TO MARK the official launch of the fifth-generation of mobile network, South Korean mobile carriers held various celebrations on Saturday, and vowed to aggressively expand their 5G infrastructure across the country in preparation for launch on smartphones in March, according to the telcos on Sunday.

SK Telecom chief executive officer Park Jung-ho made a video call from the mobile operator’s network control centre in Bundang, Gyeonggi province to a staff manager in the company’s Myeong-dong office in central Seoul, using a pilot 5G smartphone made by Samsung Electronics.

“I feel deeply moved by this first video call on a 5G smartphone,” Park said. “It was much clearer than on LTE and the response was quick.”

Calls were subsequently made to Haeundae in Busan, Dunsan-dong in Daejeon and Geumnam-ro in Gwangju, some of the 13 cities and counties that are covered by SKT’s 5G network.

SKT’s first 5G client Myunghwa Ind kick-started the 5G-AI machine vision solution that collects and sends 24 high-definition photos from the production line to a cloud server, where they are judged for defects via artificially intelligent algorithms.

The mobile carrier’s self-driving car had test-runs in Hwaseong K-City and on ordinary roads in Siheung as it was communicating with SKT’s 5G control centre. Despite a fire at its branch in the northern district in Seoul and subsequent network blackout last week, KT also celebrated its commercial 5G launch at the 123-floor Lotte World Tower in Jamsil, southern Seoul.

The tower’s guide robot Lota is the first client of KT’s 5G service that provides 10 gigabytes of data at 49,500 won (Bt1,450) per month. “We chose Lota as our first 5G client in order to highlight that 5G doesn’t just mean a replacement of the mobile network,” a company official said. “The 5G robot Lota will be a platform that innovates our daily lives and industries altogether.”

KT said it has deployed 5G infrastructure in Seoul and six other metropolitan cities across the country. The KT network even covers Jeju, Ulleungdo and Dokdo.

The mobile carrier plans to expand the coverage to 24 major cities, including subway and bullet train KTX stations with large floating populations. LG Uplus also held a video call ceremony in Magok, northwestern Seoul, using a laptop that is connected to a 5G router.

The third player in the Korean telecom market has established around 4,100 5G base stations – the largest number so far among the three telcos – and plans to set up more than 7,000 stations by the end of December, the company said.

LG Uplus is the only carrier that has deployed China’s Huawei 5G equipment. LG’s first 5G client is tractor-maker LS Mtron. The company has collaborated with LG Uplus to develop the country’s first 5G-enabled tractor that can be remotely controlled.

President Rodrigo Duterte admitted Monday he was taking marijuana to keep him awake, citing his hectic schedule.

“It’s a killing activity, and I think that at my age — ako hindi masyado, kasi nagmamarijuana ako eh, para magising. Sa iba, hindi na kaya,” Duterte said in a speech during the conferment of awards to the Asean-National Organizing Council officials in Malacañang.

The President was referring to his hectic schedule during the 33rd Asean Summit in Singapore.

“You know we start at 8:30 in the morning  and we end up almost 10? 11? Nandiyan man ‘yan silang lahat. And it’s every 30 minutes, 8:30 tapos 9:30, 10:30, iba na naman. Baka akala nitong Asean Secretariat boy scout kami. Hindi kaya ‘yan. It’s whole [day], hindi kaya,” he said.

“Susmaryosep, walang tulog. And the more that crescendo becomes faster, mas lalo kang ‘di nakakatulog kasi hinahabol ka na babasahin eh, and so you do not want your President to look ignorant. So I have to catch up with the reading, wala na talagang panahon,” he added.

During the Asean summit in Singapore, the President skipped several meetings on the second day of the regional meeting.

Presidential Spokesperson Salvador Panelo explained that the President took “power naps” to catch up on his sleep.

In his previous speeches, Duterte earlier admitted that he used to take fentanyl for the pain caused by his previous injuries.

Duterte, in several press interviews, has said that he was in favor of medical marijuana. In same speech, Duterte also complained about the food being served during the Asean Summit.

“Pangit pa ng mga ulam, susmaryosep… Nagbabaon ako ng Karne Norte pati tuyo,” he said.

Trump says China to cut car tariffs in trade truce

Breaking News December 03, 2018 17:03

Beijing – China will roll back tariffs on US-made cars, US President Donald Trump said, unveiling another potential breakthrough in a trade war truce that cheered stock markets on Monday.

Trump’s surprise announcement late Sunday came a day after he and Chinese President Xi Jinping agreed to suspend any new tariffs and give negotiators 90 days to strike a deal.

The ceasefire follows months of tensions and tit-for-tat custom duties on hundreds of billions of dollars worth of goods that raised fears of an escalation harmful to the global economy.

Both sides gained from hitting the pause button, with Trump securing a Chinese pledge to import more US goods and Xi staving off the further pressure that higher tariffs would place on his country’s slowing economy.

Trump tweeted that China had agreed to “reduce and remove” tariffs of 40 percent on cars, though Beijing has yet to confirm the move.

China’s foreign ministry declined to confirm Trump’s assertion on Monday, instead saying: “On December 1 President Xi and President Trump reached an important consensus on trade issues.”

“They agreed to hold off on the imposition of new tariffs and came up with a series of constructive arrangements on how to address the existing differences and problems,” spokesman Geng Shuang told reporters.

Trump’s tweet did not explain which tariffs would be reduced or removed, or when China would act.

Beijing had reduced auto import duties from 25 percent to 15 percent in July. But it later added a 25 percent tariff on US made cars as trade tensions soared, bringing them to 40 percent.

Many US automakers build their cars in China for the local market, but for some the tariff hikes have hit sales, including electric car-maker Tesla and US-made models from BMW and Ford.

 – IP theft –

One expert said China would have to address US complaints about China’s forced transfer of intellectual property rights — a major issue at the core of a US “301” trade investigation — for Washington to drop its tariffs.

“Any action which increases market access or better ensures a level playing field will certainly be welcomed and could lead to continued discussions,” Steven Okun, a Singapore-based senior advisor at strategic advisory firm McLarty Associates, told AFP.

“Still, one must presume that as the existing and proposed tariffs are to spur China to address the US’ IPR concerns, only action directly related to that would ultimately impact the 301 tariffs,” he said.

The White House said Saturday the two sides would “immediately” begin talks on “structural changes” affecting forced technology transfer, intellectual property protection and cyber theft.

China reaffirmed that the agreement held “great significance”.

“It prevents the economic and trade frictions from expanding and opens new prospects for cooperation,” Geng said.

 – ‘No magic wand’ –

Asian and European stock markets jumped on Monday, with Hong Kong and Shanghai closing sharply higher and the yuan strengthening after months of trade-war turbulence.

After being spooked by the conflict, investors returned to buying following the long-awaited meeting between the two presidents.

But observers warned there were still major issues that needed to be resolved, including access for US companies and intellectual property protection.

“We anticipate that things are still likely to get worse before they get better, and that the negative sentiment impact created by the trade narrative will create additional market volatility,” said Kerry Craig, global market strategist at JP Morgan Asset Management.

China’s state-run media cautiously welcomed the Buenos Aires agreement.

The nationalist Global Times tabloid called it a “momentous step forward” that brings “huge potential for fair trade”.

“It is hoped that the trade teams from both countries will reach as many practical agreements as possible and as quickly as possible to hasten China-US cooperation,” the daily said.

Under the agreement, Trump is shelving a plan to raise tariffs on $200 billion worth of Chinese imports from 10 percent to 25 percent from the start of next year — but the hike will kick in if negotiators fail to reach a final deal within 90 days.

The United States has imposed 25 percent tariffs on another $50 billion worth of Chinese imports and they remain in effect despite the truce.

China has hit back with similar tariffs on $110 billion worth of goods made in the US.

“No magic wand has been waved to make the differences between the United States and China vanish overnight,” the state-run China Daily warned.

“Given the complexity of interactions between the two economies, the rest of the world will still be holding its collective breath while it waits to see if the series of constructive plans that are in the works can put bilateral relations back on a cooperative rather than confrontational track,” it said.

PETALING JAYA: There are a time and place for politics, and it is not in the schools, claims former prime minister Datuk Seri Najib Razak in responding to Dr Maszlee Malik’s latest plan for education reform to include 1MDB in the history syllabus.

The Education Minister on Monday (Dec 3) announced that the 1Malaysia Development Berhad (1MDB) scandal and kleptocracy will be included as part of the History syllabus.

“I think it will not be long before Maszlee himself will enter the history books,” the former prime minister said in response.

“Do not use our children, do not persecute their future,” Najib added.

Maszlee made the announcement when answering a supplementary question by Datuk Seri Ahmad Maslan (BN-Pontian) in Parliament Monday (Dec 3).

Ahmad had asked if local history is taught in private schools, such as the 60 Chinese independent schools.

Earlier, Dr Maszlee informed lawmakers that the Education Ministry is setting up a committee to review and improve History textbooks and methods of teaching the subject.

He said that secondary students are currently being taught a History curriculum which was introduced in 2017.

But in Oct 2017, it was widely reported that hundreds of pupils and teachers from SK Putrajaya Presint 14 (1) took part in a “class decoration and performance” competition with the theme “Umno and independence #Negaraku”.

Umno flags were draped all over the primary school and pupils also sang the party’s anthem.

Former secretary-general Umno Tengku Adnan, in his speech at the school, had urged teachers to join Umno. After the minister finished his speech, the pupils chanted “Hidup Umno!” (“Long live Umno!”).

Shortly after, National Human Rights Society chairperson Ambiga Sreenivasan said it was unacceptable for Tengku Adnan to take partisan politics to schools, calling it a “sign of desperation by Umno.”

Air Force One collects Bush casket for days-long homage

Houston – America’s national farewell to George H.W. Bush begins Monday with the transfer of his casket aboard the presidential plane from Texas to Washington, where he will lie in state in the rotunda of the US Capitol.

The 41st US president died Friday at age 94, at his home in Houston — “a very gentle and peaceful passing,” his lifelong friend and advisor James Baker said Sunday on ABC’s “This Week.”

Bush — only the second president to see his son follow him to the Oval Office — will be honored with four days of services and tributes in Washington and in Texas, where he will be buried on Thursday.

The high point of the commemorations will come Wednesday with a state funeral at Washington National Cathedral — the first presidential funeral since Gerald Ford died in 2006.

Bush was a decorated World War II fighter pilot, former head of the Central Intelligence Agency, and vice president to Ronald Reagan before winning the White House.

President Donald Trump — who has often clashed with the Bush family — has declared Wednesday a national day of mourning, and said he will attend the funeral.

– Lying in state –

The week’s events begin at 1630 GMT Monday, when Bush’s remains are to be flown aboard the presidential Boeing 747 — made available at Trump’s direction — from Houston to Joint Base Andrews, Maryland.

By tradition, the plane is only known as Air Force One when the sitting president is on board.

Family spokesman Jim McGrath said the flights to carry Bush are being dubbed “Special Air Mission 41.”

“A beautiful day In Texas — ‘ceiling and visibility unlimited,’ Mr. President,” he wrote — using a phrase that Bush held dear from his time in the Navy, and one used by his family and friends to discreetly spread the news of his death.

Bush’s son George — the 43rd president of the United States — and other loved ones are expected to travel on the presidential jet.

Also reportedly expected to make the trip is his service dog Sully — McGrath posted a touching photo of the yellow Labrador near Bush’s casket on Sunday with the phrase “Mission Complete.”

After a speech from Vice President Mike Pence, Bush will lie in state in the US Capitol from Monday evening until Wednesday morning, under the watchful gaze of an around-the-clock honor guard.

Thousands are expected to pay their respects.

The casket will then be transported to the cathedral for Wednesday’s funeral service — the fourth held there for a former president.

Dozens of foreign leaders and US luminaries are expected. Former Canadian prime minister Brian Mulroney told Politico he will deliver one of several eulogies, at Bush’s request.

The casket will then be flown back to Houston, where the former head of state will lie in repose at St Martin’s Episcopal Church — where the Bushes worshipped for decades — until Thursday’s funeral service.

The remains will then be transported by train for interment at the George Bush Presidential Library in College Station, Texas.

Bush will be buried next to his wife Barbara, who died in April, and their daughter Robin, who died of leukemia at age three.

     – Tributes from friends –

Baker, who served Bush as secretary of state, joined others in paying warm tribute on Sunday television talk shows.

Baker called him “far and away the best one-term president we have ever had,” alluding to Bush’s single biggest political failure — his loss in the 1992 election to Bill Clinton.

Baker instead emphasized his friend’s foreign policy successes: navigating the end of the Cold War, negotiating two nuclear arms reduction treaties, and summoning a global coalition to eject Iraqi troops from Kuwait in the first Gulf War.

Colin Powell, who was chairman of the Joint Chiefs of Staff during that war, said he was confident in Bush’s leadership because “he knew what combat was all about. He knew it meant the death of people… He wanted to avoid a war.”

The former president had struggled for years with Parkinson’s disease, which left him wheelchair-bound and often hospitalized — including after Barbara’s death.

Last week, things took a decided turn for the worse, Baker said on ABC.

When an aide told Bush that Baker was visiting Friday, “he perked up. He opened his eyes. He looked at me, he says, ‘Hey, Bake. Where we going?'”

“We’re going to heaven,” Baker said. Bush replied: “Good, that’s where I want to go.” Baker said Bush’s last words, in a phone conversation with son George, were: “I love you, too.”

Koreans find another trick up Thai cooks’ sleeves – khao kluk kapi

Breaking News December 03, 2018 01:00

Seoul

Thailand last week gave South Koreans a chance to sample khao kluk kapi – rice with shrimp paste – at the Asean Culinary Festival, held in Seoul and hosted by the Asean-Korea Centre.

A favourite among Thais because of its robust taste, the dish is typically served with an array of accompaniments such as sliced cucumber, sliced shalฌlot, purple onion, fried shrimp, sour mango, chillies, thinly-sliced omelette, sweetened roasted pork and Chinese sausage.

Foreigners tend to know only a few Thai dishes, such as tom yam kung and pad thai, so the chance to try khao kluk kapi at the Thai food kiosk in Seoul caused something of a sensation.

“Every time we’ve held Thai food events, we’ve only included commonly known dishes. So this time, we decided to introduce a new dish that we are certain will become another favourite among foreigners,” a Tourism Authority of Thailand official at the Thai kiosk said.

Khao kluk kapi is virtually impossible to find at a Thai restaurant overseas, she added.

The Thai kiosk also introduced bua loy nam kati – tapioca in coconut cream – which also earned instant admirers.

Khao kluk kapi was introduced in a demonstration video screened during the festival’s opening ceremony and viewers were seen scanning the event’s programme pamphlet for more information.

The Thai kiosk was among the most popular at the food fair, with visitors seekฌing advice on preparing the dish and its accompaniments.

“This is real Thai food because it’s spicy and tasty,” one foreign fan said. “I can choose the level of spiciness, though. If I don’t want it too spicy, I mix the chillฌies in the side dish with a little rice, and if I want to make it sour, I mix in the sliced mango.”

In welcoming remarks, AseanKorea Centre secretarygeneral Lee Hyuk said Southeast Asia was already globally famous as a gastronomic paradise and Koreans were no strangers to cuisine.

“Why do we travel? I think we travel to see and eat.

AKC’s Secretary General Lee Hyuk, delivering the opening remarks at the 2018 ASEAN Culinary Festival Opening Ceremony.

“Korean travellers are known to be very keen about trying the diverse cuiฌsine of different countries, and about 7 million Koreans travel around Southeast Asia not only for beautiful sights, but also for the food, be it exquiฌsite restaurant food or ordinary street food,” Lee said.

This year’s Asean Culinary Festival was themed “Gourmet Trips to Asean” and showcased a slew of ricebased dishes and desserts.

Brunei presented nasi katok (rice with side dishes and chilli sauce) and bubur pulut hitam (black glutinous rice porridge). Cambodia offered sack kor ang jangkak (rice with grilled skewered beef) and borbor thnot (palmseed dessert).

Indonesia had bubur ayam (chicken rice congee) and kue lumpur (custard cake), while Laos offered pher (beef noodle soup) and khao sang kah gna (black and white sticky rice). Malaysia, meanwhile, served up nasi tomato with ayam masak merah (tomato rice with Malaystyle red chicken) and kuih seri muka (layered glutinous rice cake).

From Myanmar came nan gyi thoke (rice noodle salad) and shwe kyi (rice pudding), from the Philippines bringhe (sticky rice with meat and seafood) and ginataang halohalo (coconut milk with tapioca), from Singapore laksa and pandan cake, and from Vietnam pho ga (chicken noodle soup) and nem/cha gio (fried spring rolls).

Another highlight of the festival was when celebrity chefs Lee Wonil of South Korea and Haji Ismail Ahmad of Malaysia had the audience in fits of laughter as they took the stage for a cooking show.

Lee, 38, stars in the hit TV variety show “Please Take Care of My Refrigerator” and owns the Dear Bread bakery, while Haji, 56, owns Malay restaurant Rebung and also hosts cooking shows on television. Haji was once branded Malaysia’s ambassador.

Though the two had met on stage for the first time, they performed like a seasoned duo, prompting suggestions that they should do a cooking show on TV. Lee often called Haji “father”, due to the age difference, while Haji played along referring to Lee as his Korean son.

Apart from displaying Asean cuisine, the festival also featured booths offering beverages from the region. There were also public events offering information on gastronomy tourism, traditional performances and giveaways.

The Asean Culinary Festival, which has been held for three consecutive years, attracted 3,500 and 4,100 visitors in 2016 and 2017 respectively, giving the Korean public an opportunity to enjoy authentic dishes.

Government tells fuel producers to lower retail price

Following the slump in the global crude oil price to US$60 per barrel, the government has urged fuel producers to adjust their fuel prices as soon as possible.

Energy and Mineral Resources Ministry Oil and Gas director-general Djoko Siswanto told the press recently that six oil producers and distributors had expressed their readiness to lower the retail prices of their products sold at fuel stations.

“I have called Pertamina, AKR, Shell, Total, Vivo and Garuda Mas. All of them are committed to lowering fuel prices, sometime next week or no later than January,” he said.

State-owned oil and gas holding company Pertamina said that it could not immediately lower the retail prices of its non-subsidised products because the company had to empty its tanks of fuel purchased when the crude oil price was still high.

“Therefore, the Energy and Mineral Resources Ministry has given us until January next year,” said Pertamina spokesman Adiatma Sardjito, adding that Pertamina would lower the fuel prices in January.

The non-subsidised fuels sold by the company include the Pertamax series with a research octane number above 90, Pertamax Turbo and Pertamina Dex. – The Jakarta Post

Germany set to launch first loan to Cambodia

The German Embassy on Thursday announced its first loan Cambodia of 30 million euros (Bt1.11 billion), which will be used to upgrade its rural energy grid.

The embassy said in a statement after a meeting with Electricite du Cambodge (EDC – Electricity Authority of Cambodia) that by investing in rural energy efficiency, the EDC can reduce power losses significantly, improve access in remote areas and increase the reliability of power supply.

The improved access to power grids in rural Cambodia also contributes to Cambodia’s ambitious targets to reduce greenhouse gas emissions, the statement said.

“Reliable and climate-friendly energy access is the engine for the Kingdom’s future development and will boost investment in the country,” said German Ambassador Ingo Karsten.

“It increases energy efficiency, access in remote areas and allows for lower tariffs. Stronger grids are the basis for future investments in solar energy, which has a huge potential in Cambodia.”

The loan is funded by the German Ministry for International Development’s Climate Technology Initiative and will be implemented by Germany’s KfW’s development bank.

EDC managing director Keo Rattanak said after the meeting that the loan would benefit people in rural Cambodia.

“This loan will cover a lot of people, especially the poor who need an affordable electricity service,” Rattanak said.

He said it would help boost clean energy, which is good for climate change, local households’ finances, education and health.

“We expect this project to help reduce the use of diesel generators, which pollute more.”

Centre for Policy Studies director Chan Sophal welcomed Germany’s loan, noting that developing electricity in rural areas is vital to developing the economy of rural families and enterprises as well as promoting the growth of the country’s economy. – The Phnom Penh Post

Vietnam needs to simplify property laws for foreigners: experts

Foreign buyers have often faced barriers to buying real estate in Vietnam, including the limitation of the law on the foreign ownership portion of each property project.

Vietnam’s real estate market must solve many difficulties to increase the number of foreigners buying property in Vietnam, experts said.

“To promote foreigners’ trading of real estate products on the local market, Vietnam should increase the portion of property products available for foreigners in each project,” Nguyen Hoai An, director of CBRE Vietnam’s Hanoi, branch told Viet Nam News.

“It is necessary to complete legal documents, circulars, procedures and support for foreigners in buying property products in Vietnam,” she said. “The nation needs to complete the process of issuing pink books and certificates of ownership for property belonging to foreigners.”

“Meanwhile, banks need to increase support for foreigners in property transactions,” she said.

Existing projects that want to attract more foreign customers should develop professional customer care processes for foreigners, she said.

Foreign buyers have often faced barriers to buying real estate in Vietnam, including the limitation of the law on the foreign ownership portion of each property project, An said.

“For apartment projects, foreigners can only own up to 30 per cent of the apartment volume, while for townhouse projects the portion is not to exceed 10 per cent or 250 units,” An said.

According to Nguyen Manh Ha, former head of the construction ministry’s Housing and Market Management Department and deputy chairman of the Vietnam Real Estate Association, Vietnam has many laws, decrees and circulars related to property trading. Foreign buyers often do not know all of the country’s laws. – Viet Nam News

Cheap does not mean unsafe, Citilink says

Low-cost carrier PT Citilink Indonesia has stressed there is no correlation between the ticket prices of airlines and flight safety.

Citilink new distribution channel senior manager Husnul Mulia said any airline wanted to assure there would be no accident during the operation.

“The target is always zero accidents,” Husnul said in Jakarta, as quoted by kompas.com, stressing that the safety standards of all airlines were the same.

Husnul’s statement comes after the National Transportation Safety Committee (KNKT) stated on Wednesday that the aircraft used for Lion Air flight JT610, which crashed into the Java Sea on October 29, had been unfit to fly.

On Thursday, the committee corrected that statement in response to protest from Lion Air management, saying the aircraft had, in fact, been airworthy.

He said air transportation was still the safest mode of transportation in the world, even though more and more flights were operated by LCC. “If we look at the rate, the safest transportation is airlines, including those operated in Indonesia,” Husnul added.

Flight JT610 was carrying 181 passengers, including three minors, and eight flight crew members. – The Jakarta Post

Lao Airlines opens Vientiane-Luang Prabang-Changsha route

LUANG PRABANG

Lao Airlines, the national flag carrier, has opened a new sector from Vientiane-Luang Prabang-Changsha city in China’s Hunan province, aiming to attract more Chinese travellers, especially during Visit Laos Year.

The launch of the new route took place on Wednesday at Luang Prabang International Airport in the presence of provincial Governor Mr Khamkhan Chanthavisouk, Deputy Minister of Public Works and Transport Mr Santisouk Simmalavong, Secretary of the Hunan Provincial Party Committee Mr Du Jiahao, government officials and guests.

The state-run Lao Airlines has played an important role in air transport and in linking Laos and China.

The airline has opened up flights to several cities in China and now flies from Vientiane to Kunming, Guangzhou, Jinghong, Shantou, Changzhou and Changha, said Lao Airlines President Mr Bounma Chanthavongsa when addressing the ceremony.

Travel between Laos and China is growing at a steady pace, he said.

Lao Airlines and Hunan Xiangfeng International Aviation Service – Lao Airlines’ business partner which flies between Vientiane and Changsha – have sought to increase flights from Luang Prabang to Changsha to attract more Chinese travellers to the heritage city and the northern provinces of Laos.

The two parties signed a Memorandum of Understanding in May 2018 and launched the maiden flight from Luang Prabang to Changsha on October 31 on a once-a-week basis, Mr Bounma said.

Lao Airlines flight A320 QV857 departs from Luang Prabang for Changsha at 11:50 am, arrives in Changsha at 3pm and then leaves Changsha for Luang Prabang at 5:10 pm on flight QV858.

The four trial flights saw a large number of travellers and so the decision to open the Vientiane-Luang Prabang-Changsha sector was made.

Mr Bounma said the flight would significantly promote tourism between Laos and China, especially during Visit Laos-China Year 2019.

“We believe that we will receive cooperation and support from all sectors to enable Lao Airlines to operate flights to China, especially Hunan province. This will further promote good relations between Laos and China.”

“Today is significant as we have opened a new route from Luang Prabang to the city of Changsha, which has a long history. The new route will attract visitors and promote trade between the two cities,” said Mr Santisouk.

Flying is the best means of travel for businesspeople and tourists – it is safe and helps save time and resources.

The Ministry of Public Works and Transport is taking flight expansion seriously to promote business.

China is set to become a key market for the Lao tourism industry as official data shows that the number of Chinese visiting the country has risen significantly over the past six years, the Vientiane Times reported on Wednesday.

According to the Statistical Report on Tourism in Laos 2017, the number of Chinese visitors has seen consistent growth since 2012, suggesting that China will become a key market for the Lao tourism industry.

In 2012, some 200,000 Chinese tourists visited Laos, increasing to 245,000 in 2013, to 422,440 in 2014, rising to 511,436 in 2015, to 545,493 in 2016, and surging to 639,185 last year.

Is Airbnb impacting the hotel industry?

KUALA LUMPUR

JOHN could have rented out his high-rise residential unit in Cheras for RM1,500, but that would not cover his monthly instalment of RM2,500.

He turned to Airbnb, charging RM240 a night. The unit can accommodate eight, 12 would be a squeeze but he has done it. John operates his unit like a hotel; guests leave at noon and the next group “checks in” between 2pm and 4pm. He has hired a property agent to look after the unit. He needs to keep that schedule 15 days a month in order to get RM3,600.

“It is a lot of hard work. So having an agent to look after the unit helps,” says John who was managing the place himself the first couple of months.

He did not mind giving 20% of the RM240 he was charging to the agent. John pays for the cleaning services of between RM50 and RM80 after the departure of each group and a small percentage to the platform. John bears the cost of all repairs.

Another Airbnb host Ann took up the Airbnb challenge after her tenants left about four years ago. She is not as active as John and puts the unit up for short-term rent as and when she needs money. She and her sisters bought a Petaling Jaya apartment about a decade ago. Because it was difficult to get long-term tenants who would look after the place, they decided to let it out the Airbnb way. Unlike John, Ann does the cleaning and guest-screening herself.

She charges RM120 a night for a pax of two, and an additional RM20 for next guest. Her unit can accommodate up to four.

“It helps with the maintenance,” says Ann. Her older sister, Penny, who immigrated to Britain about 30 years ago, is also an Airbnb host in London. Penny is tech-savvy and in many ways, she has embraced the click economy, whether it be for business or pleasure. She convinced Ann to become a host.

Says Penny: “I could have gone to another home-sharing website but I am happy where I am. The system is well structured. The income/outgoings and tax dues are listed down clearly.”

As cities around the world put up regulations or tighten operating rules for Airbnb and similar platforms – Kota Kinabalu deems them illegal – Airbnb announced a 99% year-on-year growth in guest arrivals in Malaysia, in a recent statement.

Airbnb head of public policy for South-East Asia Michelle Goh says in an email that Malaysia welcomed more than two million guests over the past year, “making it the fastest growing market for Airbnb in South-East Asia”.

“There are now 44,000 listings in Malaysia on Airbnb, marking an almost 60% year-on-year increase,” Goh says.

As part of the company’s commitment to empower Malaysia’s tourism industry, the company signed a memorandum of collaboration with Malaysia Productivity Corp (MPC), and a memorandum of understanding with the Malaysia Digital Economy Corp (MDEC).

“Both collaborations aim to drive inclusive, sustainable development of tourism in Malaysia through healthy travel and hospitality entrepreneurship,” Goh says.

Through these partnerships, Airbnb will assist MPC to shape national policy plans related to tourism development and infrastructure, Goh says.

Globally, the third quarter of 2018 marked the strongest quarter in Airbnb history and the first quarter in which the company recognised revenue exceeding US$1bil worldwide. To date, there have been more than 400 million Airbnb guest arrivals globally, Goh says.

Our strong growth reflects the popularity of Malaysia as a destination, she says.

On whether Airbnb and other platforms are impacting the local hotel industry negatively, a hotel industry source says the 44,000 listings during the peak period should be the least of the Malaysia’s tourism industry problem.

“We cannot say Airbnb and other platforms are directly impacting the hotel industry when in the first place, tourists are not coming.

Shaharuddin: Home sharing became more structured after Airbnb came into the picture.

“What we need is to beef up is our tourism, not bark up the wrong tree,” the source says, referring to the Airbnb taking away hotel business.

“There was a time when we were known as truly Asia. We have culture, nature, beaches, hills and mountains but what is our identity today? What are we known for?”

Quoting China National Tourism Administration statistics, the source says Chinese tourists travelled abroad 131 million times in 2017, an increase of 7.0% from 2016.

But according to the latest annual numbers, Malaysia’s top four tourist arrivals were Singaporeans at 12.44 million (2016: 13.3 million), Indonesians 2.8 million (3.1 million), Chinese 2.28 million (2.1 million) and Thais, 1.8 million (same as 2016).

Up to 25.9 million tourist arrivals were recorded for 2017.

He says it does not make sense that China, with 131 million outbound, had only about 2 million come to Malaysia, and up to 12.44 million Singaporean tourists.

“It is unlikely all 12.44 million are tourists, they may be here on business, or to see relatives or just passing through,” the source says.

“We have to ask ourselves, ‘Why are they not coming?’ Undeniably, our hotel business is slow. If tourists do not come, we cannot blame the presence of Airbnb impacting the hotel industry. Airbnb is just a very small part of Malaysian tourism,” the source says.

He says these platforms are not in direct competition with four- and five-star hotels although they do appeal to budget tourists and families.

The Malaysian Association of Hotel Owners (MAHO) says that even before Airbnb entered the scene in 2008, there were already private portals offering accommodation.

Its executive director Shaharuddin M. Saaid says: “After Airbnb came into the picture, home-sharing became more structured. But even before Airbnb, villa and bungalow owners were already promoting their houses as tourist accommodation.

“Four years ago, I brought this up with the Tourism Ministry. They did not respond. I went to another government department. The issue is now with the Economic Planning Unit and we were advised to work with Malaysian Productivity Corp,” says Shaharuddin.

He says there are basically two grievances with regards Imagine strangers staying next door on a continuous basis or new people using the pool every couple of days. A continuous stream of strange people coming can pose a security issue, Shaharuddin says.

“We are also looking from the guests’ point of view. In the event of a fire, how safe are these units as residential developments do not come with sprinkler systems? Guest safety is compromised,” says Shaharuddin.

“We now have the tourism tax but those using house-sharing platforms escape this. Furthermore, hotels register guests and this information goes into the government system. If we are to promote tourism, we need accurate information. But these platforms which receive about 2 million guests fall between the cracks. Hotels pay taxes and adhere to regulations. Private property hosts are not subject to any regulation. So hotel owners are seeking a level playing field,” says Shaharuddin.

Malaysian Association of Hotels chief executive officer Yap Lip Seng says technology is unavoidable.

Tech rules: Yap says technology is unavoidable.

“It is like Uber and Grab. They were successful because our taxi services were bad. So, although our hotel rates are among the lowest in the region, we have to beef up our offerings and services while we level the playing field,” Yap says.

He says Kuala Lumpur alone has so many hotels, registered and unregistered ones. There are more than 120 one- to five-star hotels offering a total of 35,456 rooms. On a national level, there are more than 2,000 hotels offering nearly 200,000 rooms ranging from one to five stars. “Maybe house-sharing should not be allowed (in the city) where there are already so many rooms,” says Yap.

With 25.9 million arrivals in 2017, the occupancy rate should be very high but in reality, our members (hotels) have less than 60% occupancy on average, says Yap.

“We do not expect home sharing to be subject to the same operating and physical regulations but there should be some guidelines. So policy makers need to be fair.

We pay insurance, pay taxes and do a host of other things to contribute to the larger tourism industry,” Yap says.

He says the Kota Kinabalu local council has banned Airbnb and home sharing. The local authorities have written to developers, management committees and joint management bodies about this. The registration of Airbnb hosts with City Hall is being ironed out right this moment but our local authorities’ argument is that there is no laws to fall back on.

How did Malaysia become South-East Asia’s fastest growing market for Airbnb with 44,000 listings vying for strangers to come and stay?

“Obsolete laws and too many developments,” says Yap.

Japanese envoy to Malaysia Dr Makio Miyagawa says local and foreign investors are regaining confidence due to fair and transparent policies implemented by the new government, leading Malaysia to a good development path.

The new government of Malaysia has launched fair, transparent and good governance policies to lead Malaysia to a good development path, says Japanese Ambassador to Malaysia Dr Makio Miyagawa.

At the celebration of 85th birthday of Emperor Akihito held here, he said the policies have helped to regain confidence of local and foreign investors and drive interaction between regional and international operators.

“The new business culture in Malaysia has changed the mindset of Japanese industries to positive. They are of the view that these are the new highlights and new destination for investment,’’ he said.

On the Look East Policy advocated by Prime Minister of Malaysia Dr Mahathir Mohamad, Miyagawa said the Look East Policy has been the guiding light and the policy is still alive between Japan and Malaysia.

Mooted by Dr Mahathir, Miyagawa said the policy resumes its vibrancy after Dr Mahathir is back in power again.

He is of the view that the security collaboration between Japan and Malaysia can continue to expand as the pillar for strategic partnership.

“Based on the reason stated above, we believe that the two countries would maintain close friendship,’’ he said.

In conjunction with 85th birthday of Emperor Akihito on 23 December, the Embassy of Japan in Malaysia hosted a reception. Dr Mahathir and his wife Dr Siti Hasmah Ali were the guests of honour while Finance Minister Lim Guan Eng represented the Malaysian government to attend the reception.
