Nation Multimedia Group (NMG) yesterday announced a major restructuring aimed at strengthening its competitiveness as the media industry contends with stiffer competition with the emergence of digital-based technology.

NMG chief executive Somchai Meesane said the company’s operations would be divided into four main business groups: print media, television, digital and events management. The creation of these groups will enable NMG to focus on its core competencies while enhancing its media credibility.

Somchai said NMG this year targeted revenue of Bt700 million for print and new media – covering its operational costs in these businesses.

The group also seeks to generate greater revenue from existing content by spreading it across new media platforms, Somchai told the annual general meeting. This capability had not been fully utilised in the past.

Of the targeted revenue stream for 2018, NMG expects to earn Bt470 million in advertising revenue from its three newspapers – The Nation, Krungthep Turakij, and Kom Chad Luek – and between Bt150 million and Bt180 million from distribution of the newspapers. New media is expected to account for between Bt50 million and Bt60 million.

The group also expects income of about Bt600 million from its digital TV channels for the year.

DTAC urges NBTC to revisit rules for 1800MHz spectrum auction ‘to benefit all’

Total Access Communication (DTAC) handed a letter to the Office of the National Broadcasting and Telecommunication Commission on Monday morning, making a strong plea to have the proposed draft auction rules for the 1800MHz spectrum reviewed for the good of the industry, consumers and the country’s “Thailand 4.0” ambitions.

Rajiv Bawa, corporate affairs chief and business development officer at the listed company, said its subsidiary DTAC Trinet (DTN) “would like to draw the NBTC’s attention to our proposals as per our referenced letter to NBTC on April 9, 2018.

“We strongly believe that the proposed original draft auction rules for the 1800 MHz spectrum need substantial improvement if the NBTC is to conduct a successful auction and maximise the benefit for industry, consumers and the ambition of Thailand 4.0”.

In this regard, DTN has made four proposals, as follows:

1. Reserve price: “We maintain our view that the reserve price based on the winning price of the last 1800MHz auction is not a proper practice as it was driven by the bidder who was unable to pay for the licence. As such, the proposed reserve price is excessively high. If spectrum is sold at all at that price level, it will likely cause a financial problem for the winner to pay the auction price as it has already happened.

“The government should not set reserve prices at levels which are certain to leave spectrum unsold and unused. Prices need to fall to permit the industry to use more frequencies to the benefit of Thai subscribers and society as a whole. Recent mistakes by governments and regulators in India and Bangladesh need not be repeated in Thailand,” the letter stated.

2. Licence block size: “The proposed three licences of 2x15MHz are not practical taking into account the different demands for spectrum of the potential bidders. The fixed 2x15MHz block size will likely leave spectrum unsold in the auction.

“A 2x5MHz block size will offer more flexibility for the bidders to buy the spectrum at the amount best serving their real demands based on their specific spectrum inventory, business plan and financial status. The smaller block size will also incentivise new entrants as the barrier to entry will be less.

“As the latest wireless technologies are designed to apply for the spectrum of 2x5MHz for highest efficiency, most countries put forward the auction of 2x5MHz block size; recent examples of this approach include spectrum auctions in Malaysia, Myanmar, Bangladesh, Australia, Germany and the US,” the letter reasoned.

3. N-1 rule: “DTN strongly disagrees with the proposed N-1 rule for the 1800MHz auction. It is widely known that Thailand needs to increase spectrum availability significantly in order to catch up with other countries. Contrary to this notion, the N-1 rule will increase scarcity of spectrum as the number of licences sold will be less than the number of bidders.

“Apart from the negative impact on the industry and the country, this is a new rule which has never been applied before in any auction and is considered unfair to the bidders,” it argued.

4. Payment terms: “Both Tru [TrueMove] and AIS [Advanced Info Service] have asked the NCPO [National Council for Peace and Order] for relief in payment terms two years after the 2015 auctions. This is clear evidence that the financial pressure on the operators is extremely high. The NBTC should relook at the payment terms in the upcoming auctions and make sure that the payment terms are established in a rational way,” the letter concluded.

Delta Electronics (Thailand) is focusing on sustainable sectors including electric vehicles (EVs), automation, big data, robotics and clean energy, the listed company said on Monday.

Delta has already made significant progress in its plans to lead development in EV infrastructure and green solutions, and is collaborating with government institutions to set standards for EV charging stations in Thailand, president Hsieh Shen-yen said in a press release.

Delta produces EV power electronics for global top-tier car brands in major export markets, including the US and Europe.

In addition, it leverages innovation in green energy and the industrial Internet of Things to provide solutions for emerging markets and address global trends such as urbanisation, climate change, ageing populations and technological breakthroughs, he said.

The India-Thai Chamber of Commerce (ITCC) in Bangkok has announced the appointment of Surinderpal Singh Phool as its new president.

Phool has been an active member of the ITCC for the past 15 years and last served as the vice president.

A veteran of the insurance industry in Bangkok, Phool is currently the COO at Chaz Insurance Brokers Ltd.

“I am honoured to serve as president of the ITCC and look forward to working alongside our committee to promote closer trade and business ties between India and Thailand,” said Phool.

TRIS Rating has affirmed the company rating of Krungthai Card PLC (KTC) and the ratings of its existing senior unsecured debentures at “A+”.

At the same time, TRIS Rating assigns a “A+” rating to KTC’s proposed issue of up to Bt16 billion in senior unsecured debentures due within 10 years.

The ratings reflect an enhancement from KTC’s stand-alone rating, as a strategically important subsidiary of its parent bank, Krung Thai Bank Plc (KTB).

TRIS Rating has upgraded the company rating of Energy Absolute Plc (EA) from “BBB+” to “A-”.

The upgrade reflects the enlarged cash flow from its power portfolio and the improvement in its financial profile, said TRIS Rating in a release on Monday.

At the same time, TRIS Rating affirmed EA’s partially guaranteed debenture at “A-” and fully guaranteed debentures at “AA”.

The debentures are guaranteed by Siam Commercial Bank PLC (SCB), which is rated “BBB+” (International scale) by S&P Global Ratings.

Online cashback platform firm ShopBack is partnering with Shopee, an e-commerce platform in Southeast Asia and Taiwan, after the latter was named by customers as their most requested merchant.

The new alliance is designed to enhance the ShopBack shopping experience, broaden the range of brands available and provide Shopee users with savings of up to 6.5 per cent on their purchases.

Refunds will be paid directly into users’ bank accounts, allowing for greater convenience, ShopBack Thailand chief Kawin Prachanukul said on Monday.

Gas production sharing deals to be proposed

THE MINISTRY of Energy will propose the schedule of auction terms for the Erawan-Bongkot gas fields to the National Energy Policy Council (NEPC) at its meeting on April 23 with bids being sought by late April-early May.

Energy Minister Siri Jirapongphan said that the auction would be different from previous ones because the bids will be under a production-sharing contract (PSC), whereas previously Thailand used to agree to exploration deals on a concession basis.

The move came after the NEPC acknowledged the terms of reference in principle on March 8.

Concessions to the Erawan-Bongkot gas fields will expire in 2022 and 2023. Both gas fields currently have a combined output of 2.1 billion cubic feet a day.

Veerasak Pungrassamee, director-general of the Department of Mineral Fuels, said the terms of the auction have been determined to allow the private sector to gain joint management rights with the government under the PSC for both the Erawan and Bongkot gas fields.

Private bidders are required to employ experienced Thai workers who have worked on both fields and they should comprise no less than 80 per cent of total staff, he said.

The Energy Ministry expects the auction plan for both fields to gain approval at the NEPC meeting on April 23 before forwarding to the Cabinet for approval and announcing the auction to prospective bidders in late April-early May.

The pre-qualification process is expected to begin in the middle of May, while bidding proposals will be invited in late May. The ministry expects to determine the winners in late December this year and sign the contract in February 2019.

Bidders are required to share 50 per cent of the profit with the government.

Somporn Vongvuthipornchai, chief executive officer at PTT Exploration and Production, said the company still plans to invest in Bongkot in order to maintain production until 2021, one year before the concession ends. If PTTEP wins the auction, it will revise its investment plan in accordance with the government policy, he said.

“Auction under the PSC is different from the earlier concession system and the government will have more control over activities. Several operations must gain the government’s approval and several procedures could lead to delays and higher costs. Meanwhile, we have to wait for more clarity from the government,” he said.

Regarding the removal of production units, he said he could not disclose the figures. The company, however, has set aside a Bt2-billion budget for all projects that have been recorded as non-current assets.

The Department of Mineral Fuels expects PTTEP to join its partner Total E&P Thailand of France, and Chevron Thailand of the United States to team up with Mitsui Oil Exploration of Japan to participate in the auction.

Mubadala Petroleum of the United Arab Emirates is also interested to join the auction, while China National Offshore Oil Corporation, China’s third-largest oil giant has not made a move yet.

B Grimm set for largest solar plant in Asean

B GRIMM Power Plc has taken another step towards internationalisation, expanding its power generation and distribution business in CLMV.

By the end of April, B Grimm will achieve its next milestone in concluding its joint venture agreement with Xuan Cau Co Ltd to construct what is expected to be Asean’s largest solar power plant, with 420 megawatts of installed capacity at Tay Ninh, Vietnam.

Xuan Cau Co Ltd, one of the largest corporations in Vietnam, operates a diverse range of business including real estate, trading and service, energy and infrastructure. Currently, it is working through the contractor selection process and discussing project financing with domestic and international financial institutions.

The project would operate commercially, and is expected to generate revenues by June 2019. The company is confident it will increase the contribution of renewable energy and international investment to 30 per cent of its total portfolio within five years.

Thailand’s Minister of Energy recently announced a limit on purchases of electricity from renewable energy over the next five years. B Grimm Power will be unaffected by the freeze, said CEO Preeyanart Soontornwata, as its main revenue stream is from SPP power plants dominated by natural gas which comprise 2,200 megawatts of installed capacity from the company’s total capacity of 2,518 megawatts.

As the signal does not affect international renewable energy investment, the company will continue to seize opportunities abroad, where the demand is plentiful for electricity and B Grimm’s expertise is needed, Preeyanart said.

B Grimm enjoys opportunities to invest in hydroelectric power plants in Laos, transmission projects in Cambodia and Vietnam, and renewable energy projects in the Philippines and Vietnam.

The company will ensure that all investments on renewable energy projects will have a reasonable return, said Preeyanart. Moreover, to ensure efficiency and stability of electricity generation, B Grim is joining hands with world-class partners to conduct feasibility studies on energy storage and smart grid systems.
