Three charged over alleged Melbourne terror plot

Melbourne

Three men who allegedly plotted “chilling” terror attacks in Melbourne were charged early Tuesday, less than two weeks after a stabbing rampage inspired by the Islamic State group left two dead in Australia’s second city, police said.

The trio, all Australian nationals of Turkish descent, were detained by counter-terror police in overnight raids as they escalated preparations to attack crowded areas of Melbourne, according to police.

The three, two brothers aged 31 and 26 and 21-year-old, were later charged with planning a terrorist action, which carries a maximum penalty of life in prison, officials said.

Victoria Police Chief Commissioner Graham Ashton said the men were “certainly inspired by ISIS”, the Islamic State group, but had no known links to a specific organisation.

They had been under investigation since March but had become “more energised” since the IS-inspired stabbing attack in Melbourne on November 9, he said.

The men had sought to purchase semi-automatic .22 calibre rifles and police were concerned they could target upcoming Christmas season events that will see huge crowds gathering in the city.

“There was a view towards a crowded place, a place where maximum people would be attending, to be able to kill, we allege, as maximum an amount of people as possible,” Ashton told reporters.

The group had not yet picked a specific target or time for the attack, and Ashton added that police were confident Tuesday’s arrests had “neutralised any threat to the… community from this group”.

In the November 9 attack, a Somali-born Australian, Hassan Khalif Shire Ali, stabbed and killed one man and wounded two others in a central shopping area before being shot dead by police.

Coincidentally, the victim of that attack, Sisto Malaspina, 74, was honoured by a state funeral in Melbourne on Tuesday.

Hundreds of Melbournians and dignitaries attended a service at Melbourne’s St Patrick’s Cathedral to bid farewell to Malaspina, the beloved owner of a local Italian cafe and a well-known figure on the city’s vibrant restaurant scene.

‘Potential loss of life’

The three arrested men were identified by local media as Ertunc and Samed Eriklioglu, aged 30 and 26 respectively, and Hanifi Halis, 21. Court officials could not immediately confirm their identities.

“If we had not acted early in preventing this attack, we’ll allege the consequences would have been chilling, with… a potential significant loss of human life,” said Ian Mccartney, a federal counter-terror police spokesman, in announcing the arrests.

Australian police have charged 90 people in relation to 40 counter-terrorism investigations since 2014, when the country’s terror alert level was raised to “probable”.

Melbourne has been the target for a number of attacks and plots.

In addition to the November 9 knife rampage, a 28-year-old man was convicted on six counts of murder last week for mowing down dozens of people in the same street in January 2017, and Shire Ali’s brother is in jail awaiting trial for a plot to cause mass casualties last New Year’s in the city’s Federation Square.

Shire Ali, like the three men arrested Tuesday, had his passport cancelled to keep him from joining ISIS in the Mideast, and Ashton said this may have led to their actions at home.

“Unfortunately, the ISIS propaganda machine and that of al-Qaeda promotes this type of activity so when people are prevented from travelling or it’s difficult to get to the conflict zone, often the view will be to change tack and commit an act in the country in which they live,” he said.

Police said the probe which led to Tuesday’s arrests had been complicated by the suspects’ use of encrypted messaging applications, prompting the government to renew calls for urgent action on controversial legislation that would allow authorities to break the encryption.

Home Affairs Minister Peter Dutton said nine out of 10 of the high priority intelligence investigations currently underway were being undermined by suspects’ use of encrypted messaging.

“That’s an unacceptable risk in this environment,” he said.

Xi visits Philippines as China, US wrangle for supremacy

ASEAN+ November 20, 2018 11:10

Manila

Chinese President Xi Jinping arrives in the Philippines Tuesday for his first state visit to the country, a traditional US ally that is a key prize as Beijing and Washington jostle for supremacy in the Pacific.

China won a windfall partner with the 2016 election of President Rodrigo Duterte, who has rattled the Philippines’ century-old bond with the US while courting trade and investment from the rising American rival.

Manila has said it hopes the two-day stopover, the first from a Chinese president in 13 years, will finally net signed deals for investment in major infrastructure projects promised by Beijing when Duterte visited two years ago.

China has dispersed tens of billions of dollars in loans since 2013 as it expands its political influence globally, countering the American hegemony that characterised the post-World War II order, especially in Asia.

However, even before Xi’s expected arrival Tuesday afternoon, hundreds of protestors descended on the Chinese embassy to voice opposition to closer ties with Beijing.

“Philippines is not for sale,” the marchers chanted, as some brandished signs saying “China out of Philippine waters” in reference to a long-running dispute over the South China Sea.

Duterte has enthusiastically embraced Xi, even setting aside a key 2016 ruling from an international tribunal that declared as without basis Beijing’s expansive claim over the waterway.

At the same time, the mercurial leader has declared an end to what he characterised as the Philippines’ submissive relationship with the US, even calling then-US president Barack Obama a “son of a whore”.

But relations have been warmer since Donald Trump became US president and dropped American criticism of Duterte’s anti-drug crackdown that has killed thousands.

The dispute over the resource-rich South China Sea, a key transit route for billions in trade, led to a freeze in Manila-Beijing relations, which thawed with Duterte’s pivot.

Duterte taken for a ride?

China subsequently pledged $24 billion in loans and investments, but just a tiny portion has come through, prompting critics to say Duterte was tricked.

Meanwhile, others have warned of a “debt trap” citing China’s lending record with the rest of the developing world.

Filipino analyst Richard Heydarian said China’s pledges induced Manila to “soft-pedal” on the South China Sea issue, but Beijing failed to hold up its end of the bargain.

“We know there was a geopolitical calculation,” he told AFP. “What is the incentive to rush if Duterte has been giving them whatever they want?”

Filipino Budget Secretary Benjamin Diokno conceded last week the delays were partly due to China’s unfamiliarity with the Philippine bidding process on big infrastructure projects, but didn’t hide his wish for things to accelerate.

“The visit of the head of state of China will put pressure on the team (in Beijing),” Diokno added.

Gregory Wyatt, director for business intelligence at PSA Philippines Consultancy, said big projects face many barriers in the Philippines, like right of way issues, regulatory approvals and political dissent.

“The foreign investment has come, the infrastructure loans have not,” he added.

Chinese investments in the Philippines surged more than five-fold in the first six months of the year after a 67 percent expansion last year, Foreign Minister Wang Yi said during a Manila visit last month.

Two-way trade also topped 10 percent over both periods, he added.

Chinese investors poured money into online gaming, real estate, service providers and stakes in existing Filipino firms, but not into large-scale infrastructure or manufacturing, Wyatt said.

While there was support in government for the latter, “that doesn’t mean that every bureaucrat, local politician, and the general public enthusiastically jumps on board”, Wyatt said.

Thousands evacuated as Guatemala volcano erupts, then stops

Guatemala City

Guatemalan authorities declared a red alert and evacuated around 4,000 people Monday after the Fuego volcano erupted for the fifth time this year, sending bursts of ash and lava down the mountain before its activity decreased and then stopped.

Memories are still painfully fresh of the volcano’s eruption in June, which swept away villages and left nearly 200 people dead and 235 missing.

The Institute of Volcanology’s director Pablo Oliva said the volcano’s activity level had dropped significantly by late Monday.

A spokesman for Guatemala’s disaster management agency CONRED had earlier said it decided to evacuate the municipality of Escuintla and two other districts. Some 4,000 people were taken to temporary shelters as a precaution.

The spokesman, David de Leon, said the eruption became increasingly violent after it began Sunday morning, leading to fears for the safety of the thousands of people who live on the slopes of the 3,763 meter-high (12,246 feet) mountain.

A column of ash rose about 1,000 meters above the crater and areas west of the volcano — 35 kilometers (22 miles) from Guatemala City — were under a barrage of gas ash and fiery rocks, CONRED said.

As the volcano’s activity fell back to normal parameters, evacuees were asked for the sake of cautiousness to return home on Tuesday by bus.

A previous eruption on October 12-13 was characterized by increasingly loud booms and lava flow. On that occasion, 62 people were evacuated from their homes as a precaution and a highway around the mountain was closed.

Many of those evacuated on Monday said they had feared a repeat of the deadly June eruption.

“We were scared and that’s why we evacuated,” said Miriam Garcia, from the village of El Rodeo which was largely spared the deadly eruption.

Oscar Juarez from El Rodeo said: “You have to get out as soon as possible because when that (volcanic material) comes close, you no longer have time to leave, even if you run, because it comes very fast.”

Activity inside Guatemala’s two other volcanoes, Pacaya and Santiaguito, has increased in recent months but they have not entered the eruptive phase.

PETALING JAYA: The Sultan of Selangor has decreed that all dual language road signage in Shah Alam must be removed and replaced with the national language.

Sultan Sharafuddin Idris Shah’s private secretary Datuk Mohamad Munir Bani highlighted the matter in a letter dated Nov 19 to the Selangor state secretary Datuk Mohd Amin Ahmad Ahya.

It said that all Chinese language road signages in Shah Alam must be removed and replaced with only one language, which is Bahasa Melayu.

“The changing of road signages must be done immediately and completed at the latest before the Sultan of Selangor’s 73rd birthday on Dec 11,” Mohamad Munir said in the letter.

A photo of a road sign in Pekan Subang with Chinese characters has been making its rounds on social media, sparking heated comments and debates among many netizens.

Most comments on Facebook called for the use of Bahasa Melayu only on all road signages.

A coalition of major tech companies has pledged to develop digital skills for the Asean workforce.

The pledge, part of the World Economic Forum’s “Digital Asean” initiative, aims to train by 2020 some 20 million people in Southeast Asia, especially those working in small- and medium-sized enterprises (SMEs), the WEF said in a statement released on Monday.

Other goals include raising US$2 million (Bt65.8 million) in contributions to provide scholarships for Asean technology students, ensuring an additional 200,000 digital workers are hired across the region, and engaging at least 20,000 citizens through “Digital Inspiration Days”, whereby companies invite students and the public to visit their offices and learn more about the character of the jobs of the future.

There will also be internship opportunities for Asean university students, as well as initiatives to train digital regulators and shape the curricula of technology and computing courses at 20 Asean universities, the statement said.

The aim of the pledge is to establish a regional movement among businesses committed to empowering individuals through skilling, reskilling and upskilling.

It will not only increase the number of workers hired for digital jobs and trained in digital skills, but also help support business leaders with insight and analysis of what other companies in the region are doing to build a future-focused workforce.

“The ‘Fourth Industrial Revolution’ is unfolding at accelerating speed and changing the skills that workers will need for the jobs of the future,” said Justin Wood, head of Asia Pacific and member of the executive committee at the WEF.

“These changes are happening just as the working-age population in Asean is expanding by 11,000 people every day – a rate that will continue for the next 15 years. Given these trends, it’s critical that businesses help to build digital skills in Asean,” he added.

Called the “Asean Digital Skills Vision 2020”, the public pledge is open for all companies to join, but a number of early champions have already made strong commitments.

Google has pledged to train 3 million SME employees throughout Asean by the end of 2020, while Cisco, Lazada, Microsoft, and the Sea Group have pledged to train another 5,634,000 SME workers.

The pledge also calls for companies to offer Asean citizens the opportunity to participate in “Digital Inspiration Days”, and Cisco, Microsoft, Grab and Sea Group have collectively committed to offer the opportunity to 1,035,000 Asean citizens by 2020.

Similarly, the pledge calls for internships for Asean university students, and Microsoft, Sea Group and Tokopedia together have committed to hiring 18,000 interns.

Microsoft has also vowed to hire an additional 8,500 Asean digital workers by 2020, the statement said.

Supported by the WEF’s “Digital Asean” initiative, success stories and innovative approaches will be shared through an online platform to magnify their impact, and a series of workshops involving the private sector and government will be staged over the next two years to ensure the efforts of businesses that both align with, and help to shape, public policy on training and education.

The “Digital Asean” initiative was launched by the WEF in Singapore in April 2018 in response to demand from the forum’s regional partners in Asean, both public and private.

The aim is to work on the issues that will underpin a regional digital economy in Asean so that the benefits of the “Fourth Industrial Revolution” can be fully unlocked and become a force for regional economic inclusion, the statement said.

Urgent : Multiple victims after shots fired at Chicago hospital: police

ASEAN+ November 20, 2018 06:38

By AFP

Chicago – A gunman opened fire Monday at a hospital in the US city of Chicago, police said, adding that there were reports of “multiple victims” including a wounded officer in “critical condition.”

“Reports of shots fired in the vicinity of 26th and Michigan near Mercy Hospital. Avoid area. Heavy police response incoming,” Chicago Police spokesman Anthony Guglielmi tweeted.

At least “one possible offender” had been shot at the hospital in the south side of America’s third-largest city and there were “multiple” other victims, he added.

“A #ChicagoPolice officer has been shot in the active shooter incident at Mercy Hospital. He is in critical condition but receiving excellent care. Please send your prayers,” Guglielmi later added.

TV footage showed people filing out of the hospital into a parking lot with their hands in the air. Patients described hearing shots ring out from the outside of the hospital as they waited inside.

One witness named by the local CBS television affiliate as Hector Avitia said he was with his wife waiting for test results when he saw a gunman dressed in black fire on someone on the ground multiple times in the parking lot.

He said the gunman was carrying a handgun with multiple clips.

“Then almost immediately, an officer was already coming in an SUV and he exchanged fire at them and then reloaded and shot the person on the ground again and then he made his way into the hospital and more shots were fired,” another witness recalled.

– ‘Scared as hell’ –

James Gray told reporters that he saw the gunman and a woman walking together toward the parking lot, before he suddenly shot her three times in the chest.

“And once she fell to the ground, he stood over her and shot her three more times,” he said, adding that the shooting played out “like a movie scene.”

“They were walking and talking and he just turned around and started shooting. It wasn’t a heated exchange. It was just like we’re talking now,” Gray said.

The shooting came less than two weeks after a gunman killed 12 people in a California music bar packed with college students.

That rampage followed the worst anti-Semitic attack in modern US history, when a gunman opened fire on worshipers at a synagogue in the US city of Pittsburgh on October 27.

The incidents have added to the growing outcry over gun safety in the United States, where there have been more than 300 mass shootings this year.

Bypassers across the street from Mercy Hospital spoke of hearing between six and nine gunshots that initially sounded like construction noise.

“I am scared as hell. I have never been so scared, I hear of shootings going on every day at people’s workplaces, but not where I work at,” an employee of the hospital’s family clinic told the local ABC television affiliate.

Mercy, founded in 1852, has locations throughout Chicago and provides outpatient treatment and acute inpatient care, boasting doctors who are leaders in their field.

A hospital employee quoted by the Chicago Tribune said she was in her office when a notice came over a public address system telling those in the hospital to lock their doors.

“I don’t know what happened,” the unnamed employee told the Tribune.

“They told us to run, so we did.”

Pichet Durongkaveroj, minister of digital economy and society of Thailand, and one of the advisers of the Digital ASEAN initiative, said: “The rise of artificial intelligence and advanced robotics is creating concern about the future of work. But I am more optimistic. I believe that if workers have the right skills, the Fourth Industrial Revolution will be highly empowering and will lift wages and living standards in Thailand and across the region. But we need to make sure that workers receive the right training and education today.”

$1-tn lift in GDP

Rajan Anandan, vice president for India and Southeast Asia at Google, said: “Asean could see an uplift of $1 trillion in GDP by 2025 by using its digital economy to accelerate intra-regional trade and growth.

SMEs will be the key to this growth and their digital workforce will be the change agents in their communities. We’re committed to supporting Southeast Asia’s promising digital economy.”

Forrest Li, chairman and chief executive officer of the Sea Group, said: “The ASEAN region is brimming with entrepreneurial potential. But for SMEs to start businesses and grow them successfully, they’ll need to learn the right skills for the Fourth Industrial Revolution. Building on our existing efforts to enable SMEs around the region to benefit from the opportunity of e-commerce, we are committed to making a major contribution to providing these skills.”

Naveen Menon, president of Cisco Systems in Asean, said: “Asean’s economy is poised to grow further as digital innovation and adoption gather pace. However, the increased adoption of technology will result in a change in the nature of jobs and workforce requirements across the region, which demands rapidly reskilling. We are committed to work with all stakeholders to build a sustainable pool of homegrown talent in Asean.”

Lucy Peng, chairwoman and chief executive officer of the Lazada Group, said taking part in the World Economic Forum pledge is one of the key levers to create an inclusive and sustainable e-commerce ecosystem to support Southeast Asia’s economic growth. “Sellers want to go beyond trading on a platform. They want to create their own universe in the digital world to reach out and connect with Internet-savvy and increasingly mobile consumers,” she said.

“We are championing our seller communities by using our technology and logistics infrastructure to help them ride the e-commerce boom and flourish into sustainable businesses.”

The Digital Asean initiative was launched by the World Economic Forum in Singapore in April 2018 in response to demand from the Forum’s regional partners in Asean, both public and private.

The aim is to work on the issues that will underpin a regional digital economy in Asean so that the benefits of the Fourth Industrial Revolution can be fully unlocked and become a force for regional economic inclusion.

Vatsun Thirapatarapong, managing director of Cisco System (Thailand) said the firm will support digital training of the workforce in the areas of networking , cyber security, IoT, and IT essential. The collaboration will help reduce duplicated training.

It will also provide the training to vocational students.

Japan aims to realise flying cars in 2020s

Japan’s Land, Infrastructure, Transport and Tourism Ministry and the Economy, Trade and Industry Ministry have presented a draft road map stipulating the start of flying cars’ practical use in the 2020s.

According to the draft, shown to a public-private council meeting last week, necessary technologies and regulations will be developed by the middle of the 2020s and flying cars will be used to carry people and goods on remote islands and in mountainous areas. Their use for human transportation in urban areas is set to start in the 2030s.

At the meeting, some members |suggested that flying cars be put into first-aid and disaster response operations after their safety is secured. – Jiji Press

Robot takes the wheel, brakes for pedestrian

A humanoid robot drove a car in a demonstration event held last week in Toyota, Aichi Prefecture. The Toyota city government and a University of Tokyo laboratory have been conducting research on developing a robot capable of driving a car. They developed a new robot named Musashi, which is about 1.6 metres tall and is able to move its fingers and toes. Cameras mounted in its eyes and sensors inside the body enable the robot to |recognise its own posture and detect |vibrations.

Those advanced features help Musashi drive in a manner closer to that of human beings, compared to previous robots. It is expected that the new technology will be utilised to develop prostheses for the disabled and driving assistance for the elderly, among other applications.

Musashi drove a small electric vehicle for about 20 metres at a nearly walking speed, steering the car smoothly. Visitors including students from a local elementary school were fascinated with the demonstration, especially when Musashi stopped the vehicle after recognising a pedestrian crossing the road ahead. – The Yomiuri Shimbun

MANY PEOPLE expressed their condolences following news reports on Sina Weibo and WeChat, the most popular social network platforms in China, that prominent scientist Cheng Kaijia had died.

Cheng, who helped China enter the atomic age, passed away on Saturday in Beijing at the age of 101.

A great number of people wrote that they will always be grateful to Cheng for his contribution to the nation and its defence. One microblogger who goes under the name of Dandingchaogupiao called Cheng “a hero and backbone of the Chinese nation”, while DiqianQueen wished to tell Cheng: “When you were born to the motherland, she was miserable and desolate. But when you left today, she has become beautiful and magnificent.”

Born on August 3, 1918, in Wujiang, Jiangsu province, Cheng went to a middle school in Jiaxing, Zhejiang province, in 1931.

He studied physics at Zhejiang University in 1937 and became an assistant lecturer there in 1941 after his graduation.

In 1946, Cheng went to the University of Edinburgh in the United Kingdom, obtaining a PhD in 1948 under adviser Max Born, a distinguished German physicist and mathematician.

In 1950, the young physicist returned to China and performed research in physics at two universities.

The career path of Cheng was transformed in the summer of 1960 when he was summoned to China’s nuclear weapons programme .

Cheng was named chief designer of China’s nuclear test technology in 1962 and personally designed the explosion test method of the country’s first atomic bomb, which made China the world’s fifth nuclear power in 1964.

Later the scientist took part in more than 30 nuclear tests and worked at a nuclear test base in northwestern China for more than 20 years until he was named a top defense technology adviser |and returned to Beijing in the mid-1980s.

‘Cleaners’ on search-and-destroy mission

ASEAN+ November 20, 2018 01:00

Asia News Network

IF YOU HAD uploaded a very upsetting image or video on YouTube or Facebook, say the gory aftermath of a homicidal rampage or accident, and one day you could no longer find it, chances are it was taken down by “cleaners” who most likely are Filipinos, according to a documentary film by a German group.

Thousands of Filipino cleaners with the more glamorous title of “content moderators” work secretly inside skyscrapers in a business district in Metro Manila where they sit in front of large computer monitors, combing the vastness of cyberspace in a virtual search-and-destroy mission to expunge deeply disturbing images and videos.

According to the documentary, “The Cleaners,” Filipino moderators erase around 25,000 such materials uploaded daily — from Islamic State beheading videos to human genitalia, child abuse, pornography and political chaos — out of 500,000 videos or 2.5 million Facebook posts from over 3 billion global internet users.

The 90-minute documentary film by multimedia creators Hans Block and Moritz Riesewieck of the German company Gebrueder Beetz FilmProduktion, tells the story of the content scavengers of the digital world who do their job following the community guidelines of US social media platforms.

The German crew spent almost a month in the Philippines for research and interviews.

Block and Riesewieck found that the main hub of this new industry, which is manned by around 10,000 people mostly from the Third World, was Metro Manila where labour is cheap and a huge chunk of the population is wired to the Internet.

The industry is funded by Facebook and Google, which had admitted outsourcing to third parties the digital cleaning, or deleting, of inappropriate content.

The Filipino cleaners work for giant tech companies but are not their direct employees. They must sign iron-clad nondisclosure contracts to get the job to “delete or ignore” any content deemed offensive.

After its global premiere at the Sundance Film Festival in January, the filmmakers decided to bring the documentary to the Philippines through an exclusive screening for students, journalists and cyberexperts on Friday at the University of the Philippines Cine Adarna.

Artist Illma Gore, whose controversial rendering of a naked Donald Trump was taken down by a moderator in 2016, warned in the film that this practice could be a form of censorship of artistic expression.

Without directly addressing the Trump image takedown, one of the five Filipino moderators interviewed said: “Our goal is to make the platform as healthy as possible. Someone needs to guard it just like the real world.”

Although a cleaner does his job anonymously partly to avoid reprisals, it nevertheless takes a personal toll.

Each post that he deletes or ignores also unnerves him until the experience accumulates into a serious psychological trauma that, in at least one instance, had a fatal consequence.

One Filipino male moderator, whose request to be reassigned from monitoring live self-harm videos on Facebook was refused, took his own life in front of his computer at work. A female moderator said cleaners had to do a “difficult, dirty job” to survive in a poor country like the Philippines.

“My parents always tell me, ‘Study well, aim for a job so you won’t end up cleaning [another person’s] garbage. Your job is to make people around the world think that it’s safe online, but your job is not safe for you,” she said.

A third moderator, an avowed supporter of President Duterte, appeared comfortable with his job and echoed sentiments of the president in defending his war on drugs.

“How Duterte is making the Philippines safe, that’s what I’ve been doing in my job,” he said.

“Being a content moderator,” the cleaner said, “is like being a sniper—targeting users who are breaking rules of the application.”

The film showed him going over photos of victims of extrajudicial killings and drug-related violence at work and partying later in the night with the Duterte Diehard Supporters in a Mocha Girls show.
