VIENTIANE – The Lao government has highlighted measures to boost revenue collection while ensuring budget expenditure is disbursed in an effective manner.

Minister to the Prime Minister’s Office and Government Spokesman, Dr Chaleun Yiapaoher told Lao media recently the meeting held between the government cabinet and provincial governors in Vientiane last Friday agreed to focus more on addressing financial liquidity.

“We have to strongly enforce our existing measures to ensure revenue collection accomplishes our target,” DrChaleun said, saying one of the important things is to identify clear sources of revenue while addressing financial leaks.

The government was aware the country’s revenue shortfall in recent years had emerged partially as a result of tariff exemptions on fuel and vehicles.

“In the future, tariff exemptions on these items must be approved by the National Assembly,” he said. But he did not clarify the amount of national revenue lost from fuel and vehicle tariff exemptions each year.

Concerning budget expenditure, the government is committed to prioritising its spending, while avoiding carrying out development projects without the National Assembly’s approval.

“We must prioritise our development projects and not carry out too many projects at the same time as it will cause delay to some of our projects,” DrChaleun said.

Earlier this year Prime Minister ThonglounSisoulith instructed various sectors to tackle the budget deficit and sidestep formulating spending plans without thinking how to source money to balance the deficit and pay debts.

The government was aware that all provinces required large budgets to develop infrastructure but the government was unable to meet all their needs due to revenue shortfalls.

Despite revenue shortfalls, the government is committed to prioritising the paying of officials’ salaries.

In April this year the National Assembly approved the government’s proposal to reduce the 2015-16 fiscal year budget following the country’s failure to collect sufficient revenue over the previously six months.

This meant the plan for revenue collection for this fiscal year was adjusted down from 26.159 trillion kip to 23.7 trillion kip and budget expenditure from 31.946 trillion kip to 31.118 trillion kip.

The move came after revenue collection over the previous six months of this fiscal year amassed only 8.013 trillion kip, equal to 30.6 percent of the yearly plan.

Over the past five years, despite global economic recession, the Lao economy grew at the pace of 7.9 percent and the number of poor families has declined significantly.

Gross Domestic Product has reached 102,320 billion kip (US$12.8 billion) with GDP per capita climbing to 15.8 million kip (US$1,970).

The government forecasted the country’s economy would continue to grow at a rate of not less than 7.5 percent over the next five years which would be driven by mega investment projects.

PETROLIAM Nasional Bhd (Petronas) has awarded its first production sharing contract (PSC) of the year to units of Thai state-owned PTT Exploration and Production Public Co Ltd (PTTEP) and Kuwait Petroleum Corp (KPC) for exploration Block SK410B located offshore Sarawak.

The national oil company said under the terms of the PSC, PTTEP’s unit PTTEP HK Offshore Ltd would operate the block with participating interest of 42.5 per cent , while KPC’s overseas exploration and production arm Kuwait Foreign Petroleum Exploration Co (Kufpec), through Kufpec Malaysia (SK-410B) Ltd, held another 42.5 per cent.

Petronas Carigali Sdn Bhd, meanwhile, has a 15% interest.

“The signing not only marks Petronas’ first PSC award in 2016, but also welcomes PTTEP for its first operatorship in Malaysia. We are also pleased to collaborate with our long-term partners, Kufpec once again,” Petronas executive vice-president (upstream) Datuk Mohd Anuar Taib said during the ceremony. The PSC was signed at Petronas Twin Towers attended also by Petronas president and chief executive officer (CEO) Datuk Wan Zulkiflee Wan Ariffin.

PTTEP president and CEO Somporn Vongvuthipornchai, Kufpec vice-president of operations Hosnia Hashim and Petronas Carigali CEO Mohamad Johari Dasri.

Somporn, in a statement, said: “Malaysia is renowned as being an area in South-East Asia of high petroleum potential.

“From 2011-2015 oil and gas were discovered continually and SK410B is situated in an area where there have been considerable natural gas discoveries.

“Furthermore the acquisition of this block is in alignment with PTTEP’s strategy for future growth.”

Somporn said PTTEP and its partners planned to conduct 3D seismic surveys and drill one exploration well during the three-year exploration period.

Xpress Money seeks to handle more remittances via more banks

XPRESS MONEY, a global money-transfer company, plans to collaborate with more Thai banks and expand its networks in several other countries to increase the number of remittances it handles going into and out of Thailand, said its chief operating officer Sudhesh Giriyan.

Xpress Money established a presence in Thailand in 2010 by partnering with Government Savings Bank, as it saw this country as a high-growth market thanks to the number of migrants from Myanmar working here, he said.

Xpress Money has enjoyed an annual growth rate of 22-25 per cent, and it hopes to raise that figure this year and in the coming years after establishing more partners in Thailand and other countries in the region.

A new partner in Thailand is expected to be known in the next four months, he said.

It is also setting up a presence in Laos, the only country in Asean where Xpress Money does not have in its network.

Giriyan said money transfers into and out of Thailand totalled about US$3 billion (Bt105 billion) a year, of which $1.9 billion was outbound.

One of the fastest-emerging corridors from Thailand is into Myanmar, because several billion people from that country are working here and they have to send money back home. This is an opportunity for Xpress Money to facilitate those transactions.

Taiwan is among one the highest contributors of remittances into Thailand because more than 30,000 Thais work there. Xpress Money will have bank partners in Taiwan this year in order to handle some of those money transfers. Switzerland, the United Kingdom, Denmark, the Untied States and Australia also account for high volumes of money sent to Thailand, he said.

As well, the company has seen significant outbound money transfers from Thailand to such places as India, the Philippines and South Korea.

“We are trying hard to bring more money to Thailand and also open up more countries by adding more locations to increase the transaction flows to Thailand,” Giriyan said.

By volume, Xpress Money ranks third in the money-transfer industry but Giriyan hopes his company will move up to second place within a few years thanks to its network expansion and low remittance fees.

The company offers a remittance fee of 2 per cent per transaction, against the industry average of 7.53 per cent.

He explained that the low 2-per-cent remittance fee had been the philosophy of Xpress Money since it was founded because it acknowledges that it should not charge high fees to migrants who work hard and who earn very low wages, about 80 per cent of which they send back to their homelands.

Xpress Money has a loyalty programme whereby those sending money accumulate points from each money transfer that they can redeem against the remittance fee, he said.

JOVAGO, a leading online hotel booking site in Myanmar, aims to establish partnership with all hotels, motels, and guest houses registered at the Ministry of Hotels and Tourism, to further boost domestic travel.

Hugo Schleicher, managing director of Jovago Myanmar, said at a press conference last week that the firm now partners more than 900 hotels and aims to reach over 1,200 by the end of this year.

“We are growing very fast. Even in June, which is not part of the high season, we usually receive bookings. It means that there is a boom in the number of travellers in September and onwards when local people start travelling again,” he said.

The Tourism Ministry’s statistics showed that there are 1,279 hotels in 67 towns across Myanmar, offering nearly 50,000 rooms, as of December last year. In the same year, 2.46 million local people went on domestic trips, and their expenditure based on hotels and guest houses reached about 733.24 billion kyats. In this regard, Jovago aims to promote domestic travels in Myanmar.

The website caters its services mainly to domestic travellers.

According to Schleicher, the most popular destinations for domestic travellers are Bagan, Yangon, and Mandalay. Myanmar people usually prefer going to Chaung Tha beach, Ngwe Saung beach, Dawei, and Myeik.

Over the past three months, more than 1,000 people booked hotel rooms by using the application. Generally, the cheapest rooms sell faster than high-end ones, as people look for the lowest rate. The average room rate calculated from online bookings was 50,000 kyats a night.

Schleicher recommended going to famous cities in Mandalay region such as Pyin Oo Lwin, Mandalay, Monywa. He said that Pyay and Putao were good places to visit in the wet season. The firm recently signed up with three hotels in Putao.

“We aim at changing the way Myanmar citizens travel in their own country. Our ambition is to become everyone’s travel partner. Customers can now book hotels from 3,000 kyats to 500,000 kyats a night on their phone 24 hours a day. Our team is proactive in facilitating travellers in the hotel booking process, ensuring they have a stress-free experience,” he said.

A refund programme was launched this month, to ensure that customers get the best deal from the site.

“We realise that some Myanmar travellers are still reluctant to book a hotel room online because they think online services are expensive. We aim at changing this perception, by introducing rates perfectly designed for local travellers. We are never beaten on price. At the end, we know that people will trust Jovago because it is fast, easy, reliable and cheap; it is just a matter of time.”

Schleicher said that Jovago usually offer cheaper rates than walk-in rates at about 90 per cent of partner hotels. The firm also encourages hotels to offer promotions based on their room availability. This has led the hotels to hike occupancy rates. Notably, Jovago is giving advice to hotels in Bagan and Mandalay on how to attract customers in the low season.

He urged Myanmar nationals to use the Internet as a tool for daily life rather than wasting time on social media. He said that a lot of hotel information can be found on SideMinder, an internationally recognised operation tool in tourism with which Jovago recently signed a cooperation agreement. He said that SideMinder software would ensure the best deals for online booking customers, as they can compare room rates and availability with other booking sites.

Schleicher said that the application was also designed for Myanmar migrant workers who are visiting their homeland. He guaranteed that they would also enjoy the same rate as local residents when they come back to Myanmar on vacation.

“My message is travel, travel, travel. Discover your own country. And enjoy your life,” he said.

China, Brexit ‘mar’ growth

ECONOMIC growth in Asean countries was expected to dip to 4.5 per cent in 2016 from 4.7 per cent last year due to China’s slowdown and uncertainties related to Britain’s vote to leave the European Union, the member states said in a statement.

Economic ministers meeting in Laos, which holds the Asean chairmanship this year, said jointly that growth in the 10-nation group’s US$2.4 trillion (Bt84 trillion) economy should recover to 4.7 per cent next year due to “strong private and public consumption and improved efficiency in infrastructure”.

“The region is exposed to … continued moderation in the Chinese economy, to uncertainties over the new relationship between the UK and the EU after Brexit,” the statement said, adding thatAsean remained committed to further integration.

Import duties on 99.2 per cent of tariffs in Brunei, Indonesia, Malaysia, the Philippines, Singapore and Thailand and 90.9 per cent in Cambodia, Laos, Myanmar and Vietnam have been eliminated, the ministers said..

About a quarter of the group’s total trade of US$2.3 trillion is intra-Asean. China is Asean’s top external partner, with 15 per cent of the total, followed by Japan, the European Union and the United States.

The countries also said they aim to harmonise economic strategies, recognise each other’s professional qualifications, improve custom clearance and intellectual property rules, and close the development gap between the poorer members – Cambodia, Laos, Vietnam and Myanmar – and the rest of the region.

They also agreed to enhance the connectivity of their transportation infrastructure and communications, better facilitate electronic transactions, integrate industries to promote regional sourcing, and enhance private-sector involvement in the economy.

Asean’s closer economic integration is considered a major step forward from what has been considered since the earliest days of its existence as a political project for peaceful regional relations.

A joint report by AmCham Singapore and the US Chamber of Commerce published yesterday showed that 53 per cent of the US companies thought Asean has become more important in terms of worldwide revenue in the past two years. About two thirds said it will become more important in the next two years.

Vietnam, Indonesia and Myanmar were the top destinations for the US companies’ expansion plans within the region, with Singapore, Laos and Brunei the least preferred.

Corruption, transparency and good governance remained key challenges for the regional outlook, the report showed.

VIETNAMESE scientists and companies working in a range of analytical laboratories will have the opportunity to learn about the latest equipment and technologies at the “Thailand Lab International” event to be held in Bangkok in September.

The sixth International Trade Exhibition and Conference on Analytical Laboratory Equipment and Technology, Biotechnology and Life Sciences, and Chemical and Safety will provide applications and solutions for all types of laboratories, said Anucha Parnpichate, the project manager of VNU Exhibitions Asia Pacific, the organiser.

More than 1,300 brands belonging to 350 exhibitors from 35 countries, including China, France, Germany, India, Italy, Japan, South Korea, the United States and the United Kingdom, will present their latest laboratory technologies, he said.

Several seminars will be held on the sidelines to brief professionals in the industry on the latest information and technologies and enhance cooperation.

Last year the exhibition received more than 8,240 visitors, Anucha said, adding that Vietnam ranked second in terms of international visitors after Malaysia.

The figure is expected to be higher this year, he added.

SOUTHEAST Asian countries are keen to take a lead in the world’s tourism market by setting standards on skills required in the industry.

Together with tourism stakeholders, representatives from training and educational institutions, certification boards and organisations, government ministers and senior officials from Aseancountries are slated to launch the Mutual Recognition Arrangement for Tourism Professionals (MRA-TP) at an international conference in Jakarta on August 8 and 9.

The conference, which is being organised by Indonesian Tourism Ministry, will set standardisation and benchmarking of skills for 32 hospitality and tourism job profiles, requiring 52 qualifications for such positions as front office, housekeeping, food and beverage services, tour operations, food production and travel agencies.

To help workers achieve the qualifications, 242 training “toolboxes” will also be created, accompanied by trainers and skill assessors alongside its registration system.

“The fulfilment of the MRA-TP initiative will boost the quality of services, as it will create a mobile, trained and confident workforce suited to travel industry needs,” Indonesian Tourism Minister Arief Yahya said in a press release.

Aside from aiming to increase the standard levels of the industry, the conference will encourage mobility among tourism and hospitality professionals to work in other countries across Asean.

SOUTHERN Vietnam is highly vulnerable to more drought and salinisation in the future when its fellow countries in the lower Mekong river basin irrigate the river water to serve their expanding farm land, experts warn.

The lower basin of the trans-boundary Mekong River starts from Laos and runs through Thailand, Cambodia and Vietnam before emptying into the East Sea (South China Sea). Any attempts to interrupt the natural status of the river would pose risks to Vietnam’s Cuu Long (Mekong) delta where more than 17 million people rely on the river for a living.

Apart from the biggest threat coming from a string of major hydroelectric projects and dams along the Mekong river, such interruptions now even include new irrigation systems in the other three lower Mekong nations. They would drain more water from the river to support their growing agricultural sector and leave less water for Vietnam, said Nguyen Nhan Quang, an independent researcher on river basin management at a workshop held by local non-profit organisation PanNature on Tuesday.

In its economic development master plans with vision to 2027, Thailand – one of the four lowerMekong nations – was aiming to transform its northeast region where the Mekong river runs to a food growing and bio-fuel producing centre of the nation, Quang said.

“Therefore, new constructions and renovations to the irrigation system draining water from theMekong River (in Thailand) are just a matter of time,” he said.

“Thailand is planning some 990 irrigation projects most of which are to pump water out of the Mekong”.

Cambodia and Laos are also on their way to expand their farming land to grow rice and industrial crops. Quang said that Cambodia would add some 6,000 ha to the current 504,245 ha while Laos is planning a massive 238,617 ha of new agricultural land plus the existing 166,476 ha.

“Cuu Long delta is under tremendous strain when the water level will go down and down gradually,” Quang said.

Nguyen Hong Toan, a member of the Vietnam’s Mekong River Commission, said at the workshop that Mekong water redirection was not new but had been initiated since 1960. “Yet it was not until 2014 that Thailand and Cambodia redirected the river water on a larger scale,” he said.

Thailand by now is working on a project to irrigate Mekong river water through Nong Han district in Udon Thani province to Lam Pao dam. The dam reservoir would be expanded to about 45 sq kilometres to hold water in addition to another new 30 reservoirs to be built. The water volume in and out annually would reach about 2.8 billion cubic metres, according to Quang.

Cambodia, meanwhile, is building the $200 million (Bt6.9 billion) Vaico irrigation channels that link the Mekong River to the Krapik lake whose water volume is about 100 cubic metres.

“The construction of hydroelectric dams has caused so many difficulties for the Cuu Long delta already. But now, hydroelectric combining with water redirection is very dangerous for our country, especially when we are at a disadvantaged geographical location like this,” Toan said.

“About 95 per cent of the water flow into the Cuu Long delta comes from outside the country.

“If the water level is down, the delta will have to face even more serious drought and salinisation than ever before.”

HIGH-SPEED trains possibly running within a decade will encourage more interaction between Singapore and Malaysia

The signing of the memorandum of understanding (MoU) on the high-speed rail to connect Singapore and Kuala Lumpur is a concrete step forward in a journey that began three years ago.

That was when Prime Minister Lee Hsien Loong and his Malaysian counterpart Najib Razak agreed on the project, which had been mooted many years earlier.

Although not legally binding, the MoU does represent a template of measured and reciprocal expectations.

It attests to the mutual interest that the two countries have in what could prove to be a game changer in their bilateral relations.

Transformative

Whether or not this timetable is kept, there is little to detract from the transformative vision embodied in the introduction of a rail service that would connect the two cities in 90 minutes, compared with four hours by road.

Given that road travel can take much longer when traffic jams are factored in, a fast train service would incentivise commuters with the time savings while remaining competitive with budget air fares.

Pricing will be a key issue.

It cannot be so high as to turn off all but business travellers.

But it cannot fall so low as to affect the profitability of the train operators, whose financial bottom lines will decide the viability of the project.

Costly

A firm commitment on both sides will be needed to see the project through. Expected to cost more than S$17 billion (Bt438 billion), it would represent a substantial investment at a time when global economic trends are not propitious. With only 15 kilometres of the nearly 400km line running through Singapore, most of the track will lie in Malaysia.

However, in terms of cost, Singapore might have to spend as much on its stretch of the railway as Malaysia does on its side because of the cost of building underground in Singapore.

Malaysian officials recognise these realities.

It is to be hoped that disruptive political voices do not intrude into calm and rational bilateral negotiations on how to split costs and ensure an equitable and effective way of running operations.

Given the unprecedented nature of the rail link, problems are bound to surface, but the initiative should not be held hostage by politics.

If pressures that arise later lead to demands for more intervening stops or other encumbrances, commuters might choose alternative travel modes that are less cumbersome and more affordable to them .
