‘Ethnic cleansing’ of Myanmar’s Rohingya continues: UN

Myanmar is continuing its “ethnic cleansing” of the Rohingya with a “campaign of terror and forced starvation” in Rakhine state, a UN human rights envoy said on Tuesday, six months after a military crackdown sparked a mass exodus of the Muslim minority.

Some 700,000 Rohingya have fled over the border to Bangladesh since the violence erupted in August, bringing with them consistent testimony of murder, rape and arson by soldiers and vigilante mobs.

“The ethnic cleansing of Rohingya from Myanmar continues. I don’t think we can draw any other conclusion from what I have seen and heard in Cox’s Bazar,” UN Assistant Secretary-General for Human Rights Andrew Gilmour said after speaking to newly-arrived Rohingya in Bangladesh’s crowded refugee camps.

“The nature of the violence has changed from the frenzied blood-letting and mass rape of last year to a lower intensity campaign of terror and forced starvation.”

His statement also said it was “inconceivable” that any Rohingya would be able to return to Myanmar in the near future, despite Myanmar’s pledges to start taking back some refugees.

“The Government of Myanmar is busy telling the world that it is ready to receive Rohingya returnees, while at the same time its forces are continuing to drive them into Bangladesh,” Gilmour said.

“Safe, dignified and sustainable returns are of course impossible under current conditions.”

Myanmar’s military insists its crackdown was needed to root out Rohingya militants who attacked border police posts in August, killing about a dozen people.

Doctors Without Borders (MSF) has estimated that at least 6,700 Rohingya were killed in the first month of the crackdown alone.

Hundreds of Rohingya villages were torched, and recent satellite imagery showed at least 55 villages have since been completely bulldozed, removing all traces of buildings, wells and vegetation.

Russian ex-spy critically ill after ‘substance’ exposure: reports

ASEAN+ March 06, 2018 08:16

By Agence France-Presse
London

A former Russian double agent living in Britain as part of the biggest spy swap since the Cold War is in a critical condition after suspected exposure to what police have called “an unknown substance”, British media reported Monday.

The BBC and other outlets named the victim as 66-year-old Sergei Skripal, who was hospitalised in intensive care on Sunday along with an unidentified woman, in the city of Salisbury.

A former colonel in Russian military intelligence, Skripal was sentenced to 13 years in jail in Russia in 2006 on charges of spying for Britain.

But he was granted refuge in the UK following a high-profile spy exchange between the United States and Russia in 2010.

His apparent targeting echoes the case of Alexander Litvinenko, an ex-Russian spy who died in 2006 after being poisoned with radioactive polonium in London.

A British inquiry into the death ruled in 2016 Russia’s President Vladimir Putin “probably approved” the killing and identified two Russians, Andrei Lugovoi and Dmitri Kovtun, as the prime suspects.

– ‘Major incident’ –

British police said Monday they had declared a “major incident” after two people — a man in his 60s, and a woman in her 30s — were found unconscious on a bench outside a shopping centre in Salisbury, 85 miles (140 kms) southwest of London.

They remain in intensive care while a “multi-agency response” has been coordinated, Craig Holden, Temporary Assistant Chief Constable of Wiltshire police, said in a statement.

“Alongside our partner agencies, we are conducting some extensive enquiries to determine exactly what led to these two people falling unconscious and clarify whether or not any criminal activity has happened,” he added.

Parts of the city centre remained sealed off Monday night as emergency responders in hazardous material suits continued to canvas there.

TV footage showed them hosing down public areas and searching bins, while a local restaurant closed “as a precaution” in connection with the incident, police said.

Meanwhile police vehicles were also filmed at the purported home of Skripal in Salisbury.

No visible injuries

Holden said Wiltshire police “received a call from a member of the public who was concerned for the welfare of two people” at around 4:15pm (1615 GMT) on Sunday.

“The pair, who we believe are known to each other, did not have any visible injuries and were taken to Salisbury District Hospital.

“They are currently being treated for suspected exposure to an unknown substance” he said, adding that they were “in a critical condition.”

Police said it had not been declared a counter terrorism incident, and appealed for any witnesses to come forward.

Freya Church, who saw the couple slumped on the bench, told the BBC they “looked so out of it”.

“It looked like they’d been taking something quite strong,” she said.

The trust running Salisbury District Hospital advised people Monday not to attend the emergency department “unless extremely urgent” as they dealt with the situation.

A spokeswoman for Public Health England, the government’s healthcare agency, said there did not “appear to be any immediate risk to public health”.

She added: “in situations like this our scientists and medical colleagues join the multi-agency response and, when appropriate, contribute any necessary public health advice.”

Despite the reassurances Wiltshire police warned local people to call emergency services “if you feel your own or another’s health is significantly deteriorating”.

Spy swap

Skripal was among 14 spies swapped by Moscow and Washington at Austria’s Vienna airport in 2010, in scenes reminiscent of the Cold War.

The exchange included Anna Chapman, a glamorous member of the exposed Russian spy ring on the US east coast who rose to further fame upon her return to Moscow.

Skripal, a retired Russian secret service colonel, was convicted and jailed for 13 years in 2006 for betraying Russian intelligence agents to Britain’s MI6 secret service.

Russia accused him of working with MI6 since the 1990s and that it had paid him $100,000 (81,000 euros) for information.

He was pardoned ahead of the 2010 spy swap and flown on to Britain, where he had reportedly kept a low profile for the last eight years.

Marina Litvinenko, the widow of Alexander Litvinenko, told Britain’s Daily Telegraph: “It looks similar to what happened to my husband but we need more information.

She added if a Russian poisoning plot was proved, it showed “nothing has changed since my husband died.”

Kim Jong Un and Seoul envoys discuss possible inter-Korean summit

Seoul

North Korean leader Kim Jong Un discussed a possible summit with envoys from the South’s President Moon Jae-in, both sides said Tuesday, in the latest step of an Olympics-driven rapprochement on the divided peninsula.

The delegation from Seoul is the most senior to travel North for more than a decade, and comes as Moon tries to broker talks between nuclear-armed Pyongyang and Washington, after months of high tensions.

“Hearing the intention of President Moon Jae In for a summit from the special envoy of the south side, he exchanged views and made a satisfactory agreement,” KCNA said of the North’s leader.

However, Seoul said no agreement had yet been reached on a meeting between Kim and Moon, which would be the first such summit since 2007.

The two sides have “discussed” it and “somewhat shared the view” on other points, an official from the South’s presidential Blue House said.

KCNA said Kim “warmly welcomed” the South Korean officials, who handed over a letter from Moon.

“He also made an exchange of in-depth views on the issues for easing the acute military tensions on the Korean Peninsula and activating the versatile dialogue, contact, cooperation and exchange,” it reported.

Kim’s discussions with the South Koreans lasted more than four hours, and included dinner at the North’s ruling Workers Party headquarters in Pyongyang, according to the Blue House.

Details will be made public after the delegation returns late Tuesday, it said.

The delegation from Seoul is pushing for talks between the nuclear-armed regime and the United States, after the North Korean leader sent his sister Kim Yo Jong to the Winter Games in the South and invited Moon to a summit in Pyongyang.

Kim Yo Jong’s trip was the first visit to the South by a member of the North’s ruling dynasty since the end of the 1950-53 Korean War, and her appearance at the Games’ opening ceremony — where athletes from the two Koreas marched together — made global headlines.

The Winter Olympics provided “a good atmosphere of reconciliation, unity and dialogue between the north and the south,” KCNA quoted Kim Jong Un as telling the South Korean envoys.

Moon has sought to use the Pyeongchang Games to open dialogue between Washington and Pyongyang in hopes of easing a nuclear standoff that has heightened fears over global security.

Before leaving for Pyongyang, the South’s national security advisor Chung Eui-yong said: “We plan to hold in-depth discussions for ways to continue not only inter-Korean talks but dialogue between North Korea and the international community including the United States.”

It is a challenging task — in defiance of UN sanctions, the isolated and impoverished North last year staged its most powerful nuclear test and test-fired several missiles, some of them capable of reaching the US mainland.

US President Donald Trump dubbed Kim “Little Rocket Man” and boasted about the size of his own nuclear button, while the North Korean leader called Trump a “mentally deranged US dotard”.

They traded threats of war and sent tensions soaring before a thaw in the run-up to the Winter Olympics.

Australia, East Timor to sign treaty at UN that could unlock billions

United Nations, United States

Australia and East Timor will on Tuesday sign a treaty at the United Nations to end a dispute over their maritime border and potentially unlock billions of dollars in revenue from offshore oil and gas.

UN Secretary-General Antonio Guterres will preside over the signing ceremony to be attended by Australian Foreign Minister Julie Bishop and Deputy Prime Minister Agio Pereira of East Timor, Asia’s youngest nation which joined the United Nations in 2002.

The treaty could provide a major boost to East Timor’s struggling economy with an agreement on sharing revenue from the Greater Sunrise oil and gas fields, worth between $40 and $50 billion.

Following a final round of negotiations in Kuala Lumpur last month, Australia and East Timor agreed to the treaty that delimits the maritime boundary between them in the Timor Sea and establishes revenue-sharing arrangements.

East Timor in 2016 dragged Australia before the Permanent Court of Arbitration, the world’s oldest arbitration tribunal, based in The Hague, after contesting a previous deal signed in 2006.

Dili wanted that treaty, which also covered the vast Greater Sunrise fields, torn up after accusing Australia of spying to gain commercial advantage during the negotiations.

As the dispute escalated, a group of energy companies including Australia’s Woodside, ConocoPhillips, Shell and Osaka Gas decided to mothball plans to develop the Greater Sunrise fields.

In January last year, the two neighbors announced that a new pact would be negotiated through the arbitration court.

Details of the revenue-sharing arrangements have not been released, but a statement from the arbitration court last month said the shares “will differ depending on downstream benefits associated with the different development concepts” for the gas fields.

Discovered in 1974, Greater Sunrise is located 150 kilometers (93 miles) southeast of East Timor and 450 kilometers northwest of Darwin.

Scientists invent ‘firefly’ light

JAPANESE engineering researchers say they have created a tiny electronic light the size of a firefly that rides waves of ultrasound, and could eventually figure in applications ranging from moving displays to projection mapping.

Named Luciola for its resemblance to the firefly, the featherweight levitating particle weighs 16.2 mg, has a diametre of 3.5 mm (0.14 inch), and emits a red glimmer that can just about illuminate text, Reuters reports.

But its minuscule size belies the power of the 285 microspeakers emitting ultrasonic waves that hold up the light, and have a frequency inaudible to the human ear, allowing Luciola to operate in apparent total silence.

It took two years for Luciola to get this far, said circuit design specialist Makoto Takamiya, a member of the Kawahara Universal Information Network Project, which developed the device.

“Ultimately, my hope is that such tiny objects will have smartphone capabilities and be built to float about helping us in our everyday lives in smarter ways,” said the University of Tokyo professor, who hopes it will be commercially viable in five to 10 years.

The developers expect Luciola to find applications in the so-called internet of things, in which regular objects, such as cars, or domestic appliances such as air-conditioners, are connected to networks to send and receive data.

Equipped with movement or temperature sensors, Luciola could fly to such objects to deliver a message or help to make moving displays with multiple lights that can detect the presence of humans, or participate in futuristic projection mapping events. – The Japan Times

TELEKOM Brunei Berhad (TelBru) will be rolling out a revised bandwidth-quota price structure of its existing broadband plans next month, and will also introduce a High Speed Quota-Based Plan to appeal to users such as online gamers and streamers, who require more speed as opposed to more data.

The introduction, according to TelBru, was made to reflect customers’ demand after reviewing customers need gathered from feedback.

The enhanced and new broadband options are being rolled out.

The new plan structure was announced by TelBru at a press conference by Kevin Yap, head of sales of TelBru.

Also present was Rusydina binti Haji Junaidi, manager of corporate communications unit at TelBru.

TelBru currently has three existing plans for users to choose from – Quota-Based Plan; Unlimited Plan; and Top-Up Plan, with each plan having different selections of price, speed and quota options, and the addition of the new High Speed Quota-Based Plan will provide more valued options for users.

According to TelBru, the concept of the enhanced and additional plans is to add more value and options for its customers, giving them the choice of plans that will suit their needs, whether they are looking for data or speed.

The top-up’selections are also revised to better suit the needs of its customers. Since the introduction of the data top-up in January 2015, TelBru has been analysing its top up value, and gathered suggestions and recommendations from customers value-added services.

These top ups can be purchased via My TelBru app or at any TelBru branches.

These initiatives are to enable Bruneians to access TelBru’s world-class ultra fast broadband technology at affordable rates while getting more data and speed options, which is an important step towards realising the vision of a smart society and enhancing the country’s international competitiveness.

TelBru added that existing customers subscribing to their Quota-Based or Unlimited Plan will be automatically migrated to the enhanced broadband plans.

Hence, a customer does not need to reapply for the same plan, unless they choose to apply for the newly introduced plans.

SKT CEO calls Huawei cause of concern in choosing 5G partners

SK TELECOM chief says he is at crossroads in selecting the best supplier for its 5G network, because of national security issues that adopting a Chinese network equipment could bring.

Ahead of selecting suppliers of equipment for its fifth-generation network in June, South Korean mobile carrier SK Telecom’s chief is unsure about whether to consider China’s Huawei over security issues.

“Huawei is a concern,” SKT CEO Park Jung-ho told The Korea Herald last week during the Mobile World Congress 2018 held in Barcelona, Spain.

“We are at a crossroads when it comes to the decision, whether (to make it from the standpoint of) the government or customers.”

Park’s remarks shows a dilemma of whether to introduce Huawei’s network equipment, which appeals to operators like SKT in terms of cost competitiveness, but raises security concerns about spying.

“If we do it (introduce Huawei equipment), it would be the same as Korea as a country was adopting it,” Park said of the pending decision.

Indeed, for SKT, having Huawei as a vendor is no simple choice.

In order to provide high-quality affordable 5G services for customers, it is imperative for the mobile carrier to secure efficient equipment whose initial costs are low like that of Huawei compared to other vendors such Samsung Electronics and Nokia.

But installing the Chinese network equipment across all regions of South Korea may reignite a national security controversy raised by the US government and its forces on the Korean Peninsula.

When LG Uplus first introduced Long Term Evolution 4G equipment made by Huawei in 2013, the US Congress strongly suggested it could leave US forces in Korea vulnerable to eavesdropping.

LG Uplus brought in Huawei, but on the condition that it would not establish Chinese equipment near any US army bases.

Despite such concerns, SKT and Huawei have been building close ties in recent years. SKT CEO Park visited Huawei’s booth at the MWC 2018 and held a closed-door meeting with executives from Shenzhen.

In early February, top officials of SKT made a visit to the Huawei headquarters for 5G discussion, according to a source.

Korea’s other leading mobile carrier, KT, is in a similar position, and is reportedly watching how its rival will come to decide.

“KT is definitely watching SKT. … If SKT does choose Huawei, it would mean it would also be possible for KT to do so,” said an industry official who attended the MWC last week.

The Korean mobile carriers will have to select multiple equipment vendors to establish new 5G network stations in June according to international standards that are scheduled to be announced by then by 3GPP.

Considering that SKT currently provides 4G LTE services with Nokia, Ericsson and Samsung, it is less likely that the mobile carrier will use a sole supplier. Two or three vendors are expected to be chosen, according to the industry.

SKT sent out its second request for proposals to global network equipment manufacturers in January. The RFP contains detailed technological requirements of a 5G network system SKT wants to establish.

Due to a determination to be the world’s first 5G network provider, SKT has started considering 5G equipment as the first among three Korean mobile carriers, having sent the first RFP last July. According to a Huawei official, the company’s 5G equipment runs based on cloud software that most closely meets technological standards and is the only equipment that has passed a pretest yet.

If Huawei teams up with one of the Korean operators for 5G, the domestic competition for network equipment is likely to intensify.

Currently, Samsung occupies 45 to 45 percent of the Korean network market, with Nokia taking 30 to 32 percent, Ericsson 17 percent and Huawei 5 to 10 percent, according to the industry.

A NEW institute will look into how artificial intelligence (AI) can help to improve the delivery of services such as healthcare and city planning in Singapore.

Chinese technology giant Alibaba Group and Nanyang Technological University (NTU) announced a multi-million dollar collaboration last week which will involve 50 researchers from both organisations.

The Alibaba-NTU Singapore Joint Research Institute will be based on the university’s main campus as part of a five-year partnership and is due to open soon.

Alibaba chief technology officer Jeff Zhang said the laboratory will research areas such as the diagnosis and prevention of diseases like arthritis and tuberculosis – possibly using AI technology to record and analyse people’s daily activities to help detect problems. A memorandum of understanding was signed.

The laboratory is said to be the largest investment in NTU from a company to date, though both the university and Alibaba declined to reveal the total amount.

It will be Alibaba’s first research institute outside China and the company hopes to use NTU’s AI expertise to push the boundaries of its existing technologies.

These include natural language processing, an area of AI dealing with the interpretation of human speech, and machine learning, which involves the development of computer programs that learn on their own by making sense of vast amounts of data.

Zhang said Singapore provides a natural base for the company’s research efforts as the Republic is Alibaba’s regional base in South-east Asia, has a strong research tradition and a multilingual population.

Liu Xiangwen, director of Alibaba’s technology strategy department, said: “Our partnership with NTU demonstrates the close alignment of Alibaba’s strategic vision with Singapore’s Smart Nation initiative to leverage technology for the good of the community.”

NTU president Subra Suresh said that linking its faculty and students to the Internet giant would “give them an opportunity to connect their basic research in the lab with real life applications that have immediate societal impact”.

CHINA Aerospace Science and Industry Corp (CASIC), the nation’s largest missile maker, will launch a satellite this year to demonstrate technologies for a vast space-based communications network capable of covering every corner on the Earth.

Zhang Zhongyang, president of the CASIC Second Academy, said engineers are assembling the satellite and plan to place it into a low-Earth orbit before the end of this year to verify low-orbit broadband communication technologies to be used on the Hongyun satellite constellation.

He made the remarks on the sidelines of the first plenary session of the 13th National Committee of the Chinese People’s Political Consultative Conference, which opened on Saturday in Beijing. Zhang is a member of the top political advisory body.

The Hongyun project, launched by CASIC in September 2016, has the goal of building a space-based communications network of 156 small satellites in orbit about 1,000 kilometres above the Earth. It would become operational about 2022.

Researchers are designing the Hongyun satellite and will finish the design this year, Zhang said.

After the technology demonstration satellite, the academy will lift four Hongyun satellites by the end of 2020 to form a small network for the project’s trial run, according to Zhang. He said once the trial run proves successful, CASIC will start to launch the Hongyun satellites to establish a global constellation.

When the Hongyun project is complete, it will cover the whole world and offer round-the-clock communication services to users in polar regions, which now have difficulties accessing telecommunication and internet services, Zhang said.

“Hongyun will enable our users to enjoy broadband internet service no matter whether they are in the desert, on the sea or onboard an airliner,” he said, adding that it will help connect people in underdeveloped areas with the outside world.

Bei Chao, deputy head of the academy’s space program department, said the Hongyun system will feature lower production and operational costs and fewer occurrences of data transmission delays compared with existing communication satellite networks.

The CASIC Second Academy has begun investing 300 million yuan ($47.3 million) to construct a research, development and manufacturing complex to make small satellites at the Wuhan National Space Industry Base in Hubei province.

The industry park, which will cover 68.8 square kilometres in Wuhan, was jointly launched by CASIC and the Hubei government. Construction began in April.

Globally, the concept of running a low-cost, high-performance satellite network to provide space-based communications and Internet services has become popular among industry players.

In the United States, Space Exploration Technologies Corp, commonly known as SpaceX, launched two experimental satellites last month to test technologies for its Starlink project, in which tech tycoon Elon Musk, boss of SpaceX, proposes to place nearly 12,000 satellites into orbit by the mid-2020s.

Another US firm, OneWeb, plans to launch a satellite constellation of 648 low-Earth orbit microsatellites by the end of 2019, though few developments have been reported.

Villagers in a remote Indonesian community disemboweled a critically endangered Sumatran tiger and then hung the big cat from a ceiling after it attacked a pair of locals, a conservation official said Monday.

Human-animal conflicts are rampant in the vast Southeast Asian archipelago, especially in areas where the clearing of rainforest to make way for palm oil plantations is destroying animals’ habitats and bringing them into closer contact with people.

Locals from Hatupangan village in North Sumatra had initially suspected the tiger was a supernatural creature so they followed it to its jungle lair, the official said.

The tiger — which has been seen around the village since last month — attacked the curious group Sunday, leaving two villagers seriously injured.

They later announced plans to kill the animal, despite warnings by conservation officials not to hurt the endangered cat.

“Unfortunately they would not listen. They insisted on killing the tiger,” local conservation agency head Hotmauli Sianturi told AFP, adding that a conservation officer was blocked from preventing the death.

“After killing the animal, the locals hung up its body for display. It’s very regrettable.”

Some internal organs were missing from the tiger’s body, said authorities, who are investigating the killing.

Sumatran tigers are considered critically endangered by protection group the International Union for Conservation of Nature, with 400 to 500 remaining in the wild.
