CHINA intends to build 30,000 kilometres of train tracks by the end of 2020, extending the total length of its railways to 150,000km, a Ministry of Transport official said on Thursday.

Some 11,000km of these railways will be for high-speed trains, yielding a total of about 30,000km of high-speed rail, Zhang Dawei, deputy head of the ministry’s planning department, said at a news conference in Beijing on Thursday.

“We will accelerate the construction of railways in central and western parts of China. We will also boost the expansion of intercity and suburban rail links,” he said.

“By the end of 2020, more than 80 per cent of mainland cities with populations of at least 1 million will be covered by high-speed railways.”

On Wednesday, the National Development and Reform Commission issued a national railway development plan that envisions a 175,000km rail network by the end of 2025. Under the plan, China will have 38,000km of high-speed railways by then.

According to the NDRC, the country had an operational rail length of 121,000km by 2015, and 19,000km of that was high-speed. More than 60 per cent of the world’s high-speed rail is in China.

China Railway Corp said that since 2008, when the nation opened its first high-speed line, connecting Beijing and Tianjin, more than 5 billion passenger trips have been made on Chinese high-speed railways and passengers on high-speed lines increased by 30 per cent annually.

About 4,200 bullet trains run in China each day, providing more than 4 million passenger trips, the industry giant said.

Wang Xianqing, director of the Institute of Logistic Economics at Guangdong University of Finance and Economics, said the central government has regarded high-speed railways as strategically important.

“The government plans to boost industries involved in high-speed rail and turn them into a new economic driving force,” he said. “The new railway development plan encourages private enterprises to invest in railways, which will generate opportunities for them.”

The rapid growth of high-speed rail in China has largely stimulated the formation of economic clusters and real estate development, he said.

In addition to the expansion of the railway network, China is also developing a next-generation bullet train that can run as fast as 400 km/h, said Jia Limin, a professor at Beijing Jiaotong University and the head of the national high-speed railway innovation program.

The ultra-fast train will be able to adjust its wheels to fit various gauges on foreign tracks, making it more suitable for cross-border service than today’s trains, Jia said.

VIETNAMESE scientists and companies working in a range of analytical laboratories will have the opportunity to learn about the latest equipment and technologies at the “Thailand Lab International” event to be held in Bangkok in September.

The sixth International Trade Exhibition and Conference on Analytical Laboratory Equipment and Technology, Biotechnology and Life Sciences, and Chemical and Safety will provide applications and solutions for all types of laboratories, said Anucha Parnpichate, the project manager of VNU Exhibitions Asia Pacific, the organiser.

More than 1,300 brands belonging to 350 exhibitors from 35 countries, including China, France, Germany, India, Italy, Japan, South Korea, the United States and the United Kingdom, will present their latest laboratory technologies, he said.

Several seminars will be held on the sidelines to brief professionals in the industry on the latest information and technologies and enhance cooperation.

Last year the exhibition received more than 8,240 visitors, Anucha said, adding that Vietnam ranked second in terms of international visitors after Malaysia.

The figure is expected to be higher this year, he added.

SOUTHEAST Asian countries are keen to take a lead in the world’s tourism market by setting standards on skills required in the industry.

Together with tourism stakeholders, representatives from training and educational institutions, certification boards and organisations, government ministers and senior officials from Aseancountries are slated to launch the Mutual Recognition Arrangement for Tourism Professionals (MRA-TP) at an international conference in Jakarta on August 8 and 9.

The conference, which is being organised by Indonesian Tourism Ministry, will set standardisation and benchmarking of skills for 32 hospitality and tourism job profiles, requiring 52 qualifications for such positions as front office, housekeeping, food and beverage services, tour operations, food production and travel agencies.

To help workers achieve the qualifications, 242 training “toolboxes” will also be created, accompanied by trainers and skill assessors alongside its registration system.

“The fulfilment of the MRA-TP initiative will boost the quality of services, as it will create a mobile, trained and confident workforce suited to travel industry needs,” Indonesian Tourism Minister Arief Yahya said in a press release.

Aside from aiming to increase the standard levels of the industry, the conference will encourage mobility among tourism and hospitality professionals to work in other countries across Asean.

Irrigation in Makong basin to expand farmland threatens Vietnam’s delta

SOUTHERN Vietnam is highly vulnerable to more drought and salinisation in the future when its fellow countries in the lower Mekong river basin irrigate the river water to serve their expanding farm land, experts warn.

The lower basin of the trans-boundary Mekong River starts from Laos and runs through Thailand, Cambodia and Vietnam before emptying into the East Sea (South China Sea). Any attempts to interrupt the natural status of the river would pose risks to Vietnam’s Cuu Long (Mekong) delta where more than 17 million people rely on the river for a living.

Apart from the biggest threat coming from a string of major hydroelectric projects and dams along the Mekong river, such interruptions now even include new irrigation systems in the other three lower Mekong nations. They would drain more water from the river to support their growing agricultural sector and leave less water for Vietnam, said Nguyen Nhan Quang, an independent researcher on river basin management at a workshop held by local non-profit organisation PanNature on Tuesday.

In its economic development master plans with vision to 2027, Thailand – one of the four lowerMekong nations – was aiming to transform its northeast region where the Mekong river runs to a food growing and bio-fuel producing centre of the nation, Quang said.

“Therefore, new constructions and renovations to the irrigation system draining water from theMekong River (in Thailand) are just a matter of time,” he said.

“Thailand is planning some 990 irrigation projects most of which are to pump water out of the Mekong”.

Cambodia and Laos are also on their way to expand their farming land to grow rice and industrial crops. Quang said that Cambodia would add some 6,000 ha to the current 504,245 ha while Laos is planning a massive 238,617 ha of new agricultural land plus the existing 166,476 ha.

“Cuu Long delta is under tremendous strain when the water level will go down and down gradually,” Quang said.

Nguyen Hong Toan, a member of the Vietnam’s Mekong River Commission, said at the workshop that Mekong water redirection was not new but had been initiated since 1960. “Yet it was not until 2014 that Thailand and Cambodia redirected the river water on a larger scale,” he said.

Thailand by now is working on a project to irrigate Mekong river water through Nong Han district in Udon Thani province to Lam Pao dam. The dam reservoir would be expanded to about 45 sq kilometres to hold water in addition to another new 30 reservoirs to be built. The water volume in and out annually would reach about 2.8 billion cubic metres, according to Quang.

Cambodia, meanwhile, is building the $200 million (Bt6.9 billion) Vaico irrigation channels that link the Mekong River to the Krapik lake whose water volume is about 100 cubic metres.

“The construction of hydroelectric dams has caused so many difficulties for the Cuu Long delta already. But now, hydroelectric combining with water redirection is very dangerous for our country, especially when we are at a disadvantaged geographical location like this,” Toan said.

“About 95 per cent of the water flow into the Cuu Long delta comes from outside the country.

“If the water level is down, the delta will have to face even more serious drought and salinisation than ever before.”

High-speed track to the future between Singapore and Malaysia

HIGH-SPEED trains possibly running within a decade will encourage more interaction between Singapore and Malaysia

The signing of the memorandum of understanding (MoU) on the high-speed rail to connect Singapore and Kuala Lumpur is a concrete step forward in a journey that began three years ago.

That was when Prime Minister Lee Hsien Loong and his Malaysian counterpart Najib Razak agreed on the project, which had been mooted many years earlier.

Although not legally binding, the MoU does represent a template of measured and reciprocal expectations.

It attests to the mutual interest that the two countries have in what could prove to be a game changer in their bilateral relations.

Transformative

Whether or not this timetable is kept, there is little to detract from the transformative vision embodied in the introduction of a rail service that would connect the two cities in 90 minutes, compared with four hours by road.

Given that road travel can take much longer when traffic jams are factored in, a fast train service would incentivise commuters with the time savings while remaining competitive with budget air fares.

Pricing will be a key issue.

It cannot be so high as to turn off all but business travellers.

But it cannot fall so low as to affect the profitability of the train operators, whose financial bottom lines will decide the viability of the project.

Costly

A firm commitment on both sides will be needed to see the project through. Expected to cost more than S$17 billion (Bt438 billion), it would represent a substantial investment at a time when global economic trends are not propitious. With only 15 kilometres of the nearly 400km line running through Singapore, most of the track will lie in Malaysia.

However, in terms of cost, Singapore might have to spend as much on its stretch of the railway as Malaysia does on its side because of the cost of building underground in Singapore.

Malaysian officials recognise these realities.

It is to be hoped that disruptive political voices do not intrude into calm and rational bilateral negotiations on how to split costs and ensure an equitable and effective way of running operations.

Given the unprecedented nature of the rail link, problems are bound to surface, but the initiative should not be held hostage by politics.

If pressures that arise later lead to demands for more intervening stops or other encumbrances, commuters might choose alternative travel modes that are less cumbersome and more affordable to them .

Instead, citizens on both sides of the Causeway should look upon the project as an iconic possibility. Connectivity is a buzzword, not least in the lexicon of Asean integration. Singapore and Malaysia could prove that faster and better transport links would transform Southeast Asia into a regional community that works well together.

Thailand aims to become centre for organic farming

http://www.nationmultimedia.com/business/Thailand-aims-to-become-centre-for-organic-farming-30291194.html

THAILAND is promoting itself as the centre of organic farming and trading in Asean and aims to become one of the world’s major suppliers of organic products.

Commerce Minister Apiradi Tantraporn said yesterday that the ministry and producers planned to increase the country’s share of the world market in the organic sector as it foresaw that as a sustainable way to help farmers and promote good living.

She said Thailand had good potential to become the centre of organic farming and trading within Asean, but to achieve the goal it required more policy support and awareness about organic products from farmers and consumers.

The government has devised a five-year plan to develop organic products to boost the country’s market share globally. The plan started this year and aims to add value to organic goods. The government will help the marketing and packaging development of products.

Under the plan, exports of organic products to the world market are forecast to grow 10 per cent each year.

Currently, the annual value of organic-product exports is Bt4 billion.

The world market value of organic products is US$72 billion (Bt2.3 trillion) annually and grows at an average rate of 12.8 per cent each year.

Thai products have a share of less than 1 per cent of the market. The United States, Germany and France are the three leading exporters of organic produce, in that order.

Peerachote Charanwong, chairman of the Thai Organic Trade Association, said the Kingdom’s long history had influenced Thais in the growing of organic products but compared with many foreign countries Thailand was still in the learning stage in the sector. A good start is acknowledging the responsibility producers must show towards consumers, he said.

Lack of knowledge

“Consumers still have a lack of knowledge about organic products. Thus the government should help promote consumer acknowledgement about organic farming and products so the industry can grow sustainably,” he said.

The Commerce Ministry will stage Thailand’s biggest organic fair, “Organic & Natural Expo”, at Queen Sirikit Convention Centre in Bangkok from next Thursday to July 31. More than 300 companies will participate in the event.

It is expected to generate Bt30 million in immediate sales, while about 40,000 visitors are expected to attend.

SMES

STATE-OWNED banks have launched financial packages with both soft loans and mortgages to support small and medium-sized enterprises and homebuyers.

The Government Savings Bank has arranged Bt30 billion in soft loans through 18 financial institutions for SMEs to replace machinery and improve production efficiency.

Chatchai Payuhanaveechai, president of GSB, said yesterday that this seven-year loan programme with a no-financing condition was expected to assist about 2,000 SMEs.

It carries an interest rate of 4 per cent.

Third phase

“This is the third phase of soft loans for SMEs. The previous ones helped more than 30,000 SMEs with combined soft loans of Bt150 billion,” he said.

The Islamic Bank of Thailand also offers soft loans worth Bt30 billion for SMEs that plan to change their machinery and improve production efficiency.

Government Housing Bank has set a Bt65-billion credit line for its four new loan products as a means to have all customer groups gain better access to residential loans.

Chatchai Sirilai, president of GH Bank, said it had allocated Bt5 billion of the credit line to its “2016 GH Bank Housing Loan Campaign” with the maximum of Bt2 million each.

The three other products are Bt30 billion in loans for government officials and those welfare groups with no deposits, Bt20 million in loans for retail customers and Bt10 billion in loans for customers in the fast-track/regional fast-track project and post-finance project.

‘Food & Hotel Thailand’ to host 1,000 food firms in September

EXHIBITION

More than 1,000 Thai and foreign food companies plan to join “Food & Hotel Thailand” in September thanks to expectations of a bright future for Thai tourism.

Justin Powell, general manager of Bangkok Exhibition Services (BES), organiser of the event, said the number of exhibitors this would be up by 15-20 per cent from 2015, and the number of visitors would increase by 10-15 per cent to 30,000.

The event will take place in Bangkok from September 7-10.

Powell said about 700 food-processing companies in Thailand would attend the event and 300 companies from 20 other countries or territories. Denmark, South Korea, Japan and Taiwan will have food pavilions on display.

“Buyers and sellers will have a chance to meet and do business,” he said, adding that the value of deals discussed at the event was expected to be about Bt4 billion.

BES believes the food and hotel businesses will continue grow thanks to the flourishing tourism industry. The company believes that total tourism receipts this year will reach Bt2.58 trillion as tourism authorities have predicted. About Bt1.72 trillion will be generated by foreign visitors and Bt860 billion will be from the domestic market.

The company also expects the number of international arrivals will grow by 10 per cent next year. Powell said that would be good news not only for hotels and food businesses, but also for related businesses such as spas.

“However, spa operators may consider improving their products and services,” he said.

Recently, major hospitality and service firms led by GTA, part of the Kuoni Group, such as AccorHotels, Caissa Touristic, Compass Hospitality, DerbySoft, Far East Hospitality, Flight Centre, JTB, MakeMyTrip, MetGlobal, Minor Hotel Group, Onyx Hospitality Group, SiteMinder, Starwood Hotels & Resorts, and Thai Airways International, discussed the outlook for the travel industry.

They concluded that Thailand’s tourism industry had risen dramatically in recent years, drawing a total of 29.9 million international visitors in 2015, an increase of more than 20 per cent compared with 2014.

C9 Hotelworks, a tourism consultancy, said the country was keen to increase yields and the average length of stay by promoting the luxury market.

Ivan Walter, chief executive officer of GTA, said major travel companies would encourage more upscale travellers to visit Thailand.

TRADE

THAILAND HAS asked Kenya to allow Thai fishermen to ply its coastal waters, while Thailand has been urged to invest more in Kenya to help develop many of that country’s industries.

After leading Thai delegations on missions to Kenya and Mozambique from July 10-16, Chutima Bunyapraphasara, permanent secretary of the Commerce Ministry, said Thailand could form closer cooperation with the two African nations in many sectors.

“Thailand and Kenya agreed to set up a joint committee on trade and investment to support cooperation between the two nations,” she said, adding that Thailand would like to export more rice to that country.

Primarily, however, Thailand has asked Kenya to allow the Thai Overseas Fisheries Association to negotiate on behalf of the Thai fishery industry for permission to ply Kenya’s coastal areas, as they are rich in seafood resources.

Fishery products that Thailand is highly interested in importing from Kenya are lobster, fish, crayfish and crab.

Under the “Kenya Vision 2030” scheme, the African country’s government has urged Thai investors to expand their interests there, particularly in the agricultural sector and crop processing. Nairobi aims to increase the country’s competitiveness in agro-industry and other sectors in order to become a middle-income nation.

Kenya also would like to learn from Thailand’s experience in agriculture and agro-industry, tourism, and infrastructure development.

Agro-industries in which there is high potential for Thai investors in Kenya are maize, sugar cane, feed meal and fertiliser.

To celebrate 50 years of diplomatic relations between the two countries, Thailand will hold a trade fair in Kenya in 2017. The Thai government has also encouraged Kenyan enterprises to visit the “Thailand Tractors and Agricultural Machinery Show” from December 4-13 this year, and the “Bangkok Gems and Jewellery Fair” from September 7-11.

Meanwhile, Mozambique has shown strong interest in importing 300,000 tonnes of rice from Thailand. The terms of payment still need to be discussed, while Thailand would like to invest in various sectors in Mozambique. Potential sectors for Thai investors are agriculture, fishery, energy, mining, construction, and tourism.

After the two countries’ first Joint Trade Commission, Thailand has encouraged Mozambique to import many products from the Kingdom, including rice, processed food, cosmetics, medicines, supplements, fertiliser and agricultural equipment.

Thai private enterprises from four key industries – food, energy, utilities and tourism – will also visit the “Maputo International Fair” from August 28 to September 4.

The World Bank expects overall African gross domestic product to grow by 3.3 per cent this year. The continent has a combined population of 1.1 billion, 14.72 per cent of the global total.

23,000 blacklisted in major crackdown

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/23000-blacklisted-in-major-crackdown-30291008.html

NEARLY 23,000 companies were blacklisted by the Business Development Department (BDD) in the first half of the year for a range of “default behaviours”, from intentionally registering a name similar to that of a well-known firm, to providing an unclear location and missing the deadline for submitting their accounts.

Pongpun Gearaviriyapun, director-general of the department, yesterday said the agency had blacklisted 22,992 firms since they had engaged in one or more of these and other unacceptable behaviours.

And the department was determined to crack down on such businesses for the sake of consumers and companies that played by the rules, she added.

To ascertain whether a registered company has been blacklisted, enterprises and customers can check with the department through its mobile application, DBD e-Service, she said.

The blacklisted firms account for around 3.6 per cent of the roughly 640,000 active companies in the Kingdom.

Thirty-eight were found to have intentionally registered their company names close to those of established, well-known businesses, a behaviour that could lead to people being misled and cheated, Pongpun said.

However, the bulk of the blacklisted businesses were found to have provided unclear office addresses, missed the deadline for submitting their accounts, or overstated their initial investment capital, while some firms have been sued or had their business licences withdrawn, as in the case of alleged pyramid-scheme operator UFun Store, she added.

The department has also recently withdrawn the business licences of 15 companies that have breached the Foreign Business Act for having a nominee structure that allows foreigners to own a majority stake in a company in sectors protected for Thais.

Businesses protected under the Act are mainly service operations and tourism.

Moreover, the BDD has also checked registered companies’ initial capital investment, focusing on those registering capital above Bt5 million as it is afraid that exaggerated amounts could enable such firms to fraudulently attract customers, the director-general explained.
