ECONOMIC

The Fiscal Policy Office has forecast the economy will grow 3.7 per cent this year

Krisda Chinavicharana, FPO director-general and finance spokesman, highlighted the Bt35-billion budget for the national village and urban community development fund as one of the stimulus measures.

A higher investment budget this year is also tipped to fuel growth.

Headline inflation is estimated at 0.3 per cent for 2016 on the expectation of rising demand pressure.

“In estimating Thai economic indicators, we have to take into consideration risk factors and monitor them closely,” Krisda said. “These risks include fluctuations of global oil prices and [the] weak recovery of the global economy.”

It is expected the Thai economy expanded 2.8 per cent last year, driven by rising public spending on the back of consistent stimulus measures, relief measures for farmers and increased number of tourists. The economy grew 0.9 per cent in 2014.

In December and the fourth quarter of 2015, there was a recovery in domestic spending for both consumption and private investment due partly to consistent government stimulus measures since and government spending.

At constant prices, value-added tax collection rose 6.8 per cent and 2 per cent year-on-year in December and the fourth quarter, indicating improved consumption.

For private investment, property tax soared 32.7 per cent and 18.8 per cent year-on-year in December and the fourth quarter.

However, exports continued to contract, reflecting economic slowdowns for the country’s trading partners. December’s exports, in terms of US dollars, shrank 8.7 per cent year-on-year. In the fourth quarter, exports contracted 8.1 per cent.

Headline inflation was -0.9 per cent in December and the fourth quarter following sharp drops in oil and commodity prices.

At the end of December, Thailand’s foreign reserves stayed at US$156.5 billion (Bt5.6 trillion), 2.9 times its short-term external debts.

Thailand needs to embraceb ‘trading nation’ strategy, seminar hears

TRADING NATION

Thailand should steer a new course to grow its economy through adopting a “trading nation” strategy, academic, government and business representatives agreed yesterday.

Thailand Development Research Institute (TDRI) president Somkiat Tangkitvanich yesterday suggested a shift in the private sector’s mindset and the government’s promotional methods, in a bid to transform the Kingdom from a manufacturing-oriented economy to a “trading nation”.

“A trading nation must not aim for the mass markets but for the niche markets that offer high value … A trading nation focuses on exporting services in parallel with physical goods and selling intangibles such as their ‘stories’ or branding,” he said.

With its manufacturing sector contributing 28 per cent of gross domestic product, Thailand is among the top three “factories of the world”, along with China and South Korea, he said.

Thailand should leverage its strengths in manufacturing to also excel in trading and commerce, as it has faced three consecutive years of negative export growth and a falling share of global foreign direct investment, Somkiat said at a TDRI seminar on the topic of “Driving the Thai Economy Through the ‘Trading Nation’ Strategy”.

Nopporn Thepsittha, chairman of the Thai National Shippers’ Council (TNSC), told the conference that his organisation agreed with the “trading nation” strategy as it saw no other way for the country to tackle the problem of falling exports and to move out of the “middle-income trap”.

Thai companies have to shift from being original equipment manufacturers (OEMs) that produce by other firms’ orders, to become more demand-driven and stay closer to their customers, he said.

The education sector must also support the trading-nation policy by being capable of producing “smart traders”.

Nopporn also urged the current military-led regime to reform the bureaucratic system while there was a chance to do so.

“I would like to see a reform of the government’s mechanisms to drive the country forward. There will be no other chance if we pass this tenure” of the current government, he said.

The TNSC chief suggested the government combine the Commerce and Industry ministries and split tourism from the Ministry of Tourism and Sports, among other recommendations.

“The structures are very confusing. The Ministry of Foreign Affairs is taking care of border trade, while the Ministry of Commerce is in charge of international trade. There are many processes that interlock with others. There are also so many committees. The country won’t survive with the current driving mechanisms,” he said.

Jirawat Tangkijngamwong, director of the Board of Trade of Thailand, said building brands was not feasible for every manufacturer so many could instead move towards becoming “smart OEMs” through investing in technologies and distribution channels.

He said Thailand could follow the path of Taiwan, Japan or South Korea to build product clusters led by big-brand corporations, each supported by local OEM suppliers.

“I see the way for us to create ‘bands’ rather than to have everyone be a lead vocal artist,” Jirawat said.

Pimchanok Vonkhorporn, deputy director-general of the Office of Trade Policy and Strategy, said the Commerce Ministry focused on helping the agricultural sector become more demand-driven.

“A key is to make Thai products part of the global value chains and decide how to climb up the value ladders, or to pull some products out” of competition.

“We must also not forget the local communities, which must also be strong.”

TOT panels to plan operation of True, TT&T fixed line services

TOT WILL set up two committees to handle the expiry of the fixed-line telephone concessions of True Corp and TT&T.

The True concession will end in 2018 and TT&T’s in 2019. TOT has to draw up plans for operation of their fixed-line services after the concessions expire and propose the plans for the Information and Communications Technology Ministry’s consideration.

Acting TOT president Montchai Noosong said there were three options: TOT could continue the services on its own, it could run the services jointly with True and/or TT&T, or it could seek new companies to provide the service jointly.

In the case of TT&T, it looks like TOT will run the company’s service itself, he said. The rehabilitation period of TT&T ended last year but its rehab planner PCL has sought a Bankruptcy Court order to extend the period by another year. TT&T owes Bt38 billion to TOT.

The court ordered TT&T to enter the rehabilitation process in November 2008 and approved the rehab plan in December 2010.

TOT granted a 25-year concession to TT&T to operate 1.5 million fixed-line telephone numbers.

True currently has 2 million fixed-line customers, while TT&T has 490,000. TOT has 3 million subscribers.

TRANSPORTATION NETWORK

THE FINANCE Ministry plans to push for the Bt152-billion Bangkok-Rayong high-speed-rail project for consideration under the PPP fast-track scheme as the sixth of 20 planned mega-projects.

Finance Minister Apisak Tantivorawong said after a meeting of the Public Private Partnerships (PPP) Policy Committee that the panel wanted the project to enter the PPP fast-track process.

Trains would run on the 193.5-kilometre railway at speeds of up to 250km/h. However, the Transport Ministry will have to review whether the project needs participation from the private sector, the types of investment and the route’s operation, Apisak said.

“This meeting did not yet finalise the Bangkok-Rayong high-speed-railway construction project, so the committee has asked the Transport Ministry to review its plan for this project and submit it at the next meeting,” he said.

The five projects to be moved up are expected to cost about Bt334 billion.

Three are rail projects – the Pink Line’s Khae Rai-Minburi section, the Yellow Line’s Lat Phrao-Samrong section and the Blue Line’s two extensions from Hua Lamphong to Bang Khae and Bang Sue to Tha Phra.

Others

The other two projects are the Bang Yai-Kanchanaburi and Bang Pa-in-Nakhon Ratchasima motorways.

Some of these projects are at the stage of preparing documents before submitting them to the Cabinet for further consideration.

The Blue Line extensions are expected to be resubmitted to the PPP Policy Committee in April and proposed to the Cabinet in May.

Apisak, also chairman of the PPP Policy Committee, said the PPP Fast Track scheme would help shorten the consideration of any project |to only eight months from 24 months.

The State Railway of Thailand also reported its plan for the development of railway double-tracking to be divided into two phases. It would spend Bt129 billion on the first phase and Bt200 billion on the second.

The meeting also acknowledged the progress of amending the PPP Act to allow private participation in the government’s projects more easily so that they can be moved on faster than before.

According to the amended PPP Act, projects with investment of less than Bt1 billion do not have to |pass through the PPP Policy Committee.

Those with investment between Bt1 billion and Bt5 billion are also exempt from the committee’s consideration if they are not infrastructure projects.

Rice exporters brace for fluctuations amid oil volatility, climate change

ศาสตร์เกษตรดินปุ๋ย : ขอบคุณแหล่งข้อมูล : หนังสือพิมพ์ The Nation

http://www.nationmultimedia.com/business/Rice-exporters-brace-for-fluctuations-amid-oil-vol-30277910.html

WITH UNPREDICTABLE oil prices and climate change, Thai rice exporters foresee fluctuations in their business this year, expecting export volume to decrease slightly to 9 million tonnes worth US$4.3 billion (Bt154 billion).

The Thai Rice Exporters Association (TREA) yesterday reported that Thailand had lost its crown as the world’s largest rice exporter, with India claiming top spot last year. By volume, the Kingdom’s rice shipments dropped by 10.8 per cent to 9.79 million tonnes, lower than India’s 10.23 million tonnes. Thailand’s rice export value also decreased by 15.2 per cent to $4.61 billion in 2015.

Despite expected lower export volume, Thailand could again be the world’s largest rice exporter this year, as India expects to export only 8.5 million tonnes, and Vietnam will remain third with 7.3 million tonnes.

TREA president Charoen Laothammatas said rice trading would fluctuate this year since many importing countries would be affected by falling oil prices, while rice production in many countries would be unpredictable because of drought.

“Thailand’s rice shipment this year will not increase. Although world rice production and stockpiles will decrease from the drought impact and more trading, the falling oil price will hit the purchasing power of many rice-importing countries, mainly in Africa and the Middle East,” he said.

Charoen said the price of rice would also be unpredictable, but should not go lower than it is now, as the end of the harvest season is approaching next month.

From the current level, the price could gradually increase by 10 per cent on a lower supply of rice in the world market, including Thailand, as expected production from the second crop will be down by 40-50 per cent or 2 million tonnes because of drought, the association predicts.

However, the price will not be able to increase a lot as the baht is expected to weaken further, and the world market has acknowledged that Thailand has large stockpiles of rice remaining.

The average domestic price of paddy white rice is expected to be about Bt8,000 per tonne, while the price of paddy jasmine rice is expected at Bt10,000-12,000 a tonne.

The average export price of white rice is now $365 a tonne, while the price of jasmine rice is $700-$720 a tonne.

Stockplies

Thailand’s high stockpiles of rice, about 13.5 million tonnes, will continue to pressure the price of rice in the world market, and the price of Thai rice will not increase much this year, Charoen said.

Moreover, as Vietnam is expected to be hit only slightly by drought, rice trading in the world market will still face tough competition.

To reduce pressure on the price of Thai rice, the TREA suggested that the government gradually sell rice from its stocks soon in small lots so that Thailand could clear out its stockpile within two years.

Charoen said Thailand could negotiate with many countries for government-to-government (G2G) deals to sell rice from the stockpiles. About 4 million to 5 million tonnes of rice are expected to be released from the government’s warehouses this year.

Chookiat Ophaswongse, honorary president of the TREA, said there was still high demand for rice in many countries in Asia, mainly China, for about 4.5 million tonnes, and about 2 million tonnes each for the Philippines and Indonesia. Rice is also in demand in countries in the Middle East.

The government’s trade mission to Iran late this month should also open an opportunity for Thailand to sell about 300,000 tonnes of rice to that country under a G2G contract this year, he added.

However, some countries in Africa, mainly Nigeria, could lower imports of rice this year as the falling global oil price affects their purchasing power.

Normally, Nigeria is expected to import about 2 million to 3 million tonnes of rice a year. However, with its economy relying mainly on oil trading, the falling oil price could decrease its ability to import rice this year.

According to the US Department of Agriculture’s estimates, world rice trading is expected to increase slightly, by 0.3 per cent this year, from 41.95 million tonnes in 2015 to 42.1 million tonnes.

World rice production will decrease by 1.9 per cent from 478.19 million tonnes to 469.32 million tonnes, while demand will improve by only 0.5 per cent from 482 million tonnes to 484.64 million tonnes.

Because of drought, total rice stocks will decrease by 14.8 per cent from 103.74 million at the end of last year to 88.42 million tonnes at the end of this year, the first time in eight years that the world’s rice stockpiles have dropped lower than 100 million tonnes.

China will still be the world’s largest importer, buying about 4.7 million tonnes of rice this year from overseas, up by 4.4 per cent from 4.5 million tonnes last year.

Million foreign tourists expected during Chinese New Year

http://www.nationmultimedia.com/business/Million-foreign-tourists-expected-during-Chinese-N-30277908.html

AROUND A million tourists are expected to travel to Thailand during Chinese New Year, generating revenue of Bt29 billion.

Srisuda Wanapinyosak, the Tourism Authority of Thailand’s deputy governor for international marketing in Asia and the South Pacific, yesterday said an estimated 1.01 million foreigners would visit the Kingdom during the nine-day celebration, from February 6-14.

The projection is equivalent to a 19-per-cent increase in arrival numbers over last year’s Chinese New Year.

The forecast revenue contribution of Bt29 billion represents a 32-per-cent rise from the same period last year.

Srisuda said Chinese from mainland China, Hong Kong, Taiwan, Singapore and Malaysia would together make up nearly half of the visitors at 476,000 – some 20 per cent higher than last year.

About 300,000 of them are expected to be from mainland China.

Chinese tourists in total are expected to generate income of Bt15 billion during the celebration period, she said. A total of 330 charter flights from mainland China, Hong Kong, Taiwan, Singapore, Malaysia, South Korea, Japan and Vietnam will carry tourists to Thailand over Chinese New Year.

Of these flights, 174 will be direct to Bangkok, 75 to Phuket, 44 to Chiang Mai and 37 to Krabi.

“Despite China’s [economic] instability, the TAT remains optimistic that the country will contribute the largest arrival source with more than 6 million tourists expected this full year,” Srisuda said.

According to the TAT Intelligence Centre, the key factors that are helping attract more Chinese and other tourists to the Kingdom are the availability of multiple-visit visas and visas on arrival, more scheduled and charter flights, and the marketing efforts by travel agencies overseas.

The centre points to the fact that eight of the 10 most popular foreign destinations for Chinese are in Asia, with the top three favourites being Thailand, Japan and South Korea.

Tourism and Sports Minister Kobkarn Wattanavrangkul said that around 2 million foreigners had arrived at this country’s five major airports between January 1 and 26, with spending rising by 16 per cent from the same period last year. Arrivals at Don Mueang International Airport saw the highest growth, at 51 per cent, followed by Chiang Mai (31 per cent), Phuket (21 per cent), Hat Yai (12 per cent) and Suvarnabhumi (6 per cent).

Kobkarn added that the ministry would this year promote cross-border tourism with Cambodia and Myanmar, and would push marine and cruise tourism by linking Thailand with the Philippines in its marketing efforts.

Asean members urged to speed up tariff reductions

ASEAN

To deepen Asean collaboration, each of the 10 member states has accelerated reduction of its import tariffs for many sensitive products and continues to work on drafting an Asean master plan for 2016-25.

Sirinart Jaimun, director-general of the Trade Negotiations Department, said yesterday that during a meeting of the Coordinating Committee on Asean Trade in Goods Agreement in Phuket, 150 officials from the 10 countries have agreed to urge each country to lower duties on its remaining sensitive products for other Asean countries so that trade in the region could continue growing after the full integration of Asean.

This next step would apply to both the inaugural six countries and the new members.

For instance, Vietnam has been encouraged to slash its duty on petroleum products to 20 per cent by January 1, 2017 and to 0-5 per cent by January 1, 2021.

Indonesia and Malaysia should cut their high import taxes on alcohol beverages, and Cambodia, Laos, Myanmar and Vietnam should reduce tariffs for most goods by 2018.

Asean has also discussed the proposal to encourage all members to extend special privileges automatically to other members if any member has provided those privileges to non-Asean countries.

This was because each Asean country has negotiated many free-trade agreements with other countries.

Asean officials also continue to look for a consensus for finalising the AEC 2025 Strategic Action Plan so that Asean will be deeply integrated after the completion of the 2015 Asean Economic Community.

Beyond Asean, the recent Informal World Trade Organisation Ministerial Gathering in Davos showed that WTO members supported the completion of the marathon Doha round of talks on trade liberalisation.

Winichai Chaemchaeng, vice minister at the Commerce Ministry, said member states have called on the WTO to scrap farm subsidies and enhance market access for agricultural products, industrial products and trade in services.

The member states also agreed that the WTO needs to discuss new issues including electronic commerce, investment, trade competition policies and trade regulations.

Ministry looks to slight export growth in Jan

EXPORT

Exports this month could reverse direction and post slight growth to about US$18 billion from $17.24 billion last January after slipping last year to their lowest level in six years, by 5.8 per cent to $241.37 billion (Bt7.22 trillion).

“Exports last year contracted more than expected because the much lower oil price in the global market cause lower trade in the world and in Thailand, as oil and by-products from oil account for 11 per cent of total exports for the country,” Somkiat Triratpan, director of the Trade and Strategy Bureau at the Commerce Ministry, said yesterday.

Imports for all of 2015 also contracted to a level unseen in six years, by 11.0 per cent to $202.65 billion. That left Thailand with a trade surplus of $11.72 billion, the ministry said in a report.

Exports in 2009 crashed by 14.3 per cent during the US-led global financial crisis.

The shrinkage in 2015 outward value was worse than the ministry’s forecast for a decline of 5.5 per cent.

For this year the ministry expects exports to strengthen to growth of 5 per cent to $225 billion on the expected recovery in the global economy.

However, the continued softening in global oil prices will slow down world trade and Thailand’s shipments, since the purchasing power of many countries will be weakened.

According to the International Monetary Fund, global oil prices are expected to average $42.50 per barrel, down from $51.60 last year. However, the oil price has fallen to as low as $25 per barrel this month.

Exports in January could show some improvement if oil rebounds slightly.

Last year, exports of agro-industrial goods declined by 7.4 per cent and other industrial goods by 4 per cent.

Rice shipments retreated by 10.7 per cent in volume to 9.79 million tonnes and by 15.2 per cent in value to $4.61 billion. Rubber export volume was up 7.2 per cent to 3.65 million tonnes, but value was down 16 per cent to $5.05 billion.

Exports of automobiles and parts rose by 2.4 per cent, but those of electronic goods dipped 1.3 per cent last year.

Exports to most markets decreased last year. The exceptions were Cambodia, Laos, Myanmar and Vietnam (7.7 per cent), Australia (5.3 per cent) on higher demand for imported vehicles after it shut down automobile plants, the United States (0.7 per cent) and Latin America (0.6 per cent).

Apec states nod to ease rules on financial product sales

APEC

Seven members of the Asia-Pacific Economic Cooperation (Apec) forum have agreed to liberalise cross-border sales of investment products by financial-services professionals in the region.

Finance officials and regulators from seven Apec economies, namely Australia, Japan, South Korea, New Zealand, the Philippines, Singapore and Thailand, signed on January 18 in Singapore a memorandum of cooperation on the content of the Asia Region Funds Passport.

The seven Apec members are pioneer participants in the Asia Region Funds Passport, an agreement that aims to make it easier for financial-services professionals in a participating Apec economy to sell investment products, such as mutual funds, to retail customers in other participating Apec economies. The agreement hopes eventually to promote job creation and growth in the region.

Securities regulators from these seven economies are expected to sign a further memorandum early in the year, according to an official statement. The Asia Region Funds Passport is on track for commencement by 2017. Activation for the Asia Region Funds Passports will take place as soon as two or more participating economies sign the memorandum and implement its arrangements, the statement said.

The Apec Policy Support Unit found in its study that once fully launched, the Asia Region Funds Passport could save the region investment to the tune of US$20 billion (Bt717 billion) annually in fund-management costs and could, furthermore, offer higher investment returns with the same or with a lower degree of risk.

The group also said the initiative would encourage a pool of local funds that could create 170,000 jobs in Apec economies within five years.

“The Asia Region Funds Passport aims to cut down on incompatible or overlapping regulation that may hinder the marketing of managed funds between participating Apec economies,” said Trudie Wykes, chairwoman of the informal group leading its development. “The initiative is a win-win idea for financial services professionals and retail investors with potentially significant benefits for employment and economic growth,” she said.

The Asia Region Funds Passport was included in Apec’s services sector programme as one of the themes in the 2015 Apec Economic Leaders’ Week held in Manila in November, attended by 21 member countries.

Commenting recently on the initiative, Muliaman D Hadad, chairman of the Indonesian Financial Services Authority, said the agency had yet to receive any official information from Apec, but would prepare for any aspect under its supervision that could be affected by foreign agreements.

“I don’t know about the details yet, but basically we should first thoroughly review the agreement to see whether it will benefit us,” he said.

Muliaman said the Indonesian financial regulator would actively study all cross-border agreements, including financial-sector liberalisation in the Asean Economic Community set to commence in 2020. “We always emphasise that agreements on financial sectors should be mutually beneficial and uphold the principles of reciprocity between the members,” he said.

Meanwhile, Indonesia Stock Exchange (IDX) president director Tito Sulistio said he was convinced that such liberalisation in cross-border sales of investment products would raise the competitiveness level of sales agents in the domestic capital market.

According to Tito, direct competition with foreign professionals would increase the quality of service and efficiency in local companies.

“Pak Jokowi [President Joko Widodo] has said that Pertamina [the state-run oil and gas company] had bad service quality, which would be improved after it entered into open competition with foreign companies.

“This competition will benefit local investors. I am convinced that local investors in the capital market will be happy with a larger variety of products, including those from overseas,” he said, adding that Indonesia’s capital market was relatively liberal towards foreign investments.

Bt35 bn OK’d for community development

PRACHA RATH

THE CABINET yesterday approved a Bt35-billion budget for the national village and urban community development fund as part of the Pracha Rath policy to boost the grass-roots economy.

The move came after Thailand’s agricultural sector faced problems resulting from the global crop-price slump, natural disasters, and rising production costs.

The fund is also aimed at financing development of community infrastructure and alleviating the shortage of necessary production factors.

Each of the country’s 79,000 villages will be allocated Bt500,000. The budget will be disbursed within six months. The money is to be used to finance construction of barns, drying houses, community mills, community fertiliser plants, water reservoirs and agricultural machinery, and other activities that could improve the local economy.

The Cabinet yesterday also approved the details of the Finance Ministry’s plan to invest in the China-led Asian Infrastructure Investment Bank (AIIB).

Thailand will contribute Bt52.8 billion, of which the initial amount is Bt10.5 billion. Of this amount, payment will be made in five instalments, each of which is around Bt2.1 billion. The first instalment will be paid on the signing date of an agreement to set up the AIIB.

The Cabinet also approved a budget of Bt271 million for the Command Centre for Resolving Civil Aviation Issues to improve qualifications of personnel responsible for aviation safety.

The Cabinet rejected a one-year plan to hire a private company to operate the joint section stretching for 1 kilometre from the end of the MRT Purple Line at Tao Poon Station to the Blue Line’s Bang Sue Station,Transport Minister Arkhom Termpittayapaisith said after the meeting.

He said the Cabinet had instructed the three participating agencies, the Transport Ministry, the Mass Rapid Transit Authority of Thailand, and the committee founded under Article 13 of the PPPAct 1992 to review its proposed plan on how to manage the joint 1km section.

According the result of the negotiations between the authorities and Bangkok Metro, now known as Bangkok Expressway and Metro, which operates the Purple Line and the current Blue Line, the operator will take about 15 months to install the signalling system for the joint section.

A Cabinet resolution in October 2014 said that this operation on Purple Line of Tao Poon-Bang Sue should have same period of the Blue Line until 2029.Arkhom said construction of the Blue Line Bang Sue-Tha Phra and Hua Lamphong-Bang Khae extensions would be complete by the end of 2018 and start operation by early in 2019.

If the one-year operation for the joint section had been approved, it would have required about 15 months to install the signalling system, he added.
