After Cambodia Daily’s $6M bill, tax authority targets Radio Free Asia, Voice Of America

Phnom Penh- After slapping news outlet the Cambodia Daily with $6 million in taxes, the Cambodian tax authority has now accused ‘Radio Free Asia’ and ‘Voice of America’ for failing to pay their taxes

Popular media outlets Radio Free Asia and Voice of America have become the latest to draw the attention of the government for allegedly not paying taxes, one week after a letter to the Cambodia Daily demanding more than $6 million in back taxes was leaked.

In the August 11 letter, the Ministry of Economy and Finance asks the Information Ministry to take action against the stations for failing to pay taxes and for not being licensed news organisations.

The letter says that both RFA and VOA had failed to register with the Tax Department and to pay taxes, both as an institution and for individual employees, despite being reminded to do so by the tax officials.

“They are having news activities and rent air time from some local radio stations to relay their broadcasting without having fulfilled tax duty, although they have received our invitation and announcement,” the letter reads.

It also asks Information Minister Khieu Kanharith to push the two radio stations to comply with their tax obligations, or else take “strict action” against them.

Kanharith did not respond to requests for comment, but took to his Facebook on Saturday to say that the ministry had not taken a stance on the issue. “Because I have not received the letter yet and normally paying tax is the duty of the station which rents airtime,” he wrote on social media.

Ouk Kimseng, ministry spokesman, said the two outlets will have to pay tax if they have not already been doing so, and would need to register with the Information Ministry. He declined to comment further.

“For now, they have to respond to the Tax Department. For other things, the Ministry of Information will decide this week,” he said. “For licensing, I won’t talk about this now. It is a bit complicated.”

Nob Sothon Vicheth, cabinet director at the Ministry of Economy and Finance, declined to comment and directed queries to the Tax Department, where General Director Kong Vibol could not be reached. Vibol said last week that if the Daily failed to pay its tax bill or to dispute it formally within the month, it would have its licence revoked.

RFA’s spokesman in Washington DC, Rohit Mahajan, said the radio station did not have any comment on the letter.

Pa Nguon Teang, executive director of the Cambodian Center for Independent Media, which runs the media outlet Voice of Democracy, said that if the Tax Department was cracking down on offenders then it should not be restricted to the three media outlets.

“I think it is a new measure of the government to threaten or put pressure on independent media in the time when the election is approaching,” he said. “So, I am concerned for the freedom of the press and free access to information for the people.”

VIENTIANE – Laos and Indian businesses are committed to further enhancing their trade, investment and tourism cooperation.

This was the message highlighted when Minister to the Prime Minister’s Office, Alounkeo Kittikhoun, met with a delegation from the Asean-India Business Council (AIBC) in Vientiane last week, according to the Ministry of Foreign Affairs.

The delegation was led by the Chief Minister of Manipur, India, Shri N Biren Singh.

During the meeting, Singh revealed the outcome of the AIBC meeting to commemorate the 25th Anniversary of Asean-India Dialogue Relations, held in Vientiane on August 7.

The meeting gave Asean and Indian businesses the opportunity to exchange views and promote trade, investment and tourism.

During the talks, Alounkeo said he highly valued the process of mutually beneficial economic engagement between India and the Asean region, especially in the areas of economic integration and Asean connectivity.

They expressed their resolve to support Asean countries and India in developing an ambitious agenda to enhance trade and investment while recognising that Asean and India have undergone significant economic transformations over time.

Japan economy posts longest expansion in over a decade

ASEAN+ August 14, 2017 09:58

By Agence France-Presse

TOKYO – Japan’s economy grew 1.0 percent in the April-June period, notching up its sixth straight quarter of growth and its longest economic expansion in over a decade, government data showed Monday.

The growth in Japan’s GDP — 4.0 percent at an annualised rate — blew past market expectations for a 0.6 percent rise, and was well up from a 0.4 percent expansion in the first quarter, according to figures from the Cabinet Office.

The world’s number three economy has been picking up steam, mainly on the back of a surging exports including smartphones parts and memory chips, with investments linked to the Tokyo 2020 Olympics also giving growth a boost.

But the latest GDP figures were driven by robust domestic demand and capital spending, which offset a quarterly decline in exports.

Private consumption picked up 0.9 percent in the second quarter — individual spending accounts for more than a half of Japan’s GDP.

The labour market is tight and business confidence is high but efforts to lift inflation have fallen flat despite years of aggressive monetary easing by Japan’s central bank.

The latest reading nonetheless means Japan’s economy has had its best string of gains since 2006, during the tenure of popular former prime minister Junichiro Koizumi.

Monday’s figures are good news for the current prime minister Shinzo Abe — whose brief and underwhelming first term as Japan’s premier came directly after Koizumi.

A string of short-term leaders followed before Abe swept back to power in late 2012 on a pledge to reignite Japan’s once-booming economy with a plan dubbed Abenomics.

The scheme — a mix of huge monetary easing, government spending and reforms to the economy — stoked a stock market rally and fattened corporate profits.

But critics have cast doubt on the plan, as heavily-indebted Japan grapples with low birthrates and a shrinking labour force.

Abe has seen his public support rating plummet in the past few months over an array of political troubles, including allegations of favouritism to a friend in a business deal.

Japan has been struggling to defeat years of deflation and slow growth that followed the collapse of an equity and property market bubble in the early nineties.

The Bank of Japan, aiming to create two-percent inflation as a key part the growth bid, now expects to reach that goal by sometime in the year to March 2020 — four years later than planned.

Falling prices can discourage spending by consumers, who might postpone purchases until prices drop more or look to save money instead.

That puts pressure on businesses, creating a cycle in which firms then cut back on expanding production, hiring new workers or boosting wages.

US, Mexico, Canada to open talks on revising NAFTA

US, Mexico, Canada to open talks on revising NAFTA

ASEAN+ August 14, 2017 09:42

By Agence France-Presse

WASHINGTON – President Donald Trump will have the chance to turn a key campaign promise into reality with this week’s start of official talks to renegotiate the North American Free Trade Agreement.

After threatening during the campaign to rip up the agreement, Trump has softened his stance a bit and spoken more recently of renegotiating the agreement as the most efficient course for the US, Canada and Mexico.

But talks to redo the controversial 1994 agreement, which eliminated trade barriers among the three countries, are expected to be thorny. The first round takes place from Wednesday to Sunday in the US capital.

Trump made NAFTA a defining issue of his campaign, frequently lambasting the deal as a “disaster” that sold out US workers and dismissing supporters who touted the deal’s benefits.

“For Donald Trump this was so central in his campaign that he felt he has no choice but proceed,” said Edward Alden, a senior fellow at the Council of Foreign Relations, a leading think tank.

“I think at some point the President Trump has to walk away with something that he can call victory. I don’t think he could just walk away.”

Trump’s biggest gripe with NAFTA has been the dramatic shift in the US’ commercial balance with Mexico, which since the treaty’s inception has gone from a surplus of $1.3 billion to a deficit of $64 billion.

NAFTA has been a bedrock of the Mexican economy, with 80 percent of that country’s exports going to its Northern neighbor, an especially impactful relationship for Mexican manufacturers and farmers.

The agreement has significantly boosted Mexico’s auto sector, which has grown because of its supply of cheap labor as US automakers have shuttered some factories in their home country.

“Too many Americans have been hurt by closed factories, exported jobs, and broken political promises,” US Trade Representative Robert Lighthizer said last month.

The US trade balance with Canada is more even, but that trade relationship also has points of tension in some sectors, including dairy, wine and grains.

– Long road ahead –

===================

While the US under Trump has been the party to force NAFTA back onto the agenda, all three countries agree there will be benefits to revisiting an agreement nearly a quarter of a century old that was crafted prior to the internet era.

“Each country feels they have a lot to gain from pursuing these negotiations,” said Jeffrey Schott, a senior fellow at the Peterson Institute for International Economics, a think tank.

Trump administration officials have said they want a swift outcome to the talks, but experts think a speedy deal is unlikely. Next week’s opening salvo will be followed by a second round of talks beginning September 5 in Mexico.

“The first round is basically to put forward some initial ideas and to explain them and probably the negotiators won’t cover the most controversial issues in the first round,” said Schott, who warned a strident “America first” push by the Trump team could cause problems.

“All three countries are committed to successful negotiations that revise and improve the NAFTA, but there is a risk that if United Stated is pushing the controversial ideas too hard that the talks could run off,” Schott said.

A consideration from the Mexican side will be the 2018 presidential election. But Alden, who predicts the talks will require about two years, noted it also has an experienced negotiating team, as well as a strong consumer market for some US sectors, such as agriculture.

“Mexico has a lot of leverage too,” Alden said.

Indonesia seeks to reduce wealth inequality

The Indonesian government is accelerating its efforts to bring down the country’s Gini ratio, a measure of wealth inequality.

A Gini ratio of zero represents complete equality and one represents complete inequality – the government wants to bring it down to 0.370 from its current 0.393 by 2019.

“We hope the figure will decrease once again; if not to 0.36, then to 0.37,” said National Development Planning Agency (Bappenas) head Bambang Brodjonegor.

The latest figure is more optimistic than the government’s previous target of 0.380.

Bambang said the government was |working to reduce inequality both between |the poor and wealthy, as well as between regions.

It has also set itself a goal of reducing Indonesia’s poverty rate to between seven and eight percent from 11.22 per cent in 2015.

The country has already launched social safety net programs, such as cash and rice assistance for low-income families to improve their welfare.

“We hope that the effort to reduce inequality will be carried out more sustainably,” Bambang said, adding that one of the programmes encouraged the unemployed to open their own businesses. – The Jakarta Post

Tata Motors aims to double its sales in Indonesia

Indian automaker Tata Motors subsidiary PT Tata Motors Distribusi Indonesia (TMDI) has doubled its sales target for the March 2017 to April 2018 fiscal year.

TMDI president director Biswadev Sengupta said his company was set to substantially improve on the 900 vehicles in the previous 12 months.

“The market is picking up. We want to sell between 1,500 and 2,000 vehicles,” he said during the launch of Tata’s new dump truck at the Gaikindo Indonesia International Auto Show 2017 in South Tangerang, Banten.

Sengupta, however, said sales volumes were currently not the company’s main focus in Indonesia, where it was still working to build its brand.

He said the company planned to add 10 more dealerships to the existing 20 dealers and 26 outlets in Java, Bali, Sumatra and Sulawesi and had budgeted $150.000 (BT5 million) to $225,000 for the expansion.

Sengupta, however, stressed his company was not trying to take over a market currently controlled by the Japanese.

“We are here to learn from them and see what we can do to expand the market,” he said. – The Jakarta Post

Malaysia expects record rubber glove exports this year

Malaysia’s exports of rubber gloves increased 25 per cent to 7.95 billion ringgit (Bt64 billion) in the first half of 2017, compared to the same period last year.

Addressing a meeting of industry leaders, Plantation Industries and Commodities Minister Mah Siew Keong said: “The high export growth in the first six months of 2017 signalled that the rubber glove sector is on track to record an outstanding new high in export sales in 2017.

“This will represent an increase of 20 per over the whole of 2016.”

Rubber gloves have been the largest single contributor to the Malaysian rubber products industry – exports of rubber gloves accounted for more than 70 per cent of rubber products in the first six months of 2017.

Mah believes the local industry is on track to secure at least a 65 per cent share of global rubber glove exports by 2020.

This is given that the industry is expanding its production capacity and improving manufacturing processes to meet growing demand for higher quality medical gloves in major emerging markets.

The Ministry of Plantation Industries and Commodities and the Malaysian Rubber Export Promotion Council expect world demand for rubber gloves to increase from 211 billion pieces in 2016 to 287 billion pieces by 2020. – The Star

Michelin-starred restaurant chain opens in Phnom Penh

Tim Ho Wan, the famed Hong Kong-based dim sum chain, has opened its first branch in the Cambodian capital, drawing on its roots as “the world’s cheapest Michelin-starred restaurant”.

The Chinese dim sum restaurant officially opened its branch at the upmarket Aeon Mall and has been drawing thick crowds of dim sum aficionados – up to 700 a day, according to its general manager.

“We’re full of customers all the time,” Chum Phirun, general manager of Tim Ho Wan Cambodia, said yesterday.

The Tim Ho Wan chain has come a long way since its founding in 2009 as a hole-in-the-wall eatery in Hong Kong’s bustling Mong Kok district.

The original restaurant earned a Michelin star in 2010 and at the time was the least expensive Michelin-starred restaurant on the planet. The chain has quickly built on this reputation, expanding to 45 locations in Asia, Australia and the US.

Highly anticipated openings in Singapore and New York saw huge queues, with customers waiting up to three hours for a table. The turnout has been strong, but far less intense at the 33-table Cambodian branch, Phirun said, noting that many Cambodians were not aware of the dim sum chain’s fame or the significance of a Michelin-star rating.

“In other countries, when customers see a hotel or restaurant with a Michelin star they already know the quality of the restaurant in terms of taste, services, hygiene, environment and other aspects,” he said.

“The income of Phnom Penh residents is growing rapidly and many people are now seeking hygienic, high-quality food, so we want to educate them on the advantage of eating at a Michelin-starred restaurant like Tim Ho Wan.”

While Tim Ho Wan’s Aeon Mall restaurant does not yet have a Michelin star, two of the chain’s branches – both in Hong Kong – do.

The restaurant serves 24 varieties of dim sum priced modestly from $2.50 (Bt85) to $6 a dish, according to Phirun, who says there are plans to open two more branches in Phnom Penh next year.

Hak Lina, director of operations of Topaz restaurant, one of the capital’s most highly acclaimed restaurants, said the opening of a dim sum eatery backed by a Michelin star was a positive development for the country’s food and beverage sector.

To date, no restaurant in Cambodia has ever earned a Michelin and Topaz is hoping to be the first.

Hak said the restaurant, which frequently hosts visiting Michelin-star chefs, has also benefited from the training these master chefs have provided to its staff.

“There are many terms and conditions to be awarded a Michelin-star restaurant and it is truly valuable to prepare for that,” she said.

“I believe that once there is a Michelin-star restaurant here, there will soon be two-star Michelin restaurants because everyone will seek to get [the rating] to attract customers.” – Phnom Penh Post

MEGAWIDE Construction Corp. is pursuing a construction project in India, its first overseas, as it builds on a relationship with its Indian partner at Mactan Cebu International Airport (MCIA).

Megawide said it was pre-qualified as contractor for the Mopa Greenfield Airport in North Goa after a concession was awarded in 2014 to GMR Goa International Airports, a subsidiary of GMR Group.

GMR and Megawide jointly won a 25-year concession to develop, operate and maintain the airport via a public-private partnership (PPP) scheme.

“The engineering methodology we are using for Mactan-Cebu International Airport has gained a lot of attention here and abroad,” said Megawide president and chief operating officer Edgar Saavedra. “It was on this basis that we were invited to bid for the Mopa airport project and we believe it gives us a lead over other bidders.”

The Mopa airport project has a total construction cost of $300 million. The contract includes the passenger terminal building, air traffic control tower and cargo facilities.

Megawide said bidding for the Mopa airport construction would be held next month.

“The proponents were very impressed with the design and construction methodology we implemented in T2,” said Saavedra. “In fact, despite initial delays in the turnover of project land, we are already at 67 per cent completion and seven per cent ahead of schedule.”

Megawide was established more than a decade ago as a contractor, making a name for itself during the residential tower construction boom in Metro Manila. It diversified into infrastructure via the MCIA project.

Goa is a state in India’s West Coast and Megawide says its new airport had been designed to accommodate an initial five million passengers a year.

“We are compiling a very strong proposal. The design and methodologies are undergoing development with special being given to local conditions and materials,” Saavedra added.

Megawide is currently undertaking the construction of a second passenger terminal in MCIA. Once opened in June 2018, it will nearly triple the airport’s annual passenger capacity from 4.5 million passengers to 12.5 million.

North Korea tensions trigger peso slide

MANILA

THE PHILIPPINE peso has continued to flirt with 11-year lows, this time exacerbated by the escalating tension between North Korea and the United States.

The peso on Friday touched the 51:$1 level, hitting an intraday low of 51.08 during morning trade although it eventually settled at about 51.

The peso’s close at the end of the week stayed at an almost 11-year low, the weakest since August 29, 2006’s 51 to $1.

The Philippine currency opened at 50.9, also the intraday high, although weaker than Thursday’s close of 50.8 to $1.

The total volume traded was nearly unchanged at $690.1 million from $692.5 million last Thursday.

Banco De Oro Unibank Inc chief market strategist Jonathan L Ravelas said the foreign exchange was “just reacting to the risk-off theme as the rising geopolitical tensions are creating a risk-off and flight to quality.”

Ravelas was referring to the tensions between the United States and North Korea, feared to escalate into a nuclear war.

Philippine central bank governor Nestor A Espenilla Jr told reporters that they were constantly “monitoring peso developments for excessive short-term volatily not consistent with underlying economic fundamentals and take appropriate actions when necessary.

“We recognise that the market is also often self-correcting,” Espenilla added.

Also, “the recent concern on the current account isn’t helping,” Ravelas said. For 2017, the BSP expects the current account to swing to a deficit of $600 million (Bt19.9 billion) from last year’s $600-million surplus as the projected 10-per cent growth in imports would outpace the 5-per cent exports expansion.

During a recent House appropriations committee briefing on the proposed 2018 national budget, BSP deputy governor Diwa C Guinigundo said, “the recent depreciation of the peso reflects market concerns on the widening of the country’s current account despite the fact that the country’s macroeconomic fundamentals continue to be sound.

“It should be emphasised that the current account position signals the country’s higher propensity to import as the country gears up for higher growth momentum. The Philippines is one of the fastest-growing economies in the region, arguing for higher imports to support the projected higher growth path,” Guinigundo said. The Philippine economy is expected to grow 6.5 to 7.5 per cent this year and 7 to 8 per cent yearly starting next year until 2022, which would make it one of the fastest growing in the region.

While the current account and overall balance of payments swung to a deficit, Espenilla pointed out that “the country’s external payments position remains very sound and sustainable.”

Deficit in balance of payments

At the end of the first half, the country’s balance of payments (BOP) position stood at a deficit of $706 million. In June, the BSP said it expects the BOP position to settle at a $500-million deficit by year-end.

It would be the second consecutive year that more dollars would leave the country than flow in. But for Espenilla, “the expected stable stream of remittances from overseas Filipinos, and dollar receipts from the business process outsourcing sector, will help support the balance of payments and keep the volatility of the peso to an acceptable magnitude, even as it adjusts to economic fundamentals”. The central bank expects cash remittances from Filipinos working and living abroad to reach another record-high of $28 billion by year-end, while BPO revenues reached almost $23 billion last year.

Also, “our foreign exchange reserves are at a very robust level that enables the BSP to effectively manage against violent swings to global liquidity conditions”, Espenilla said.

The latest preliminary BSP data nonetheless showed that the country’s dollar reserves slid to a three-month low of $81.4 billion in June partly as global gold prices fell alongside a weaker peso. The BSP had projected gross international reserves to slightly decline to $80.5 billion in 2017, equivalent to 8.3 months of import cover, from end-2016’s $80.7 billion.

For Guinigundo, “the recent decline of the peso should have minimal effects on the country’s macroeconomic conditions over the medium term”.

Singapore’s drive to go cashless on public transport

ALL BUS and train commuters in Singapore will have to pay their fares with travel cards by 2020, as part of the country’s “Smart Nation” drive.

Singapore’s public transport system is set to go fully cashless within three years, with all bus and train rides to be paid for with travel cards and top-ups with cash no longer available at stations.

The first cashless rail line will be the Thomson-East Coast Line, which will open in 2019.

The goal of going fully cashless was announced by the Land Transport Authority (LTA) and subsidiary TransitLink late last week.

To nudge commuters on board, rail operators SMRT and SBS Transit will stop offering cash top-ups at passenger service centres at 11 train stations on September 1 this year. They are: Admiralty, Bedok, Bukit Panjang, Buona Vista, Farrer Park, HarbourFront, Hougang, Lakeside, Pasir Ris, Serangoon and Yew Tee.

Cash top-ups will cease to be available at passenger service centres of other stations sometime next year.

Currently, about 27 per cent of commuters rely on staff at the passenger service centres to help reload their cards with cash. Service agents will be deployed at the 11 stations to help these commuters switch to using the general ticketing machines, which will still accept cash in the short term.

By 2020, however, these and other self-service ticketing machines at stations and bus interchanges will accept only cashless top-ups.

LTA’s group director for technology and industry development, Lam Wee Shann, said: “When we relieve passenger service centre staff from handling cash and doing top-ups, their attention could be more focused on train station operations, which is their core job

“There are also costs that are not small in maintaining cash transactions. By going cashless, cost avoidance can be re-invested into the public transport system, to improve and maintain it.”

LTA and TransitLink said they have been adding payment options at ticketing machines since January to accept credit or debit cards and mobile payment platforms such as Apple Pay and Android Pay.

They assured commuters cash top-ups will continue to be available come 2020, but in limited forms, such as at convenience stores.

While cash is currently accepted at 39 TransitLink ticket offices located at stations and bus interchanges, the agencies said they are working towards removing this, but will study this plan “very carefully”.

As for bus fares, only travel cards will be accepted by 2020. While less than 2 per cent of all bus journeys are paid for in cash, the LTA said it is “still studying” what to do if a commuter comes on board without a travel card.

The LTA said it is also working to extend an ongoing pilot that allows Mastercard holders to use debit and credit cards directly to pay for rides.

IN LESS than one year since its September 2016 launch, Chate Sat, Myanmar’s first ever freelancing platform where users can find or offer freelance work, has gathered more than 5,000 freelancers and 900 employers on its network.

Honey Mya Win, co-founder and chief executive officer of Chate Sat, said on Sunday that the start-up recently received six figure funding from three venture capital firms – Singapore’s Vulpes Investment Management Ltd, Theta Capital, and a local investor.

“I am confident they will inject further funding for future rounds. And we have planned to raise Series A funding in the next 18 months,” she said. Honey Mya Win said the funding would help the firm to foster its business activities in Yangon, as well as to expand its services to other major cities including Mandalay, Nay Pyi Taw and Taunggyi.

“We will mainly focus on Yangon and Mandalay in the coming months until 2018. But we will also go to other cities to educate the people about digital services and their strengths,” she said. The start-up now has a team of seven young people. It serves as the simplest medium to engage local freelancers to collaborate with businesses in the homeland and abroad.

“We gather skilled individuals and a constant source of projects in one place while ensuring to avoid unpaid invoices and poor quality works for respective parties. We mainly focus on simplicity so that the experience of hiring and accepting projects on Chate Sat is super quick and easy,” she said. “At first, we aimed to get local freelancers connected with businesses here in Myanmar. As our service gets known, we have welcomed a few foreign companies from Thailand and Singapore. [They] signed up on our website to find suitable freelancers who could translate their projects into the local context to promote their businesses here.”

She said Thai and Singaporean firms are mostly interested in seeking designers for their business expansion. She is confident about securing at least 1,500 projects that will acquire over 8,000 freelancers and 2,000 employers onto the platform by the end of this year.

She said local and international tech investors had long been eyeing Myanmar’s tech and innovation sector. Local tech start-ups could harness the connectivity revolution to accelerate business growth with support from investor communities, she added. “As the economy opens up, we want to continue creating more freelance jobs for the 53-million strong population,” she said.

She said the major challenges as a tech start-up are mainly technical issues and dealing with online payment systems. Other business obstacles include the lack of infrastructure, frequent electricity blackouts and slow Internet speed. She has planned to educate people about the digital ecosystem and develop familiarity with their product.

“If you are a freelancer or would like to hire a freelancer, ours is the right place. It is a community of freelancers who are seeking freelance projects to show their profession and earn money, and employers who are willing to hire freelancers to finish their tasks fast,” she said.

The firm is one of the four alumni from Phandeeyar Accelerator Cohort 1. Phandeeyar, Myanmar’s most popular innovation lab, supported it with US$25,000 (Bt830,000) in pre-seed funding, and will remain an investor in the company going forward.

Jes Kaliebe Petersen, CEO of Phandeeyar, said online job platforms in Myanmar have been growing at an exponential rate.

“With Myanmar’s economy opening up, major local and international companies will get into stiff competition in search of the best talents from the country,” he said.

ANALOG television signals will be switched off in 15 cities and provinces across Vietnam tomorrow, the Ministry of Information and Communications said.

Deputy Minister Pham Hong Hai sent an official announcement to the provincial people’s committees and telecom providers last Thursday asking them to ensure residents were prepared for the change.

The provincial television and broadcasting stations and departments of information and communications have been told to increase information on the digitalisation process.

Viewers have been advised to purchase a digital terrestrial television receiver before the analog signal is switched off.

The ministry also asked the departments to focus on helping poor and nearly-poor households in the 15 cities and provinces access set-top boxes that will allow their televisions to receive digital signals.

According to the management board of the programme to provide public telecommunication services, more than 479,000 households in the 15 localities were being provided this support, which was expected to be complete before the switch-off.

People have also been directed to a website, sohoatruyenhinh.vn, for assistance.

Vietnam is targeting a complete move to digital terrestrial television broadcasting by 2020.
