The Commerce Ministry says it has found 15 companies in Phuket and two in Phang Nga in likely breach of the Foreign Business Act for having a nominee structure in businesses reserved for Thais.

In two cases, foreigners were allegedly using Thai identity cards illicitly.

Sarote Suwattigul, deputy director-general of the Foreign Trade Department, said yesterday that the ministry and relevant government agencies had found evidence that those 17 firms had used Thai nominees to hold majority stakes in businesses in the FBA’s Annex III list to hide actual foreign ownership.

Two Chinese persons were using Thai IDs so that that they could hold majority shares in a businesses related in tourism. One Thai who owned one of the ID cards has been caught, while the other has eluded authorities.

The 17 companies in question were conducting tourism-related businesses such as hotels, transport companies, bus services, passenger boats, souvenir shops and restaurants.

The department has suspended all business transactions such as shareholder restructuring of the 17 firms while the investigation is deepened. If any of the companies is found guilty, the department will withdraw its business licence and take legal action.

The companies will also face an in-depth probe by the department, the Department of Special Investigation, and the Revenue Department.

If found in breach of the FBA, foreigners and their Thai nominees can be subject to fines of Bt100,000 to Bt1 million and/or three years in prison. Meanwhile, the department reported that new business registrations in the first five months of this year declined 2 per cent to 25,800.

Despite the slight drop, the department says it is still confident that the number of new companies will reach the target of 60,000-65,000 this year, thanks to the government’s economic stimulation measures and accelerating economic growth.

Last month, the number of new companies dropped by 3 per cent year on year to 4,366, but increased by 10 per cent from April.

In the first five months, 5,576 companies shut down operations, up by 2 per cent year on year. Last month, the number of closures decreased slightly, by 0.6 per cent, to 971 companies.

THE IDEA of a single visa for the CLMVT subregion (Cambodia, Laos, Myanmar, Vietnam and Thailand) has found support at a three-day forum in Bangkok that ends today.

The “CLMVT Forum 2016” hosted by Thailand’s Ministry of Commerce brought together some 1,000 participants from the countries involved, as well as experts from Japan and the United States.

Several participants said CLMVT governments needed to simplify cross-border procedures while upgrading local infrastructure and agro-logistic services in order to provide better storage and delivery of perishable goods throughout the region to destination markets.

A free border mechanism would also boost tourism, one of the most lucrative areas in the group.

While sustainable tourism development could yield significant profits for the industry and the regional economy in general, complicated visa procedures were keeping away many potential visitors. Participants discussed having one visa for visitors to CLMVT countries, instead of five.

Vuong Duy Bien, Vietnam’s deputy minister of culture, sport and tourism, hailed the idea, saying that complicated visa procedures for his country were one of the reasons that visitors to the area did not include Vietnam amongh their destinations.

Tran Doan The Duy, deputy director of Viet Travel, said the one-visa idea would be perfect for many Westerners who have time for a long holiday but avoid Vietnam because of visa fees and procedures.

At the forum, Thai Prime Minister Prayut Chan-o-cha said the power of shared opportunities and the expansion of intra-regional business networks for the development of trade, investment and tourism would make the Mekong countries visible to the world. Vietnam’s deputy minister of industry and trade, Nguyen Cam Tu, said that to make such a seamless region, the countries involved should choose specific fields on which to focus their cooperation, such as food processing or automobile industries.

The forum heard that after decades of developing both a large manufacturing base and large sales in Thailand, Japanese companies were now increasing their investment in Cambodia, Laos, Myanmar and Vietnam to take advantage of low labour costs, plentiful natural resources, and new and fast-growing markets.

Thus enhanced Japanese investment in all CLMVT states would benefit both sides.

Executives from Nissan, Huawei Technologies, DHL and Accor Group shared their experiences and give suggestions for enhancing the CLMVT subregion’s growth.

FOREIGN companies’ executives reiterated their optimism on the growth outlook of CLMVT countries, highlighting the subregion’s potential to become a key automobile supply chain centre, among others, if barriers to trade and investment are reduced further.

At “CLMVT Forum 2016: Towards a Shared Prosperity” hosted by the Thai government to stress the connectivity of Cambodia, Laos, Myanmar, Vietnam and Thailand, Yutaka Sanada, head of the operations committee for Asia and Oceania and president of Nissan Motor Asia Pacific, said CLMVT had potential to be a supply centre for vehicle production. Each year, the CLMVT countries could produce a million Nissan vehicles.

Joe Kelly, vice president for international media affairs at Huawei Technologies, said Thailand could compete with Singapore, Hong Kong and Shanghai for hosting regional headquarters.

To drive growth among CLMVT countries, he said the development of technology and connectivity were crucial for economic progress.

Thomas Tieber, chief executive of DHL Global Forwarding for Asean and South Asia, said tariffs were no longer an obstruction for trading.

Tieber said each CLMVT country had different efficiencies to attract foreign direct investment. However, some barriers should be eliminated to help promote growth. Those barriers are regulations, different customs standards and documentation, and transit regulations. CLMVT should harmonise its customs procedures.

Christophe Lejeune, vice president for talent and culture, Upper Southeast and Northeast Asia, of Accor Group, said the five countries were famous tourist destinations. If the region’s infrastructure were improved to ensure connectivity in all modes – including road, marine and aviation – it would be a boon to tourism.

On trade, Commerce Minister Apiradi Tantraporn said the CLMV countries were vital to Thailand, as they received 10 per cent of the Kingdom’s exports.

She expects exports to CLMV to rise by 13.6 per cent this year compared with 2015, though the value in the first four months, at US$6.8 billion (Bt240 billion), contracted by 4.2 per cent. Intra-regional trade is also expected to increase by 16 per cent this year.

Further cooperation was highlighted at the forum. Thailand proposed a “knowledge tank” to gather and share information to help develop small and medium-sized enterprises in the region, while private enterprises proposed an ad hoc trouble-shooter to find solutions to non-tariff barriers quickly.

In a speech, Prime Minister Prayut Chan-o-cha stressed that despite differences among the five countries, they shared some similarities that should facilitate their future cooperation in promoting regional growth and turning the CLMVT subregion into a new growth engine in Asia.

He said action plans among CLMVT countries should be ready within two years to strengthen ties in the areas of production, trade, investment, services, tourism and logistics.

“To form closer ties in all [those] dimensions, each country should forget conflicts and strengthen cooperation to narrow gaps and grow together. Though CLMVT has many similar products, we could find uniqueness and develop the products for the global market,” he said.

He stressed that the five countries should show one another sincerity, mutual trust, respect and commitment to grow together and not to leave anyone behind.

MAJOR airlines and tourism authorities are eager to cash in on the India market after that country’s government unveiled an open-skies policy to allow more airlines operate into and out of India.

Thai Airways International, Singapore Airlines and AirAsia are expected to benefit from the policy in one of the world’s fastest-growing markets.

Narongchai Wongthanavimok, chief financial officer at THAI, said the airline was considering a network expansion or increasing frequencies for India routes. However, it is more likely to increase the number of flights rather than opening new routes.

“Thai Airways is considering India as part of our network expansion. We may increase frequencies because Bangkok is great hub for [service to] the subcontinent. We will not open new routes at this stage,” Narongchai said.

Currently THAI operates to Kolkata, New Delhi, Hyderabad, Mumbai, Chennai and Bangalore.

THAI executive board members on Wednesday agreed to push Bangkok as the aviation hub for Southeast Asia. The airline will increase frequencies of existing flights including Bangkok-Manila and Bangkok-Jakarta. The plan will help the airline to cash in connecting passengers travelling from the Middle East, India and Europe.

Meanwhile at Thai AirAsia X, an executive of the long-haul low-cost carrier said it looked at India market for as believed a lot of tourists and business travellers.

Thai AirAsia X currently operates from Bangkok to Seoul, Tokyo, Osaka, Shanghai, Muscat, and Tehran while AirAsia X Malaysia operates Kuala Lumpur-Kolkata.

The Straits Times reported that the Indian move would benefit Singapore Airlines and AirAsia, two of Southeast Asia’s biggest airlines, and had the potential to attract new investments from Middle Eastern carriers such as Emirates and Etihad Airways.

“More may enter the market, leading to potential consolidation among local carriers,” said Amber Dubey, an aerospace consultant at KPMG in Gurgaon near New Delhi.

The Indian government also decided on Wednesday to allow domestic airlines to fly overseas provided they deploy 20 planes or 20 per cent of their capacity, whichever is higher, on local routes. Earlier, carriers needed to have a minimum of 20 aircraft in their fleet and five years of domestic services.

20 per cent growth in region

Air travel in the South Asian country grew by more than 20 per cent last year, according to the International Air Transport Association. In comparison, passenger traffic in China rose by about 10 per cent and by less than 5 per cent in the United States, IATA said in a December presentation.

Local air traffic in India increased even faster at more than 23 per cent in the first four months of 2016, according to data from the country’s Directorate-General of Civil Aviation.

Juthaporn Rerngronasa, Tourism Authority of Thailand deputy governor for marketing to Europe, Africa, the Middle East and the Americas, said TAT had been working with major airlines to bring in tourists from India.

The agency has promoted Thailand as a luxury destination for Indian tourists as well as a wedding venue and honeymoon destination. Thailand will host the fourth annual Destination Wedding Planners Congress from May 2-4, 2017.

Emirates this week said it would help TAT boost high-end tourism.

Airports of Thailand said it planned to spend Bt194 billion on its international airports in Bangkok,Chiang Mai, Chiang Rai, Phuket and Hat Yai in order to increase capacity and enhance the country as a regional aviation hub.

ADB vows rise in loans to Myanmar

YANGON – Asian Development Bank (ADB) aims to lend at least US$350 million (Bt12.3 billion) a year to Myanmar during 2017-2022, targeting to finance government and privately-owned projects mainly to improve the country’s infrastructure and create jobs.

At the press conference on Wednesday afternoon, ADB President Takehiko Nakao said that the bank would scale up lending to both the government and private sector.

“We are also thinking of a higher number for lending. This $350 million is only for the concessional lending to the government. We are also supporting the private sector. We are also thinking of expanding our lending to the commercial banking sector,” he said.

“The $350 million sum is just our baseline target of concessional lending (to the government). We can consider raising the amount. That number can be even larger if we are successful.”

Completing his 3-day visit to Myanmar, Nakao said lending to the private sector would depend on negotiations. Borrowers will shoulder a slightly higher interest rate than the government. Loans to the private sector could reach $250 million per year.

Since 2013 until 2015, the bank has loaned nearly $1 billion to Myanmar.

Nakao said that ADB is currently working with the Myanmar government on a new country partnership strategy (2017-2021) to support sustainable inclusive growth. The new five-year strategy will prioritise three key sectors – infrastructure, education, and rural and agricultural development.

As part of the strategy, ADB will support road connectivity, transport, energy, power generation and transmission, agriculture and irrigation, telecommunications, energy sector, urban infrastructure including water supply and sanitation, curriculum reforms in secondary education, health projects to address HIV/AIDS, malaria, and other communicable diseases, climate resilience, and private sector initiatives. Priority is placed on strengthening business regulations, improving access to finance, and promoting public-private partnerships.

“A strong focus on structural reforms in key areas is also critical to the country’s development. Further improvement of the business environment is essential to attract foreign direct investment, which will boost financial resources as well as transfer of knowledge and technology,” he said.

Yet, he said the government should ensure that no foreign investor violated international labour standards, particularly in the area of child and forced labour. He also urged the government pay attention to the safety of workers, complaints-receiving mechanisms and corruption.

Starting from next year, ADB would allocate $5 million per year to technical assistance for capacity building.

Nakao also sees the possibility that Myanmar would receive some forms of co-financing from other development lenders such as World Bank and Asia Infrastructure Improvement Bank (AIIB). ADB this month joined hand with AIIB for a $100 million loan for a highway project in Pakistan.

“AIIB can play a role as China has been important to Asean for some projects. But Myanmar is also close to India and Southeast Asian countries. So I do not think Myanmar will entirely lean on AIIB. ADB will continue to play a very important role in this country.”

On Wednesday, Overseas Private Investment Corporation (OPIC), the US government’s development finance institution, launched operations in Myanmar with a US$250 million loan to Yangon-based Apollo Towers Myanmar Limited, which is focused on the construction and maintenance of telecommunications towers.

Nakao noted that Myanmar needed a good strategy for future growth, saying good policies would speed up development pace.

“Every country needs a certain policy or strategy or planning for the future_ what kind of country they want to be, what kind of investment they will make, what kind of education they would like to strengthen, etc. So they need a strategy which should be flexible and realistic,” he said.

The government is urged to improve infrastructure, mobilise resources, raise revenue by strengthening the tax system, approve projects quickly without causing any trouble and risk to the government, and work more with development partners. Infrastructure and peace building are the key challenges to Myanmar’s growth, he said. But he admitted that there is no single solution.

“Myanmar is very important to the international community. It is also important for the prosperity of Asia. If Myanmar becomes a peaceful and stable country, it will positively impact on Aseancountries. In this regard, Myanmar is so important.”

India reforms to bring cheap air travel to millions

NEW DELHI – India approved a civil aviation policy yesterday aimed at making air travel affordable for millions of Indians and vastly expanding the country’s aviation market.

The government said the long-awaited reforms will bring down airfares to 2,500 rupees ($37) per hour of flying time on many under-served regional routes, particularly away from big cities.

Air travel in India is mostly confined to the urban third of the population, and is largely out of reach for hundreds of millions of people.

The Civil Aviation Policy overhauls rules dating back to the 1930s and received input from stakeholders from across the airline industry.

“Today history has been made. Since Independence, India has never had any civil aviation policy,” Ravi Shankar Prasad, a cabinet minister, told reporters.

The minister said the government would look to develop about 350 dilapidated or underused airstrips across India, many dating back to World War Two, into “no frills airports”.

“The new civil aviation policy is about connecting the unconnected and servicing the unserviced,” he said.

In a boost for domestic carriers, the government also amended the “5-20 rule” which had been criticised by the Indian aviation industry.

Under the new regime, Indian airlines must still have 20 planes before they can fly internationally but no longer need to have operated for five years, as was previously the case.

Only 70 million of India’s 1.2 billion citizens flew domestically in 2014-15, according to the Sydney-based Centre for Asia-Pacific Aviation, making it one of the world’s most under-penetrated markets.

The government said it aims to increase domestic ticket sales to 300 million a year by 2022.

India’s aviation sector has undergone rapid transformation since a liberalisation drive began in 2003.

But it still ranks ninth globally, according to the government, which wants it to become the world’s third largest civil aviation market by 2022.

Communications market rising

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/Communications-market-rising-30288272.html

THE COMMUNICATIONS market is expected to climb by 11.5 per cent to Bt597.58 billion this year, driven by investment in third- and fourth-generation wireless technology, the “digital economy” policy that accelerates investment in infrastructure, and the digital transformation of business, according to a study.

The study on the communications market last year and the outlook for this year was developed by the National Science and Technology Development Agency (NSTDA) and sponsored by the National Broadcasting and Telecommunications Commission, the Association of Thai ICT Industry, the Telecommunications Association of Thailand and the Thailand Cabling Association.

Kasititorn Pooparadai, senior director of policy research at the NSTDA, said yesterday that the communications market grew more slowly last year, at 7.3 per cent to Bt535.98 billion.

Communications service was the largest portion at 57.7 per cent.

Mobile non-voice service still played an important role in the communications-service market. It is expected to continue healthy growth of 41.2 per cent to Bt151.84 billion, versus 21.5 per cent to Bt107.54 billion last year.

Mobile voice service is forecast to continue decreasing by 13 per cent from Bt108.86 billion in 2015 to Bt97.71 billion in 2016.

Internet service, excluding mobile Internet or mobile data, is expected to grow 10.9 per cent to Bt59.39 billion, which is slightly faster than 10.1 per cent last year.

The data-communication-service market is also experiencing slight growth at only 5.4 per cent, while growing 5.2 per cent to Bt14.3 billion last year.

However, data communication is still growing while voice communication service is still declining. Voice slipped 7.4 per cent in 2015 and is expected to fall 12.1 per cent in 2016 to Bt13.01 billion.

International voice-communication service is also going faster downhill, losing 24.6 per cent this year after dipping 16.6 per cent last year. The main disrupters are chat and over-the-top services.

The communications-equipment market in 2016 is expected to soar by 42 per cent to Bt50.86 billion, increasing from 31-per-cent growth in 2015. The key factors are the investment in 4G networks.

However, the mobile-phone market is slowing down, from 12.9-per-cent growth in 2015 to only 3.1-per-cent growth to Bt106.96 billion in 2016.

In the mobile-phone market, smartphones are expected to continue growing at 3.5 per cent to Bt106.7 billion this year, while feature phones are expected to reach only 260 million this year against Bt675 million last year.

The fixed-line telephone market is also continuing to contract – by 10.9 per cent in 2016 after shrinking 14.1 per cent in 2015.

The Bank of Thailand’s deputy governor for Financial Institutions Stability and high-ranking executives from 19 financial institutions hold a press conference yesterday on the PromptPay service.

IN A WELCOME piece of good news for consumers, people who register with the PromptPay system

Initiated by the Thai Bankers’ Association and the Bank of Thailand, PromptPay is the first stage of the government’s national e-payment policy, which aims to transform Thailand into a cashless society.

Normally, interbank money transfers attract a charge of Bt25 for a transaction of up to Bt10,000, while the fee for making a transfer of between Bt10,001 and Bt50,000 is Bt35.

The 15 commercial banks and four state-run banks will allow people to register with the PromptPay service from July 15, although some banks will open for pre-registration on July 1.

PromptPay requires transferees to link their mobile-phone number or National ID number to their bank deposit account, said Tongurai Limpiti, deputy governor for Financial Institutions Stability at the Bank of Thailand.

The new money-transfer system includes payments made to merchants, with recipients able to provide a mobile-phone number or ID number instead of their bank-account details.

Under the first phase of PromptPay, transferors will not need transferees’ bank details to send money from October 31 onwards.

While the fee for payments will be waived for transactions of up to Bt5,000, there will be a charge of Bt2 for transactions of Bt5,001 to Bt30,000, Bt5 for those between Bt30,001 and Bt100,000, and Bt10 for anything above Bt100,000.

PromptPay’s fees will be applied for bill payment and request-to-pay services under the second phase of the project, which will be implemented in December, said Anuchit Anuchitanukul, adviser to the Finance Ministry’s National e-Payment project.

Meanwhile, Thai Bankers’ Association members are willing to restructure their interbank money-transfer fees to encourage Thais to switch to national e-payments and turn the country into a cashless society, said Predee Daochai, chairman of the association.

The banks have agreed to maintain fees for all cash transactions until the end of 2019, after which they will be increased in line with the actual cost to encourage consumers to migrate from cash to cashless in order to benefit from a lower fee, he said. Moreover, as PromptPay is not a mobile application because it does not link to the Internet, the system will not be open to cyber-hacking, Anuchit said.

The association and its bank members have jointly invested in laying the infrastructure for PromptPay, along with commitments from all of them to reduce their fees.

When customers see that all players have cut their fees, they will begin to migrate to the new system and the Kingdom will be on the road to a cashless society, he said.

The banks will probably also offer promotions and packages to add value to PromptPay if they want to secure their customer base, as users can move their ID or mobile-phone number to another bank’s deposit account if they are unhappy with their original provider, he added.

PromptPay, as one of the keystones of the National e-Payment project, will in the long run also help prevent corruption because individuals carrying huge cash amounts for deposit or payment purposes will be questioned about the source of the money, the project adviser suggested.

TAT sees 13% rise in foreign tourists

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/TAT-sees-13-rise-in-foreign-tourists-30288255.html

FOREIGN-TOURIST arrivals in the first half of 2016 are projected to number 16.67 million, a 13-per-cent increase over the same six months of 2015. Revenue from these visits is estimated at Bt824 billion, up by 17 per cent, said Yuthasak Supasorn, governor of the Tourism Authority of Thailand.

“In the first half of 2016, Thailand is projected to record Bt1.24 trillion in tourism receipts, covering both international and domestic tourism,” he said.

“Domestic travel is projected at more than 75 million trips, up 4 per cent over the first half of 2015, generating an estimated Bt416 billion in tourism receipts, or 6-per-cent growth.”

Both the first and second quarters of 2016 recorded strong increases. In the first quarter, international visits were up 15 per cent and tourism receipts were up 19 per cent. The second quarter is projected to have recorded 9-per-cent growth in international visitors and 14-per-cent growth in tourism receipts.

All of the major source markets affected by the bomb blast at Bangkok’s Ratchaprasong Intersection last year recovered quickly, including mainland China, Hong Kong, Singapore and Japan.

In addition, long-haul source markets showed a good recovery, particularly Europe.

Domestic travel is projected to improve steadily thanks to signs of a recovery in the Thai economy.

The first quarter of 2016 recorded 37.4 million domestic trips, up by 3.6 per cent, generating an estimated Bt212 billion, an increase of 7 per cent. The second quarter is projected to record an increase of 4.4 per cent to 37.7 million trips, generating an estimated Bt200 billion.

The most popular regions for domestic travel in the first two quarters were Bangkok (18.3 million trips), the Central region (16 million) and the Northeast (13.4 million).

Yuthasak said TAT was forecasting that the third quarter of 2016 would receive Bt635 billion or 14 per cent in receipts from international and domestic tourism. This forecast is based on projected international visitor arrivals of 8.30 million (up 14 per cent), generating an estimated Bt423 billion (up 18 per cent).

The top five markets in terms of tourism receipts are projected as China, Malaysia, Australia, Japan and the United Kingdom.

The positive direction is underlined by various factors. Forward flight bookings to Thailand, particularly for long-haul markets, send a positive sign. Several new routes to Koh Samui from China’s secondary cities including Chengdu and Chongqing have been launched.

Moreover, the “Amazing Thailand Grand Sale” this month and the upcoming “Women’s Journey” project in August will help stimulate travel, TAT says.

Govt to retain buffer stock of rice this year

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/Govt-to-retain-buffer-stock-of-rice-this-year-30288254.html

DESPITE the plan to clear its rice stockpiles this year, the govern-|ment will retain some buffer stock from the new harvest season as a carry-over amid concern about the effects of the ongoing drought, the Commerce Ministry said yesterday.

Duangporn Rodphaya, director-general of the Foreign Trade Department, said the government would continue with its plan to put a big lot of between 1 million and 2 million tonnes of stockpiled rice up for bidding next month, followed by further releases over the course of the year in a bid to clear current stocks by the year’s end.

However, under the release plan, the government will carefully consider putting aside safety stocks as rice output in the current harvest season is expected to be 15 per cent lower than in the same period last year, while domestic demand is forecast to remain the same – at 10 million tonnes – she said.

Although the government could find buyers for its entire rice stockpile, it would not be able to ship all the stock this year and it will retain a few million tonnes as a carry-over from the new crop harvest, she explained.

There is currently less than 10 million tonnes of rice in the government stockpiles. If the upcom-|ing fourth round of bidding this |year – for 2.23 million tonnes – resulted in around half of the for-|sale rice being sold, around 8 mil-lion tonnes would be left in the |state warehouses, Duangporn |said.

About 3 million tonnes is good quality rice, more than 2 million tonnes is for consumption or processing as feed meal, while the other 3 million tonnes is degraded or Grade C quality rice, which will be destined for the industrial sector, for use in producing biomass, fertiliser and fuel.

With a backdrop of the ongoing drought and high demand in the market, Duangporn said the government would continue with its plan to put 1 million to 2 million tonnes of rice up for bidding next month.

Meanwhile, her department reported yesterday that 64 rice traders took part in the government auction for 2.23 million tonnes of rice.

The proposed price for the bidding is in line with the market price, or slightly lower, which is acceptable, she said.

The director-general also said that with high global demand, Thailand should achieve its target of exporting 9.5 million tonnes of rice this year.

As of Monday, the country had shipped 4.6 million tonnes worth Bt71.68 billion, some 13 per cent higher in volume and 9 per cent higher in value than in the same period last year.

Since the current government came to power, a total of 9.71 million tonnes of rice has been sold out of an original stockpile of 18 million tonnes, generating revenue of Bt115.4 billion, she said.
