FBA

THE COMMERCE Ministry’s Business Development Department has cancelled the business licences of 13 companies in Phuket after accusing them of violating the Foreign Business Act.

The department alleges that Chinese businessmen used fake Thai nationality documents to conduct tourism-related businesses, in which Thais must hold a majority share under the FBA.

The department will also conduct an in-depth investigation into three companies in Bangkok, also owned by Chinese businessmen, suspected of breaching the FBA. Zean Shabu Shabu Co, Kenya and Fae International Co, and Natural Bay Resort Co sell air tickets, book hotels, and operate currency-exchange services.

Pongpun Gearaviriyapun, director-general of the department, said it had ordered the withdrawal yesterday of 13 companies’ licences after the police froze bank accounts and seized 57 tour buses and 33 speedboats in Phuket’s Muang district from companies under the network of Tranlee Travel Co, founded by Chinese businessmen using fake Thai nationality documents.

A government task force had found that two Chinese nationals had faked Thai nationality to conduct tourism business in Phuket under the names of Weerachai Kampaipraphankul and Krisakorn Rungmongkolnam.

immediate effect

The licence withdrawals will immediately take into effect so that those firms will be unable to do business in Thailand.

The 13 companies are Tranlee Travel Co, Yang Guang Co, Manta Marine Co, Phuket Ping Friend Co, Meili Co, Blue Haven Diving Centre Co, Thailee Import Co, TL Better Way Co (land transport), Insee Marine Co (marine transport), Blue Wave Resort Co, Bluebay Resort Co, Venice Sea View Co, and Racha Spa Co.

Pongpun said that besides the seizure of assets, executives of those companies would be charged with breaching the FBA.

Under this law, the companies will also face an in-depth probe by the Business Development Department, the Department of Special Investigation and the Revenue Department.

If found in breach of the FBA, foreigners and their Thai nominees can be subject to fines of Bt100,000 to Bt1 million and/or three years in prison.

The Business Development Department says it will continue to investigate companies suspected of breaching the FBA by using Thai nominees in many provinces. Bangkok will be the next to be investigated.

Another company, Sabunnga Spa Co, will also have its licence pulled as it has not conducted any business transactions for more than three years.

Consumer confidence slips for sixth straight

CCI

THE ECONOMY is at risk from rising unemployment and weakening consumer confidence, according to a survey by the University of the Thai Chamber of Commerce (UTCC).

The poll in June resulted in the sixth straight monthly decline in the Consumer Confidence Index (CCI), inching down from 72.6 points in May to 71.6 last month, the lowest in 25 months. A level below 100 reflects weak consumer sentiment.

“The decline in consumer confidence was due mainly to worries about the impact of Brexit [UK citizens’ vote to leave the European Union] on the Thai economy and export growth,” Thanavath Phonvichai, director of the UTCC’s Economic and Business Forecasting Centre, said yesterday.

Besides weak consumer confidence, rising unemployment is also worrisome, as the jobless rate in May exceeded 1 per cent for the first time since 2010.

According to the National Statistical Office, the unemployment rate in May was 1.2 per cent, with about 300,000-450,000 people out of work. The average unemployment rate for the past five years was 0.6-0.9 per cent.

Higher unemployment reflected lower business income and the fragile economy from lower spending confidence. Enterprises have not created new employment, with the result that many new graduates could not find a job, Thanavath said.

He added that the recent case of Toyota (Thailand) laying off 1,000 employees had resulted from lower sales and a changing manufacturing structure to rely more on automation. This indicates that more unemployment could be seen in the future.

Based on the survey of 2,249 respondents, the CCI sub-index for the future dropped from 89 in May to 87.6 in June, while the sub-index on future incomes also decreased from 67.7 to 66.5.

Because of the weak consumer confidence, gross domestic product this year could grow more slowly than the previous expectation of 3-3.5 per cent, at 2.7-3 per cent.

The UTCC poll also found bad news for the retail industry, as consumers believe it is the worst time in almost seven years to buy a new car and the worst in more than two years to purchase a new house.

Respondents also did not want to invest in or start up a business or even travel anywhere, as confidence in those activities was at its lowest level in nine months.

However, there are some positive factors to encourage long-term consumer confidence as some crop prices have risen and drought-related problems have been relieved after the rainy season began in May.

Thanavath said consumer confidence could increase slightly as higher crop prices raise spending power among farming families, who account for the majority of the population.

To stimulate economic growth, he said the government needed to accelerate its budget disbursements and closely monitor fluctuating exchange rates, which could affect export growth.

Govt upbeat on export growth

WITH CHANGES in target industries, the Commerce Ministry admits that export expansion will be slight in the short run, while seeing brighter prospects in the long run under the government’s “Industry 4.0” model to focus on 10 industrial clusters.

“Exports could face slowing growth for a while, since many industries have shifted their expansion overseas because of cheap labour and tariff privileges.

“However, exports could expand in the long term after the government turns to focusing on 10 high-tech sophisticated industries, which will add value to exports,” Malee Choklumlerd, director-general of the International Trade Department, said yesterday. Thailand needs to face small export growth or even a decline in the short term since the country no longer focuses on labour-intensive industries and is encouraging some industries to relocate to neighbouring countries.

The 10 “S-curve industries” are next-generation automobiles, smart electronics, affluent medical and wellness tourism, agriculture and biotechnology, food for the future, robotics, aviation and logistics, biofuels and biochemicals, and establishing digital and medical hubs.

The industries with local and foreign investors already moving abroad, mainly to neighbouring countries, are textiles and garments, agro-industry, electronics, and hospitality and medical services.

After the promotion of the S-curve industries, exports should grow more strongly in the future, as those industries will create value-added products. In cooperation with the Japan External Trade Organisation, the department has adopted Jetro’s information on 50 focus cities for drawing up export-promotion plans.

The department has translated Jetro’s information on penetrating each city of interest worldwide so that it will understand more about market demand, consumer behaviour and lifestyles.

The department has started with the CLMV (Cambodia, Laos, Myanmar and Vietnam) markets.

The other new export-targeted destinations will be categorised by strong expansion of gross domestic product and increasing purchasing power for various products and services.

The focus markets include Shanghai, Beijing, Tianjin, Chongqing, Shenzhen, Guangzhou, Nanjing, Hangzhou, Chengdu, Wuhan, Shenyang and Xian in China; Mumbai, Delhi and Kolkata in India; Pakistan’s Karachi and Lahore; Indonesia’s Jakarta; the Philippines’ Manila and Russia’s Moscow among many others.

The ministry will also assign the International Trade Promotion Department to conduct a study of some markets, especially on their consumer behaviour, incomes and the number of tourists and tourist attractions.

Armed with that information, Thai exporters and Thailand’s export promotion team can draw up a strategy to promote exports via the right channels, she added.

Thai SMEs ‘slower to progress than regional peers’

SMALL AND medium-sized enterprises face many challenges ahead, especially overcoming inferior skills in the regional and international context, despite signs of domestic business recovery in the first half of this year. “SMEs in Thailand fall behind neighbouring countries, such as Malaysia, Singapore and Vietnam. They started at the same time, but our SMEs did not progress as fast,” Kiatanantha Lounkaew, dean of economics at Dhurakij Pundit University, said yesterday.

“SMEs in other countries have set a vision to look beyond their home country, at the international market. That’s quite different from Thai SMEs, which have looked only at domestic opportunities.”

Many Thai SMEs still lack marketing talent and skills in exploring their businesses at the regional and global level.

Malaysia is a good example. It rolled out an “SME Blueprint” initiative, which allowed the country to raise SMEs’ contribution to gross domestic product from 38 per cent 10 years ago to about 50 per cent today. In the same 10-year period, Thailand only increased SMEs’ contribution to GDP from 37 per cent to 40 per cent.

“Most Thai SMEs are afraid to explore new business opportunities, especially in overseas markets. They still have the same mindset of traditional farmers, who just wait for rain,” Kiatanantha said.

“The government is still short of specific measures designed to upgrade the talents and professional skills of Thai SMEs.

“Many SMEs that are outside the system can’t access funds and other kinds of support from the government’s stimulus campaign,” he said.

The government’s strategic plan to promote local start-ups is quite broad. It should specifically select only 1,000 start-ups with outstanding business

ideas, and promote them as new business models so that they can be followed by other start-ups.

However, it will take at least 10 years for start-ups to grow strong enough to expand by themselves.

According to a survey his faculty conducted on SMEs, one-third of the respondents performed better in the second quarter of this year than in the first quarter.

About 70 per cent of those improved results came from their ability to reduce costs, and 30 per cent from higher revenue.

The survey was conducted from June 15 to July 4 on 427 SMEs, with 40 per cent of them located in Bangkok and the rest in all other regions of the country.

Of the samples, only 70 have ever sold their products abroad.

According to the survey posted in the second quarter of this year, 12.7 per cent of the SMEs surveyed said their revenues were higher than expected.

About 27.2 per cent said revenue was about the same, 45.2 per cent said lower and 14.9 per cent said their revenues were uncertain.

However, when asked about the economy in the second quarter compared with the first, only 0.75 per cent said it performed much better, 12.3 per cent said better, 41.3 per cent said about the same, 39.8 per cent said worse and 5.8 per cent said much worse.

The five negative factors affecting SMEs’ performance in the first six months were insufficient demand in the market, the condition of the economy, shortage of raw materials, higher costs of production and more severe competition.

“From our survey, we found that 40 per cent of SMEs that recorded better business performance were those that were able to adjust to the changing economy and marketing landscape.

“About 60 per cent are benefiting from the government’s measures to stimulate SMEs and the economy,” Kiatanantha said.

BRT approved for service to Phaholyothin transport hub

THE BUS RAPID Transit system has been approved to service the Phaholyothin Transportation Hub Area project on 2,325 rai (372 hectares), according to the Office of Transport and Traffic Policy (OTP).

During the third public hearing on the BRT project’s environmental impact assessment held in Bangkok yesterday, Wijit Nimitrwanich, a transport technical adviser from the OTP, presented the final report on the BRT project to about 200 participants from the private and public sectors.

The 10-kilometre BRT route providing public transport to the hub covers 16 stations, beginning at Bang Sue Central Railway Station, crossing a group of railroad tracks with an elevated road at Kamphaeng Phet Sixth Road before passing several streets and turning to where it began in the project’s compound.

The BRT route is two-way except for the lanes surrounding Bang Sue Central Railway Station, which will be one-way. Each BRT lane will be separated from private-car lanes.

However, the BRT’s operation that was proposed by the OTP was based on Mo Chit 2 Bus Terminal, which occupies 16 rai , moving out of the project area.

With the project’s design, there would be only the sub-terminal left provided with minibuses from Bangkok to any destination no more than 300km outside Bangkok.

The BRT will have a Bt1.8-billion maintenance depot on 7 rai.

The appropriate investment model will depend on the State Enterprise Policy Office, but the private sector seems to be interested only in operating the BRT.

The OTP also presented the final report on the East-West Skywalk project linking Bang Sue Central Railway Station to the Skytrain Mo Chit Station and the MRT subway’s Chatuchak Station. It would be 1.27km long and 6 metres wide.

There would be a North-South ground walkway project designed to link Kamphaeng Phet Road to the bus sub-terminal. This would come with a car lane along with the edge of the commercial zone or “Zone D”, covering a combined 83 rai of land.

Zone D was supposed to be developed into commercial areas of about a million square metres and expected to draw in investment of Bt20 billion from the private sector.

HSBC lowers Thai GDP growth forecasts

HSBC lowers growth forecasts for Thailand to 2.8 per cent for both 2016 and 2017, from 3.0 per cent and 3.1 per cent, respectively, due to lingering troubles at home and additional headwinds to be introduced by Brexit.

In “Global Economics Quarterly: UK’s revolt, global jolt”, HSBC Thailand economist Nalin Chutchotitham said Thailand’s economy continues its moderate but uneven growth – tourism and fiscal spending continue to expand well, but private investment, private consumption, and exports are still struggling. Thailand’s exports and private investment are both likely to grow at a slower pace than previously forecast. Recent data also showed credit growth slowing, as well as weaker business and consumer confidence.

Though the Bank of Thailand repetitively said further rate cuts may have little impact on growth, given weak confidence and currently limited structural changes, HSBC considers that the weaker external environment now warrants pre-emptive policy action. It expects the central bank to cut the policy rate by 25 basis points to 1.25 per cent at the meeting in September and keep the rate unchanged until the end of 2017.

“An aggressive move is not likely at this juncture because the BOT would most likely want more time to assess the impact of the “Brexit” vote and other economies’ policy responses. Furthermore, monetary conditions remain accommodative, so the policy easing will be mainly a symbolic and a pre-emptive move,” Nalin said.

In a research note on June 30, United Overseas Bank also expected the Thai central bank to stay pat at the August meeting. Further monetary policy easing would provide limited support to the Thai economy as the sub-par economic growth was partly due to global and domestic structural problems.

The bank expected the baht to depreciate against US dollar due to uncertainties in the global financial market. The baht could end the year at Bt36.5 per dollar from around Bt35.3 at present.

HSBC quarterly report highlighted that global policy uncertainty would stay high after the United Kingdom voted to leave the European Union. Higher risks will weigh on growth via delayed investment and weaker employment. The western consumer still seems to be the only engine running at full throttle but for the consumer story to be sustainable once the oil boost fades, the gains will have to come from higher employment, stronger productivity and improved wage growth. Evidence of this is still scant and with inflation for now continuing to surprise on the downside, further stimulus is likely in some countries.

“The UK’s revolt against the status quo shows that populist opposition to established politicians and institutions is capable of executing significant change. So one of the implications of the Brexit vote is that markets, companies and consumers will likely attach a much higher degree of uncertainty to other looming political events, be it the Italian referendum on constitutional change in October or the US presidential election in November,” the report said.

Transport minister updates Cabinet on progress of railway projects

The Bt224.42 billion first phase of the Thai-Japanese high-speed railway project for Bangkok-Phitsanulok is expected to kick off with design work next year before construction begins in either 2018 or 2019, Transport Minister Arkhom Termpittayapaisith said.

The project is part of the Bangkok-Chiang Mai railway project being built under a Thailand-Japan bilateral deal.

Arkhom said Thailand was waiting for an interim report on the project’s feasibility study undertaken by Japan. The report was to be submitted on June 30.

The minister was reporting to the Cabinet yesterday on progress made in the country’s railway system development plan focusing on high-speed trains, metro lines and an intercity dual-track railway network.

Apart from the Thai-Japanese project, Arkhom said the Thai-Chinese railway project was being considered by the Office of Natural Resources and Environmental Policy and Planning and expected to commence construction this quarter. The project will start with building the first phase of the 250km Bangkok-Kaeng Khoi route with an investment of between Bt170 billion and Bt190 billion.

Meanwhile, the high-speed railway project for the 193km Bangkok-Rayong and 165km Bangkok-Hua Hin routes will be put forward for the Public Private Partnership Committee’s consideration in the last quarter of this year. The Bankok-Rayong railway project is expected to cost Bt153.53 billion, while the Bankok-Hua Hin requires Bt224.42 billion.

For the first phase of the dual-track intercity railway with 1-metre gauge, one of the five projects is already under construction, while one is ready for bidding, one is waiting for approval from the Cabinet and two are awaiting comments from related agencies.

The five projects will cover 797km in total worth Bt115.78 billion. There are be seven more routes 1,620km in length which will be upgraded to become dual-track railways in the second phase and will gradually be open for service from 2019.

For the 10 metro lines, Arkhom said there were now five projects 134km in length worth Bt396 billion under consideration. Of these, the Pink, Yellow and Orange were being put up for bidding, while the other two, Red and Dark Red lines will soon be proposed for Cabinet consideration.

Thai-Myanmar JTC to meet on raising 2-way trade

TRADE

THAILAND and Myanmar aim to increase bilateral trade to between US$10 billion and $12 billion next year, from $7.74 billion in 2015, under closer cooperation through the Joint Trade Commission (JTC) and Asean integration.

Commerce Minister Apiradi Tantraporn said yesterday that the two neighbouring countries would strengthen ties in trade, investment and other forms of cooperation.

The proposals for enhanced cooperation will be discussed during the seventh meeting of the JTC, to be held in Nay Pyi Taw for two days beginning tomorrow. Apiradi will lead the Thai delegation, while Myanmar’s trade minister will chair the meeting.

The trade goal was set after the recent meeting between Myanmar State Counsellor Aung San Suu Kyi and Thai Prime Minister Prayut Chan-o-cha.

At the JTC meeting, the ministers will discuss cooperation on Mae Sot-Myawaddy border trade and the setting up of a CLMVT (Cambodia, Laos, Myanmar, Vietnam and Thailand) Business Council led by the private sector to solve trade-related problems.

Under the JTC, Thailand and Myanmar will also support the use of local currencies in special economic zones (SEZs) and other areas, while seeking ways to facilitate investment from both countries.

Moreover, Thailand will encourage a bilateral agreement on Thailand-Myanmar transport to facilitate logistics growth between the two sides, as well as support the upgrading of border checkpoints.

The JTC will also discuss tourism promotion, transportation for two countries people, support for the Dawei SEZ project, job creation for Myanmar nationals, and promoting Thai and Myanmar woven fabrics.

According to Commerce Ministry data, Myanmar is Thailand’s eight-largest trading partner in Asean, and its 15th-largest globally.

During the past five years, bilateral trade has been worth $7.37 billion on average. In 2015, trade was valued $7.74 billion (Bt272 billion), with exports from Thailand worth $4.17 billion. Border trade accounted for 80 per cent or $6.23 billion.

Meanwhile, the government will also aim to strengthen trade with Kenya and Mozambique during a mission by Commerce Ministry permanent secretary Chutima Bunyapraphasara to the two African nations from July 9 to 18.

Chutima said she would lead Thai delegations for the first senior official Thailand-Mozambique JTC in Maputo on July 14. During the meeting, the two nations will discuss the purchase of rice by Mozambique from the Thai government.

Thailand will also discuss cooperation in the jewellery industry, fishery concessions, and financial issues for promoting economic cooperation and trade in agriculture, tourism and energy.

Chutima said Mozambique could be a good source of raw materials for Thailand’s jewellery industry, while Thailand could supply many products to Mozambique. These included food and processed agricultural goods, seasoning, medicines and supplements, cosmetics, and agricultural machinery.

Moreover, Thai investors could help Mozambique develop its infrastructure and utilities system. Other potential investments for Thailand are in fishery and fish farming, fertiliser, furniture and processed wood, construction, and alternative energy.

Brexit vote builds on uncertainties

BREXIT EFFECT

Thai Bankers’ Association chairman Predee Daochai

Thai Bankers’ Association chairman Predee Daochai

THAILAND’S top business lobbies have changed their minds on the country’s export outlook, agreeing that another bad year is very likely given heightened global uncertainties.

The Joint Standing Committee on Commerce, Industry and Banking (JSCCIB) yesterday announced its latest forecast, predicting that exports would post flat growth or contract by as much as 2 per cent this year.

In its view, global economic uncertainties will increase over the remainder of the year, with the United Kingdom’s “Brexit” decision to leave the European Union as a major catalyst.

The JSCCIB’s previous forecast was for 2-per-cent export growth in 2016.

Exports – contributing about 70 per cent of the Kingdom’s gross domestic product – have contracted in each of the past three years.

Thai Bankers’ Association chairman Predee Daochai, who chaired the meeting, said that while Brexit impacts on the Thai market would be short-term, the UK electorate’s decision to exit the EU was another factor that increased global economic uncertainties, which would dampen orders further.

Aside from the impact on exports, the JSCCIB also discussed the advantages and disadvantages of forming a bilateral trade agreement with the UK, once the country formally begins the process of leaving the EU.

Exporters in the automobile and electronics sectors are among those that face a slowdown in orders from global buyers, he said.

Although the EU and the UK are not major buyers of Thai-made automobiles, a slowdown in purchasing power in Britain will be enough to put pressure on the demand for vehicles, he added.

Despite revising its export forecast for this year, the joint committee maintained its forecast for Thai GDP growth at 3-3.5 per cent, hoping that private consumption and government spending would further buoy the economy.

Separately, the Bank of Thailand’s overall Business Sentiment Index (BSI) in June showed an improvement from May, thanks mainly to lower production costs as a result of falling commodity prices.

Most respondents were optimistic about prospects for the next three months, as their confidence remained above the 50-point mark.

However, the BSI confidence level for June itself fell slightly from May, at 53.6 points compared with 52.6 points, because of continuing concerns over the pace of economic recovery. At yesterday’s press conference, Predee said the US decision to upgrade Thailand’s ranking in the annual Trafficking in Persons Report from the bottom level to the Tier 2 Watch List would increase the confidence of importers, which would in turn give a boost to Thailand’s export sector.

Federation of Thai Industries president Jane Namchaisiri added that the private sector hoped that the country would be removed from the US Watch List soon.

Thailand exports seafood worth around US$6 billion (Bt210 billion) a year, 30 per cent of which goes to the US market, 30 per cent to Japan and 10 per cent to the euro zone. Maybank Kim Eng Securities last week said Washington’s decision to improve the Kingdom’s ranking could lead to an increase in seafood exports to the United States.

Dept links SMEs with foreign trade websites

SMES

TO ENCOURAGE small and medium-sized enterprises to trade in the international arena, the Commerce Ministry has developed its thaitrade.com website to link with international trading websites such as Amazon and Alibaba.

Malee Choklumlerd, director-general of the International Trade Promotion Department, said her agency had focused on promoting online trading as it foresaw wider trade opportunities in the cyber world.

She said the department would talk with Amazon and Alibaba about creating links withwww.thaitrade.com to get international buyers interested in purchasing goods from Thai traders.

SOOK

In addition, the department will kick off a project called “Small Order OK” (SOOK) to encourage small-goods companies to trade online, including internationally.

Under the project, SMEs can advertise their products |via www.thaitrade.com, with buyers able to purchase goods through an e-payment system. The website will also link |with Amazon and Alibaba, while cooperating with DHL Express for shipping goods worldwide.

Previously, www.thaitrade. com only facilitated business-to-business transactions, and buyers had to order large quantities. SOOK will help SMEs generate sales of small orders coming directly from customers, Malee explained.

Since 2013, the department has encouraged 1,684 SMEs to trade online. Over the next three years, it aims to get another 15,000 SMEs to sell their products over the Internet.
