Spotlight on Myanmar transparency

AN ANNUAL study on business transparency at Myanmar companies would be widened next year to encourage inclusiveness and accountability in a larger context, according to the Myanmar Centre for Responsible Business (MCRB), a Yangon-based initiative funded by six European nations.

MCRB director Vicky Bowman said that the assessment of companies’ websites would be doubled to 200 firms to be more inclusive. She said the report on Transparency in Myanmar enterprises, known as Pwint Thit Sa, would encourage companies to publish their business information more clearly on their websites.

“The transparency of companies listed on the Yangon stock exchange, public companies, other influential companies including large taxpayers and medium-sized and large companies which have volunteered to be benchmarked would be studied through their publicised information,” she said.

Bowman said the research phase began earlier this week in cooperation with the organisation’s new partner, Yever, a Myanmar business consultancy. Five core dimensions – corporate culture, corporate governance, corporate social responsibility management, communication and reporting – would be covered in the report.

“These criteria are aligned with global and regional corporate governance and sustainability such as the Asean Corporate Governance Scorecard which is being used in Thailand, Malaysia, the Philippines, Indonesia and Singapore,” she said.

The organisation started doing such reports in 2014 to encourage increased transparency by Myanmar businesses through the Internet. To date, it has published three full reports and a mini report. The report was not published this year, as the methodology was redesigned.

“After three reports which have used the same 35 criteria for examining websites for information, we have decided to refresh the methodology. We want to raise the bar for some of those companies who were close to scoring 10/10,” Bowman said.

“We are therefore widening the range of corporate information which we are seeking. We are also widening the scope to include major public companies for whom corporate governance should be a top priority. We are delighted to be partnering with Yever to make this report.”

Bowman said the companies would be informed of the revised indicators through the letters to be sent by MCRB. A questionnaire and list of the companies to be assessed would be uploaded on the organisation’s website soon. Interested medium-sized or large Myanmar companies not included in the list who want to be included in the report are also invited to contact the organisation.

“We want to encourage Myanmar companies to be more transparent. If they are more transparent, stakeholders will have more information to hold them to be accountable,” she said.

According to Bowman, the final report would be released by March 2018. Before that, Yever will assess the websites and share the initial assessment with the companies and invite them to comment or provide updates in early 2018.

She said in an earlier interview that the report also played a vital role in improving governance policy, anti-corruption practices and respect for human rights and the environment.

“Our finding is that many Myanmar companies do not understand transparency is something that business partners are interested in. For example, International Finance Corporation is looking only to invest in responsible businesses,” she said.

“Transparency can attract more employees and partners with a good reputation. In brief, it is a social licence to operate as well as the ability to get the acceptance of the community. The community will appreciate them more.

“For the country as a whole, you need to have a business sector which is not engaging in corruption. That is one reason why we focus on looking at whether or not these companies have a policy on giving gifts to government officials. If you have more companies that exercise international practices, it will be better for the national economy to grow further.”

Jack Ma to attend DFTZ grand launch

PUTRAJAYA

E-COMMERCE and Jack Ma are the buzzwords today, with the Chinese business mogul in town to launch the Digital Free Trade Zone (DFTZ) in Putrajaya, Malaysia.

More than 1,900 small and medium enterprises have registered their interest to be involved in the DFTZ, surpassing the target of 1,500.

The overwhelming response is not surprising, as SMEs are eager to reach out to international markets through the DFTZ, an e-hub set up by Malaysia Digital Economy ration (MDEC) together with China’s Alibaba Group.

MCA president and Transport Minister Datuk Seri Liow Tiong Lai said an increase in export volume is expected with the DFTZ up and running.

Paving the way for the logistics sector to flourish are various development projects, such as the Special Border Economic Zone in Bukit Kayu Hitam, Kedah (to draw cargo from southern Thailand to Penang Port), the expansion of Port Klang, the East Coast Rail Link, Kuala Lumpur-Singapore High Speed Rail and Sabah and Sarawak’s Pan Borneo Highway, Liow added.

In fact, MCA had mapped out 10 economic strategic directions and identified logistics and small traders as among the key areas to focus on back in September 2015.

The 10 economic strategic directions and the “Stronger Together” internal transformation programme are part of MCA’s information plan spearheaded by Liow when he took the helm in December 2013.

Four years on, Liow said, the efforts have resulted in a revamped, united party that is “cool” enough for youths.

“Youths had the impression that supporting the opposition was a cool thing. They felt uneasy supporting Barisan Nasional.

“We understand their feelings. We couldn’t penetrate the youths’ circle because unlike the Opposition, we wouldn’t resort to spreading sensational messages on social media that people love to share,” he said.

He said MCA has improved on its reserved and traditional ways by ging members to be more active on social media.

As former Youth chief, Liow said he understands that youths are full of idealism and want to be part of nation-building, but the Opposition takes advantage of this by giving the false impression that supporting them is to play the role of checks and balances with the Government.

“In actual fact, MCA is performing the function of checks and balances in Barisan and the government.

“When you join the party, you are able to ensure government resources are channelled to help the community and the youths,” he said, adding that this is more effective than just spouting empty rhetoric outside the government.

MCA has long emphasised education and training for youths through Tunku Abdul Rahman University, Universiti Tunku Abdul Rahman, VTAR Institute and the Institute of Childhood Education Studies and Community Education, he said.

The party’s commitments are not confined to Malaysian shores either, Liow added.

It has actively developed external relations by becoming part of the standing committee of the International Conference of Asian Political Parties and forging close ties with China’s ruling party, the Communist Party of China (CPC).

It also set up the MCA Belt and Road Centre, which is recognised by the CPC as an important bridge between the two countries on Belt and Road cooperation, he said.

Liow noted that the party has successfully attracted more young members to be part of its big family.

There have been 66,093 new members recruited since 2013, bringing the total number of party members to 1.09 million.

About 40 per cent of the new members – 26,533 people – are below 40 years old.

If the numbers are anything to go by, the additions suggest that joining MCA is a cool thing to do for these people, Liow said.

Retail sales, services reach $143 bn in VN

The total revenue from retail sales and services topped US$142.9 billion during the first 10 months of 2017, surging 10.7 per cent year-on-year, according to the General Statistics Office (GSO).

Excluding inflation, the increase would be 9.4 per cent, reaching the highest rate this year, GSO said. It was the second consecutive month with a growth rate of more than 9 per cent.

The growth showed that people’s purchasing power is improving and it is likely to remain stable this year, the office said.

Travel services, and sale of wooden products and building materials showed the highest growth rate at 15.2 per cent and 13.5 per cent, respectively, in the first 10 months of this year.

This was followed by retail sales in accommodation, restaurant and catering services with a growth rate of 12.5 per cent, revenue from food and foodstuffs showed a growth of 10.5 per cent, and education and cultural products of 9.9 per cent.

Other products that showed growth in revenue included textile and garments at 9.8 per cent, home appliances at 8.8 per cent, and transport services at 8.4 per cent. – Viet Nam News

New facility to spur export potential of Lao brands

The Lao National Chamber of Commerce and Industry (LNCCI) has launched the Branding Lao Promotion and Development Facility (BLPDF) to promote the uniqueness of Lao products and gain greater access to international consumers.

The facility is a collaboration between the LNCCI and the United Nations Development Programme (UNDP) under the theme “Brand Lao for Better Livelihoods”.

Deputy Minister of Industry and Commerce, Somchith Inthamith, said Laos’ economy has been growing for several years.

Growth has been primarily driven by the non-agricultural sector through the export of natural resources, either extracted minerals or energy via hydropower.

But this has not resulted in much employment and livelihood creation.

The agriculture sector employs about 70 per cent of the population, but it is a sector characterised by low productivity and high vulnerability. – The Vientiane Times

Hitler, Saddam: Palestinians cope with loaded names

ASEAN+ November 03, 2017 18:39

Hebron, Palestinian Territories – Hitler, Castro and Saddam Hussein meet in a bar. It may sound like the beginning of a joke, but in the Palestinian territories, it is actually possible.

Palestinians often name their children after famous celebrities, national heroes or backers of their cause. But from time to time, they pick far more controversial names and the children have to live with the consequences.

Hitler Abu Hamad is not proud to carry the name of a man responsible for the slaughter of millions. “There is no relationship between my name and the actions of Adolf Hitler,” he told AFP at his home in the city of Hebron in the occupied West Bank. “I hate what he did.”

“I am against killing, violence and human rights abuses, but I got used to my name and it is part of my character.” How the quiet, polite 41-year-old school teacher came to be named after the most hated man of the 20th century says a lot about Israel and the Palestinians.

Israel occupied the West Bank in 1967 in a move never recognised by the international community. Jewish settlers moved into the territory and the occupation continues.

When Abu Hamad was born in 1976, his father wanted to send a message, though in perhaps the most offensive way possible: picking the name of the man who systematically murdered six million Jews in the Holocaust.

“My father gave me the name to provoke the occupation,” he said.

“He was not political. He was a simple man who made mistakes. He wanted to make the occupation think with my name.”

The father-of-two studied English literature and is a deputy head at a school near his home, while also teaching adults. His name is “weird for the kids at school”, he said.

He says it also causes him endless problems at Israeli checkpoints in the West Bank. When he was 15 and living in Hebron’s Old City, an army officer approached him and asked him his name.

When he told him, the soldier flew off the handle, he alleges. “He said ‘you are a criminal’,” Abu Hamad said, alleging he was then beaten by soldiers, leaving him with a broken nose still bent out of shape.

Israel’s military did not respond to a request for comment.

He believes the name also stopped Israelis from giving him permits to study or work outside the Palestinian territories. “We are not against the Jews,” he said.

“We are against the occupation and don’t respect it. It destroys our homes, confiscates our possessions and restricts our freedom.”

Saddam Hussein

Many Palestinians have named children after their longtime leader Yasser Arafat, while other names heard include Castro, Guevara and Chavez — after the Latin American figures who supported their cause.

In Hebron, there is a Carter Abu Isneyna, named after former US president Jimmy Carter, who tried to get Israel to end the occupation and led the Camp David peace talks between Israel and Egypt.

Qais Hussein Omar was born in 1976 under a different name — Saddam Hussein.

He alleges he was regularly harassed at checkpoints by Israeli soldiers angered by his name, and was once hospitalised by a particularly brutal beating.

“My name was the source of psychological and physical suffering,” he said.

In other countries, too, he faced issues and it all affected his health, so seven years ago he changed it.

He urges parents not to name their children after famous people as it “won’t fit the personality”

“His name could be Yasser Arafat and he wants to become a ballet dancer.”

Benjamin Netanyahu Nicola

In the city of Haifa in northern Israel, an Arab Israeli man is named after Jules Jammal, a Syrian military hero believed to have driven his boat into a French warship during the 1956 Suez crisis.

“I am happy with my name,” he told AFP.

Naji Obeid, a Christian Arab who tries to encourage members of his community to join the Israeli army, named his son after former Israeli prime minister Menachem Begin.

“I loved the leader Menachem Begin and he was my friend, so I called my son Begin Obeid, and he serves in the Israeli navy,” he told AFP.

Arab Israeli Christian Waheed Nicola named his son Benjamin Netanyahu after the right-wing Israeli leader won elections in 1996.

Delivery man Benjamin Netanyahu Nicola, 21, has said in previous interviews with Israeli media the name has caused him no end of problems when he delivers goods in Arab areas.

Israeli media reports have said he wanted to change his name but his father, who is a member of Netanyahu’s Likud party, refused.

He didn’t want to speak to AFP.

“My son is beautiful and kind and his name has caused him a lot of problems, especially after media interviews,” his mother said. “So we won’t do anymore.”//AFP

Japan’s serial-murder suspect used Twitter to prey upon young suicidal women

ASEAN+ November 03, 2017 15:50

Asia News Network

Takahiro Shiraishi, a 27-year-old man allegedly behind one of the nation’s most gruesome serial murders in recent years, preyed upon suicidal victims through twitter, offering them assistance of sorts.

But it was dark and deadly kind of help. According to investigators, Shiraishi created an account under the username “hangingpro” with a bio that describes a desire to spread the user’s supposed expertise about hanging. The profile photo shows a manga-like illustration of a young man wearing a necktie made of a hanging rope. The character’s neck and wrist show scars.

The profile adds: “I want to help people who are really in pain. Please DM me anytime.”

One of the account’s tweets, posted on Oct. 21, discussed victims of bullying as well as those who have attempted suicide.

“Bullying is everywhere, in school and at work,” the post read. “There must be many people in society who are suffering after attempting suicides, though their cases are not reported in the news. I want to help such people.”

The nation — known for its low crime rate — continues to reel from the shocking discovery on Tuesday of nine dismembered bodies at Shiraishi’s apartment in the residential suburb of Zama, Kanagawa Prefecture.

The Mainichi Shimbun has reported that two of the bodies showed signs of strangulation, one had broken neck bones and another had bleeding patterns typically associated with choking.

It is the first high-profile mass murder case in the nation since July 2016, when a man went on a knife rampage at a care facility for the intellectually disabled, killing 19 people.

Shiraishi was arrested the same day on an initial suspicion of mutilating a corpse of unknown identity and placing it in a cold-storage container sometime between Aug. 22 and Oct. 30.

Shiraishi has said money was among his motives, telling police he took ¥500,000 ($4,410) from one of his victims. He also admitted to assaulting some of the women with the intent of raping them, according to police.

The man — who was unemployed at the time of his arrest but reportedly has worked as a scout for the sex trade — is believed to have used multiple Twitter accounts to meet and bring young people, mostly women, to the apartment, where he allegedly killed the victims and hacked up their bodies.

Investigative sources said Shiraishi found women on Twitter whose posts expressed suicidal thoughts, and replied to them by saying, “Let’s die together.”

He also used the account to try to isolate those at risk of suicide from loved ones, the sources said. On Oct. 6, he tweeted: “It is not good to tell friends, family members and social networking sites that you are going to die before committing suicide.”

The nine victims are believed to be one man around 20 years of age and eight women. Shiraishi has told the police that out of the nine he killed, four were around 17 years old while the other five were in their 20s.

He murdered them without knowing their names or exact ages, according to police.

People who have known Shiraishi since his childhood, however, recount a soft side that doesn’t easily square with the horrendous crimes he is alleged to have committed.

From his neighborhood, some remembered the young Shiraishi as a “quiet child who was able to socialize with neighbors.”

At school, his grades were far from stellar but he was an attentive pupil who “didn’t especially stand out but was not a gloomy character either,” according to a former classmate quoted by the Asahi Shimbun. One person who claimed to have gone to school with Shiraishi took to Twitter, saying he was so “normal, inconspicuous and low-profile” that most of his peers would scarcely recognize him.

But the warning signs were perhaps there, as one elementary-school contemporary told Fuji TV that Shiraishi and his friends enjoyed choking each other for fun.

“He once passed out while playing the choking game,” the man, who did not wish to be identified, told the show.

Outgoing Twitter worker responsible for Trump account outage

ASEAN+ November 03, 2017 15:39

Washington – A Twitter employee on their last day with the company was responsible for taking down Donald Trump’s account, the social network said Thursday, as the president resumed tweeting after the 11-minute outage.

Visitors to @realDonaldTrump around 7:00 pm (2300 GMT) were greeted with the message “Sorry, that page doesn’t exist!”

Twitter initially said the account had been “inadvertently deactivated due to human error”, but later indicated it was done intentionally by a departing worker.

“Through our investigation we have learned that this was done by a Twitter customer support employee who did this on the employee’s last day,” it said.

“We are conducting a full internal review,” it said on the official Twitter Government account.

The outspoken president has 41.7 million followers on his personal Twitter account, which he uses to blast controversial and attention-grabbing comments.

Trump has even used the social media site to announce policy, and surprised Pentagon chiefs in July by tweeting that transgender people would be barred from serving “in any capacity” in the US military, a ban that has since been blocked by a US court.

The outage sparked discussion of the security of Trump’s account, given the potentially dire consequences of messages falsely attributed to the president.

– Security concerns –

“It is shocking that some random Twitter employee could shut down the president’s account. What if they instead had tweeted fake messages?” Blake Hounshell, the editor-in-chief of POLITICO Magazine, wrote on Twitter.

He added: “Seriously, what if this person had tweeted about a fictional nuclear strike on North Korea?”

Many praised the temporary shutdown of Trump’s account, with users saying the unnamed employee responsible “deserves a medal” and that “not all heroes wear capes.”

“Trump’s Twitter deactivated for 11 min, and I suddenly thought I’d jumped back into the real timeline where things aren’t so damned absurd,” tweeted Star Trek actor turned social media personality George Takei.

But the temporary disappearance of the account — and the glee this prompted among the president’s detractors — drew fire from others.

“Liberals were celebrating for the 15 minutes that Trump’s Twitter disappeared, proving once again they love censorship and hate free speech,” one popular tweet read.

Trump’s official White House account, @POTUS, which has 20.9 million followers, was apparently not affected by the outage.

After the account was restored Trump did not tweet about the vanishing act, but made several posts on other topics.//AFP

Laos to boost foreign reserve management

The Bank of the Lao PDR will boost cooperation with commercial banks and enterprises to improve the management of money flow, aiming to comply with the regulations on the control of foreign reserves and strengthen the process.

Responding to questions from National Assembly members during the ongoing debate session last week, Deputy Governor of the Bank of the Lao PDR Vattana Dalaloy said foreign reserves had remained stable over the last few years in keeping with economic mechanisms.

In 2015, reserves stood at US$986.8 million, falling to US$814 million in 2016 and rising to US$958.7 million in the first six months of this year, she reported.

According to economic theory, the rise and fall of foreign currency reserves should equal the increase and decrease in foreign transactions. – Vientiane Times

mm2 Asia given option to acquire all Cathay Cineplexes

ASEAN+ November 03, 2017 01:00

By THE STRAITS TIMES
ASIA NEWS NETWORK
SINGAPORE

ENTERTAINMENT company mm2 Asia announced yesterday that it had entered into an option agreement to acquire all of Cathay Cineplexes’ Singapore cinema operations, with the acquisition targeted to close on November 24.

The move will see mm2 acquire Cathay Cineplexes’ eight cinemas across Singapore, comprising 64 screens, or 11,569 seats. The mainboard-listed company said it would retain employees of Cathay Cineplexes.

The deal to buy Cathay Cineplexes comes after Hong Kong’s Orange Sky Golden Harvest Entertainment (Holdings) blocked mm2’s bid to take a 50 per cent stake in Singapore’s Golden Village cinema business in a deal valued at S$184 million (Bt4.48 billion).

The acquisition, mm2 Asia said in a pre-market filing, is a “strategic investment by the group in line with the group’s overarching strategy to diversify into the downstream value chain of film production”, and will be funded entirely through internal funds and borrowings.

It will pay S$230 million in cash for the acquisition comprising a S$15 million deposit, with the remaining S$215 million to be paid six months after the deal’s closure.

Cathay has issued and paid-up share capital of S$5 million comprising five million ordinary shares, 48.85 per cent of which are owned by Equus Holdings, and 51.15 per cent owned by Choo Meileen, Cathay’s managing director and the granddaughter and niece of Cathay Organisation’s founders.

The consideration takes into account Cathay’s adjusted earnings before interest depreciation and amortisation (Ebitda) of S$16.66 million for the financial year ended December 31, 2016, and estimated future revenue of S$21 million from Cathay’s new seven-screen Parkway Parade complex, which began operations in September this year.

The intrinsic value for the Cathay Cineplexes brand was also taken into account, estimated to be between S$24 million and S$30 million.

In the announcement, mm2 said that the group’s cinema business acquisitions were undertaken to add an additional source of recurring income and growth, and in July this year, it received shareholder approval to diversify into the cinema management and operations business. Aside from the impending deal, the group has also completed the acquisition of cinema-related businesses in Malaysia and Hong Kong.

Executive chairman of mm2 Asia, Melvin Ang said that the Cathay name was very much a part of Singapore’s history, and that he wants to “zealously protect” the Cathay Cinemas’ legacy, and realise Choo Meileen’s vision for Cathay Cinemas to be “one of the major film exhibitors in the Asian market”.

UEM Edgenta gets nod to sell Opus stake in New Zealand

KUALA LUMPUR

MALAYSIA’S UEM Edgenta Bhd has received the nod from its shareholders to dispose of its 61.2 per cent stake in New Zealand-listed Opus International Consultants Ltd (OIC) for 528 million ringgit, marking its exit from the region.

UEM Edgenta managing director and CEO Datuk Azmir Merican said the disposal would strengthen the group’s balance sheet and allow the company to focus on organic growth moving forward.

“Following the disposal of OIC, we will focus on streamlining our operations and drive organic growth by reallocating our resources in three core areas, namely healthcare, infrastructure and real estate,” he said.

He was speaking to reporters after the company’s shareholders meeting yesterday.

UEM Edgenta plans to utilise the bulk of the proceeds to pare down its debt from last year’s acquisition.

About 415.2 million ringgit of the proceeds will be used for repayment of borrowings and to significantly pare down UEM Edgenta’s gearing to 0.22 times from 0.64 times.

The remainder of the proceeds will be used for working capital and the disposal of asset expenses. Azmir said he expects the disposal to be completed by the end of the year.
