CHIEF CHARTER drafter Meechai Ruchupan yesterday said the Constitution Drafting Commission (CDC) could not confirm that it would be able to finish drafting organic laws by the end of the year.
The CDC was given 240 days after the charter promulgation to work on 10 organic laws, four of which are necessary for a general election.
The promulgation was first expected in February, but was postponed to accommodate amendments recommended by His Majesty the King Maha Vajiralongkorn.
The government has a deadline of February 18 to re-submit the amended draft for royal endorsement. The constitution stipulates that the endorsement take place within 90 days.
The CDC is already working on the first four organic draft bills concerning MP elections, the Senate, the Election Commission and political parties. The last two bills are almost complete, with some CDC members having announced that they would be ready to be tabled at the National Legislative Assembly (NLA) for deliberation immediately after the charter promulgation.
But Meechai said some details in the timetables set for concerned parties would be adjusted following the NLA’s deliberations. That necessity made the overall timetable unclear, he said, but he declined to offer details about how that would affect the election road map.
Meanwhile, CDC spokesperson Udom Ratamarit said the commission was working on another organic law concerning the National Anti-Corruption Commission (NACC).
The NACC has proposed provincial NACC offices should be retained, while the CDC has stated that they should dissolved as the new charter stipulated the NACC will work only on high-profile corruption cases. Less critical cases could be passed on to other agencies, Udom said.
The CDC would invite the NACC to discuss the issue next week, he said.
