ENERGY PLAN

Twarath Sutabutr.

The Energy Policy and Planning Office will submit the five-year, Bt60-billion budgetary plan of the Energy Conservation Promotion Fund (ENCON Fund) to the National Energy Policy Council (NEPC) next month, said EPPO director-general Twarath Sutabutr.

He said the EPPO, which is an interim administrator of the ENCON Fund, withheld its scheduled press conference at the last minute last Friday since the ENCON Fund Committee had not come to a conclusion on the fund’s spending plan over the next five years (2017-2021).

According to the EPPO’s proposal, the ENCON Fund will increase its budget to support and promote energy conservation and renewable-energy activities to Bt12 billion annually during the next five years, up from Bt7 billion annually during the previous five-year period.

However, Twarath denied a news report that the government would double the ENCON Fund’s levy on local sales of petroleum products to Bt0.50 a litre.

“A director [of the ENCON Fund] suggested [the increase of the levy] citing the fact that oil prices were likely to stay low for the next few years and thus it is now an opportune time to encourage a shift of transport modes, such as towards mass transit and rail.

“But this [proposal] was not considered and was not included in the meeting’s agenda. The committee considers the Bt0.25-a-litre rate sufficient to support the energy-conservation and renewable-energy plans,” said the director-general.

The ENCON Fund has allocated a total of Bt21 billion to support energy conservation and renewable- and alternative-energy projects during the five-year period from 2012 to 2016.

The fund has come under growing criticism from some energy activists, including Rosana Tositrakul, who recently urged the prime minister to investigate its transparency and inspect the use of the fund’s budgets during the past 10 years. Twarath said the ENCON Fund Committee had not yet reached a conclusion on how its budget should be allocated.

The EPPO has proposed that the fund spend 67 per cent of its total budget on energy conservation, 30 per cent on promoting renewable energy, and the remaining 3 per cent for “strategic management” of the fund. But some committee members suggested projects that support the shift of transport modes to more energy-efficient ones should be given special promotion.

Moreover, some committee members also recommend that the ENCON Fund should give more support to research and development.

“We have been allocating 75 per cent of our budget on pilot and demonstration projects, and 5 per cent on promoting R&D and innovations. Some [committee members] would like to increase the R&D allocation to 10 per cent,” he said.

The EPPO will pursue additional analysis and submit the ENCON Fund’s next five-year plan for consideration by the NEPC, chaired by Prime Minister Prayut Chan-o-cha, at its next meeting scheduled for March 11.

“Among the innovations that were much discussed and [the committee] would like to happen are electric vehicles and smart-city projects that will help promote the shift of transport modes towards less use of personal vehicles,” Twarath said.

The ENCON Fund had an outstanding balance of Bt36.1688 billion as of January 31. Thanks to rising fuel consumption, the fund’s annual intake is forecast to grow by between Bt9 billion and Bt10 billion, compared with Bt8 billion per year in recent years.

The choice of a “permanent mechanism” to administrator the ENCON Fund is another issue yet to be resolved by the committee. The EPPO has suggested three options: a pure bureaucratic agency, an independent agency, or a “hybrid” agency that would be set up under the EPPO.

Global travel firm GTA, TAT to promote Thailand as upscale

TOURIST

Global travel company GTA and the Tourism Authority of Thailand are collaborating on a plan to increase the number of high-spending tourists coming to the Kingdom.

Ivan Walter, chief executive officer of GTA, said it would join forces with TAT to promote Thailand as a luxury leisure destination.

“Thailand is one of the world’s most desired and dynamic tourism destinations. The country is surrounded by many of the influential travel suppliers, travel agents, technology partners and hotels.”

He said Asia-Pacific and Middle East travel communities were strongly committed to promote the country to upscale tourists and focus more on luxury markets.

Speaking at GTA’s 2016 summit on “Future Outlook of Travel and Future of Travel Intermediaries” in Bangkok yesterday, Walter told travel executives from China, Australia, India, Singapore and Hong Kong that Thailand’s tourism had risen dramatically in recent years. The country drew 29.9 million international visitors in 2015, an increase of more than 20 per cent compared with 2014.

However, the country can still increase yields and the average length of stay, as industry data showed that the average daily|rate of spending by upscale travellers grew by 17 per cent in the luxury accommodation segment last year.

TAT deputy governor Juthaporn Rerngronasa said the country had been working on niche markets and luxury tourism for years and GTA would be a new player to help draw in more of the upscale market.

GTA is part of Switzerland-based Kuoni Group. GTA attributes its success as a leading travel company for independent travellers to longevity in the industry, good financial stability, a global presence, and the expertise of its people.

The company says it has long connected travel agents to hotel partners to offer content at the best possible prices through technology. Nearly 14 million room-nights a year have been booked through GTA.

Pirated software contributes to cybercrime risks in Thailand: police

PIRACY

The high level of illegal software in Thailand is the link between pirated software and cyber criminals, according to economic crime police.

Economic and Cyber Crime Division Deputy Commander Pol. Col. Dr. Kittisak Plathong said that some less reputable computer manufacturers and retailers may use counterfeit copies of popular software products to build machines more cheaply to increase their profit margins. When people buy a new PC or laptop, they expect that machine to be secure out of the box.

However, the malware, embedded in counterfeit software, is engineered to spy on users and conduct denial-of-service attacks including stealing personal information, locking the PC, using PC to send spam, or downloading other malicious software without notice and consent.

“It is a fact that pirated software contains security gaps,” he said. “Any PC with pirated software is an easy target for criminals and hackers. With a software piracy rate of approximately 70 per cent in Thailand, the nation is vulnerable.”

He urged Thais to stop buying, selling or using pirated software.

“When you consider to buy a new PC or laptop, please check whether the shop is certified with genuine products. This should be taken very seriously indeed, as the impact could be far-reaching, costly and destructive. It is not worth the risk.”

Last year, the ECD found over Bt500 million of unlicensed and illegal software, nearly 20 per cent higher than 2014.

Police are cracking down on shops that sell pirated software as it is a direct link to malware and cybercrime.

ECD recently conducted a raid of two outlets of a leading technology retail seller at The Mall Bangkhae Department Store in Bang Khae District, Bangkok. The police seized two Lenovo notebooks, one flash drive and one external hard disk, all of which contained pirated Microsoft software.

The registered owner of the shop, whose business consisted of loading pirated software onto new PCs purchased by consumers and small businesses, faces criminal prosecutions.

Probe planned on Thai fruit for China being resold illegally in the Kingdom

TRADE

THE Internal Trade Department of the Commerce Ministry plans to investigate fruit-sorting facilities for Chinese companies that buy Thai fruit for export to China and then resell some of the lower-quality fruit illegally back on the Thai market.

“If Chinese companies that obtain a licence to do sorting of Thai fruit for export to China, or have facilities for Thai fruit inside Thailand for export, but they buy Thai fruit and resell it on the Thai market, this is illegal and violates the Foreign Business Act BE 2542,” said the department’s director-general, Wiboonlasana Ruamraksa.

According to the act, they could face a fine of between Bt100,000 and Bt1 million, and/or a prison sentence of three years.

She added that Thailand’s Agriculture and Cooperatives Ministry and China’s Agriculture Ministry had an agreement whereby Chinese companies can operate sorting facilities to buy and package Thai fruit for export to China under the Good Manufacturing Practice (GMP) standard. The fruit that does not meet GMP standards cannot be exported but also cannot be resold on the domestic Thai fruit market.

“The problem now is that when Chinese companies that buy Thai fruit have some that is lower than the GMP standard after the sorting process, they do not want to waste it, so they decide to resell it on the Thai market. But this violates the Foreign Business Act,” she said.

Lower-standard produce

The department plans to investigate and solve this problem.

Meanwhile, the department and the Justice Ministry are studying how to formulate a standard contract to solve the problem of Chinese fruit buyers with lower-standard fruit. This will help both parties, buyers and sellers, conduct fair business. China is not the only country to have fruit-sorting facilities in Thailand, as Japan, Laos, Cambodia and Vietnam also do this business here, Wiboonlasana said.

A standard contract will be used for all of the countries doing business in Thailand, she said.

Open skies policy lags as airports hit capacity

OPEN SKIES

ASEAN nations are urged to move further on their open skies policy to raise air capacity as major airports are already overloaded.

“Some major airports in the region have already reached their originally capacities including Thailand’s Suvarnabhumi Airport and Indone-sia’s Soekarno-Hatta International Airport,” a source at a French aircraft maker said in Singapore last week.

Another aviation expert said Don Mueang International Airport in Bangkok would soon face overcrowding even though the airport had just completed renovating a terminal, which helped to increase capacity ofto 28 million to 30 million passengers per year.

The two experts noted that the liberalisation of air traffic in Southeast Asia was still proceeding slowly and had some distance to reach the target.

All 10 Asean countries should have begun truly endorsing a single air market policy last year by the agreement’s deadline.

“If airlines are allowed to fly to second or third cities in the region under seventh freedom rights of the open skies agreement, the region will definitely have more tourists and also reduce the overloading at big airports,” they said.

The Philippines, Indonesia and Laos should move on an aviation deal to help drive the region’s economy as well as to enhance network connectivity.

Indonesia has only opened Jakarta while the Philippines only allows Manila. Vientiane and Luang Pra-bang in Laos also limit air services.

Under the seventh freedom policy, foreign airlines can serve domestic cities throughout the region and also establish bases of operation outside their home countries.

Southeast Asia is reportedly on track to extending open skies with Europe. The two regions hope to remove all restrictions including those on flight frequencies.

Flightglobal data show that more than 34,000 flights were in service last month. The country pair of Indonesia-Singapore was the largest contributor with 451,456 seats on 2,235 flights, followed by Indonesia-Malaysia with 420,374 seats and 2,459 flights.

For Thailand, traffic with Singapore saw 321,779 seats on 1,526 flights, with Vietnam 152,259 seats on 626 flights and with Cambodia 85,846 seats on 581 flights.

Tourism ministers met in Manila last month to draft a regional tourism strategic plan aimed at boosting arrivals to the region to 123 million by 2020, 152 million by 2025 and 187 million by 2030.

Myanmar expects entry of more US businesses

MYANMAR-US INVESTMENT

Win Aung

Representatives of US companies have become frequent guests at the Myanmar Federation of Chamber of Commerce and Industry these days as they explore business opportunities in the long-isolated country.

The visits have gathered pace since the National League for Democracy (NLD) won the election and the power transition from military rule appeared to be going smoothly, Win Aung, president of the federation, said last week.

“I strongly believe that Myanmar-US economic relations will strengthen in the next government’s term.

“As now is the transition period, many US and Western companies are in a wait-and-see mood. Most of them want to observe what would be the NLD’s economic policies and the important legislative changes in the next government’s term,” he said.

At the US-Myanmar business-matching event held by the federation and the American Chamber of Commerce Myanmar Chapter, more than 30 executives of 22 US companies, including blue chips like Ford Motor, Dow Chemical, DuPont and Honeywell, mingled with more than 50 local businessmen.

“It usually takes time to set up joint operations after only one discussion. But I expect more than 50 business deals from this matching. Partnerships will start with trading followed by investment,” he said.

Richard Jackson, general manager of RLC Technical Recruitment Specialist, an outsourcing company, was among the American businessmen.

“We do not come here with expectations of immediate business. I think there are opportunities everywhere.

“It is a great opportunity to get to know what our customers need and to discuss face-to-face with key decision-makers of the federation and local businesses as well as other American companies looking at Myanmar to set up a business here,” he said.

RLC has no local representative in Myanmar. Without someone on the ground, no proper job could be carried out, so the company is looking to set up operations here.

“Perhaps a big expansion will take place in two or three years.”

A few years ago, US companies still thought it a risk to do business in Myanmar. Now, that fear no longer exists, Jackson said, adding most US businesses are, however, concerned about poor infrastructure and skilled-labour shortages.

To make the country more attractive, the new government should strengthen the legal framework for foreign ownership and business protection.

It should invest big in technical skills training, English training and education for long-term benefits, he added.

As of last month, 17 US projects with combined investment of US$248 million (Bt8.9 billion) were approved – making the US the 14th-largest source of foreign direct investment into Myanmar, according to the Directorate of Investment and Company Administration.

However, only two companies with $4.65 million actually launched operations in the country, resulting in the 30th ranking.

While urging US companies to find local partners, Win Aung said that attracting US investment were factors such as abundant natural resources, a sizeable labour pool and very competitive wages.

He also called for the complete lifting of US sanctions to further boost business ties.

“We expect full lifting of US sanctions in the near future. We want sanctions to be lifted rather than suspended.

“If the sanctions are lifted, local businesses will get a lot of benefits from exporting their products to the US. This will lead to further growth of our economy,” he said.

The federation strongly proposed the lifting during a discussion last August with John Goya, senior director for Southeast Asia at the US Chamber of Commerce.

Since then, both sides have had close interaction regarding challenges posed by US sanctions for developing bilateral economic relations.

Sanctions remain on some enterprises and individuals connected to the military.

The US government last year announced a lifting of trade sanctions. That suspension of the sanctions will expire within six months.

TAT considers measures for house trailers

The Tourism Authority of Thailand is considering measures for travel trailers entering the country.

This year, Thailand might start to see more house trailers, whose prices are very high, from China.

If the number of live-in trailers travelling into Thailand rises in the future, there will be measures to accommodate them including space allotment, as they require water, electricity, and garbage and sewage disposal.

Sophon Rattanasiri, the care-taking chief of the Chiang Khong Customs House, said yesterday that house trailers were registered for customs purposes as personal vehicles.

There were a few of them passing through during this Chinese New Year.

From February 1-16, 4,500 personal vehicles went through the customs house. About 0.2 per cent of them were trailers.

Many Chinese visited Thailand during the Chinese New Year and some brought their own vehicles for convenience.

Lerdchai Wangtrakoondee, director of TAT’s Chiang Rai office, said few trailers came into the province and there had not been any impact on the country’s tourism from them yet.

“A father and son drove their house trailer to Thailand from the middle of China. Both stayed at a hotel as usual. They brought bicycles to ride.

“If they were tired from travelling, they would stop and take a break at rest areas,” he said.

In Europe, it costs vacationers more to stay at a trailer park than at a hotel, given the road tax, parking-lot tax and sewage fees involved.

Ministries to aid farmers in coping with the drought

DROUGHT

The Commerce Ministry will work closely with the Agriculture and Cooperatives Ministry on measures to cope with this year’s drought to avoid problems with shortages of certain crops and weak commodity prices.

Commerce permanent secretary Chutima Bunyapraphasara said the ministry has instructed its offices nationwide to conduct field surveys on which crops planted by farmers will be affected by this year’s drought in terms of supply and prices as well as excess or shortages of certain crops.

This will help the ministry arrange appropriate assistance and technical advice for farmers to lessen the drought impact. Farmers are being urged to grow soybeans, green beans and other crops that require less water than rice.

The Commerce Ministry will meet with Agriculture and Cooperatives Ministry on Wednesday to assess the projected output of crops and fruits (eg durians, mangoes, longans and rambutans). Farmers who produce such crops/fruits will be helped with sales and distribution through farm/community outlets, central/border provinces/wholesale/retail markets and the organising of tropical fruits festivals nationwide at tourism venues and malls. The aim is to promote consumption of fruits and various processed fruit products, she said.

The fruits will gradually hit the markets, beginning with mangoes, rambutans, durians and longans in the eastern region. As for the southern and northern regions, such fruits will hit the markets this June-August.

The ministry will also push Thai fruit exports, especially to China where demand continues to increase for Thai mangoes, longans and durians, as well as look for other export markets. Thai fruit fair/exhibitions and promotion events at department stores overseas should also stimulate demand, Chutima said.

The ministry does not foresee a problem with weak prices for Thai fruits this year, as the drought has reduced output significantly Hence, prices should increase and this will benefit fruit growers and farmers, she added.

Somkid, Prawit off to Russia, Belarus on trade mission

TRADE

DEPUTY Prime Ministers Somkid Jatusripitak and Prawit Wongsuwan will visit Russia and Belarus from today until Saturday to negotiate trade and investment.

Their trip precedes Prime Minister Prayut Chan-o-cha’s official visit to Russia in May this year.

Meanwhile, the Commerce Ministry will negotiate with Russia’s ministry of industry and trade to set up business partnerships promoting bilateral investment and trade. They also will collaborate on agricultural products especially rubber and rice, Commerce Minister Apiradee Tantraporn, who will be joining the delegation.

In Belarus, they will meet the deputy prime minister for the economy, the president of the country’s petrochemical committee, and its rubber firms to negotiate about trade partnerships between the two countries, she said.

Apiradee added that up to 37 Thai corporates will join the delegation to take part in a business-matching event.

They include agriculture and food-processing business, medical equipment, construction raw materials, auto parts, garments, and hospitality business. “Up to 40 Russian firms have also agreed to join this event,” she said.

Somkid will chair an event bringing together 10 Thai and Russian corporates under the concept “One-on-One”, as well as a Thai-Russian Business Round Table. Both events would explore opportunities to expand trade and investment, she said.

Bilateral trade was worth Bt70.65 billion at the end of 2015, a 50-per-cent decline year-on-year because of the depreciation of the ruble. Bilateral trade value with Belarus recorded Bt2.51 billion at the end of 2015, up 7 per cent year-on-year.

Household debt expected to remain above 80% of GDP

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/Household-debt-expected-to-remain-above-80-of-GDP-30279815.html

HOUSEHOLD DEBT

The level of household debt this year is expected to continue to exceed 80 per cent of gross domestic product even though some people who borrowed to take advantage of the previous elected government’s first-car scheme will pay off that debt in the fourth quarter.

Thanyalak Vacharachaisurapol, head of money and banking at Kasikorn Research, said household debt this year would touch 83 per cent of GDP, against 81 per cent at present, because consumer borrowing has continued to rise.

Each year, there is new borrowing of auto and housing loans, so the fact that some of the first-carborrowers will pay off their loans this year does not mean overall household debt will decline quickly. However, it may help improve the purchasing-power situation by the end of this year.

According to KResearch, 1.26 million vehicles were purchased under the previous government’sfirst-car tax-break programme.

Thanyalak said the annual Motor Expo at the end of the year could encourage some of the first-carbuyers to purchase new models.

Yet, the first car buyers don’t have debt service much to create debt from durable goods such as housing loan.

The loan term for buyers under the first-car scheme ranged from five to seven years, so even though they will be free of those debts by next year, their purchasing power might not rebound quickly, she said.

Anuchart Deeprasert, chairman of the Thai Hire Purchase Association, said the first lot of vehicles transferred to buyers under the first-car programme amounted to only 10,000 units and was made in October 2011. Therefore, even though those people will pay down their debt, the small volumes will not be enough to lower overall household debt.

To the data of the Thai Hire Purchase Association, which complied from 33 hire purchase members, the outstanding auto loan was Bt900 billion.

Anuchart said the purchasing power of such people was not expected to pick up sharply after they paid off their loans because those who took advantage of the first-car programme were largely young first-jobbers, who are unlikely to buy new models after owning their cars for five years because their incomes are low. Only 10 per cent of first-car-scheme buyers will change to new models, he said.

In fact, the purchasing power is not likely to pick up much until the fourth quarter of 2017, because by that time around 40 per cent of first-car-scheme loans will have been paid off.

Auto loans are not the only category increasing the level of household debt. Anuchart said consumers had racked up a lot of debt over the past four years because they did not anticipate a sharp economic downturn. Then when the economy slowed, some took out personal loans and used their credit cards to help their cash-flow situation.

Sutharntip Phisitbuntoon, a senior executive vice president at Land and Houses Bank (LH Bank), said the main plus for the bank after customers paid off their auto loans would be from those who had undertaken debt restructuring. Once their financial burden was lower, they could resume repaying their debts normally.

“We don’t think the purchasing power will pick up much and the bank doesn’t think that when they don’t have an auto-loan burden, they will consider taking on more debt such as a mortgage,” she said.

The lower purchasing power has caused LH Bank to shift its focus to financing condominiums along mass-transit routes priced at around Bt2 million.

The approval rate for housing loans at LH Bank is only 30 per cent, down from 40-50 per cent in better times, showing that more consumers don’t have the ability to service mortgages.

In the past, LH Bank loaned to customers buying homes costing as much as Bt7 million.
