Seoul signals free subway Wi-Fi on way

SOUTH Korea will this week kickstart procedures to install a free, ultra-fast public Wi-Fi system within Seoul’s subways by 2019, resuming the state-led project that had been pushed back over procedural transparency issues.

The Seoul Metropolitan Government and the Seoul Metro Corp, which operates the city’s subway lines 1-8, is set to start accepting bids this week from companies for Seoul’s metro system telecom service improvement project.

The government had initially sought to complete the project this year, but had to delay it following controversy over the fairness of the bidding process.

The public network improvement project aims to offer public Wi-Fi with a transmission speed of at least 360 megabytes per second within Seoul’s subway system. This is close to the speed of the current Long Term Evolution, or LTE, networks that sits at around 400-500 mbps.

Now, local carriers including SK Telecom and KT offer free Wi-Fi services inside subway stations and train carriages. However, the connection quality is often poor, with the data transmission speed falling to below 10 mbps in a packed subway car, rendering the networks unusable.

One reason is that local mobile carriers have publicised only a part of their wireless access points, which affects the quality of a given Wi-Fi network connection, citing their obligation to preserve the quality of their paid LTE network by regulating data traffic.

This is why the government has decided to step in, viewing the public Wi-Fi issue as a public project to be spearheaded by the state rather than private telecom firms.

The company that wins the bid to carry out Seoul’s metro system telecom service improvement project is scheduled to begin testing the free ultra-fast Wi-Fi system on subway line 8 from March 2018.

According to the Seoul Metro Corp., line 8 is the shortest subway route in Seoul and also operates with just six cars, making it a suitable testing candidate.

THE ROBOTS showcased at the just-concluded World Robot Conference in Beijing are becoming increasingly smart with the help of artificial intelligence (AI) technologies, offering assistance in a range of fields including playing the piano and basketball, teaching children English and giving medical advice.

The trend is expected to continue as companies scramble to differentiate themselves amid mounting competition and meet consumers’ growing demand for intelligent products.

Wang Zhiguo, executive vice-president of the research institute at iFlytek, a leading voice-recognition company in China, said AI is of increasing importance to robots, as it gives machines “eyes, ears and a brain”.

About 3,000 robots are using the company’s AI technology to better understand human conversation and interact with consumers.

iFlytek itself unveiled a robot at the conference to assist at hospitals. After listening to a patient’s symptoms, the robot can offer guidance on which medical department the patient should visit for treatment.

Consultancy firm PricewaterhouseCoopers forecast that AI-related industries will boost China’s GDP by as much as 26 per cent by 2030.

Zong Xiao, vice-president of HIT Robot Group, a major robot manufacturer in China, said the company has established an AI research and development institute in Zhejiang province to explore how to combine the cutting-edge technology with its mechanical prowess.

“AI to robots is what operating systems are to personal computers. This is an area into which we will pour huge resources in the future,” Zong said.

HIT Robot Group was established in December 2014 with funding from the provincial government and the Harbin Institute of Technology, an elite Chinese university that has conducted years of research on robotics. The university was the manufacturer of China’s first space robots and lunar vehicle.

Zong said the company has also established a venture capital fund to invest in promising AI start-ups in the United States, without disclosing the size of the fund. Two years ago, it set up offices in Silicon Valley and Washington DC to help access the latest AI trends and identify the industry’s best talents.

In June, China set up its first AI alliance in a move to expand the industry at a rapid pace. Led by the China Centre for Information Industry Development, tech giants including iFlytek, JD.com and Ecovacs Robotics teamed up to form the non-profit organisation.

Zhang Boxu, director of Beijing Municipal Commission of Economy and Information Technology, said the key battlefield for robotics is shifting from hardware competition to software.

“There is a growing demand for tailormade, Internet-connected robots. How to effectively integrate software and AI into machines will be the key to future growth,” Zhang said.

Warning sounded on robotics threat to unskilled workers in Cambodia

THE next industrial revolution will introduce “smart factories” in which computers and robotics communicating wirelessly will handle physical processes with very little input from human operators, leaving few job opportunities for unskilled workers, executives of German industrial giants said during a briefing in Phnom Penh.

The event, titled “Industry 4.0, the Next Level of Manufacturing”, focused on the future of the |internet and advanced technologies in the manufacturing sector, |including its impact on human labour.

Markus Lorenzini, president and CEO of Siemens Thailand, said the “Fourth Industrial Revolution” was already in progress and would bring increased flexibility and efficiency to industry while increasing the demand for skilled labour.

“The digital transformation of industry is not an option. It’s already happening,” he said as videos of unmanned machines operating autonomously on a factory floor in Germany played on a screen behind him.

He said that while past industrial revolutions were built on cheap labour, a tendency that saw huge investments by developed economies into low-income countries such as Cambodia, with the advent of Industry 4.0 and an internet-enabled robotic workforce “cheap labour should become obsolete”.

Nikolay Kurnosov, general manager of Bosch Rexroth Vietnam, said that human labour would still be necessary even as factories shift to remotely operated robotics, but there would be no demand for an unskilled workforce.

“People are key players in the new industrial revolution,” he said. “We don’t need simple jobs anymore. We need skilled workers.”

He said Bosch expects there will be more manufacturing jobs in the future than there are today, but the positions will require technical skills rather than nimble hands.

Economists predict the coming industrial revolution will prove particularly challenging for Cambodia, which has positioned itself as a |low-cost manufacturing destination.

Mey Kalyan, senior adviser to Cambodia’s Supreme National Economic Council, said Cambodia will struggle to find its footing as industry becomes increasingly reliant on computers and robotics.

“Machine-powered manufacturing will have a severe impact on socioeconomic life [and] of course the impact will be more severe on poorer countries as they have only limited means and resources to respond,” he said.

He warned that Industry 4.0 could disrupt the traditional labour market in these countries and he was “afraid the rich-poor gap in the world will be widened”.

David Van, executive director of Deewee Management Consultants, said that while Cambodia’s youthful population remained a potentially positive economic force, the current lack of vocational training would need to be addressed in order to meet industry’s growing demand for skilled labour.

“Vocational training has been in serious deficit here, despite some donors’ massive grants and technical assistance in this domain,” he said.

“The challenge is training our massive young workforce, which remains our trump card, since over 50 per cent of [Cambodia’s] population is below 30 years old.”

BEIJING – A landslide struck some 34 homes in southwest China on Monday, killing two people and leaving another 25 missing in the latest natural disaster to hit the country, according to the local government.

Rescuers pulled six people out of the rubble, including the two who died, in a township in Bijie city in the southwest Guizhou province, authorities said in a statement on their official website.

Search efforts are ongoing and local authorities sent tents, quilts and camp beds to the site, the agency said.

Video of the landslide posted to the Twitter account of the official People’s Daily showed the side of a hill collapsing, with dirt rushing across the outskirts of the town as onlookers shouted in fright.

Another video showed people standing on top of massive boulders.

Landslides are a frequent danger in rural and mountainous parts of China, particularly after heavy rain.

In June and August, massive landslides in southwestern Sichuan province killed more than 30 and left scores missing.

In July, 63 people were killed by landslides and floods in the central province of Hunan. Some 1.6 million people were forced from their homes.

Last week, powerful Typhoon Hato killed 18 people as it tore across southern China, including Hong Kong and Macau.

German killer nurse murdered ‘at least 90 patients’: police

ASEAN+ August 28, 2017 17:23

By Agence France-Presse

BERLIN – A male nurse jailed for life two years ago for killing two patients with lethal drug overdoses murdered at least 90 patients in total, police said Monday, calling it post-war Germany’s worst killing spree.

Niels Hoegel, 40, was jailed in February 2015 for two murders and several attempted murders of intensive-care patients at the Delmenhorst hospital near the northern city of Bremen.

Police said Monday that investigators exhuming and analysing more bodies had since found evidence of scores of additional murders.

The death toll “is unique in the history of the German republic,” said chief police investigator Arne Schmidt, adding that Hoegel killed randomly and preyed especially on those in critical condition.

There was “evidence for at least 90 murders, and at least as many (suspected) cases again that can no longer be proven,” he told a press conference, declaring himself “speechless” at the outcome.

Hoegel has admitted to injecting patients with a drug that can cause heart failure or circulatory collapse so he could then try to revive them and, when successful, shine as a saviour before his medical peers.

He said he felt euphoric when he managed to bring a patient back to life, and devastated when he failed.

After the revelations of the nurse’s murderous obsession, police and prosecutors launched a special forensic commission dubbed “Kardio” (Cardio) to look into other patient deaths.

Presenting their findings, police said Monday that more than 130 bodies had been exhumed and tested for traces of the deadly drug.

The cause of death in many more could not be determined because the remains were cremated, said Oldenburg police chief Johann Kuehme.

Hoegel had admitted to 30 cases in which he named patients he killed, said prosecutor Daniela Schiereck-Bohlemann.

The grisly case dates back to 2005, when a colleague witnessed the nurse injecting a patient at the Delmenhorst hospital.

The patient survived and the health care worker was arrested and, in 2008, sentenced to seven and a half years in jail for attempted murder.

Amid the media publicity, a woman th

en contacted police, voicing suspicion that her deceased mother had also fallen victim to the killer nurse.

The authorities exhumed several patients’ bodies and detected traces of the drug in five of them, declaring it either the definitive or possible contributing cause.

Hoegel was jailed for life in 2015, but at the time it was clear he had murdered dozens more patients, with investigators admitting they may never know the true number.

Japan’s ‘highway doctor’ does checkup on ageing roads

TOKYO – As Japan takes on the mammoth task of upgrading its capital’s outdated roads and infrastructure, a local “highway doctor” is betting that its 3-D technology can led a hand.

Tokyo’s sprawling maze of ageing expressways, measuring 320 kilometres (or 200 miles) in length, have long been crying out for a facelift, some dating back to the last time the city hosted the Olympic Games in 1964.

And with the Tokyo 2020 Games just three years away, there is no time like the present.

Metropolitan Expressway has developed just the tools. It sends out cars equipped with cameras and laser sensors on their roof — similar to Google’s Street View service — to snap images of every nook and cranny of Tokyo’s highways.

“We can easily detect the spots where there is ongoing damage as well as the places that have been repaired in the past,” said Masaaki Sakuma, an official in charge of infrastructure inspection at a Metropolitan Expressway unit.

The collected data are then transmitted back to company headquarters where desk-bound technicians use special software to create 3-D images that help pinpoint problems much quicker than the time-consuming method of sending out road crews for on-site inspections, the developers say.

It also helps deal with a shortage of workers, according to advocates — a pressing issue in Japan where an ageing population of 127 million is shrinking.

The company is also aiming to export the system, with testing already under way in Thailand.

Chinese Premier Li Keying calls innovation best way to compete

ASEAN+ August 28, 2017 14:13

BEIJING – Chinese Premier Li Keqiang called on domestic manufacturers to enhance technological innovations and improve quality of products as a way to upgrade the sector and increase global competitiveness.

The premier spoke to the management of a number of leading manufacturers on Friday at a meeting promoting the Made in China 2025 strategy.

Manufacturing is the key to the nation’s economic development, and the economic restructuring requires making the sector stronger, Li said. But the sector is still on the low to medium tier compared with other leading countries, thus it is vital to improve the quality and upgrade to increase competitiveness, he said.

The upgrade depends on innovations, and manufacturers should make technological breakthroughs by focusing on quality and branding and using top manufacturing countries as benchmarks, Li said.

Li called for management innovation to transform models for research and development and production, and increase the efficiency for resource allocation. He said manufacturers should also develop customized production to meet diverse demands.

He urged manufacturers to take advantage of China’s rich human resources by promoting entrepreneurship and the spirit of craftsmanship, both requiring long-term input to cultivate high-quality managers and technicians.

Meanwhile, Li also pledged administrative reforms to further reduce unreasonable pre-entry approvals and permits, which will decrease institutional costs for manufacturers. However, market supervision will be strengthened to fortify intellectual property rights protection and crack down on counterfeit products, he said. Financial institutions are encouraged to provide aid to small and medium-sized manufacturers, he said.

With the world’s largest manufacturing capacity, China’s export-oriented manufacturing has been trying to shift the focus to domestic consumption and high added values in recent years. The central government has promoted more high-end manufacturing, including the strategy of Made in China 2025.

The State Council decided to promote the strategy by granting more favorable policies for the manufacturing sector at two executive meetings in May and July.

Li Dongsheng, chairman of TCL Co in Huizhou, Guangdong province, who delivered a speech Friday, said, “The meeting, which focused on improving the real economy and manufacturing, provided encouragement and support for manufacturers like my company.”

The premier emphasized the key role of manufacturing to compete, he said. “Our manufacturing provides high-end products, besides those with fewer added values, and should strive for more well-known branding by using Germany and Japan as benchmarks. The meeting gave us confidence that we will make more highly value-added goods and world-leading manufacturing.”

Thimpu – The class XI student Tashi Choden bagged the first runners up in the renowned Citadel Extravaganza personality contest held in Pune, India on August 19

Tashi Choden, 19, bagged the first runners up in the renowned Citadel Extravaganza personality contest held in Pune, India on August 19.

After contesting for an audition that had about 1500 participants, Tashi Choden made it to the top seven. These participants were again trained for a week in Pune before the grand finals.

Citadel Extravaganza is a Bollywood Personality contest where the panel of judges is from the Bollywood fraternity.

The class XI student of Utpal Academy, Tashi Choden, said she wants to change the perception of people on modelling. “People think that modelling will get you nowhere but modelling is much more than walking the ramps with high heels.”

She said that modelling for Project Bhutan and competing in Citadel Extravaganza was the proudest moment in her life. Managing director of Project Bhutan, Paljor Gyabak, said that the contest was not on the basis of countries. “This is on an individual basis and she was the only participant from Bhutan. The other contestants were from India.”

He said that for Citadel Extravaganza, Project Bhutan was in search for a new face. “Tashi Choden has a gift and an international face,” he said. “She wasn’t trained but the way carried herself and the way she walked showed that she had the talent.”

The managing director said that the main criterion was intelligence quotient (IQ), physical outlook, height and overall presentation. “Judges were also observing if the contestants could have a career in Bollywood.”

Tashi Choden said that she wants to pursue this career and be someone that people would look up to. “I feel that Bhutanese youth have the potential to compete and even win international titles.”

She said that Project Bhutan helped her with exposure and growth. “When I started modelling, my parents didn’t support me full heartedly. They were doubtful and wanted me to complete my studies first. After I returned from the competition, they support me.”

Paljor Gyabak said that the main motive is grooming the youth who are inclined to fashion. “We want to make their dreams a reality.”

He also said that their responsibility, as an organisation, is to lay down the canvas for these models to walk on. “We show them the way.”

NAYPYITAW – Myanmar Railways (MR) says it is scrutinising five shortlisted companies to give the nod for the upgrading of the circular railway in the east and west of Yangon.

Maung Maung Thwin, MR general manager, said: “The upgrade plan covers civil engineering works such as level crossings, fencing, platforms, channels and embankments. We invited bids for the project to spend the government budget.”

Six companies submitted applications for the west part and seven for the east part.

“There were 13 applicants from eight companies as some have submitted two bids,” he added.

“The project is expected to launch in October after financial evaluation for the companies. We are scrutinising three companies for the eastern Danyingone-Pazundaung section and two companies for Phayalan-Danyingone, both on the eastern side.”

The MR has drafted the two-year civil engineering project until 2019. As a second step, the MR would upgrade telecommunications and introduce diesel-electric coaches, Maung Maung Thwin said.
