FINE

THE TELECOM regulator will start slapping a daily fine of Bt2.5 million on Advanced Info Service’s subsidiary Advanced Wireless Network on Tuesday if by Monday the company fails to cooperate in completely transferring mobile-phone subscribers who want to shift to True Corp.

The National Broadcasting and Telecommunications Commission gave the order last Friday.

AWN has yet to finish transferring 300,000 subscribers who have asked to be moved to True while retaining their existing phone numbers. Most of these subscribers made the number-portability requests at 7-Eleven convenience stores.

AWN and Total Access Communication’s subsidiary DTAC TriNet have complained to the NBTC that requests for phone-number portability at 7-Elevens went against the commission’s regulation governing number portability. But the NBTC ruled that it did comply with the rules.

DTAC has reported to the NBTC that it has already filed all the request orders for transfers to True’s network, while AWN has said some 300,000 requests remain, citing the lack of some required information from these subscribers.

The NBTC then decided to fine AIS alone.

The NBTC’s order came while AIS and True have still not cleared up two issues before the new auction for a 900-megahertz licence takes place on May 27.

One relates to mobile-number portability via 7-Eleven convenience stores and the other to the possibility of AIS roaming its second-generation-cellular subscribers on True’s 900MHz network.

Only AWN and True Move H Universal Communication of True Corp have picked up the bidding documents for the 900MHz licence auction.

The period for returning the completed package to the NBTC runs from April 12 to May 17.

DTAC has already said it won’t be bidding for the licence.

ADB, China’s new AIIB vow to cooperate on development

MACROECONOMIC

AS PRESIDENT of the newly formed Asian Infrastructure Investment Bank, Jin Liqun might be looked upon as an alien at the annual meeting of the Asia Development Bank in Frankfurt, given the ostensible institutional rivalry between the two regional development banks.

Yesterday, Jin was taking part in the ADB meeting as a special guest and also speaker. He appeared on a panel with distinguished speakers from Germany and Luxembourg to discuss “New Asian-European Approaches on Finance and Infrastructure”.

Instead of competing with the ADB for lending to development projects, the AIIB is in fact seeking cooperation from the ADB to fill up the huge financing gap, as some US$1 trillion (Bt35 trillion) in fresh loans are needed over the coming decade.

On Monday, Takehiko Nakao, president of the ADB, and Jin signed a memorandum of understanding on the sidelines of the ADB’s 49th annual meeting of its board of governors.

The MoU sets the stage for jointly financing projects, as the AIIB is expected to commence lending soon to prove that it is not solely set up to finance China’s “One Belt, One Road” project.

Initially, the AIIB was seen as a rival to both the World Bank and the ADB in financing development projects, but as the financing need for infrastructure projects in the developing countries is huge, there is room for all players.

The ADB and AIIB are already discussing projects for co-financing in the road and water sectors.

Jin seems to be seeking to learn more from the ADB’s long-standing experience in infrastructure and development lending programmes. This December, the ADB will commemorate its 50th anniversary.

M4 highway project

The highlight of their MoU is Pakistan’s M4 highway project, a 64-kilometre stretch of motorway connecting Shorkot to Khanewal in Punjab province.

The ADB and AIIB agreed to strengthen cooperation, including co-financing, at the strategic and technical levels on the basis of complementarity, value-added, institutional strengths and comparative advantages, and mutual benefit, the MoU states.

“I am very pleased to have this framework of collaboration with a new and strong partner in Asia,” Nakao said.

“ADB has been working closely with AIIB throughout its establishment process. We will further strengthen our cooperation in promoting sustainable growth, reducing poverty and combating climate change in the region,” he said.

Jin said: “I am delighted to take a further step forward in our partnership with ADB.

“AIIB looks forward to deepening our already strong relationship and expanding our collaboration as we seek to address the significant infrastructure financing needs in the Asia region.”

Through co-financing, knowledge work and joint policy dialogue with member countries, the two institutions say they will work together in areas including energy, Jin transport, telecommunications, rural and agriculture development, water, urban development and environmental protection.

The ADB, based in Manila, is dedicated to reducing poverty in Asia and the Pacific through inclusive economic growth, environmentally sustainable growth and regional integration.

Last year, ADB assistance totalled $27.2 billion, including co-financing of $10.7 billion.

The AIIB, located in Beijing, |is a multilateral development| bank that focuses on the development of infrastructure and other productive sectors in Asia, including energy and power, transport and telecommunications, rural infrastructure and agriculture development, water supply and sanitation, environmental protection, urban development and logistics.

Bidding set for 1.2m tonnes of rice amid low supply during dry season

RICE BIDDING

THE COMMERCE Ministry will open bidding for 1.2 million tonnes of rice on May 19 to ensure enough to dine on during the drought.

Duangporn Rodphaya, director-general of the Foreign Trade Department, said yesterday that the domestic supply of rice is low during the dry season, so the Rice Management Policy Committee has approved the third sale of broken rice this year.

Among the 1.2 million tonnes to be auctioned off are 870,000 tonnes of broken white rice.

The rest is broken rice of other kinds.

To systemise the plantation of riceberry, the ministry has initiated a project called “Riceberry Valley” so that the government can control production quality and help farmers reduce costs after grouping.

Chutima Bunyapraphasara, permanent secretary of the ministry, said this project should help ensure the good quality of riceberry crops and increase the output of this grain, which is known for its high nutrition value.

“Nowadays, there are about 5,000 rai for riceberry growing. After the project is launched this year, plantation areas for riceberry are expected to double to 10,000 rai next year,” she said.

The project to promote integrated riceberry farming should help cut the cost of production for farmers and increase the supply of this rice grain following higher demand in many markets.

Riceberry is raised in the Northeast and some provinces in the North and in the Central region.

About 17 groups of riceberry farmers have been integrated in 13 provinces to date.

Following the integration of riceberry farming, the government should be able to control the quality of rice growing and ensure that the rice is organic.

Besides rice, the ministry will also encourage the farming of other crops as organic products under the Organic Village project.

This project will be developed under the new organic product promotion strategy from 2017-2021 .

In a bid to promote Thailand as Asean’s organic production centre, the ministry will host the sixth Organic and Natural Expo – the biggest showcase of organic farms and products at the Queen Sirikit National Convention Centre.

Govt pushed for retail measures

RETAIL

Supermarkets mark down products to boost their sales as the retail industry shows signs of growing by less than 3 per cent this year.

Supermarkets mark down products to boost their sales as the retail industry shows signs of growing by less than 3 per cent this year.

THE RETAIL industry now expects to grow by only 2.8 per cent this year instead of around 3 per cent, and continues to urge the government to implement the short- and long-term measures it has proposed to improve the situation.

If no new concrete measures are forthcoming, industry growth this year could slide to 2.6 per cent or even lower, Jariya Chirathivat, president of the Thai Retailers Association, said yesterday.

According to the TRA, the industry has continued to dip, and achieved only 2.6-per-cent growth in the first quarter of this year.

It is the first time in two decades that the retail industry in Thailand has suffered so severely, slipping into negative territory. The index of retail sales in Thailand has been falling since 2012.

From 2002-12, average growth was 8 per cent annually. From 2012-14, sales contracted 3 per cent a year, and continued to shrink last year.

This is because the government focuses more on infrastructure and exports than on economic and consumption stimulus, the TRA maintains.

TRA members have continued to invest in their businesses. Their injections are estimated at Bt130.2 billion from 2015-17, or Bt43.4 billion annually.

This direct investment results in direct employment of 210,000 workers annually and 150,000 workers in indirect employment.

The TRA is concerned that the retail industry might not be able to maintain this level of investment in long-term if consumer spending continues to weaken.

The reason retail consumption is sluggish is that mid-to-low-income consumers who rely on agricultural income still have low purchasing power and they need stimulus from the government through Village Funds. This slams the sale of non-durable goods, which has seen virtually no growth.

Mid-to-high-end consumers are still able to spend, and tourist numbers have increased by 12 per cent yearly over the past five years. However, this does not translate into sales of semi-durable goods.

Thais are doing their shopping on overseas trips. Last year, they spent more than Bt170 billion outside the country, of which Bt50.84 billion was for brand-name products.

Although the arrivals of foreign travellers are increasing at double-digit rates every year, reaching |29.5 million in 2015, their consumption in Thailand is not as great as expected. This is because Thailand does not focus much on a shopping-tourism policy, and luxury products here are 20-30 per cent more expensive than in other countries.

Travellers take their shopping lists to duty-free stores because of the lower prices.

The TRA has recently proposed several measures to the government to help buoy the industry. Among them are government pushes for duty-free cities, to make Thailand a real shopping destination.

The association has proposed 10 tourism destination provinces to host duty-free cities, includingPattaya, Phuket, Samui and Chiang Mai.

It has also recommended that the government actively push for Thailand to become a genuine shopping-tourism destination to drive the economy forward at a time when local purchasing power has not fully recovered.

Consumer confidence dives to seven-month low

CONCERN over the drought drove consumer confidence down to a seven-month low in April, with confidence in travel, doing business and purchasing cars all weakening, according to the University of the Thai Chamber of Commerce.

The Thai Consumer Confidence Index has been sliding for four straight months, dropping from 73.5 points in March to 72.7 last month. A level below 100 reflects weak consumer sentiment.

“Lower consumer confidence to spend money and invest could cut growth in gross domestic product in the first half to only 2.8 per cent and result in full-year growth of 3-3.5 per cent,” Thanavath Phonvichai, director of the university’s Economic and Business Forecasting Centre, said yesterday.

With no positive factors, consumer confidence is expected to drop in the months to July, to the end of the dry season. Spending sentiment will also drop along with weak confidence as people are concerned about their incomes and employment, he added.

The drought is expected to cause losses of about Bt120 billion to the economy.

To stimulate consumer confidence, the government should urgently spend on relieving the drought problem and remedy impacted farmers, as well as accelerate budget disbursement to local communities, the centre says.

Low confidence is fairly bad news for the retail industry, while consumers believe it is the worst time in six months to buy a new house and the worst in almost seven years to buy a new car.

People also do not want to invest in or start up a business or even go anywhere, as confidence in those activities is also at its lowest level in six months.

Other factors hitting confidence last month were anxiety over global economic growth, China’s slowdown, higher domestic fuel prices, low crop prices, a lower SET Index, and the high cost of living.

Based on 2,247 responses to its survey last month, the university found other indices reflecting consumer confidence also continuing to drop, including future incomes, from 89.5 points in March to 88.5 in April, and future employment opportunities, from 68.8 to 68.

However, confidence in political stability improved from 90.4 to 91.9.

Inflation in April ends 16-month slide

APRIL’S inflation edged up for the first time in 16 months on rising oil and food prices amid the drought, according to the Commerce Ministry.

“After the positive sign of the recovery in inflation, the ministry will review the inflation target next month,” Somkiat Triratpan, director of the Policies and Trade Strategies Bureau, said yesterday.

The ministry is more confident that the Consumer Price Index will continue growing by 0-1 per cent this year.

That assumes that Dubai crude oil will average US$30-$40 per barrel, the baht will range between 36 and 38 to the US dollar and gross domestic product will expand by 2.8-3.8 per cent.

The CPI last month rose by 0.07 per cent year on year and by 0.55 per cent month on month.

The index for the first four months of this year was still below the same period last year by 0.35 per cent.

The CPI last month was up for the first time since December 2014.

The drought has reduced the |supply of fruits and vegetables and the production of meat.

The global oil price also increased from an average of $35.31 pexr barrel in March to $38.31 in April.

Somkiat said that with the uptrend in prices, the deflationary risk had abated.

Inflation is expected to increase slightly in the following months.

However, if the dry season has been passed and the supply of food has increased, it would lower pressure on inflation, he said.

Last month, food and beverage prices climbed 1.57 per cent on lower supply and high demand for some foods during the Songkran Festival, while non-food-and-beverage prices decreased by 0.76 per cent, in spite of the rising costs of medical services and medicine.Core inflation, which excludes volatile food and fuel prices, firmed slightly by 0.78 per cent year on year and by 0.14 per cent month on month.

Core inflation in the first four months increased 0.7 per cent, which is in line with the Bank of Thailand’s target range of 0.5-3 per cent.

QUICK NEWS

The Business Development Department will deepen its investigation into five companies in Phuket involved in the tourism business that are suspected of breaching the Foreign Business Act by having a nominee ownership structure.

Pongpun Gearaviriyapun, director-general of the department, said yesterday after receiving a complaint to the prime minister about “zero-dollar” tours, or cheap, prepaid tour groups, that the department was cooperating with other agencies to look into the case. Although the task force has so far not found such improper behaviour, the department will continue scrutinising carefully each company’s structure for a nominee, which would allow a foreigner to own more than 50 per cent of the company instead of Thais.

During the investigation, the department found 30 cases of companies breaking tourism-related laws, such as by not having a tour guide’s ID, not posting product prices, employing foreigners with no work permit and trading in fake medicines.

The companies that operate “zero-dollar” packaged tours pressure their customers into buying expensive products and services so they can make a profit.

Pongpun warned Thais not to help foreigners do business illegally or act as a nominee for foreigners.

Infringing the FBA by supporting a nominee would subject wrongdoers to three years in jail and/or a fine of Bt100,000 to Bt1 million.

“We welcome and congratulate Mack Brooks Exhibitions Asia for bringing CCE South East Asia-Thailand 2016 to Bangkok,” said Montri Mahaplerkpong, president of the association.

ADB annual meet examines sustainable development, climate change

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/ADB-annual-meet-examines-sustainable-development-c-30285124.html

GERMANY is playing host to the annual meeting of the Asian Development Bank as the ADB faces the key issues of sustainable development and climate change.

Senior government officials, business leaders, journalists, academics and representatives from civil society and development organisations are taking part in the conference at the Messe Frankfurt for the ADB’s 49th annual meeting of its board of governors.

More than 3,000 delegates were expected to attend the meeting, which started yesterday and ends on Thursday.

Under the theme “Cooperating for Sustainability”, this year’s meeting – being held in Frankfurt, the largest financial centre in continental Europe – will highlight the critical importance of sustainable, inclusive development and the need for closer Asian and European linkages to support it.

Germany is the largest European shareholder in the ADB with a stake of 4.3 per cent. It is taking an important step towards supporting the United Nations’ Sustainable Development Goals and redressing climate change.

By 2030, UN member countries around the world are expected to fulfil their obligations towards making this planet a more liveable place.

Hans-Joachim Fuchtel, ADB governor for Germany, said his country’s government would use the annual meeting to provide input for the bank to pursue sustainable policies and advocate for socially and environmentally sustainable development in Asia. The focuses of the meeting will be energy, energy efficiency and climate change; sustainable supply and production chains; vocational education; and sustainable urban development.

The German government wants to mobilise the private sector and the financial industry for the implementation of the global sustainability and climate goals in Asia.

The governors’ seminar on “Structural Reforms: Pathways to Sustained Growth” will examine the factors behind the global economic slowdown and the reforms needed to address constraints and put the world back on a path towards sustained and inclusive growth.

A seminar of ADB and the International Monetary Fund will look at rising financial links between Asia and Europe and how benefits can be expanded and risks mitigated to ensure any future financial shocks can be effectively absorbed.

Delegates will discuss other topics crucial to the issues of sustainability and inclusiveness, such as what is needed to achieve “green” cities, the finance and technology required to mitigate and adapt to the impacts of climate change, and actions necessary to produce high-quality jobs in developing Asia that can help address the region’s growing levels of inequality.

The meeting will also highlight the essential role the private sector increasingly plays in supporting low-income groups, with an awards ceremony to be held for ADB client companies that have developed innovative products and services that have benefited the poor.

Germany will showcase its own innovative approaches to sustainable living in a “City of Sustainability” exhibition with examples of creative cooperation used to resolve urban problems and make cities more green and liveable.

The ADB, based in Manila, is dedicated to reducing poverty in the Asia-Pacific region through inclusive and environmentally sustainable economic growth and regional integration.

Established in 1966, the ADB in December will mark 50 years of development partnership in the region. It is owned by 67 members – 48 from the region.

Last year, ADB assistance totalled US$27.2 billion (Bt948 billion), including co-financing of $10.7 billion.

China will consider and serve the long-term interests of all countries involved in the Belt and Road Initiative, President Xi Jinping vowed on Friday.

At a historical study meeting of the ancient land and sea Silk Roads, the president told Communist Party of China Central Committee members, “The Belt and Road Initiative, though initiated by China, is not only about China.

“I hope people in all countries along the Belt and Road will feel the benefit brought by the initiative.”

Xi proposed the initiative in 2013, envisioning a trade and infrastructure network that would connect Asia with Europe and Africa along the ancient land and sea routes.

“While taking care of our own interests, we will give more consideration and care to the interests of other countries,” he said.

Analysts say the initiative covers at least 4.4 billion people in more than 60 countries, or 63 per cent of the global population. – China Daily

Korean firms shifting

overseas focus to VN

South Korea’s consumer goods firms are shifting their overseas focus to Vietnam as their business in China reaches its limits, increasing investment and aggressively opening new branches, according to industry watchers on Monday.

With a population of over 90 million and 60 per cent in their 30s or younger, Vietnam stands out as a market promising robust growth. A recent report by the Korea Trade-Investment Promotion Agency said the government is pursuing expansion of consumer goods exports to Vietnam to make up for the country’s slowing trade, describing Vietnam as a good opportunity for local firms.

CJ Group, whose affiliates range from entertainment to food and beverages, made an early start, opening an office in Vietnam in 1998. The group’s chairman, Lee Jay-hyun, declared in 2012 that the conglomerate will build a “third CJ” in Vietnam following South Korea and China. It is currently engaged in seven different sectors and maintaining its |top position in three of them – bakery, home shopping and movie theaters. |- The Korea Herald-

Satellite oversight may be spun off from NBTC under new law

NBTC

THE National Legislative Assembly’s science and mass communications committee is expected to propose to the government the separation of satellite affairs from telecom affairs in the draft of a new National Broadcasting and Telecommunica-tions Commission (NBTC) law, to formulate the country’s first satellite law.

Committee chairman Air Chief Marshal Chalee Junrueng has said his panel is likely to separate the oversight of satellite affairs from the draft law, as satellites are concerned with national security as well as communications.

The Cabinet two weeks ago approved the draft of the new NBTC law and the NLA told its science committee to study it for 45 days. If the committee revises the draft, it will submit the amended version for the Cabinet’s consideration.

If the government disagrees with the changes, it can send the original version back to the NLA for vetting.

NBTC chairman Thares Punsri said he supported the creation of a satellite-management law.

In its current form, the draft states that satellites are under the purview of telecom affairs.

Two months ago the science committee proposed to Prime Minister Prayut Chan-o-cha that satellites be separated from telecom affairs, that the government charge a fee to the satellite operator for reserving an orbital slot, and that the roles of the Information and Communications Technology Ministry and the NBTC on directing satellite policies be revised.

Thaicom is the country’s sole commercial satellite operator. Its Thaicom 4, 5, and 6 satellites operate under ICT Ministry concessions, while Thaicom 7 and the planned Thaicom 8 and 9 satellites operate under a single NBTC licence.

The ICT Ministry has asked the Council of State, the government’s legal adviser, to determine whether the Thaicom 8 will be liable for a fee for the government’s reservation of an orbital slot for it.

According to the draft of the new NBTC law, the commission will comprise seven members, a reduction from the present 11. Each of the seven members will come from a specific background: radio broadcasting, TV broadcasting, telecommunications, engineering, law, economics, and consumer protection.

The ICT Ministry’s permanent secretary will appoint a seven-member committee to select the NBTC members. The selection committee will be made up of the chairmen of the Constitution Court, Supreme Court, Supreme Administration Court, Office of the National Anti-Corruption Commission chairman, Office of the Auditor-General’s Office and Ombudsman Office, and the governor of the Bank of Thailand.

After receiving the list of candidates, the selection committee will weed out the number of applicants to 14 within 30 days. Then it will submit the list of 14 candidates for the Senate’s consideration within 30 days.

If the selection committee fails to select a full quorum of 14 candidates in time, the ICT Ministry’s permanent secretary will propose the list of suitable remaining candidates to the Senate.

The Senate will vote to select seven commission members and finish the selection process within 30 days. Once finished, the Senate spokesman will call a meeting of the NBTC members to have them nominate a chairman. Then their names will be submitted to the prime minister within 20 days after the Senate’s complete selection of the seven members. Then the PM will submit the name list for royal endorsement.

If the Senate can only select five commissioners, the minimum, after the deadline, the Senate spokesman will submit the name list to the PM first and he will tell the selection committee to nominate the rest of the members within 30 days after being informed by the Senate about the incomplete selection.

The ICT Ministry will have to start the selection process of NBTC members at least 150 days ahead of the expiry of the existing members’ terms, which is due in October 2017.

The new NBTC can continue to function as long as it has at least |four members. It will determine |the process of reclaiming spectra from state agencies but it has to |seek ways to compensate them.

If the NBTC function does align well with the national digital economy policy, the upcoming Digital Economy Committee can set up a panel to examine the case.

In general, the commercial telecom spectra will be reallocated by means of auction only. However, they can be reallocated by other means if an unlimited number of spectra are available or the licence applicants can jointly use the spectra among themselves.

The upfront fees from the auctions will be passed on to the digital economy fund first and the rest to the state budget.

A committee tasked to evaluate NBTC performance will be set up, comprising representatives from the Finance Ministry, ICT Ministry, Budget Bureau Office, National Anti-Corruption Commission, and Office of the Auditor-General. It will be chaired by the Finance Ministry representative. It will evaluate the NBTC’s performance at least once a year.
