By The Nation

TrueMove H, the mobile-phone service brand of True Corp, on Tuesday announced the successful outcome of tests of its 5G network’s speed and performance in a real-life environment, reaching up to 18 gigabits per second (Gbps) for the first time in Thailand – 20 times faster than a 4G network.

True has been conducting the 5G trial at the True Branding Shop at ICONSIAM, a popular new landmark in Bangkok.

TrueMove H will now hold a 5G showcase to build awareness among businesses, students and the general public, preparing them to step forward seamlessly into the 5G network era.

The showcase will take place from December 14 to January 31 at the True Branding Shop, located on the third and fourth floors at ICONSIAM.

The National Broadcasting and Telecommunications Commission last month granted both True and Advanced Info Service (AIS) permission to test the 5G technology for a limited period.

AIS has conducted testing since November 22 at the AIS Design Centre, located on the fifth floor of The Emporium shopping mall in Bangkok.

Digital-TV operators’ shares surge on news of NBTC plan to ease their financial problems

Corporate December 04, 2018 16:28

By The Nation

Share prices of some listed terrestrial digital-TV broadcasters surged in morning trading on Tuesday following reports of the telecom regulator’s plan to launch measures to ease their financial difficulties.

The stock price of RS rose 5.16 per cent to close at Bt16.30 per share at the end of the morning session on the Stock Exchange of Thailand, while that of Workpoint Entertainment went up 3.51 per cent to close at Bt29.50.

The National Broadcasting and Telecommunications Commission (NBTC) on Monday announced its plans for next year, which focus on extending a lifeline to the ailing digital-TV licence-holders and encouraging telecom operators to bid for new spectra.

The watchdog will kick off the new year by holding an auction of part of the 700MHz band, totalling 2 x 45MHz of bandwidth.

Part of the proceeds will be used to continue the NBTC’s subsidy of the digital-TV broadcasters’ cost of transmitting their programmes through satellite networks.

The NBTC wants to extend the subsidy period to 2022 after the current period expires at the end of next year.

The regulator will also use its own funds to continue to subsidise half of the broadcasting network rental fees of digital-TV licence holders through 2022.

The NBTC will also seek ways to help the broadcasters not to have to pay the remaining licence fee upfront.

KResearch forecasts 2019 Thai GDP to grow 4%

Economy December 07, 2018 14:08

By The Nation

Kasikorn Research Centre (KResearch) has suggested in a company seminar that Thailand’s economy will likely perform better in the last quarter of 2018, with growth higher than 4 per cent compared to the 3.3-per cent pace reported in the previous quarter.

In a press release issued on Friday, the company said its forecast was due to new stimulus measures of the government launched in December and the recovering tourism sector, plus continual growth in private consumption and investment.

As for the entire year, economic growth is expected at 4.3 per cent, against the prior estimate of 4.6 per cent in line with slower exports and tourism in 3Q18, the company said.

KResearch does not expect it to be very easy next year, especially on the international front. Siwat Luangsomboon, KResearch Assistant Managing Director, said impacts of the trade war will be more serious than those seen this year. The US and China may not come up with an agreement within the expected timeline, and this will disturb the international trade atmosphere over the whole year.

For Thailand, this situation is expected to affect our trade value by USD3.1 billion (Bt164 billion). In addition to the trade war issue, uncertainties remain on the matters of Brexit, Italy’s fiscal situation and currency fluctuations in newly emerging markets, such as Turkey, Indonesia, the Philippines and India, all of which causing consistent volatilities in global financial markets. Meanwhile, many central banks of those countries are left with limited tools now that their interest rates have already been considerably raised.

“Global trade war will be a key variable for Thai exports next year. Included the base effect, our exports are projected to grow 4.5 per cent versus 7.7 per cent in 2018”, according to Nattaporn Triratanasirikul, KResearch Assistant Managing Director. Meanwhile, the Thai economy may enjoy 4.0 per cent growth, with the help of investment to compensate for the faltering momentum of external sector.

Regarding the change in the Thai government, if everything goes smoothly, the country’s spending and investment atmosphere may be improved. Moreover, the continuity of the budget disbursement for FY2020 will help the government’s spending and investment to be the main economic growth engine throughout the second half of next year.

Aside from the continuity of public spending and investment, the rising interest rate trend is another important factor that should be monitored closely. Kangana Chockpisansin, Research Head, expects that “the Monetary Policy Committee (MPC) will likely raise its policy rate during its final meeting of 2018 slated for December 19 as will the Federal Open Market Committee (FOMC) on the same day after the Bank of Thailand has steadily sent a series of signals. In 2019, there is likelihood that the MPC will hike its policy rate further preferably during 2H19 following the general election.”

However, interest rate hikes will likely be seen in special fixed deposits, plus long-term home and car loans during 1H19, while interest rates overall may remain unchanged, given relatively high liquidity in the banking system. Loans may substantially grow during 2H19, but as the Thai economic performance is expected to slow down, loans may expand only about 5.0 per cent in 2019, declining from the 6.0 per cent growth projected for 2018. Non-performance loans (NPLs) at Thai and international banks may hit a record high around the middle of 2019 before standing at 2.98 per cent by the end of 2019, down from the 2.91 per cent growth projected at the end of 2018. This is because NPLs typically move with the economic cycle for every six months. Special attention must be paid to SME and home loans.

Regarding business outlook next year, Kevalin Wangpichayasuk, KResearch Assistant Managing Director, said: “Online retail, private hospital and public investment are sectors that are likely to enjoy good growth. Although e-commerce tax may affect the margins of the sellers after related systems are in place, online transactions are poised to remarkably increase in tune with the changing consumer behaviour”. Business sectors expected to see growth deceleration include agriculture, automobile and real estate as the property market next year is likely to be impacted by an upward revision of interest rate and the Bank of Thailand’s housing loan measures which result in speeding up the transfers of property ownerships during the last quarter of 2018 to the first quarter of 2019. Hence, the ownership transfers in Bangkok Metropolitan Region may contract between 7.6 and 3.6 per cent when compared to the estimated increase of 14.1 per cent in 2018.

Nonetheless, the number of accumulated unsold units is unlikely to significantly increase because the property developers have adopted more cautious approach in launching new projects.

Stable bank outlook in APAC for 2019: Moody’s

Stable bank outlook in APAC for 2019: Moody’s

Economy December 07, 2018 01:00

By   THE NATION

MOODY’S Investors Service says that it sees a stable outlook for banks in Asia Pacific (APAC) over the next 12 months.

“The banks’ creditworthiness will stay broadly stable in 2019 because of the still-healthy economic fundamentals and good credit buffers,” said Eugene Tarzimanov, a Moody’s vice president and senior credit officer.

In particular, Moody’s says that the APAC banks’ capital, provisions and profit will provide sufficient loss-absorbing buffers, while funding and liquidity will remain stable.

“In addition, recent developments on bank resolutions in APAC cement our view that government support for the banks will stay strong, and that senior creditors will not be required to pay for bank rescues – although Hong Kong remains an exception,” adds Tarzimanov.

Moody’s conclusions are contained in its just-released report titled, “Banks – Asia Pacific: 2019 Outlook Remains Stable as Banks Maintain Sufficient Buffers Against Growing Headwinds”, which is authored by Tarzimanov.

But Moody’s report also notes that APAC banks will face more challenging economic and market conditions in 2019.

Moody’s says that GDP growth in APAC has peaked and will moderate, and credit expansion will continue to slow down, with the trade conflict between China and the US posing a risk for the banks.

Moody’s also explains that private-sector leverage remains high in many APAC economies, exposing the banks to the risk of asset quality impairment as interest rates continue to rise. Nevertheless, growth in private-sector credit has slowed, with some markets de-leveraging.

The banks continue to remain exposed to property-related risks, despite real estate prices neither falling nor posting slower growth in APAC. Moody’s says that loans for real estate investment purposes represent the greatest risk for banks in Australia, New Zealand, Korea and Malaysia.

Moreover, capital flows in and out of Asian financial markets have been volatile, and further tightening in US Dollar liquidity could have an adverse effect on corporate debt repayment capacity.

Overall, the banks will have sufficient buffers against growing risks.

Moody’s also says that technological advancements will reshape the business models of APAC banks in the coming years, with digitisation helping the banks scale down their branch networks and lower costs.

Also, banks in APAC will stay active issuers of green bonds, although growth in green financing has slowed in 2018.

NBTC scopes out timeframe for auction

THE auction of the 700MHz band is expected to take place in the middle of next year or late that year, according to the National Broadcasting and Telecommunications Commission (NBTC) subpanel tasked with recalling the 700MHz band.

The recall of this band is part of the NBTC’s measures to help ease the financial burden on digital TV broadcasters.

The subpanel will recall the band from the digital TV broadcasting licence holders before putting it in the auction for the provision of proposed 5G telecommunications services.

The proceeds from the auction will be passed to the NBTC’s broadcasting and telecom research and development fund for the public benefit (BTFP), which will spend part of the proceeds to compensate the broadcasters for their return of the 700MHz band to the watchdog.

Subpanel chairman Natee Sukonrat said yesterday that the subpanel has considered enabling the auction proceeds to be used to cover the broadcasters’ remaining unpaid licence upfront fees of around Bt12 billion.

The proceeds will also be used to cover the broadcasters “Must Carry” cost, which is their expense of transmitting programmes through a satellite network. This amount will cover such costs until the end of the remaining 10 years for which their licences are valid.

The subpanel also intends to use part of the proceeds to cover their broadcasting network rental cost until the end of their licence period.

The subpanel is expected to finalise the rules for the recall of the 700MHz and the compensation details early next year, when they would be put to the NBTC board for its consideration, Natee added.

The subpanel called the meeting with the broadcasters, broadcasting network providers and telecom operators on the issues for the first time yesterday.

The broadcasters proposed to the subpanel that the NBTC use the BTFP fund to compensate them after recalling the 700MHz.

The move to recall the 700MHz complies with the second edition of the NBTC law. It also supports the NBTC’s plan for next year to seek ways to help the ailing digital TV licence holders and promote the planned 5G service.

The watchdog will switch the broadcasters over to the 470MHz band instead.

Relief measures on the way for struggling SMEs

Economy December 07, 2018 01:00

By The Nation

TWO of the Cabinet’s most influential members want to see relief measures rushed in as a New Year gift for more than 100,000 of the country’s struggling small and medium-sized enterprises (SMEs).

Deputy Prime Minister Somkid Jatusripitak said yesterday that he had discussed the proposed assistance measures with Industry Minister Uttama Savanayana, who takes charge of SME matters and the SME Development Bank (SME Bank).

The ministers to expedite the relief measures for SMEs, which will be forwarded to the Cabinet by the end of this year.

So far, two of the proposed measures are certain, Somkid said. One relates to helping enterprises that have encountered obstacles but are still able to operate, and the other concerns retail and wholesale shops, small grocery shops, blue-flag shops in communities and agricultural product shops that need more working capital to buy products over the busy New Year period, Somkid said.

Uttama said that both measures form part of the Ministry of Industry’s policies to strengthen SMEs. A Bt1.8-billion fund that combined two existing SMEs relief funds from the Office of Small and Medium Enterprises Promotion (Osmep) will be proposed for establishment and it will be run by SME Bank, Uttama said. The fund would help struggling SMEs to survive with relief funds that come with no interest burden on them.

“Whoever is ready to fight, we will help as much as we can,” Uttama said. “We will help strengthen them all the way through their difficulties. SME Bank will extend not only financial help but the financial knowledge SMEs they need, along with marketing assistance, the improvement of enterprises through technology and other means as necessary.”

Mongkol Leelatham, president of SME Bank, said that the local economy loan scheme, which is due to expire on December 18 and has Bt35 billion in untapped funds, will be extended by one year, or until the funds run out.

Retail and wholesale shops, small grocery shops, community shops, blue-flag shops, agricultural product traders will also be added as additional targets for this loan scheme, under the project to strengthen trade in communities, he said.

This project aims to upgrade these groups’ technology to digital processes with a plan to help them add value, do processing, sell and price products by themselves, said Mongkol, adding that retail and wholesale business operators in all subdistricts nationwide are targeted for gaining loan access to the scheme.

This project will be connected with the Thung Ngern Pracha Rat (Pracha Rat Money Bag) mobile app, which allows shops to use mobile phones to accept payment for goods from welfare-card holders, while targeting the involvement of private partners, state-run financial institutions and state enterprises – such as PTT’s oil retail business arm PTT Oil and Retail Business Plc – to help SMEs in a number of ways such as training, market channel expansion, business matching and upgrades of product standards, he said.

The proposed Bt1.8-billion fund will help SMEs that have fallen into financial traps and then strengthen them, he said.

Mongkol said that the bank has upgraded its work through a platform known as SME D Bank as a means of helping SMEs nationwide to easily access capital at any place and any time. The platform combines over 150 business tool boxes and more than 1,000 items in an e-library.

Thais among the biggest fans of cashless society, poll finds

Economy December 07, 2018 01:00

By   THE NATION

THAI consumers say they are among the most ready in the world to embrace a cash-free future, whereas in Japan and other markets surveyed, consumers are taking more of a wait-and-see approach, even while recognising the appeal of select solutions.

Along with Thais, Taiwanese and Indonesians also reported being keen on the cash-free trend.

Those are some of the conclusions reached in a survey by Line Corporation released yesterday, exploring attitudes towards and trust in financial technology (fintech) through a survey of 5,000 smartphone users in seven markets. The survey looked at consumers in Line’s four major markets of Japan, Thailand, Taiwan and Indonesia, plus South Korea, the United Kingdom, and the United States. Together, these markets revealed a major opportunity for the wider adoption of Fintech if the challenges of consumers’ low awareness and access to products can be overcome.

Across the seven markets, 64 per cent of respondents agreed that financial technology makes planning and managing their finances easier. Trust in financial technology was generally found to be high, with 63 per cent of survey respondents saying they trust the products and services they are currently aware of and a further 30 per cent feeling ambivalent towards them. Trust also appears to increase with youth, with only 55 per cent of those aged 55 and over trusting fintech, compared with 69 per cent of those aged 18-34, indicating greater upside potential for fintech with younger age groups.

However, in all markets surveyed, respondents’ knowledge of the financial technology related services and products currently available to them was relatively low, with less than half considering themselves knowledgeable in this area (44 per cent), rising to 52 per cent among younger audiences (those in the 18-34 age bracket).

Of those products and services that respondents would be most willing to use a mobile or app-based service to access, savings accounts (65 per cent), money transfers (57 per cent), current accounts (48 per cent) and insurance (48 per cent) were the most popular options given. Life insurance (65 per cent), travel insurance (58 per cent) and home insurance (50 per cent) were selected the top types of insurance respondents wanted to access in this way.

While respondents in each market had different interests and concerns, Thailand, Taiwan and Indonesia all stood out as being particularly interested in a digital financial future. When asked about the prospect of their market becoming “cash-free”, all three answered well above the survey average of 37 per cent: In Thailand, 57 per cent of respondents said they were “excited” about going cash-free, followed by Indonesia at 56 per cent and Taiwan at 52 per cent. South Korea also answered positively, at 45 per cent.

Those markets also responded more positively to purchasing financial products through a mobile-based service. While overall 65 per cent of survey respondents would open a savings account over a mobile app, Thailand led with 83 per cent, then Indonesia at 77 per cent and Taiwan at 69 per cent (South Korea also did well, at 75 per cent).

In contrast, respondents in the UK, US and Japan were less eager to stray from traditional methods. Only a small percentage of respondents reported being excited about becoming “cash-free”, with Japan at 24 per cent, the US at 20 per cent and the UK last among the surveyed markets at 19 per cent.

Japan in particular remains behind most developed nations when it comes to cashless payments, but as the government tries to move the country away from its dependence on cash, this is an area with much potential for growth.

The UK, US and Japan were also behind the survey averages for being willing to use mobile to buy fintech services. Japan had the lowest percentage of respondents say they would be willing to open a savings account, at 49 per cent, then the US at 53 per cent and the UK at 57 per cent (survey average 65 per cent). For making investments over mobile, however, the UK was last at 28 per cent, followed by the US and Japan at 37 per cent, closer to the survey average of 45 per cent.

The Consumer Confidence Index (CCI) dropped to 80.5 in November from 81.3 in October, reflecting consumers’ concerns about their future income as the country’s economy shows signs of sagging, according to a report by the Thai Chamber of Commerce University yesterday.

November marked the third-straight month of declines in the CCI.

The survey also showed that household debt in 2018 reached Bt316,623 per family, up 5.8 per cent from 2017 amid the pressures on the economy that have forced families to take on more debt.

According to the survey, 64.7 per cent of total household debt is held by banks and other financial institutions, with the rest held outside the banking system.
