JAKARTA – The Indonesian government is taking the right direction in terms of investment policy, but more is needed to attract and get foreign investors involved in the country’s economic activities.

In a conference held by The Economist on Thursday, foreign investors and financial companies praised the government’s recent efforts in inviting more international players into the country, especially through the revision of the “negative investment list” (DNI) and its deregulation measures.

The DNI was revised two weeks ago, allowing greater foreign ownership in dozens of sectors, while at the same time opening new sectors that were previously closed to foreign investment. Daniel Hui, managing director of China-ASEAN Capital Advisory Co. Ltd., said he was optimistic the domestic investment climate was becoming better.

“It’s good to see all the [economic policy] packages and I’m pleased with the progress of the current government,” he said.

China-ASEAN Capital Advisory Co. Ltd. is advisor to the China-ASEAN Fund, which is a US dollar-denominated offshore quasi-sovereign equity fund sponsored by the Export-Import Bank of China, among other institutional investors.

It works under the direction of the People’s Republic of China’s State Council and was approved by the National Development and Reform Commission.

It currently controls a total of about US$1 billion and is involved in two projects in Indonesia. Hui said that it was looking to enlarge its fund size by an additional $3 billion and to invest more of that money in Indonesia.

He, however, said the government could still improve its approach toward foreign investors by cutting more red tape and combating corrupt practices.

“[The project] approval process is not very smooth because even departments have different says. So it takes a lot of steps to get the approval,” he said.

Such procedure simplification as what Hui has requested is what President Joko “Jokowi” Widodo knows all too well. The former furniture businessman has been pushing for easier business access and higher investments since taking office.

His target includes propelling Indonesia to the 40th position within the World Bank’s ease of doing business ranking this year, up from last year’s position of 109th.

Under Jokowi’s leadership, the government has so far issued 10 economic policy packages and Coordinating Economic Minister Darmin Nasution said the 11th package — focusing on the logistics sector — would be issued soon.

Meanwhile, Euben Paracuelles, executive director of Nomura Singapore Ltd., said that the government’s series of economic reforms had put Indonesia back on its clients’ radar screen.

“People in Europe and the US have also asked me about Indonesia. These guys are the ones I haven’t spoken to in two to three years. Indonesia is definitely back on the radar screen.”

The reforms have fueled Nomura’s optimism about Indonesia’s economic growth, setting its growth forecast at 5.2 percent for 2016.

Similar praise was voiced by the Swedish government as well. Swedish Ambassador to Indonesia Johanna Brismar Skoog said on Wednesday more Swedish companies had become more interested in investing in Indonesia and making it a hub in Southeast Asia.

HANOI – Passengers of Vietnamese airlines now have the chance to travel at lower costs as the carriers have decided to slash airfares due to falling fuel costs.

Tran Bao Ngoc, director of the Transportation Department under the Ministry of Transport told a Vietnam News Agency reporter, that the national flag carrier Vietnam Airlines is offering discounts from 9 per cent to 80 per cent in regulated ceiling prices for both domestic and international routes, while low cost airlines Vietjet Air and Jetstar Pacific are providing 9-100 per cent discounts of their airfares.

According to Ngoc, in 2015, Vietjet Air nearly quadrupled its promotional tickets offered at 0 dong and lowered 8 per cent of its average air fare prices compared to 2014. He said that a number of airlines have committed to setting up further promotional programmes in 2016.

The airlines sell tickets at different bands, based on demand-supply relations, airplane seating and time of ticket booking, he highlighted.

PETALING JAYA – There are five newcomers who broke into the exclusive club of Forbes’ Malaysia’s 50 richest list.

Nirvana Asia Ltd group managing director and chief executive officer Tan Sri Kong Hon Kong is one of them.

He is at number 34 with a total net worth of US$325mil (RM1.37bil).

Nirvana Asia is an integrated death care service provider and was listed on the Hong Kong Exchange in December, 2014.

Nirvana Asia runs private cemeteries, columbarium facilities and funeral homes in Malaysia and Singapore. It is now expanding into Indonesia, Thailand, Vietnam, Hong Kong and China with a sales network of more than 3,000 agents.

Another first-timer, at number 48, is Goh Siang. He has a total net worth if US$205mil (RM864.5mil).

Goh is a senior executive director of world’s largest condom maker by capacity, Karex Bhd.

Shares of Karex soared 36% during the past year. His father, Huang Chiat, started the company in 1988.

The company churns out nearly 4.5 billion pieces of condom a year and recently acquired Medical-Latex, which was its first customer.

The other three newcomers include Patrick Grove, Wong Teek Son and Sabah timber tycoon Datuk Freddy Lim Nyuk Sang.

Smart online startups and investments put Grove on the roster at number 39 with a net worth of US$260mil (RM1.1bil). He is the co-founder and chief executive officer of Catcha Group.

Wong, a glovemaker, joins the list at number 40 with US$255mil (RM1.07bil) and co-founded Riverstone Holdings in 1989.

The company makes gloves for clean room and healthcare uses; customers include major hard-disk manufacturers such as Hitachi, Seagate and Western Digital.

Lim ranks number 50 with a total net worth of US$195mil (RM822.3mil) returns after one-year absence, though he was worth US$35mil (RM148mil) less than in 2014. He returns after he raised his stake in palm oil company Kretam Holdings, where he is CEO, to more than 60%.

At number 24 with a net worth of US$575mil (RM2.42bil) is 59-year-old Ahmayuddin Ahmad of Westports Holdings Sdn Bhd.

Ahmayuddin, a low-profile figure in the business world, sits on the board of Westports Malaysia, the group’s investment holding company that manages port operations and development projects. Ahmayuddin was ranked number 28 on the list in the 2015 ranking.

Iskandar-based property tycoon Tan Sri Lim Kang Hoo, 61, is ranked number 26 in the list with a total net worth of US$550mil (RM2.32bil).

Lim controls Iskandar Waterfront Holdings, the master developer of 4,000 acres slated to become a new urban centre in Johor. Last year he entered into joint venture with China Railway Engineering Corp to buy a controlling stake in the Bandar Malaysia development, an urban township outside Kuala Lumpur, from the Government in a US$1.8bil (RM7.6bil) deal.

Meanwhile, Tan Sri Dr Ninian Mogan Lourdenadin maintained his position at number 30 with US$470mil (RM1.98bil) to his name. The doctor turned tycoon runs MBf Holdings, a diversified investment group with interests in Malaysia, Thailand, Hong Kong, Australia and the United States.

HANOI – Many environmentally friendly products such as biodegradable packages and non-baked bricks have been in the market for years, but the enterprises that produce these products are having a hard time developing them.

It took many years to introduce a biodegradable plastic bag, but even though it’s available now, tens of tonnes of plastic bags are still used every day. Businesses which produce environmentally friendly plastic bags face many difficulties selling their products.

Several years ago big supermarkets such as Metro, Big C and Coop Mart switched to using environmentally friendly packaging, but less consumers used it because they had to buy it instead of being given it free of charge, Tin Tuc (News) newspaper reported. Plastic bags are still widely used in small shops and markets.

Some firms said it was difficult to sell their products in the retail market, because the prices had to be high. Also, consumers weren’t often willing to change their habits and use more environmentally friendly products.

Many companies that produce biodegradable plastic bags cannot survive in domestic market. They mostly export. These biodegradable products cost 5 to 10 cents more than regular bags.

Similarly, the Ministry of Construction issued a circular on the use of non-baked bricks three years ago, but enterprises selling the product still haven’t found stable footing in the market.

Le Hoai An, director of Khang Minh Brick Company, one of the largest enterprises producing non-baked bricks, said his company has stepped up marketing efforts but they’re still difficult to sell.

There are few firms actively investing in environmentally friendly products, but this figure is still low, said Nguyen Quang Vinh, Deputy Secretary General of Viet Nam Chamber of Commerce and Industry (VCCI).

There are fewer mechanisms to support firms investing in technology and solutions for the development of environmentally friendly products, he said.

Meanwhile, 98 per cent of Vietnamese enterprises don’t have enough financial resources, human resources and awareness to make it in the market.

In addition, many regulations detailing preferential treatment for environmentally friendly businesses weren’t clear, so firms didn’t know what there was to be gained, he said.

“Vietnamese enterprises will have to face competition and lose market shares not only in the international markets, but also in the domestic market, if they do not make changes and meet market demand when it comes to environmentally friendly products,” he told the newspaper.

The State should add more preferential policies and support firms that produce environmentally friendly products, he said.

HANOI – Vietnam aims to receive 400,000 Russian visitors in 2016 and one million by 2020, Vietnam National Administration of Tourism’s (VNAT) Deputy Director-General Nguyen Quoc Hung said.

Speaking at a conference in Moscow on February 24, he said VNAT and the concerned Russian authorities had agreed to implement a series of measures to reach these targets.

According to statistics from VNAT, the number of Russians who visited Vietnam in February soared 8.9 per cent to touch 73,898.

Deputy Chairman of Vietnam Tourism Association (VITA) Vu The Binh said the fact that about 300,000 Russian visitors travelled to Vietnam was not commensurate with the relationship between Vietnam and Russia.

VITA has been partnering with VNAT and Ha Noi City to promote Vietnamese tourism in the two major cities of Moscow and St Petersburg, with the aim of attracting more Russian visitors.

VITA has also been working with Vietnamese tourist firms to implement a stimulus programme for the Russian market. The programme will focus on new tourism products, with large discounts and trained staff, he said.

Russian official Sergey Agafonov said many Russian people had never been to Vietnam and that it would be a good replacement for Thailand and Egypt in terms of tourist destinations.

The revenue from tours to Vietnam was increasing, Agafonov said.

Valery Korovkin, a Russian official, believed the target of one million Russian visitors by 2020 was achievable if both sides co-operated well and promoted the tourism potential of both countries.

At the conference, representatives of a Russian tourist firm worked with 12 Vietnamese tourist firms to show some tourism products, along with discounts of 20 to 30 per cent.

Vietnamese firms introduced promotion websites by Russians, as well as tours to northern Vietnam for Russian customers.

NAY PYI TAW – A Lower House MP from the National League for Democracy on Wednesday submitted an urgent motion urging the government to welcome public involvement in the fight against drugs trade and provide effective assistance and protection to community groups that are destroying poppy plantations.

MP La Mar Naw Aung from the Kachin State Democracy Party, along with a majority of the house, seconded the proposal from MP Lagan Zal Gyone from Waingmaw, Kachin State.

Lagan Zal Gyone said: “Many people, including children, are addicted to drugs which are easily available. They cannot escape the vicious cycle of drugs. For many years this country has lost its valuable human resources.”

The country’s anti-narcotics drive has seen little success despite cooperation from international organisations, including the United Nations.

Kachin and Shan states bear the brunt of the drugs trade. In 2014, 30 mothers from the northern Shan State formed a community-based drug eradication team. Many mothers have to suffer the evil consequences of drugs. They lose husbands, children, homes and cattle. The team arrests drug dealers and hand them over to the authorities, they help addicts to come off drugs and persuade them to lead better lives through religion,” the MP said.

The team educated poppy growers about the drugs trade and coordinated with them, Lagan Zal Gyone said. In 2015, more than 400 acres of poppy plantations were destroyed. During this year, more than 3,000 acres of poppy plantations in Tanaing, Swanparabwan, Putao, Chipwi and Indawgyi regions could be destroyed, he said.

More than 800 poppy acres were destroyed in Waingmaw Township with the help of the government, police and Tatmadaw. But they could not reach the larger plantations as more than 1,000 people equipped with various weapons blocked their way, Lagan Zal Gyone said.

Lagan Zal Gyone said: “Parliament’s undertakings run counter to the situation on the ground and official acts. Currently, a team comprising people from all departments sent by the Kachin State government can destroy at most about 15 poppy acres in Waingmaw region a day. On February 16, more than 4,000 people from northern Shan State and Kachin started to leave the area on the Satone road. We heard they need more security. The group includes mothers and young girls. Foreigners have monopolised poppy growing in the region.

“It undermines our sovereignty. The team is in need of effective assistance to destroy more than 10,000 acres in the government-controlled area in a timely manner.”

The Lower House will continue discussing the issue tomorrow.

“Our citizens who work there are day labourers trying to survive but the foreign owners are making huge profits,” Lagan Zal Gyone told the media.

The motion was filed on the same day that Kachin State government allowed the Kachin State-based anti-narcotics vigilante group Pat Ja San to destroy poppy cultivations in Kanpaikte.

Departmental officers from the Kachin State government, including the regional security and border affairs minister, negotiated with the religious leaders of Pat Ja San on February 23.

On February 16, 2,053 members of Pat Ja San were stopped by government troops near Bar Kyun Bridge at the Chibwe feeder road along the Waingmaw-Kanpaiktee road in Waingmaw Towship after the group’s actions sowing tension between military, ethnic armed groups and locals. The standoff lasted eight days.

MANILA – Imelda Marcos sat through a memorial mass for victims of her late husband’s regime, after the former Philippines first lady arrived at the wrong church service, witnesses said Thursday.

The wheelchair-bound widow, 86, listened Wednesday as a torture victim shared harrowing memories and a Catholic priest delivered a homily on the lessons of Ferdinand Marcos’ martial-law rule.

Ric Malasa, an aide to Marcos, who remains a member of the House of Representatives, told AFP a member of her staff had whispered to her they had turned up at the wrong service at Manila’s popular Redemptorist Church.

But he added Marcos replied: “It’s fine. We’re all praying to the same God.”

Human rights groups say tens of thousands of people were jailed and tortured during Ferdinand Marcos’ 20-year military-backed rule, which ended in a bloodless popular revolt that chased the family into US exile 30 years ago Thursday.

The current authorities now estimate the family plundered $10 billion from state coffers, which allowed the flamboyant first lady to live a jetsetting lifestyle in which she amassed hundreds of pairs of shoes as well as jewellery and pieces of art.

But mass-goers, many of them campaigners for the rights of people who suffered imprisonment and torture during the Marcos regime, showed no sign of disrespect to the widow at the service, according to Carlito Latorre, a lay missionary.

“One of the victims, a man, shared how he lost his sense of hearing from the torture,” Latorre told AFP.

“The priest said martial law must not be repeated and its lessons must not be forgotten,” Latorre said, adding Marcos left abruptly after the homily.

“We’re hoping she listened to the sermon and that she would not disregard it,” he added.

Ferdinand Marcos died in Hawaii in 1989, but his heirs returned to the Philippines in the early 1990s to set in train a stunning political comeback.

His charismatic and unrepentant son Ferdinand Marcos Jnr stands a good chance of being elected vice president in the May elections, pollsters say.

KUALA LUMPUR – Malaysia’s richest saw their fortunes slump by up to half last year, Forbes said on Thursday, as the country grapples with weak oil prices and a financial scandal.

The number of billionaires shrunk by a quarter last year, to 12 from 16, according to the ranking of the 50 wealthiest Malaysians, while only six people on the list grew their fortunes.

Energy-dependent Malaysia’s economic outlook has been a source of major concern since oil prices began to plunge in mid-2014. They are now trading around $30 a barrel, down some 70 per cent.

A slump in the ringgit, Asia’s worst-performing currency last year, along with a scandal involving Prime Minister Najib Razak and a state-owned investment company have further rattled financial markets. Both have denied any wrongdoing.

“With the stock market falling 8.7 per cent and the ringgit losing 12.6 per cent of its value against the dollar, it was a difficult year for Malaysian tycoons,” Forbes said in a statement.

“The slowdown in China and the continuing political showdown in the capital also hurt business. The worldwide oil and gas depression also took a toll on fortunes related to that industry.”

Forbes calculates the rankings in US dollars, which means fortunes held in ringgits are worth less when the Malaysian currency falls.

Among the biggest losers were Goh Peng Ooi, owner of financial-software company Silverlake Axis, whose net worth plunged some 50 per cent to $725 million.

Tycoon Syed Mokhtar AlBukhary also lost half his fortune, but sneaked into ninth position with $1.45 billion.

Businessman Robert Kuok topped the list for the eleventh year in a row with a net worth of $10 billion, although this was down from $11.3 billion in last year’s list.

One of the few winners was glovemaker Kuan Kam Hon, who joined the ranks of billionaires with $1.1 billion worth of assets.

Unesco gives green light for road through Vat Phou

VIENTIANE – Unesco’s World Heritage Committee has given permission for a 5km section of Road No. 14A to pass through the Vat Phou World Heritage Site in Champassak province.

After five years of consideration, the UN body has decided that the 5km section of the 130km road, which is under construction, can pass through the world heritage site. Construction of the road, which was 60 percent complete at the time, was halted in 2010.

The 5km section through the Vat Phou site, including three concrete bridges, should have been finished at the end of 2011.

However, an official in the province’s Champassak district, Khampheng Sengmany, told Vientiane Times today that despite permission being given by Unesco, work on the road had not yet resumed.

“The construction company has not yet begun work on the road through the Vat Phou area as they don’t have the necessary finances at present,” he said.

Khampheng added that the company may have used up its money on other projects as they did not know when or if Unesco would grant permission for the road to pass through the temple site.

Deputy Prime MinisterPhankham Viphavanh discussed the matter with provincial authorities and company staff last week, saying he would try to obtain financing so that Road No. 14A could be completed.

The project was delayed while Unesco and provincial authorities carried out surveys and collected information from the Vat Phou Heritage Office on the possible impact of the road on the heritage site.

Work on the road began in 2008, with the first section running through Phongthong district to the Cambodian border. The first 25km stretch linking Phonthong district to Champassak district was completed at a cost of US$33 million.

The second section will run 35km from Champassak and will cost about US$19 million. This phase includes the 5km stretch through Vat Phou area.

The second phase was scheduled for completion by 2015, under the provision that Unesco allowed the road to pass through the temple complex.

Officials believe construction of the road will enable more tourists to visit the temple and ease traffic flow during the Vat Phou Festival which takes place in February each year, drawing thousands of people from across the country and overseas

HANOI – Cutting-edge technology will be applied in the cultivation of tomatoes and low-potassium lettuce in Viet Nam as part of an agriculture collaboration between Vietnamese multinational information technology corporation FPT and Fujitsu, a leading provider of IT products and services.

At the opening ceremony of the FPT-Fujitsu smart agriculture cooperation centre yesterday, Chairman of FPT’s Board of Directors Truong Gia Binh underscored that being a leading IT enterprise in Viet Nam, FPT wants to bring state-of-the-art technologies to modernise the country’s agriculture.

“There is no border between agriculture and industry. Smart agriculture will become the symbol of farming in Viet Nam, Japan and the whole world,” Binh said, adding that FPT Corporation will work with relevant organisations and individuals to put smart horticulture into practice in Viet Nam.

Meanwhile, Minister of Agriculture and Rural Development Cao Duc Phat highlighted that applying advanced technology to farming will help Viet Nam set up modern agriculture with a highly competitive capacity. He said that FPT and Fujitsu will realise the goal.

Smart agriculture has been applied with ‘Akisai’ Cloud – the most advanced technology in agriculture launched by Fujitsu in 2012. The Akisai solution provides comprehensive support for agricultural management, including material supply, cultivation, preliminary treatment, transport and distribution.

Fujitsu will implement two production facilities including greenhouse cultivation and vegetable factory cultivation in an area of over 400 square metres in Gia Lam District, on the outskirts of Ha Noi. Those two models will introduce trial cultivation for high value-added vegetables, comprising medium-sized tomatoes and low potassium leaf lettuce.

Information and images about the environment and the growing area are monitored and managed not only in Viet Nam but also in Japan, through online information technology systems.
