A STUDY into ride-sharing services has been handed to the Department of Land Transport (DLT) ahead of deliberations that could pave the way for US-based industry leader Uber to operate legally in Thailand.

The Thailand Development Research Institute (TDRI) submitted the study to the department and the Ministry of Transport is expected to decide on the matter in May.

Sumet Ongkittikul, research director for transport and logistics policy at the TDRI, said that, among four directions proposed in the study, the ride-sharing application service providers would be required to register with the government on matters concerning expenses, fares and complaints handling. Drivers in ride-sharing operations would also have to hold public driving licences.

The study was conducted to review the practices in a number of countries, including Singapore, Australia, the United States, the Philippines and Malaysia.

The study envisages that people would have ride-sharing services as an alternative for travel, while the government can control the quality of the ride-sharing services. This would include ensuring the new operators would not have an advantage over the existing taxi services. The study also notes that the existing taxi services need improvement.

Operators of cars with black registration plates are required to register with the DLT and the vehicles must be subject to annual inspections in order to offer ride-sharing service. The study also noted that safety measures are required, such as the provision of travel insurance and emergency buttons via the applications.

Officials from the TDRI will discuss with the DLT the latter’s recommendations. The study results would then be presented for a public hearing from all stakeholders, taking in consumers, the ride-sharing application service providers and taxi drivers.

It is expected that a ruling would be made within two to three months. The results will be forwarded to Ministry of Transport for consideration.

The International Air Transport Association (IATA) and the Civil Aviation Authority of Singapore (CAAS) have announced the signing of a Memorandum of Collaboration (MoC) to establish a Global Safety Predictive Analytics Research Center (SPARC) in Singapore.

The MoC was signed by Alexandre de Juniac, IATA’s Director General and CEO, and Kevin Shum, Director-General of CAAS.

SPARC will utilise predictive analytics to identify potential aviation safety hazards and assess related risks by leveraging the research capabilities in Singapore, and operational flight data and safety information that are available under IATA’s Global Aviation Data Management (GADM) initiative. End users across the aviation community can then work collaboratively at the system level to address and implement appropriate safety measures to mitigate the risks, or even to prevent the occurrences of safety hazards, according to IATA press release yesterday.

Thai Deputy Prime Minister Somkid Jatusripitak wants to use the developments of Japan’s Fukuoka as a model for Thailand’s Eastern Economic Corridor (EEC) project to establish connectivity of manufacturing, agriculture and tourism.

The move came after Somkid’s discussion yesteday with Hiroshi Okawa, the governor of Fukuoka in Bangkok.

Fukuoka and Kitakyushu’s industries are related to Thailand’s targeted industries such as next-generation automotive, biotechnology and semiconductor.

Besides, Fukuoka is a part of the route connecting Silicon Sea Belt consisting of Hong Kong, Taiwan and China’s Shanghai which Thailand wants to become a part of , Somkid said.

“Thailand has used the model of Japan’s Oita for development for 15 years. Thai government now needs to forge business relationship in countries by city and province. Fukuoka is the right model for operator development. It’s an example for connectivity and developments,” he said.

The Securities and Exchange Commission (SEC) will present the results of its hearing on the supervision of initial coin offering (ICO) to the Capital Market Supervisory Board on expectation to finalise the policy within March.

SEC Secretary-General Rapee Sucharitakul said the SEC is considering related laws and possibilities in the supervision of ICOs before submitting its proposal to a joint working group comprising officials from the Ministry of Finance, Bank of Thailand, Anti-Money Laundering Office and the SEC within one month.

The SEC finds it necessary for transparency on the issue as more people are now interested in raising capital through and invest in ICO, he said.

He also warned investors of risks including price fluctuations, lack of liquidity and possible fraud and deception before making an investment, given no legal protection currently exist.

The arrest of construction tycoon Premchai Karnasuta will not affect major government infrastructure projects, Deputy Prime Minister Somkid Jatusripitak said on Wednesday.

Several government mega-projects, including the skytrain and highway projects across the country, are being built by Italian-Thai Development Plc (ITD), of which Premchai is president.

“The case is a personal matter and will impact an individual executive, but not the whole company,” Somkid said.

Somkid also said the arrest would not affect the confidence of foreign investors or the investment atmosphere.

In 2017 alone, ITD won several mega-infrastructure projects worth a combined Bt130 billion, including the Bt35-billion Mae Moh power plant project.

Premchai has been charged with poaching after being detained at the World Heritage Thung Yai Naresuan Sanctuary in Kanchanaburi province on Sunday. Guns and ammunition as well as the carcasses of protected wild animals were found near the campsite.

RMI, INET partner to offer SuperDuck cloud solution

RMI Global Ventures and INET have joined hands to introduce SuperDuck – an innovative cloud solution that is cheaper, faster and safer for Thais – in support of the government’s “Thailand 4.0” policy.

RMI Global Ventures, the provider of ThaiWPS Office Suite, has linked up with Internet Thailand (INET), an IT infrastructure provider, in developing SuperDuck with a shared goal of concretely helping transform the country into a digital nation under the Thailand 4.0 policy.

SuperDuck is a smart solution that allows people to use the office suite from anywhere, at any time, and on various devices – PCs or mobiles.

For example, you can work while travelling abroad without a computer.

The new software product will initially be available to former INET customers who need to use office software, before becoming available to other customers with different needs – especially organisations or enterprises without IT personnel, those who would like to cut their outlay on software, and those who would like to go for operational expenditure instead of capital expenditure to lower their costs.

The service will help customers save a lot on operating costs. They can choose to have additional services in order to satisfy their needs, and the flexibility of this solution also makes it possible to adapt the products to meet specific needs of different customers.

Target customers include organisations with a huge demand for such office programs and high security such as financial institutions, state enterprises, and private organisations, the two companies announced.

Moody’s deems PTTEP’s additional stake in Bongkot field ‘credit positive’

business February 05, 2018 17:10

By The Nation

Last Wednesday, PTT Exploration and Production announced its US$750-million (Bt23.63 billion) acquisition of an additional 22.2-per-cent stake in the Bongkot gas field from subsidiaries of Royal Dutch Shell.

Post-acquisition, the listed company’s ownership in the field – the largest in the Gulf of Thailand – will increase to 66.7 per cent.

The acquisition is credit positive for PTTEP because it will increase the upstream producer’s production volumes and reserves, according to a Moody’s credit-outlook statement on Monday.

Additionally, the company does not require incremental borrowings to fund the purchase and Moody’s expects its credit metrics to remain strong, with retained cash flow/adjusted debt of 65 per cent this year, which is well above the ratings firm’s quantitative guidance of 25 per cent for its rating.

PTTEP was in a net cash position with cash and cash equivalents, including short-term investments, of $4.5 billion at the end of last year, which will more than sufficiently fund the proposed acquisition, Moody’s added.

Continued growth forecast for Thai economy

business February 05, 2018 17:08

By The Nation

TRIS Rating forecasts that the Thai economy in 2018 will grow by around 4 per cent, supported by an ongoing expansion in exports, a strong tourism sector, a gradual recovery in household consumption, and increases in public and private-sector investments.

However, TRIS Rating is still concerned about risks in the global economy, such as the uncertain policies in the United States, the volatilities of commodity prices, and global financial instability that may affect interest and exchange rates.

The high level of household debt and the uncertainties of Thai politics are still risks that could affect household expenditures and investor confidence, TRIS said.
