App-ology: Tech tycoon atones for coastal damage with mobile guide

When tech whizz Sean Parker angered conservationists with a lavish but damaging outdoor wedding to match the excess of any Hollywood party he apologized in the only way he knew how — he built an app.

Locals in Big Sur, California were enraged as the former Facebook chairman prepared to tie the knot to singer Alexandra Lenas by trampling all over their Redwood forest with a stack of artificial features.

On top of installing rock walls, the 39-year-old billionnaire had his workers put in a stone bridge, artificial pond and elevated platforms for the Tolkein inspired bash five years ago — all without permits.

Reportedly mortified by the backlash, Parker agreed to pay the California Coastal Commission $2.5 million and build the free-of-charge YourCoast, which locates public beaches, campsites and other amenities along the state’s picturesque 1,271-mile (2,045-kilometer) coast.

“This is a case of turning lemons into lemonade,” said Lisa Haage, head of enforcement at the commission, as the Apple app was unveiled on Thursday.

“We negotiated a creative agreement with a willing partner of great ability and expertise that will widely benefit the public. We literally ended up working with some of the world’s best tech engineers to create something that everyone can use and enjoy.”

Facebook teaches New Yorkers about privacy at ‘pop-up’ kiosk

Facebook, under fire over missteps on privacy and data protection, went directly to the public on Thursday with a pop-up kiosk in New York where users could ask questions and find out more about how the social network handles personal information.

The public relations exercise, a one-day event at the midtown holiday market in Bryant Park, was a first for Facebook in the United States and followed a similar presentation in September in London.

Facebook employees handed out coffee and hot chocolate along with advice for users on understanding and adjusting their privacy settings, and explained how users can choose to share or exclude people from seeing their images and posts.

The world’s biggest social network — whose image has been hit by revelations about manipulation by foreign actors, leaking of personal information and other issues — sought to explain how Facebook collects data and delivers personally targeted advertising.

“We know people have questions about privacy and ads on the platform so we said this would be a great time to meet with people face-to-face and have an interaction session and answer their questions,” said Khaliah Barnes, privacy and public policy manager at Facebook’s Washington office.

“I am hoping we can connect with a lot of people.”

Facebook has been the target of boycotts and investigations around the world over the past few months, notably since the revelations on the hijacking of personal data by Cambridge Analytica, a consultancy working on Donald Trump’s presidential campaign in 2016.

Jennifer Shin, 26, who works in advertising in New York, said the experiment was “interesting” because of the negative image of Facebook at the moment.

It may be useful, she said, “just to educate the public about what you can do with your (privacy) settings.”

Michael Beswetherick, a 26-year-old New York Times software engineer who stopped by the kiosk, admitted he had a “negative bias for sure” about Facebook but said the employees on site “were all really nice.”

DDproperty expects a rush to avoid April charges

Real Estate December 14, 2018 00:00

By The Nation

DDproperty, a Thai property portal, says demand for accommodation from millennials will continue to grow significantly.

Meanwhile, developers will concentrate on ‘mixed-use’ projects, and incorporate smart home technology to enhance user experiences in response to current real estate industry trends.

In Bangkok, Chatuchak, Suanluang and Phyathai are identified as high growth areas, in addition, Pom Prap Sattru Phai and Bangkae both benefit from the extension of the MRT’s Blue line that had resulted in land prices increased by over 36 per cent.

Kamolpat Swaengkit, country manager for DDproperty, said: “We will start to see new properties equipped with technology and innovations entering the market.

“Simultaneously, in response to Thailand’s ageing society, there will be more development projects focused on the elderly population. Plus, as a result of skyrocketing land prices in the central business districts, developers will protect their assets with mixed-use developments that can sustain investment yields. This includes several joint venture projects that are a success since the partners can complement each other with their individual strengths.

“Recently, we started to see several property projects in Thailand having been developed with smart home credentials by integrating new technology into the electrics or even to control the temperature. With this evolving trend, today homebuyers not only consider the overall design and facilities, but they also take into consideration functionalities too in order to help enhance life,” Kamolpat added.

DDproperty says it constantly develops technology to meet the demands of buyers, investors, developers and agents, whether they intend to buy, sell or rent property.

Its website and mobile apps, leverage artificial intelligence (AI) to make every property search a highly personalised and intuitive experience. Underpinning this are machine learning algorithms, which have been trained to recognise behavioural cues to determine the kind of properties a user is looking for and the content they are likely to be interested in, it said.

The DDproperty predicts that the market in the first quarter of next year will be active ahead of the new the BoT’s loan policy becoming effective on April 1. This new policy impacts buyers buying an additional property who are repaying a mortgage for their first, plus those who purchase property over Bt10 million. Both categories of these purchasers will be required to pay a minimum deposit of between 10 and 30 per cent.

Despite these new home loan regulations, developers will remain their focus on upper-end to luxury projects in 2019 since this group of buyers still have strong purchasing power. Developers will continue to roll out mid-range and high-end projects priced at Bt8 million or above because the regulations are expected to have a small influence on consumers in these segments. In low-end segments, below Bt3 million, where the market has not fully recovered from the economic slowdown and high household debt, developers will continue to launch projects in sought-after locations and prefer to build more landed residential projects where real demand usually outnumbers speculative demand in order to align their expected sales with the BoT’s new home loan regulations.

Aside from the tightening of mortgage policies, the nation’s transport network infrastructure developments will be key in encouraging property development. For example, the Bang Sue Grand Station, mass transit developments and motorways that will all facilitate access to Bangkok’s suburban areas, neighbouring provinces and the Eastern Economic Corridor (EEC).

Lastly, another important factor to consider is the general election which is expected in late February. Demand and supply are predicted to decline during this period as concerns have been raised about political unrest, in addition to new government policies. Nonetheless, the declines are expected to be short-term.

New partnership offers Thai SMEs access to China

Corporate December 14, 2018 01:00

By   THE NATION

INTERNATIONAL Merchandise Exchange and Exhibition (IMX), a subsidiary of top Chinese conglomerate King Wai Group (KWG), signed a letter of intent (LoI) with Thailand’s Commerce Ministry to form a strategic partnership that will give 48,000 Thai SMEs immediate access to China’s one billion consumers.

The Chinese conglomerate was founded by King Wai Chan.

Under this cooperation, Thai SMEs will benefit from IMX’s first-of-its-kind solution that integrates bonded warehousing, merchandise exhibitions, port services, custom clearing and sales channels both online and offline.

IMX operates exhibition centres in Tianjin, Shanghai, Shenzhen and Chengdu, while its centre in Shanghai has been recognised by China as a permanent exhibition and trade platform.

IMX’s subsidiary kjt.com is also one of the very first cross-border e-commerce platforms in China. In its efforts to drive cross-border trade, the Chinese government has officially made kjt.com the first platform for e-commerce since the establishment of the Shanghai free-trade zone.

With IMX’s integrated trading platform, Thai products will have the potential to reach 1 billion people within two hours.

“King Wai Group follows the motto: ‘responsibility creates value, mission inspires people’,” said Henry Chan, vice chairman and group CEO of King Wai Group and president of IMX.

“In line with this vision, we are passionate about creating innovative solutions that empower people and businesses in the countries we operate, including Thailand.”

Since the first China International Import Expo (CIIE) was held in November, China has opened its market to foreign goods by implementing beneficial policies and offering preferential tax benefits.

It has also come up with policies that facilitate cross-border trade, such as increasing market access by cutting down the “negative list” and increasing cross-border e-commerce restrictions from 2,000 yuan (Bt9,500) per transaction to 5,000 yuan per transaction.

Recognised as a service point for foreigners in the Shanghai free trade zone, IMX became the first trading platform to benefit from China’s new policies and regulations.

According to the newly signed LoI, KWG will source high-quality products from Thailand with help from the Commerce Ministry’s Department of International Trade Promotion (DITP).

This will provide an excellent opportunity for Thai SMEs, considering that Thailand’s Internet economy is ranked No 2 in Southeast Asia, worth US$12 billion (Bt394 billion) in 2018 out of a regional total of $72 billion, according to a Google-Temasek report. The local Internet economy contributes 2.7 per cent of Thailand’s GDP.

In addition, IMX’s FTAX will provide an insight on taxes, allowing both Thai SMEs and Chinese buyers and sellers to make better decisions.

Banjongjitt Angsusingh, director-general of DITP, said the new deal will provide a welcome boost to the Thai economy.

“King Wai Group’s innovative cross border e-commerce platforms will increase Thai SMEs’ access to one of the world’s largest markets.

“This cooperation is a major tool to promote Thai products and services with Thailand’s Trust Mark, a symbol of quality. At the same time, this is a great opportunity for both parties to exchange knowledge and expertise that will boost trade collaboration between the two countries,” Banjongjit noted.

Wait ends for airports link bidders

Corporate December 14, 2018 01:00

COMPANIES bidding for work on the country’s high-speed railway project will learn today who are the winners and losers in the hunt for potentially lucrative revenue streams.

It was also revealed yesterday that the State Railway of Thailand (SRT) expects to complete negotiations with the winning private-enterprise group within two weeks and a contract signing is proposed before the end of January.

Acting SRT governor Worawut Mala said that a meeting of a committee for the auction of the high-speed railway project will be conducted at 11am today to consider the financial proposals of the bidders, with government subsidies and other details to be taken into consideration. If no problems are encountered, the SRT will go ahead with negotiations with the winner, he said.

The high-speed railway will link three of the country’s busiest airports: Don Mueang and Suvarnabhumi international airports and U-Tapao airport in Rayong province.

“The SRT is still adhering to the terms of reference. If any private enterprise proposes to receive less in government subsidies, it will be the winner [of the auction],” Worawut said. “If all eight elements [in the financial proposal] are inconsistent and the committee sees adjustment are required for such details, the private enterprise will be summoned to make clarification and explain the background.

“The private enterprise will not fail the bid or no other bidder will be considered in replacement. It will move into the negotiation process first.”

The eight elements of the financial proposals include backlog, business plan for the project, financial plan, funding plan for the project, property to be used in the project and property rights, financial returns throughout the joint investment contract, request for government subsidy and the amount the government receives from the private enterprise, and fare setting.

Worawut expects the negotiation process would take two weeks and the committee would then open the special proposal and consider whether to take it without any impact to the auction and proposed government subsidy.

The winning name is expected to be forwarded to the Cabinet for approval at a meeting in mid-January, with the a contract signing before January 31.

Supachai Chearavanont, chief executive officer of Charoen Pokphand (CP) Group, has expressed confidence over the auction, and is awaiting the committee’s considerations.

Earlier, he said that he was confident of the company’s bid prospects and looked forward to supporting the country’s infrastructure development.

CP Group and its allies formed a global consortium. Its strategic partners include Charoen Pokphand Holding, China Railway Construction Corporation Ltd, Bangkok Expressway and Metro Plc, Ch Karnchang (Thailand), Italian-Thai Development Plc, Japan Overseas Infrastructure Investment Corp for Transport & Urban Development and China’s Citic Group Corp.

Another bidder, BSR Joint Venture, includes BTS Group Holdings Plc, Sino-Thai Engineering and Construction Plc and Ratchaburi Electricity Generating Holding Plc.

Previously, a source close to the auction said that CP Group had proposed a lower price for the auction than that by BSR Joint Venture, by Bt100 billion.

PTTEP and partner bag rights to two gas fields

Corporate December 14, 2018 01:00

By THE NATION

PTT EXPLORATION and Production plc (PTTEP) and its partner Mubadala Petroleum (Thailand) Ltd have won Cabinet approval for their multibillion-baht bids to develop and produce natural gas from two major offshore fields in the Gulf of Thailand.

The two companies outbid US giant Chevron for rights to the huge Erawan and Bongkot gas fields after the Production Sharing Contract (PSC) method was used in the bidding process to find new investors and operators.

The current concessions for the Erawan and Bongkot fields, which expire in 2022-23, are held by Chevron and partners. Based on the PTTEP-Mubadala bids, Thailand will gain more benefits from the 10-year period during which the two firms will produce natural gas from the two fields, with discounts on gas prices estimated to reach Bt550 billion, or Bt55 billion per year. The new concessions will also yield more than Bt100 billion in royalties and other state benefits under the PSC method.

PTTEP said in a statement that it was ready to continue operating the Bongkot gas field and to become the operator of the Erawan field starting from 2022 so as to ensure continuity in natural gas supply for the country’s energy security.

PTTEP chief executive officer Phongsthorn Thavisin said the company has two decades of experience and know-how in both fields, hence the firm was confident it could produce natural gas in quantities of at least 700 million and 800 million cubic feet per day from the Bongkot and Erawan fields respectively, during the new PSC period.

“At the Bongkot field, where PTTEP is the existing operator, we are capable of investing immediately to deliver the committed production level, while we have a workplan and investment plan for the Erawan field during the transfer of operatorship. We expect good support from the existing operator, the Department of Mineral Fuels, and government agencies so that we can start the required activities immediately to ensure continuity of natural gas supply,” said Phongsthorn.

The Bongkot and Erawan gas fields are major sources of energy for Thailand with combined natural gas production that accounts for 60 per cent of the total domestic output.

Meanwhile, Chevron expressed disappointment at losing its multibillion-dollar bids for production at the two offshore fields. Prime Minister Prayut Chan-o-cha yesterday chaired a Cabinet meeting in the Northeast province of Nong Khai during which the PTTEP-Mubadala bids were approved based on PSC bidding, being used for the first time in Thailand.

The Energy Ministry is due to sign the contracts with the bid winners by the end of February next year. Bid evaluation was based on the natural gas price, profit-sharing ratio, bonuses and other benefits, as well as employment of Thai personnel.

Besides Chevron, Mitsui Oil Exploration Co Ltd was also involved in the bidding as equity partner of the US-based firm for both the Erawan and Bongkot fields. According to the Cabinet, bid winners PTTEP and Mubadala offered more benefits to the government as well as a big discount on the price of natural gas used for electricity generation.

Meanwhile, Praipol Koomsup, an independent economist who specialises in the energy sector, said PTTEP would face challenges investing in the Erawan field currently operated by Chevron.

Chevron is unlikely to make more investment because the current concession would expire in 2022, and this could have some impact on gas production. “So, PTTEP has to make sure that there would be minimal impact on the continuity of gas production at the Erawan field,” he said.

Energy regulator dismisses appeal

In a related development, Narupat Amornkosit, the secretary-general of the Energy Regulatory Commission (ERC), said the commission had |dismissed the appeal of Global Power Synergy Plc (GPSC), a subsidiary of |PTT Plc, to acquire Glow Energy Plc (Glow).

The commission said the merger and acquisition would have a significant impact on competition in the energy industry because the deal will reduce electricity producers to one company in the Map Ta Phut Industrial Estate, limiting competition.

The commission did not agree with GPSC’s argument that electricity production was a natural monopoly business.

The commission on October 10 blocked the merger deal estimated to be worth about Bt140 billion, arguing that it would hurt competition, but GPSC appealed the ERC ruling.

“The commission ruling to block the merger on the grounds that it would limit competition is in line with the law,” she said in the statement released yesterday.

Praipol, however, said he did not agree with the commission’s ruling. “Electricity production in Thailand is actually monopolised by the Electricity Generating Authority of Thailand [Egat], which generates almost half of the total electricity consumed, while other producers are small,” he said. Most independent electricity producers sell electricity to Egat and only a few sell directly to factories in industrial estates, so there is no logic to block the merger, Praipol argued.
