Nationalist ‘leprosy’ spreading in Europe: Macron

Breaking News June 22, 2018 08:11

By Agence France-Presse
Paris

French President Emmanuel Macron on Thursday likened rising nationalism and anti-migrant sentiment in Europe to “leprosy”.

On a visit to Brittany three days before a meeting of European leaders to try to resolve the continent’s migrant crisis, Macron urged the French not to give into anti-EU sentiment.

“I’m saying to you in the gravest terms: Many hate it (Europe) but they have hated it for a long time, and now you see them (nationalists) rise, like leprosy, all around Europe, in countries where we thought that they would never reappear.”

These included “friends and neighbours” who “say the worst things and we become used to it,” he added.

Macron did not say to whom he was referring but France and Italy traded barbs in the past 10 days over Rome’s refusal to take in a boatload of migrants rescued in the Mediterranean.

The 629 passengers onboard the Aquarius were also rejected by Malta before being taken in by Spain in a case which shone attention on mounting anti-migrant sentiment in Europe.

Italy’s new far-right Interior Minister Matteo Salvini, who refused to allow the Aquarius to dock, hit back at the French president.

“If Macron were to stop insulting and concretely practise the generosity that fills his mouth by welcoming the thousands of immigrants that Italy has in recent years, it would be better for everyone,” Salvini said in the town of Terni, according to the Italian press agency AGI, when questioned about friction with France.

“We may be leper populists,” he said, “but I take the lessons from those who open their own ports. Welcome thousands of migrants and then talk we can talk.”

An influx of more than two million refugees and migrants from the Middle East and Africa in the past three years has fuelled the rise of nationalist and populist parties, including the League and Five Star Movement which share power in Italy.

Macron condemned “resurgent nationalism and closed borders, which some are pushing for” while repeating that Europe “cannot welcome everyone”.

The median position adopted by his government — stepping up deportations of so-called economic migrants while improving conditions for refugees — was “always the most difficult because no one is happy, but it is more responsible than playing on people’s fears”, he argued.

In remarks aimed at his leftist critics, he said that those who argued “we should welcome everyone” were turning a blind eye to the divisions in French society.

“I want France and its national cohesion to remain intact,” he said.

MORE THAN 6,000 mostly Chinese attendees witnessed the inauguration ceremony of a $1 billion Sihanoukville resort project called Wisney World in Phnom Penh, capital of Cambodia on Wednesday.

The event on Koh Pich, attended by several senior Cambodian government officials, is a joint venture between China’s AMC International and Malaysian company SV International.

According to a statement from the companies, the project will be developed on a 65-hectare plot in the southern coastal town and will include water parks, hotels, casinos, malls, gardens and churches.

AMC and SV claim they have been operating a hotel and casino in Sihanoukville; however neither of their websites reveal the name of this establishment.

The Wisney World project is operating as a joint venture under the name Wisney Resort City Development Co Ltd (WRCD).

Deputy Prime Minister Men Sam An said that currently Sihanouk province is becoming a more popular tourist destination and is attracting international investment .

She said this new project will bring in more tourists–both foreigners and Cambodians.

“The starting of this project is the right decision because now Sihanoukville is regarded as a rising star in the south east of Cambodia,” she said, “I hope that Wisney World will fill gaps that are lacking in Sihanoukville’s entertainment sector.”

Over 1.2 million Chinese visitors came to Cambodia last year, accounting for more than 21 percent of the total 5.6 million international visitors, according to figures from the Ministry of Tourism.

Much of the investment in tourism has been focused on bringing visitors from China to the Kingdom’s coastal town of Sihanoukville.

However, Sihanouk provincial governer, Yun Min said he don’t know of any huge project like this in his province.

“I don’t know about this project,” he said.

Sorn Seap, director of Phnom Penh’s Key Real Estate, claimed that he also wasn’t aware of the project, but said Sihanoukville holds potential for success.

“I know that the companies from China have a lot of money,” he said, “but such expensive projects, there must be strong support from the international market to be successful.”

As the beach town changes and the government welcomes the surge in development spending, many local owners have asserted that Chinese investment has created a closed loop with few new opportunities for Cambodians, forcing locals out of any potential economic gain.

Many local business owners have expressed worry that they will be edged out by the influx of Chinese investment.

COMPENSATION has now been paid to some Lao villagers affected by the planned construction of the Vientiane-Boten Expressway to link the capital with the northern province of Luang Namtha, which shares a border with China.

The government and a Chinese company from Yunnan province will jointly develop the 460km expressway, Minister of Public Works and Transport Bounchanh Sinthavong told the National Assembly (NA) recently.

The government holds a 5 per cent stake and the Chinese company holds the remaining 95 per cent share in the project, with a 50-year concession period. The project will be carried out under the Build-Operate-Transfer (BOT) model.

A concession agreement was signed by both sides in April this year for the first section of the highway, linking Vientiane with Vangvieng district, Vientiane province. This section is referred to as the Vientiane-Vangvieng Expressway.

Construction of the expressway is expected to begin when the rainy season ends, a source associated with the project said.

Bounchanh told the ongoing 5th Ordinary Session of the NA’s 8th Legislature that people in the villages of Naxon, Nongkhankhou and Ilaitay in Vientiane have been compensated for the loss of their property as construction will soon begin in this area.

Work is being accelerated, including the collection of information about other affected property, so that the remaining families can be compensated.

The expressway will cut through four districts – one in Vientiane and three in Vientiane province. Families in 65 villages will be affected by the project.

The cost of construction is estimated at about US$1.3 billion. Once construction begins, it will take about three years to complete the road.

With the speed limit set at 100 km per hour, it could take just over an hour to drive the 109.12-km expressway from Vientiane to Vangvieng, much less than the three hours or so it currently takes to make the journey on Road 13 North.

The toll fee for a one-way journey on the expressway was initially estimated at about 55,000 kip.

Road 13 North will remain open as an alternative route.

The four-lane Vientiane-Vangvieng Expressway, which will include an 875-metre tunnel and 45 bridges totalling 2,408 metres in length, will be built in line with Chinese expressway standards.

The Vientiane-Vangvieng section is one four sections of the Vientiane-Boten Expressway. The other three sections are Vangvieng-Luang Prabang, Luang Prabang-Oudomxay, and Oudomxay-Boten.

The expressway will be built parallel to Road 13 North and the under-construction Laos-China railway.

China, Asean usher in new era of cooperation 15 years on

KUNMING, CHINA

AS CHINA and the Association of Southeast Asian Nations (Asean) celebrate the 15th anniversary of strategic partnership this year, a new era of cooperation has begun to enhance connectivity in various areas, says a China Daily report.

Speaking recently at the second China-Southeast Asia Business Forum in Kunming, capital of Southwest China’s Yunnan province, secretary-general of the Asean-China Centre Yang Xiuping said the two sides have formed an omni-directional, multilevel and wide-ranging cooperation pattern since the establishment of dialogue relations in 1991.

The theme of the forum was “Connectivity, Cross-Border Economy and Integrated Collaboration”. As a sideline event of the fifth China-South Asia Expo, more than 600 delegates of government officials, industry leaders and entrepreneurs from China and Southeast Asian countries participated.

“Both sides have entered a critical period of future development, with new opportunities ahead,” said Yang.

This year marks China’s 40th anniversary of reform and opening-up and the beginning of Asean’s second 50 years of development. Besides setting 2018 as the China-Asean Year of Innovation, the two sides are working together to formulate the China-Asean Strategic Partnership Vision 2030 to guide future relations.

The progress of regional integration is also at a key stage, said Yang, noting barriers in the current trend of globalisation.

Yang believes close interactions between China and Asean, especially with the promotion of the Belt and Road Initiative, have provided a strong driving force for regional connectivity, integration and cross-border economic cooperation.

In 2017, China-Asean trade volume exceeded US$500 billion, while two-way direct investment reached a cumulative total of nearly US$200 billion. The mutual visits amounted to nearly 50 million in the same year, according to Yang.

“In Malaysia, investment from China has shown a positive impact in terms of creating more jobs and stimulating the economy,” said Liew Sew Yee, vice-president of the National Chamber of Commerce and Industry of Malaysia. A total of 197 China-related manufacturing projects have been launched between 2000 and 2016, with a value of 14 billion ringgit (US$3.5 billion). More than 30,000 people are employed by these projects, said Liew.

In addition to trade and investment, Liew said cooperation in education is also beneficial for society. A case in point is the establishment of Xiamen University Malaysia, which aims to cultivate more talent from China, Malaysia and other Asean member states.

With a population of 600 million and an up-and-coming middle class, Liew said the market potential is huge in Asean, which is one of the world’s fastest growing regions. The middle class will account for 65 per cent of Asean’s entire population.

“Asean can benefit from the Belt and Road Initiative in terms of connectivity, trade, investment and tourism,” said Liew, who believes China’s strength in capital and |technology can help meet the demand in infrastructure in Asean countries.

Chanthachone Vongsay, vice-president of Lao National Chamber of Commerce and Industry, said the cross-border economy is key to enhancing cooperation between China and Asean. This includes establishing special economic zones and industrial parks along the border, more policy incentives and a proper legal mechanism for trade distribution.

To further develop regional integration, Yang from the Asean-China Center said that while strategic planning can provide guidance on a macro level, more negotiation in free trade, further cooperation in finance and innovation, and support from the community is of equal importance.

“With each other’s advantages, the strengthened cooperation between China and Asean can further spur trade and investment growth, providing more potential for the exploration of the regional economy in Southeast Asia,” said Liew from the National Chamber of Commerce and Industry of Malaysia.

Soaring prices prompt fresh rate increase

MANILA

THE Philippine central bank yesterday raised its main interest rate for the second time in six weeks to help arrest rising prices of local goods and services that accelerated to a five-year high last month.

The increase —which brings Bangko Sentral ng Pilipinas’ (BSP) key overnight rate to 3.5 per cent —comes in the wake of the record high inflation rate for the first five months of the year, which authorities had originally said would normalise by 2019 without any monetary policy tightening.

At the same time, BSP governor Nestor Espenilla Jr said regulators would not hesitate to tighten monetary policy further if its latest move proved to be insufficient in reining in upward price pressures.

“In deciding to raise the BSP’s policy rates anew, the Monetary Board noted that inflation expectations remained elevated for 2018 and that risk of possible second-round effects from ongoing price pressures argued for follow-through monetary policy action,” he said during a press briefing.

Bankers and financial market watchers have been clamouring for the central bank to raise interest rates since early this year in anticipation of the price spikes that inevitably came due to high international crude oil and commodity prices, amplified by the tax increases of the Duterte administration that came into effect on January 1.

The country’s inflation rate stood at 4.6 per cent as of May — the highest in at least five years.

The central bank chief said that, although inflation expectations remained within the target range for 2019, “elevated expectations” for this year highlighted the risk posed by sustained price pressures on future wage and price outcomes.

“Equally important, while latest baseline forecasts have shifted lower for 2018-2019, upside risks continue to dominate the inflation outlook, even as various measures of core inflation continue to rise,” he said.

The BSP also expects the impact of international oil and commodity price movements on overall inflation to be stronger given prevailing robust aggregate demand conditions.

“Given these considerations, the Monetary Board believes that further policy action enables the BSP to reinforce its signal on safeguarding macroeconomic stability in an environment of rising commodity prices and ongoing normalisation of monetary policy in advanced economies,” Espenilla said, adding that the board supported carefully coordinated efforts with other government agencies in implementing non-monetary measures to mitigate the impact of supply side factors on inflation.

“The Monetary Board also emphasized the BSP’s continued vigilance against developments, including excessive peso volatility, that could affect the outlook for inflation,” the central bank chief said.

Pay for highly-skilled Singapore workers to surge as global talent crunch hits: Study

SINGAPORE

A HIGHLY-SKILLED employees in the manufacturing, financial services or the TMT (technology, media and telecommunications) industry in Singapore can expect to be paid an extra US$29,100 (S$39,500) per year by 2030 as talent shortages loom, according to a new study by consulting firm Korn Ferry.

This means Singapore companies will face the second-highest average wage premium out of 20 major economies examined in Korn Ferry’s Salary Surge study, putting profits under pressure .

The term “wage premium” refers to the additional salary employers will need to pay above normal inflation increases to secure the right talent.

Hong Kong tops the table with an average wage premium of US$40,500 annually, while Australia takes third place with US$28,600 per worker per year. Globally, the average pay premium for skilled workers in Asia Pacific could be more than US$14,700, the study showed.

“Although major economies can expect the highest wage premiums, smaller markets with limited workforces will feel the most pressure. By 2030, Singapore and Hong Kong – small economies with important financial centres – are forecasted to face a wage premium equivalent to about 10 per cent of their respective 2017 GDPs (according to IMF estimates),” Korn Ferry noted.

Said Ben Frost, vice president and general manager of reward products at Korn Ferry: “The talent shortage will force companies to think differently about career progression. If you don’t promote a highly skilled employee, a competitor probably will, so organisations may be pushed to award promotions earlier than they otherwise would.”

The estimated talent deficit of 85.2 million workers across the 20 major economies is expected to add some US$2.5 trillion to company payrolls each year, Korn Ferry said.

Said Dhritiman Chakrabarti, Korn Ferry’s Apac head of rewards and benefits: “The new era of work is one of scarcity in abundance: there are plenty of people, but not enough with the skills their organisations will need to survive.”

However, Chakrabarti also noted that competing for limited talent is unsustainable in the long run, and that companies should focus on engaging and reskilling current workers.

“In tomorrow’s world of work, the employees who will succeed won’t necessarily be the people with the highest level of academic achievement. Instead, they will be the ones who are adaptable and willing to learn, with enough flexibility to handle rapidly shifting working environments and less hierarchical structures,” he |said.

“Companies need to identify the talent of tomorrow and help them achieve their potential,”headded.

To conduct its study, Korn Ferry projected the impact talent shortages will have on wage bills by mapping its proprietary global pay data against the skilled labour shortage estimates across the same 20 economies at the same milestone dates.

It focused on the three knowledge-intensive industries identified, as it sees them as critical drivers of global economic growth.

A tower at the historic, quake-damaged Kumamoto Castle in southern Japan — one of the country’s three premier castles and once a major tourist attraction — has collapsed, an official said Thursday.

Heavy rain at the castle — originally built in 1607 during Japan’s feudal era — caused a stone wall supporting the structure to crumble.

The spectacular collapse came amid a 20-year project to repair damage to the castle following a series of devastating quakes in April 2016.

The castle complex is surrounded by hundreds of cherry trees and was once a huge tourist draw, but had been closed to the public since the quakes.

The damaged “Mototaiko Yagura” tower was located close to the main gate of the castle, Tatsuo Nomoto, a municipal official at the castle, told AFP.

“Stories have it that it was used to beat drums when people came through the main gate,” he said.

The spectacular collapse came amid a 20-year project to repair damage to the castle following a series of devastating quakes in April 2016.

A guard patrolling the castle complex found the tower in ruins late Wednesday, he said, adding that no one was injured in the incident.

The tower had already been severely damaged by the 2016 quakes, which killed 267 people and injured more than 2,800 others.

The castle was devastated during a civil war in the late 1800s, with the existing buildings rebuilt in subsequent decades.

Japan is prone to natural disasters such as earthquakes and heavy rains routinely cause landslides.

Most recently, Japan’s second city of Osaka experienced a major quake that killed at least five while injuring 370 others.

New Zealand prime minister gives birth to baby girl

New Zealand Prime Minister Jacinda Ardern gave birth to a baby girl in an Auckland hospital Thursday, becoming only the second world leader to do so while in office.

It was the first child for the 37-year-old and her 40-year-old partner Clarke Gayford, with the new arrival weighing in at 3.3 kilogrammes (7.3 pounds).

“I’m sure we’re going through all of the emotions new parents go through, but at the same time feeling so grateful for all the kindness and best wishes from so many people. Thank you,” Ardern said.

She added on Instagram that the baby was healthy and doing well.

“We’re all doing really well thanks to the wonderful team at Auckland City Hospital.”

Ardern and Gayford, who hosts a television fishing show, had known the sex of the baby for several months but decided to keep it secret from the public.

The birth capped an eventful year for Ardern who became prime minister last October, three months after inheriting the leadership of the Labour Party when it was languishing in the polls.

When no party won sufficient support in the election to form a government, she was anointed prime minister by New Zealand First leader Winston Peters, the kingmaker in a three-party coalition also involving the Greens.

Peters, who became Ardern’s deputy, is now acting prime minister while she takes six weeks maternity leave, although she will continue to be consulted on significant issues.

“Can I extend very best wishes to all the family at this very happy time,” Peters said in a statement.

“Like the rest of the country we welcome the news of the birth of a healthy baby and are naturally delighted for the new parents.”

Former prime minister Helen Clark tweeted it was “a proud day for Jacinda & Clarke & for us all. New life, new hope” and described the proud parents as “role models” for gender equality.

Ardern’s Australian counterpart Malcolm Turnbull told ABC Radio he was “really thrilled”, while New Zealand opposition leader Simon Bridges offered congratulations.

“Being parents is a joy and a privilege and we are sure your new arrival will fill your lives with all the happiness our children have ours,” Bridges said.

– Sexism row –

Ardern, who refused to discuss plans for motherhood during the election campaign, waited until January to reveal on Facebook she had conceived and was going to be “prime minister and a mum”.

Her plans for a family had sparked a sexism row during the election when a television host quizzed her on the issue, saying voters had a right to know before they cast their ballots.

She rejected the line of questioning as “unacceptable”, saying pregnancy and child rearing should not hinder women’s opportunities in the workplace.

“It is a woman’s decision about when they choose to have children and it should not predetermine whether or not they are given a job or have job opportunities,” she said then.

The charismatic Ardern follows Pakistan’s prime minister Benazir Bhutto in 1990 as the only women in modern history to give birth while in power, but she downplayed the significance.

“Lots of people juggle a lot of things in their personal and private lives, and I’m not unusual in that. Plenty of women have multitasked before me, and I want to acknowledge that,” she said when revealing the pregnancy in January.

Pakistan’s Bhutto, who was assassinated in 2007, gave birth in January 1990 to her daughter Bakhtawar Bhutto Zardari, who now describes herself on Twitter as “1st child born to a sitting female Prime Minister”.

Bakhtawar tweeted “congratulations” to Ardern after the announcement, and shared a link to a news story on how Bhutto showed it was possible to be a mother and a prime minister.

Japan halts missile drills after Trump-Kim summit: reports

Breaking News June 21, 2018 14:36

By Agence France-Presse
Tokyo

Japan has halted evacuation drills simulating a North Korean missile attack in the wake of historic talks between Washington and Pyongyang, local media reported Thursday.

Government officials did not immediately confirm the reports, but authorities in one town told AFP they were suspending a drill planned for next week on orders from Tokyo.

The decision comes after US President Donald Trump and North Korea’s leader Kim Jong Un met last week in Singapore, with the pair signing a joint document calling for denuclearisation of the Korean peninsula.

Yaita in Tochigi prefecture north of Tokyo had been planning an evacuation drill for next week involving some 800 residents including 350 school children, city official Yutaka Yanagida told AFP.

But the city suddenly cancelled all preparations late Wednesday after being instructed by the government that “drills should be postponed for the time being following a change in the environment after the US-North Korea summit,” he said.

Contacted by AFP, a Cabinet Office official said the government would announce its policy on evacuation drills on Friday, declining to comment further.

Last year, Pyongyang fired two missiles over Japan and it has splashed others into the sea near the country, sparking a mix of panic and outrage.

Earlier this year, hundreds of Tokyo residents scrambled for cover in the Japanese capital’s first evacuation drill for a military attack by Pyongyang.

North Korea has singled out Japan, a key US ally in the region, for verbal attacks, threatening to “sink” the country into the sea and to turn it into “ashes”.

But the regional mood has turned towards diplomacy since the Winter Olympics hosted by South Korea, which set off a series of diplomatic moves culminating in the Trump-Kim meet.

Killing dogs for meat illegal, rules S. Korean court

Seoul

A South Korean court has ruled the killing of dogs for meat is illegal, in a landmark decision that animal rights activists said Thursday could pave the way to outlawing eating canines.

The meat has long been a part of South Korean cuisine, with about one million dogs believed to be eaten annually.

But consumption has declined as South Koreans increasingly embrace the idea of dogs as man’s best friend rather than livestock, with the practice now something of a taboo among younger generations and pressure from activists mounting.

Even so it remains a legal grey area. Despite no specific ban, authorities have invoked hygiene regulations or animal protection laws that ban cruel slaughter methods to crack down on dog farms and restaurants ahead of international events such as the Pyeongchang Olympics.

Animal rights group Care last year filed complaints against a dog farm operator in Bucheon, accusing him of “killing animals without proper reasons” and violating building and hygiene regulations, and prosecutors later charged him.

He was convicted by the Bucheon City court, which ruled that meat consumption was not a legal reason to kill dogs, and fined three million won ($2,700). He waived his right to appeal.

Care lawyer Kim Kyung-eun welcomed the ruling — made in April but with details only released this week — telling AFP: “It is very significant in that it is the first court decision that killing dogs for dog meat is illegal itself.”

The precedent “paved the way for outlawing dog meat consumption entirely”, she added.

Care leader Park So-youn said her group was tracking down dog farms and slaughter houses across the country with a view to filing similar complaints against them to judicial authorities.

“Over the past decades, public discourse over dog meat consumption has shifted towards banning it,” she said. “The dog meat industry will take greater heat because of the court ruling.”

Barking mad

A lawmaker from the ruling Democratic Party introduced a bill in parliament this week that would effectively ban killing dogs for meat.

The measure would limit the slaughter of animals for food to species classed as livestock, which does not include canines.

Some 30 activists rallied outside the National Assembly on Thursday, urging it to pass the measure.

But some South Koreans object to what they describe as cultural double standards.

Dog is usually eaten in the country as a summertime delicacy, with the greasy red meat — invariably boiled for tenderness — believed to increase energy.

A survey last year found that 70 percent of South Koreans do not eat dogs, but only about 40 percent believe the practice should be banned.

Similar debates have emerged in other Asian nations where dogs are eaten.

China’s most notorious dog meat festival in the southwestern town of Yulin has continued to draw crowds despite international outrage.

The Bucheon court decision sparked angry protests from dog farmers, whose premises usually double as slaughter houses as the government does not license abattoirs to kill dogs.

“This is outrageous. We can’t accept the ruling that killing of dogs for dog meat consumption amounts to killing animals on a whim,” Cho Hwan-ro, a representative from an association of dog farms, said on YTN television.

There are some 17,000 dog farms across the country, Cho said, calling for the government to explicitly legalise dog meat consumption and license dog slaughter houses. “Otherwise, we’ll fight to the end,” he added.

“Dogs for eating and dogs as pets must be separated,” he said, adding they were different breeds, fed differently and raised for different purposes.

“Cows, pigs, chickens and ducks are all raised to be consumed and why not dogs?” he said.
