Minister Of Interior Sar Kheng Has Called For More Concerted Efforts, In Terms Of Policies And Ground Action, To Resolve Money Laundering And Human Trafficking Issues Which Have Affected Cambodia’s Reputation.

On September 8, Sar Kheng said the Kingdom is facing two issues. One, being on the “grey list” of money laundering of the Financial Action Task Force (FATF) and two, as the target for human trafficking.

Speaking during the inauguration of office buildings at the Phnom Penh municipal police, Sar Kheng appealed for people’s support and unity to uphold the principle, policy, and implementation of operations.

“We need to be unified to tackle these two problems,” he said.

Regarding the grey list, where Cambodia has been since 2019, Sar Kheng said he does not support the ranking, but he cannot deny the allegations.

“We have to see clearly whether such issues are really happening here. If we don’t try to get our country out of this grey list, we can one day fall into the black list. But I am sure that we will not reach that situation, so we cannot be complacent,” he said.

Sar Kheng explained that assuming money laundering happens in Cambodia, it will trigger the banking system as the FATF will check the money and its source.

Currently, Cambodia is combating the issue under the direct leadership of Justice Minister Keout Rith, National Police chief Neth Savoeun, Governor of the National Bank of Cambodia Chea Chanto, as well as relevant ministries and institutions.

Sar Kheng explained that combatting a drug trafficking case means going down to the root of the problem. Such a practice must be also applied to human trafficking, not just rescuing victims. “We must tackle those behind it and bring them to justice.”

With regards to human trafficking, the minister said in the last two weeks, Cambodia has arrested 30 people who travelled by boat from China through Vietnam to Preah Sihanouk province.

Police found that they did not have any visas or other travel documents, apart from the clothes on their bodies. He believed that they might have been tricked into coming to Cambodia.

“We have kept them in a place before being deported. They have been cheated by brokers. This is one of our challenges when I say it affects our nation’s reputation,” Sar Kheng said, adding that Cambodia has become known for online scamming.

“[Up to] 99.9 per cent of the ringleaders of the crime are not Cambodian nationals. The ones who make plans to send people from other countries to Cambodia are not Cambodians,” Sar Kheng said, adding that this sort of crime is non-traditional.

He said even Japanese people have become the victims of scams committed from inside Cambodia.

Am Sam Ath, deputy director for monitoring at rights group LICADHO, said money laundering and human trafficking are two major crimes which can badly affect Cambodian reputations if they really happen here.

He urged the authorities to continue fighting and preventing such crimes via legal enforcement, policy strengthening and expanding cooperation.

Meanwhile, independent digital security consultant Nget Mose voiced his concern over the scams happening in Cambodia.

“Should the crimes continue being operated by foreigners from inside Cambodia, it would affect Cambodia’s reputation, particularly it being the ASEAN Chair this year, although the mandate is running out,” he said.

Mose also pointed out that Cambodia is drafting a cybercrime law, which targets IT crimes, while some rights groups have expressed concern over privacy issues.

Typhoon Hinnamnor has left 10 dead, two missing and three injured as of 11 a.m. Wednesday, according to an announcement by the Central Disaster Safety Relief Headquarters.

In Pohang, North Gyeongsang Province, nine people were killed by the storm, and one went missing. In nearby Gyeongju, a person was found dead, and a person has gone missing in Ulsan.

To help the recovery in Pohang, President Yoon Suk-yeol said Wednesday he would designate Pohang as a special disaster zone as soon as possible. Yoon added that the government would inject 50 billion won ($36 million) into recovery work. Yoon was scheduled to travel to Pohang later in the day.

Pohang was the city hardest hit by Typhoon Hinnamnor, which passed through the southern part of the country Tuesday morning. The typhoon destroyed roads, submerged buildings and houses and caused landslides.

Most of the casualties were from the southern city of Pohang due to a number of people being trapped in a flooded underground parking lot at an apartment complex as they tried to move their cars before the parking lot was flooded.

According to the Ministry of the Interior and Safety, a total of nine people have been pulled from the underground parking lot as of Wednesday morning. Of the nine people, two were rescued alive, but the seven others were found dead.

On Wednesday, rescuers continued their operation to drain the parking garage to search for any remaining victims. An official from the Interior Ministry said the number of casualties could increase as the search continues.

Other casualties included two more deaths in Pohang and an 80-year-old woman was also found dead in Gyeongju, North Gyeongsang Province.

The government on Wednesday also provided updated figures relating to damage caused by Typhoon Hinnamnor.

The tally of inundated houses and commercial buildings has increased as the government collects reports nationwide. A total of 8,328 houses have been flooded, of which 8,309 were in North Gyeongsang Province. The number of flooded commercial buildings is 3,085, according to the government.

The number of people displaced from their damaged houses reached 13 from eight households. The number of people who temporarily evacuated for safety reasons reached 4,716 from 3,508 households, up from 2,141 households reported Tuesday. Of the people who temporarily evacuated, 999 have not returned to their homes yet.

The number of farms that have reported damage has also increased. The government’s report on Wednesday said a total of 3,815 hectares of farmland had been damaged nationwide, up from 1,320 in its earlier report a day prior. Of the total, North Gyeongsang Province reported 2,308 hectares of damaged farmland, followed by South Gyeongsang Province’s 477 hectares.

The number of households that suffered power outages went up to 89,203 from 66,341 a day earlier. But around 98.2 per cent of them have already had power restored, the government said.

Karaoke fire kills 13, injures 40 others in Vietnam

Thirteen people have died and several others were injured after a fire broke out last night at a busy karaoke bar in the southern province of Bình Duong.

Around 40 people are being treated at the emergency department of An Phu Hospital, including 11 seriously injured and one case with traumatic brain injury, as of Wednesday morning.

The blaze started around 9pm at the An Phu karaoke bar in Thuan An City on the second and third floors of the three-storey building quickly spreading because of the soundproof foam and interior woodwork.

The fire damaged an area of 400sq.m out of the bar’s total floor space of 1,500sq.m, Bình Duong Province’s fire department said.

The staff reportedly tried to put out the blaze with the fire extinguishers but were unsuccessful.

Thirteen fire trucks along with 66 officers were deployed to the scene and the blaze was brought under control within an hour.

When the fire started, many customers and staff (mostly women) panicked and jumped from the second and third floors to the ground, leading to various injuries. Many were rescued while in a state of unconsciousness due to asphyxiation.

Binh Duong People’s Committee has asked to step up fire safety inspections at all karaoke venues in the province.

By Thursday morning, the fire was reportedly smouldering again giving off black smoke.

The investigation into the cause of the incident is ongoing.

Six years ago, 13 people died after a fire broke out at a karaoke bar in Hanoi.

3-year-old girl in Shizuoka dies after being left inside daycare bus for hours

Somehow, nobody noticed that 3-year-old China Kawamoto did not get off her daycare bus on Monday morning. By the time she was found in the vehicle later in the afternoon, she was unconscious and not breathing. A short time later, she was declared dead.

The tragedy occurred in Makinohara, Shizuoka Prefecture, where the young girl had been attending the certified educational daycare centre Kawasaki Yochien.

Shizuoka prefectural police suspect that Kawamoto suffered heatstroke after being left on the bus for about five hours. They are investigating the case on suspicion of professional negligence resulting in death and on Tuesday searched the daycare centre.

According to the prefectural police and other sources, the daycare bus carrying Kawamoto arrived at the daycare centre before 9 a.m. on Monday. In preparation for the return trip home later in the day, a female staff member boarded the bus parked in the daycare’s parking lot sometime after 2 p.m., which is when the girl was discovered.

With Kawamoto unresponsive, the staff member called emergency services at about 2:15 p.m. The girl was rushed to a hospital, where she was subsequently declared dead.

The bus was parked in an area with no shade, and the inside temperature is believed to have risen to dangerous levels. According to the Japan Meteorological Agency, the recorded high for Makinohara that day was 30.5 C.

The Makinohara municipal government, conducting its own investigation, told The Yomiuri Shimbun that the daycare said that the bus, which has a capacity of 18 passengers, was driven on the day of the incident by its director, Tatsuyoshi Masuda, 73 because the regular driver had taken a day off.

The bus had seven passengers — a female temp staffer in her 70s and six children including Kawamoto. Upon arriving at the daycare and having the passengers disembark, Masuda locked the bus, apparently without making a final check of the inside of the vehicle.

According to the Shizuoka prefectural government, 158 children were enrolled at Kawasaki Yochien as of May. Following a similar incident in July 2021, when a 5-year-old boy died after being left inside a nursery school bus in Nakama, Fukuoka Prefecture, it issued a notice demanding safety measures be put in place to prevent such cases.

The incident occurred in a residential area in the vicinity of the Haibara branch office of the Makinohara municipal government. The area was temporarily cordoned off and the atmosphere remained tense. A woman waiting for her child at the daycare conveyed her shock by saying, “Right now, I can’t even speak.”

Netflix signs deal with Indonesia to boost cinema, tourism

In the hope of showcasing Indonesian culture before a global audience, the Tourism and Creative Economy Ministry has enlisted support from streaming giant Netflix.

“We hope there will be a lot more collaboration that can push Indonesian content to air on Netflix and reach its 220 million [users] in 190 countries,” Tourism and Creative Economy Minister Sandiaga Uno said in a press statement on Tuesday.

The cooperation is expected to help Indonesian tourism as the content to be aired is to feature tourist destinations, national cuisine, products of the country’s creative economy and local folklore.

“Indonesia is extraordinary. We know that some of the world’s best storytellers come from Indonesia. We know that some of the most beautiful places are in Indonesia. So, this [collaboration] is the chance to show both. This is also our opportunity to build partnerships that we have here,” said Dean Garfield, Netflix vice president of public policy.

To promote the newly signed deal, Netflix released a video clip called Wonderful Indonesia that was compiled from Netflix original content. In the coming years, the campaign is to be supported with more content as well as “activation events” that are hoped to foster interest in Indonesia among both international and domestic tourists.

The initiative was launched shortly after Netflix’s announcement regarding several Indonesian films and series that will air on the over-the-top (OTT) media service, namely The Big 4, Gadis Kretek, Nightmares and Daydreams, Dear David, Klub Kecanduan Mantan, Hari Ini Akan Kita Ceritakan Nanti, Komedi Kacau and one unnamed project from Ernest Prakasa.

“There are seven new stories that we’ll shoot and produce here, and this is the chance to strengthen our commitment, and this is the moment to show how beautiful Asia is and how Netflix can help the Indonesian creative industry to grow globally,” Garfield said.

He added that Netflix had collaborated with Indonesian film stakeholders in holding a workshop on story development last week.

Sandiaga expressed hope the deal would do more than just buoy tourism:

“[We hope this collaboration can bring] data-driven policies and industry-relevant data, so that we can keep innovating, adapting and collaborating. In this era of [uncertainty], we need to collaborate with companies like Netflix and readjust our goals to become fully digital,” Sandiaga said.

“I will ensure this industry has a greater impact on people’s livelihoods, inclusively and sustainably,” he added

Typhoon Hinnamnor, the 11th typhoon this year, passed South Korea on Tuesday, leaving one dead and two missing, the government said.

Although not included in the central government tally, eight additional people were reported missing in Pohang, North Gyeongsang Province. The missing people are reported to have entered underground parking lots at two separate apartment complexes to move their vehicles as water flooded the parking lots.

President Yoon Suk-yeol is said to be considering visiting the city as the search goes on for the missing.

According to the Korea Meteorological Administration, Typhoon Hinnamnor passed Jeju Island at midnight and made landfall on the southern coast of the country at 4:50 a.m. Tuesday. The typhoon then headed back out to sea at 7:10 a.m.

At 9 a.m. Tuesday, Typhoon Hinnamnor moved northeast at a speed of 62 kilometers per hour near Ulleung Island, an island east of the Korean Peninsula. The typhoon’s atmospheric pressure reached 965 hectopascals at its center, with a maximum wind speed of 37 meters per second.

Typhoon Hinnamnor was expected to pass the northeastern coast of Ulleung Island — 330 km away from the island — at around 3 p.m. and approach an area 420 km away from Sapporo, Japan at 9 p.m.

The typhoon is expected to weaken further and become an extratropical cyclone once it approaches Sapporo, the state weather agency said.

As the typhoon moved away from the country, South Korea also lifted typhoon warnings in most areas, with some exceptions in the coastal regions as of noon Tuesday.

Typhoon Hinnamnor dumped heavy rains in the southern part of the country, as well as on Jeju Island. Between Saturday and Tuesday morning, the mountain area in Jeju had an accumulated rainfall of 1,058 millimetres. Gyeongju, South Gyeongsang Province, also had 447.5 mm of rain, followed by 418.2 mm in Pohang, North Gyeongsang Province. Ulsan also had 385.5 mm of rain.

The National Fire Agency said 13 people have been rescued from nine accidents that took place under the influence of Typhoon Hinnamnor.

A total of 66,341 homes suffered power outages, and around 45 per cent of them have been recovered, according to Korea Electric Power.

The number of people who were temporarily evacuated for safety concerns came to 2,909 from 2,143 households. In South Gyeongsang Province, 1,620 people were evacuated, followed by 723 people in South Jeolla Province. In Busan, 379 people were evacuated from their homes. Seoul only reported three people from two households temporarily left their houses.

Three houses in total in Jeju and Gyeonggi Province and one building in Jeju were reported to have been inundated so far, while one house in the central city of Sejong was destroyed.

Farmlands in the country also reported damages. The government said a total of 1,320 hectares of farmlands have been damaged nationwide, with 477 hectares in South Gyeongsang Province, 411 hectares in South Jeolla Province, 280 hectares in Jeju Island and 115 hectares in North Gyeongsang Province.

Typhoon Hinnamnor was previously expected to be one of the strongest typhoons that South Korea has ever embraced. In terms of atmospheric pressure, Typhoon Hinnamnor ranked third at 955 hPa, following Typhoon Maemi’s 955 hPa.

In terms of maximum wind speed, Typhoon Hinnamnor came in eighth place with a maximum wind speed of 37.4 meters per second, significantly lower than Maemi’s 51.1 mps.

The less strong winds could have helped the country avoid severe damage from the typhoon, said Woo Jin-kyu, a senior analyst at the weather agency. However, Woo stressed that the winds were still strong enough to cause significant damage, and the days of taking precautionary measures prior to the typhoon’s arrival mainly helped the country avoid severe damage, unlike the case of Maemi in 2003.

Asean pushes to end illicit trade in cultural artefacts

Cambodia is playing host to an international conference to find measures and solutions to protect cultural heritage and prevent looting of historical artefacts, which kicked off in Siem Reap and will run through September 8.

The conference theme is “International Conference on Cultural Property Protection: The Prevention of the Illicit Trafficking of Cultural Properties – An Asean Perspective.”

According to the Ministry of Culture and Fine Arts, the conference was held to discuss the scope of these issues and coordinate strategic measures to ensure the return of looted artefacts.

Speaking at the conference, Minister of Culture and Fine Arts Phoeurng Sackona said that many Cambodian cultural properties were looted, especially during periods of conflict and upheaval, and then illegally smuggled out of the Kingdom, an indisputable assertion is given that many of the lost artefacts have been found on sale at marketplaces, auction houses and galleries abroad.

The minister said that she and the government regarding such looting and smuggling of these cultural properties as acts of destruction – as opposed to collection or preservation – that undermine understanding of the underlying cultures and the identity of the descendants of their creators.

She continued that Cambodia and all Asean countries acknowledged that it is an immediate necessity to protect the joined cultural heritages in Asean by combating illegal cultural property trading as well as forming a cultural market with a sense of mutual responsibility.

“In recent years, Cambodia and other Asean nations took active steps to jointly prevent the destruction and looting of those properties through cultural exchanges among museums and the private sector.

“This is the reason that Cambodia is striving to look for cooperation among Asean countries and the international community to jointly combat illegal trading as well as the protection of cultural heritage,” Sackona said.

The conference also has the goals of promoting understanding of culture, encouraging regional peace and security, and exploring opportunities for economic development related to heritage in the Asean region.

Minister of Foreign Affairs and International Cooperation Prak Sokhonn attended the international conference virtually and said that Cambodia recently made a big move forward with repatriating its looted cultural artefacts back home again.

He said he expected that the rest of the looted artefacts which can currently be found in museums and private collections abroad would be returned to Cambodia in the near future, though this would only be possible through international cooperation.

“We believe that the looting of ancient artefacts is a complicated issue faced by all Asean member states. That is the reason that we have invited the Asean governments and international experts in this field here to discuss these issues,” he said.

Sokhonn said that the return of Cambodia’s looted artefacts would serve to motivate Cambodians and help inspire new ideas and innovation among them, while also allowing for new museums to be created that can be designed to incorporate elements like music or the use of technology and entertainment for an overall expansion of cultural tourism.

With Cambodia being the Asean chair this year, the Asean summit is set to take place in the Kingdom in November and Sokhonn urged Asean members to touch on this issue at that gathering.

“I hope that Asean ministers of culture will create an orientation programme for the region with the participation of cultural heritage working groups and each country’s culture ministry and cooperation at all levels such as commerce and law enforcement,” he said.

Separately, a Buddha statue estimated at 125-300 years old has been returned to Cambodia after being illegally traded to and stored in Thailand by unethical antique traders more than 30 years ago, according to the chief monk of Chanppak Chotanaram Pagoda.

On the morning of September 5, venerable Son Chan Chivak Chanmony, chief monk at Chanppak Chotanaram Pagoda, also known as Ta Sot Pagoda, told The Post that the expert officials of the General Department of Heritage of the culture ministry told him the Buddha statue is made of bronze and is 65cm height, 46cm wide and has no throne for a total of 28.7kg weight.

The eyes of the statue are now missing but were likely precious diamonds, though they have long since disappeared.

“According to experts, this Buddha statue was cast between the 18th and 19th centuries during the reign of King Norodom,” the monk said.

Venerable Son Chan Chivak Chanmony said that on July 29 of this year he visited the home of some Thai Buddhists in Bangkok and saw the Buddha statue. Because of the style of it, he was suspicious that it could be a Khmer Buddha statue and he asked about the history of the object.

“The Thai Buddhist right away told me that his father bought the Buddha statue from an antique dealer in Cambodia around 1988 or 1989. He said that the eyes of the statue were removed by the Cambodian antique traders and sold separately, while the statue was sold to his father for 550,000 baht,” he recounted.

Venerable Chanmony added that after hearing the history of the statue he requested intervention by expert officials from the Department of Cults and Religions and the Department of Culture and Fine Arts in Kampong Chhnang province and on August 3 the relevant authorities requested the return of the Buddha statue to Cambodia.

After learning how much it meant to the chief monk and considering the tragic history of Cambodia and how the loss of such objects is tied into it, the Thai owner – a devout Buddhist – agreed to return the statue to Cambodia and did so on September 4. It is presently being kept at Chanppak Chotanaram Pagoda.

Ouk Sokha, director-general of the General Department of Heritage at the culture ministry told The Post that his team of experts is going to go inspect the statue because they haven’t gotten any official reports or documents from the pagoda sent to them yet.

“At present, our team is inspecting the style of the Buddha statue to try and date it and determine its origins,” he said.

Guilt, honesty drives ex-B’desh govt employee to clear his railway dues

A Bangladeshi government employee who travelled without a ticket several times on trains between Dhaka, Chattogram and Sylhet recently paid up all dues after retiring.

Emdadul Haque, 61, showed up at Brahmanbaria Railway Station at about 12.30pm on Monday to pay for all the train trips he had taken without a ticket while on duty.

The father of three worked as a constable at the Anti-Corruption Commission and retired in December last year.

During his years in service, Haque sometimes travelled without a ticket because he could not afford to pay. However, he kept all records and eventually paid up.

“There is no other way to repay this debt. So I deposited the money directly into the railway. I don’t know if I will be free from the liability, but I will get peace of mind,” Haque told the Daily Star.

The story went viral on social media after the incident was mentioned on the Facebook page “The Train”.

Didar Mollah, a booking assistant at the station, said: “Emdadul travelled several times without a ticket during his time as a service holder. But he had been suffering from remorse since he retired.

“That’s why he contacted the railway himself. To get rid of the debt, today he paid his dues by buying a ticket worth 2,530 taka.”

The station master Rafiqul Islam said Haque was the epitome of honesty.

South Korean first lady may escape charges over fake credentials

Police are expected to wrap up an investigation into academic falsification charges against first lady Kim Keon-hee this week without sending the case to prosecutors for possible indictment, sources said on Monday.

South Korean first lady may escape charges over fake credentials

Kim has been accused of fraud, obstruction of business and document forgery for falsifying some of her academic and career credentials on resumes she submitted to several universities between 2001 and 2014 while applying for a teaching job.

A civic group and others filed complaints against Kim in the run-up to the March presidential election, and the first lady has recently undergone written questioning over the accusations.

According to sources, the Seoul Metropolitan Police in charge of the case has decided not to refer Kim to the prosecution for indictment and plans to officially notify accusers of the decision this week.

The police reportedly cleared Kim of the fraud charge while determining that the seven-year statute of limitations on the remaining charges had already expired.

Kathmandu security guard faces charges for telling minister to wait his turn

A security guard at Kathmandu’s Chhaya Centre faces detention because he asked the Tourism minister to not jump the queue.

Sher Jung Gurung working at the visa centre in the complex was taken into police custody after he asked the Culture, Tourism and Civil Aviation Minister Jeevan Ram Shrestha, who was at the centre in a personal capacity, to join the queue.

The incident took place on Friday.

Shrestha had arrived at the visa centre to complete his biometrics for his and his family’s upcoming trip to Canada, police sources said.

When he tried to head to the top of the line, Gurung asked him to join the queue. When told by the minister’s bodyguards who Shrestha was, Gurung said many others were waiting before the minister arrived and that he should wait his turn.

This response angered the minister, who then had a heated exchange with the guard.

Eventually, Shrestha completed his work and returned to the ministry, where he wrote to the Home Ministry demanding that action be taken against the “misbehaving” guard.

The letter was then forwarded to the police, who are getting charges of “indecent behaviour” ready for Gurung, who is currently in police custody.

“The security guard has been arrested and is in police custody following a complaint that he had misbehaved with the minister,” said Kathmandu police chief SSP Bharat Bohora. “The Durbar Marg Police Circle is investigating the matter and if there is an offence, legal action will be taken.”

DSP Kopila Chudal, chief of the Durbar Marg Police Circle, said they are investigating the case after receiving a complaint of misbehaviour with a minister.

“He [Shrestha] is the sitting minister of the country who was with government security personnel. The minister’s bodyguard had also made repeated requests but since the security guard resorted to misbehaving, the Tourism Ministry sent a complaint to the Home Ministry which was forwarded to our office following which we arrested the security guard and the process of legal action has been initiated,” he said.

The Kathmandu District Administration Office on Sunday allowed police to keep Gurung in custody for five days pending investigation.
