Mid-air emergency: First-time flyer mistakes exit door for toilet

MUMBAI, India

An Indian passenger sparked panic in mid-air when he tried to open a plane door, apparently mistaking it for the toilet, the airline and reports said.

The man was traveling on a GoAir flight from New Delhi to Patna on Saturday when he attempted to open the aircraft’s rear exit, the carrier said.

“A co-passenger raised the alarm and he was intercepted by the crew,” GoAir said in a statement emailed to AFP on Tuesday.

Indian media reports said he was a first-time flier in his late 20s.

When fellow passengers asked him what he was doing he told them he “needed to use the washroom urgently and kept tugging at the exit door”, The Telegraph, a Kolkata-based newspaper, quoted an airport official as saying.

“Pandemonium prevailed amid all this and he was restrained and finally handed over to us.

“He said that the confusion happened because he had boarded a flight for the first time in his life,” Mohammad Sanowar Khan told the newspaper.

GoAir said the passenger was handed over to the authorities for further investigation after the plane arrived safely at its destination.

A spokesperson for the airline added that the man wouldn’t have succeeded in opening the door anyway due to air pressure in the cabin.

India’s aviation market has witnessed a six-fold increase in passenger numbers over the past decade as a growing middle class take advantage of better connectivity and cheap flights, with many taking to the skies for the first time.

The incident comes almost a week after a cockpit mix-up left more than 30 passengers on a Jet Airways plane bleeding from their ears and noses after the crew reportedly forgot to flick a switch regulating cabin air pressure.

The flight from Mumbai to Jaipur, which was carrying 166 passengers, had to turn back. Those affected were given medical attention while the flight crew was suspended pending an investigation.

Indonesia has urged Malaysia to rescue two Indonesian fishermen who were kidnapped in Sabah by a Philippine armed group earlier this month.

“We want the Sabah Police to not only pass on ransom demands from the kidnappers, but also to facilitate in the release of the two Indonesian citizens held hostage in the Sabah region,” the Foreign Ministry’s Indonesian citizen protection director, Lalu Muhammad Iqbal, said in a statement on Tuesday.

The Sabah Police said the group believed to have abducted the fishermen — identified as Samsul Saguni, 40, and Usman Yunus, 35 — had demanded a ransom of RM4 million for their release, the Star reported on Tuesday.

“The wife of one of the victims, who is in Sulawesi, Indonesia, received a call from the Philippines,” Sabah Police Commissioner Datuk Omar Mammah said as quoted by the Star.

Iqbal said the fishermen had followed all standard operating procedures when they were abducted, indicating that the incident took place because of the worsening security in the waters off Malaysia.

Samsul and Usman, both from West Sulawesi, were kidnapped on Sept. 11 while working on a Malaysian-flagged fishing vessel, the Dwi Jaya I.

According to the Star, they were abducted off the coast of Semporna, a town in eastern Sabah that is seen as “the gateway for cross-border travel, especially to the troubled Sulu Island chain in the Philippines”.

It was the first kidnapping since trilateral maritime patrols between Indonesia, Malaysia and the Philippines kicked off last year.

Ending Rohingya Crisis: Bangladesh places 3 proposals at UN meet

Unb, New York

Bangladesh’s Prime Minister Sheikh Hasina yesterday made three recommendations for solving the Rohingya crisis at its root, including abolition of discriminatory laws, policies and practices of Myanmar against the minority group.

According to her second recommendation, Myanmar must create conducive environment by building trust and guaranteeing protection, rights and pathway to citizenship for all Rohingyas. If needed, it should create a “safe zone” inside the country to protect all civilians.

Her third recommendation says atrocious crimes against Rohingyas in Myanmar should be prevented by bringing accountability and justice, particularly in the light of recommendations of the Fact-Finding Mission of the UN Human Rights Council.

The PM was speaking at a high-level event on the “Global Compact on Refugees: A Model for Greater Solidarity and Cooperation” at the UN headquarters in New York.

“In Bangladesh, now we’re faced with the largest forced movement of over 1.1 million traumatised Rohingyas in the shortest time. They’ve been forcibly displaced from their homes in Rakhine State of Myanmar where they had been living for centuries.

“While we’re providing them with basic necessities, the magnitude of the problem has posed serious challenges for us. We’ve allocated over 6,000 acres of land,” the PM told her audience.

The diversion of human and other resources for Rohingyas has taken a toll on the environment, economy and society, she said.

Hasina mentioned that the international partners, especially the UN agencies, have been helping the Rohingyas.

“Regrettably, the current UN joint response plan of 2018 which requires $950 million has remained severely underfunded with only 33 percent funding secured. Humanitarian and development support of the international community for the Rohingyas and other affected communities must be predictable and in the spirit of international responsibility sharing.”

Hasina reiterated that the Rohingya crisis has originated in Myanmar and the solution has to be found there.

“As a responsible government, we’ve opened our border and provided shelter to the forcibly displaced Rohingyas. By doing so, we’ve not only saved lives, but also stabilised the entire region by containing the crisis within our border.”

She said Bangladesh would like to see the Rohingyas returning to their homes with safety, security and dignity. “Pending their return, we are trying to address their basic needs.”

Given the scarcity of land and other socio-cultural and environmental impacts, Hasina said the Bangladesh government was going to relocate Rohingyas to a newly developed island, Bhashan Char, where they would have better living conditions and livelihood opportunities.

The PM said in the absence of any policy of local integration in Bangladesh, Rohingyas need to secure their future in their own country, Myanmar. She urged the international community to help Bangladesh achieve that.

Hasina said the “Global Compact on Refugees” has been adopted at a time when the world is faced with swelling refugee crisis. Innocent people from various conflict-torn countries were leaving their homes for safety and security while many countries like Bangladesh were giving them shelter, protection and hope.

She mentioned that most of these refugee-hosting countries were developing countries having own set of challenges. “Yet, they respond to the call of humanity.”

The world must recognise their contributions and help those countries shoulder the burden. The world leaders must come forward with political will and commitment, she added.

The PM said the world must not forget that every refugee desires to return to his homeland.

“Safe and sustainable return to the country of origin is particularly important to resolve protracted refugee crisis. Greater attention needs to be paid to remove the root causes that make people refugee, and those root causes lie in the countries of origin.”

She said the realisation of the “Global Compact on Refugees” should exhibit stronger commitment towards addressing those root causes rather than focusing on response to an emerging situation only.

The event was moderated by UN High Commissioner for Refugees Filippo Grandi.

Nearly 700,000 Rohingyas crossed over into Bangladesh, fleeing a brutal military crackdown in Myanmar since August 25 last year.

Many refugees came with horrific accounts of killings, sexual violence and arson. UN investigators say the evidence warrants the charges of genocide, crimes against humanity and war crimes.

In September 2016, the United Nations General Assembly unanimously adopted the New York Declaration for Refugees and Migrants with a clear imperative: to forge comprehensive and predictable responses to large-scale movements of refugees, while easing pressure on host countries.

The declaration called upon the UNHCR to move forward in two ways.

First, they requested that UNHCR develop and initiate the comprehensive refugee response framework (CRRF), contained in annex I of the declaration, in close cooperation with relevant actors.

Second, they agreed to work towards the adoption of a global compact on refugees in 2018, based on the practical application of the CRRF and consultations with all relevant stakeholders in the intervening two years, reads the concept note of the UN event.

It also said that in the face of new and ongoing conflicts, and consequent increasing and prolonged forced displacement, comprehensive responses remain critical.

Over 85 percent of all refugees are located in low and middle income countries. Humanitarian budgets are stretched, addressing often less than 50 percent of urgent needs.

As recognised in the declaration, new approaches and broader sources of support are needed as ever before that are sustainable over time and that strengthen resilience of refugees and also of the communities where they reside. The consultations on the global compact have underscored the importance of this.

THỪA THIÊN-HUẾ

Archaeologists in the Indo-Pacific area have gathered in the city of Huế in the central province of Thừa Thiên-Huế for discussions on the progress of the sector in recent years.

The ongoing 21st Congress of the Indo-Pacific Prehistory Association (IPPA) in the city accommodates 700 archaeologists from 35 countries including Vietnam for six days of discussions.

The congress started on Sunday and will continue until Friday, with several separate topic meetings as well as visits to relics built by the Nguyễn Dynasty (1802-1945) in Huế.

IPPA’s secretary-general Ian Lilley said the congress would be a chance for archaeologists around the world to gain a deeper understanding of the progress of archaeology in the Indo-Pacific region.

Phan Thanh Hải, director of the Huế Monuments Conservation Centre and a co-organiser of the congress said the congress would feature different archaeology topics, with a focus on the new findings made in the area over recent years.

“Discussion on new theories as well as the application of high technology for the job will be facilitated in the congress meetings,” he said.

According to Nguyễn Giang Hải, director of the Vietnam Institute of Archaeology, the country would announce new findings from the pre-Epipaleolithic era found at sites in the Central Highlands region.

Phạm Văn Đức, director of the Vietnam Institute of Social Sciences said the congress would discuss the benefits of archaeological studies for the whole community.

“Archaeology has grown from studying the basics to getting involved with social issues. The growth is expected to benefit community life in light of heritage conservation, culture, education as well as connecting people from different regions and races,” he said.

Local researchers expect that by holding the conference, they could help international researchers to get closer to the history of the land, where pre-historic relics were found and announced by late researcher Hồ Tấn Phan.

Phan used to nurture the recognition among the global archaeological community of pre-historic developments around Thừa Thiên-Huế, as well as in eras before the settlement of the Champa and Vietnamese people since 1558.

US documents systematic violence against Myanmar Rohingya

Breaking News September 25, 2018 07:24

United Nations, United States

The United States said Monday it had found evidence of systematic violence by Myanmar’s military against the Rohingya minority, including widespread killings and rape.

The State Department released the report just as the United States announced $185 million in new funding for Rohingya refugees during a meeting at the United Nations on Myanmar.

The State Department study, based on interviews in April with 1,024 Rohingya adults who have taken refuge in neighboring Bangladesh, provided accounts consistent with reports from human rights groups but kept largely to dispassionate descriptions of events.

The report notably did not use the terms genocide or ethnic cleansing to describe the mass killings of the Rohingya, a mostly Muslim group concentrated in Rakhine state that is despised by many in Buddhist-majority Myanmar and who are not considered citizens.

“The survey reveals that the recent violence in northern Rakhine State was extreme, large-scale, widespread and seemingly geared toward both terrorizing the population and driving out the Rohingya residents,” said the report by the State Department’s Bureau of Intelligence and Research.

“The scope and scale of the military’s operations indicate they were well-planned and coordinated,” it said.

“In some areas, perpetrators used tactics that resulted in mass casualties, for example, locking people in houses to burn them, fencing off entire villages before shooting into the crowd or sinking boats full of hundreds of fleeing Rohingya.”

Most see killings, rape

The report said that 82 percent of the interviewed refugees personally witnessed killings, with 51 percent also reporting sexual violence.

The State Department said that witnesses hailing from multiple villages reported similar rapes, in which military men would force all the women to leave their homes.

“They would then choose a smaller number of women — often four or five, but some refugees reported up to 20 — whom as many 15 soldiers would then take to fields, forests, houses, schools, mosques or latrines to gang rape,” it said.

“Many victims were reportedly killed afterward, though not in all cases,” it said, adding that soldiers in some cases would go door to door to find the “‘prettiest’ girls” to gang-rape.

In an overwhelming 88 percent of cases, the witnesses said that the military was behind atrocities. Few said they saw attacks against them by the Arakan Rohingya Salvation Army (ARSA), the Islamic militant group whose assaults on military posts in October 2016 triggered the crackdown.

The violence in Myanmar, formerly known as Burma, was unleashed soon after the country transitioned to democracy, undermining what Western governments had hailed as a triumph of engagement.

The campaign against the Rohingya has especially tarnished the reputation of Aung San Suu Kyi, the long-detained democracy advocate and Nobel laureate who has been reticent in addressing the violence.

Help for refugees

More than 700,000 Rohingya took refuge in Bangladesh, fearful of returning to Myanmar despite a repatriation deal between the two countries.

Meanwhile, Britain hosted a meeting of about a dozen foreign ministers that was also attended by Myanmar’s state counselor Kyaw Tint Swe and International Cooperation Minister Kyaw Tin, although Suu Kyi did not come to New York.

Fresh from a visit to Myanmar, British Foreign Secretary Jeremy Hunt warned that military leaders must answer for any atrocities committed against the Rohingya, a foreign office spokesperson said.

“If, in a year’s time, we have not made a meaningful difference to the lives of the million or more people affected, then we have failed as an international community,” Hunt told the closed meeting, according to the spokesperson.

US Ambassador Nikki Haley announced the $185 million for food, water, health care and other critical aid to the refugees, even as the United States dramatically scales back its admission of refugees.

Myanmar’s army chief Min Aung Hlaing was recently quoted in a newspaper as telling his troops that no country, organization or group has the “right to interfere in and make decision over sovereignty of a country.”

TOKYO

THREE-DIMENSIONAL maps that enhance the accuracy of self-driving technology have been under development through cooperation between Japan’s public and private sectors. They are likely to be put into practical use by March 2019 for all expressways and other automobile highways totalling about 30,000 kilometres.

The 3-D maps will be sold to automobile manufacturers and other entities. The completion of the 3-D maps will become an important base for the practical use of self-driving cars by 2020, a goal the government has set.

Self-driving technology requires three main functions:

lA “cognitive function” to understand the locations of automobiles and their surrounding situations with cameras and sensors;

lA “judgement function” to choose the appropriate response, depending on the situation, using artificial intelligence or other devices;

lAn “operational function” to control the driving operation based on the judgement function.

The 3-D maps are intended to support the cognitive function, as well as concretely express information to both understand areas around a vehicle – including lane lines and centre lines – and information on driving restrictions such as speed limits.

By combining information from 3-D maps with data based on the global positioning system, self-driving cars would be able to avoid crashing into the side of the road and could run at a safe speed. In that sense, 3-D maps are different from car navigation systems, which have the main aim of giving information on driving directions.

Promoting the 3-D map development are the Innovation Network Corporation of Japan, a public-private fund in which the government has a more than 90 per cent investment; main map publisher Zenrin Co; and Dynamic Map Platform Co, a Tokyo-based development company in which automakers such as Toyota Motor Corp and Honda Motor Co have invested.

Since summer last year, they have accumulated data through self-driving cars that have been equipped with cameras and other devices and that have run on roads.

Dynamic Map Platform is seeking high-precision maps to lead them to enhanced self-driving technology and a safe driving support system, setting the goal of limiting errors of automobiles’ locations on 3-D maps to within 25 centimetres. In the future, the company also plans to create 3-D maps for self-driving cars on ordinary roads.

The government announced 3-D maps for self-driving cars as an important item in the Comprehensive Strategy on Science, Technology and Innovation 2016, which was decided at a Cabinet meeting in May 2016. A development company was established for that purpose in June 2016.

The government is promoting the public-private project to avoid a situation in which each company collects the same information on roads and to standardise 3-D maps.

The government positions the practical use of self-driving cars as a pillar of its growth strategy, It hopes it would help with the smooth transport of elderly people and in solving a labour shortage in the logistics field.

SHANGHAI

SHANGHAI will sharpen its focus on the sector’s basic research, pilot zones, policies and talents to build itself into a national hub for AI.

The announcement was made by Li Qiang, Shanghai’s communist party secretary, on Monday, when he addressed the 2018 World Artificial Intelligence Conference that brought together leading academics and entrepreneurs from home and abroad in the AI realm.

The city should focus on basic AI research in brain science and general intelligence, while accelerating breakthroughs in core technologies such as intelligent sensing, Li said.

This is buoyed by the city’s growing number of universities and research institutes that have flocked to establish AI research labs and recruited a batch of AI talents in areas like integrated circuits, computer vision and brain engineering.

Another area where Shanghai enjoys unique advantages would be the establishment of pilot zones, Li noted, where AI-powered applications in manufacturing, finance, healthcare, autonomous driving and robots are encouraged to test the waters in the city. These would become viable thanks to a variety of industry-specific application scenarios in Shanghai and the surrounding Yangtze River Delta region, China’s most affluent area.

Other pluses include the capital to inform and train AI algorithms, as well as the sound IT infrastructure that supports the new generation of mobile communications and Internet of things technologies.

To shore up that ambition, the municipality has vowed to address new challenges deriving from AI, including research on relevant local regulations, tackling ethical issues, ramping up intellectual property protection and enhancing AI-related technical standards.

Li also promised to take further steps to create a favourable environment for talent and to encourage some of the world-leading AI figures to set foot in Shanghai.

His remarks were echoed by a 22-point circular issued by the local authorities on the same day, in which Shanghai planned to construct 60 AI application scenarios and over 100 AI demonstration projects. The directives also proposed the establishment of three to four towns and five pilot zones featuring AI, with no timeline being disclosed.

Shanghai’s emphasis on AI has pulled in tech majors from Alibaba Group Holding Ltd to Tencent Holdings Ltd to bring more AI-focused businesses to the city.

“The matured industrial chain of smart chips, software and hardware services, along with the ability to attract technology talents have equipped Shanghai with an exceptional advantage in AI development,” said Pony Ma, chairman of Tencent, whose computer vision research arm Youtu Lab is based in Shanghai.

Microsoft Corp is looking at setting up an arm of its Asian research house in Shanghai this year, fuelling the city’s ambition to seek digital upgrading and develop artificial intelligence talents, said the company’s executive vice-president Harry Shum.

“Shanghai is home to many leading companies that leverage Microsoft’s cloud computing offerings and AI technologies,” he said. “We have carried out extensive collaboration with top research institutions and start-up firms in the city, and we strive to create an open ecosystem that helps drive innovation.”

THE NATIONAL Assembly in South Korea has passed a bill that grants a regulatory sandbox for new businesses in the information and communication technology sector, a development that is expected to speed up the adoption and commercialisation of next-generation technologies in Korea.

The bill to amend the Special Act on Promotion and Vitalisation of Convergence of Information and Communications Technology was passed into law last Thursday, according to the Ministry of Science and ICT.

The changes include the adoption of a regulatory sandbox system for selected new technologies and services. It is a system that offers a regulatory wavier for a set amount of time to businesses to test out innovative products, services and business models in the market.

Those seeking the regulatory waiver should file an application for a special designation, and if approved, the regulatory sandbox will last for two years, with the possibility of a one-time extension, according to the Science Ministry.

“Businesses will be able to test out their technologies and services in the real market and readjust their strategies accordingly, while the government can swiftly improve related regulations based on real-life data,” the ministry said in a statement.

Korea’s temporary approval and expedited approval procedures went into effect in 2014 to speed up the entry of innovative products and services that lack a legal basis by virtue of their novelty. They have also been simplified to cut down on repetitive elements.

The temporary approval period has also become longer, from one year to two years, with the opportunity for a one-time extension.

To ensure the smooth implementation of the changes, the ministry has formed a special evaluation body to foresee the regulatory sandbox and temporary approval application and review process.

“We will do our best to inform businesses of the changes so as to prevent a situation in which they are unable to use the fast-track procedures due to a lack of awareness,” the ministry said.

A NEW UNMANNED exploration robot made by Team Kuroshio, which will compete this year in the final round of an international race to precisely map the ocean floor, was unveiled recently at the Japan Agency for Marine-Earth Science and Technology (JAMSTEC) in Yokosuka, Kanagawa Prefecture.

The exploration team is comprised of representatives from eight government, private sector and academic organisations, including JAMSTEC, the University of Tokyo and Mitsui E&S Shipbuilding Co.

The new robot is one of two that will be used in the competition’s final round.

The 5.6-metre-long, 1-metre-wide, 2.3-tonne cylindrical robot will map the topography of the ocean floor using sound waves. It can move autonomously at speeds of up to 8kph for more than a day, according to the team.

In the competition, which is organised by the US-based XPRIZE Foundation, teams aim to map an area of the seabed of at least 250 square kilometres at a depth of at least 4,000 metres within 24 hours.

Eight teams from Japan, the United States and Europe will compete in the final for a grand prize of $7 million (Bt227 million).

GS RETAIL CO, a major South Korean retailer, said it recently opened a “smart convenience store” using a face recognition system and other technologies amid local retail firms’ race to automation.

The company launched its convenience store chain GS25 outlet at the headquarters of LG CNS, the information technology arm of LG Group, in Seoul as a test bed for new retail technologies, it said.

Some of the key technologies used at the outlet include a face recognition system for payments and for the opening and closing of the entrance.

The shop also has a checkout counter, which automatically scans items for payment by analysing the image and weight of the products, without visitors having to scan their barcodes.

GS Retail said the launch of the new type of store is aimed at expanding the technologies to support its franchisees to reduce their staffing costs.

South Korea’s convenience store franchisees and other small business owners have been calling for support from the government and the franchisers in the face of the Moon Jae-in administration’s push to increase the minimum hourly |wage.

The country’s minimum wage spiked 16.4 per cent on-year to 7,530 won (Bt218.45) per hour at the start of the year.

It is again set to jump 10.9 per cent to 8,350 won (Bt242.23) per hour at the start of 2019.

A GS Retail official said the firm plans to continue the test operation until the end of the year and gradually implement some of the technologies used in the outlet for other stores starting next year.
