Trump, Kim formed ‘special bond’ in historic meeting

Breaking News June 12, 2018 13:45

Singapore – Donald Trump has formed a “special bond” with North Korea’s leader Kim Jong Un, he said Tuesday at the end of a historic meeting during which the two former foes pledged to meet again.

The pair signed what Trump called a “pretty comprehensive” and “very important” document, which spoke of “new US-DPRK relations” and committed Washington to “security guarantees”.

However, asked about denuclearisation — the crux of the summit, Trump said “we’re starting that process”, adding that it would begin “very, very quickly.”

For his part, Kim said the two Cold War foes had vowed to “leave the past behind”, pledging “the world will see a major change.”

The extraordinary summit — unthinkable only months ago — comes after the two nuclear-armed foes appeared on the verge of conflict late last year as they slung personal insults and Kim conducted nuclear and missile tests.

It was the first-ever meeting between sitting leaders of the two countries and was closely watched around the world.

“We’ll meet again,” Trump said after a signing ceremony, standing with Kim on the verandah where they first met. “We will meet many times.”

Trump said he “absolutely” would be willing to invite Kim — whose regime has been criticised for widespread human rights abuses — to the White House.

Earlier, the pair shared warm words and a historic handshake as they sought to confront a nuclear stand-off and enmity stretching back decades.

The two men shook hands for several seconds beneath the white-washed walls of an upscale hotel in neutral Singapore, Trump reaching out to touch the North Korean leader on his right shoulder.

As they sat down for their tete-a-tete, the US leader — who had said he would know “within the first minute” if a deal would be possible — predicted a “terrific relationship” with Kim.

In Seoul, South Korean President Moon Jae-in watched live on television, telling his ministers, he “could hardly sleep last night”.

After huddling for around 40 minutes, Trump and Kim were joined by senior advisors before breaking for lunch, where prawn cocktail, short-rib confit, soy-braised cod, and vanilla ice-cream were among the options.

The imagery for the high-stakes meeting was undoubtedly positive and Kim Yong-hyun, professor at Dongguk University in Seoul said: “The atmosphere of the summit looks very good.”

“It will be hard for this meeting to agree on specific deals but it carries considerable significance as a starting point,” he said.

– ‘Fire and fury’ –

Some analysts have warned the summit could produce more style than substance and Kelly Magsamen, a former top Pentagon Asia specialist, said: “We’ll see if Kim actually gives him anything more than superficial pleasantries and some good TV.”

Critics said the mere fact of the meeting meant Trump was legitimising Kim, who critics say runs a police state where human rights are routinely trampled.

“It’s a huge win for Kim Jong-un, who now — if nothing else — has the prestige and propaganda coup of meeting one-on-one with the president, while armed with a nuclear deterrent,” said Michael Kovrig, Crisis Group Senior Adviser for North East Asia.

The warm words and positive optics seemed a different era from when Trump was threatening to rain down “fire and fury” on Pyongyang and Kim attacked Trump as a “mentally deranged US dotard”, as he fired off a series of provocative weapons tests.

The Singapore summit is a potentially legacy-defining meeting for both men — comparable to president Richard Nixon’s 1972 visit to China, or Ronald Reagan’s 1986 summit with Mikhail Gorbachev in Reykjavik.

But many agreements have been made in the past with North Korea that have later fallen apart.

On the table is the vexed question of denuclearisation — a word that means vastly different things to the two parties.

It remains far from clear that Pyongyang is willing to give up its nukes — weapons that the regime sees as its ultimate guarantee of survival.

And on the eve of the meeting, aides for both men were still scrambling to narrow yawning differences.

Secretary of State Mike Pompeo said Monday that the United States was willing to offer Pyongyang “unique” security guarantees if it denuclearises.

But the summit was more likely it is the start of a longer process of negotiation.

The discussions “will set the framework for the hard work that will follow”, Pompeo said.//AFP

Handshakes that shook the world

Donald Trump’s handshake with North Korean leader Kim Jong Un in Singapore on Tuesday marked a historic moment — the first meeting ever between a sitting US president and the leader of North Korea.

The US president’s often-awkward handshakes with world leaders have sparked ridicule but many hope the one with Kim — the culmination of months of dramatic diplomacy — will lead to durable peace on the Korean peninsula.

Here are some other handshakes that shook the world:

The Koreas: Kim-Moon (2018)

On April 27, 2018, as the world held its breath, Kim Jong Un and Moon Jae-in reached across the Military Demarcation Line that divides the two Koreas and shook hands, the result of a remarkable thaw on the peninsula sparked by the Winter Olympics earlier this year.

Kim then stepped over the border for a summit with the South Korean president, making him the first leader from Pyongyang to set foot in the South since the Korean War ended in an armistice 65 years ago.

The two leaders agreed to pursue permanent peace and the complete denuclearisation of the divided Korean peninsula.

US, Cuba: Obama-Castro (2013)

At a memorial service for Nelson Mandela on December 10, 2013, US President Barack Obama made headlines when he shook hands with Cuba’s Raul Castro, the first such public greeting between leaders of the bitter neighbours after decades of enmity.

Within months there was a rapid thaw. Full diplomatic relations were restored in July 2015, followed by once-unthinkable steps to mend ties.

Obama visited Cuba in 2016 — the first such trip by an American president in 88 years.

Washington also relaxed its decades-long embargo on the communist-ruled island, and US airlines resumed direct flights to Havana in November 2016.

– N. Ireland: Elizabeth II-McGuinness (2012) –

In a landmark moment in the Northern Ireland peace process, Britain’s Queen Elizabeth II met Martin McGuinness, a former top commander in the paramilitary Irish Republican Army during the many years of bloody hostilities with British forces.

The IRA wanted an end to British rule in the province, and for it to be merged with the Republic of Ireland. McGuinness later became one of the figures that helped negotiate an end to the violence.

Then a deputy first minister of Northern Ireland, McGuinness shook hands with the Queen during her June 27, 2012 visit to the province.

It was a gesture towards reconciliation that would once have been unimaginable, with McGuinness’ militant past and British security operations still a source of anger for many.

Israel, Palestinians: Arafat-Rabin (1993)

After months of secret negotiations in Norway, Israeli Prime Minister Yitzhak Rabin and Palestinian leader Yasser Arafat stood in the South Lawn of the White House on September 13, 1993 to witness the signing of the Oslo Accords.

And then, in one of the most dramatic moments in the Israeli-Palestinian conflict, with US president Bill Clinton’s arms stretched around both leaders, Arafat and Rabin shook hands.

The abortive process granted autonomy to the occupied Palestinian territories without creating a separate state.

Rabin was assassinated two years later by a Jewish extremist opposed to the peace process, which faltered in the years that followed.

Egypt, Israel: Sadat-Begin (1977)

In what is widely considered a major turning point in the recent history of the Middle East, Egyptian President Anwar Sadat arrived in Israel on November 19, 1977 on a historic visit — the first by an Arab head of state to the Jewish nation.

Images of Sadat shaking hands with Israeli Prime Minister Menachem Begin during the visit were transmitted around the world. The visit led to the first Arab-Israel peace treaty and the formal end to the state of war that had existed between the two countries for 30 years.

Sadat paid for it with his life: he was assassinated by Islamists in 1981.

Just hours ahead of his historic summit with North Korean leader Kim Jong Un, US President Donald Trump lauded his economic policy its impact on the American stock market.

“Stock Market up almost 40% since the Election, with 7 Trillion Dollars of U.S. value built throughout the economy,” the president wrote in a series of pre-dawn tweets sent from Singapore.

“Lowest unemployment rate in many decades, with Black & Hispanic unemployment lowest in History, and Female unemployment lowest in 21 years. Highest confidence ever!”

Trump was due to meet Kim from 9:00 am Tuesday (0100 GMT) for a handshake and hours of meetings that were unthinkable just months ago.

“Meetings between staffs and representatives are going well and quickly….but in the end, that doesn’t matter. We will all know soon whether or not a real deal, unlike those of the past, can happen!” he tweeted.

Pointing at the recent release of three American hostages and Pyongyang’s pledge to refrain from further nuclear or missile tests, Trump charged that “these pundits, who have called me wrong from the beginning, have nothing else they can say!”

“We will be fine!” he tweeted.

The United States are demanding that North Korea denuclearize in exchange for security guarantees.

US OFFICIALS AIM TO ADD SUBSTANCE TO ‘DENUCLEARISATION’ EFFORT IN SINGAPORE

AN UNPRECEDENTED summit between the US President Donald Trump and North Korean leader Kim Jong-un here today was expected to produce a breakthrough, reflecting Washington’s firm stance to secure denuclearisation of the Korean peninsula.

“President Trump expected Chairman Kim would use this opportunity to change the trajectory of the relationship [with the US] and bring peace and prosperity to his country, said US Secretary of State Mike Pompeo in a press briefing yesterday.

While reclusive North Korean leader Kim took time out yesterday in the city-state to prepare for the summit and made no public appearances, Trump had a working lunch with Singapore’s Prime Minister Lee Hsien Loong at the Istana Presidential Palace.

At the lunch Trump was seen in a good mood as his Singapore host surprised him with a birthday cake, two days before his June 14 birthday.

“We’ve got a very interesting meeting, in particular tomorrow [Tuesday], and I just think it’s going to work out very nicely,” Trump told PM Lee during their talks over lunch, according to a pool report.

A handout photo taken by Ministry of Communications and Information of Singapore on June 11, 2018 shows US President Donald Trump (R) shaking hands with Singapore’s Prime Minister Lee Hsien Loong (R) following his visit to The Istana, the official residence of the prime minister, in Singapore.

Singapore’s Foreign Minister Vivian Balakrishnan posted a picture of Trump with his birthday cake to his Facebook page.

Singaporean leaders stuck to their roles in hosting and facilitating the unprecedented summit, without intervening in the essence of the talks.

Trump thanked Lee for hosting the summit, expressed the continued US commitment to engage in the region and offered his support for Singapore’s chairing of Asean, the Singapore Foreign Ministry said in a statement yesterday after the working lunch.

In the meantime, senior US and North Korean officials had a long and serious meeting to prepare talking points to add meaningful substance to the vague denuclearisation promises of their leaders. The result of their three-hour discussion in a Singapore hotel remained unknown.

While Kim Jong-un has publicly said that Pyongyang would commit to denuclearisation, and repeated the same to Pompeo in a recent meeting, Washington sought a commitment for the regime to quickly carry out complete, verifiable and irreversible dismantling of its nuclear programme – known in diplomatic terms as CVID.

But CVID is a relatively new concept for Pyongyang and analysts earlier said that implementation of denuclearisation required hard negotiation, as that would require the regime to change its security strategy from relying on its nuclear power as a deterrence to instead having good relations and building trust with the US.

Kim might not want to give up the North’s nuclear programme, said senior fellow at the East-West Centre’s research programme, Denney Roy, in an earlier interview with The Nation. Kim might be meeting with Trump in the hope of achieving his more urgent needs – alleviating the threat of a US preventative military strike and getting at least some of the extensive economic sanctions lifted, said Roy.

While Washington could offer economic assistance to aid in the change related to CVID, the US would not want to ease up on the pressures and sanctions that appear to have helped bring Kim to the table, according to a Crisis Group report entitled “Deep Freeze and Beyond: Making the Trump-Kim Summit a Success” released yesterday.

Pompeo told the press briefing that the US would offer “unique” security guarantees if Pyongyang took the CVID. “We will take actions to provide them sufficient certainty that they can be comfortable that denuclearisation is not something that ends badly for them,” he said. “Just the opposite – that it leads to a brighter and better future for the North Korean people.”

Singaporeans got excited yesterday as their country prepared to host the historic meeting. “Yes, why not, it’s very exciting, all over the world eyes are on Singapore now as two public enemies of the world are in town,” said a taxi driver when asked about his feelings about the summit. “I can’t believe it’s happening in Singapore,” he added.

The hosts allocated $20 million (Bt480 million) to hold the summit, which has given the city-state high-profile publicity. Some 2,500 journalists have registered to cover the event, although the chance of getting access to summit leaders is very slim. Key events are being reported on using a “media pooling” approach.

The authorities stepped up security control for the entire city, most notably Sentosa Island where meeting-venue the Capella hotel is located.

EZECOM, Cambodia’s wholesale internet service provider (ISP), has announced that it reached a partnership agreement with Thai-based LXT Networks to offer a combined connectivity solution which will bridge five countries in Asean.

The company’s public relations manager, Houng Sopheakdara, said that the partnership enables the two companies to fulfill the capacity requirements and connectivity needs of ISPs seeking to deliver services in Myanmar, Laos, Cambodia, Vietnam and Thailand.

He said it will strengthen the ability of both companies to provide all kinds of internet and telecom services to its customers, as well as promote a more connected |Asean.

“It provides a lot of benefits to our customers especially local and international companies because they need internet services that are directly connected to major overseas destinations to ensure smooth and secure data transfers,” he |said.

Through the partnership, LXT Network can access EZECOM’s holdings in the Malaysia-Cambodia-Thailand (MCT) and Asia-America Gateway (AAG) submarine cable systems.

Meanwhile, EZECOM can take advantage of LXT Network’s extensive access to intra-Asian submarine cable systems operated by its shareholder StrataNet, which holds significant capacities on various submarine cable systems such as SJC, APCN2, AAG, APG, ASE and |JUS.

Tom Sastararuchi, the CEO at LXT Networks, said the company is satisfied with the partnership agreement with EZECOM, which serves to boost the strength of its network.

VAT set to make digital services costlier in Bangladesh

CUSTOMERS will have to pay more for products and services bought from mobile phone in Bangladesh after the government introduced a 5 per cent value-added tax on these purchases from next fiscal year and also raised the surcharge on handset imports.

In his budget proposal Finance Minister Ama Muhith proposed a 5 percent VAT on all virtual businesses that use mobile apps to reach out to their users, such as ride-hailing services Uber and Pathao.

The tax will negatively impact the growth of the digital service industry, said Hussain Elius, chief executive officer of Pathao.

Muhith also hiked the surcharge on handset import to 2 per cent from existing 1 per cent.

This means, to import handsets, taxes of more than 31 per cent – including 10 per cent customs’ duty, 15 percent VAT, 2 |percent advance income tax and another 2 percent surcharge – will have to be furnished.

Both the moves were considered to be an about turn from the government’s previous digitisation promise.

“Taxation of virtual and digital sectors would expand tax base, remove ambiguity and reduce litigation,” said Sushmita Basu, lead of PricewaterhouseCoopers’s Bangladesh tax and regulatory practice.

On top of the VAT on ride-hailing service, car owners who are earning from the service will have to pay income tax.

“At present, many youths are employed in this service.

“They will be affected by the new tax structure,” Elius added.

Online business entities are filled with confusion over the finance minister’s budget speech as he did not specify any details on the VAT for virtual businesses.

In order to bring the virtual businesses within the tax net, a new service code has been defined as “Virtual Business”, on which 5 per cent VAT shall be imposed.

However, in another point he exempted e-commerce from VAT.

“It has created confusion among us and VAT officers can push me to pay in any part of this segment if they want,” said Fahim Masroor, chief executive officer of ajkerdeal.com. The country is far behind when it comes to true digitalisation, said Razib Ahmed, founding president of the e-Commerce Association of Bangladesh.

To achieve that, the industry needs to grow further but the government’s proposal will hinder the growth.

People are yet to become habituated to shop online and only a few thousand people use the channel, he added.

In 2015, Muhith tried to impose a 4 percent VAT on e-commerce, which he was forced to withdraw following pressure from stakeholders.

The IT and e-commerce entrepreneurs and business leaders have pushed the government to keep it out of the purview of VAT until 2024.

The e-commerce players have urged the government to keep the digital shopping segment out of any tax until 2021.

The industry has grown about 40 per cent growth per annum.

Last year the government imposed |heavy charges on mobile handsets that impacted the market negatively, said Rezwanul Haque, CEO of Transsion Bangladesh.

Handset sales saw negative growth for the first time in the January-March quarter and this fresh round of tax will hinder digitalisation, he said.

However, the finance minister also proposed to bring down the import tax on various raw components for mobile assembly to 1 percent from 10 to 24 per cent.

“This is a good initiative, but it will take at least one or two years for locally assembled handsets to flourish in the market,” Haque said.

Every year Bangladesh demands about four crore devices, of which hardly a few lakh would come from local assembly lines, said a top vender who is also setting up a plant.

Mobile operators said they are surprised to see the increase in surcharge on handset imports when their demands were the exact opposite. They requested the government to help them boost 4G usage by lowering the taxes on handset imports for at least the next two years.

“While it is very encouraging to see Bangladesh emerge as a handset-manufacturing country, we need to remember that the industry has barely started its journey and we are in no position to ascertain its production capacity,” said Shahed Alam, executive vice-president and head of regulatory affairs at Robi. “We fear this untimely hiking of surcharge will be counter-productive to the implementation of the Digital Bangladesh vision,” he added.

The government also plans to cut the import tax on some software that are not developed in the country.

Blockchain helps build Vietnam’s digital economy

BLOCKCHAIN technology will play an important role in building the digital economy and the fourth industrial revolution in Vietnam.

The Vietnam E-commerce and Information Technology Agency (VECITA) under the Ministry of Industry and Trade and the VietnamE-commerce Association (VECOM) co-organised the Vietnam Blockchain Summit 2018 in Hanoi recently.

Up to 10 per cent of global gross domestic product (GDP) will be saved by blockchain technology by 2025, it was heard at the summit.

Speaking at the forum, Dang Hoang Hai, VECITA director, said blockchain was a continuous series of information blocks using code technology to link and secure safety, thus effectively preventing data modification.

Blockchain is designed to resist data changes because information in blockchain can not be altered and can only be if there is consensus of all nodes in systems, explained Do Van Long, president’s office director of the Infinity Blockchain Lab (IBL).

Even if a part of the blockchain system collapses, other computers and nodes will continue to work to protect the information, he said.

Blockchain promises to be a breakthrough for the socio-economy, transactional and data-related activities that require transparency, sharing and information security, he said.

Blockchain technology can also be applied in many different fields.

For example, it can help improve some of Vietnamese weak sectors such as logistics or traceability.

Blockchain can also effectively support the implementation of e-government.

“With the efforts of the State, expert community and businesses which are researching blockchain, we hope to be in line with blockchain projects worldwide by 2020. In Viet Nam we will also see a breakthrough of the technology like the birth of the internet,” said Long.

The Vietnamese Prime Minister issued Directive No.16 on enhancing the capacity to approach the fourth industrial revolution in May last year. However, to date, there has not been orientation at the macro level to lead research, training and application of blockchain technology in economic sectors.

Facing the challenges and great opportunities of blockchain in the global digital economy in general and Viet Nam’s economy in particular, the VECOM has recommended the country to accelerate research and application of blockchain in economic fields, considering it as one of the fundamental technologies for the digital economy.

According to analysts, the global blockchain technology market is expected to increase 70 times in 2024 compared to 2015 with a value of $20 billion.

In Vietnam, businesses are starting to deploy research groups or pilot projects on blockchain including Viettel, Napas and TMA Solutions.

Experts sketch benefits of building ‘Digital Silk Road’

PEOPLE THINK the Belt and Road Initiative (BRI) is all about building physical infrastructure, such as roads and ports. Few are aware of the importance of information technology in this ambitious plan.

Technologies from data analytics to artificial intelligence play a big role in how industries develop, experts told a BRI forum here yesterday, as they made a case for the growing importance of this digital dimension of the BRI.

China, having seen first-hand the kind of dividends investments in technology pay, is now sharing its experience with other countries, said Mr Wu Hao, director-general of high-tech industry at the National Development and Reform Commission, the country’s top economic planning agency.

He noted that the development of e-commerce had been crucial in reducing poverty and driving entrepreneurship in China: online retail turnover in rural areas exceeded 1.24 trillion |yuan (S$258 billion) last year, a 39 per cent increase over 2016, according to the |Ministry of Commerce. The e-commerce |sector today employs 28 million people in |rural areas, the result of the rapid expansion of online shops and warehouses outside the big cities.

“The digital economy is an area where what we don’t know far exceeds what we know, so there are many opportunities where we can make deeper and broader pragmatic cooperation,” he added.

3D modelling

China has also used 3D modelling to create optimally designed infrastructure that can be built in less time, said Mr Christopher Liew, vice-president of American software firm Bentley Systems.

This tool can provide a three-dimensional picture and complete overview of a project or system.

Liew said it was especially useful when expansion works were carried out on the Meiguan expressway in Shenzhen.

This was because the project had to factor in eight flyovers and 3,700 underground pipes and be completed in nine months. The technology cut costs by 2.2 million yuan and shaved 43 days off design time.

Digitisation has also helped scale up new growth sectors, something Beijing is focused on in its pursuit of more advanced manufacturing capabilities.

Cathay Industrial Biotech, for instance, developed a technique to produce plastics and car fuel from farm crops.

But it had difficulty raising production because buying from more sources led to quality variance, said its chief executive officer Liu Xiu Cai.

“The complexity in dealing with diverse sources of materials is why the bio-materials industry has remained small,” he said.

“But digitisation software and big data helped us control such variance.”

German firm Siemens, which organised the forum, said this was the point: using technology to make hardware investments more viable and efficient in the long run.

“It’s great to build a power plant or factory, but the Digital Silk Road is about how to make these things the most competitive assets possible,” said Siemens Managing Board member overseeing Asia and Australia Cedrik Neike.

Development of online insurance urged for foreign visitors to Japan

Development of online insurance urged for foreign visitors to Japan

TOKYO

With the increase of foreign travellers arriving in Japan, the Japan Tourism Agency has asked an insurance company to develop a travel insurance for short-term visitors.

The Japan Tourism Agency and a private nonlife insurance company have jointly developed the first travel insurance for foreign visitors to Japan that allows them to subscribe through the Internet after arriving in the country.

The insurance will be on sale from February next year.

The insurance has been developed because, with the sharp increase of foreign tourists, an increasing number of foreigners who did not subscribe to travel insurance before arriving in Japan became sick or suffered injuries, causing problems when they were unable to pay for their treatment.

The total number of foreign travellers to Japan hit a record 13.4 million in 2014.

Their number this year has already surpassed that, reaching 14.48 million as of the end of September.

A big increase in foreign tourists is expected as Japan will host the Rugby World Cup in 2019 and the Tokyo Olympics and Paralympics the following year.

To prepare for this influx, the JTA asked nonlife insurer Sompo Japan Nipponkoa Insurance Inc. to develop a new type of travel insurance.

Those who want to subscribe to the insurance will be able to apply via the Internet at airports, hotels or other places and by using their own smartphones or other devices.

Premium varies

The insurance premium varies depending on certain conditions, including how long a visitor will stay in Japan. For example, the premium will be set at about 3,000 yen (US$25) for a six-day stay, covering up to 10 million yen ($83,000) of medical treatment expenses.

In the past, for instance, a foreign traveller was hospitalised in Japan after being diagnosed with dengue fever and had to pay 400,000 yen to 500,000 yen ($3,300 to $4,100) for treatment, according to sources.

If sick or injured, the subscriber to the travel insurance informs a 24-hour call center working with Sompo Japan by using a special smartphone application.
