INTERNATIONAL tourism in the Asia-Pacific region will grow by 4.6 per cent each year to 657 million by 2020, according to the Pacific Asia Travel Association.

“Actual foreign-arrival numbers into Asia-Pacific at the aggregate level have been within 2 per cent of predictions made in the last few Pata forecasts, so we know that the numbers are realistic, reliable and valid,” Mario Hardy, chief executive officer, said about the “Pata Asia-Pacific Visitor Forecasts 2016-20” released yesterday.

Covering 38 destinations, these annual Pata forecasts are well regarded for their overall accuracy and reliability in terms of highlighting shifts and trends in international visitor demand for travel in and across the region.

“This last series of predictions again highlights the rapidly approaching need for aggressive and appropriate visitor-management processes to be installed and operational before we literally destroy our destinations with our love and desire to interact with them,” he said.

In the 2015-20 period, Asia will continue to increase its dominance of foreign arrivals from 72 per cent to 73 per cent, while the absolute volume of arrivals into Asia-Pacific generally is predicted to rise from 528 million to 647 million.

In the period, Southeast Asia will continue with its dramatic rise in foreign arrivals, improving its share from 20 per cent to 22.5 per cent, when it will rival the Americas’ share of 22.6 per cent.

In the period, Asia will also continue to generate more international arrivals into the Asia-Pacific region, increasing its count from 355 million visitors to 448 million. That will see the Asian component of arrivals into the region – as defined in the summary report – increase from 66 per cent to 68 per cent in the period.

However, it is Northeast Asia that remains the workhorse for the region, generating an expected 333 million international arrivals in 2020 – more than half of the total foreign inbound volume expected in that year.

Intra-regional flows will continue to remain strong for most Asia-Pacific regions, but across the region, the influence of the Asian source market is undeniable and will only grow stronger, at least in most cases.

The Americas and Europe will continue to play important roles in Asia-Pacific travel and tourism, not just in the volume of arrivals they each generate but also in additional metrics that they bring to the industry – more for some destinations than others, but still significant none the less.

The Americas are expected to generate 113 million arrivals into the Asia-Pacific region in 2020, driven largely by North America, which will contribute close to two-thirds of that volume.

The 47 million arrivals from Europe expected in 2020 will come from Western Europe (19.5 million) but also Northern Europe (14.7 million). These two origin subregions will generate close to two-thirds of total arrivals from Europe by 2020.

“The predictions are positive but there will be some substantive changes in origin-market structure into a number of destinations. Forewarned is forearmed,” Hardy said.

Rice cultivation zones to be reduced next week

THE government will next week reduce rice-growing zones from 61.74 million rai of paddy to only 55.8 million rai (8.93 million hectares) to balance supply and demand for the staple in the next harvest season.

Chutima Boonyaprapha-sara, permanent secretary of the Commerce Ministry, said yesterday that the government’s rice production planning committee found the country should limit the planting of rice while promoting other crops to ensure a stable rice price and income for farmers.

Other areas will be zoned for other commercial crops, as they are not suited to growing rice, which requires lots of water.

The Agriculture Ministry will help the rice farmers who have to switch to other crops to adjust, while the Commerce Ministry will help farmers find other work so that they can supplement their income.

This plan will go into effect next month.

The zoning is based on data from the Geo-Informatics and Space Technology Development Agency, while the government has drawn up an “agri-map” to allocate each area to the most appropriate cash crop. To regulate the growing area of rice and other commercial crops, the government has formed 28 task forces to inspect rice-growing areas in every region.

Under the plan to help cut the cost of cultivation, the government has continued to encourage rice farmers to gather together so that they will have more bargaining power to purchase agricultural products, while the Bank for Agriculture and Agricultural Cooperatives will release Bt5 million in soft loans for each collective.

To help ensure that the rice price will not plunge during the harvest season, the ministry has asked millers to purchase paddy rice at a fair price directly from farmers.

Superboard faults NBTC for failure to regulate industry

THE National Broadcasting and Telecommunications Commission (NBTC)’s Inspection and Evaluation Commission, or Superboard, has concluded that the NBTC failed to regulate the telecom industry in four areas: spectrum management, airtime tariff, consumer protection and market entry.

Amornthep Jirattiticharoen, a telecom veteran on the Superboard, said yesterday that the Superboard found the NBTC failed to recall frequencies from state agencies for reallocation to boost telecom service efficiency.

“The NBTC needs to hurry to consider putting the 2600 megahertz and 700MHz frequencies up for auction in the near future, as they are valuable bands for telecom services,” he said.

The NBTC failed to review all telecom packages from existing operators and force them to offer lower prices, as required by the auction’s rules. Some packages are offering higher tariffs, he said

The Superboard also found fault with the NBTC for failing to resolve and clear all consumer complaints within 30 days as required by law.

Some cases took more than one year to end. That made consumers more dissatisfied with the NBTC’s response.

The NBTC was also found to have failed in fostering more competition by promoting newcomers to the mobile industry.

Three players

There are still only three incumbent operators – Advanced Info Service, Total Access Communication and True Corp.

The NBTC should issue regulations for mobile virtual network operators to support more of them in the industry, which would benefit consumers.

During the three-year term of the Superboard, it also found that the NBTC failed to outline a long-term roadmap for the telecom industry, especially for a spectrum plan.

That made it difficult for both incumbent and new operators to put together the right strategy and investment plan, he added.

The Superboard’s term comes to an end today.

China’s economic recovery masking surging financial risks, warns Fitch

BEIJING – Global investors have cheered the recent signs of economic pickup in China. Andrew Colquhoun is unimpressed.

Colquhoun, the head of Asia Pacific sovereigns at Fitch Ratings, sees the growth spurt, fuelled by a resurgence in borrowing, threatening to wreak havoc on the financial system.

“Whether we call it stabilisation or not, I am not sure,” he said in an interview in New York. “From a credit perspective, we’d be more comfortable with China slowing more than it is. We are getting less confident in the government’s commitment to structural reforms.”

While global equity and commodity markets have rallied on signs that a surge in lending is helping stabilise the economy, the borrowing binge is adding to an already unsustainable debt level, according to Colquhoun. Eventually, the very thing that has been driving the recovery could end up derailing it, he said.

Standard & Poor’s and Moody’s Investors Service cut China’s long-term credit rating outlook to negative last month, citing the country’s surging debt burden and concern that the government won’t be able to implement reforms. Fitch affirmed China’s credit rating at A+, the fifth highest rating, in November, with a stable outlook. That is one grade lower than Moody’s and S&P.

China’s new credit increased a record 4.6 trillion yuan (US$710 billion) in the first quarter, surpassing the level of 2009 during the depths of the global financial crisis. Total debt from companies, governments and households was 247 per cent of gross domestic product last year, up from 164 per cent in 2008, according to data compiled by Bloomberg.

Instead of focusing on reducing debt levels, Chinese policy makers choose to open up the lending tap whenever the economy slows, Colquhoun said. Such a stop-and-go policy weakens the credibility of President Xi Jinping’s administration as a reformer, he said. Gross domestic product rose 6.7 per cent in the first quarter from a year earlier, in line with the government’s growth target of 6.5 per cent to 7 per cent for the full year.

“It’s difficult to achieve both objectives” of reaching a 6.5 per cent growth target and carrying out reforms, including slashing debt and reducing excessive production capacity, said Colquhoun. “Given the twists and turns in the management of the policy over the last year, I am no longer sure which objective has higher weight.”

Push for value-added products from rice

THE COMMERCE Ministry will ask for a budget allocation of Bt600 million for setting up a rice institute for commercial activities in a bid to promote the development of rice into more value-added products.

Permanent secretary Chutima Boonyapraphasara said the ministry was planning to ask the Rice Policy and Management Committee to approve the setting up of the country’s first rice institute for commercial operations.

“Thai rice can be developed as a value-added ‘super food’ in the form of various products. The commercial rice institute would contribute to adding value to Thai rice so that farmers would receive more income,” she said.

If approved, it will take about five to six months to establish the institute.

Chutima said the institute could contribute to a doubling of income from rice products. This would result in extra government revenue from rice-product duties of about Bt700 million each year.

Normally, the government cannot collect value-added tax from rice trading, but if it has been processed, VAT can be added.

The ministry will discuss with the Office of the Public Sector Development Commis-sion the formation of the institute, as it will not be managed by the government but should be a non-government organisation so it will be more efficient and flexible.

Chutima said the institute would also employ highly qualified people for administration of research and development.

She added that if this institute could be set up, more than 60 per cent of Thais involved in rice farming should have more income and better living conditions, since the rice price would be increased.

High-nutrition food

According to the Commerce Ministry, rice is a high-nutrition food and has low sugar. It could serve health-conscious people and be developed into various kinds of food for babies, children, senior persons, and those watching their weight.

Rice could also be produced as cosmetics and other products.

Meanwhile, the ministry is considering a plan to continue releasing the remaining 11.6 million tonnes of rice in the government stockpiles. Chutima said the ministry would consider releasing rice every month through various channels such as open bidding and government-to-government contracts.

NBTC plans legal action on Bangkok Bank over Thai TV

THE NATIONAL Broadcasting and Telecommunications Commission is planning to file a lawsuit in the Central Administrative Court against Bangkok Bank to claim a Bt1.7-billion bank guarantee for Thai TV Co, after the bank’s no-show on deadline day this past Monday.

In parallel with this move, Sombat Leelapata, director of the NBTC’s legal department, said yesterday that his administration was also drafting a letter to notify the Bank of Thailand about the what he called the failure of Bangkok Bank to take responsibility as Thai TV’s financial guarantor, after the regulator decided to revoke two digital-TV operating licences following the company’s refusal to pay the second instalment of its upfront licence fees since late last year.

In addition, the broadcasting committee of the NBTC ordered Thai TV to pay the remaining five instalments worth Bt1.63 billion, plus value-added tax, as well as the unpaid annual licence fees and a daily fine of Bt60,000.

The company had been licensed to broadcast Thai TV news channel 17 and Loca Family channel 15, which was later renamed MVTV Family.

“Being the national regulator in the financial sector, the Bank of Thailand has to get informed about this issue, which potentially has an impact on the collection of state revenue,” Sombat stressed.

Following the notification to the central bank, it is believed that the NBTC expects to receive a constructive response from the national financial regulator. Even though Bangkok Bank revealed earlier that it had already set aside enough reserves to cover the Thai TV case, it failed to show up on April 18 to pay the guaranteed amount, which was the deadline set by the NBTC.

The NBTC decided to give a 15-day deadline by issuing a written notification to Bangkok Bank after the Central Administrative Court refused to issue a temporary injunction sought by Thai TV to protect it from the watchdog’s claim to the Bt1.748-billion bank guarantee.

Thai Airways International President Charamporn Jotikasthira insisted that the estimated revenue of Bt48 billion for the first quarter of this year was preliminary.

“The financial statements of the first quarter are being audited,” he said in a filing to the Stock Exchange of Thailand.

Charamporn reportedly revealed first-quarter numbers to the State Enterprise Policy Office today morning. THAI has not yet disclosed the audited financial statements.

He told the office today that the overall situation improved in line with buoyant tourism industry, but the Bt48 billion revenue remained 1.3 per cent below target. In the first quarter, the airline’s cabin factor increased to 78 per cent compared to 75 per cent in the same period last year.

In the filing to the exchange, Charamporn said he did not mention that THAI’s first-quarter net profit would be around Bt500 million.

THAI posted net losses in the last three years: Bt12 billion in 2013, Bt15.6 billion in 2014 and Bt13.07 billion in 2015.

TAX RESTRUCTURE

THE Cabinet yesterday approved a new structure for personal income tax, the Baan Pracha Rath affordable-housing scheme, plus draft laws related to the digital economy.

Finance Minister Apisak Tantivorawong said the new tax structure (see table) would come into force for the 2017 tax year.

The new rates could cost the country Bt32 billion per year in lost tax revenue, but this could be offset by higher value-added-tax revenue from increased consumer spending, he said.

Apisak believes the new tax structure will boost people’s disposable income and encourage spending.

Among highlights of the new tax structure is an increase in the personal allowance to Bt60,000 a year, from the current Bt30,000.

The maximum child allowance will also be doubled to Bt30,000 per child, from Bt15,000 currently. The current limit on the number of children that are eligible – three – has also been scrapped.

Taxable income bands are also being widened in some brackets.

Personal income tax accounts for 17 per cent of overall tax revenue, while corporate income tax accounts for 32 per cent.

Under the current personal income tax structure, taxable income of up to Bt150,000 per year is exempt from tax; while Bt150,001 to Bt300,000 is subject to 5-per-cent tax; Bt300,001 to Bt500,000 is taxed at 10 per cent; Bt500,001 to Bt750,000 is taxed at 15 per cent; Bt750,001 to Bt1 million is taxed at 20 per cent; Bt1,000,001 to Bt2 million is taxed at 25 per cent; Bt2,000,001 to Bt4 million is taxed at 30 per cent; and more than Bt4 million is taxed at 35 per cent.

The Cabinet also approved the Finance Ministry’s proposed Baan Pracha Rath affordable-housing scheme on plots owned by the Treasury Department. The programme aims to serve state officials on low incomes and other low-income earners.

Pilot projects will be built at two locations in Phaya Thai in Bangkok, two in Phetchaburi, and one each in Chiang Mai and Chiang Rai.

The projects in Bangkok will only serve state officials, who can rent the units for five years.

The projects in the provinces will serve state officials and other low-income people, who can rent the units for 30 years.

The government will invite private property developers to build the projects, which will provide housing for people with a minimum monthly salary of not more than Bt20,000, the minister said.

Cabinet also approved the draft digital-economy law and a draft amendment to the Cyber Crime Act, as well the draft of a new National Broadcasting and Telecommunications Commission law.

The new NBTC law will see the number of board members at the NBTC cut from 11 to seven. It will also empower the regulator to reclaim spectra from state telecom agencies and seek compensation for them.

The Cabinet also gave the nod to the Mass Rapid Transit Authority to start civil engineering work on the Orange Line – a mass-transit route from Thailand Cultural Centre to Min Buri – at a cost of over Bt82 billion.

UTCC urges help for farmers and labourers

SURVEY

DESPITE negative inflation during the past year, Thai farmers and labourers face inadequate incomes, leaving many of them with a debt problem due to a continued rise in the cost of key items, a three-year freeze on the daily minimum wage, and lower earnings because of the drought, according to a survey by the University of the Thai Chamber of Commerce (UTCC).

As a result, the economy this year could expand by less than 3 per cent as consumers have low purchasing power, the UTCC said.

To stimulate economic growth, the government should consider raising the daily minimum wage of Bt300 by 5-7 per cent – depending on the area – to cover the cost of living, it suggested.

The government should also accelerate mega-project investment in order to promote employment, Thanavath Phonvichai, director of the UTCC’s Economic and Business Forecasting Centre, said yesterday.

Based on a survey among 1,356 respondents from March 2 to April 11, the UTCC found that farmers and labourers, whose incomes are less than Bt20,000 per household a month, are facing financial liquidity problems and inadequate earnings.

The survey also found that the prices of nine key foods and consumer goods had increased during the past year, resulting in higher outlays for labourers, farmers and salaried workers.

The nine products are pork and chicken meat, seafood, fruits, cooked food, fast food, street food, noodles, agricultural products and equipment, and school and tutoring fees.

The average monthly income for a Thai household this year is only Bt21,157, against Bt26,915 last year, Thanavath said.

In order to cover the rising cost of living, the government may have to consider adjusting the daily minimum wage in each area by 5-7 per cent to help low-income people, as it had been frozen at Bt300 for three years, he added.

Moreover, the government should find ways to promote additional income among farmers during the ongoing drought, as they are currently suffer-|ing from lower earnings, the director said.

The UTCC has also estimated that the drought will cause a loss of about Bt200 billion to the economy, which would mean economic growth of less than 3 per cent this year, he said.

Meanwhile, the Internal Trade Department has asked the makers and suppliers of chemical fertiliser to reduce retail prices by 7-15 per cent, or about Bt10-Bt30 per 50-kilogram sack, with immediate effect.

The price reduction will lower farmers’ production costs during the remainder of the year.

Windfalls from personal income tax restructuring

PERSONAL INCOME TAX

Around 2 million people were expected to benefit from the personal income tax restructuring if those with taxable income below Bt150,000 were waived from taxation, said an economist from Maybank Kim Eng.

Maybank Thailand economist Tim Leelahaphan said in his research note that changes may result in Bt20 billion in extra disposable income, ifThais started paying taxes only when annual taxable income exceeded Bt300,000 against Bt150,000 at present.

However, the Cabinet today approved an increase in several allowances but maintained the first tax brackets unchanged. This means those with taxable income below Bt150,000 would remain subject to the 5 per cent tax rate. The restructuring will take effect in the 2017 tax year.

The Finance Ministry won the approval for the increase in the expense allowance cap, from 40 per cent of income or up to Bt60,000 to 50 per cent or Bt100,000.

The personal allowance will also be doubled from Bt30,000 to Bt60,000. The maximum child allowances will also be lifted from three children, and the allowance per child is doubled to Bt30,000.

The ministry said that the restructuring aimed to address income inequality and changes in the economic condition. This is also designed to ease tax burden of salary earners. Only those earning monthly income of Bt26,000 or more would be subjected to taxation, it said.
