North American revelers welcome 2018

New York

A frigid North America closed out the world’s New Year celebrations late Sunday, after a chilly Europe followed Asia and Australasia in nursing a January 1 hangover.

In New York’s Times Square, around two million people dressed in thick coats and snow gear faced the coldest New Year’s Eve in a century as temperatures dropped to nine degrees Fahrenheit (minus 12.7 Celsius).

They were subjected to tight security measures, with the “Crossroads of the World” seeing its largest security perimeter in history — a focus around the world due to fears that crowds could be targets for vehicle and other terror attacks.

New Orleans revelers wearing party hats and blowing in noisemakers celebrated with street music, boat cruises and the traditional fleur-de-lis drop.

Millions gathered on Brazil’s Copacabana Beach in Rio de Janeiro to watch not just the traditional pyrotechnics, but also singer Anitta, who gained worldwide recognition through her viral video performance of “Vai Malandra” (“Come on bad girl”) in a mini-bikini.

Bikinis were the last thing on the minds of North American revelers, who followed Rio and South America in welcoming the New Year.

Much of the United States and Canada was bundled up to cope with unusually cold weather.

Hader Ghulam, 27, a Pakistani student based in Oklahoma, told AFP he was ready for the cold in Times Square, and felt “pretty safe” given all the security measures.

They were surrounded by police under extra-tight security following two recent Islamic State group-inspired attacks in the city.

Barricades and sand-filled trucks were in place, more than 20 roads were closed, and bomb-sniffing dogs assisted more officers on the ground.

– Tightest security in years –

In London, more than 100,000 ticket-holders gazed up at spectacular fireworks from the banks of the River Thames, before dancing to “Auld Lang Syne.”

Keeping with tradition, Big Ben in the Houses of Parliament rang in Britain’s new year. Although the clock tower is undergoing renovations, the chimes were turned back on especially for the celebrations.

In Britain, despite the capital being hit by four terror attacks in 2017, Scotland Yard said it had fewer police officers on the streets of London than during last year’s event.

Meanwhile, tens of thousands of people participated in Edinburgh’s Hogmanay celebrations — one of the world’s biggest street parties.

Other European cities were similarly awash with crowds despite the winter cold.

In Paris, hundreds of thousands of partygoers braved a storm warning and drizzle to line the Champs-Elysees avenue before a dazzling light show and a fireworks display lit up the Arc de Triomphe.

Nearly 2,000 security forces were deployed to protect the crowd — out of about 140,000 mobilized nationwide to guard against the jihadist threat which authorities describe as “still high”.

“Life goes on and they (jihadists) are on the retreat,” said one reveler, who gave his name only as Stephane.

In Berlin, special tents were set up at the Brandenburg Gate to assist female victims of sexual harassment, following mass assaults on women in Cologne two years ago.

In Cologne itself, 1,400 police were mobilized, street lighting was improved and more video cameras were installed.

As the midnight chimes neared in western Europe, Hong Kong had already moved into 2018 with a stunning fireworks display over Victoria Harbor.

 – Around the world –

Three hours earlier, Australia had rung in the New Year with a magnificent show of rainbow-colored fireworks cascading from Sydney Harbor Bridge.

Partygoers marked the nation’s legalization of gay marriage, but under tight security.

The stronger police presence included some officers carrying semi-automatic rifles in Sydney and bollard barriers against vehicles.

Earlier in December, one man was killed and more than a dozen hurt when a man plowed a car into a crowd of pedestrians in Melbourne.

Elsewhere, Dubai celebrated with a laser show on the world’s tallest tower, the (2,716-foot) 828-meter Burj Khalifa.

Moscow likewise entered the new year with major boulevards and 36 key sites decked out.

In Africa, Cameroon President Paul Biya used the occasion to remind his citizens of their “duty” to “maintain republican order” as well as “social peace and national unity” amid unrest in the country’s Anglophone regions.

In a year-end speech, Gabon’s President Ali Bongo vowed “radical change in governance” for the country where around a third of the population lives below the poverty line.

 – Looking ahead to 2018 –

IS’s defeat in Iraq and Syria was one of the year’s major stories in 2017, but jihadists remain a threat.

Donald Trump stole the news spotlight after making his debut as US President last January, with his “America first” policies and a bombastic personal style that has shaken up international diplomacy.

“We are MAKING AMERICA GREAT AGAIN, and much faster than anyone thought possible!” Trump said in a tweet to close out the year.

Political and diplomatic earthquakes set to rumble into 2018 include the Middle East crisis between Saudi Arabia and its allies against Qatar, and the humanitarian disaster in Yemen.

In Europe, further talks on Brexit will help shape the region’s future trade relationship while Russia is set to host the football World Cup amid frictions with the West.

Sydney extravaganza to kick off global 2018 parties

ASEAN+ December 31, 2017 12:19

Sydney – Australia’s largest city Sydney will welcome 2018 with a rainbow-themed fireworks spectacular marking new same-sex marriage rights Sunday, with heavy security for festivities that kick off a wave of celebrations around the world.

The first major New Year’s bash will see more than 1.5 million spectators pack the city’s foreshore as tonnes of pyrotechnics light up the night sky.

The technicolour display will include a rainbow waterfall of fireworks cascading off the Sydney Harbour Bridge to mark Australia’s legalisation of same-sex marriage following a nationwide postal vote in support of change.

“This is a fabulous way to see out 2017 — the year that four out of five Sydneysiders said a resounding ‘Yes’ to marriage equality,” Sydney Lord Mayor Clover Moore said.

Hollywood heartthrob Hugh Jackman will add star power with a 20-second gold-and-silver pyrotechnics set, fulfilling a life-long dream to design a firework for his hometown.

– Around the world –

The chimes of midnight then move across the world to Asia, the Middle East, Africa, Europe and finally the Americas.

Dazzling light shows will bid farewell to 2017.

– Hong Kong: “Shooting stars” to be fired off from the rooftops of buildings in a 10-minute musical firework display

– Singapore: More landmarks are included in the countdown party, with a symphony of light and sound illuminating the waterfront skyline

– Tokyo: People traditionally spend the eve with their families at home, while many young people head downtown for countdown events

– Dubai: The city is replacing its main midnight fireworks with a laser show on the world’s tallest tower, accompanied by music

– Moscow: Major boulevards and squares will be decked out to welcome the new year, with fireworks to light up 36 key sites

– Rio: Millions will gather on Copacabana beach to watch fireworks, with many wearing white, the traditional dress to usher in the new year

– Toughest security in years –

Stricter security measures will be a key focus amid fears that the huge crowds in public places could be targets for vehicle and other terror attacks.

In Australia, the beefed-up police presence will include some officers carrying semi-automatic rifles in Sydney and bollards used as barriers against vehicles.

The heightened measures come just a week after more than a dozen people were hurt when a man ploughed a car into a crowd of pedestrians in Melbourne.

“You’re going to see more police than ever out, it will be our largest contingent… (given) the current security environment,” Victoria state police acting chief commissioner Shane Patton said.

Other cities are also preparing for possible threats following deadly vehicle assaults over the past two years in Barcelona, Nice and London.

New York’s Times Square celebrations will be safeguarded by the toughest security presence in years, after two recent attacks apparently inspired by the Islamic State (IS) extremist group.

IS’s defeat in Iraq was one of the key stories this year, although the jihadists remain a threat and numerous attacks around the world were claimed by them or Al-Qaeda -linked groups.

Donald Trump has stolen the spotlight as he made his debut as US President in 2017, with “America first” policies and a bombastic personal style that has shaken international diplomacy.

Pioneer architect John Portman dead at 93

Breaking News December 31, 2017 11:59

Washington – John Portman, who pioneered modern hotel design and whose reach spanned from his native United States to Asia, has died aged 93, his firm said on Saturday.

“A pioneering architect, entrepreneur, artist and philanthropist, Mr Portman changed the skylines of cities around the world and impacted the lives of many in Atlanta and abroad,” John Portman & Associates said on its website.

Portman made history in 1967 with the Hyatt Regency Atlanta, whose 22-storey sky-lit atrium marked a break from the “confining environment” of traditional city hotels, the firm’s biographical website on the architect said.

The hotel is one of three anchoring the convention district in his home city of Atlanta, Georgia, where Portman’s 14-block Peachtree Center, which opened in 1961, helped establish Atlanta as one of the nation’s leading convention cities, the site said.

It added that he designed and developed the center without any public funds.

“By acting as both architect and real estate developer on many of his projects, Mr Portman forged a career that was unique among his contemporaries: half artist, half savvy businessman,” The New York Times wrote in a 2011 profile and interview with him.

Among Portman’s other works were the mixed-use Embarcadero Center, which spanned four blocks and redeveloped the San Francisco waterfront starting in 1968, and Detroit’s Renaissance Center, another mixed-use project that was an effort to transform a battered city in the 1970s.

In Asia, Portman designed Marina Square, a complex of convention hotels and retail space in Singapore.

China and India are home to some of his other projects.

The biographical site says Portman “drew on a philosophy of self-reliance which was strongly influenced by the writings of Ralph Waldo Emerson. His architecture was impacted by the teachings of Frank Lloyd Wright,” one of the 20th century’s most influential building designers.

Portman’s firm said that despite the loss of their founder, “we are honored to continue in his legacy and memory.”//AFP

Philippine inflation target capped at 4% amid strains

THE INFLATION target for the next three years has been kept at 2-4 per cent for the Philippines on expectations of “manageable” increases in the prices of basic goods, notwithstanding the inflationary impact of the first tax reform package to be implemented starting early next year, the country’s central bank said.

In a statement, the Bangko Sentral ng Pilipinas (BSP) noted that the Cabinet-level Development Budget Coordination Committee (DBCC), in a meeting on December 22, decided to maintain the target inflation range for 2018 to 2020 as “the current manageable inflation environment could be sustained over the medium term.”

“Projections and expectations continue to indicate that inflation could settle within the current inflation target, although there are upside risks to the inflation outlook. Moreover, the inflationary impact of the potential increases in international commodity prices is assessed to be moderate, supported by lower pass-through to inflation of exchange rate and external commodity price inflation,” the BSP said.

According to the BSP, expectations of a healthy economic growth alongside the tax reform program would create demand-side impetus to inflation.

Gross domestic product growth is expected to remain robust until 2022, as economic managers targeted a 7 to 8 per cent yearly expansion.

President Rodrigo Duterte last week signed into law package 1A of the Tax Reform for Acceleration and Inclusion Act (TRAIN) under Republic Act No. 10963. This package slashes and restructures personal income tax rates that stayed the same for two decades while jacking up or slapping new taxes on the consumption of oil, cigarettes, sugary drinks and vehicles. The changes will be implemented from January.

“Nonetheless, the favourable effect of sustained investment spending by the national government on the economy’s productive capacity would help temper inflation pressures,” according to the BSP.

BSP estimates showed that inflation could increase by 0.85-1.2 percentage points in 2018 and by 0.4-0.55 percentage points in 2019 due to the TRAIN. But Monetary Board member Felipe Medalla told reporters last week that the TRAIN’s long-term effect was actually anti-inflationary.

A PLANNED 15-kilometre expressway linking Vientiane to Xaythany district could handle as many as 75,000 vehicles a day and significantly reduce the Lao capital’s traffic congestion, a feasibility study has shown.

Vientiane authorities are currently seeking investors to bid for and develop the project, which is estimated to cost between US$150 million and US$200 million.

The authorities said it was critically important to build the four-lane road to reduce the current heavy traffic on the Kaysone Phomvihane Road.

Statistics showed that as many as 43,800 vehicles a day commute from Phonkheng traffic lights to Dongdok traffic lights on Kaysone Phomvihane Road. Worse still, as many as 51,700 vehicles commute daily from Dongdok traffic lights to Donnoun traffic lights on the road.

Traffic on the road becomes paralysed during the rush hour, especially when accidents happen.

“Emergency vehicles [ambulances] cannot even come when an accident happens,” authorities said in the feasibility report delivered to the government.

Insufficient roads coupled with increasing numbers of vehicles in Vientiane have meant worsening traffic congestion in the capital.

From 2010-15, Vientiane witnessed an 11 percent annual increase in the number of registered vehicles. More than 800,000 vehicles have been registered in the capital, equivalent to one for every single man, woman and child. The registered vehicles excluded state-owned vehicles driven by officials.

Cambodia mobile operators urged to steer clear of price war

AFTER a year of toothless warnings against below-cost mobile deals – which it previously called suspicious and unfair – Cambodia’s telecommunications regulator has capitulated. Instead, it is beseeching operators to steer clear of confusing marketing and maintain the quality of their services.

The Telecommunication Regulator of Cambodia (TRC) will no longer attempt to intervene in what was earlier dubbed an “epic price war” between mobile network operators, it said, explaining that users were benefitting from lower prices.

Im Vutha, TRC spokesman, said the situation was under control – even if the same deals persisted – and providing benefits to the public.

“If there is a sign that one operator is dominating the market and could potentially lead the market exclusively, we will intervene,” Vutha said, adding that currently all operators were able to run their businesses profitably.

“So far, the lower cost of internet services being provided by telecom operators has been a benefit for other sectors, like payment services, financial services, e-commerce and online shopping,” he said.

Early this year, competition between the sector’s bigger players – notably Smart Axiata and CamGSM’s Cellcard – saw the launch of promotional packages allowing subscribers to exchange $1 for more than $100 worth of on-network data, calls and messaging services. The TRC said at the time that the “unfair pricing” was preventing new entrants from being able to cover their costs.

Vutha said the regulator’s priority had turned to increasing public awareness about the possible consequences of a price war. As operators compete on price, Vutha observed, service quality can become poorer.

TRC officials had been receiving complaints from the public about poor service, and confusing promotions that have caused subscribers to lose money on their accounts, he said.

Chhin Sreynet, a 27-year-old snack vendor in Phnom Penh, said she enjoyed the benefits of the promotional deals, and spent no more than US$5 per month for all her calls and data.

“It’s much cheaper than several years ago,” she said. “Now, I don’t need to ask for WiFi passwords when hanging out at shops or restaurants, because the internet package I have is enough.”

Teng Sokha, a 55-year-old sugarcane juice vendor, however, said she does not use the internet and had lost money on her account after refilling it because it was connected to a promotion that he had not intended to subscribe to.

“Sometimes I refill my account for $5, but I only see $3 left,” he said.

Ian Watson, chief executive officer Cellcard operator CamGSM, said he welcomed the TRC alert, agreeing that it was important to take a holistic view of the market and assess plans and promos on whether they were being communicated transparently.

“I can assure you that at Cellcard we do not deduct any balance without the customer subscribing to a service,” he said, adding that if there is any question about subscriptions, users can check with the company’s contact centre to clarify.

INDONESIA’S Investment Co-Ordinating Board (BKPM), with the Communications and Information Ministry, has held a pre-market sounding-out event for a public-private partnership (PPP) project on the procurement of a multifunctional satellite, an official said.

“The pre-market sounding event is not only to inform potential investors about the project, but also to obtain feedback about the investment model,” said BKPM investment plan deputy head Tamba Parulian Hutapea in a statement.

A high throughput satellite is to be procured by the Telecommunications and Informatics Funding Provision Management Agency (BP3TI).

The investment scheme for the 15-year concession is based on an availability payment with a government guarantee, according to the BPKM press statement.

It said the board had invited more than 100 participants, consisting of VSAT firms, satellite makers, telecommunications operators, financial firms and consultants.

The government needs to procure the satellite to fulfil its universal service obligation, particularly for the areas that are not served by terrestrial broadband, Tamba said.

BP3TI has identified 149,000 locations of service demand for broadband connections that could be served by the new satellite. They include education facilities, healthcare centres, police offices, defence and security buildings and other government |bodies.

Among the companies that attended the pre-market sounding and expressed their interest are Arianespace, Aerospace Industrial Development Taiwan, Aerospace Long-March International Trade, Thales Indonesia, Anhui Sun Create Electronics and PT Selindo Alpha.
