Tourists are walking in Mekong riverfront village, Chiangkhan, which is being branded as new international ecotourism destination. Thailand is expected to welcome 1 million ecotourists in the next few years.

THE THAI Ecotourism and Adventure Travel Association and the Designated Areas for Sustainable Tourism Administration are promoting Chiang Khan as a new international tourist destination.

Duangkamol Chansuriyawong, president of TEATA, said yesterday that Chiang Khan – an old village on the bank of the Mekong River in Loei province – had high potential to become an international destination, especially for ecotourists.

The 300-year-old riverfront town has been popular among local tourists for years but was not that well known among foreigners.

“TEATA and DASTA have been promoting and developing unique destinations for years and now are promoting Chiang Khan,as a unique wooden community,” she said.

Taweebpong Wichaidit, deputy director-general of DASTA, said Loei was one of the provinces it selected to promote as special areas for long-term development.

Last year, 629,700 visitors, mostly locals, visited the town and generated income of Bt994 million.

“Since it’s a village, Chiang Khan can be promoted as a year-around destination,” he said.

Deputy Prime Minister Thanasak Patimaprakorn is scheduled to visit Chiang Khan on July 6 to map out tourism development for the province as well as to seek cross-border tourism cooperation from Laos.

Earlier, top tourism officials from Vientiane and Loei discussed cross-border tourism as part of cooperation under the Asean Economic Community.

To improve connectivity, the government is renovating Loei Airport, expanding major roads and opening border bus routes.

Duangkamol said more hotels, resorts and guesthouses had opened in the areas. A capsule hotel recently started to serve budget travellers.

Some other attractions and unique culture events in the province are the Phee Ta Khon festival in Dan Sai district and several national parks including Phu Kradueng and Phu Ruea.

In Chiang Khan district, there are also Ban Na Sao village, which is the base of the Phee Khon Nam festival, and Phu Thok conservation park, she said.

TOT, CAT told to hasten plans for core trades

INFORMATION and Communications Technology Minister Uttama Savanayana has instructed TOT and CAT Telecom to hasten the revision of their strategies with a view to focusing on four core businesses – mobile-phone service, broadband service, data centres and submarine cable networks – and to propose them to the State Enterprise Policy Commission next month.

Uttama on Monday told the boards of both state telecom agencies to focus solely on these four businesses and submit their new strategies to the commission on July 11.

Both entities have to separately present their plans for establishing joint ventures with private companies.

The TOT board on Tuesday reportedly reversed its previous resolution by asking the state agency to request the Council of State’s re-examination of the legal aspects of the TOT’s plan to sign a deal with Advanced Wireless Network (AWN), a unit of Advanced Info Service (AIS), for the launch of a joint trial commercial service on TOT’s 2.1-gigahertz spectrum.

The TOT board on June 9 had approved TOT going ahead and signing the contract with AWN on the condition that three issues were clarified first.

The first issue was that AWN would have to report to TOT about progress on the joint service, while the second was that TOT had to urge AWN to agree to lease 2G-900MHz network equipment under the TOT concession.

The other issue was that TOT would also have to urge AWN to agree to lease the 13,000 telecom towers currently subject to a dispute between the state agency and AIS over their ownership.

The planned joint trial service will last six months, after which they will sign other contracts as part of their partnership to provide third-generation cellular service on TOT’s 2.1GHz band.

Meanwhile, CAT’s board met yesterday to consider the plan to upgrade its idle 20MHz bandwidth on the 1800MHz spectrum to provide 4G service under a planned partnership with Total Access Communication (DTAC).

Thai-Indian trade could hit $16 bn in 5 years on closer ties

THANKS to closer ties with India and the outward-investment policy of the Thai government, private enterprises believe Thai invest-|ment in that country could grow |tenfold to US$2 billion (Bt70 |billion) by 2021, while bilateral |trade could reach $16 billion in five years.

After joining Prime Minister Prayut Chan-o-cha on an official visit to India last week, Sanan Angubolkul, vice chairman of the Board of Trade of Thailand and the Thai Chamber of Commerce, said the two countries had great opportunities to promote bilateral trade and investment growth.

The first India-Thailand Joint Business Forum (ITJBF), which gathered about 50 Thai and Indian businesspeople in New Delhi, agreed to accelerate expanding the countries’ free-trade agreement to cover more goods and services.

Two-way trade is targeted to double from $8 billion in 2015 to $16 billion in 2021.

Sanan said New Delhi’s “Make in India” policy was attractive to Thai investors, and they would like to be supported under the “Invest India” policy.

Sectors interesting Thai in-vestors in India are electronics, |automobiles and parts, infrastructure development, hotels, pro-cessed food, medical and healthcare services, and Buddhist circuit tourism.

Thai companies that would like to expand their investment in India include Delta Electric, Srithai Superware, and Allied Metals (Thailand).

Sanan, who is also chairman of Srithai Superware, said initial investment from Thailand to India could surge tenfold to $2 billion in 2021 from the current accumulative investment of $245.2 million since 2000.

However, there are still some factors obstructing trade and investment growth in India, he said. They are differentiation between the policies of India’s central government and local governments, slow visa approvals, and complicated rules and regulations.

To address those problems, the Thai and Indian business communities agreed to call for a meeting of the ITJBF at least once a year to draw up working plans.

The two sides will also organise a special activity to celebrate 70 years of diplomatic relations between Thailand and India next year.

THE TELECOM committee of the National Broadcasting and Telecommunications Commission yesterday approved the use of the 800-megahertz spectrum by National Police to provide a national public-safety service using broadband or fourth-generation cellular technology.

Pravit Leestapornvongsa, a member of the NBTC, said the allocation of the band to police would be for five years.

Police plan to launch the service next year in Greater Bangkok before expanding it to other major cities and three southern provinces.

The regulator has reserved 814-824MHz and 859-869MHz for public protection and disaster relief.

According to a police source, a Bt3.5-billion budget has been set aside for the new service this year.

The NBTC’s approval is on condition that other national-security agencies can use the planned 4G public safety network or the integrated communications channel on the band.

Pol General Dejnarong Sutthicharnbancha, spokesman for the National Police, said recently after meeting with the NBTC over the spectrum request that police would use 4G technology and advanced devices to ensure public safety.

TEATA plans sustainable ecotourism throughout region using Thai model

THE THAI Ecotourism and Adventure Travel Association (TEATA) plans to develop sustainable tourism throughout the region using the Thai model.

TEATA president Duangkamol Chansuriyawong said the association planned to promote ecotourism in terms of product development and strategic marketing to other countries, particularly in Southeast Asia. It plans to organise the first ecotourism conference in Thailand in the second half of this year to increase awareness among local people as well as to provide key guidelines for other countries.

Thailand has expertise in this area. It has been certified by the Global Sustainable Tourism Alliance as attaining international standards initiated by the European Union.

Key success of Thailand including green hotel practice and community based tourism village green.

However, Duangkamol pointed out that Vietnam was becoming a major competitor for Thai ecotourism because its government had strengthened its marketing at international event. Laos is also a potential market for ecotourism.

Thai prowess

According to TEATA, Thais themselves need to understand more about ecotourism, as international markets already know about Thailand’s prowess in this kind of tourism.

Taweebpong Wichaidit, deputy director-general of the Designated Areas for Sustainable Tourism Administration (DASTA), said it would work with TEATA to develop more ecotourism destinations in order to attract more local and international visitors.

More than 800,000 foreign ecotourists are expected this year, a 20-per-cent increase from 2014. Key source markets are the United Kingdom, the Netherlands, France, Scandinavia, the United States, Australia and New Zealand. The number of ecotourists is expected to reach 1 million within two or three years.

To reach out to target markets, TEATA and DASTA plan to brand potential destinations as new niche attractions. One of the attractions being branded is Chiang Khan, an old community on theMekong River in Loei province.

Last year, Chiang Khan received 629,700 visitors and generated income of Bt994 million.

ECONOMY

The Bank of Thailand decided to keep the policy rate unchanged at today’s meeting, apparently to save ammunition for new risks including the Brexit referendum.

“The committee saw merit in preserving policy space given that the Thai economy would still be facing risks going forward, such as the fragile global economic recovery, monetary policy divergence among major advanced economies, the result of the EU Referendum in the UK (Brexit) and financial stability concerns in China,” said Jaturong Jantarangs, secretary of the Monetary Policy Committee (MPC).

The committee voted unanimously to maintain the policy rate at 1.50 per cent. One of seven MPC members was absent from the meeting.

Going forward, he added, the committee viewed that monetary policy should remain accommodative, and stands ready to utilise an appropriate mix of available policy tools in order to ensure that monetary conditions are conducive to the economic recovery, while ensuring financial stability.

In deliberating monetary policy, the committee judged that the economy would continue to recover, and inflation would return to the target band within the latter half of the year as previously expected.

The Thai economy continued to recover on the back of public expenditure and broad-based improvement in the tourism sector, while private consumption expanded as anticipated. However, expansion in private investment remained low, and exports still contracted in tandem with other Asian economies which were weaker than expected. Offsetting weak exports are domestic demand and the tourism sector. Persisting downside risks include weak demand from trade partners and private sector’s fragile confidence.

Jaturong noted that corporate financing and household credits continued to expand, although certain business sectors faced limitations in obtaining credits. Meanwhile, financial stability risks from the prolonged low interest rate environment, including search-for-yield behaviour, continued to warrant close monitoring.

Rise seen in GDP growth

GIVEN RISING commodity prices and the government’s investment measures, the Thai Chamber of Commerce foresees stronger economic growth in the second half of the year, resulting in full-year expansion of between 3.2 and 3.5 per cent in gross domestic product.

Chairman Isara Vongkusolkit said yesterday that the Thai economy would experience stronger growth during the remainder of the year, thanks to a recovery in crop prices leading to higher domestic spending, an unchanged policy interest rate, strong growth in the tourism sector and a better outlook for exports.

During the second half, the chamber expects GDP to grow by 3.3 per cent thanks to improved consumption, alongside increased investment by both the government and private sectors.

It also predicts year-on-year export expansion of about 2.6 per cent during the period, he said. As a result, exports for the whole year should be in positive territory, with growth of around 0.8 per cent.

Inflation during the second half should also rise, to 0.9 per cent, as people spend more, the chamber forecasts. Inflation should therefore come in at 0.4 per cent for the whole year, Isara added.

Meanwhile, the Thai Industries Sentiment Index last month rose to 86.4 points from 85 in April, thanks to reduced concern over the drought, coupled with an increase in orders of education-related products in May, when the new school semester opened, Federation of Thailand Industries chairman Chen Namchaisiri said yesterday. Moreover, businesses saw that the state’s industrial-sector promotion policy was bearing fruit, although they expressed concern over rising energy prices and the pace of global economic recovery, he said.

Isara said the Thai economy was also reliant on the global economy recovering, and there were currently more positive signs in international markets, pointing to stronger Thai export shipments.

Government and private investments at home should also help drive the Kingdom’s growth, he added. With higher oil prices in the world market, crop prices have also increased, which will increase farmers’ incomes and encourage more spending in many sectors.

For example, the demand for motorcycle purchases has increased significantly during the past month, as farmers now have more disposable income.

The chamber expects global oil prices to return to a more balanced level in the second half of the year, while crop prices – mainly for rice, rubber, sugar cane and palm fruit – will continue to rise. This would boost economic growth, he said.

Three months of rise

According to the chamber’s survey, in the past three months, global oil prices rose by 10 per cent, the domestic price of paddy rice went up from Bt7,773 to Bt8,074 per tonne, rubber sheet increased from Bt39.78 to Bt54.12 per kilogram, and the price of palm fruit rose from Bt4.50 to Bt5.24 per kilo.

Purchase orders for motorcycles in May alone rose by 20 per cent year on year, the survey found.

The chamber expects the global price of crude oil to be stable at US$50-$60 per barrel in the second half of the year.

However, there are still negative factors of concern to the industrial sector and which could hit the country’s growth, Isara said.

These include the drought and a delayed rainy season, a slowdown by financial institutions in the release of business loans, the economic slowdown in China, and concern about the possibility of the European Union cutting tariff privileges on Thai fishery products.

Isara also expressed hope that the United Kingdom electorate would vote to remain in the EU, as a decision to leave the bloc would negatively affect the economies of both the EU and the UK.

In the event of British nationals voting to exit the EU in tomorrow’s referendum, there would also be greater volatility in financial markets, leading to a weakening of both the euro and sterling, he said.

However, the chamber expects a “leave” vote to have only a small impact on Thailand’s trade with the UK, as exports to the country account for less than 2 per cent of overall Thai shipments.

Thaicom urges govt to weigh impact of extra fees

THAICOM

THE GOVERNMENT should consider the impact on Thaicom if it slaps additional conditions or more regulatory fees on two of the company’s satellites, chief executive officer Paiboon Panuwattanawong said in a statement released yesterday.

The Information and Communications Technology Ministry plans to ask Thaicom 7 and 8 satellites to pay annual concession fees to the ministry until 2021, on top of the annual licence fees they already pay to the National Broadcasting and Telecom-munications Commission.

The ministry claims the move is to resolve redundant roles between itself and the NBTC in overseeing the commercial satellite sector.

The Thaicom 4, 5 and 6 satellites operate under an ICT Ministry concession that will expire in 2021, while Thaicom 7 and 8 operated under the NBTC licensing regime. Thaicom will face higher regulatory costs if Thaicom 7 and 8 have to pay the concession fee in addition to the licence fee.

The annual licence fee is 5.25 per cent of Thaicom’s gross revenue, while the annual concession fee is 20.5 per cent of its gross revenue.

According to the statement, the rules and licence fees of Thaicom 7 and 8 were determined by the law that mandates the change from the concession to the licensing regime. The low licence fee reflects the law’s intention to support the satellites’ long-term competitiveness. Therefore, if the government wants to impose additional conditions or additional fees on Thaicom 7 and 8, it should also consider the possible impacts on the company that has invested in these two satellites, it said.

The company also wants to see the government regulating the satellite sector’s competition on the fair basis. Foreign satellite operators now provide services in Thailand without consent and without paying fees to the state. Therefore, the government must ensure that all players compete on a level playing field, Thaicom said.

The company also urged the government to come up with a clearer satellite policy and regulations as soon as possible. It said it was willing to meet with the government to provide relevant information and discuss the matter.

BOT expected to stay put on policy rate today

POLICY RATE

THE BANK OF Thailand is widely expected to keep its policy interest rate unchanged at today’s meeting of the Monetary Policy Committee despite a recent spike in inflation, said economists.

After ticking up to 0.5 per cent in May, the inflation rate is expected to rise gradually throughout this year. DBS forecasts that it could return to 1.5 per cent by the third quarter and likely around 2 per cent by early 2017, as drought puts pressure on food prices. Food makes up a significant 33-per-cent chunk of the Consumer Price Index basket, and food inflation came in at 3 per cent in May, the highest since December 2014.

However, an increase in the policy rate to stem inflationary pressure is unlikely in this round.

DBS economist Gundy Cahyadi noted that inflation remained well under the BOT’s target range of 2.5-3.5 per cent and would not meet the target before mid-2017. He expects core inflation to end the year below 1.5 per cent, unless there is a spike in underlying demand.

However, an HSBC research note on Asian demand suggests only a slight increase in Thai consumers’ demand, given the persistently high household debt, which remains at 80 per cent of gross domestic product.

Based on the current per-capita GDP, the bank said it was difficult for Thailand and some other economies in the Asia-Pacific region including Malaysia, South Korea, Australia, Taiwan and New Zealand to push household debt much higher. This implies risks of a slowdown in household spending.

Cahyadi said the BOT policy rate could also be maintained to keep the baht soft.

A rate cut to spur the economy also looks unlikely, said Maybank Kim Eng Securities Thailand economist Tim Leelahaphan. He is convinced that government spending is a more effective tool to boost growth now, given the banking system’s large excess liquidity.

“We expect the BOT will keep its benchmark rate unchanged through the end of the third quarter,” he said.

Tim said inflation should continue to gain momentum before the policy rate will be raised.

Logistics operators in South face costly delays at Sadao border

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/Logistics-operators-in-South-face-costly-delays-at-30288692.html

SOUTHERN logistics operators have lost almost Bt100 million over the past six to seven months as container trucks take six to eight hours to cross the border into Malaysia from in Songkhla’s Sadao district, the Association of Southern Logistics and Transportation said yesterday.

This was because the Malaysian checkpoint is undergoing renovation that could last two years, it said, urging policymakers to negotiate for solutions before such delays affect customers’ confidence, as operational-level talks so far have failed to yield any concrete solutions.

Association secretary-general Pairoj Chaichiratikul cited the findings by a working team assigned by the Songkhla governor to solve the Sadao checkpoint issue. While part of the problem stemmed from traffic regulation on the Thai side, it was mostly due to Malaysia’s closure of access to its checkpoint. Hence trucks spent six to eight hours to pass through, and each day there were about 500 trucks in the queue.

“We estimate damages of almost Bt100 million in the past seven to eight months as there were additional costs of petrol for trucks waiting in the queue, overnight stays for drivers, and damage to goods such as fruits and vegetables,” he said.

Representatives of the Indonesia-Malaysia-Thailand Growth Triangle (IMT-GT) coordination office in Kuala Lumpur and of the Asian Development Bank who inspected the problem on June 9 promised to table this matter at the IMT-GT meeting in Phang Nga this September, he said. However, the association wants policymakers to try to find solutions faster.

NY Transport executive Panu Khaopiumjit said the issue that largely stemmed from Malaysian operations greatly affected Thai logistics operators but they couldn’t do anything. “Eighty per cent of the export goods from Surat Thani downwards must pass through the Malaysian port of Penang, so trucks transporting such goods must pass through the Sadao or the Padang Besar checkpoint. The former was more popular because of the latter’s restrictions,” Panu explained.

The problem’s adverse impacts include higher costs in terms of petrol and time, delivery delays to ships, forcing postponements and extra expenses and document corrections, the loss of credibility among foreigner customers unhappy with the delays, and effects to southern exporters’ competitiveness, according to Panu.
