BTS looks at PPP for Skytrain route

SKYTRAIN operator Bangkok Mass Transit System Plc (BTS) plans to bid for the management of the Green Line section of the rail network – now being expanded – under a public-private partnership (PPP) scheme.

The company has also indicated that, based on a study into ticket pricing, passengers on the extended Green Line would pay no more than Bt65.

Surapong Laoha-Unya, chief executive officer of the Skytrain operator, said the company would make studies into a PPP scheme for management of the Green Line South extension, from Bearing to Samut Prasarn, and the Green Line North extension, Mo Chit, Saphanmai to Khu Khot.

Recently, the Bangkok Metropolitan Authority (BMA) said it planned to open bids for management of the whole Green Line.

“BTS sees this as an opportunity if we are selected to manage the whole line as people will commute with one system and proper ticket pricing can be managed. The BMA wants to control the price for the whole line to no more than Bt65,” he said.

Meanwhile, a BTS team will study the project and await the release of contract conditions before making a decision.

Now, BTS has a concession for the core system that will expire in 2029. It was hired by the BMA to manage the first extension (Saphan Taksin – Bangwa and On Nut-Bearing) and the second extension (Bearing-Samut Prakan and Mo Chit-Saphanmai-Khu Khot) with the concession to expire in the same year.

Surapong said that the BMA may need to find a private enterprise to manage the route quickly to facilitate people needing to commute within one system, while private enterprises have to consider the worthiness of the business. Once a private enterprise wins the bid, it has to wait until the concession expires in 11 more years, shoulder BMA’s financial burden including borrowings and its costs and pay about Bt1 billion to improve Saphan Taksin station.

“Now, BTS manages the whole route. We understand that although the concession has 11 more years to expire, the BMA may need a private enterprise to hurriedly shoulder the loan and interest burdens,” he said.

BTS is preparing to study the conditions and the appropriateness of joining the bid on expectation that BMA will have a joint investor, Surapong said.

Yesterday, in regard to the preparations for management of the extension of the Green Line, BTS received the first of the 46 Skytrain complete train sets that will cost a total of Bt11 billion. Of the 46 sets, the company expects to have received 22 of them by March or April next year. About 10 of the Skytrain sets under the first batch will service the Green Line South extension, from Bearing to Samut Prakan, which will be opened for service in December. The remaining 24 train sets will come from China starting from late this year.

Signalling preparations

Surapong said that the railway signalling system must be 99.9 per cent complete before launching the extension in December and 52 more ticketing machines will be also installed at stations that month.

An anonymous source said that, based on the BMA study, investment will be divided into two periods. The first period is scheduled from 2019 to 2029 for management of the core system and extensions. Only the private winner of the new concession will make investments without income in the first phase, given the existing concession and hire contract with BTS.

The second period will be from 2030 to 2059 when a concession will be granted to a private enterprise for management, income collection, operation and maintenance for three extensions.

After the study, the BMA will propose the project to the Ministry of Interior, the State Enterprise Policy Office and the Public-Private Partnership Committee for consideration before it is sent to the Cabinet.

After that, a committee to select private enterprises under Section 35 of the Public-Private Partnership Promotion Act will be established to draft the terms of reference and makes invitation to private enterprises. Private enterprises will be given 45 days to two months before submitting proposals. The consideration of the proposals is expected to take about one month and negotiations will take one to two months.

Dow Thailand steps up sustainability drive

DOW Thailand Group has launched the fourth phase of its sustainable industry programme in partnership with a number of state agencies.

The company said the highlight of the fourth phase is its partnership with the Ministry of Industry’s Big Brothers initiative, which aims to increase competitive advantage and improve industrial standards in small and medium-sized enterprises (SMEs).

The company is also working with the Department of Industrial Promotion, the Department of Industrial Works, as well as the Thai Industrial Standards Institute and its associate the Thailand Environment Institute.

Chatchai Luanpolcharoenchai, president of Dow Thailand Group, said: “Dow constantly strives to deliver long-term value in business operations with sustainable solutions. Protecting people and the environment is the first priority in everything we do and every decision we make across the globe.

“We are prompt to implement global know-how and expertise to support Thai entrepreneurs, especially SMEs, in improving their environmental and safety standards to compete sustainably and advance towards Industry 4.0.”

Since 2011, the Dow Chemical for Sustainable Industry programme has been organised by Dow Thailand Group and partners, including public, private, non-profit, and international organisations, to upgrade Thai industrial standards by providing knowledge and consultation to small and medium-sized enterprises on “lean management” for the environment.

Dow Thailand, in collaboration with the Thailand Environment Institute Foundation, developed the concept of “Lean & Green” or “Lean Management for Environment”. This tool was designed to increase the capacity of industrial sectors, enhance managerial and operational efficiency, improve environmental standards, and elevate Thai industries to the level of green industry.

So far the programme has generated 5,844 professionals and advisers on Lean Management for Environment and elevated the industrial entrepreneurs’ productivity and superior safety and environmental standards. Forty of them have become role-model enterprises.

In addition, the programme has contributed to significant positive impacts, such as a reduction in greenhouse gas emissions of 1.5 million kgCO2e per annum (equivalent to planting 150,000 trees), production and energy cost savings of Bt144 million a year, and community well-being improvement for 922,000 people.

UIH Launches Multicloud service

UIH has unveiled the latest Multicloud service, allowing customers to make a direct connection to world-class mega cloud services of Amazon, Microsoft and Google. The company has also invested to upgrade its cloud infrastructure with the state-of-the-art technology to serve the upcoming demands of cloud usages.

Sunti Medhavikul, managing director of United Information Highway Company Limited (UIH), a digital infrastructure and solution provider under Benchachinda Holding Group, said the launch of the service is a part of the company’s strategy to serve the increasing demands of cloud usages among business enterprises while enabling its customers to move towards Multicloud strategy for better IT management and business risk reduction enhancement.

According to International Data Corporation (IDC), it’s estimated that by 2021, over 30 per cent of enterprises’ spending on cloud services and cloud-enabling hardware, software, and service will be Multicloud. Moreover, IDC conducted CloudView Survey 2017 shows that cloud deployment in Thailand by cloud service providers is estimated to increase up to 54.2 per cent in 2019. While investment on in-house cloud service within the enterprises will be lessened.

UIH has provided its Multicloud service both through cloud service with international connection and local cloud service.

International connection cloud service involves Cloud Direct, a service to allow customers to make a direct high speed connection to world-class cloud service providers including Amazon Web Service (AWS), Microsoft Azure, Microsoft Office 365 and Google. UIH has also been appointed as an official partner of AWS and Microsoft to make a connection directly to the two leading cloud service providers, allowing customers to conduct data communication rapidly, securely and privately.

Veteran appointed next MD of Thai unit

Goodyear (Thailand) Public Co Ltd has announced the appointment of Luca Crepaccioli as managing director, Goodyear Thailand. Crepaccioli succeeds Finbarr O’Connor, who will soon retire.

Crepaccioli has been with Goodyear for more than 16 years, having joined as finance director/ Italy in 2002. He then served as fnance director of the German operations from 2006 before becoming general manager/Italy & Greece in 2009 and general manager/Southern Europe in 2015.

He later to Dubai as managing director of Consumer Business Emerging Markets, Europe /Middle East and Africa. His proven track record in a combination of mature and emerging markets is an excellent foundation to drive further success in Goodyear Thailand.

Delta-sponsored teams win top prizes

Delta Electronics (Thailand) Plc recently sponsored teams from top universities in Thailand, India and Vietnam at the 5th Delta Advanced Automation Contest (Delta Cup), held at Wujiang, China. Teams from 75 countries participated in the contest.

CPF receives Thailand’s first-ever certifications

Charoen Pokphand Foods Plc (CPF) announced that fresh chicken and tender chicken breast, two of its products, have received certifications from the Water Footprint Label from Thailand’s Water Institute for Sustainability, the Federation of Thai Industries. At the same time , two CPF plants also received a certificate of participation for being a part of Water Footprint Assessment pilot project from the Department of Groundwater Resources, Ministry of Natural Resources and Environment.

The project is a cooperation between private sectors and the government to established first-ever Water Footprint assessment criteria in Thailand, helping the participant to meet the demand for sustainable business.

Kularb Kimsri, vice president of CPF Global Standard System Centre, said the company’s decision to participate in the pilot project is in response to the global demand for sustainable water consumption.

Two CPF’s products were selected to join the project: fresh chicken from Saraburi Food Processing Plant and tender chicken breast from Minburi Plant 2.

The Water Footprint label was initiated to encourage efficient water use, which is a vital part for sustainable water resource management.

SCB Abacus, a subsidiary of Siam Commercial Bank, has unveiled Keb Hom, a mobile application designed as an AI companion to help users achieve their saving goals.

Keb Hom is the first Thai money-saving app to boast artificial-intelligence features to enable multiple saving methods to achieve targets set by the user, the company said on Monday.

SCB Abacus has partnered with Mahidol University to pilot the application as an “innovative tool in uplifting financial literacy and building financial discipline for the student community”.

Furthermore, the company will be facilitating workshops to incorporate the students’ feedback for the development process of the app, so that it best matches their lifestyle.

Professor Banchong Mahaisavariya, acting president of Mahidol University, said that as university students were beginning to prepare themselves for their professional careers, possessing the essential life skills was just as important as being knowledgeable in their field of study.

SCG inks loans worth $3.2 billion, ready to start construction of Vietnam petrochemicals complex

SCG has pushed forward Vietnam’s first fully integrated petrochemical-complex project, Long Son Petrochemicals (LSP), by recently signing loan agreements worth over US$3.2 billion (Bt106 billion) with six leading financial institutions.

The project will commence construction during the current quarter and is expected to start commercial operations in the first half of 2023 to meet Vietnam’s soaring demand which is as high as 2.3 million tonnes per year, SCG said on Monday.

Such demand is projected to expand continuously thanks to strong Vietnam’s economic growth.

The group’s president, RoongroteRangsiyopash, described the Long Son Petrochemicals project as a “world-scale petrochemical complex” with an investment of around $5.4 billion.

It is currently SCG’s flagship investment, he said, adding that the venture will increase competitive advantages of SCG’s Chemicals Business in Southeast Asia.

“Furthermore, the project is equipped with world-class advanced technologies which allow for high flexibility to utilise raw materials, resulting in increased competitive advantage. The project also leverages digital technologies to create innovations for better products, services, and solutions for customers,” he explained.

The six loan agreements are made in US dollars and have been signed with Sumitomo Mitsui Banking Corp, Mizuho Bank, Bangkok Bank, Krungthai Bank, Siam Commercial Bank and Export-Import Bank of Thailand.

The credit facilities are worth more than $3.2 billion in total, with a tenor of about 14 years.

Sumitomo Mitsui Banking is the project’s financial adviser.

LSP is located in VungTau province’s Ba Ria, which is 100 kilometres from Ho Chi Minh City.

Its olefins production capacity will be 1.6 million tonnes per year for manufacturing high-density polyethylene, linear low-density polyethylene, and polypropylene.

The project will be maintained and operated with strict procedures to achieve world-class safety standards and environmentally friendly practices to sustain activities and support a peaceful coexistence with Vietnam’s communities and society, SCG said.

Kiatnakin Phatra Financial Group achieved new-loan growth of 10.2 per cent in the first half of the year, generating a net profit of Bt3.06 billion – up 13.1 per cent from the same period last year – chief executive officer Aphinant Klewpatinond said on Monday.

 M Vision all set for MAI debut

The Market for Alternative Investment (MAI) will list M Vision, the organiser of “Thailand Mobile EXPO”, on Tuesday – under the ticker symbol ‘MVP’.

The company has a market capitalisation following its initial public offering (IPO) of Bt380 million.

MAI president Prapan Charoenprawatt on Monday said M Vision would list and start trading on the secondary’s market’s Services industry group.

Besides organising the triannual “Thailand Mobile EXPO” trade show for mobile phones and other technological products since 2007, M Vision organises other big events covering sports and tourism, as well as seminars.

The company has a registered paid-up capital of Bt100 million, consisting of 130 million existing common shares and 70 million newly issued shares, with a par value of Bt0.50 each. It offered the entire newly issued shares to the general public via its IPO from July 31 to August 2 at Bt1.90 apiece, for a total of Bt133 million.

Asset Pro Management is its financial adviser, while Capital Nomura Securities is the lead underwriter.

M Vision’s four major shareholders after the IPO are the Cherdpunt family (20.8 per cent), Tharathorn Yuangbhandith (16.9 per cent), Teerawat Suwanphinij (13.65 per cent) and Sathit Phawasutthiphan (13.65 per cent).

The IPO price was equivalent to a price-to-earnings ratio of 15.83 times, calculated by using the company’s net profit for the period from April 1, 2017 to March 31, 2018, amounting to Bt24.49 million, divided by fully diluted shares, representing earnings per share of Bt0.12.

The company’s dividend policy is to pay no less than 40 per cent of net profit after corporate income tax and legal reserves.

WHA to build high-rise HQ in Bang Na

WHA Corporation Plc (WHA Group), which deals in logistics and industrial facilities services, has budgeted Bt2 billion to build a new 25-storey headquarters in Bang Na, calling the southwestern Bangkok district “the gateway to the Eastern Economic Corridor”.

Chairman and group CEO Jareeporn Jarukornsakul said WHA Tower would occupy more than 53,000 square metres, a third of it dedicated to WHA Group offices.

The remaining area will be offered for rent to corporations and business entrepreneurs, especially to WHA customers in the “S-curve” industries.

Expected to be completed in 2020, “Bang Na’s newest architectural landmark” would have outstanding features for security and surveillance, building diagnostics, early fire detection, solar panels on the roof and building management, Jareeporn said.

Uniwise taps Nava tech to improve vessel operations

Uniwise Offshore Limited, an offshore support vessel operator, has chosen Nava, Thaicom’s new high-speed broadband service for maritime markets, to enhance operations on its entire fleet of more than 30 vessels.

 Uniwise Offshore will use Nava enabled-high-speed connectivity and services for operational improvements, including optimised electronic document handling and ship-to-ship and ship-to-shore communications for safer and more cost-effective operations.

The company will also be able to improve its on-board communication services, including crew welfare and fleet management.

The service is powered by Nava FTTS (fibre-to-the-ship), which is able to support very high data-transfer rates, providing constantly high bandwidth for operational efficiency with wide area satellite coverage across Asia Pacific.

Nava FTTS incorporates an L-band backup solution, said Jon-Axel Hauglum, senior general manager at Uniwise Offshore.
