ALTHOUGH AUTHORITIES have been cracking down on illegal businesses and guides for years, more than half of local certified tourist guides have lost their jobs to phoneys coming from overseas. “About 60,000 have been certified as professional tourist guides. However, only 20,000 of them are securing jobs.

“That means more than half have already lost jobs or have very few assignments,” Wirote Sitaprasertnand, president of the Professional Tourist Guide Association of Thailand, said yesterday.

Authorities, including the Tourism Ministry and Tourist Police, have been tackling the illegal business and tourist guide problem for years, but it remains unsolved.

Professional guides should have been busy, as the inbound business has been surging for years.

In fact, more than half of certified guides are unemployed. Many of them are seeking new jobs, as theirs have been snatched away by non-certified guides coming from overseas.

Chinese-speaking guides alone are expected to number 5,000-6,000 and half of them are non-registered.

Up to 80 per cent of Chinese on tour packages are travelling with non-certified operators and non-registered tourist guides.

“This is a major cause of local certified guides losing their jobs. We are urging authorities to push more measures to solve this problem,” he said.

The association predicts that 20,000-22,000 Chinese tourists arrive in the country per day.

As the biggest market source, China is expected to send more than 8 million visitors to Thailand this year.

The Korean, Russian and Scandinavian markets are facing the same problem – a shortage of registered guides.

Tourism Minister Kobkarn Wattanavrangkul said her ministry has been cracking down on illegal businesses by working with police and local authorities to detect nominees in major provinces such as Phuket and Bangkok.

This year to April 15, 374 non-registered tourist guides were arrested by Tourist Police – 130 in January, up nine from the same month last year; 125 in February, up from seven; 102 in March, up from 10; and 17 from April 1-15, up from four at the same time last year.

The government would continue addressing the problems of nominees, illegal operators and fake guides as part of plans to enhance the country’s image as a quality destination.

This year to April 24, the country has welcomed 11.1 million international tourists, up 13.8 per cent from the same period last year.

Due to strong growth, the ministry has revised up its arrival projection for this year from 30 million to 32 million.

Laos promotes Thai-built wind farm on Asean stage

LAOS AIMS to use Monsoon Wind Power, Asean’s largest wind farm to be built by a Thai developer, as an exemplary prototype for Asean

Monsoon Wind Power is a 600-megawatt wind-farm project that will be the largest in Asean. The site covers two districts in southern Laos – Dak Cheung in Sekong province and Sanxay in Attapeu province.

The project has been developed by a Thai renewable-energy firm, Impact Electrons Siam Co.

Laos has high hopes for the project and views it as a prototype for the development of the country’s alternative-energy source, which has the potential to support a sustainable energy future for all.

Chantho Milattanpheng, deputy director of the Institute of Renewable Energy and Promotion under the Laotian Ministry of Energy and Mines, pointed out the potential of Monsoon Wind Power as a major advance in Laos’ alternative-energy sector while giving a speech at the “Sustainable Energy and Technology Asia Exhibition and Conference”.

Benefits for all

He said the wind farm would undoubtedly benefit all parties, including Laos, Thailand or even theAsean region, since it is expected to have Asean’s largest wind-energy capacity, generate clean energy to be sold at a fair price and promote the well-being of the community surrounding the project site.

In an effort to facilitate alternative-energy development, Laos plans to increase renewable energy to 30 per cent of the total energy supply by 2025.

The 21st Conference of the Parties (COP21) held in Paris last December saw delegates from Thailand, Laos and 144 other countries sign a pact that aims to avert the rise in global temperatures beyond the threshold of 2 degrees Celsius.

At this forum Thailand also pledged to cut emissions of greenhouse gas by 20-25 per cent by 2030 from 2010 levels, equivalent to a cut in GHG emissions of about 111 million to 139 million tonnes.

Monsoon Wind Power is expected to avoid 67 million tonnes of GHG emissions throughout the project lifecycle compared with fossil-fuel power plants.

Thailand’s Cabinet on April 5 gave its approval to the country’s participation in the “Partnership for Market Readiness” programme, under which the World Bank will provide Thailand, as a PMR member, with a US$3-million (Bt105 million) grant for the development of initiatives that will help Thailand achieve its GHG emission-reduction goal.

According to World Bank statistics, Thailand is the 22nd-largest GHG emitter in the world and the fifth-largest in the East Asia and Pacific region.

Over the past decade, the energy sector has been the most important source of GHG emissions in the country.

Fishery observers see no red card from EU

http://www.nationmultimedia.com/business/Fishery-observers-see-no-red-card-from-EU-30284851.html

FISHERY stakeholders hold high hopes that the European Union will not hand their industry a “red card” next month, thanks to the country’s serious efforts to tackle human trafficking and illegal, unreported and unregulated (IUU) fishing during the past years.

If the EU gives the red card to Thailand, it should come up with a concrete explanation for its case, Poj Aramwattananont, vice chairman of the Board of Trade of Thailand and chairman of the Thai Fishery Producers Coalition, said yesterday.

In the latest attempt to complete the traceable supply chain for fisheries, the Fish Marketing Organisation, Fisheries Department, Agriculture Ministry, Command Centre for Combating Illegal Fishing and BOT, together with the Thai Fishery Producers Coalition, yesterday signed a letter of cooperation in setting up a marine-catch purchasing procedure to control the trading of aquatic products and improve the sanitation of fish and fishery products.

The procedure will produce a document to be used as a tool for accurate tracing of the sources of aquatic animals according to the Fisheries Act.

Poj said Thailand should be upgraded by the EU.

“It might be strange if the country gets the red card. Thailand has tried to solve problems based on laws and technical problems, which should be freed from political issues,” he said.

“Thailand has tried hard to improve our fishing procedures from upstream to downstream, while it has a traceability system to serve laws and technical problems and international fishing standards.

“If the EU really gives Thailand a red card, it needs to clarify the reason in a document to us [the Thai government and private sector] and to the public. Thailand will need to fight back if it is unreasonable,” he said.

A red card would affect Thailand’s image. However, for the trading of fishery products, it may or may not have an effect, as the EU could not ban or force buyers to stop ordering goods from Thailand, he said.

“No matter how Thailand will be rated during the EU’s revision next month, its private companies and the government will continue to tackle illegal fishing and systemise our fishing system along the supply chain so that it could be traceable from catch to table.”

Last year, Thai fishery exports to the EU decreased because of the loss of tax privileges under the Generalised System of Preferences, while the yellow card has not had an impact on trading, only on the country’s image, he said.

For this year, because of the uncertain global economy, Thai fishery exports are expected to be flat, while exports of shrimp and tuna should increase.

Shrimp exports are expected to rise from Bt58 billion last year to Bt70 billion this year and tuna exports from Bt80 billion to Bt90 billion.

The cooperation to set up the electronic Marine Catch Purchasing Document (E-MCPD) and improve sanitation is a good move as it will promote traceability, Poj said.

All the private operators in this industry are also committed to supporting government policy to fix the problem of IUU fishing and human trafficking and to follow Thai and international law, international standards and codes of ethics for the good image of Thai products.

This makes Thailand’s seafood industry sustainable, he said.

The eight fishery-product-related associations that agreed to the MCPD system are the Thai Frozen Food Association, Thai Food Processors’ Association, Thai Shrimp Association, Thai Tuna Industry Association, National Fishery Association of Thailand, Thai Overseas Fishery Association, Thai Fishmeal Association |and Thai Fishmeal Producer Association.

Delay to deposit guarantee cut hailed

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/Delay-to-deposit-guarantee-cut-hailed-30284850.html

THE GOVERNMENT’S decision to delay the lowering of the deposit guarantee from Bt25 million to Bt1 million per depositor per bank is a positive development for the country’s banks in terms of managing their funding costs, following the recent cut in lending rates to help reduce the financial burden on customers.

The Cabinet on Tuesday approved a postponement of such a dramatic degree of guarantee reduction, which had been scheduled to take effect this coming August 11, in order to provide more time to step up deposit protection and build confidence among depositors.

The Cabinet agreed that the deposit guarantee would instead fall to Bt15 million per depositor per bank between August 11, 2016 and August 11, 2018.

It will then be reduced further, to Bt10 million, until August 11, 2019, and lowered again to Bt5 million from August 12, 2019 to August 11, 2020.

The ultimate deposit-protection amount of Bt1 million will become effective on August 12, 2020.

Tanyapong Thamavaranukupt, senior executive vice president and head of retail banking at Krungthai Bank, said the four-year delay in lowering the guarantee amount to Bt1 million was a good thing for KTB and its customers, as it allowed more time to prepare for reducing the impact.

The bank has been preparing itself for a cut since the Deposit Protection Act gave legal authority for the guarantee amount to be reduced, he said.

“The government considers that [a change in] deposit protection should not impact on the economy amid the current slowdown and a drop in lending,” he added.

KTB will now focus more on funding-cost management in order to reduce the effect on its interest margin after cutting the minimum retail rate by 0.255 percentage points.

“We have to take care of those customers to whom the bank used to give a special deposit rate because, now we have cut lending rates, the extra deposit rates for those depositors might have to be adjusted,” the executive explained.

The reduction in its lending rate will affect KTB’s profit in the current quarter, he said.

Chartsiri Sophonpanich, president of Bangkok Bank, said the phased reduction would increase confidence among customers, although the bank itself would not be directly affected and had sufficient liquidity.

However, the impact on the bank of the recent reduction in its lending rate means it will seek additional income from fees and lending to offset some of the revenue from the rate cut. Arthid Nanthawithaya, chief executive officer and deputy chairman of Siam Commercial Bank’s executive committee, said the bank acknowledged that the government might be giving time to the banks to raise their deposits, enabling them to support lending to fuel the sluggish economy.

The recent cut in lending rates will affect SCB’s profit, but the bank will offset the expected decline with other income, including fees, he said.

Kattiya Indaravijaya, president of Kasikornbank, said that while the recent lending-rate cut would affect its profit in the second quarter, the bank would carefully manage its funding cost and expenses – alongside seeking more fee income – in a bid to maintain earnings growth.

THE FOUR dual-track railway projects covering 535 kilometres with a total investment of Bt85.05 billion should be up for Cabinet approval in May, the transport minister said yesterday.

“Bidding on the four projects is scheduled to be launched between June and September before construction can commence in October,” Arkhom Termpittayapaisith said.

First of the four lines is the 132km Map Kabao-Jira route, which will cost Bt29.67 billion. The project, being considered by the National Economic and Social Development Board (NESDB), should be added to the Cabinet agenda in the second week of May. The targeted completion date is 2020.

The second project, the 165km Nakhon Pathom-Hua Hin route costing Bt20.15 billion, should be ready by 2019, while the third is the 90km Hua Hin-Muang Prachuap Khiri Khan line worth Bt10.30 billion.

The last two projects have not yet undergone environment impact assessments (EIAs).

“However, the government can use Article 44 of the interim charter to go ahead with the bidding process to allow participation of private firms,” Arkhom said.

The fourth project, the 148km Lop Buri-Pak Nam Pho route requiring Bt24.94 billion of investment, has not passed the EIA review process. The project is scheduled for completion in 2020

The four projects, which feature a 1-metre gauge, are among seven projects covering 993km worth a total of Bt136.93 billion. Two of the projects under construction – the Kaeng Khoi-Chachoengsao and Jira-Khon Kaen routes covering 291km and a total investment of Bt34.63 billion – should be completed in 2019.

True Corp remains undecided on bidding for 900MHz licence

4G

TRUE CORP says it needs two more weeks to consider whether it will join the new auction for a 900-megahertz licence.

The company is waiting for its adviser to study the issue and make recommendations to its board, Suphachai Chearavanont, chief executive officer, said yesterday.

The deadline for submitting a bidding proposal is May 18.

Only two incumbent mobile operators have picked up bid documents – Advanced Wireless Network of Advanced Info Service (AIS) and True Move H Universal Communication of True Corp.

The other operator, Total Access Communication (DTAC), recently said it would stay out of the auction.

Suphachai also said about the possible signing of a memorandum of understanding with AIS that it was in line with the government’s plan to settle their disputes before the new auction.

He said that at first True petitioned the Central Administrat|ive Court to deny AIS’s request |to extend further the switch-off date of its second-generation |cellular service to June 30 from April 14.

Not fair

True believed that it was not fair, as it had already paid the first instalment for the 900MHz licence that it won in the last auction.

“We already started the licence with a cost, so it is not fair for us if any company will be allowed to operate a 900MHz service with no spectrum cost,” he said, adding that as the situation became more tense, the government stepped in to clear up the dispute.

He said the MoU would have only two conditions.

“The MoU is due to be signed as soon as possible, but at this time we still have not been confirmed of the signing date. We still don’t know if this MoU will be signed in the end,” he said.

Also yesterday, a major wholesaler and retailer of information-technology products, Com7, entered a business-cooperation arrangement with True Distribution and Sales Co, a subsidiary of True, to manage jointly the sale of products and services at 166 True service centres in Big C and Tesco Lotus stores nationwide.

About 300 stores nationwide under Com7’s management, such as the Banana IT chain, will become True authorised resellers.

Sura Khanittaweekul, CEO| of Com7, said the collaboration was expected to strengthen |the potential of both True and Com7.

Exports of gems, jewellery expected to grow by 10% this year

GEMS

GEM and jewellery exports are expected to grow by 10 per cent to US$7.89 billion (Bt278 billion) this year, ensuring Thailand’s position as the world’s 13th-biggest supplier of the products.

Malee Choklumlerd, director-general of the International Trade Promotion Department, said yesterday that exports of jewellery and ornaments this year should grow strongly to many markets, despite the uncertainty over global economic growth, as Thai gems are highly recognised as quality products with good designs.

Last year, exports of jewellery and ornaments reached $7.18 billion.

Preeda Tiasuwan, chairman of Pranda Jewellery, one of Thailand’s major jewellery producers and exporters, also said exports of gems should grow beyond 10 per cent this year on strong demand in many markets.

Thai gems and jewellery are well accepted in international markets.

“Thai products rank in a good position compared with China and Vietnam. Thailand has high expertise in cutting and design in the industry from upstream to downstream. Thus this industry will continue to be the country’s key export driver,” she said.

In the first quarter of this year, exports of jewellery and ornaments excluding gold were up 3.1 per cent to $1.98 billion, while exports of jewellery and ornaments including gold surged 72.3 per cent to $4.72 billion.

Preeda said sales of jewellery and ornaments had grown strongly thanks to online trading and the booming tourism industry.

About 10 per cent of foreign travellers’ spending will be on jewellery and ornaments, she said.

The department will hold the 58th “Bangkok Gems and Jewellery Fair” from September 7-11 at Impact Muang Thong Thani.

Malee said performing as the host of the major event was a significant mission. It is also a mechanism for the department to support the government’s policy aimed at developing Thailand’s competitiveness in trading and producing gems and jewellery, as the country is stepping up to become the world’s centre of this industry.

The fair will serve as a critical platform to open up new opportunities for buyers around the world who are seeking raw materials, want to update innovations and new technologies, need quality gems and jewellery from leading producers, and wish to negotiate with new trading counterparts.

It will also pave the way for small and medium-sized enterprises to expand into international markets and provide Thai designers and gem and jewellery brands with new venues to stage their work.

The department also hopes to make Thailand’s Gems and Jewellery Fair one of the top three events of its kind in the world by 2018.

This year’s fair will come up with a fresh new look and be equipped with greater efficiency to ensure enhanced effectiveness.

The department has integrated its operation with partners in the private and public sectors. It believes that the fair will attract significant numbers of new buyers and new importers.

“Exhibitors and business operators have signed up for more than 400 booths,” Malee said.

About 30,000 participants from around the world are expected to attend the event.

To assist the exhibitors, the department plans to provide commuting services to and from the venue and information about nearby hotels.

It has tightened up the security system, including personnel and surveillance cameras, to make them more effective than at previous fairs in assuring exhibitors and visitors of their safety.

Govt takes action against TPI for alleged illegal mining

ILLEGAL MINING

THE DEPARTMENT of Primary Industries and Mines has filed civil and criminal charges against TPI Polene for unauthorised mining and seeks damages for the state in excess of Bt6 billion.

Director-general Chat Hongtiamchant said yesterday that Saraburi and state agencies’ officials discovered that TPI Polene had engaged in unauthorised mining outside the mineral lease, or concession area, on July 24, 2014.

The department filed a civil complaint with the Natural Resources and Environmental Crime Division seeking compensation of Bt4.34 billion for illegal mining.

Last year, TPI Polene also allegedly engaged in illegal mining at the same concession area and mined in the “buffer zone” of the company’s concession area, where mining is not allowed. This prompted the department to file more complaints – one criminal and two more civil.

For TPI Polene’s renewed mining in the concession area, the state seeks damages of Bt327.68 million. In the civil complaint against TPI Polene for mining in the buffer zone, the state seeks damages of Bt1.67 billion.

The department has proceeded with civil and criminal proceedings against TPI Polene, totalling five cases.

Investigators are gathering witnesses and evidence for the two criminal cases, which will be proposed to the prosecutor for consideration.

As for the three civil cases, the department has filed for damages against TPI Polene totalling Bt6.34 billion.

The matter is in the court-proceeding stage. The department will notify the public of new developments of this case, Chat said.

Q1 fuels hope 2016 export target will be achieved

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/Q1-fuels-hope-2016-export-target-will-be-achieved-30284681.html

THAILAND’S exports in the first quarter swung into positive territory with a 0.9-per-cent expansion for a value of US$53.82 billion (Bt1.92 trillion), creating hope that shipments for the whole year could grow by 5 per cent as targeted.

The Commerce Ministry said exports rose by 1.3 per cent in March to $19.12 billion.

Deputy Commerce Minister Suvit Maesincee said exports could achieve the 5-per-cent goal this year based on the first-quarter result.

He said some countries had started to import more after economic recoveries.

Imports of capital goods last month grew 5.92 per cent while imports of raw and semi-raw materials rose 11.47 per cent. Suvit said that indicated exports in the remaining months of the year could grow as demand for materials to support the manufacturing and export sectors had increased.

But he said that despite the export expansion in the first quarter there was still uncertainty over global economic growth – a risk factor that could affect global and Thailand trade.

“The government and private enterprises will continue to push this [export expansion] momentum so that exports will help drive the Kingdom’s growth as well as the other two main economic engines – investment and tourism,” he said.

He added that Thailand was the only country in Asean to report export growth in the first quarter.

The ministry reported that excluding oil and gold, March exports grew 1.4 per cent year on year.

In the first quarter excluding volatile oil and gold, export value declined 0.4 per cent, it said.In March, import value dropped 6.94 per cent year on year to $16.15 billion. Thailand’s trade surplus for the month was $2.96 billion.

The combined import value in the first quarter was $45.64 billion, a year-on-year decrease of 11.99 per cent and resulting in a trade surplus of $8.18 billion.

The ministry said last month’s exports increased after some recovery of the global economy and the strong expansion of shipments of industrial goods, particularly vehicles, machinery and gold.

Shipments of agricultural products expanded, despite the price of farm goods still being low, it said.

With stronger export growth, the economy should meet the growth target provided the investment and tourism sectors also perform well, Suvit added.

Meanwhile, the Board of Investment reported that foreign direct investment (FDI) into Thailand was now expected to be worth between Bt600 billion to Bt700 billion this year, while the value of applications for BOI privileges would be worth about Bt450 billion.

New FDI in the first quarter of the year was valued at Bt89.9 billion, an increase of 234 per cent compared with the same period last year, the BOI said. Some 311 projects sought BOI privileges between January and March, up 98 per cent year on year.

In another positive economic sign, the Tourism Authority of Thailand reported that the number of foreign travellers to Thailand in the second quarter reached 7.87 million, a 13-per-cent rise year on year. That created Bt375 billion in income, a 17-per-cent increase.

In the first quarter, 9.03 million foreign tourists visited Thailand, a 15.45-per-cent increase that created Bt455 billion in income.

Cutbacks in overtime pay ‘hurting private consumption’

PRIVATE consumption is unlikely to recover this year because of the income shock from the cut in overtime pay in many sectors including services, according to the Siam Commercial Bank’s Economic Intelligence Centre (EIC).

The prolonged economic slowdown is having an impact on factory employees because the exporters of outdated products have had to trim OT, Sutapa Amornvivat, chief economist and first executive vice president, said yesterday.

In the fourth quarter of last year, OT pay in the electronics industry fell by 12 per cent and in the auto industry by 1 per cent year on year.

Employees in the North, West and East were especially stretched financially by the loss of OT pay.

Even though the tourism industry is still growing, OT pay to hotel and restaurant workers dropped by 3 per cent. Wholesale and retail OT pay slipped 5 per cent in the quarter.

Manufacturing and service employees have the purchasing power to patronise trading chains and banks, so the decline in income of these people is reflected by rising non-performing loans and the need for higher loan-loss provisions in the banking industry.

“We are following the effectiveness of the government’s stimulus packages to see if they can help enough to [sustain] private consumption,” she said.

Even though the unemployment rate is only 0.9 per cent, among the lowest in the world, the reduction of OT pay is an indicator of the income shock effect.

This will put pressure on private consumption, so the EIC revised down its forecast for private consumption growth to 1.9 per cent this year from 2.1 per cent predicted three months ago.

The research unit of Siam Commercial Bank also cut its forecast for export growth from flat to minus-2.1 per cent this year.

However, the EIC has maintained its growth forecast for 2016 gross domestic product at 2.5 per cent, assuming public investment in the second half will go ahead as scheduled.

The EIC now predicts public investment growth this year will improve to 11 per cent from the 9 per cent predicted earlier.

However, the GDP growth estimate might be lowered from 2.5 per cent if the export sector and public investment do not revive in the second half.

“We don’t see any advanced markets that are heroes to drive the global economy. Even though the US is showing signs of recovery, its employment rate and construction data are not good enough,” Sutapa said.

The Bank of Thailand is expected to leave the policy rate at 1.50 per cent this year because it is giving importance to the efficiency of the policy rate and a suitable rate to discourage search-for-yield investors, she added.
