SET, SEC adapting to tech disruption

THE STOCK Exchange of Thailand (SET) and the Securities Exchange Commission (SEC) are bracing for technological disruptions by reforming their business structure and developing legislation to support tech start-ups.

In the coming years, the SET will adapt its business structure to transform to a partnership platform format that drives “inclusive growth” for new tech startups, president Pakorn Peetathawatchai told a seminar on “Creating New Frontier of Capital Markets” last Friday.

The SET will introduce new projects and platforms to support tech startups such as Launchpad and Investment Vehicle for Enterprises (Live). The latter is a platform to bring together startups, investors and sponsors and was launched earlier this year under “Live Fin Corp”, a subsidiary company of SET.

In this platform, startups seeking investment capital can meet with investors willing to contribute to crowdfunding startup businesses. The platform also aims to create an investor community so that retail investors are informed about various startup businesses as well as the opportunities and risks of investing in them, says Pongpiti Ektheinchai, managing director of Live Fin Corp.

The number of Thai startups funded through active angel investments, venture capital, and corporate venture capital has been increasing rapidly in recent years. In 2012, only three funded startups in Thailand were officially recognised by Techsauce. This increased to 50 in 2015, 75 in 2016 and 90 in 2017, according to the Thailand Tech Startup Ecosystem Report Q2/2018 from Techsauce.

“We expect to see at least 100 funded startups in 2018,” says Pongpiti.

Meanwhile, the SEC faces various legislative challenges as the market landscape shifts due to the introduction of technological disrupters.

Many in Thailand’s ageing population are seeking to invest in affordable real-estate assets in order to secure a stable source of income as they go into retirement.

As well, the tokenisation of assets is a growing global trend that is now emerging in the Thai market, allowing middle-income investors to invest in a fraction of an otherwise unaffordable asset and become a “fractional owner” of the asset, says Achari Suppiroj, director of the fintech division of the SEC.

For example, instead of purchasing a whole building, investors can purchase tokens that represent a fraction of the asset, she says.

However, there are still legislative obstacles obstructing the advancement of asset tokenisation in Thailand.

For example, it is still legally ambiguous as to whether an asset token falls under the legal regulations of a property asset or that of a digital asset, she explains.

Achari also expressed her concern over Thailand’s regulation of initial coin offerings (ICOs). ICOs are a fundraising method for cryptocurrency companies similar to initial public offerings (IPOs). However, they have been used by cryptocurrency companies to bypass the rigorous and regulated capital-raising process required by venture capitalists or banks.

By passing regulatory laws on ICOs, Achari sees a risk that Thai cryptocurrency startups may be discouraged and choose to instead launch ICOs in other countries.

This may in turn hinder the development of a digital ecosystem within Thailand’s economy. The challenge for the SEC is to strike a balance in its regulatory framework so that cryptocurrency startups are not discouraged and investors also feel safe investing in ICOs, she said.

Bank profits boosted by BOT’s deferment of IFRS9

Banks showed signs of a recovery in earnings in the third quarter, helped by a slower rate of increase in loan-loss provisioning following the Bank of Thailand’s deferred adoption of the International Financial Reporting Standard 9 (IFRS9) to 2020.

BOT senior director Somchai Lertlarpwasin said on Monday that commercial banks were still continuing to set aside a part of their earnings as loan-loss provisioning, but at a slower expansion rate as a result of the IFRS9 postponement, which has given them time for adjustment – and less provisioning than originally expected has meant higher profits.

At the end of the third quarter, the whole banking system’s loan-loss reserves totalled Bt652 billion, up Bt15 billion from the previous quarter and about Bt50 billion higher than at the end of last year.

The ratio of loan-loss provisioning to non-performing loans (NPLs) stood at 146.5 per cent at the end of September, compared to 143 per cent in the prior quarter and 139.5 per cent at the end of 2017, he said.

Following Thai economic growth, bank loans expanded by 6.3 per cent year on year in the third quarter, compared to growth of 5.4 per cent in the previous quarter.

Bank-loan growth is forecast to hit the target of 6-8 per cent for the whole of this year, the BOT’s senior director said.

During the third quarter, consumer lending climbed 8.4 per cent, thanks to a 12.5-per-cent rise in auto hire purchase, an 8.8-per-cent increase in personal loans and an 8.2-per-cent advance in credit-card loans.

Residential lending, meanwhile, grew 6.4 per cent and business loans rose 5.2 per cent, year on year.

Among business loans, lending to large businesses inched up 0.6 per cent, while and small and medium-sized enterprise (SME) lending increased 7.2 per cent, the central banker added.

NPLs across the banking sector remained steady at 2.94 per cent of outstanding loans at the end of September, compared to 2.93 per cent at the end of July.

Outstanding NPLs rose Bt1.25 billion to Bt443 billion, with the third-quarter rise coming mainly from SME loans, reflecting challenges for adjustment to structural changes and business transformation, Somchai said.

SME NPLs stood at 4.65 per cent, compared to 4.45 per cent in the prior quarter.

Myanmar’s travel portal set to ride tech growth wave

YANGON

AS MORE people in Myanmar become aware of the benefits brought by technology, Flymya.com – the nation’s leading one-stop travel portal owned by local investment firm BOD Tech Co – is eyeing bigger growth in the years ahead, Mike Than Tun Win, the firm’s founder and chief executive, said.

“It has been nearly three years since we launched our website in January 2016. We are fully aware that Myanmar people’s digital literacy has improved a lot, compared to a few years back. Now, it is time to ride the tech growth wave here,” he said in an exclusive interview.

“Until a few years ago, the majority of people in Myanmar were not interested in buying online. As more people have access to the Internet and as mobile data has become more affordable, some of the population has become familiar with online services. I believe the majority of the population will get used to them within a short period of time.”

Mike believes in investing in information technology as well as research and development. An estimated 30 per cent of the firm’s total investment has gone towards strengthening its IT infrastructure and the capacity of its technical staff, he said.

“IT investments usually cost a fortune. By its nature, it requires a lot of comprehensive research, which inevitably results in higher expenditure for businesses. That is why a number of local businesses are struggling to survive in the long run,” he said.

Mike considers telecom infrastructure, consumer behaviour and online payment systems as the three important factors for a technology boom in Myanmar. Over the past few years, he has witnessed a remarkable improvement in users’ behaviour and infrastructure, though it may take some years to see the nationwide use of payment systems in such a cash-dominated society.

Impressive growth

Mike believes Flymya.com will grow in tandem with the development of technology in the country. As technology shapes the people, the firm is about to meet its five-year target of US$15 million yearly revenue within three years of commercial operations. The firm expects to enjoy stronger 8-digit revenue over the next few years.

“We are growing 250 per cent year on year, and aim to reach the peak within the next 7 to 10 years. By then, we will make sure we have at least 40 per cent of total market share,” he said.

Mike seems confident of reaching his short-term target of ensuring 10 per cent of the market share by the end of next year. Currently, Flymya’s services include flight tickets, bus tickets, train tickets, hotel bookings, tour packages, car rental, events and attraction tickets, cruise bookings and balloon tickets. Most of the firm’s revenues are generated by air ticket sales, as it is currently cooperating with around 20 airlines.

“We cover all the routes in Myanmar because we also sell bus and train tickets to more than 100 major destinations here. And our system is very strong – just in case the ticket for your destination is out of stock at Flymya, there is no way to buy it elsewhere,” he said. Next year, the firm will put more emphasis on hotel bookings, home-to-home delivery and its omni channel. It launched Get Digital Shop in May, which now has more than 1,000 shops on its online platform and expects to reach over 10,000 shops by next year. It will also continue cash on delivery services in Yangon and Mandalay.

“Our strategy is that we will not walk alone. This means we will go hand in hand with other businesses towards our growth path. If someone can do better than us in any line of business that we are considering, we will not hesitate to cooperate with them,” he said.

Mike said the firm would prioritise business to consumer (B2C) as a core business model rather than the business to business (B2B). To ensure a larger consumer base, the firm has acquired Go-Myanmar.com and London-based engineering team SWITCH.CM for a US$ six-digit sum each.

“This has resulted in rapid growth of website visits. Around 6.5 million people visit its website on a yearly basis, and we have 1.5 million unique users per year,” he said.

Mike also takes pride in the performance of his workforce of nearly 200 employees who come from 10 nationalities. Yet, he explained that less than 5 per cent of them are expatriates, and locals always take the majority of seats in the firm’s senior management. For better consumer experience, a call centre serves all the clients’ needs 24 hours a day, 7 days a week.

“Our aim is to make travelling in Myanmar hassle-free. We have set our sights on removing the fuss from the process by bringing you a newly revamped one-stop shop for domestic bookings online,” he said.

MARKET RECOVERY SEEN FROM CHINA TAX INITIATIVE

Economy November 12, 2018 01:00

By The Nation

Bear markets tend to present bargain-hunting opportunities to long-term investors. We believe the China market would perform better next year.

Our main rationale is not the meeting between US President Donald Trump and Chinese President Xi Jinping during the G20 meeting at the end of this month, but China’s upcoming massive tax reform initiative.

Next year, the Chinese government plans to roll out massive income tax cuts for both corporates and individuals. Meanwhile, China’s monetary policy remains on an accommodating path, as seen from the repeated easing of banks’ reserve requirements this year. The PBOC or the China central bank estimates that the government tax cut could boost China’s gross domestic product growth by more than 1 per cent.

We believe the decline of the Chinese equity market should provide a good opportunity to accumulate decent stocks with solid fundamentals that are undervalued. In this regard, we recommend two exchange-traded funds listed in Hong Kong that invest in Chinese stocks: (1) “Mirae Asset Horizon MSCI China ETF”, which tracks the “MSCI China Index” comprising 139 key Chinese stocks; and (2) “Mirae Asset Horizons CSI 300 ETF”, which tracks the “CSI 300 Index”, comprising 300 key Chinese stocks listed on the Shanghai and Shenzhen exchanges. –|Thanawat Patchimkul, Head of Research, DBS Vickers Securities (Thailand)

Sideways movement

The Thai stock market has been moving with higher volatility, swinging in a range of 1,656-1,688 points, amid the US mid-term election and the third-quarter earnings results of listed Thai companies. Exports and tourism are expected to recover, supported by the government’s stimulus.

The Bank of Thaland’s Monetary Policy Committee is expected to leave the policy rate unchanged at its November 14 meeting following the slowdown in last month’s economic figures. The election date tentatively set for February 24 has now been confirmed and a new Cabinet will take office in June.

This week, the SET Index will likely move sideways in a range of 1,660-1,685 points due to a combination of negative and positive factors.

Investors need to keep a close watch on bond yields, the US dollar appreciation and corporate earnings results.

Possible sell-on-fact could prevent stock rises. We prefer stocks with particular positives such as BTS, which could gain from bidding for state-projects. We also like to hold ANAN and COM7 until their earnings results. Despite sell-on-fact on MTC, it could be selected as one of the stocks in MSCI on November 13. We suggest sell on NYT after its recent increases. BTS’ technical fair price is Bt9.80.– Tisco Securities

Index under pressure

The SET Index is forecast to swing in a range of 1,600-1,700 points for the rest of this month under pressure from: 1) consistent retreats of global crude prices; 2) appreciation of the US dollar and US bond yields after the Fed statement. The markets weight more on the expected US rate rise next month. We suggest “hold” on existing portfolios, not to add new ones until market valuation turns attractive.

A split of the US Congress after the mid-term election could result in: 1) Easing of US dollar and bond yields, given increased difficulty for the US to drive pro-growth policies such as tax reduction. Emerging-market currencies could strengthen; 2) Gradual improvement in the investment environment in emerging markets, as Trump will likely take a less-aggressive position on sensitive issues, including the trade war with China; 3) six to seven per cent rise in stock markets around the world based on our empirical study since 1900.

Oil: The global crude prices will likely move sideways in the short-term after the increase in US crude stock by 5.7 million barrels, according to its latest weekly report and the US permission for eight countries to import oil from Iran. – Research Department, Trinity Securities

TWO RIVAL CORPORATE groups – Charoen Pokphand (CP) and BTS Holdings Plc – are expected to submit their bids today for construction of a high-speed rail linking the three main international airports – Suvarnabhumi, Don Mueang and U-tapao – worth a total of Bt220 billion.

Acting governor of the State Railway of Thailand, Voravuth Mala, said that he expected at least two groups would submit their bids for the high-speed railway project today after 31 had bought the terms of reference (TOR) document earlier.

“We hope two groups would submit their bids and if they do so it would take about one month for deliberations before we can pick the winning bid,” he said.

He said that SRT was open to embracing high-speed rail technology, and did not favour any particular technology from any country. Investors will have to demonstrate the advantages of the technology they choose, he said.

Bidders could also find more new investors to join the project later, but they must be among those who had bought the TOR document. So if PTT Group wants to invest with the winner, it can do, he said.

An informed source at SRT said that investors could choose any train technology that meets international standards such as Chinese Train Control System (CTCS), European Train Control System (ETCS) or Automatic Train Control (ATC) from Japan. The financial cost is likely to be the most important factor, which will decide who will win the bidding, according to the source.

Adhiruth Thothaveesansuk, CP’s head for high-speed train coordination, said that the CP-led consortium was ready to submit its bid today.

The consortium comprises Charoen Pokphand Holding, a subsidiary of CP, China Railway Construction Corporation Limited, Bangkok Expressway and Metro Plc, Italian-Thai Development, Japan Overseas Infrastructure Investment Corporation for Transport and Urban Development, CITIC Group Corporation, China Resources (Holdings) Company Limited, Siemens, Hyundai, Ferrovie dello Stato Italiane, CRRC-Sifang and Japan Bank for International Cooperation (JBIC).

A source said that the CP-led consortium has a high chance of winning the bidding due to its strong financial base and the qualifications of CP’s partners.

Meanwhile, another group led by BTS Group Holdings also announced it would join the bidding. Surapong Laoha-Unya, chief executive officer of BTS, said that the group would be submitting its bid today. BTS has formed a group called BSR, partnering Sino-Thai Engineering and Construction Plc and Ratchaburi Electricity Generating Holding Plc.

Keeree Kanjanapas, chairman of the BTS, said earlier that the group was ready to compete as BTS has the experience of operating the Skytrain in Bangkok, Sino-Thai has experience in construction and there were about five commercial banks that were ready to support the group with lending up to Bt120 billion.

Patchara Samalapa, president of Kasikornbank, said KBank would join with other banks in lending for this high-speed rail project. And as it is a huge project, KBank will be part of syndicated loans.

Thailand falls further behind in English language skills

EF Education First has released its annual global ranking of English proficiency, placing Thailand in 64th position globally, a drop from last year’s 53rd place, and 16th out of 21 in Asia.

For the fourth time in eight years, Sweden tops the EF English Proficiency Index (EF EPI), bumping last year’s top-scorer, the Netherlands, to second place.

EF is an international education company that specialises in language training, educational travel, academic degree programs, and cultural exchange. The rankings draw on data from 1.3 million non-native English speakers in 88 countries and regions

“Thailand dropped 11 slots in one year in our global ranking of English proficiency,” said Dr Minh N Tran, EF’s senior director of research.

“Our EF EPI research shows that countries and individuals that invest in English education and that recognise the importance of the language as a lever for competitiveness improve their proficiency year after year. Published by EF, this ranking has become the de facto reference point for governments, companies, and educators when they discuss English skills,” she added.

Key findings of this year’s EF EPI include:

Europe remains the global leader in English proficiency. Eight of the top 10 spots in the ranking are held by European countries.

For the first time ever, an Asian nation enters the top three slots, with Singapore ranking third. However, Asia continues to possess a large regional divide between the highest (3rd rank for Singapore) and lowest proficiency countries (86th rank for Uzbekistan).

Africa shows stronger gains in English proficiency than any other region, with Algeria, Egypt, and South Africa improving by two or more points.

Latin America is the only region to show a slight overall decline in English proficiency. Scores in the region remain more uniform than anywhere else, with only a small gap between the lowest and highest proficiency countries.

Women continue to outpace men in English skills worldwide, and this gender gap has been widening since 2016.

New correlations indicate that societies with higher English proficiency are more egalitarian. Among other metrics, these countries enrol more girls in preschool and report a greater proportion of women with bank accounts.

Global economy slowing down, Moody’s say

Economy November 09, 2018 01:00

By  THE NATION

ECONOMIC growth will decelerate across advanced and emerging market economies, according to Moody’s research released yesterday.

In the US, the ongoing removal of monetary accommodation, waning fiscal stimulus, and restrictive trade policies will start weighing on financial markets and economic activity, the company said.

Other advanced economies will also see cyclical moderation towards trend growth. Slowing global trade will have an adverse impact on open economies including Japan, South Korea and Germany.

“We expect global growth to slow to under 3 per cent in 2019 and 2020, from an estimated 3.3 per cent in 2017-18. Real growth in G20 advanced economies will decelerate from around 2.3 per cent in 2018 to 1.9 per cent in 2019 and 1.4 per cent in 2020,” the research company said.

“Growth in G20 emerging markets will decline from an estimated 5 per cent in 2018 to 4.6 per cent in 2019, followed by a pick up to 4.9 per cent in 2020. Contractions in Turkey and Argentina, as well as slowing in China, will pull down aggregate G20 emerging markets growth in 2019.

“Gradual quantitative tightening by major central banks will continue to have large spillover effects outside the currency areas. As major central banks start to rescind forward guidance and withdraw monetary accommodation, global financial volatility, term premia and credit spreads will gradually rise.“

Moody’s said: “Our baseline forecasts assume that this will happen relatively smoothly, occasionally interrupted by bouts of financial market volatility resulting from portfolio rebalancing by international investors.

However, the possibility of a sudden and disorderly snap back in medium- to long-term interest rates is a major risk to global growth.

The company said trade and geopolitical disputes between the US and China will worsen in 2019. The United States-Mexico-Canada Agreement (USMCA) will likely be ratified in 2019, with agreement on rules of origin, conflict resolution, agriculture and government procurement.

“In contrast, we expect that the US-China trade conflict is unlikely to be resolved any time soon. We assume that the recently imposed tariffs on $200 billion worth of Chinese goods will likely rise from 10 per cent to 25 per cent in January 2019, as announced,” Moody’s said.

“In both countries, the overall direct macro impact on growth will be manageable. However, persistent and broadening tensions between the two largest economies globally are increasingly likely to have widespread negative implications by undermining investment globally.”

Concession bids winners head for the Cabinet

THE MINISTRY of Energy will forward to the Cabinet the auction winners of Erawan and Bongkot petroleum concessions in the Gulf of Thailand next month, while planning to select state agencies or state enterprises to join in the investments with a 25 per cent stake in each field.

Siri Jirapongphan, energy minister, said that Chevron Corp and PTT Exploration and Production Plc (PTTEP) passed the requirements on legal qualifications of petroleum operators, and have proposed the principles and conditions for state units to co-invest in the projects. They have also submitted plans for preparation, survey and petroleum development.

The government will select state units with financial strength to join in the 10-year concessions given the investment in Erawan and Bongkot fields is worth about Bt1.1 trillion.

Under the condition, it is not limited for one state unit to hold a stake in the two fields or one state unit to hold a stake in one field and “we do not ask bidders to propose the list (of state units) but will offer all state units the opportunity for co-investment. “The state will consider all interested parties ” Siri said.

In the Erawan concession, a joint bid from PTTEP Energy Development and its partner MP G2 (Thailand) Ltd faced a rival bid from Chevron Thailand Holdings Ltd and its partner Mitsui Oil Exploration Co Ltd.

Solo bid

PTTEP Energy Development submitted a solo bid for the Bongkot concession to compete with a joint bid from Chevron Thailand Holdings and Mitsui Oil Exploration. Based on the selection criteria, 65 per cent of total score involves low gas price, 25 per cent for profit-sharing with the state, 5 per cent for bonus to the state and 5 per cent for employment of Thai workers.

Earlier, the department of Mineral Fuels expected development of the Erawan and Bongkot fields will contribute about Bt800 billion to the state in the forms of royalty fees, petroleum income tax and profit sharing and emply 80 per cent of the workforce locally and at least 90 per cent in the fifth operation year.

Moreover,  the current import volume of 22 million tonnes of liquefied petroleum gas worth about Bt460 billion will be reduced.

The Erawan gas block will expire on April 23, 2022, while Greater Bongkot North field |and Greater Bongkot South |concession will expire on April |24, 2022 and March 2023, respectively.

Based on the terms of reference, the Erawan gas field is required to produce 800 million cubic feet of natural gas a day and the Bongkot field is required to produce 700 million cubic feet daily for the first 10 years of the 20-year contracts which can be extended for another 10 years.
