Rise of startups in world’s most reclusive regime

THE MORE North Korea has faced tougher economic sanctions from the international community in the last 10 years, the more passion for business success among people there has built up, said Geoffrey See, founder of Choson Exchange, a Singapore-based non-profit organisation that runs training programmes on entrepreneurship in the communist regime.

The idea of nurturing budding enterprises in North Korea at first glance draws scepticism.

People from free market economies may question how it will be even possible in a country that prohibits the ownership of personal assets, not to mention incentives for ventures.

It might sound paradoxical, but despite a challenging decade of conflict, Choson Exchange has seen innovative startups and substantive economic policy changes resulting from the programmes, See said.

In the early years of Choson Exchange’s operations, North Korean participants to the programmes used to come with basic ideas such as opening restaurants, cafes and convenience stores. But today, things have got more “sophisticated”.

“What we see today is a lot more sophisticated businesses. People are trying to develop properties, big buildings and logistics company. … It is kind of becoming more interesting,” he said in an interview with The Korea Herald in Seoul.

“In the last three years, one thing that is exciting to me coming from the tech background is that there are a lot of North Koreans who are studying and coming up with ideas,” he said. One of the examples is an idea for a domestic Internet community similar to Facebook specifically targeting mothers, according to See.

North Koreans today build mobile apps that provide streaming services of foreign contents and advertise their products through an e-commerce platform, though without a door-to-door delivery system.

Choson Exchange: At a recent Choson Exchange workshop, they discussed ways of developing a mobile payment infrastructure in North Korea, similar to how China expediently fostered the change, much faster than in advanced economies that usually have to wade through law revisions to lift complex layers of banking regulations. They are also aware of brand names of South Korean companies like Samsung and Hyundai, though they do not often talk about them due to the sensitivity of inter-Korean relations.

And who are these aspiring business leaders?: “Almost everyone, for the reason that in North Korea good jobs are hard to find. So a lot of people have to make a living by being involved in some sort of commercial activities,” he said. “Doing business has become more viable alternatives for young North Koreans. They want opportunity to grow and learn, and become successful in the society.”

The concept of a good job appears to be changing in North Korea, similar to what advanced countries are experiencing with young college graduates increasingly jumping into startup businesses rather than spending years climbing the corporate ladder.

Telling a story of one government official in North Korea, See said the man left his job to set up a small business because he wanted to have greater autonomy and responsibility.

“His hope is to eventually prove himself as a business leader, and that would give him a lot more opportunity. It is very much similar to stories we hear from people elsewhere.”

Women business leaders: See knew nothing of Korea, South or North – until 2005. But it was a young North Korean woman who dreamed of becoming a great business leader who made an impression on him he said, reminiscing on his first trip to North Korea in 2007. What he had seen was people with strong will and the creativity to build their own businesses, not the “robotic and brainwashed” people often illustrated through foreign outlets.

“It was very surprising to me, I didn’t even know that North Koreans could do business, or (were) interested in business,” he said.

“And as we did more programmes there, what I realised was that they were very common ideas of North Koreans because they started to see all those people coming from China, the wealth that have accumulated there and they are thinking for themselves that this is the future of North Korea – I need to learn about the economy, I need to learn business and that is how I become successful in North Korea.”

Based in Singapore, Choson Exchange has trained more than 2,300 North Koreans in economic policy, business and entrepreneurship in an effort to help the country develop an entrepreneurial ecosystem.

The graduate of the Wharton School of the University of Pennsylvania founded the organisation in 2009, holding lectures in North Korea and operating exchange programmes for North Koreans who wanted to experience business practices in Southeast Asia. See, who has made more than 50 trips to North Korea in the past 10 years, works as a technology entrepreneur at startup Anquan Capital, a protocol blockchain developer. He also jointly founded a co-working space in Vietnam, which is now the largest in Saigon.

Being a Singaporean organisation has helped them gain trust from North Koreans as they have long perceived the city-state as a neutral platform and role model.

This is why Southeast Asian countries, including Singapore, can be a neutral platform upon which to build entrepreneurship in North Korea and facilitate inter-Korean economic ties in a stable and consistent manner, he said.

Speaking at The Korea Herald Biz Forum in Seoul last week See said he hopes that Singapore and the Association of Southeast Asian Nations can play a role in bringing about the gradual integration of both Koreas’ economies and in North Korea’s transition to a more “normal” economy.

SCIENCE AND technology ministers from Asean member countries and their development partners met in Cebu, the Philippines, last week to discuss issues relating to the 10th Informal Asean Ministerial Meeting on Science and Technology.

The meeting was chaired by Fortunato de la Pena, minister of Science and Technology of the Philippines.

Topics centred on Asean economic integration, with participants convinced that this would contribute to fruitful economic and technical developments including consensus around intellectual property protection in the region.

They believe their discussions will lead to increasing interconnectivity among Asean members and dialogue partners in the sector.

Speaking at the opening ceremony, Laos’ Deputy Minister of Science and Technology Houmphanh Intharath, highlighted the importance of intellectual property in Laos and throughout the region.

Participants exchanged views on developments on the Asean Declaration of Innovation adopted at the 31st Asean Summit in November 2017, implementation of the Asean Plan of Action on Science, Technology and Innovation 2016-2025, progress in coordination with dialogue partners under the new country coordinatorship mechanism, and the protection and utilisation of intellectual property.

The ministers agreed to the renaming of the S&T ministerial body and senior official committee as the Asean Ministerial Meeting on Science, Technology and Innovation (AMMSTI) and the Asean Committee on Science, Technology and Innovation respectively.

The ministers also adopted the terms of reference of AMMSTI.

The ministers also welcomed progress in implementing the Asean-Russia plan of action on Science, Technology and Innovation with the start of the Study and Development of Recommendations on Industrial Wastewater Treatment Technologies for Industrial Enterprises, and workshop on Biological Safety of the Environment, Food and Prevention of Parasitic Diseases.

The ministers were informed that the 18th Asean Ministerial Meeting on Science, Technology and Innovation will be hosted by Singapore in October 2019.

The Asean Young Scientists Network was launched at the Asean Young Leaders Forum which was co-hosted by the Young Scientists Network-Academy of Sciences Malaysia and the Academy of Sciences Malaysia on October 18 as a value-adding side event in conjunction with IAMMST-10.

The forum’s theme was “the Role of Young Leaders towards a Shared Vision of 2050”.

TUSIMPLE, a self-driving truck solutions company, has conducted automated driving tests and trial operations in China and the United States. TuSimple, a self-driving truck solutions company, was one of the two companies granted China’s first road test plate for autonomous driving trucks in Shanghai on October 16.

Founded in 2015, TuSimple focuses on the research and development of large-scale freight truck self-driving systems, with R&D centres in Beijing, Shanghai and Hebei province, as well as in California and Arizona.

Its self-driving vehicles use a camera-centric system and sensor fusion technology to achieve a pixel-level vision range of one kilometre. The technology enables the vehicles to operate safely in multiple driving scenarios.

TuSimple has conducted automated driving tests and trial operations in China and the United States. In 2017, it was granted a license for automatic driving road testing in the US by the California Department of Motor Vehicles.

The company started commercial test operations on US highways in August, and it has so far completed more than 13,000 hours of real and simulated road tests.

Momenta, a self-driving technology company and the other plate winner, focuses on core algorithms for autonomous driving. Its products, from Level 0 to Level 4, provide various self-driving planning and big data-related services. Vehicles at L4 can complete all driving operations independently.

As an important application of artificial intelligence, connected vehicles have access to the Internet, other vehicles, traffic and the environment, which will make their journeys safer, easier, more comfortable and efficient.

A goal set by the Ministry of Industry and Information Technology is that by 2020, half of China’s new cars and vehicles will become intelligent. Wireless networks will cover 90 per cent of cars in major Chinese cities.

For driverless trucks, the innovation will improve the efficiency of logistics and transportation, and reduce costs.

More capital has flooded into the autonomous trucks sector this year. For example, G7, a leading internet of things technology company in China, GLP, a global provider of logistics facilities and technology-led solutions, and NIO Capital announced a joint venture in April to develop industry-leading, autonomous driven electric heavy-duty trucks.

China’s e-commerce giants, such as Alibaba, JD and Suning, have been developing their own autonomous truck technology.

In Shanghai, road tests for intelligent network vehicles exceeded 15,000km by the end of September, according to data from the Shanghai Economic and Information Commission. No traffic accidents or interference with road transportation occurred during the tests, the commission said.

With Shanghai’s implementation of the national automobile industry policy, the city has expanded cooperation with international enterprises, and optimised its business environment to promote the development of the intelligent connected automobile industry.

In March, Shanghai took the lead in formulating management measures for intelligent connected vehicle road testing, with 5.6 km of roads designated for the tests.

Seoul taxis to accept QR code payments

PASSENGERS in Seoul will be able to pay for a taxi by scanning a QR code from a mobile app, starting in January.

The Seoul City government said it would put standards in place for “taxi QR code contactless payment,” which will be an option in some 70,000 taxis.

While offline payments in Korea typically use a “static QR code” method, a “dynamic QR code” method will be used for Seoul taxis.

With the “dynamic” method, QR codes can be created in real time to reflect fares based on travel distance or the duration of the trip.

Because the QR code contains information such as the taxi’s licence plate number, passengers can identify the taxis that they took by looking at their payment histories.

For the convenience of Chinese tourists, Seoul City invited Chinese QR code-based mobile payment platform Alipay to take part in the new taxi payment system.

“The Chinese, who account for over 30 per cent of foreign visitors to Seoul, had to use cash because they aren’t used to the credit card payment system (on taxis) here,” a city official said.

“Using the dynamic QR code system, instead of the static QR code system in which the taxi driver has to manually enter the fares, would not only make it more convenient for visitors but also prevent overcharging.”

The city government plans to use various QR code contactless payment services in taxis through consultations with other mobile service providers as well.

Inconvenience when using taxis was the second-most-common complaint that foreign visitors lodged with the Korea Tourism Organisation in 2017, after inconvenience when shopping. Taxis were the subject of 13.3 per cent of the complaints, and shopping 28 per cent.

Of the complaints concerning taxis, being overcharged (46.5 per cent) was the most common. Of all the visitors who said being overcharged for taxis was their topmost inconvenience, two out of five were citizens of China or Taiwan.

“The use of dynamic QR code systems on taxis has been introduced in only a handful cities such as New York,” said Goh Hong-seok, chief of Seoul City’s urban transport division.

Alibaba reaching for the stars in push for 10th Singles Day

CHINA’S Alibaba Group has taken a fresh step into space with the launch of what it calls a mini space station and the planned launch of a communication satellite, as the e-commerce giant gears up for its annual shopping festival on November 11 and eyes frontier technologies.

Dubbed “Candy Tin”, the mini space station, which was launched on Thursday from Taiyuan, Shanxi province, has been positioned in orbit and is powered by Commsat Technology Development Co, a Beijing-based small satellite constellation operator. The Tmall Global communication satellite, meanwhile, is scheduled for launch just days ahead of the November 11 shopping extravaganza, known as Singles Day.

The launches commemorate the 10th such 24-hour e-commerce spending spree, which was first held by Alibaba in 2009, and also mark 10 years since the first Chinese astronaut walked in space, said Jing Jie, president of Alibaba’s Tmall shopping site.

According to the company, one major purpose of the plan is to enhance customers’ user experience during the gala, which clocked up 168.2 billion yuan ($24.2 billion, Bt801 billion) in sales last year. It said the space technology will better serve the integration of online and offline shopping interactions across the globe.

“The satellite collects the blessings of our consumers from different corners of the Earth and launches them together into outer space,” said Jing.

The satellite will orbit the Earth once every 90 minutes, broadcasting sentimental messages to consumers when the satellite passes over their location, the company said. Users will be able to access the feature via the Taobao app. The company did not disclose the function of the mini space station.

Liu Dingding, a veteran industry analyst in Beijing, sees no direct connection between the satellite launch and an immediate improvement in customer experience for the festival season, calling the launch “more of a publicity stunt”.

Cao Lei, director of the China E-Commerce Research Centre, agreed, saying: “The satellite cannot yet exert a substantial influence on the current shopping procedure, from sourcing and purchasing to logistics.”

But he said the launches are likely to inject fresh vigour into the Singles Day promotion, which this year will prioritise globalisation and the interaction of online and offline commerce.

Recruiting around 180,000 brands from home and abroad to offer discounts to buyers, Alibaba is using Tmall Global, the dedicated cross-border portal, to offer 3,700 categories of imported goods from 75 countries and regions on its platform.

Meanwhile, Alibaba’s subsidiary platforms, such as Tmall World, AliExpress and Lazada, will bring the event to hundreds of millions of overseas shoppers.

“Global tech powerhouses are elbowing their way into the likes of satellite and quantum computing, which are the launchpads for the next wave of commercial applications,” Cao said.

Traffic saved Indonesian man from doomed Lion Air flight

Breaking News October 30, 2018 01:00

Jakarta – An Indonesian man has described how Jakarta’s notorious traffic inadvertently saved his life on Monday after he arrived too late to catch the doomed Lion Air plane which plunged into the sea minutes after taking off.

Sony Setiawan, an official in Indonesia’s finance ministry, had meant to be on board the ill-fated flight JT610, a journey he and his colleagues caught on a weekly basis.

But while his friends battled their way through Jakarta’s daily congestion to make the flight, Sony found himself stuck on a toll road for hours.

“I usually take (flight) JT610 — my friends and I always take this plane,” Setiawan told AFP.

“I don’t know why the traffic at the toll road was so bad. I usually arrive in Jakarta at 3am but this morning I arrived at the airport at 6:20 and I missed the flight.”

That gridlock likely saved Setiawan’s life as officials warned it was unlikely anyone would have survived such a crash.

But Setiawan said any gratitude he felt was tinged with the knowledge so many people, including six of his colleagues, were not so fortunate.

“The first time I heard I cried,” he said. “I know my friends were on that flight.”

Setiawan, who is from Bandung in West Java, said he managed to catch a second flight to Pangkal Pinang city and only learned of the crash once he landed safely.

The call he made to his briefly stricken family was filled with emotion.

“My family was in shock and my mother cried, but I told them I was safe, so I just have to be grateful,” he said.

Some 189 people on board the plane when it vanished from radar just 13 minutes after taking off from the Indonesian capital, plunging into the Java Sea off Indonesia’s most populous island.

The finance ministry said around 20 of its employees were on the plane.

Indonesia’s search and rescue agency said it was “likely” all passengers and crew were killed in the accident, as it found body parts of some victims.

A sprawling and haphazardly planned megacity, Jakarta is known for having some of Southeast Asia’s worst traffic congestion with lengthy tailbacks and hours-long delays a daily frustrating ritual for commuters.

THE EXTENT to which Vichai Srivaddhanaprabha was held in high esteem became apparent yesterday when his death in a helicopter crash generated headlines in newspapers and TV stations across the globe.

Leicester City’s Thai billionaire chairman was among five people killed when his chopper crashed and burst into flames in the Premier League side’s King Power Stadium car park moments after taking off early on Sunday (Thailand time).

Several hours after the horrific incident, Leicester confirmed people’s worst fears – that Vichai and the four other people on board had indeed lost their lives. “The world has lost a great man,” the club said.

“Leicester City was a family under his leadership. It is as a family that we will grieve his passing and maintain the pursuit of a vision for the club that is now his legacy.”

TV networks, including CNN, interrupted programmes with the breaking news and a stream of fans already fearing the worst soon started laying out flowers, football scarves and Buddhist prayers outside the club’s stadium.

They expressed their heartfelt tributes to the man they credited for their fairytale Premier League victory in 2016 as surely as if he had been one of their own.

Among those touched by the tragedy was Prince William, a friend of Vichai and himself a helicopter pilot. The prince said Vichai had made a “big contribution” to not only football, but also local charities. “My thoughts today are with the family and friends of Vichai Srivaddhanaprabha and all the victims of the terrible crash at Leicester City Football Club,” William said.

“I was lucky to have known Vichai for several years. He was a businessman of strong values who was dedicated to his family and who supported a number of important charitable causes.”

Leicester and England striker Jamie Vardy, one of the heroes of the 2016 championship success, added on Instagram: “Struggling to find the right words … but to me you are legend, an incredible man who had the biggest heart, the soul of Leicester City Football Club.

“Thank you for everything you did for me, my family and our club. I will truly miss you … may you rest in peace … #theboss”.

The impact made by Leicester’s remarkable rise under Vichai across the continent was reflected, as Spanish giants Barcelona and Real Madrid both expressed their condolences.

“The club wants to show their condolences to his family, his friends and all the Leicester fans,” said European champions Madrid.

“Our thoughts are with the whole @lcfc family. Rest in peace,” Barca posted on Twitter.

A book of condolences will be opened at the stadium today and the team has postponed an upcoming Cup fixture against Southampton as it comes to terms with the tragedy.

“Everyone at the club has been truly touched by the remarkable response of the football family, whose thoughtful messages of support and solidarity have been deeply appreciated at this difficult time,” the statement said.

Police named the four other victims as Nursara Suknamai and Kaveporn Punpare, two members of Vichai’s staff, pilot Eric Swaffer and passenger Izabela Roza Lechowicz. Police have already handed the file over to air accident investigators, while some eyewitnesses hailed the pilot as a hero for steering the plunging helicopter away from the still-busy stadium.

One newspaper, the Daily Mirror, described Swaffer as a veteran pilot with many years’ experience, who previously flew members of the Royal Family and celebrities.

Vichai, 60, the owner of Thailand’s King Power duty-free empire, was a regular at matches who used to fly to and from home games. The blue chopper took off from the middle of the pitch once the stadium had emptied after a game against West Ham.

Eyewitnesses said the helicopter appeared to develop a mechanical problem in its rear propeller shortly after takeoff.

Images showed orange balls of flame engulfing the wreckage in the car park of the stadium where just two years ago Leicester had celebrated the most unlikely of Premier League title triumphs.

Football fans in Bangkok said Vichai had helped develop the sport in Thailand as well, bringing the Southeast Asian country greater recognition in the sporting world.

“He is an important person who has raised the bar of Thai football further,” said Leicester fan Apichart Jitratkavee. Chamat Uchukan-okkul, 39, said Vichai had been “an inspiration to Thais … he showed that we can do anything if we set our minds to do it”.

Vichai bought Leicester City in 2010 and became chairman the following February, pouring a fortune into the team. It was under Vichai’s ownership that Leicester crafted one of the biggest fairytales in English football history by winning the 2015/16 Premier League.

THE REINS of King Power Group’s multi-billion-baht business empire is now in the hands of 32-year-old Aiyawatt Srivaddhanaprabha, whose father Vichai was killed in a helicopter crash in the UK over the weekend.

With his father gone, Aiyawatt has to take over as the CEO of King Power Group as well as chairman of the English Premier League football club Leicester City. Inheriting a highly lucrative monopoly in airport duty-free operations across the country, including the massive one at Suvarnabhumi Airport, Aiyawatt will find himself facing multiple challenges. His first challenge will be to win a new concession for Suvarnabhumi when the current 10-year licence expires in 2020.

Airports of Thailand (AOT) is under increasing pressure to boost competition in the bidding process for duty-free outlets.

The Thailand Research Development Institute, for instance, has recommended that AOT split the massive duty-free master concession into several smaller concessions for each product category, so as to boost revenues for the state and improve services to more than 40 million tourists per year.

Worawoot Ounjai, president of the Thai Retailers Association, had said earlier that the government needed to improve transparency and fairness in the terms of reference, which will be used to select bidders for the airport duty-free shopping concessions.

AOT is expected to invite bids later this year or next year – well before the current concession ends.

Apart from the lucrative Suvarnabhumi concession, King Power also runs duty-free shops at Bangkok’s Don Mueang Airport as well as at Chiang Mai, Phuket and Hat Yai airports.

It has also set up several duty-free outlets outside the airports, including in Bangkok, Phuket and Pattaya, with the largest being King Power’s branch in Bangkok’s Soi Rang Nam. Positioned as a global player in tourism and duty-free shopping, the group has also invested in the Bangkok Pullman Hotel and King Power Mahanakorn, a high-rise hotel and Bangkok observation centre, as well as in a state-of-the-art theatre.

According to Forbes Thailand magazine, Vichai was listed as the ninth richest person in Thailand in 2015 when his net worth was estimated at Bt83 billion. The following year, he rose by two ranks with an estimated net worth of Bt116 billion. Vichai rose to the No 5 slot in 2018 with an estimated net worth of Bt162.1 billion.

However, it remains unclear if Aiyawatt has his father’s mettle, especially in terms of having a formidable wheeler-dealer attitude, even though he has been groomed over the past several years for these new challenges.

The family of the late Thai billionaire boss of Premier League club Leicester City paid tribute to him on Monday at the site where his helicopter crashed as investigators began examining the aircraft’s black box.

Vichai Srivaddhanaprabha’s son and widow were seen laying a wreath among a sea of tributes from fans outside the stadium, including flowers, football scarves and Buddhist statues.

Vichai’s son Aiyawatt Srivaddhanaprabha, known as “Top”, is chief executive of his father’s duty-free empire King Power and also vice-chairman of the football club Vichai bought in 2010.

Air accident investigators also on Monday said they had recovered the helicopter’s digital flight data recorder, which was subject to “intense heat” in a fire after the crash.

“Today our inspectors.. will start working on the recorder,” the Air Accidents Investigation Branch said in a statement.

Along with other family members and executives from King Power, the two were also seen laying wreaths at the crash site in a car park near the stadium, which is still cordoned off as air accident investigators pick through the wreckage.

Five people died in Saturday’s crash, including also two members of Vichai’s staff, Nursara Suknamai and Kaveporn Punpare, pilot Eric Swaffer and the pilot’s girlfriend, Izabela Roza Lechowicz, also a pilot.

Nursara Suknamai was an actress and a runner-up in Miss Thailand Universe in 2005.

Vichai, 60, a regular at matches who used to fly to and from home games, was much-loved in the city as the driving force behind the club’s historic 2016 Premiership victory.

His blue helicopter took off from the pitch after the stadium emptied following Saturday’s 1-1 draw with West Ham, but crashed moments later in the car park.

Earlier British Prime Minister Theresa May and Prince William, who is president of the Football Association, offered their condolences over the crash.

“I was lucky to have known Vichai for several years. He was a businessman of strong values who was dedicated to his family and who supported a number of important charitable causes,” said William, the Duke of Cambridge.

“He made such a big contribution to football, not least through Leicester City’s magical 2016 season that captured the imagination of the world.

“He will be missed by all fans of the sport and everyone lucky enough to have known him.”

May said her thoughts were with the family and friends of the victims as well as supporters of the club.

“The outpouring of grief is a testament to how many people’s lives were touched by those on board,” she said in a statement.

Vichai bought Leicester City in 2010 and became chairman the following February, pouring millions into the team and becoming a beloved figure in the club and the city — a feat rarely achieved by the Premier League’s foreign owners.

It was under Vichai’s ownership that Leicester crafted one of the biggest fairytales in English football history by winning the 2015/16 Premier League, having started the season as 5,000-1 outsiders for the title.

Australia has issued an instruction advising Australian officials and other government employees not to fly on any Lion Air flights following the crash of flight JT610 on Monday morning on its way from Jakarta to Pangkalpinang in Bangka Belitung.

“Following the fatal crash of a Lion Air plane on October 29, Australian government officials and contractors have been instructed not to fly on Lion Air. This decision will be reviewed when the findings of the crash investigation are clear,” a statement on the Australian Department of Foreign Affairs and Trade’s website read at Monday noon.

Air traffic controllers lost contact with Lion Air flight JT610 at 6:33 a.m., shortly after the plane took off at 6:20 a.m. from Jakarta’s Soekarno-Hatta International Airport.

The plane, which was carrying two pilots, six crew members and 181 passengers, including three minors, crashed in the Java Sea, 7 nautical miles north off the coast of Tanjung Bungin in Karawang, West Java. A joint search and rescue team has been sent to the site.

Among the passengers were officials from various ministries, including the Finance Ministry. Minister Sri Mulyani Indrawati appeared devastated when she visited the National Search and Rescue Agency’s (Basarnas) office in Jakarta

At least 20 government officials were on board the flight, including staffers of the State Assets and Auction Services (KPKNL) and the State Treasury Services Office (KPPN).

Sri Mulyani said the 20 employees on board the flight were returning to their office in Pangkalpinang after either spending time with their families or attending the 72nd anniversary of Currency Day in Jakarta over the weekend.

“I am very concerned with the fate of [Finance Ministry] team,” Sri Mulyani said.

There were also one official from the Environment and Forestry Ministry and four from the Energy and Mineral Resources Ministry on the plane. Reports also say officials from the Supreme Audit Agency (BPK) and the Bangka-Belitung legislative Council were also on board.
