Alibaba plans to roll out alternative auto sales channel before year-end

Imagine an online vending machine where you can buy the latest model from Audi, Mercedes-Benz or Maserati.

Later this year, it will become a reality as e-commerce giant Alibaba Group Holding Ltd takes consumerism to the next level. Car purchases will be as easy as buying a can of coke.

“We plan to launch this service in China before the end of 2017,” said Yu Wei, general manger of the auto division of business-to-customer site Tmall, which is part of Alibaba.

While locations have yet to be announced, customers will be able to turn up at a multistory e-showroom, browse through hundreds of cars online, pay for their purchases and wait for them to be delivered in the blink of an eye.

This will cut down delivery times and herald a brand-new concept in “big item” shopping.

Last December, Singaporean car dealer Autobahn Motors set up a futuristic 15-story showroom and touted it as the world’s largest luxury car “vending machine” in the city state.

Similar business ventures have sprouted up in the United States and Japan.

But Alibaba is plugging its new auto retail operation into its online-to-offline ecosystem and expects to mine crucial consumer data generated by individual sales.

Part of this involves the group’s Sesame Credit rating program.

Consumers, who have a credit score of 750, can put down a 10 percent payment on a car and pay the rest off in monthly installments through Alipay, which is also part of Alibaba.

Sesame Credit’s rating system for consumers starts at 0 and goes up to 900.

“Chinese customers have embraced buying big-ticket items online because it circumvents hours spent at a physical dealership negotiating with sales staff,” said Qi Xiaozhai, a senior business consultant for the Shanghai Municipal Commission of Commerce. “It has made prices transparent and traceable.”

More than half of the luxury car brands have established a foothold on Tmall, according to a February report by L2, a consultancy specializing in evaluating the digital performances of companies.

Maserati joined Tmall in order to reach customers in lower-tier Chinese cities, where the brand is not available at bricks-and-mortar showrooms. Sales have been brisk although detailed financial figures have yet to be released.

Last month, new car supermarkets started opening up, backed by home appliance chains such as Suning Holdings Group Co Ltd.

Their decision followed radical changes in the regulations governing car sales, which opened up the market on July 1.

But Zhang Xiaodong, senior manager at J.D. Power’s Automotive Retail Consulting in China, felt long-established showrooms, dealerships and garages would be difficult to dislodge.

“To avoid being a flash in the pan, they should fully leverage geographical convenience, competitive pricing and internet technologies to build and maintain customer loyalty,” he said.

“They will have to do this in order to challenge long-established dealership models that have extensive sales networks and mature service systems,” he added.

Toyota, Mazda unveil capital tie-up plans, $1.6 billion joint plant eyed in U.S.

ASEAN+ August 05, 2017 08:37

By The Japan News/ANN

TOKYO – Toyota Motor Corp. and Mazda Motor Corp. announced on Friday that they will enter a business and capital alliance to jointly develop electric vehicles.

Toyota will obtain a 5.05 per cent stake in Mazda while Mazda will gain a 0.25 per cent stake in Toyota. With environmental regulations being tightened in many countries, competition over the development of vehicles with advanced technology has been increasingly fierce. The two Japanese automakers, which had been contemplating a possible business alliance, judged it necessary to strengthen their partnership.

According to Friday’s announcement by the two automakers, they have agreed to explore setting up a joint venture plant in the United States for which the two sides would contribute equal funding. The plant, with an estimated annual production capacity of about 300,000 units, will require a total investment of about $1.6 billion. It is expected to create up to 4,000 jobs.

The companies will begin to examine detailed plans with the goal of starting operations at the new plant in 2021.  The two companies aim to dodge criticism from the administration of U.S. President Donald Trump, which pledges to reduce huge trade deficits by accelerating domestic production and job creation.

The Toyota-Mazda capital tie-up is expected to push forward further the consolidation of automakers into four major groups: Toyota, Germany’s Volkswagen, General Motors Co. of the United States, and the alliance of France’s Renault SA and Nissan Motor Co.

After China tightened environmental regulations, Britain and France decided to ban sales of diesel and gasoline-powered vehicles by 2040. Following Volkswagen’s diesel emission scandal, major automakers around the world have announced that they will shift their main production from those vehicles to electric vehicles.

Toyota, which is strong in hybrid vehicles but has been behind in entering the electric vehicle market, apparently judged it necessary to strengthen the development of electric cars in cooperation with Mazda. In the U.S. market, Toyota has been struggling to sell sedan-type cars as the sales of large vehicles are increasing because of low gasoline prices. By cooperating with Mazda, which is strong in the production of sport-utility vehicles, Toyota intends to catch up.

Meanwhile, Mazda, which has developed its original fuel-saving technology, has been behind in the field of electric vehicles. Mazda’s total sales currently stand at only 10 per cent of Toyota’s. A senior Mazda official said, “It’s impossible for us to do it all by ourselves regarding the development and production of electric vehicles, which require a huge cost.” With the sense of crisis, Mazda decided to approach Toyota.

In 2015, Toyota and Mazda reached an agreement to discuss a business alliance. This time, the two companies will deepen their partnership and form a capital tie-up, and will address drastic changes in the car industry through quick decision-making.

Economy, Trade and Industry Minister Hiroshige Seko said at a press conference on Friday: “The car industry is facing a major tuning point. I want them [automakers] to think about strengthening partnerships.”

MANILA

THE PHILIPPINE Competition Commission is investigating players in the manufacturing, public services and agriculture industry for possible anti-competitive practices.

The PCC may impose penalties on violators following the expiration of the transitory period to comply with the Philippine competition law.

The two-year transitory period for the companies to undo their anticompetitive practices ends on Tuesday this year.

That means the fines and penalties that could be imposed on them would then be in full force and effect, said PCC chair Arsenio Balisacan.

Fines for first-time offenders could be as high as 100 million pesos (Bt66 million). Besides imposing administrative penalties, the PCC could also file criminal complaints in the Justice Department.

The PCC had received 26 queries and complaints for anticompetitive conduct involving various industries, and three cases have advanced to the full administrative investigation stage, Balisacan said in a press briefing in Malacanang.

These three cases involve cartels and abuse of dominant position. Balisacan did not provide specific details to preserve the integrity of the probe.

Earlier reports said the PCC had found indications of anticompetitive agreements in the local cement industry, which was prompted by the filing of a complaint by a former trade department official.

Balisacan also said the implementation of the competition law was expected to benefit consumers as it would lead to lower prices of goods, more choices and better quality of products available to them.

The PCC was ready to go up even |against industry giants with vast resources, he said.

KUALA LUMPUR

MALAYSIA’S EXPORTS rose 10 per cent to 73.1 billion ringgit (Bt568.1 billion) in June from a year ago, boosted by electrical and electronic products, but the increase was below economists’ expectations of growth of 18.3 per cent.

The Statistics Department in a statement yesterday said re-exports in June were valued at 9.7 billion ringgit and accounted for 13.2 per cent of total exports.

Domestic exports were higher by 7.6 billion ringgit to register at 63.4 billion ringgit.

It said on a year-on-year basis, imports also increased from 2.3 billion ringgit to 63.2 billion ringgit. However, the growth was below the 19.8-per-cent rise by economists’ forecast.

Total trade in June, which was valued at 136.3 billion ringgit, grew 7.0 per cent from a year ago. However, it fell 11.1 per cent from May.

In June, a trade surplus of 9.9 billion ringgit was recorded, where a similar increase of 79.0 per cent for both year-on-year and month-on-month was registered.

Compared to May, total trade, exports and imports, fell 11.1 per cent, 8 per cent and 14.5 per cent.

The Statistics Department said June’s exports were mainly driven by an increase in electrical and electronic products, which rose 3.7 billion ringgit to 28 billion ringgit.

Liquefied natural gas, which contributed 5.4 per cent to total exports, grew 97.3 per cent to 4 billion ringgit due to the increase in both average unit value and export volume.

Palm oil and palm oil-based products rose 845.7 million ringgit to 6.2 billion ringgit.

Exports of palm oil, the major commodity in this group of products, rose 16.5 per cent due to an increase in both export volume and average unit value.

However, refined petroleum products, which accounted for 5 per cent of total exports, shrank 15.7 per cent to 3.7 billion ringgit due to a 31-per-cent decrease in export volume as average unit value increased 22.2 per cent.

Timber and timber-based products fell 67.1 million ringgit to 1.7 billion ringgit while crude petroleum decreased 19.9 million ringgit to 1.9 billion ringgit due to the 9.2-per-cent decline in export volume as average unit value increased 9 per cent.

The Statistic Department said on a year-on-year basis, imports increased 3.7 per cent from 60.9 billion ringgit, contributed by intermediate goods and capital goods.

It said intermediate goods, which constituted 60.5 per cent of total imports, increased 3.6 billion ringgit to 38.2 billion ringgit.

The growth was mainly attributed to parts and accessories of capital goods (except transport equipment), industrial supplies, processed industrial supplies, primary and food and beverages, mainly for industries.

In the first half of 2017, Malaysia’s total trade rose by 22 per cent to 859.17 billion ringgit from 704 billion ringgit recorded in the first half of 2016.

CAPITALAND’S wholly owned serviced residence business unit, The Ascott, is investing S$170.3 million, through its serviced residence global fund with Qatar Investment Authority (QIA), in the serviced residence component of the Funan integrated development.

Of the S$170.3 million, the fund is acquiring the land for the serviced residence component from CapitaLand Mall Trust (CMT) for S$90.5 million and developing the Singapore flagship of Ascott’s millennial-focused lyf brand on the site for an estimated S$80 million

To be named lyf Funan Singapore, the prime property “will be designed by millennials for millennials”, and is set to offer a new way of living and collaborating as a community in the heart of Singapore’s Civic & Cultural District. The nine-storey co-living property spans about 121,000 sq ft in gross floor area.

Slated to open in 2020, it will have 279 units with the flexibility to offer up to 412 rooms.

Funan Singapore will be an integral part of Funan, which also comprises a mall and two office towers offering innovative retail outlets and co-working spaces for customers to enjoy a live-work-play experience within the integrated development.

Ascott said the acquisition cements its position as the largest and fastest growing serviced residence operator in Singapore with close to 2,000 units in 12 properties.

Within a span of two months, Ascott has added about 1,000 units across four properties in Singapore; which includes securing a contract from Low Keng Huat (Singapore) Limited to manage a 166-unit Citadines Balestier Singapore that will open in 2021. This follows Ascott’s recent addition of the 240-unit lyf Farrer Park Singapore that was also awarded by Low Keng Huat, as well as a prime 299-unit project at CapitaLand’s landmark integrated development at Raffles Place. Both serviced residences are also slated to open in 2021.

On Ascott’s acquisition of lyf Funan Singapore, Ascott chief executive Lee Chee Koon said: “We see strategic advantages for lyf’s co-living concept at Funan as we expect demand from local and foreign business executives working in the business district and in Funan, as well as new market segments like technopreneurs, startups and those in the entertainment, fashion and creative industries.

“With the millennial traveller segment already making up a quarter of Ascott’s global customer base and poised to further expand, securing our fourth lyf property will enable us to leverage our scale to capture this rapidly growing market, which is set to be the largest spending travel demographic by 2020.”lyf Funan Singapore is Ascott’s fifth acquisition under its serviced residence global fund with committed equity of US$600 million (S$809 million). Set up through a 50:50 joint venture with QIA in July 2015, Ascott’s largest private equity fund has committed a total investment amount of S$533 million to date to lyf Funan Singapore, La Clef Champs-Elysees Paris that will open in 2018, Citadines Islington London and Quest NewQuay Docklands Melbourne that will both open in 2019, as well as Somerset Shinagawa Tokyo which is already operational.Part of these investments will be funded by debt.

Ascott has four lyf properties – lyf Wu Tong Island Shenzhen and lyf DDA Dalian in China which are scheduled to open in 2018, followed by lyf Funan Singapore in 2020 and lyf Farrer Park Singapore in 2021.

Besides Singapore and China, Ascott said it is actively looking at other potential markets, including Australia, France, Germany, Indonesia, Japan, Malaysia, Thailand and the United Kingdom, as it works towards its target of achieving 10,000 lyf-branded units worldwide by 2020.

Australia looks forward to return of democracy in Thailand

AUSTRALIA HAS reiterated its wish to see Thailand return to democracy and stage an election next year.

“We have heard that Thai people have a say in who will represent them. [During my visit, Thai] ministers spoke of Thai democratic history.

“So, we’ll certainly encourage and support Thailand’s aspiration,” Australian Foreign Minister Julie Bishop briefed the media on Thursday.

Yesterday she met with Prime Minister Prayut Chan-o-cha, who told her his government has been proceeding according to its “roadmap to democracy” and seen gradual development, Deputy Government Spokesman Werachon Sukondha-patipak said.

Australia was among several Western countries expressing concern over the 2014 military coup led by Prayut. The junta seized control of the government and is still in power.

Prayut’s government has always rolled out the road map to reassure the domestic and international communities that it is determined to put the new charter in place and bring elections back to the country.

But the promised timeline has been stretched out at least three times by legal hiccups such as the failure of the first charter attempt and amendments to the second version.

Prayut has said the election should be coming next year, after the royal funeral for King Bhumibol Adulyadej and the mourning for the late monarch are over.

The constitution promulgated in April mandates four organic laws essential for elections to be completed within eight months and the election to follow in five months.

Bishop is stopping by Thailand from Wednesday till today before heading to Manila to attend the Asean foreign ministers meeting as a dialogue partner.

She has said she will underscore North Korea, South China Sea and terrorism issues.

Australia will also host the first Asean-Australia Special Summit next year.

Werachon said Bishop’s talks with Prayut touched on exchanging intelligence, countering human trafficking and updating the Thailand-Australia Free Trade Agreement.

They also discussed support for the innovation and creative industry in line with both the Thailand 4.0 economic initiative and the Ideas Boom strategy of Australian Prime Minister Malcolm Turnbull.

Another topic was the New Colombo Plan, which will bring more than 900 Australian students to live, study and intern here.

The plan is run in 14 regional countries and was launched in Thailand in 2015.

Prayut has extended an invitation to Turnbull as it has been almost two decades since an Australian premier has made an official visit to Thailand.

Thailand and Australia are celebrating the 65th anniversary of diplomatic ties this year.

THE INDONESIAN government is seeking a bilateral agreement with the United States in order to create more favourable conditions for its textile exports.

“Currently, the US imposes a 12.5 per cent import duty for our textiles, while it imposes zero per cent for Vietnamese textiles because they already have a bilateral agreement,” said Industry Minister Airlangga Hartarto.

Indonesian exports to the US reached US$9.13 billion (Bt303 billion) last year. The biggest exports were palm oil, furniture, pulp and paper, handicrafts, electronics and aluminium products.

The Industry Ministry’s Director General of Manufacturing Industrial Base, Harjanto, said that Indonesia had discussed various issues with the US through the Trade Investment Council (TIC) forum.

He explained that the TIC consisted of four working groups on industrial and agricultural products, illegal logging and associated trade, intellectual property rights, and investment.

Meanwhile, Indonesia and the US recently established a commercial dialogue, a forum that encourages the private sector to explore investment and trade opportunities in both countries.

“Currently, the dialogue focuses on several issues, including investment climate, trade expansion, small and medium enterprises, entrepreneurship, clean energy and industrial cooperation,” Harjanto said.

Price dispute delays eighteen renewable projects of PLN

STATE-OWNED electricity firm PLN has confirmed that it has only been able to sign power purchase agreements for 46 renewable energy projects with total capacity of 257.62 megawatts on Wednesday instead of the previously stated figure of 53 projects, as more companies decided to pull out.

PLN was initially scheduled to seal deals for 64 renewable projects with combined capacity of around 380MW.

However, prospective developers of 17 mini hydropower plants and one biogas plant decided to pull out from the agreements in what appears to be disagreement over the electricity prices set in the PPAs.

“It doesn’t mean that the 18 projects have been cancelled. Maybe it’s just because the developers weren’t able to attend the event yesterday,” PLN renewable energy division head Tohari Hadiat said on Thursday.

“We’re still trying to find out what the real problem is.”

Some developers had demanded the government review the electricity prices set in the PPAs, which are calculated in accordance with Energy and Mineral Resources Minister Decree No 12/2017.

The decree caps electricity rates from renewable sources, except geothermal and waste, at 85 per cent of the local electricity supply costs if they exceed the national average.

PLN still uses the decree as a reference, even though the ministry has amended it by passing Decree No 43/2017, which exempts hydropower plants from the 85-per-cent cap.

No case against former Kencana Petroleum director

The Securities Commission (SC) has dropped insider trading charges against the former executive director of Kencana Petroleum Bhd Datuk Yeow Kheng Chew and two others following instructions from the Attorney-General.

Almost immediately after the criminal charges were dropped, the SC filed a civil suit against the three individuals, seeking, among others, a declaration that they had contravened regulations under the Capital Markets and Services Act 2007 (CMSA).

In an update on its criminal prosecutions posted on the regulator’s website yesterday, the SC stated that it had dropped all charges against Yeow, better known as KC Yeow, on July 20, 2017, “on the instructions of the Attorney-General”. Two others, Paulene Chee Yuet Fang and Tan Yee Chee, who had been charged for abetting in the offence, also had all charges against them dropped.

The three individuals had been charged for their alleged involvement in insider trading in relation to the proposed merger of Kencana Petroleum and SapuraCrest Petroleum Bhd in 2011. When contacted, a spokesperson for the SC said that the AG had the power to discontinue any criminal proceeding at his discretion. “Under the constitution, the Attorney-General as the public prosecutor has the power, exercisable at his discretion to institute, conduct or discontinue any criminal proceedings.

“As this is a criminal case, the SC is required to act under the instruction of the public prosecutor,” the spokesperson said. – The Star

E-commerce tax must be settled in payment gateway

While the Malaysian government is preparing an income tax bill, an expert has suggested that the taxes from e-commerce activities should be deducted at the payment gateway to assure fairness for both the government and businesspeople.

In the current bill, which is being discussed by the government, e-commerce transactions must be reported so that the government can calculate the amount of tax that should be paid from the transactions.

However, Center for Indonesia Taxation Analysis (CITA) executive director Yustinus Prastowo said on Thursday the government could not collect taxes based on the transactions that had been made because not all transactions ended with payment. Purchasing financial products can be as easy as purchasing goods

“We should apply the Korean system, where the authority collects the taxes in the payment gateway because e-commerce transactions are paid through online systems,” Yustinus said at a seminar on taxation in Jakarta on Thursday.

Under Director General of Taxation Regulation No. SE-62/PJ/2013, the government collects income tax and value added tax (VAT) from four kinds of e-commerce: online marketplace, classified ads, daily deals and online retail. – The Star
