CLMVT

THE INTERNATIONAL Trade Promotion Department will this month kick off a project to coach business leaders and government officials from Cambodia, Laos, Myanmar, Vietnam, and Thailand (CLMVT) on forming connections and networks.

Malee Choklumlerd, director-general of the department, said the CLMVT Executive Programme aimed to train entrepreneurs in business networking so as to increase connectivity among government officials and private enterprises.

Similar projects are planned in the other four countries in subsequent years, but the first will be initiated in Thailand, and will run from this month to September.

The department will hold six meetings where private-enterprise and government officials can share experiences, and implement networking among one another. Two of the six meetings will be held in Thailand (the first and the last), with the others rotated among the CLMV countries.

There will be about 60 participants, mainly high-level government officials and private-sector executives. About 20 will be from Thailand and 40 from CLMV countries.

Previously, the department organised the Thailand-Cambodia Networking project from May 26-29 to train Thai and Cambodian entrepreneurs and organise networking activities between the government and private sectors.

The next business-connectivity activity will be launched in Laos.

Tomorrow, the government will launch the first “CLMVT Forum” in Bangkok, bringing together representatives of the governments and private sectors of Cambodia, Laos, Myanmar, Vietnam and Thailand to discuss promoting economic, trade, tourism, and investment growth in each country by tightening cooperation and eliminating barriers. The forum will run until Saturday.

The event will bring together leading policymakers, entrepreneurs, business leaders, academics and youth leaders from the five nations to participate in roundtable discussions. About 1,000 participants are expected.

GLOBAL demand continues to be a valuable source of bookings for Thai hoteliers.

During the 12 months ending in the first quarter of this year, on average, the booking window of international travellers to Thailand stretched over a month (36 days), |with an average length of stay per booking at three days, according to a survey by |online travel company Expedia group.

Year-on-year growth shows top destinations in Thailand are Pattaya (up 70 per cent), Bangkok andChiang Mai (up 60 per cent), Phuket (up 55 per cent) and Koh Samui (up 50 per cent).

Smaller regions on the rise with eye-catching triple-digit growth include Koh Lipe, Northeastern Thailand, Rayong, Trat and Hat Yai.

Data from the same period showed that package bookings generated a booking window more than 1.5 times as long as stand lone hotel bookings. In addition, cancellation rates of packages are also much lower compared with standalone bookings.

Top package-generating markets include Malaysia, Hong Kong, Australia, Singapore and Japan.

“Delivering global demand for Thai hoteliers is a mission for us,” said Pimpawee Nopakitgumjorn, director of market management at Expedia group. “In particular, Expedia package bookings are attractive because they are a great way for hotels to build a strong base of customers without eroding their retail rates. Last year alone, we sold [more than] 7.1 million packages globally.”

TOURISM

THE TOURISM Authority of Thailand and Emirates airline are joining forces to boost niche tourism markets in Thailand.

TAT and the United Arab Emirates’ flag carrier signed a memorandum of understanding on Monday to increase promotions for inbound tourism through the airline’s global network.

The promotions will focus on niche markets such as green tourism, sports tourism, luxury tourism, weddings and honeymoons, and medical health and wellness.

The agreement also involves the possibility of launching new routes from Dubai to key tourism destinations in Thailand such as Chiang Mai and Pattaya via U-tapao airport.

Badr Abbas, Emirates’ senior vice president for commercial operations for the Far East, said the airline carried more than 700,000 passengers from its global network of destinations to Thailand last year.

More than 580,000 of them flew to Bangkok and 120,000 to Phuket.

“Emirates is planning to add its seventh daily flight between Bangkok and Dubai on July 1. This service will be operated by a Boeing 777-300ER aircraft and will help meet growing passenger demand, affirming Thailand’s position as a popular destination for business and leisure,” he said.

Access to markets

Juthaporn Rerngronasa, TAT’s deputy governor for marketing to Europe, Africa, the Middle East and the Americas, said Emirates would help TAT access markets in regions that hold great potential for its unique tourism proposition.

Under the agreement, the best strategies and practices will be put in place to increase Thailand’s marketing footprint and position it as a “Quality Leisure Destination through Thainess”, which focuses on enhancing Thailand’s image as a unique leisure destination offering quality with value.

“This ensures the balance between tourism growth and its social and environmental impact by creating ‘value-added experiences’ and striking a balance among revenue, community and the environment.”

Slow pace of China’s transition adds to Asian export woes

EXPORT

CHINA’S economic rebalancing is likely to take longer than previously expected, leaving Asian exports

Speaking yesterday at a KBank seminar for customers on the outlook for the economy, interest rates and foreign-exchange rates, Pareena Phuangsiri, senior specialist at the division, said that while Beijing’s attempt to move to a domestic-consumption-driven economy had lifted the level of consumption to gross domestic product from 35 per cent to 37 per cent in the past two years, the ratio was still well below the average of around 70 per cent for advanced markets.

Meanwhile, the ratio of domestic investment to GDP in China last year stood at 44 per cent, which is regarded as too large when compared to the average of 20 per cent among advanced markets, she said.

The figures for domestic consumption and investment are indicators that the planned transition in the country’s economic structure will take some time to achieve because they are currently far off planners’ targets, she added.

Pareena said the continued prevalence of the “old” economy in China during the transition period had led to an increase in the country’s non-performing loans, as well as to a higher proportion of loss-making enterprises.

Loss-making enterprises in China so far this year account for 20 per cent of all businesses, compared with 13 per cent last year.

With the overall Asian economy so reliant on China’s, the country’s slowdown is continuing to have an impact on the region’s exports, the senior specialist said.

In the first five months of this year, Asian exports fell from the same period last year, she said, adding that those from South Korea, Singapore, the Philippines and Hong Kong in particular had witnessed weaker performance.

For Thailand, weak exports remain a major drag on the economy, especially those to G-3 markets (the US, Japan and the European Union) and China, which continues to face headwinds from economic and social reform, Pareena said.

Kasikorn Research Centre predicts that the Kingdom’s exports this year will show flat growth, after a decline of 5.6 per cent last year.

The key growth drivers for the Thai economy remain tourism and public spending.

Kobsidthi Silpachai, head of the centre’s markets and economic research unit, said that “Brexit” – the possible exit of the United Kingdom from the EU – was currently adding to worries over the recovery of the global economy, as well as to volatility in financial markets.

Even though his division believes the UK electorate will not vote to leave the EU in a referendum next week, the latest poll shows a slight majority of people agree with such a move, which has increased the level of concern among investors.

In the event of the United Kingdom exiting the EU, free-trade agreements involving the UK and its international trade partners would have to be renegotiated, with the latter possibly suspending investment until new deals could be reached, while global trade activity would also be affected, he said.

Moreover, financial investors would move to safe havens like Japan, which is a funding-currency market, to wait for a clear picture of the implications of a Brexit, which would mean the baht would likely depreciate against the US dollar in the short term, Kobsidthi predicted.

KBank targets the baht/dollar exchange rate remaining at around 35.50 until the end of this month, before weakening to 36 in the third quarter and 37 in the final quarter of the year, he added.

THE NATIONAL Broadcasting and Telecommunications Commission will float the idea of the government issuing bonds worth about Bt170 billion to be backed by upfront licence fees due in the future for licences to provide fourth-generation wireless service.

Takorn Tantasith, secretary-general of the NBTC, said recently that the bonds would give the government funds in advance to spend to stimulate the economy and give people more choices for investment.

According to the rules governing the auctions of licences to bandwidth, the NBTC passes all upfront licence fees to the government.

The auction winners pay the upfront fees in instalments.

The Bt170 billion is made up of the total upfront fees for licences to the 1,800-megahertz spectrum their holders will pay in the second and third instalments and the total upfront fees of 900MHz licences that will be paid in the second, third and fourth years.

The NBTC has already received Bt80.78 billion as the first instalment of fees for the two 1,800MHz licences.

The second and third instalments of a combined Bt20.19 billion each will be paid in the second and third years.

The NBTC received Bt8.04 billion from True Corp for the first instalment of the 900MHz licence fee.

Advanced Info Service, which won the other 900MHz licence in the re-auction of the licence that was forfeited by a unit of Jasmine International, is expected to pay the first instalment on June 27.

They will pay the second and third instalments of a combined Bt8.04 billion for each instalment in the second and third years and a combined Bt119.79 billion in the fourth year.

THE Commerce Ministry will continue to focus on government-to-government (G2G) contracts for the release of rice from stockpiles, as well as general rice auctions in the second half of the year after opening a big-lot bid for 2.24 million tonnes tomorrow.

Duangporn Rodphaya, director-general of the Foreign Trade Department, said the government would continue to release rice from the stockpiles in the second half as it foresaw high demand due to drought in many countries, resulting in lower production.

There are still about 10 million tonnes of rice in the government stockpiles, including the 2.24 million tonnes up for auction tomorrow.

“The government will [send officials] to South Africa and Mozambique to sell rice under G2G [contracts], and will gradually consider open bidding for rice during the rest of the year,” she said.

The government also plans to sell rice to Indonesia and the Philippines under G2G contracts.

Meanwhile, China has asked for a postponement of negotiations to purchase 1 million tonnes of rice as Chinese officials are not available. Previously, the meeting was set for this coming Friday.

However, Chutima Bunyapraphasara, permanent secretary of the Commerce Ministry, said China would soon set up a new appointment and continue its plan to purchase rice under a G2G contract.

TAT, Baidu join to lure high-end Chinese tourists to Thailand

THE TOURISM Authority of Thailand and China’s Baidu aim to boost “quality” tourists from China and improve tourism earnings by 35.4 per cent to Bt509 billion this year.

TAT governor Yuthasak Supasorn said yesterday that the authority aimed to restructure the market by expanding to high-end tourists from various cities of China including Shanghai, Beijing, Guangzhou, Shenzhen, Chongqing and Chengdu.

This collaboration will allow TAT to reach this target group directly and rapidly.

“Through this effort with Baidu, Chinese tourists will have a wealth of information even before their departure and can always find more information upon their arrival in Thailand,” he said.

Hu Yong, general manager for global business of Baidu, said the agreement signed yesterday would help stimulate tourism in Thailand even further and also support systematic, accurate and quality information for Chinese tourists.

“This elevates the relationship of our two countries to the next level,” he said.

It paves the way for the two nations to enhance communication channels online to promote tourism to the people of China.

“TAT and Baidu will publish tourism products and services information for tourists to [plan] their trips seamlessly, encompassing destinations and tourism products,” Yuthasak said.

Baidu is ready to support and share information beneficial to Thailand, such as the trends of Chinese tourists. This will help the efforts to adapt and innovate tourism strategies in the future, he said.

The Chinese company also offers Baidu Maps, a modern mapping-service technology that helps Chinese people experience travel abroad. The locations of tourist attractions, restaurants, products and services in Thailand are now easily accessible via Baidu Maps, which counts more than 500 million users.

Baidu Maps is another channel for Thai businesses can use to reach a wider Chinese audience.

Baidu is a leading provider of Chinese search engines as well as a developer of various applications to enhance online searches.

It also provides an array of platforms for businesses in various fields. There are an estimated 10 billion searches per day.

TAT and Baidu will work together on the “Amazing Romance in Thailand” project for next month by compiling information on locations related to love and romance, such as 100 love-confession spots, 100 honeymoon places and 100 wedding destinations.

For the “Women’s Journey” project, there will be a push notification on Baidu Maps, welcoming Chinese tourists to Thailand.

Information on the shops and businesses participating in the project and the privileges for women tourists will be provided throughout August.

They will also cooperate on promoting a “Smart Guide” project containing information about key tourist attractions in audio form as well as a video with “Tips for a Happy Holiday in Thailand”.

Baidu’s shares have been trading on the Nasdaq stock market in the United States under the ticker symbol “BIDU” since 2005.

Five broadcasters of digital terrestrial TV that failed to pay the third instalment of their upfront licence fees by the May 23 deadline must make their payments plus interest within the next 30 days, the broadcasting regulator has warned.

The broadcasting committee of the National Broadcasting and Telecommunications Commission (NBTC) agreed to issue written notices to Bangkok Media and Broadcasting, the operator of PPTV; GMM Grammy, the operator of One 31 and GMM 25; Triple V Broadcast, the operator of Thairath TV; and Bright Television, the operator of the Bright TV news channel. The amount owing totals Bt2.388 billion plus 7.5 per cent interest per annum.

The five broadcasters said on May 23 that they were withholding payment pending the final ruling by the Central Administrative Court on a suit they filed against the NBTC last August for Bt9.55 billion in damages over the regulator’s alleged negligence in marshalling the transition from analog to digital TV. However, the court has still not made a ruling.

Pakdee Manaves, the NBTC’s deputy secretary-general, said the five broadcasters must make their payments within 30 days after receiving the written notices.

Commerce Ministry formulating plan to drive exports

http://www.nationmultimedia.com/business/Commerce-Ministry-formulating-plan-to-drive-export-30288001.html

THE Commerce Ministry will meet with each industrial sector to review its export promotion plan to drive shipments over the remainder of the year.

Malee Choklumlerd, director-general to the International Trade Promotion Department, said the department would first meet with enterprises from the export sector as part of its plan to draw up a strategy to drive growth.

The department will meet with representatives from these industries: agriculture and food; electric appliances and parts; automobile and parts; textiles and garments; jewellery and ornaments; construction; healthcare products; and lifestyle.

Malee said that in the second half of this year, the department would emphasise the plan to drive exports in both major and emerging markets.

The director-general said the department would set up a business-matching activity when the prime minister and deputy prime ministers visit other countries.

The targeted countries in the second half of the year include Cambodia, Laos, Myanmar, Vietnam, other Asean nations, China, and India. Malee said that exports were likely to recover in the second half thanks to economic growth in many countries, notably in the US.

The European Union’s economy is expected to stay the same, she said.

Malee said with the rising oil price, economic growth in the Middle East should also recover and increase purchasing demand, which would benefit Thai exports.

The ministry is targeting export growth of 5 per cent this year.

Other economic agencies have forecast growth of 0-2 per cent.

In September, the department will hold a meeting with Thai trade representatives overseas to estimate the export figure this year and draw up strategies for next year.

Asean to force the pace in RCEP negotiations

http://www.nationmultimedia.com/business/Asean-to-force-the-pace-in-RCEP-negotiations-30288000.html

ASEAN countries intend to take the lead in encouraging the finalisation of the Regional Comprehensive Economic Partnership (RCEP) agreement this year to promote economic growth in the region, a top Thai negotiator said.

The 13th RCEP Trade Negotiations Committee meeting began in Auckland yesterday and concludes on Saturday.

Ronnarong Poonpipat, deputy head of Thailand’s Trade Negotiations Department, said Asean states shared the view that the regional group needs to demonstrate its leadership by speeding up the talks so that the draft agreement could be proposed to the leaders of RCEP’s 16 member countries when they meet in September this year.

“It is a crucial for RCEP nations to conclude the negotiations within this year. Asean as a key member of the grouping, has agreed to help wrap up the talks soon,” he said.

Ronnarong said officials should wrap up all discussion issues and point out whether each topic could be finalised or not, as each issue has been discussed over many rounds of talks.

Discussion issues include the liberalisation of trade in goods, services, and investment; |intellectual property right laws; rules of origin; customs procedure; trade facilitation; sanitary and psyto-sanitary standards; technical barriers; electronic commerce; finance; telecommunication; and economic cooperation.

Commerce Minister Apiradi Tantraporn had earlier emphasised during the recent Asean Economic Ministers’ Retreat in Chiang Mai that they would like to see the RCEP agreement finalised this year to ensure that Asean is the centre of trading and the key to drive the negotiations.

Previously, RCEP countries had agreed to reduce tariff on 65 per cent of trade in goods – about 8,000-9,000 goods items – to zero immediately, while tariff on 20 per cent of trade in goods would be reduced to zero within 10 years after RCEP’s implementation.

Tariff on the remaining 15 per cent of trade in goods would be negotiated in the future, as they are considered sensitive products for each country.

RCEP will also discuss whether they can cut tariffs for 100 per cent of trade in goods or reduce the items on the sensitive lists as much as possible, he said.
