The signing took place yesterday at the Thai ministry’s head office between Transport Minister Arkhom Termpittayapaisith and German Ambassador Peter Pruegel.
With official ties between the two countries spanning more than 150 years, Thailand and Germany have a long history of cooperation in the fields of technology and knowledge-sharing.
Since 1995, Germany and Thailand have been collaborating in the construction of a mass-transport network in Bangkok, and German companies have trained more than 600 Thai engineers, preparing them for work in the local railway industry as well as in other Southeast Asian countries and beyond.
With the signing of the JDI, the two countries underlined their intention and determination to cooperate closely and exchange experience in the development and extension of their rail systems.
The JDI also means that the two countries will share best-practice policies as well as exchange and train railway experts, researchers and technicians, according to Arkhom’s ministry.

This year’s new-loan target is Bt170.04 billion. In the quarter, the bank’s outstanding loans increased 5.01 per cent from the end of 2015 to Bt906.04 billion. Its net profit was Bt7.45 billion.
“This year, the bank has developed a greater variety of loan products to meet all groups of customers’ demands, and that |has promoted new loan expansion consistently,” said Chatchai Sirilai, president of GH Bank.
Such products included those in conjunction with the Pracha Rath project for low-income earners and a housing project for the elderly.
After six months of the bank’s financial-education project aiming to help people own houses in the future, about 15,000 persons nationwide had registered for the project as of November 7 and about 1,300 had opened deposit accounts under the project’s conditions.
At the end of the third quarter, the bank’s assets had climbed to Bt988.21 billion and its deposits increased to Bt791.05 billion.
GH Bank’s non-performing loans declined by 0.16 percentage point quarter on quarter to 5.60 per cent of total loans as a result of its new measures for financially troubled customers. Its capital adequacy ratio was 16.21 per cent, compared with the Bank of Thailand’s minimum requirement of 8.50 per cent.
Chatchai said the bank was also going ahead with projects to provide affordable housing loans, while relying more on financial technology.
Such financial technology is seen in the four GH Bank Smart Branches opened this year, GH Bank Smart Receipts, and development of PromptPay services.

The Finance Ministry will open for applications for licences permitting pico-finance business from December 1.
Spokesman Krisda Chinavicharana, who is also director-general for the Fiscal Policy Office, which will oversee and supervise pico-finance business, said juristic persons could submit applications for licences at the ministry’s head office in Bangkok or at Government Savings Bank and Bank for Agriculture and Agricultural Cooperatives branches nationwide.
Pico-finance allows operators to collect interest on small loans at no more than 36 per cent per annum.
The licensing of such operators is aimed at providing an additional means for the poor to gain access to capital, while protecting them from and helping to solve the underground-debt problem.
TREASURY, PROPERTY PERFECT INK
TRAT SEZ DEVELOPMENT CONTRACT
The Treasury Department of the Finance Ministry signed a long-lease contract with Property Perfect yesterday for the listed company to develop land in the Trat Special Economic Zone (SEZ) under the “Golden Gateway” concept, aiming to make the zone a gateway for tourism, food safety and trade in the region.
The investment cost of the project is Bt3 billion, excluding the leasing fee.
“We will also speed up the process to open bids in other special economic zones, such as in Tak, Nong Khai, Si Sa Kaeo and Mukdahan,” said the Treasury Department’s director-general, Chakkrit Parapantakul.
GRASS-ROOTS SENTIMENT RISES
SHARPLY IN THIRD QUARTER
The Grass-roots Economic Sentiment Index (GSI) rose to 49 points in the third quarter from 44.1 in the previous three months, reflecting more confidence in the economic, social and political situations and the expectation of more state spending on economic stimulus and public investment, according to the Grass-roots Economic Research Centre.
Chatchai Payuhanaveechai, president of the Government Savings Bank, which runs the centre, also said the six-month index had increased to 51.8 points for the first time this year, from 45.9 in the second quarter, on expectations of the government focusing on spending for investment and stimulus in the final three months.
The third-quarter GSI survey was conducted nationwide among 1,526 people who earn no more than Bt15,000 a month.
These grass-roots people spend mainly on food and beverages, residential expenses (mortgage instalments or rent), electricity and water, and travel.
The centre expects people’s consumption to stage a gradual recovery in the first quarter of next year on the back of government spending and investment, provided that global economic uncertainties ease and the government’s spending and investment proceeds efficiently and consistently.

His plans to cut taxes and boost government spending will likely drive growth and inflation, and raise the projected path of US national debt, which should be matched with a tighter monetary policy.
The prospect of more rapid US interest-rate increases and the rise in bond yields have driven the dollar up against most currencies and kindled a massive sell-off in emerging-market assets.
The “Trump Tantrum” has caused relentless outflows from the Stock Exchange of Thailand since the beginning of last month. To gauge potential future outflows, we compared the magnitude of this sell-off with two recent episodes, namely the “Taper Tantrum” in 2013 and the US |Federal Reserve’s rate increase a year ago.
The Taper Tantrum, which engulfed markets as investors feared the potential winding down (tapering) of quantitative easing in the US, lasted for four months and saw the 10-year US Treasury yield rise by 140 basis points.
The Trump Tantrum looks halfway done, with a 70bps increase in yield since the beginning of last month.
In terms of outflows, the 2013 Taper Tantrum sent Bt114 billion out of the SET, while the current episode has seen Bt49 billion exiting. That leaves potential outflows of about Bt65 billion.
Given the average daily outflows of Bt2 billion during the past two weeks, the outflows will run for 30 more trading days, or about a month and a half.
Under the more favourable scenario, the fourth quarter of 2015, when the Fed increased the federal funds rate by 25bps, saw total outflows of Bt65 billion.
This scenario leaves potential outflows of Bt16 billion.
We regard the fourth quarter of 2015 as a more reasonable comparison because of the low foreign holdings and similar nature of the shock.
In this case, we expect the outflow pressure to ease within a week or two.

The survey conducted on 535 businesses in 12 industries in July found that the auto-parts industry aimed to pay the highest average bonus of 7.9 months, followed by electrical appliances, construction materials, machinery and engineering, and rubber and rubber wood.
Large enterprises are expected to pay more generous bonuses and increase salaries more than small and medium-sized enterprises.
The lowest bonuses will be half a month.
Of the businesses surveyed, 88 per cent will pay bonuses this year. About 84 per cent said they had increased salaries for their employees.
Thavorn Chalassathien, vice chairman of the FTI, said most businesses would increase salaries by 2.5-4 per cent.
Respondents said the pay increases would not be high this year as inflation is quite low.
The survey also found that most businesses would maintain their headcounts, while 46 per cent will need to employ more labour. Targeted workers are mainly from lower Mathayom 6, accounting for 49 per cent, followed by vocational-school graduates (36.8 per cent) and university graduates (13.3 per cent).
According to the Industry Ministry, 6.18 million Thais are employed in the industrial sector, 1.1 million of whom are professional-level. Thailand will need about 277,085 new employees to replace retired workers next year.
Meanwhile, the Commerce Ministry has instructed provincial officers to monitor prices stringently to prevent increases without fair reasons after the increase of minimum wages by Bt5-Bt10 in 69 provinces, which will go into force next year.
Commerce Minister Apiradi Tantraporn said the minimum-wage increases should not drive up prices, as her ministry had found that the average cost of production will increase by only 0.01-1.02 per cent.
Food and beverage prices will increase by only 0.02-0.3 per cent, while other consumer goods will go up by only 0.05-0.44 per cent.

Predee Daochai, president of Kasikornbank and chairman of the Thai Bankers’ Association, said the banks needed to prepare themselves to deal with the uncertain environment.
He said the fact that exports were no longer the key drivers of growth in Thailand’s gross domestic product, the prolonged low-interest-rate environment, and the rapid influx of technologies were among the disruptions to banking industry.
Bank liquidity in 2017 is not expected to change because of the low interest rates, but the market believes the United States will raise its rates.
Even though the Bank of Thailand is expected to sustain the current policy rate, the banking industry might have to adjust its rates to reflect actual costs, he said.
Financial technology has come to the banking industry, to which KBank has adjusted by support-|ing fintech start-ups, hoping to attract other start-ups to use KBank as their platforms, he said.
Last week, Beacon Interface, a start-up KBank had supported, won two prizes at the “Singapore FinTech Festival”. Predee said this was one of the ways KBank was attempting to deal with the new economic landscape.
Chanon Ruengkrittiya, chief executive officer and president |of Ananda Development, said |his company looked at disruption |as an opportunity to change the |company’s mindset.
Many industries are facing a sharing economy, where, for example, Airbnb has become the world’s largest provider of rooms, while Ford is changing from auto manufacturer to drive solution, following to a rising sharing economy. The sharing economy could happen in condominium development, and Ananda Development should adjust to this reality, he said.
Auttapol Rerkpiboon, senior executive vice president for the |Oil Business Unit at PTT, said the company was at a crossroads between internal-combustion and electric vehicles, but timing and technology would determine the speed of EV adoption in Thailand.
Energy demand continues to grow, with imports accounting for half of energy consumption. Thailand’s energy efficiency is still low despite its limited resources, so PTT has changed its mindset from supply side to demand side in response.
He said PTT believed that disruption would come with new platforms, and as a result its petrol stations had been changed into mini community malls to ride the new landscape of the economy and consumer behaviour.

While first-stage fintech is initiated by start-ups offering financial products in ways that the banks are unable to do, “fintech 2.0” is now moving towards collaboration between financial institutions, which have a larger customer base and strong capital, and tech firms, which are innovators.
This is a crucial platform that will become increasingly important, Teeranun Srihong, president of KBank and chairman of Kasikorn Business-Technology Group (KBTG), explained.
Regulators and state agencies globally are also acting as proactive partners to help empower the fintech, he said, raising the Monetary Authority of Singapore (MAS) as a clear example of such partnership.
KBank itself has moved to the partnership model to ride the fintech 2.0 wave, supporting start-up Beacon Interface in the company’s development of a financial mobile application for the visually impaired.
The bank is a major shareholder in Beacon Interface.
Beacon has spent two months in developing the mobile app, which KBank has supported with technical tools and funding of around Bt1 million.
Teeranun said the bank agreed with Beacon’s aspiration of empowering the visually impaired to conduct financial transactions online with confidence.
The app has been created with a newly designed touch-screen interface, which both general users and the visually impaired can use with privacy, convenience, speed and security in alignment with KBank’ “inclusion” concept, wherein financial services must be delivered to all segments, he said.
Beacon submitted the financial app as currently developed to the “Singapore Fintech Festival 2016”, which hosts a global fintech competition sponsored by the MAS, in the hope that it would be recognised as benefiting society by providing equal access to technology.
The mobile app proved successful, winning two prizes last week at the festival.
Moreover, global banks such as Citi, Standard Chartered Bank, DBS and Mitsubishi UFJ Financial Group expressed interest in the application, Teeranun said.
The Beacon app will firstly be a |component in KBank’s mobile banking, for which it will be an add-on feature to its current offering, before being commercialised for wider use by such |banks and other financial institutions, |he added.
Somkid Jiranuntarat, vice chairman of KBTG, said the business-tech company hoped KBank would be the first bank in the world to launch a mobile-banking app for the visually impaired.
The application is still in the development stage, but is expected to be used in KBank’s mobile banking in the first quarter of next year, he said.
Teeranun said the bank would invest more funding in helping Beacon to develop its app for the visually impaired, as it could be used for both the financial and non-financial sectors.
There is also interest in the application in Laos and Indonesia, where a significant proportion of the population is unable to read or write and a mobile facility such as Beacon’s could help such people to conduct financial transactions, he added.

People who earn Bt30,000 per year or less will get a one-time subsidy of Bt3,000 per person, while those earning Bt30,000 to Bt100,000 per year will get a one-time subsidy of Bt1,500 per person.
Colonel Taksada Sangkhachan, assistant government spokesperson, said about 3.1 million low-income people with annual incomes of Bt30,000 or less had already registered for state welfare as had another 2.3 million people with incomes between Bt30,000 to Bt100,000 per year.
Payments are expected to be made from December 1 to December 30 through the Bank for Agriculture and Agricultural Cooperatives, the Government Savings Bank and Krungthai Bank accounts.
Low-income people covered by the subsidy programme include 3 million farmers who have not received government aid, according to the Cabinet.
‘Boost to economy’
The money spent by low-income people will also help to stimulate the economy as the third-quarter growth rate of 3.2 per cent was lower than the previous quarter’s 3.5 per cent, the Finance Ministry said.
Prime Minister Prayut Chan-o-cha said the move aimed to help low-income earners who had registered with the government.
In addition, New Year’s gifts including tax allowances for travel expenses and free passage on public buses and trains would be offered, he said.
Prayut also said the financial assistance would prompt spending by consumers, which would affect the overall economy.
The Cabinet also approved the Ministry of Labour’s proposed increase in the minimum daily wage in 69 provinces by a range of Bt5 to Bt10, Prayut said, adding that all ministerial units had been asked to hold seminars in the country during New Year.
