Update: Trump fires top diplomat Tillerson, names Pompeo successor

Donald Trump Tuesday sacked his top diplomat Rex Tillerson and named current CIA chief Mike Pompeo to succeed him, ending a rocky tenure by the Texas oilman who had been sidelined on the world stage by the mercurial president.

The outgoing secretary of state, who returned before dawn from a trip to Africa, did not speak to the president before his sacking was announced and was unaware of the reason for his sudden downfall, according to a top aide.

A senior White House official said the president wanted to reshuffle his team with a view to launching talks with North Korea, following last week’s spectacular announcement of a meeting between Trump and Kim Jong Un.

Trump had scant words of praise for Tillerson, who had long been rumored to be about to be pushed out.

“A great deal has been accomplished over the last fourteen months, and I wish him and his family well,” Trump said, thanking Tillerson “for his service.”

But addressing reporters before leaving on a trip to California, Trump spoke openly of his disagreements with the former Exxon chief — including over the Iran nuclear deal — as he explained his decision to replace him.

“We got along actually quite well but we disagreed on things,” Trump said. “When you look at the Iran deal, I thought it was terrible, he thought it was okay. I wanted to either break it or do something, he felt a little differently. So we were not really thinking the same.”

In announcing Tillerson’s sacking earlier Tuesday, Trump lavished praise on Pompeo, a former US army officer and congressman who led the CIA for nearly 14 months, saying he would do a “fantastic job!”

“He will continue our program of restoring America’s standing in the world, strengthening our alliances, confronting our adversaries, and seeking the denuclearization of the Korean Peninsula,” Trump added, calling him “the right person for the job at this critical juncture.”

Trump called for Pompeo to be swiftly confirmed in the role — as his administration heads into the high-stakes talks.

To succeed Pompeo, the US president nominated Gina Haspel, a controversial career intelligence officer, to head the Central Intelligence Agency — the first woman tapped for the post.

Haspel has been reported to have overseen a CIA “black site” in Thailand where Al-Qaeda suspect Abu Zubaydah was waterboarded after the 9/11 attacks.

– ‘Every intention fires remaining’ –

Tillerson has had a rocky tenure as the top US diplomat.

He was repeatedly forced to deny he had fallen out with Trump — vowing to remain in the post despite a sensational report that he once dubbed the president a “moron.”

A respected figure in the oil business, the 65-year-old Texan’s tenure at the State Department drew scorn from Trump’s opponents, from former diplomats and from the Washington policy elite.

During his time in the post, he was faced with an extraordinary array of foreign policy challenges, from North Korean nuclear threats to Russian subversion to attacks on US diplomats in Cuba.

But his efforts were often overshadowed by Trump’s un-diplomatic style and his streams of taunting tweets stirring international tensions.

Tillerson was thousands of miles away on a tour of African countries when Trump made the snap decision to meet Kim, and had suspended his schedule on grounds he was “unwell” before cutting short his trip.

Undersecretary of State Steve Goldstein, in a statement, made clear that Tillerson was caught off guard by his ouster.

“The secretary had every intention of remaining because of the tangible progress made on critical national security issues. He established and enjoyed relationships with his counterparts,” Goldstein said.

“The secretary will miss his colleagues at the Department of State and enjoyed working together with the Department of Defense in an uncommonly robust relationship,” he added, in a nod to Tillerson’s close working relationship with Secretary of Defense Jim Mattis.

“We wish Secretary-Designate Pompeo well,” added Goldstein.

Facebook defends track record on fighting Myanmar hate speech

ASEAN+ March 13, 2018 19:10

Yangon – Facebook said Tuesday it is “seriously” fighting hate speech in Myanmar, following blistering criticism from UN officials who said the platform had morphed into a “beast” that helps spread vitriol against Rohingya Muslims.

The social media giant has faced mounting pressure to snuff out inflammatory posts aimed at the Rohingya, a persecuted Muslim minority that the UN says are victims of army-led ethnic cleansing.

While the military campaign launched last August has been castigated abroad, it enjoys broad domestic support in a mainly Buddhist country where Islamophobia has been stewing for years.

On Monday two UN officials tasked with looking into abuses in Myanmar took shots at Facebook as part of a UN Human Rights Council hearing.

When asked whether the platform was good or bad for the emerging democracy, UN special rapporteur Yanghee Lee told reporters it was both but had incited “a lot of violence and a lot of hatred against the Rohingya or other ethnic minorities.”

“And I am afraid that Facebook has now turned into a beast than what it was originally intended to be used in other parts of the world too,” she added.

Marzuki Darusman, chairman of a UN fact-finding mission on Myanmar, told the UN rights council that “hate speech and incitement to violence on social media is rampant, particularly on Facebook,” according to a written statement of his remarks.

Facebook has seen a meteoric rise in Myanmar, a fledgling democracy shaking off 50 years of brutal junta rule.

But it has drawn criticism for a take-off that has coincided with a rise in ethnically-charged hate speech and violence, particularly in Rakhine state.

Calls for action have grown louder since the Rohingya crisis erupted last year, sending some 700,000 of the minority fleeing across the border since August.

In response to the UN criticism, a Facebook spokesperson on Tuesday defended the site’s anti-hate speech strategy and said it had invested significantly in technology and local language expertise in Myanmar.

“We take this incredibly seriously and have worked with experts in Myanmar for several years to develop safety resources and counter-speech campaigns,” the spokesperson said.

“Of course, there is always more we can do and we will continue to work with local experts to help keep our community safe.”

Myanmar’s government has also accused Rohingya activists of spreading misinformation about the conflict online to garner global sympathy for their plight.

In late January Facebook removed the page of popular anti-Rohingya monk Wirathu, and last year it regulated the use of the word “kalar” which is considered derogatory against Muslims.

Analysts are mixed about what role the platform should play in regulating content.

“There is a blurred line between freedom of speech and hate crime,” said Lennon Chang, a lecturer in criminology in Monash University.//AFP

Ancient giant shark tooth goes missing in Australia

Breaking News March 13, 2018 15:21

Sydney – A giant fossilised tooth from a prehistoric shark has gone missing from a supposedly secret location at a remote Australian World Heritage site, and wildlife officials want it back.

The well-preserved tooth, which could be valuable to collectors, is an estimated 2-2.5 million years old and belonged to a Megalodon, regarded as one of the largest and most powerful fish to have ever lived.

“It had quite defined features on it, so you could see the serrated edge of the shark’s tooth, it was probably one of the better specimens we knew of,” said Arvid Hogstrom from Parks and Wildlife in Western Australia.

One of just a few Megalodon specimens in the Ningaloo Coast World Heritage Area, “very few people” knew of its location, he added, without elaborating on exactly how many.

“It is not something someone would have stumbled across and they have been required to put a bit of effort in to get it out of the rock as well,” he said.

“We presume… an amateur collector (has taken it) or someone that just wants to have a fossil sitting on their mantelpiece.”

Hogstrom said that his team had been working on protecting the fossil, which is some 10 centimetres long (3.93 inches), by concealing it with rocks while considering a range of options for its longer-term perseveration.

“But unfortunately someone has beaten us to it,” he said.

“It is in such a remote location and we just don’t check the site every day, we are not exactly sure when it disappeared but we got a report on Friday.”

Megalodon, which can grow up to 15 metres long, are believed to have become extinct 1.6 million years ago.

22 including 11 Nepalis survive the horror

At least 49 people died on Monday when a plane carrying 71 passengers and crew crashed on “abnormal” landing at Kathmandu’s Tribhuvan International Airport (TIA)—the third deadliest aviation accident involving an international carrier in Nepal.

Twenty-two people, including 11 Nepalis, survived the crash. They have been admitted to different hospitals, Nepal Police Spokesperson DIG Manoj Neupane said. Of the total passengers, 33 were Nepalis, 32 Bangladeshis, one Chinese and one from the Maldives.

The 78-seater US-Bangla Airlines Bombardier Dash 8 Q400 aircraft crashed at 2:18pm.

This is the third deadliest crash since the twin aviation disaster in 1992—Thai Airways International in July 31 and Pakistan International Airlines in September 28—crashed into a mountain while attempting to land at TIA, killing all together 280 people aboard.

Air traffic controllers have described Monday’s scene before the crash was “something like a war film”—a complete suicidal attempt that nearly blew the tower. Nepal government has formed a commission to probe the accident.

How did the disaster unfold?

Flight BS 211, piloted  by Abid Sultan, bound from Shahjalal International Airport, Dhaka was permitted to land from the southern side (runway 02) of the Kathmandu’s runway over Koteshwor, but abruptly changed its route and takes a left turn over Jadibuti, proceeding towards the runway 20, the northern-end (Boudha side). A radio conversation between the Flight 211 pilot and the air traffic controller (ATC) tells the pilot was initially warned by the ATC not to proceed to northern-end and asked to hold its usual position.

The pilot replied: “Ok we are making an orbit towards right.” After a few seconds, the pilot again replies, right…holding for runway 02.

The ATC reacts: “That’s good, but do not land. Traffic is not… there is another aircraft on approach.”

At this time, Nepali pilots on the ground are heard warning the ATC that the Flight 211 pilot seems disoriented. “The pilot seems disoriented and it should be assisted by radar to take the aircraft out to prevent any harm as the visibility in the hills is bad,” the conversation between Nepali pilots is heard.

Subsequently, the ATC replies: “Bangla Star 211”, the runway is vacated. Would you like to land on runway 02 or 20. The pilot responds, “We would like to land on 20.” The ATC then clears the aircraft to land on that point. The pilot is then asked if he has the runway in sight. Initially, the pilot replies “negative”. He is then asked to turn right. At this point, the pilot says “affirmative”- the runway is in sight.

At this point ATC clears runway 02 for landing. “At the northern side of the runway, the aircraft had made circle twice before proceeding towards runway 02 to land,” said Sanjiv Gautam, Director General of Caan. “The aircraft flew over Nepal Airlines hanger and nearly touches the ATC control tower,” he said, quoting the ATCs as saying.

The radio conversation is heard, after some silence, the ATC warns, “I say again, turn…!” The alarming sound suggests that the controllers have seen the aircraft quite close to the tower. There is silence for a while. Then the ATC shouts ‘fire’, indicating the crash. The runway is then closed. “The aircraft made a sharp right turn towards from north-west to east over the ATC tower. The aircraft came close to crashing into the control tower while it made the turn. It hit the edge of the runway opposite to the ATC tower, skidded breaking the inner fences of the airport boundary and made an impact at grassland 200 meters away from the runway. The fuel spilled out and immediately caught fire. It took nearly two hours to douse it, the airport authority said. “Rescue officials and firefighters reached the crash site within two minutes,” said Gautam. “In fact, the fast response from the rescue officials saved the lives of many.”

The aircraft did not declare emergency. “And it indicates whether the pilot was disoriented or the aircraft suffered serious malfunction,” said an official of Caan. “While making approach, other aircraft following the Flight 211 had reported to the ATC that the Flight 211 was behaving “abnormal” or it is unstable,” said the official.  The weather and wind condition at the airport was normal, the official said.

However, US-Bangla Airlines Chief Executive Imran Asif has blamed Kathmandu air traffic control for the crash. “There were wrong directions from the tower. Our pilot was not at fault,” he told reporters at his office in Dhaka, the BBC reported.

GAMING startup Clovr has taken to the crowd sourcing platform Kickstarter to raise funds to build a mobile app that will turn any PC game into virtual reality (VR).

The company, based in Kuala Lumpur, said users will be able to view the game in VR through their phones so they don’t have to invest heavily in hardware and only needed a headset to mount the phone.

“Whatever game your PC is capable of running, Clovr is able to turn into VR,” it posted on the site.

There will be no wires as the stereoscopic image will be transmitted to the phone via WiFi.

It also utilises the smartphone’s built-in gyroscope for head tracking and 3DOF (three degrees of freedom), allowing users to perform three types of rotations – pitch, yaw & roll.

“VR gaming is all about experiencing the game in a lifelike manner, and a bunch of cables would only get in the way. Using WiFi, Clovr transmits VR content to your phone, allowing you to freely roam while gaming in VR,” it posted.

While it would work with any PC game, the team found that it worked best for first-person shooters and role-playing games.

Clovr said it has tested the app with a number of popular games, including Player Unknown’s Battlegrounds, Counter Strike: Global Offensive, DOTA 2, Dying Light, Left 4 Dead 1 and 2, Half Life 1 and 2, Borderlands 2, and Portal 2.

“Most games should be able to run on Clovr. However, if you have a game you would like us to test out and optimise, just send us a message and we’ll help you figure it out,” it posted.

The company aimed to raise S$5,000 to put the finishing touches on the user interface and design. Additional funds would go towards app optimisation and new features.

Basic rewards started from S$2 to show support or S$3 for a three month subscription, plus Kickstarter exclusives like a lifetime subscription and beta access for S$50.

The deadline for the Kickstarter campaign is May 5, while the beta access will be available by June and standard access by July.

The team behind Clovr are its founder and chief technology officer Gan Chee Yong; co-founder and lead developer Lee Yew Chun; co-founder and tech consultant Albert Quek; business development team members Jan Wong and Daryll Tan; and digital marketing strategists Zewin Leung and Jeremy Ng.

Clovr admitted there were risks and challenges, including potential bugs and compatibility issues in the early stages, a need to develop an iOS version, and widening game compatibility.

“Our dream is for everyone to enjoy their favourite games on VR with Clovr. Users may run into hiccups when it comes to running certain games.

This is why in addition to continually testing new games on Clovr, our team is committed to troubleshoot and help you optimise your favourite games if you face any problems,” it said.

The startup’s Kickstarter page is at kck.st/2tr3IL1.

Drones swoop on village mapping role in India

THE government of the Maharashtra in India is using drones mounted with high resolution cameras to speed up the exercise of mapping villages and towns in the state.

The state government has launched a pilot project to survey these areas with the help of camera-fitted drones, a revenue department official said.

Mapping was earlier carried out manually, but the drone technology is now changing the way this massive exercise is undertaken. Once extended to other areas and completed, the process is also expected to boost revenue collection for the government.

The project was launched in Sonori village in Purandar tehsil of Pune district.

“There are 43,000 gaothans (old settlements) in the state, where exact information about government-owned land, open areas and private properties is not available,” he said. “It has caused inordinate delay in charing property tax, drafting village or town-centric policy and implementing changes made in land utilisation reservation.”

“To date, the state machinery used to do such surveys manually, which used to be full of errors and time consuming,” the officer said.

However, deploying drones will drastically cut down on time and also bring more clarity in the exercise.

“Drones will capture the entire area in a few minutes and it can be downloaded on state provided software. It will help the revenue officials identify the open spaces, government and private land and quickly match them with the available records.

“This procedure can complete the mapping of a town in 2-3 days which otherwise would have taken months,” the revenue official said.

S Tripathi, an officer of the Survey of India, Deharadun, came to Pune last week and held a meeting with District Collector Sourabh Rao and other officials for starting the pilot project.

Under the project, which commenced on March 5, a couple of villages has already been mapped, the official said. The Survey of India works under the Union Ministry of Science and Technology.

The biggest benefit of the survey is going to be in revenue collection.

The existing database is not accurate, hence there are several properties where no revenue tax is collected. Once such properties are identified, the local government or the revenue department can start collecting tax, he said.

“We have not estimated how much tax collection will go up but it will be significant for sure. Every year, the revenue department comes up with special drives to find out non-tax paying properties and some amount is recovered.

“With modern and updated maps, no one can evade revenue tax,” the official said.

SMART contracts based on blockchain technology can effectively prevent delays in payments for delivered goods and make it impossible to unilaterally alter original contracts, a South Korean think tank said.

The report by Korea Small Business Institute said blockchain can open new horizons for how small and medium-sized enterprises conduct business with their larger contractors.

Blockchain, often associated with cryptography and virtual currency, is considered an incorruptible digital ledger that can document all kinds of transactions and data. The system is designed for a wide range of data sharing among a vast number of computers that are all linked together in a “chain” that theoretically cannot be tampered with.

Park Jae-sung, a research fellow at KOSBI, claimed that a contract distributed through the blockchain system will make delayed payment and unilateral changing of a deal a thing of the past.

He added that because smart contracts that are linked to virtual currency can be set in advance so immediate payments are made when contractual conditions are met, there is no way for a big company to withhold or delay payment. “To create such an environment, it is imperative that a kind of public blockchain be developed and set up so it can be used by companies,” the research fellow said.

He said that the first smart contract should be reached between SMEs and the government and state-run corporations so their feasibility and utility can be checked.

“Successful use of such deals will lead to this kind of arrangement becoming more widely adopted,” Kim said.

In addition, the researcher stressed that blockchain is widely hailed as a next generation technology that can bring about considerable innovation.

CAMBODIA’S Deputy Prime Minister Men Sam An stood in front of a conference hall in Phnom Penh last week to give the opening remarks for the launch of a new cryptocurrency, Entapay, encouraging the company to follow relevant laws in Cambodia.

But crypto enthusiasts in the Kingdom say that’s easier said than done. Cryptocurrency exists in a legal “grey area”, according to several entrepreneurs pursuing crypto projects in the Kingdom, with the government rejecting the currencies themselves while embracing their underlying technology.

In Mean is the lead developer of the Khmer Crypto Foundation, and has also created his own cryptocurrency called KHCoin. While Mean admitted to feeling on-edge about operating in an atmosphere of regulatory uncertainty, he said he understood the hesitation on the part of the National Bank of Cambodia (NBC) to engage with cryptocurrency. The new technology is often plagued by scams, wild fluctuations in value and under-regulation.

When Mean created KHCoin, he originally offered it for free to stay on the right side of the law. Then, when he tried to monetise it, he got slapped down by regulators.

“I wanted to bring value to my coin, but when I started my payment system, the national bank said, ‘Any crypto transaction is illegal’,” Mean said, referring to an announcement from the NBC in December banning “all banks and microfinance institutions from trading, buying, selling and advertising cryptocurrencies”.

That announcement led some banks to prevent customers from using their own personal bank accounts to buy or sell cryptocurrency, which made it difficult to trade in cryptocurrencies without specifically outlawing people from owning them.

But prior to its December announcement, the NBC had launched its own initiative to explore the use of the underlying technology that cryptocurrency relies on, a concept known as blockchains. The NBC signed an agreement with a Japanese firm in April to develop a blockchain-based project for its own internal use, which would track interbank lending and transactions.

Blockchain was developed in 2009 to operate as a public ledger for the original cryptocurrency, bitcoin. The technology operates by recording a series of new transactions, called “blocks”, that reference previous blocks, forming a cryptographically secure list of recorded transactions that are linked together.

“At its core, the blockchain is just a database. We’ve discovered a way for the public to change this database without corrupting any of the previous entries within it, so it’s impossible to fake a transaction,” explained Steve Miller, founder of Cambodia-based blockchain group CryptoAsia.

According to Miller, a “private blockchain” project like the one at the NBC is just a database lacking a verification process. And that verification process – the backbone of any blockchain project – is where cryptocurrencies become necessary, according to Miller.

Chip market poised for strong year

THE global semiconductor market is expected to grow at a faster-than-expected click this year thanks to rising demand for DRAMs and other chips, industry sources said.

With concerns over an oversupply in the second half of this year waning, more market trackers have revised up their growth projections for the world chip market this year, putting shares of chipmakers on an upward curve.

According to the sources, a recent report from the World Semiconductor Trade Statistics (WSTS) has forecast global chip sales to rise 9.5 per cent on-year to US$451 billion this year.

The projection is higher than the 7 per cent forecast presented by the WSTS in November last year.

In a report released a week ago, the US Semiconductor Industry Association said global semiconductors sales spiked 22.7 per cent from a year ago to US$37.6 billion in January, maintaining the on-year gaining streak for 18 months on end.

Early this month, global investment bank Goldman Sachs said in a report to investors that the price of 32-gigabyte server modules had risen as high as 5 per cent in just one month amid a global undersupply of DRAMs. The report sent shares of US-based chipmaker Micron Technology Inc soaring more than 10 per cent in just three sessions.

Citing industry sources, Taiwan’s IT daily DigiTimes reported that global DRAM sales will spike more than 30 per cent on-year to US$96 billion this year, backed by increased demand for chips for data centres and smartphones.

The daily said DRAM prices will likely increase 5 to 10 per cent in the first half of this year from a year earlier, with no price falls in the cards for the time being.

A South Korean industry source echoed the view.

“Demand for DRAMs used in servers and mobile devices will continue its upward momentum in the second half of the year,” the source said.

“In particular, Samsung Electronics and SK Hynix will enjoy robust performances for the time being, given their dominant positions in the 3D NAND and DRAM technologies.”

Another market watcher said global chip sales are likely to go up this year thanks to the growing size of the overall market, despite a possible drop in memory chip prices in the latter half of this year.

Yet, some sceptics said the world semiconductor market remains dogged by possible downside risks, such as China’s massive spending on chip production and an excessive industry wide competition to cut prices.
