TRUE CORP informed the Stock Exchange of Thailand yesterday of its decision to abstain from a National Broadcasting and Telecommunications Commission auction in August of telecom spectrum licences in the 1800MHz frequency band.

In a separate statement issued the same day, Kittinut Tikawan, True’s co-president in charge of commercial operations, said the company considered the move carefully before making the decision based on optimal benefit to customers and investors.

He insisted the company would lose no business opportunities by shunning the auction.

True announced in May it would not take part in the bidding, given that its existing 55MHz spectrum bandwidth was enough to maintain its comparative advantage in the long run.

Advanced Info Service (AIS) and Total Access Communication (DTAC) have yet to declare whether they would participate in the auction.

Bids must be submitted by June 15 and a pre-qualification process will extend from June 16 to July 31.

The 1800MHz, which the NBTC will put in auction, currently belongs to CAT Telecom. CAT has granted the 1800MHz and 850MHz bands to DTAC to provide a mobile phone service under its concession, which will expire on September 15 this year.

DTAC and CAT yesterday jointly presented a subscriber protection plan to the NBTC for approval as DTAC approaches expiration of its concession. Both confirmed the best interest of both the customers and the public would be upheld by providing them with continuous service for the duration of the so-called remedy period, in compliance with the NBTC requirements.

The remedy period is the time after the concession expires but the NBTC permits the operator to continue to provide the service on an interim basis to prevent a service disruption until the spectrum under such concession is reallocated to a bid winner.

DTAC chief executive officer Lars Norling said that currently, there are still a large number of active subscribers on 800 MHz and 1800 MHz, whose interests must be protected.

CAT president Colonel Sanpachai Huvanandana said that he is confident that the NBTC will approve the proposed plan in favor of the subscribers.

“DTAC along with CAT want to maintain service quality in accordance with relevant NBTC measures and announcements. While we are stepping up efforts to drive the migration of remaining 2G subscribers by giving them good offers to upgrade them to 3G/4G so that they enjoy much higher speed mobile internet, ” continued Norling.

NokScoot, the medium-to-long-haul low cost carrier, expects to post Bt120 million (US$ 3.72 million) in net profit for 2018.

The airline’s revenue is expected to break the Bt10-billion (US$ 310 million) barrier for the first time. Instrumental to the growth projection will be the airline’s expanded network, flight frequencies, fleet size, greater passenger volumes and revenue boost.

It performed robustly in the first quarter of this year with significant improvements in major parameters.

The January-March results were in line with the airline’s strengthened flight operations, higher passenger tally, increased fares, enhanced yields and cost control exercise.

The airline, a joint venture between Thailand’s Nok Air and Singapore-based Scoot, reported a net profit of Bt37.05 million (US$ 1.15 million) in the quarter, up sharply from Bt9.99 million (US$ 1.15 million) in the same period last year.

“We are pleased with the first- quarter results as they bode well to our target to report a healthy 2018 year-round performance,” said NokScoot CEO Yodchai Sudhidhanakul.

Despite the odds of fierce market competition and expected higher fuel prices, NokScoot is confident to fully turn its balance sheet around since its inception in 2014 this year.

“We think we can manage the higher fuel prices envisaged this year and that factor should not hinder our 2018 profit forecast,” Yodchai added.

Its revenue soared by 32.90 per cent to Bt1.77 billion (US$ 54.90 million) compared to Bt1.33 billion (US$ 41.30 million) a year ago with total costs grew at a lower rate than revenue despite a spike in fuel prices.

The quarter saw NokScoot boosting its average fare per passenger by 10.20 per cent from the previous period.

The airline carried 311,165 passengers in the first quarter, which were 57,909 over the previous quarter’s level. NokScoot raised flight tally to 883, up from 684 in the earlier period, thanks to the deployment of an additional aircraft that brought the fleet to four Boeing 777-200 wide-body jets.

For the whole of 2018, NokScoot projects to carry 1.88 million passengers, 76 per cent more than 2017.

Later this year will see NokScoot spreading its wings to Japan, South Korea and India.

This year’s network expansion was spearheaded on June 1 with the inauguration of Bangkok-Tokyo (Narita) daily services.

EXPORT GROWTH FORECAST

REVISED UPWARD TO 9%

Export-Import Bank of Thailand (Exim Thailand) has revised upward its forecast of thisyear’s export growth to between seven per cent and nine per cent from between five per cent and eight per cent, in line with the high growth of 11.5 per cent in the first four months of this year.

Exim Thailand president Pisit Serewiwattana revealed yesterday that the country’s export outlook has been on an uptrend. Supporting factors include the high global economic expansion: International Monetary Fund (IMF) has recently forecast global economy to expand by 3.9 per cent , the highest in seven years, and raised global trade growth from 4.6 per cent to 5.1 per cent.

The second factor is the higher-than-expected increases in oil price: The US Energy Information Administration (EIA) has revised US crude oil prices upward from US$63 a barrel to $70 a barrel on the back of strong global oil demand in line with global economic recovery.

This prompted the exports of oil-related goods such as finished oil, chemicals, rubber products and plastic resin which represent around 15 per cent of total export value to expand significantly,

The third factor is that global manufacturers are still relying on Thailand as a production base with increased investments: This is partly attributable to the progress of the government’s Eastern Economic Corridor (EEC) scheme.

The prospects of Thai exports in 2018 have become brigter, particularly to Europe, Japan and Asean countries where Thai export growth is expected to edge up by more than 9 per cent.

As for exports to CLMV and other new frontier markets, Thai export growth forecast has been raised from 6.7 per cent and 5 per cent respectively to 8.5 per cent and 6.3 per cent respectively.

However, there are certain negative factors that may hurt Thai exports and dampen growth in the remainder of the year, such as increasing fluctuations in the foreign exchange market, trade protectionist measures, international political woes, and particularly the looming uncertainties over US-China trade.

Total Access Communication (DTAC) and CAT Telecom, which owns the company’s 800MHz and 1800MHz concessions, have put forward a subscriber protection plan for the National Broadcasting and Telecommunications Commission’s approval, following the expiration of DTAC concessions on September 15.

Both company’s confirmed that the best interests of the customers would be upheld by providing them with a continuous service for the duration of the “remedy period”, in compliance with NBTC requirements.

The term “remedy period” refers to the time after the concession expires when the NBTC allows the operator to continue to provide the service on an interim basis to prevent service disruption.

DTAC chief executive officer Lars Norling said that there are still large numbers of active subscribers on 800 MHz and 1,800 MHz frequencies, whose interests must be protected.

“DTAC and CAT will endeavour to maintain service quality in accordance with NBTC measures and announcements. We are also stepping up efforts to encourage the migration of remaining 2G subscribers by offering incentives to upgrade them to 3G and 4G,” added Norling.

CAT president Colonel Sanpachai Huvanandana said: “CAT granted DTAC a 27-year concession on the 800 MHz and 1,800 MHz frequencies which are about to expire, and there are a lot of customers remaining on the network. Therefore, CAT is obliged to comply with the NBTC notification on measures for temporary subscriber protection for cases of licence, concessions or mobile service agreement expiry, to protect subscribers and allow them to continue using mobile services under the existing service agreements. We are confident that the NBTC will approve the proposed plan in favour of the subscribers.”

Thanavut brings with him more than 17 years’ experience in sales and channel management in the IT industry.

Siam Cement Group (SCG) has increased its holding in Long Son Petrochemical Co Ltd (LSP) from 71 per cent to 100 per cent, which will be the first petrochemicals complex in Vietnam, the company’s president and CEO Roongrote Rangsiyopash said in a press release yesterday.

The project will have a production capacity of 1.6 million tonnes of olefins per year, which is used to produce plastic pellets, HDPE, LLDPE and PP for local demand, currently at 2.3 million tonnes per year.

Demand for olefins is expected to grow in line with the country’s economic expansion, he added.

The Bank of Thailand has extended the period for small and medium-sized enterprises (SMEs) to adjust to single-accounting by three more years to 2021.

According to Surat Leelataviwat, executive vice president of Kasikornbank, the Thai Bankers’ Association recently discussed with the central bank the possible impacts from the single-accounting measure and the central bank agreed to the relaxation to allow SMEs more time to adjust themselves.

Meanwhile, the BOT has launched an adjustment plan for SMEs to book their real accounting data into one account,” he said.

SIEMENS yesterday expressed its long-term commitment to China’s Belt and Road Initiative (BRI), embracing a scheme that the German company says can potentially change the global order in trade and economics.

The company, which bills itself as the world’s leading infrastructure company and supplier of engineering technology products and services, yesterday signed more than 10 agreements with Chinese partners in support of opportunities arising from the BRI during the Belt and Road International Summit held by Siemens in Beijing.

The forum attracted more than 1,000 leaders and executive representatives from governments, enterprises, investment firms, financing institutions and think tanks from more than 30 countries and territories.

The cooperation agreeements were signed with leading Chinese enterprises, such as China Gezhouba Group Corporation International Engineering Co Ltd, Guangdong Yuedian Group Co Ltd, China National Chemical Engineering Group Corporation Ltd (CNCEC), China Railway Construction Corporation (International) Ltd, China Civil Engineering Construction Corporation (CCECC), and China Resources Cement Holdings Ltd. They cover power generation, energy management, building technology and intelligent manufacturing, and aim to tap the market potential in countries and regions such as Indonesia, the Philippines, Nigeria and Mozambique, as well as South America.

Siemens in March set up a dedicated Belt and Road office in Beijing for enhancing global cooperation. The move will further intensify company-wide efforts to continue teaming up with global partners and jointly exploring business opportunities emerging from the BRI. Carsten Hasbach, head of strategy and business development in Russia, is leading the new BRI office in Beijing, with his main task to facilitate and strengthen the interaction with different stakeholders.

As part of the company’s global taskforce, the Belt and Road office will become Siemens’ global hub responsible for executing the company’s BRI business strategy, integrating internal and external resources to best support the initiative, strengthening interactions with multiple stakeholders, and creating collaboration opportunities that lead to multiple benefits.

Joe Kaeser, president and CEO of Siemens AG, said that as a long-term and well-established partner of China and its industries, Siemens supports the call of the BRI and is taking another solid step forward on a larger scale and with a wider scope.

“The Belt and Road Initiative has the strong potential to change the world trade and economic orders – with the investment of about one trillion euros, more than 90 countries involved and growing with the BRI. About 70 per cent of the world population will be influenced by the initiative,” said Kaeser.

Kaeser said that Siemens operations in China became its biggest outside Europe. Posting total revenue of 7.2 billion euros in fiscal 2017, the Siemens operations in China employ about 32,000, with 4,500 in research and development (R&D) and engineering staff, 12,000 patent applications, and 21 R&D hubs. Chengdu becomes the company’s first digital factory outside Germany.

Cedrik Neike, member of the managing board of Siemens AG, said that Siemens is among the first global companies to partner with Chinese EPCs (engineering, procurement and construction) in their “go global” endeavour. “The BRI is all about infrastructure and bridge-building. It is about bridges connecting societies, economies and cultures but also about bridges between the physical infrastructure and the digital world,” he said.

Lothar Herrmann, CEO of Siemens Greater China, said that by connecting multiple stakeholders of BRI, by providing innovative and digital technologies and by working closely together with its Chinese partners, Siemens continues to support a successful, open and fair international collaboration.

Huawei backs digital economy drive

HUAWEI Technologies yesterday said it plans to invest US$81 million under a drive to boost the development of the digital economy in countries across Southeast Asia in the coming years.

 James Wu, president of Huawei’s Southeast Asia region, said that the investment commitment would empower developers and young IT talent to test their products at Huawei’s OpenLab centres.

The Chinese technology giant will officially open an OpenLab in Delhi in August.

The company also announced a collaboration with the Thai government after a memorandum of understanding (MoU) was signed with the National Science and Technology Development Agency (NSDTA) and the National Innovation Agency (NIA).

The initiative will support the process of research and development into digital innovation in Thailand. The MoU outlines a series of joint R&D objectives aimed at stimulating the country’s digital transformation process and bringing the country’s innovations to the global market.

Specific initiatives include developing deeper technological insights, fostering a startup-friendly ecosystem in Thailand, promoting public-private collaboration and cultivating talent through Huawei’s OpenLab and Customer Solution Innovation and Integration Experience Centre (CSIC), facilitating communication between scientists, scholars, innovators, and other researchers, and conducting research into ICT basic theories.

Deputy Prime Minister Somkid Jatusripitak said yesterday on the fourth Huawei Asia-Pacific Innovation Day – held in Bangkok by Huawei Technologies and the Ministry of Science and Technology under the theme of “Innovate for a Digital Asia-Pacific” – that the government would like to see support from Huawei in three areas: strengthening the rural sector and the competitiveness of small and medium-sized enterprises (SMEs), and further developing the education sector.

“We thank Huawei for its commitment to support Thailand’s digital economy transformation through its continued investments in Thailand across areas such as training the human resources of universities and establishing the OpenLab to allow Thais to test innovative business ideas before commercialisation,” Somkid said.

“This will lead to the development of the country as startup nation. The collaboration with Huawei will encourage Thais to realise the importance of digital technology to the development of the people and the country.”

He said Thailand is very active in innovation and technology and that this is the right time for Huawei to hold the Huawei Asia Pacific Innovation Day in Bangkok.

Thailand has 121 million mobile phone numbers, 41 million Internet users, and US$80 billion of e-commerce business value. Meanwhile, business sector has been actively investing in the Internet of Things (IoT), artificial intelligence (AI) and Big Data, especially in the banking sector, Somkid said.

Moreover, the country’s economy is turning a corner, with the likelihood of 4 per cent growth in gross domestic product for this year, he said.

Guo Ping, rotating chairman of Huawei Technologies, said that many economies in the Asia-Pacific region have set out on their digital transformation journey.

“The ecosystem is critical here. Governments need to take the lead, industries need to proactively do their part, and individuals need to work to improve their digital skills,” Guo said. “Huawei is ready and willing to work with Asia-Pacific countries to build this digital ecosystem.

“We have set up an OpenLab in Bangkok where we open up our knowledge and resources on ICT to our customers and partners. Since its opening in June 2017, Huawei’s OpenLab in Bangkok has made substantial progress.”

In the future, the company hopes that the OpenLab in Bangkok will better serve local partners and play a greater role in enabling joint innovation across different sectors, Guo said.

The Bangkok centre was opened with investment of US$15 million. It is the seventh such centre to be opened worldwide by Huawei. The others are in Suzhou, Mexico, Munich, Singapore, Johannesburg and Dubai. OpenLab Bangkok covers 2,000 square metres at G Tower, home to Huawei Thailand’s new headquarters.
