Paris – China was the first world power to react Monday to Russian strongman Vladimir Putin’s re-election, vowing to push ties to a “higher level”, but Germany questioned the fairness of the vote and warned that Moscow would remain “difficult”.

Here’s a roundup of global reaction:

– ‘Cooperative partnership’ –

Just a day after Xi Jinping was unanimously re-appointed President, the Chinese leader said Beijing was willing to work with Moscow.

“Currently, the China-Russia comprehensive strategic cooperative partnership is at the best level in history, which sets an example for building a new type of international relations,” Xi said in a message to Putin, according to the official Xinhua news agency.

“China is willing to work with Russia to keep promoting China-Russia relations to a higher level.”

– ‘Challenges’ –

German Chancellor Angela Merkel was to congratulate Putin, but the message will also raise “challenges” in their relations, her spokesman said.

Berlin and Moscow have “differences in opinion” on issues ranging from Russian politics to the conflicts in Ukraine and Syria.

“Nevertheless, the continuous contact with Russia’s leadership is very important to us.”

Foreign Minister Heiko Maas was more critical, saying: “We certainly cannot talk in all respects about a fair political contest as we know it.”

It was “unacceptable” that the election also took place in Crimea, which Russia annexed from Ukraine four years ago in breach of international law, Maas said.

“In this respect, we assume that Russia will remain a difficult partner.”

Poland also took up the Crimea theme with the foreign ministry saying the vote on the peninsula was “illegal” and urged respect for Ukrainian territorial integrity.

– ‘Modernisating Russia’ –

In a phone call with Putin, French President Emmanuel Macron wished him “success for the political, democratic, economic and social modernisation” of Russia.

But he also urged Putin to shed light on the ‘unacceptable’ double agent poisoning.

– ‘Denuclearise North Korea’

Japanese Prime Minister Shinzo Abe congratulated Putin and the two leaders agreed to work together for North Korea’s denuclearisation, the Japanese foreign ministry said.

“The two leaders confirmed their close cooperation in realising North Korea’s denuclearisation” before an expected summit between US President Donald Trump and North Korean leader Kim Jong Un, it said.

Abe and Putin also discussed joint economic activities on disputed islands and “humanitarian measures” for former Japanese islanders.

– ‘Exceptional trust’ –

“The Russian people’s exceptional trust in you is a natural outcome of your outstanding national performance,” Syrian President Bashar al-Assad told his close ally in a congratulatory cable.

– ‘Develop relations further’ –

Iranian President Hassan Rouhani congratulated Putin on his “decisive victory” and pledged to boost ties.

“I am sure that during your new term, relations between our two countries will develop further,” he said.

Iran and Russia have strengthened ties in recent years, both giving major military and financial backing to Syrian President Bashar al-Assad.

– ‘Strategic ties’ –

Egyptian President Abdel Fattah al-Sisi sent his “warmest congratulations,” according to a statement.

“(Sisi) lauds the strategic relations that the two countries share and their keenness to further enhance them so as to realise the interests of both peoples.”

– ‘Brother countries’ –

The presidents of leftist regimes in Venezuela and Bolivia effusively congratulated Putin both using the same word, “overwhelming” to describe the victory.

Russia and Venezuela are “brother countries” as both must “face the frequent manoeuvres of imperialism” to “impose doctrines of world supremacy,” said President Nicolas Maduro.

Bolivian President Evo Morales said on Twitter that Putin’s win “guarantees geopolitical equilibrium and world peace before the onslaught of imperialism”.

– ‘Health and happiness’ –

Saudi Arabia’s new strongman, Saudi Crown Prince Mohammed bin Salman and his father King Salman sent congratulations and wished Putin “constant good health and happiness and his people steady progress and prosperity”.

Britain, EU agree Brexit transition deal

Brussels – Britain and the European Union on Monday reached a landmark deal on a transition phase that will see London follow the bloc’s rules for nearly two years after the Brexit divorce.

Chief EU negotiator Michel Barnier and his British counterpart David Davis said the agreement, which European leaders will sign at a summit this week, was a “decisive step”.

The two sides also agreed on a “backstop” solution for the thorny issue of the future of the Irish border, just weeks after Prime Minister Theresa May said no British premier could ever accept such an idea.

The deal, secured after what Frenchman Barnier called an “intensive” weekend of talks in Brussels, paves the way for talks on a future trade deal to start next month and sent the pound surging.

“We were able this morning to agree, after all those days and nights of hard work, on a large part of what will be an international agreement for the orderly withdrawal of the United Kingdom,” Barnier told a press conference with Davis.

The transition will begin on Brexit day — March 29, 2019 — and last until December 31, 2020. During that period, Britain “will no longer participate in the European Union decision-making process,” Barnier said.

“Nevertheless, it will preserve the benefits, the advantages of the single market and the customs union… and will therefore be required to respect all the European rules just like all member states do.”

– ‘Certainty’ for the future –

Standing against a backdrop of British and EU flags, Davis told the news conference that the 21-month transition “gives the certainty demanded by businesses and citizens across Britain and the European Union.”

Firms across Europe that need to plan their business years in the future have been clamouring for both sides to reach a deal to avoid a cliff-edge departure, and Davis said it was “near enough” the full two years Britain had demanded.

Davis said Britain would be able to sign trade deals with other countries during the transition, despite EU rules saying it should not be while subject to the bloc’s customs rules.

He added that Britain would now allow EU citizens moving to Britain during the transition phase to have the same rights to work and live in the country as those who arrived before, a policy London previously rejected.

May, who reached an outline deal on the divorce with the EU in December, said in a statement that the deal showed that “we can get an arrangement for the future which will be in the interests” of both sides.

Both sides wanted the transition deal in place so that it could be signed off by EU leaders at a Brussels summit on Friday, allowing the unlocking of talks on the future British-EU relationship in April.

– ‘Backstop’ solution –

Britain meanwhile agreed to the EU’s “backstop” plan for the status of the Irish border, under which British-ruled Northern Ireland would remain part of the EU’s customs union if there is no better idea.

The thorny issue will, however, require further talks to be fully resolved, the two sides said.

The EU insists that any divorce deal must ensure there is no “hard border” between EU member Ireland and Northern Ireland, saying it could compromise the 1998 peace accord that ended decades of sectarian violence in the British province.

The move appeared to be a climbdown for May, who insisted in February that “no UK prime minister could ever agree” to the plan as it would threaten Britain’s constitutional integrity.

The pro-British party in Northern Ireland that props up her government has previously deemed the backstop arrangement “unacceptable”.

Davis however denied that Britain had backed down, saying it was still pushing for a solution as part of a trade deal which would mean there was no need for the backstop.

Irish Foreign Minister Simon Coveney, who met Barnier in Brussels, said on Twitter on Monday that “Brexit negotiations are moving forward.”

Sterling climbed to $1.41 against the dollar and reached 87 pence against the euro on news of the deal.

London and Brussels had already drawn closer in recent days over the poisoning of a Russian ex-spy, with EU foreign ministers on Monday offering “unqualified solidarity” over the attempted murder of Sergei Skripal.//AFP

Exhibition of gifts and other items highlights links dating back to 1818

His Majesty King Maha Vajiralongkorn will today preside over the opening of an exhibition hosted by the US government at Queen Sirikit Textile Museum, which features nearly 80 gifts exchanged between the country’s heads of state and delegations over the past two centuries of bilateral relations.

Two centuries ago this year, American naval captain Stephen Williams docked his ship in the port of Bangkok in the hope of opening trade between his country and Siam. The mission was a success, and Williams returned home with a letter addressed to President James Monroe from Dit Bunnag, Siam’s foreign minister, conveying the approval of His Majesty King Rama II.

The two nations have maintained an amicable relationship ever since.

The gifts are on loan from the Smithsonian Institution, US National Archives, presidential libraries, Library of Congress, King Prajadhipok’s Institute, the National Museum Bangkok, the Thai Department of Fine Arts and Thai Film Archive.

“Thailand was one of the United States’ earliest friends, and I strongly encourage you to visit the Queen Sirikit Museum and see first-hand how these gifts helped cement that friendship over 10 generations,” said US Ambassador Glyn Davies in a press release.

In 1818, the United States was still a young republic, with little political experience beyond the Atlantic Ocean. The Chakri Dynasty was meanwhile just learning how to navigate the world diplomatically, which included dealing with European adversaries sharing colonial ambitions. Situated on opposite sides of the globe, the US and Siam were not the most likely allies.

“Great and Good Friend” is the salutation President Abraham Lincoln used to address King Rama IV in February 1862 when he wrote to thank King Mongkut for sending “rich presents … as tokens of goodwill and friendship for the American people”, co-curator Trevor Merrion said at a recent talk at Siam Society.

Merrion and ethnomusicologist William Bradford Smith spent nearly a year to prepare the exhibition – most of which is on show for the first time in Thailand.

Among the highlights are historical treaties, letters exchanged between Thai monarchs and US presidents, presidential portraits, golden cigarette cases and lacquerwares.

The show is divided into two parts. The first room portrays the first century of relations, which began during the reign of the King Rama II and former president James Monroe through the reign of King Rama V.

There are also the black-and-white photographs depicting HM King Maha Vajiralongkorn visiting Disneyland when he was a young prince, on June 22, 1960 during a royal visit to the US.

The photographs depict King Bhumibol Adulyadej, Queen Sirikit, Prince Vajiralongkorn and Princess Ubol Ratana cruising on a boat in Disneyland.

The second room features the last century of relations spanning to the current day.

The show runs through June 30.

CHINA HAS joined the top ranks in the field of 5G technology, transforming from a follower to a global innovator to gain a lead in the uphill battle for the next generation of mobile communication technology.

Currently, China occupies 32 per cent of the world’s 5G standard contribution, submitting more than 8,700 related documents to the 3rd Generation Partnership Project and has led about 40 per cent of the 5G standardisation research items in 3GPP, said Liu Duo, National People’s Congress deputy and president of the China Academy of Information and Communications Technology.

“China has actively carried out 5G international cooperation with the United States, Japan, South Korea and Europe. Under global cooperation, the first version standards for 5G technology are set to come out in June this year and pre-commercial 5G products will be launched by the end of this year,” she said during the annual meetings of the National People’s Congress and the Chinese People’s Political Consultative Conference.

Liu said that compared with 4G technology, 5G connectivity will not only satisfy consumers’ demands for faster download speeds, but will also influence most industries and sectors from self-driving cars to the internet of things.

“Superfast 5G technology will provide 10 times data transmission rate of 4G,” Liu said. “In the 5G era, higher reliability and lower latency can be realised, making the Internet of things more effective and allowing autonomous cars to become a reality.”

The technology is so significant that it was highlighted in the annual Government Work Report delivered last week by Premier Li Keqiang during the two sessions of the NPC and the CPPCC. A report by the CAICT estimated that 5G will drive 6.3 trillion yuan worth of economic output in China by 2030. The expected growth also appears to show that the next generation technology may be so new as to worry both regulators and related industries.

“There are still several challenges ahead as China aims to commercialise 5G by 2020,” Liu said.

“The task is hard and both equipment makers and telecom operators are pressed for time, as 5G uses high frequency bands and requires chips and equipment with higher performance. Moreover, 5G convergence with industries will also face many challenges, including the innovation of business model.”

Using insect army to fight food waste

AN ARMY is being amassed in Singapore in the war against food waste.

Black soldier flies, armed with voracious appetites as larvae, are being bred to eat discarded food, at the same time creating a rich fertiliser for plants.

When their job is done, the larvae themselves are turned into nutritious animal food.

As an added bonus, the insects remove that typical rubbish stench, and they represent a zero-waste product.

The battle is being waged here on two fronts: At the National University of Singapore (NUS), scientists are hoping to breed the fittest, hungriest insects; while an outfit on the fringes of Queenstown has opened Singapore’s first fly farm.

Black soldier flies are found all across Singapore. While the adults do not eat as their sole purpose is to mate, the larvae eat almost any organic matter and can stomach up to four times their weight a day.

They convert the waste they eat into plant fertiliser – making them efficient food-waste recyclers. At NUS, a couple of 30cm-wide square containers line a biological sciences laboratory shelf as part of an experiment to find insects which can mate in small spaces.

Come April, the scientists will start a second experiment to separate out the fastest-growing larvae – an indication that they are the most voracious eaters – to breed.

The experiments are part of a two-year project funded by Temasek Foundation Ecosperity.

“We are trying to optimise their mating system so that we get these super egg layers, fast growers and efficient recyclers,” said Assistant Professor Nalini Puniamoorthy from NUS’ Department of Biological Sciences.

Meanwhile, in Jalan Penjara near Queenstown, Singapore’s first insect farm – Insectta – was set up in March last year.

About 500kg of food waste from food suppliers, stalls and homes is recycled each day by about 100kg of black soldier fly larvae. The fertiliser produced is used to grow kale, lettuce and other vegetables, while the team at Insectta is studying how the larvae can be turned into pet food, for instance. “Insects are the biggest farmers in the world.

And they work for free, so why not harness them,” said Insectta founder Darren Ho, 29.

Ho and his team will start to build a three-storey unit by the end of the month to combine recycled food waste, hydroponics and a chamber to grow mushrooms into a closed-loop system – a project also funded by Temasek Foundation Ecosperity.

A main concern has been that the recycling method will introduce flies to the environment, noted Professor Rudolf Meier, from NUS’ Department of Biological Sciences. “But it is the larvae of the insect that is used to recycle the food waste, not the adult. Breeding is also tightly contained in a separate facility,” he said.

Food waste is already recycled this way in China and parts of Europe. And after the larvae have done their job, they are killed with heat or frozen, and sold as fish feed.

About 100,000 tonnes of food waste can be converted into some 10,000 tonnes of feed.

Prof Meier said about $300 to $400 can be earned from a tonne of food waste – about $200 from selling the larvae and $100 from selling the fertiliser.

“Instead of having to pay to get rid of food waste, you are actually making money,” he said.

Since its inception in 2016, Temasek Foundation Ecosperity has provided close to $16 million worth of funding to 16 projects.

GREE, a major Chinese home appliance maker, is ramping up efforts in intelligent manufacturing by setting up unmanned factories and using industrial robots in a variety of production cycles, as part of its broader push to upgrade the country’s manufacturing industry.

“We have eight manufacturing bases across the country, most of which are unmanned factories. China must master core technologies to grow into a manufacturing power,” Dong Mingzhu, chairwoman and president of Gree, said on the sidelines of the annual sessions of the National People’s Congress and the Chinese People’s Political Consultative Conference.

Dong, who is a deputy to the NPC, said Gree entered into the intelligent equipment industry in 2013. The industry covers numerical control machines, industrial robots, servo-manipulators, intelligent storage equipment and intelligent detecting systems.

“We must stick to independent research and development, building our own talent pool and R&D team, as well as mastering core technology,” Dong said. “Only in this way can we lead the industry and the world.

“That’s what we’re doing for Made in China 2025,” she said, referring to the national plan to upgrade Chinese manufacturing. “That’s our responsibility right now.” The industrial robots covered by the company’s intellectual property rights have been applied in welding, spraying and transportation, greatly enhancing productivity and reduces labor costs, she said.

In an earlier interview, she said her company would concentrate on robots and precision machine tools as part of efforts to upgrade and transform Chinese manufacturing, as well as providing entirely self-developed high-end equipment for Made in China 2025.

Gree has independently filed more than 20 patents across over 100 types of automation products, such as intelligent automatic guided vehicles, industrial robots and manipulators for plastic injection machines, which are used to convey plastic products.

These products have been applied in fields including home appliances, new energy, food and energy saving.

Intelligent equipment has become an important business growth point for Gree. The company reported that revenue from its intelligent equipment business reached 962 million yuan ($152 million) in the first half of last year, up 27 times compared with the same period in 2016.

China has been the world’s largest industrial robot market for four consecutive years, according to Wang Xiangrui, president of the China Machinery Industry Federation. Sales of industrial robots reached 89,000 units in 2016, and the figure is expected to rise to 150,000 by 2020.

“The huge market demand, sound industrial basis and favorable policy support have brought a rare opportunity for the development of intelligent equipment and manufacturing,” Wang said. “We should focus on intelligent manufacturing to promote high-quality development, which has also become the choice of China’s manufacturing industry.”

The transformation and upgrading of China’s manufacturing sector contributed to the development of the Chinese robot market, said Song Xiaogang, executive president and secretary-general of the China Robot Industry Alliance, adding that Gree has done good work focusing on the Chinese market.

TOKYO (The Japan News/ANN) – Prime Minister Shinzo Abe aims to abolish barriers separating communication operations such as those using the internet and broadcast operations involving television and radio stations, in his plan to review the broadcasting business, the Yomiuri Shimbun has learned.

The plan is intended to facilitate the entry of internet service operators into businesses that produce broadcast content, according to sources.

There are fears that the envisioned removal of the barriers through deregulation could lead to a decline in the quality and credibility of broadcasting content, as well as the societal roles of broadcasters, and therefore will likely stir controversy.

The deregulation plan may be reflected in a proposal to be compiled by the government’s Regulatory Reform Promotion Council, which is chaired by Prof. Hiroko Ota of the National Graduate Institute for Policy Studies.

The main points currently being discussed are:

lAbolishing a regulation that requires political fairness in broadcasting content.

lThoroughly separating businesses that produce programs and other content from those that operate broadcasting facilities and others.

lFull implementation of making NHK’s broadcasts of TV and radio programs simultaneous with distribution of the same content via the internet.

Abe’s plan sets a goal of “creating an environment in which a variety of content production companies, while competing with each other, can provide high-quality and attractive programs to consumers.”

As a means to realize the reform, the plan aims to abolish Article 4 of the Broadcast Law. Article 4 stipulates that when a broadcaster produces or edits programs, it must not harm good morals, it must be politically fair and its reporting must not distort facts.

The plan is also intended to encourage internet service companies to produce broadcasting content by promoting a separation between businesses operating and managing broadcasting facilities and those that produce broadcasting programs.

The plan aims to expand NHK’s online distribution of broadcasting content, which is currently limited by the law to a role supplementary to that of conventional broadcasting. The plan also eyes revisions of related laws so that NHK will be able to realize constant and simultaneous broadcasting and online distribution of the same programs.

An official of the Cabinet Office, which holds jurisdiction over the Regulatory Reform Promotion Council, said, “We will eliminate barriers between broadcasting and internet businesses by relaxing regulations of the Broadcast Law.”

On the other hand, the Internal Affairs and Communications Ministry, which holds jurisdiction over broadcasting businesses, takes a cautious stance toward the deregulation.

People in the broadcasting industry are also concerned about the move, with one saying, “If broadcasting fuses to an excessive degree with the internet, where there is a large amount of information that cannot be confirmed to be true, the credibility of broadcasting will be damaged.”

ALPINE SKIER Taiki Morii, 37, has a partner in his quest for gold at the Pyeongchang Paralympics – a sit-ski developed by a team of company engineers, including Morii’s firm of Toyota Motor Corp, who applied automotive technologies to its design.

The sit-ski was developed to enable quick turns while maintaining its speed, the team said.

Morii’s first event at Pyeongchang was the men’s sitting downhill on Saturday. He failed to pick up speed in the first half of the race, but recovered and won the silver medal, telling himself, “I’m riding on the fastest sit-ski anyone has got.”

Morii joined Toyota in the summer of 2014, shortly after the Sochi Games, and asked the automaker to develop the world’s best sit-ski with Toyota technology. About 40 people, including Toyota engineers, gathered to develop the equipment with Nissin Medical Industries Co, an Aichi Prefecture-based company that has developed sit-skis.

“All possible ‘excess fat,’ such as the width and thickness of components, was removed,” said Tomohito Enomoto, a 35-year-old Toyota employee in charge of designing the sit-ski.

To enable quick turns, it was essential to trim the weight of the sit-ski as well as reinforce its rigidity to prevent it from bending under a heavy load. Enomoto said the development involved “work to balance two contradicting elements.”

The team examined precisely how force is applied to the components by having Morii ski downhill with sensors attached to him. It used computer software for automobile development in its analysis, and worked diligently to find “fat” that could be removed while maintaining rigidity.

About two years after the team started development, it had successfully reduced the weight of the sit-ski by 15 per cent from a conventional model and increased the rigidity to three times the standard.

Nissin employee Yoshihisa Yamada, 43, said, “It’s significant that specific indicators were identified through Toyota’s analysis.”

Before the Pyeongchang Games opened, the team received a message from Morii, saying, “I can compete without any worries.” Enomoto said, “I want him to give courage to people with similar challenges [to Morii’s].”

Over 40,000 sign petition against sentence for Datin who abused maid

Petaling Jaya – More than 40,000 people have signed a petition calling for justice to be served equally to the rich and poor after a Datin escaped jail time for abusing her Indonesian domestic worker.

Datin Rozita Mohamad Ali was sentenced to a good behaviour bond of five years by the Petaling Jaya Sessions Court last Thursday (March 15), even though the prosecution had called on the court to mete out a jail sentence.

The petition, started by an unnamed individual using the moniker “Equal Justice For Malaysians” on Saturday (March 17) on the change.com website has obtained 41,337 signatures as of noon Monday (March 19).

The petition is seeking 50,000 signatures before it is forwarded to Prime Minister Datuk Seri Najib Tun Razak and Minister in the Prime Minister’s Department Datuk Seri Azalina Othman Said.

Rozita was charged with abusing then 19-year-old Suyanti Sutrinso in 2016 using a kitchen knife, a steel mop, a clothes hanger and an umbrella.

She had caused multiple injuries to the victim’s head, hands, legs and internal organs between 7am and 12pm on Dec 21, 2016 in a house in Mutiara Damansara.

The petition claims that Rozita’s actions against Suyanti should have resulted in a “stricter punishment” rather than a good behaviour bond.

It added that that being rich and carrying the title of “Datin” should not give her the right to treat people in an inhumane manner.

“What message are we sending to our people and children? Malaysia needs to seriously look at our human rights issue,” the petition said.

Rozita was initially charged under Section 307 of the Penal Code for attempted murder, which carries a maximum jail sentence of 20 years upon conviction.

However, the charge was later amended to causing grievous hurt by dangerous weapons or means under Section 326 of the Penal Code.

The accused pleaded guilty to the lesser charge and Judge Mohammed Mokhzani Mokhtar sentenced her to be bound over for five years on a good behaviour bond of RM20,000.

Deputy Public Prosecutor V. Suloshani had urged for the court to mete out a jail sentence to serve as a deterrent against the accused, adding that the incident had gone viral on social media.

However, Rozita’s lawyer, Datuk Rosal Azimin Ahmad, applied for a good behaviour bond, claiming that his client had “repented”.

An online portal reported on Saturday (March 17) that Attorney-General Tan Sri Mohamed Apandi Ali confirmed that his office would challenge the court’s decision.

“The AGC (Attorney-General’s Chambers) has filed a notice of appeal against the inadequacy of the sentence. Thank you,” he told the portal.

Saudi Arabia beheads Indonesian worker despite Jokowi’s pleas for clemency

Saudi Arabia has beheaded an Indonesian migrant worker for murder despite President Joko “Jokowi” Widodo’s repeated pleas that the man be granted clemency.

M Zaini Misrin from Bangkalan, East Java, was executed on Sunday, according to Migrant Care, an Indonesian organization focusing on the welfare of Indonesian migrant workers.

Zaini, who worked as a driver, was sentenced to death on Nov. 17, 2008, after being found guilty of murdering his employer, Abdullah bin Umar Munammad Al Sindy. He was arrested on Jul. 13, 2004.

Migrant Care suspected that the 53-year-old Bangkalan resident had been forced to confess to the murder.

The group further claimed that Zaini did not receive legal assistance during his trial and was only accompanied by a translator believed to be complicit in forcing him to confess to the crime he claimed he did not commit.

“Saudi Arabia also did not notify Indonesia [about the execution] either through the consulate general in Jeddah or the Foreign Ministry,” the group said in a statement released on Monday.

The Indonesian Foreign Ministry confirmed the execution and Migrant Care’s claim that it was not notified by Riyadh beforehand about Zaini’s beheading.

President Jokowi has requested that Zaini and other Indonesians on death row in Saudi Arabia be granted clemency on at least three occasions: During his visit to  Riyadh in September 2015, during King Salman’s visit to Jakarta in March 2017 and through a letter sent to the Islamic kingdom in November 2017.

The Indonesian Consulate General in Jeddah had also requested that Zaini’s case be reviewed and a reinvestigation was conducted between 2011 and 2014, according to Migrant Care. The legal efforts, however, failed to overturn his conviction.
