Trump recognizes Jerusalem as Israel’s capital, sparks firestorm

Washington – President Donald Trump recognized the disputed city of Jerusalem as Israel’s capital Wednesday, prompting an almost universal diplomatic backlash and fears of new bloodshed in the Middle East.

Trump’s defiant move, making good on a core campaign pledge, ended seven decades of US ambiguity on the status of the Holy City, which is vociferously claimed by both Israelis and Palestinians.

America’s leader appeared further isolated, as allies and foes alike denounced his decision and Palestinians questioned whether their dream of statehood, as part of a peace deal brokered by Washington, was still possible.

But the US president claimed this marked the start of a “new approach” to solving the thorny Israeli-Palestinian conflict.

“Israel is a sovereign nation with the right like every other sovereign nation to determine its own capital,” Trump said in a speech given from the White House.

“It is time to officially recognize Jerusalem as the capital of Israel,” he said, urging calm and “the voices of tolerance to prevail over the purveyors of hate.”

– ‘Courageous’ or ‘deplorable’?

Palestinian president Mahmud Abbas said Trump’s “deplorable and unacceptable” move signified America’s withdrawal as a sponsor of the peace process.

Hamas — the Palestinian Islamist movement that runs the Gaza Strip — warned that Trump had opened “the gates of hell on US interests in the region.”

And although welcomed by Israel’s Prime Minister Benjamin Netanyahu as a “courageous and just decision,” Trump’s move left many angry US allies struggling to find a measured response — and hoping that the tinderbox region is not destined for yet another round of bloodletting.

Through gritted teeth, Britain described the move as “unhelpful” and France called it “regrettable.” Germany said plainly that it “does not support” Trump’s decision.

Eight countries including Britain, France and Italy pressed for an emergency meeting of the UN Security Council in response to the move, which was set for Friday.

The leaders of Muslim nations meanwhile deployed ever-harsher rhetoric to describe Trump’s decision.

Turkey and Iran — both vying for regional influence — tried to give voice to the anger felt by many across the Muslim world.

Turkey called the decision “irresponsible” and illegal. Iran said it would “provoke Muslims and inflame a new intifada.”

Meanwhile, Saudi Arabia branded the move “unjustified and irresponsible” — and said it goes against the “historical and permanent rights of the Palestinian people.”

– Diplomatic fallout –

Trump also kicked off the process of moving the US embassy from Tel Aviv to Jerusalem.

In doing so, he begins to make good on a campaign promise dear to evangelical Christian and right-wing Jewish voters — as well as donors.

Trump’s predecessors — from Bill Clinton to George Bush — had made the same promise, but quickly reneged upon taking office and assuming responsibility for war and peace.

The 45th US president was determined to show his arrival in Washington spells the end of business as usual, suggesting his predecessors failed to act though lack of “courage.”

Moving the embassy will probably take years to implement, but the repercussions of Trump’s decision preceded even his announcement.

Hundreds of Palestinians burned US and Israeli flags as well as pictures of Trump in the Gaza Strip, while relatively small clashes erupted near the flashpoint West Bank city of Hebron.

The Palestine Liberation Organization announced a strike across the West Bank Thursday, while Hamas called for a “day of rage” on Friday.

US government officials and their families were ordered to avoid Jerusalem’s Old City and the West Bank, though the situation remained largely calm up until Trump’s address.

Secretary of State Rex Tillerson, on a visit to Germany, said the United States had “implemented robust security plans to protect the safety of Americans in affected regions.”

Turkish President Recep Tayyip Erdogan called for a summit of the Organization of Islamic Cooperation (OIC), the main pan-Islamic body, in Istanbul next week to display joint action over Jerusalem.

Jordan and the Palestinians also requested an emergency meeting of the Arab League.

– Peace still possible, US says –

Most of the international community does not formally recognize Jerusalem as Israel’s capital, insisting the issue can only be resolved in negotiations — a point reiterated by UN Secretary-General Antonio Guterres in the wake of Trump’s decision.

Guterres implicitly criticized Trump, stressing his opposition to “any unilateral measures that would jeopardize the prospect of peace.”

Trump insisted the move did not prejudge final talks, saying it simply reflected the reality that west Jerusalem is and will continue to be part of Israel under any settlement.

“This is nothing more or less than a recognition of reality. It is also the right thing to do,” Trump said.

“Peace is never beyond the grasp of those willing to reach it,” said the US leader, who declared that “this decision is not intended in any way to reflect a departure from our strong commitment to facilitate a lasting peace.”

“The United States would support a two-state solution if agreed to by both sides,” Trump said, as he announced that Vice President Mike Pence would travel to the region in the coming days.

Trump further stated that the United States was not taking a position on any “final status issues, including the specific boundaries of the Israeli sovereignty in Jerusalem, or the resolution of contested borders.”

“Those questions are up to the parties involved,” he said.

Israel seized the largely Arab eastern sector of Jerusalem during the 1967 Six-Day War and later annexed it, claiming both sides of the city as its capital.

The Palestinians want the eastern sector as the capital of their future state.

Several peace plans have unravelled in the past decades over the issue of how to divide sovereignty or oversee holy sites in Jerusalem.

US restricts entry to Cambodians over opposition crackdown

ASEAN+ December 07, 2017 09:44

Washington -The United States said Wednesday it will bar entry to Cambodians who undermine their country’s democracy and called on the government to reverse a crackdown on the opposition.

Cambodia’s Supreme Court, effectively controlled by strongman Prime Minister Hun Sen, outlawed the opposition Cambodia National Rescue Party last month and banned more than 100 of its politicians. It accused the party of attempting to overthrow the government.

That verdict was the culmination of a strangling of dissent in Cambodia, with CNRP president Kem Sokha jailed for treason in September as part of a crackdown that has also seen media outlets shuttered, journalists jailed and activists harassed.

In response, the State Department will restrict entry to “those individuals involved in undermining democracy in Cambodia.” In some cases, their relatives will also face visa restrictions.

The department declined to say which Cambodians are being punished, in particular Hen Sen himself, and said visa issuance is confidential.

“We call on the Cambodian government to reverse course by reinstating the political opposition, releasing Kem Sokha, and allowing civil society and media to resume their constitutionally protected activities,” the department said in a statement.//AFP

NEW DELHI

The UN’s peacekeeping force is dominated by troops from Asian countries, with India, Pakistan, Bangladesh and Nepal currently contributing the largest number of peacekeepers.

The United Nations does not have an army but it has peacekeepers for sustaining peace in conflict ridden areas. If the peacekeeping force was ranked against the national militaries it would be the 44th largest army in the world. There are a total of over 100,000 UN peacekeeping personal – consisting of 91,132 troops, 13,563 police and 1,811 military experts from 123 countries. However the peacekeeping army is dominated by the South Asian troops which have traditionally been the top providers.

In Asia, it is India that contributes the most number of troops with 7,471 personnel stationed worldwide.  India has participated in the most peacekeeping missions than any other country.

Pakistan is the second highest contributor in Asia with 7,161 troops in the UN missions.  It was the first country to respond to crisis in Somalia and sent 500 troops to Somalia in 1992.  Bangladesh is the third highest troop contributor to the UN. The country has served in 58 peacekeeping missions across 40 countries since 1988.   Nepal has contributed to 11 peace peacekeeping missions most of which are in Africa.

Indonesia first contributed troops in the 1950s and after a sustained absence has been once again actively contributing to the UN peace keeping missions.

China’s troop contribution has increased over the last many years and it is the 12th largest provider of troops in the world and sixth highest in Asia.  Mongolia contributes 950 troops for UN peacekeeping mission.

Malaysia, South Korea and Cambodia individually contribute less than one thousand troops.

Japan’s contribution to peacekeeping has diminished over a period of time.  It contributes a handful of personnel for UN missions.

Compared to its neighbours Sri Lanka remains an outlier in terms of troop contribution to the UN.  Bhutan, Australia, Brunei, Thailand, Vietnam and Myanmar together contribute just hundred and forty personnel to the peace keeping missions of the UN.

EXPERTS AT a wind energy workshop have recommended sustainable solutions for development of the wind power sector in Vietnam.

Organised by Vestas Wind Systems from Denmark in collaboration with Vietnam’s Ministry of Industry and Trade (MoIT), the workshop attracted many foreign experts in the field of wind energy and representatives of organisations and agencies.

Nguyen Ngoc Hung of the MoIT’s Institute of Energy said Vietnam had turned into a net energy importer since 2015.

Results of a business-as-usual (BAU) scenario show that Vietnam could achieve an average growth of 7 per cent a year from 2016-35 in the wind energy sector by mobilising funds and improving efficiency of capital use.

There are four wind power projects in the country, in in Bac Lieu, Binh Dinh and Binh Thuan provinces. Around 50 wind power projects have been registered.

Vu Chi Mai of MoIT said: “Wind speed potential in the central provinces of Ninh Thuan and Bnh Thuan is higher than in other provinces in the country.”

Experts from Vestas discussed technical solutions for turbine selection; successful grid connection and compliance; on-time, on-scope project delivery; and operation and maintenance of wind farms.

Michael Perkins, a wind and site specialist, said: “Maximum value could be captured while minimising development risk to achieve the optimal technical and commercial solution.”

The investment director of the Investment Fund for Developing Countries, Otto Vinther Christensen, said that Vietnam should learn lessons from other countries that had invested in wind power.

It is important to avoid bureaucratic and cumbersome legislation, have strong project management, know-how to obtain local financing, tackle infrastructure bottlenecks, and take advantage of cheap labour, according to Christensen.

Vesta is one of the world’s largest wind service provider.

Indonesia to ban bitcoin transactions

BANK INDONESIA plans to issue a regulation prohibiting transactions using bitcoin, a digital currency created in 2009 by an unknown person or group under the alias Satoshi Nakamoto.

The regulation would take effect starting next year, an official has said. Bank Indonesia head of transformation Onny Widjanarko said the regulation on e-money would be issued in the near future.

“Currently, there is no single regulation for those who carry out transactions using Bitcoin,” Onny said in Jakarta on Tuesday as reported by kompas.com.

He said the central bank was currently carrying out an in-depth study to determine whether the central bank would include a ruling on Bitcoin in the prevailing e-money regulation or in a separate regulation on cryptocurrency.

Therefore, BI called on merchants not to accept Bitcoin as an official payment instrument as the bank would not be responsible for any losses incurred through transactions, Onny said.

He said that Bitcoin could potentially be used to violate prevailing regulations on terrorism, money laundering, prostitution and drug trafficking.

Countries hold different stances on Bitcoin, with China and Russia rejecting it while Japan accepts it as a payment instrument. Bitcoin transactions are made with neither middle men nor banks. There are no transaction fees and transactions can be made anonymously.

AUSTRALIAN miner Alliance Mineral Assets said the company was made aware that a writ of seizure and sale dated November 23 has been issued by Singapore’s High Court.

Some 40,029,786 Alliance Mineral shares belonging to substantial shareholder Living Waters Mining Australia (LWMA) were seized. LWMA is a private company wholly owned by Alliance Mineral’s chief executive Tjandra Adi Pramoko, and his wife, executive director Simone Suen Sze Man.

The seizure is, however, limited to LWMA or Tjandra satisfying payment of about S$5.48 million to Grande Pacific. This amount includes S$5.46 million pursuant to the settlement agreement between the parties, being the difference between the strike price of S$0.50 per share and the volume weighted average price of S$0.3815 per share.

In a Singapore Exchange filing yesterday, Alliance said that it understands from LWMA’s legal counsel that only the number of seized shares required to satisfy the debt will be sold. The actual number of seized shares sold will be determined based on the prevailing market price of the firm’s shares at the time of the sale. Any remaining unsold seized shares will be transferred back to LWMA.

Additionally, a further 46,074,788 shares in Alliance Mineral held by LWMA continue to be frozen as security for the sum payable.

“The payment of the debt through the sale of the seized shares is expected to satisfy the sum payable,” Alliance Mineral said.

It added that once this has been fully paid, the injunction over the frozen shares is expected to be discharged.

Project to triple passenger capacity of Clark airport draws seven bidders

MANILA

SEVEN GROUPS, including large Chinese companies, have submitted offers to design and build a passenger terminal that would triple existing capacity at Clark International Airport, which is being positioned as an alternative to Manila’s Ninoy Aquino International Airport (NAIA).

Clark International Airport, formerly known as the Diosdado Macapagal International Airport, is in Pampanga while NAIA – also known as Manila Airport – is the main international gateway to the Philippines.

The administration of President Rodrigo Duterte aims to finish the new passenger terminal, which would bring Clark Airport’s existing capacity of four million passengers annually to 12 million passengers, by 2020.

The Bases Conversion and Development Authority (BCDA), which is handling the Clark expansion project, checked on Tuesday the eligibility of bidders keen on the project’s design, engineering, and construction contract, valued at 12.55 billion pesos.

With the expansion, the government hopes to lure more travellers to Clark Airport, helping ease congestion that is plaguing NAIA.

Among those that submitted on Tuesday was the team of Megawide Construction Corp. and GMR Infrastructure (Singapore) Pte. Ltd. The pairing already operates the Mactan Cebu International Airport.

The six other groups were China State Construction Engineering Corp. Ltd., China Harbour Engineering Co. Ltd., Sinohydro Corp. Limited, DDT Konstract, Inc., R-II Builders, Inc., and Tokwing Construction Corp.

Joshua Bingcang, chair of the BCDA special bids and awards committee, said he was satisfied with the turnout, noting that more than half of the 12 groups that bought bid documents submitted offers.

“This is a relatively high number for us,” he told reporters at the sidelines of the event.

Tuesday’s exercise was meant to determine which groups are qualified to build the Clark Airport. Technical and financial bids of qualified groups would later be evaluated by the BCDA on December 7 and December 14, respectively.

The contract is slated to be awarded on December 15, and a groundbreaking ceremony is being targeted on December 20.

The expansion of Clark International Airport is among the first hybrid public-private partnership deals that were rolled out under the Duterte administration.

Under this scheme, the government will finance the construction of the terminal while the private sector will later be invited for the operations and maintenance component.

Bingcang said they were eyeing the operations and maintenance component to be awarded on March 2018.

Successive administrations have struggled to increase usage at Clark. Despite its capacity of four million passengers annually, it serves about a quarter of that figure.

Its critics point to its 100 kilometre distance from Manila.

To help address this, the Duterte administration said it would pursue a 106-kilometre train line that would link Manila and Clark by 2022. The train project, to be funded by loans from the Japanese government, would cost over 300 billion pesos.

Indonesia could lead in decorative fish exports

Indonesia’s Maritime Affairs and Fisheries Minister Susi Pudjiastuti says Indonesia has huge potential to overtake Singapore in the export of decorative fish, taking into account of the country’s large maritime territory.

“Data from 2016 shows that Indonesia is the fifth-biggest decorative fish-exporting country with [global] market share of 7.13 per cent, lower than Singapore’s market share of 12.44 per cent,” Susi said in Jakarta on Tuesday as reported by kompas.com.

She said Singapore’s decorative fish exports from 2007 to 2016 had declined by about 4.47 per cent annually, while Indonesian decorative fish exports had grown by 15.17 per cent annually.

Susi said her ministry was ready to cooperate with businesses and other relevant government institutions to boost decorative fish exports.

“How come a country 100 times larger than Singapore depends on the smaller country for marketing [decorative fish]? We, in the Maritime Affairs and Fisheries Ministry, are ready to help other institutions [to boost decorative fish exports],” she added.

Susi said the government could facilitate decorative fish businesses in increasing their exports through various programs like establishing a decorative fish business forum, helping display decorative fish at various events and marketing them abroad. – Jakarta Post

The new investment projects by Greenland Holding Group Co and Henan Transport Investment Group may include construction of a satellite city and vocational training centre near the capital, tourism and recreational facilities, highways and a large-scale commercial bank. – The Phnom Penh Post

November inflation in RP eases to 3.3%

Inflation in the Philippines slightly eased to 3.3 per cent in November on slower increases of food prices and the Bangko Sentral ng Pilipinas on Tuesday said it expected to hit the 3.2-per cent forecast for the year.

The Philippine Statistics Authority reported that the rate of increase in the prices of basic goods last month slowed from the three-year high of 3.5 percent in October, although it was faster than the 2.5 percent recorded in November last year.

As of November, headline inflation averaged 3.2 per cent.

“The easing of inflation in November was expected following October’s peak. We’re still on track with 3.2-percent inflation for 2017, just about the midpoint of the target range,” BSP Governor Nestor Espenilla Jr said. – Philippines Daily Inquirer
