MAS tightens rule against excessive unsecured loans

COME JANUARY 1, there will be a new measure to help borrowers in Singapore avoid accumulating excessive unsecured debts.

The new credit limit management measure will cap the additional unsecured credit that a financial institution (FI) may extend to a borrower whose outstanding unsecured debts exceed six times his monthly income.

Under the new measure, where an individual’s outstanding unsecured debts exceed six times his monthly income, a financial institution will not be allowed to grant any increase in credit limit or any new unsecured credit facilities that will cause the individual’s total credit limit to exceed 12 times his monthly income.

The measure aims to help borrowers with between six and 12 months of monthly income of outstanding unsecured debts from becoming highly indebted (defined as more than 12 months of debts). There are an estimated 60,000 borrowers in this pool, or about 4 per cent of the total 1.5 million unsecured credit users here.

These borrowers will be affected only if they apply for new credit facilities or a credit limit increase that will cause their total credit limit to exceed 12 times their monthly income.

Borrowers can continue to draw on their existing unutilised unsecured credit facilities. The new measure will not require borrowers to reduce the credit limit of their existing credit facilities. Unsecured credit facilities include credit cards and personal loans and exclude credit facilities such as mortgages and car loans.

The Monetary Authority of Singapore (MAS) says that the measure aims to pre-emptively cap their total credit limit before they are affected by the industry-wide borrowing limit. The industry-wide borrowing limit prevents an individual from obtaining new unsecured credit and drawing down on his existing unsecured credit facilities once his aggregate interest-bearing unsecured debts exceed the prevailing borrowing limit for three consecutive months.

The borrowing limit is currently 18 times a borrower’s monthly income. It will be lowered to 12 times from June 1, 2019.

Loo Siew Yee, MAS’s assistant managing director (policy, risk & surveillance), said: “We are making steady progress in helping borrowers manage their unsecured debts. The industry-wide borrowing limit has reduced the overall number of highly indebted borrowers.

“Several assistance schemes and repayment plans, such as the Debt Consolidation Plan launched earlier this year by The Association of Banks in Singapore, are available to help these borrowers work down their existing debts.

The measure announced today is pre-emptive in nature – it will help borrowers manage their unsecured debts early and avoid becoming highly indebted.”The overall unsecured credit situation in Singapore remains healthy but some borrowers continue to increase their indebtedness.

Vietnam steelmakers dig in for US battle

HANOI

THE Vietnam Steel Association (VSA) has vowed to co-ordinate with the country’s Ministry of Industry and Trade to protect the rights of steelmakers that have been accused of tax evasion by the US Department of Commerce (DOC).

The US decision, made by the department last week, would involve the imposition of anti-dumping measures and anti-subsidy rates on corrosion-resistant (CORE) and cold-rolled steel from Vietnam.

In 2016, US steelmakers succeeded in persuading the department to impose anti-dumping (AD) and countervail (CV) duties on Chinese steel, which meant cold-rolled steel from China would be subject to 265.79 per cent AD and 256.44 per cent CV duties when exported to the US.

AD and CV duties of 199.46 per cent and 39.05 per cent, respectively, were applied to corrosion-resistant steel from China.

The department argued that Chinese products are being dumped in third-party countries, such as Vietnam, to circumvent these duties, leading to last week’s decision.

Although the product was only processed in Vietnam, the commerce department agreed with the claims of American producers that as much as 90 per cent of the product’s value originated from China.

Following the case, VSA said it was working with the Department of Trade Defence under the Ministry of Industry and Trade to follow developments relating to the ruling and to take the necessary measures in defense of local steelmakers in accordance with World Trade Organisation (WTO) regulations.

According to the VSA, the process of making corrosion-resistant or cold-rolled steel by Vietnamese businesses is a crucial step in the closed-loop manufacturing of high-quality flat steel bars, with factories in Vietnam receiving investment to the tune of hundreds of millions of US dollars.

The cold-rolling process generates between 30 and 40 per cent added value to imported hot-rolled coil from China, VSA argues, dismissing the claim by US authorities that the vast majority of the value of Vietnamese steel originates in China.

In addition, VSA said, the US had yet to put a regulation in place |regarding the required added value content of exports from Vietnam, making it difficult for Vietnamese steelmakers affected by the decision to respond.

In a release on its website, the department said importers and exporters of Vietnamese merchandise that is produced from substrate originating in Vietnam or a third country have the option of seeking an exemption from cash deposits by certifying that the substrate originated outside of China.

The department’s statistics showed that shipments of CORE from Vietnam to the US increased from US$2 million to US$80 million after preliminary duties were imposed on Chinese products in 2015.

Likewise, shipments of cold-rolled steel from Vietnam to the US increased from US$9 million to US$215 million after the duties were imposed.

The department is scheduled to announce its final determinations in these inquiries on February 16, 2018.

The case was initiated in September when US steel producers, including ArcelorMittal USA, Nucor Corp, AK Steel Holdings Corp and Steel Corp, filed lawsuits in which they claimed Chinese steel producers shipped products via Vietnam to evade tariffs.

In November, the European Union’s anti-fraud office said it found Chinese steel was shipped through Vietnam to evade the bloc’s tariffs.

Decentralisation to boost enterprises

TO PROMOTE the registration of small- and medium-sized enterprises (SMEs), the Ministry of Industry and Handicraft in Cambodia will begin early next year to decentralise the process by granting provincial government officials the authority to register businesses.

Oum Sotha, spokesman of Ministry Industry and Handicraft, said that this downstream initiative would help speed up the registration process as well as giving authorities the ability to quickly inspect business operations.

“The decentralisation initiative for SMEs will begin sometime next year,” he said. “We are doing this to help solve the challenges SMEs face and it can potentially lead to the establishment of new federations of businesses that operate in the same sector.”

“When you have individual business federations working together, it is easier for us to make sure that they are following the law and the criteria for quality standards,” he added.

He added that another reason for this initiative was because the ministry believed that many businesses were deliberately flying under the radar and avoiding registration.

“So far this year, there has been a slow amount of businesses registering and we believe that as many as 50 percent of new SMEs have not bothered to register,” he added.

Only 221 SMEs registered with the government by the end of November, bringing the total to 39,362. While Sotha could not provide data for a percentage growth of registration, he said the ministry believes there are approximately 100,000 SMEs operating in the Kingdom.

EPF eyes investments in US infra projects

Malaysia’s Employees Provident Fund (EPF) is looking at investment opportunities in infrastructure projects in the US.

“We already invested in the equities market, and now we are looking at infrastructure assets with good returns because as an institutional fund we are always looking at longterm investment opportunities.

“For instance, in Malaysia, we have invested in Tenaga Nasional Bhd and highway operator PLUS Malaysia Bhd,” said EPF chief executive officer Datuk Shahril Ridza Ridzuan told reporters at a briefing on Thursday.

He also pointed out that the EPF has invested in infrastructure assets in the European region.

He, however, noted that the potential investment in the US infrastructure projects would also depend on the tax structure. – The Star

Toll road operator lists Komodo bonds on LSE

INDONESIA’S STATE-OWNED toll road operator PT Jasa Marga has listed its global rupiah bonds on the London Stock Exchange (LSE).

Jasa Marga aims to collect 4 trillion rupiah (US$280 million) from the debt papers. Demand for them has reached about 15.7 trillion rupiah.

“I am happy to see that many global investors purchased the Komodo bonds,” said Jasa Marga president director Desi Arryani in London, adding that the three-year term bonds with a coupon interest rate of 7.5 per cent annually had attracted investors from Asia, Europe and North America.

Securities firm BCA Sekuritas economist David Sumual said the issuance of the bonds on the LSE would gain the attention of global investors because of the coupon interest rate.

“The intensive construction of infrastructure projects made the debt papers more attractive,” he said.

Ashmore Asset Management analyst Anil Kumar said the rate was not the only factor that made the bonds attractive as “investors also took note of the company’s default risk, debt papers and firm ratings as well as the economic conditions of the country.”

Meanwhile, Indonesia Stock Exchange (IDX) company assessment director Samsul Hidayat said the listing of the Komodo bonds on the LSE would have a positive impact on the country’s investment climate.

“It indicates that foreign investors trust Indonesia. They did not hesitate to invest in [Indonesian] bonds,” he said.

Transaction tax hike seen dampening RP equities

THE INSERTION of a 20-per cent increase in the stock transaction tax in the Tax Reform for Acceleration and Inclusion (TRAIN) programme in the Philippine Congress is expected to yield 1.7 billion pesos in additional revenue yearly but the Philippine Stock Exchange is worried this will make local equities less competitive versus regional peers.

In a chat with reporters, PSE president Ramon Monzon said the local stock market would now have to live with a 10-basis point increase in the stock transaction tax from 0.5 per cent (or one half of 1 per cent) to 0.6 per cent.

This was among the “offsetting” measures included in the TRAIN as the government sought to lower individual income taxes and boost the net take home pay of the average Filipino.

“In absolute terms it seems to be a small insignificant increase, but really, that increase represents a 20-per cent increase from the present one,” Monzon said.

“What we have to understand is the PSE does not operate in the local market alone. We compete with other exchanges—whether Thailand, Malaysia, Indonesia and Vietnam—we compete for the money of the foreign investors. When you increase the stock transaction tax, you’re increasing the friction cost,” he said.

Monzon said the existing 0.5 per cent stock transaction tax in the Philippines was already the highest in the region.

In Malaysia, stock transactions at the Bursa Malaysia are charged with only 30 basis points of the transaction value in the form of stamp duty while in Hong Kong Exchanges, the charge is only 10 basis points of the transaction value in the form of stamp duty. In Vietnam, a capital gains tax equivalent to 10 basis points of gross sale proceeds is levied on transactions through the Ho Chi Minh Exchange.

Singapore, a key financial center in the region, does not impose any stock transaction tax. Thailand also exempts stock transactions from taxes if they involve registered securities where the Thailand securities depository is the registrar.

Mugabe visits Singapore hospital on first trip since ouster

Breaking News December 15, 2017 15:33

Singapore – Zimbabwe’s former president Robert Mugabe, who was ousted from power last month, visited a Singapore hospital Friday during a trip to the city-state for a medical check-up.

It was the first time he has been seen in public since he was forced to resign after a military takeover brought a sudden end to his authoritarian 37-year reign.

The 93-year-old was seen leaving a lift in Gleneagles Hospital in downtown Singapore around midday (0400 GMT), wearing a white shirt and black trousers, and accompanied by eight people, AFP journalists said.

He walked quickly out of the building before he and his party were driven off in two cars.

Two hospital employees, speaking anonymously as they were not authorised to talk to the media, confirmed to AFP that Mugabe had visited. A spokeswoman for Gleneagles declined to comment, citing patient confidentiality.

His ex-spokesman, George Charamba, said Thursday that Mugabe was visiting Singapore for a medical check-up as “part of his package as a retired president to travel overseas”, adding the new government was keen to show him respect.

The military stepped in on November 14 and ushered President Emmerson Mnangagwa into office after a power struggle with supporters of Mugabe’s wife Grace, 52, who had emerged as his chosen successor.

Mugabe, who ruled Zimbabwe from independence in 1980, is accused of brutal repression and bringing the country to economic ruin.

He has been in the increasingly frail health and has reportedly battled prostate cancer.

In recent years he has made several trips to Singapore, a popular medical tourism destination, for undisclosed medical reasons.

Mnangagwa was formerly one of Mugabe’s closest allies, and the ruling ZANU-PF party remains in control.

Mugabe will miss the party’s annual conference in Harare on Friday when Mnangagwa is expected to be confirmed as its candidate for elections next year.//AFP

US envoy says ‘real dialogue’ needed with N. Korea

US envoy says ‘real dialogue’ needed with N. Korea

Breaking News December 15, 2017 15:03

By Agence France-Presse

The top US envoy for North Korea said Friday that “real dialogue” is needed to gauge what Pyongyang wants from its accelerated drive towards nuclear weapons statehood.

Joseph Yun’s comments came after US Secretary of State Rex Tillerson created a stir by appearing to open a door to direct talks with the North without preconditions — a major policy shift that the White House swiftly rowed back on.

“It’s very hard to discern what their intent is without, as I said, having a real dialogue,” Yun, the US Special Representative on North Korea policy, said of the reclusive regime.

“We are open to dialogue. And we hope they will agree to have a dialogue,” he told reporters in Bangkok.

It is necessary to exercise both “direct diplomacy as well as sanctions” to rein in the pariah state’s nuclear programme, he added.

Yun is in Bangkok as part of a December 11-15 trip that also included a stop in Japan, as Washington seeks to shore up regional support for its “maximum pressure” campaign in response to Pyongyang’s increasingly powerful nuclear and ballistic missile tests.

Tillerson has driven the global diplomatic effort to stifle the North’s economy through a series of UN sanctions.

But the top diplomat appeared to soften his stance earlier this week, saying Washington was ready to negotiate with the North without preconditions, following a “period of calm”.

When asked whether Pyongyang would need to meet any specific or even minimum prerequisites before a dialogue could begin, Yun said:

“My boss’s statement… addresses that. I think we have to start, and he mentioned we are open to dialogue, and let’s see how they respond.”

China — the North’s sole ally and economic lifeline — and Russia responded positively to Tillerson’s remarks, even after the White House appeared to undermine his proposal by saying US President Donald Trump’s “views on North Korea have not changed”.

During his first year in office Trump has repeatedly lobbed threats at North Korean leader Kim Jong-Un, using fiery rhetoric that clashes with Tillerson’s diplomatic approach.

In October the American president dismissed his Secretary of State’s push for talks with the North.

He tweeted that Tillerson was “wasting his time trying to negotiate with Little Rocket Man” — his favoured epithet for Kim.

Beijing promotes ‘inclusive’ soft power in new Mekong scheme

ASEAN+ December 15, 2017 01:00

By SUPALAK GANJANAKHUNDEE
THE NATION

DALI, CHINA – CHINA PLANNED to utilise the Lancang-Mekong Cooperation (LMC) as a driving force to build a community in the Mekong basin, while making clear that the LMC would not replace other cooperative schemes in the region, a senior Chinese official said yesterday.

“Instead, it will follow the open and inclusive region with the aim to complement and achieve coordinated development with the existing cooperation mechanisms, “said Huang Xilian, deputy director-general of the Foreign Ministry’s Asian Department.

The LMC, which covers the six riparian states of the Mekong comprising China, Myanmar, Laos, Thailand, Cambodia and Vietnam, would play a role in promoting other regional and sub-regional cooperation mechanisms, he said.

Foreign ministers of LMC members are convening their third meeting today in the city of Dali to review the progress of cooperation regarding the five-year plan spanning 2018 to 2022.

Chinese Foreign Minister Wang Yi and his Cambodian counterpart Prak Sokhon will co-chair the meeting, in which ministers will exchange views on cooperation in the future as well as prepare for the second summit of leaders in Phnom Penh in January.

Established in 2015, the LMC is the latest cooperation scheme in the Mekong basin.

A Chinese scholar said in Beijing earlier that the new scheme could replace the Greater Mekong Sub-region (GMS) effort, since the schemes had many similar functions and overlapping members and areas of cooperation.

While the GMS focuses on infrastructure development, the LMC identified three pillars of cooperation: politics and security; economics and sustainable development; and society, culture and people-to-people exchanges.

Although the LMC is relatively new, the scheme had made a lot of progress in many fields of cooperation, Huang said

Since Chinese Prime Minister Li Keqiang announced at the first summit in Sanya last year the establishment of a special LMC fund with US$300 million (Bt9.7 billion) provided over five years, there had been many applications and projects under review and implemented, Huang said.

China has proposed 75 early harvest projects to yield results over the past two years, he said, adding that many academic institutes in China were conducting studies and research in many aspects including environment protection in the Mekong basin.

Li also pledged an additional $5 billion in loans for production capacity building, allocated to support 11 projects in Mekong countries, he said. There was also a 10-million-yuan (Bt49-million) concession loan to support more than 10 projects, he added.

Of 5,000 training opportunities China was providing to develop human resources in Mekong countries, more than 3,000 have been filled, he said.

The LMC cooperation has generated growth in terms of economic and people-to-people exchanges with trade between China and the other five countries from January to October this year reaching $117.6 billion, an increase of 15.6 per cent year-on-year.

China’s investment in the five countries during the same period was $27 billion, increasing 22.2 per cent year-on-year, he said.

In the first nine months of this year, people-to-people exchanges amounted to 27.8 million trips, including border crossings by local residents who live along the border of China and the Mekong countries.

A total of 15.01 million first-time Chinese travellers chose the Mekong countries last year, which represented an increase of 22.7 per cent, while 12.8 million from the other countries visited China during the same period.

Since the first summit of the LMC in March last year, the number of flights between China and five Mekong countries has increased to 2,562 per week. A total of 332 new airlines opened routes between China and the five countries.

Thailand cuts back N. Korean trade to nearly ‘none’: goverment

ASEAN+ December 14, 2017 15:58

Bangkok – Thailand has drastically reduced trade with North Korea amid mounting international pressure to isolate the pariah state, the government said Thursday, as a senior US envoy arrived for talks on Pyongyang’s nuclear programme.

The kingdom is one of several Southeast Asian countries to host a North Korean embassy, and once enjoyed valuable economic ties with the reclusive regime.

But the commerce ministry said Thursday trade with Pyongyang had “plunged” and would soon be nonexistent as Thailand complies with UN resolutions to cut off North Korea in response to its increasingly powerful missile and nuclear tests.

“It’s expected that by late 2017 there will be no export or import of goods between Thailand and North Korea,” said Pimchanok Vonkorpon, director of the Thai Commerce Ministry’s Trade Policy and Strategy Office.

The announcement came as US Special Envoy for North Korea policy Joseph Yun arrived in Bangkok for talks with senior Thai officials, according to the US embassy, which declined to provide more details.

Yun’s visit is part of a December 11-15 trip to Asia — including a stop in Japan — “to discuss ways to strengthen the pressure campaign following the DPRK’s latest ballistic missile test,” the US State Department said in an earlier statement, referring to the Democratic People’s Republic of Korea, the North’s official name.

The US remains frustrated that international sanctions on North Korea have not resulted in Pyongyang halting its nuclear and long-range ballistic missile tests.

But sanctions against North Korea have started to bite.

The UN Security Council ordered countries to stop providing guest work permits to North Koreans after Pyongyang’s sixth nuclear test in September.

The ban impacts an estimated 100,000 North Koreans who send some $500 million in wages back to the authoritarian regime in Pyongyang, led by Kim Jong-Un.

The UN and the US have called on Southeast Asian leaders to do more to sever ties with North Korea.

In August, US Secretary of State Rex Tillerson stopped Bangkok in August to put pressure on the government to crack down on North Korean shell companies that use the Thai capital as a trading hub.

But Washington has focused its efforts on Beijing, urging Pyongyang’s longtime ally and economic lifeline to rein in Kim and his nuclear programme.

China has accepted a series UN sanctions against the Pyongyang but so far resisted calls to shut a crude oil pipeline considered crucial to North Korea’s economy.

Meanwhile, US President Donald Trump’s administration has swung back-and-forth between contradicting approaches to the crisis on the Korean peninsula, with Tillerson adopting a more diplomatic attitude amid fiery rhetoric from the White House.

On Wednesday, the State Department said that the US position on North Korea has not changed despite Tillerson’s comments that he would be willing to talk to the regime without preconditions.//AFP
