Surangkana Wayuparb, executive director and chief executive of the Electronic Transactions Development Agency (Public Organization) or ETDA, a department of the Ministry of Digital Economy and Society, will host the event “Future Economy and Internet Governance: Big Change to Big Chance” from July 23 to 25 at Royal Paragon Hall on the fifth floor of Siam Paragon.

The event, which will be open from 10am to 8pm on all three days, marks the agency’s eighth anniversary and aims to publicise the roles and responsibilities of ETDA over the past seven years while demonstrating its readiness to help drive Thailand towards a Digital Economy.

It will also serve as a platform to strengthen knowledge, share experiences and best practices in using digital technology to add value to the economy, and increase the potential of businesses, as well as create jobs. Another objective is to enable people to prepare for the changes and developments needed to fully move into a true digital era, which will lift living standards of Thais in a sustainable way.

The event is in line with the government’s policy of Thailand 4.0, which places importance on taking advantage of digital technology to increase the country’s capabilities and competitiveness. This policy also aims to stimulate interest, and therefore increase investments, in the digital field from leading digital technology companies both within the country and internationally through the advancement of laws and regulations, standards and cybersecurity – or “soft infrastructure” – and the development and promotion of e-commerce and online consumer trust.

“Future Economy and Internet Governance: Big Change to Big Chance” will feature an exhibition of digital technology highlights from both national and international leading departments and organizations. The highlights from ETDA itself will be exhibited in the ETDA Pavilion zone and showcase ETDA’s accomplishments and never-before-seen technologies in the areas of Cybersecurity, e-Commerce and Digital Technology.

Each day will have a different theme. Day 1 on July 23 will explore “Future Economy” (What the future economy should be like); Day 2’s theme “Today’s Economy Waiting to Change will examine what is changing in today’s economy and what needs to change); while day 3 is devoted to “Internet Governance” and will include important big data and cooperation issues.

A series of international seminars is also on the agenda, with experts in the field of digital technology coming from all over the world to share their experiences. There are over 30 scheduled topics, as well as special debates from national policy makers, for example, “Future Economy & Internet Governance” by Air Chief Marshal Dr. Prajin Juntong, Deputy Prime Minister; and “The Key Success Factors of Future Economy” by Dr Pichet Durongkaverote, Minister of Digital Economy and Society.

Keynote speeches will be given by representatives of the public and private sectors, among them “Cybersecurity Next: Managing Digital Risk in the New Era” by Rohit Ghai, President of RSA, part of Dell Technologies. Also not to be missed is the public hearing, which will open the floor for opinions in drafting crucial laws to drive the digital economy and digital society, as well as the Declaration of Cooperation regarding the readiness of Thai businesses in General Data Protection Regulation (GDPR).

There will be a zone for Job Matching, where students, employees and members of the public who are interested in working in businesses related to Digital Technology, Big Data, e-Commerce, Cybersecurity, Digital Financial and the Internet will be able to apply for jobs on the spot as well as training activities to further educate those interested in developing their businesses and specialist skills.

ETDA is the organization responsible for the development and support of electronic transactions for Thailand, which also include small and medium-sized enterprises (SMEs) and community enterprises (OTOP), as well as the study of the current needs, and the development the information infrastructure necessary to support electronic transactions and electronic financial businesses. ETDA is also responsible for working on cybersecurity to help the Thai economy grow in a stable and sustainable way.

Deputy Prime Minister Somkid Jatusripitak yesterday urged state transport agencies to rush major projects into the bidding process, particularly the development of the double-track and high-speed train schemes.

He said that the State Railways of Thailand (SRT) is the key driving engine this year to drive several projects and that its big project development should not be delayed.

He also urged the SRT to hasten calls for bids in nine double-track routes.

The SRT is expected to finish the term of reference of the Bangkok-Hua Hin high-speed train soon. Somkid also urged the SRT to conduct a study to extend this route to Surat Thani and present the plan of the extension route for Cabinet consideration next year.

It is reportedly estimated that the projects Somkid urged the Transport Ministry to hasten their biddings this year are 13 schemes worth a combined Bt750 billion.

Transport Minister Arkhom Termpittayapaisith said that the Public-Private Partnership Committee has finished examining the Bangkok-Hua Hin high-speed train project and sent it back to SRT for more information.

He added that the double-track Denchai-Chiang Rai-Chiang Khong route is expected to be tabled before the Cabinet this month while the other eight routes are expected to be followed to the Cabinet during September to October.

He expected that the Light Rail Transit (LRT) project in Phuket could start the bidding this year.

CHINA’S Belt and Road Initiative (BRI) has benefited the aviation industry as it is helping to boost the number of international travellers, said an executive of China Eastern Airlines, one of the three major state-owned air transport groups in the country.

“We have found that more Chinese people are interested in travelling to countries along the Belt and Road, so it brings a dose of good news to every industry, including us [aviation industry],” Dong Bo, China Eastern’s chief marketing officer, told The Nation during a recent visit to the airline’s headquarters in Shanghai.

Dong said that the BRI initiative will spur facilitating construction, more trade and investment flows, and more contact between the people of the countries along the Belt and Road.

Chinese President Xi Jinping in late 2013 proposed the development strategy, which focuses on connectivity and cooperation between the countries of the Eurasian land mass and beyond with China, linked by the land-based Silk Road Economic Belt and the ocean-going Maritime Silk Road.

The BRI includes a number of hugely ambitious projects, including China’s aim to build a 3,000km high-speed line from Kunming, in Yunnan province, all the way down to Singapore, passing through Laos, Thailand and Malaysia.

“China Eastern has been building the Aviatic Silk Road,” Dong said.

In line with the initiative, the airline had by the end of last year opened 131 routes to 45 cities in 21 countries along the Belt and Road, with 38,000 flights a year, according to Dong.

The transport capacity input last year increased by 13 per cent year on year and by 33 per cent compared to 2015.

Dong said the statistics for this year also showed that the number of international passengers is rising at a faster pace.

“Dong Dong”, a robot of China Eastern Airlines greets visitors at its headquarters in Shanghai.

Shanghai-based China Eastern serves more international destinations than any of its Chinese rivals. With the network enabled by the carrier’s membership of the SkyTeam Airline Alliance, its passengers can reach 1,074 destinations in 177 countries, including all those along the Belt and Road.

Thailand is China Eastern’s biggest market in Southeast Asia and the most popular destination for Chinese tourists, Dong added.

China is the biggest source of tourists to Thialnd, with 9.8 million visiting the Kingdom last year, marking a 12 per cent increase from 2016. Last year, Chinese accounted for 30 per cent of the total 35.8 million tourist arrivals.

The airline operates daily flights from Shanghai and Beijing to Bangkok, Chiang Mai, Chiang Rai, Phuket and Krabi. It also flies from Kunming to Bangkok.

As Thailand is pushing hard to lure foreign investment under the Eastern Economic Corridor (EEC) development scheme, Dong said his airline will have an opportunity to provide services to U-Tapao airport in Rayong province – a facility destined for a massive upgrade under the EEC plans.

However, Dong said China Eastern is very cautious on investment in overseas airports, as the airline is focused more on Chinese airports, especially a new facility in Beijing.

“We are sparing no effort to build a new airport hub in Beijing,” he said.

The as-yet unnamed airport, 46 kilometres south of central Beijing, is designed to take pressure off the overcrowded Beijing Capital International Airport, the world’s second busiest airport, in the northeastern suburbs.

China Eastern and Guangzhou-based China Southern will invest 13.2 billion yuan and 14.8 billion yuan, respectively, in the new airport in an effort to enhance their positions in the Beijing market.

In 2016, the Civil Aviation Administration of China announced that the two carriers, along with other SkyTeam members, will move to the capital’s new airport in Daxing district.

Beijing-based Air China and other Star Alliance member carriers are expected to remain at Beijing Capital Airport, which has a shortage of aircraft slots.

When the airport is completed in September 2019, China Eastern will be stationed in the new facility as the No 1 airline there, Dong said.

It plans to put 150 to 200 large and medium-sized passenger aircraft into use at the new airport and opens flights to the United States, Europe, Oceania, Southeast Asia, Japan, South Korea, Hong Kong, Macau and Taiwan, carrying 40 million passengers per year.

These flights will mesh with the existing vast network of China Eastern to form a new one with Beijing and Shanghai as the two major hubs, from which passengers can fly anywhere in the world, Dong said.

Under the overall plan, the company aims to operate a fleet of over 820 aircraft and to achieve its strategic mission in a preliminary sense by 2020, he said.

Bonds favoured amid market strains

THE Thai bond market remains attractive for investors despite a weakening in the baht triggered by a hardening of positions by the protagonists in a global trade war, a securities expert says.

The declines in the baht against the US dollar have spooked foreign investors, resulting in a sell-off of short-term bonds that has reached Bt81.9 billion this year, said Tada Phutthitada, president of the Thai Bond Market Association (ThaiBMA), yesterday. The currency’s depreciation has seen foreign holders of bonds with a maturity less than a year left with losing positions on their investments, Tada said.

In contrast to the pressure on short-term bonds, foreign investors have bought Bt84 billion in long-term bonds, resulting in net purchases of Bt2.1 billion – against their net sales of more than Bt190 billion in the stock market.

Foreigners have been investing in government bonds and central bank bonds, while shying away from corporate bonds.

“The bond market is expected to be subject to further volatility until the trade tensions between the world’s two largest economies ease,” said Tada.

The US government yesterday announced that it will impose tariffs of 10 per cent on Chinese goods in the next few months. The announcement sent Asian stock markets down sharply as investors worried about the escalating trade war. The US has accused China of practising unfair trade and, on July 6, slapped tariffs on a list of Chinese products worth $34 billion. Beijing has responded with tariffs of equal value on US imports.

The trade dispute, along with the projected further increases in US interest rates, has driven the US dollar higher against other currencies, including the baht, which has dropped 1.6 per cent this year.

Although interest rates in the domestic market are usually lower than the US rates, the real returns on bond investment are expected to be higher due to lower inflation, Tada said.

He cited as an example that on June 18, the yield on 10-year US government bonds was 2.82 per cent, compared with a yield of 2.79 per cent on equivalent Thai government bonds. However, the inflation rate in US was about 2 per cent, against the Thai rate of about 1 per cent, so the returns on investment to bond maturity in the Thai bonds are higher, he said.

Yields on two-year and 10-year bond Thai government bonds had increased gradually – at 22 and 25 basis points, respectively – in the first half of the year.

Foreign investors hold local bonds representing 8 per cent of total outstanding bonds – covering government and corporate bonds – worth Bt12.2 trillion, Tada said.

The ThaiBMA was not overly concerned about foreign investors selling short-term bonds, which were mostly issued by the Bank of Thailand.

The central bank issued short-term debt in order to draw back some of the excess liquidity resulting from the expansionary monetary policy that has kept interest rates low for a long time.

“The central bank may be happy about the outflows as it could reduce costs by reducing short-term bond issuance and the weakening baht would benefit exporters,” said Tada.

The ThaiBMA expects large firms will issue more corporate bonds in the second half of the year, after long-term bond issuance rose 1.4 per cent to Bt435 billion in the first six months of 2018. This would bring total long-term corporate bond issuance to between Bt760 billion and Bt800 billion by the end of this year. Last year saw record-breaking issuance of Bt830 billion.

Large firms are expected to take advantage of low interest rates and look for merger and acquisitions, Tada said. Short-term debt issuance was worth Bt1.5 billion in the first half of the year, up 30 per cent.

Thailand can depend on its savings, as capital outflows from the stock market would not have much effect on interest rates in the domestic market, said Tada, adding that investors could borrow more cheaply at home compared with US-denominated debt.

Thailand, with its large current account surpluses since 2006, could withstand capital outflows, in contrast with some other emerging economies that would need to start raising interest rates, Tada said.

Assessing the impact on Thai economy from the China-US trade war

Economy July 12, 2018 01:00

By SPECIAL TO THE NATION

FIRST SHOT of a trade war was fired as the US announced tariffs on US$50 billion worth of Chinese imports which partly took effect on July 6. Shortly after, the US government released a list of additional imports worth $200 billion from China on which it proposes a 10 per cent tariff.

The tariff, though would not take effect until September at the earliest, marks a dreadful escalation in international trade conflict.

With the details of the affected products being released, Tisco Economic Strategy Unit (ESU) assesses the potential impact of the trade war on the Thai economy.

First, we analyse the direct impact from the tariff on washing machines, solar cells, steel, and aluminum products on which tariffs are being imposed directly on the Thai exports into the US.

Then, we estimate the knock-on effects from the US-China trade war, in which Thailand could be caught in the crossfire as the country is deeply integrated into the Chinese supply |chain.

The direct impact is quite limited, in our view. The four products subject to US import tariffs added up to only $885 million or 0.37 per cent of Thailand’s exports in 2017. Factoring in the value-added to Thai GDP in the production of these products, the potential impact on GDP will be at the most 0.10%.

For the indirect impact, we assess the impact of US-China trade spat on Thailand’s economy by analysing the list of Chinese export products that would be subject to US import tariff.

The first $50 billion list will mainly affect Thailand’s exports of machinery, plastics and vehicles and parts. In 2017, Thailand exported around $8.8 billion worth of these products to China.

We use OCED data to estimate the extent to which China re-exports these products to US, and found that the amount of Thai exports which could be affected from the first round of US tariffs on Chinese imports would be about $590 million or 0.25 per cent of Thailand’s total exports. Factoring in the value-added portion of these products, the potential impact will be at most 0.06 per cent of GDP.

Lastly, we employ the same technique to estimate the impact of the newly proposed $200 billion list. The potential impact would be 0.6 per cent on exports, and 0.16 per cent on GDP.

All in all, we expect the impact of the trade war, both direct and indirect, to Thai economy will be quite manageable (1.2 per cent of exports and 0.3 per cent of GDP in total).

GDP growth is expected to remain strong in the rest of the year as the recovery in domestic consumption and the investment in infrastructure projects will more than offset the adverse impact from the global trade spat.

THAI AMBASSADOR to the UK Pisanu Suvanajata has welcomed the announcement by the UK Export Finance (UKEF) of a 4.5-billion pounds financing in support UK investors’ ventures and sourcing of materials in Thailand.

The amount represents an increase from 2.25 billion pounds, announced by the UK Secretary of State for International Trade Liam Fox, on a recent visit to Thailand, and highlights the potential of UK-Thai trade.

“It is good news that the British government has offered a great opportunity for UK businesses to explore the Thai market by allocating a 4.5-billion pounds funding through the UKEF ,” Pisanu said.

This will not only stimulate the economic cooperation between the two countries, but has also come at the right time ahead of Brexit as it will help drive British businesses to look for future markets in other regions. “We are prepared to welcome all British friends to take their opportunities to invest in Thailand, which serves as a genuine gateway to other countries in Southeast Asia. We offer numerous business opportunities in our Eastern Economic Corridor (EEC) project with unparalleled investment privileges in 10 targeted industries. These industries are attractive to UK investors, he added

The Royal Thai Embassy in London will render all possible support to facilitate business decisions and successful operations of our British friends in Thailand, Pisanu said.

UK Export Finance is the world’s oldest export credit agency, with a track record of nearly 100 years of innovation, and provides overseas project sponsors with attractive long-term financing that makes sourcing from the UK more competitive.

Its support takes the form of UK government-backed guarantees on bank loans – in Thai baht or a range of other Asian and international currencies – or loans directly from the UK government.

UKEF can support a range of attractive financing options for buyers in Thailand, including repayment terms of up to 10 years (or more in some sectors), flexible UK and local content requirements, public-private partnerships, project finance and capital markets refinancing.

UKEF has a dedicated international origination network which works with buyers in Thailand and other markets across the Asean region to help them take advantage of the financing on offer from UKEF to support trade with the UK. Vomic Shah is the Regional Head for Asia.

Richard Simon-Lewis, Head of Origination at UK Export Finance, said that Thailand is an important trading partner for the UK, and we at UKEF are committed to supporting further growth in our countries’ relationship to our mutual economic benefit.

UK Export Finance is the UK’s export credit agency and a government department, working alongside the Department for International Trade as an integral part of its strategy and operations.

It can help buyers in Thailand to procure from UK suppliers that offer quality and innovation by providing attractive financing terms, borrow at competitive interest rates from banks with the benefit of a strong guarantee backed by the UK government – with guarantees available for loans in Thai Baht as well as a range of Asian currencies, borrow directly from the UK Government itself at competitive, fixed interest rates, and maintain flexibility, with finance that can also be used to buy local supplies or supplies from other countries, alongside UK supplies.

The Federal Aviation Administration of the United States or FAA will conduct the pre-audit of Thailand’s aviation safety rating in September, according to The Civil Aviation Authority of Thailand (CAAT) director-general Chula Sukmanop.

FAA downgraded Thailand’s aviation safety rating to Category 2 from Category 1, which results in a ban of Thai carriers from expanding current services nor adding new routes in the US.

The CAAT, which has raised its standard on FAA advice, in May submitted a report of its progress to the FAA asking for a re-evaluation. Chula said that FAA had replied that it would conduct the pre-audit on Thailand’s aviation safety standard in September. If after that process, it finds that Thailand has no need to make additional improvement, it will conduct the real official audit soon.

He is confident that such rating would be upgraded back to Category 1 within this year.

For the recertification with the AOC (Air Operator Certificate) by the CAAT under ICAO (International Civil Aviation Organisation) standards, 18 out of 20 carriers registered in Thailand and with international flights have already been recertified. Cula expected that the rest will be recertified in July.
