He said opponents and supporters of the charter draft such as Jatuporn Prompan and Suriyasai Katasila could dispatch representatives to record debates and the EC would disseminate the recordings through the media.

He said if the people organised their own debates to discuss the charter it may be deemed in violation of the law.

He said the EC did not need to ask the National Council for Peace and Order to cancel the ban on political rally to allow EC-registered debates to take place because the process was just an expression of opinion and not a rally.

Prawit said the EC would seek the support of 47 branches of the Rajamangala University of Technology and Rajabhat University to help disseminate the content of the charter draft ahead of the public referendum.

He said once the Constitution Drafting Commission submitted the charter draft summery to the EC, the agency would take one month to distribute it ahead of the referendum.
