THAILAND AND INDIA have agreed to accelerate finalisation of their bilateral trade agreement after negotiations have dragged on for 12 years, with both countries now being more concerned with mutual benefits rather than gains at the expense of the other side.

After joining the 30th round of talks in New Delhi last Wednesday and Thursday, Sirinart Chaimun, director-general of the Trade Negotiations Department, said she and her counterpart Ravi Capoor, deputy permanent secretary of the Indian Commerce and Industry Ministry, agreed that the Thai-Indian Free Trade Agreement should be finalised soon.

“Thailand and India [agreed] that we will be concerned more with win-win benefits rather than losses as in past negotiations so that this FTA can move forward and be implemented in the near future to promote trade, investment, and closer cooperation between the two sides,” she said.

During the meeting, Thailand asked India to provide additional market access for the Kingdom’s rubber, rice and chemical products, while India asked Thailand to allow computer engineers from India to work in the Kingdom.

They also agreed to adjust their rules of origins to facilitate trade flows, and to discuss sanitary, phytosanitary and technical trade barriers in order to avoid disputes. The Thai-Indian FTA talks have stalled over disagreements on details of the liberalisation of trade in goods, services and investment.

If the pact is finalised, many Thai enterprises could expand in India.

Thailand could be a logistics centre and gateway for India to connect with other Asean countries as well as the main East Asian nations – China, Japan and South Korea.

India is Thailand’s 15th-largest trading partner and No 1 in South Asia.

Two-way trade has averaged US$8.46 billion annually in the past five years and last year reached $7.92 billion (Bt277 billion), accounting for 1.9 per cent of Thailand’s total trade.

THAILAND WILL encourage India to wrap up the long-awaited comprehensive free-trade agreement covering goods, services and investment after more than 10 years of negotiations.

“We should accelerate the completion of the Thai-India FTA after implementing the Early Harvest Programme in 2004 covering 82 items,” Sirinart Chaimun, director-general of the Trade Negotiations Department, said yesterday.

She is leading the Thai negotiation team at the 30th round of the Trade Negotiations Committee in New Delhi from July 13-14 today and tomorrow.

Thailand aims to seek the finalisation of the marathon talks.

“If the pact could be finalised, India could be a gateway for Thailand to penetrate South Asia and the Middle East countries, while Thailand could be a springboard for India to penetrate the Asean and East Asia markets,” she said.

This round will focus on bringing down barriers to trade in both tariff and non-tariff forms, opening export and import opportunities for both sides, exchange of raw materials and promotion of trade and investment.

Disagreement on details

The Thai-Indian FTA talks have stalled over disagreement on details of the liberalisation of trade in goods, services and investment.

They have been suspended for more than a year and will resume after the resend recent meeting between the two countries’ leaders.

During the Trade Negotiations Committee meeting, Thailand and India will have a subcommittee working on trade in goods, rules of origin and customs procedures, investment, sanitary and phytosanitary standards and technical trade barriers.

If the pact is finalised, many Thai enterprises could expand in India after some Thai companies have already invested there, such as Charoen Pokphand Foods, Italian-Thai Development and Srithai Superware.

Thailand could be a logistics centre and gateway for India to connect with other Asean countries as well as the main East Asian nations – China, Japan and South Korea.

Those benefits will serve Thailand’s “Look West” policy, while India has an “Act East” policy and “Make in India” scheme to woo more investment by foreign investors in its country.

Asean-Hong Kong FTA set to be finalised

ASEAN AND Hong Kong are set to wrap up their free-trade agreement negotiations this year, with the aim of promoting trade, services and investment between the two sides.

Ronnarong Phoolpipat, deputy director-general to the Trade Negotiations Department, is leading the Thai negotiation team and co-chairing the seventh Asean-Hong Kong Trade Negotiating Committee and related meetings in Hong Kong that started yesterday and concludes on Thursday.

This step is crucial, as there will be only one more meeting in August.

“This round of talks should come up with many agreements including trade in goods, trade in services, investment, rules of origin and rules and laws, as Asean and Hong Kong aim to finalise the agreement within the end of this year,” Ronnarong said.

Following six rounds of negotiations, both sides agreed on four areas – customs procedures and trade facilitation, sanitary and psytosanitary, technical trade barriers, and economic and academic cooperations.

Ronnarong said that the Asean-Hong Kong FTA would create great benefits for Thailand and Aseanin many ways.

He said they would include increased opportunities for investors to access funds in Hong Kong, upgrading service standards and encouraging Thailand to become a distribution centre for Hong Kong and Asean.

He said the pact would also help increase market-access opportunities in China as Hong Kong was an efficiency gateway to mainland China.

Last year, more than 90 per cent of goods imports to Hong Kong were re-exported to the mainland market.

Hong Kong is also seen as being able to help develop infrastructure in Asean.

Hong Kong has proposed providing HK$25 million (Bt115 million) to Asean under an economic and academic cooperation.

Hong Kong is currently Thailand’s seventh-largest trading partner with average bilateral trade of US$14.26 billion (Bt509.6 billion) between 2011-2015.

In the first four months of this year, two-way trade was worth $4.08 billion, down 6.66 per cent on the same period last year.
