon in April 2015 after serving 18 months in prison but has always maintained her innocence.
Jomsap insisted yesterday she wants a retrial to prove her innocence and not in the hope of a pay-out or a desire to defeat anyone.
Meanwhile, Mitraparp Pitbull Dog Club president Natchapol Supattana presented a donation of Bt1 million to Dusadee, as the group will give that amount to Jomsap if she is proven innocent. But if that did not |happen, the money would be sent to aid flood victims in the South, he said.
