SAPPORO — Brown bears have been causing serious problems in Hokkaido this fiscal year, killing four people and injuring eight others as of the end of November, with 2,163 sightings. These figures have all hit record highs.

The increasing number of interactions with brown bears is believed to be the result of a lack of food and their increasing population, as the Hokkaido prefectural government suspended a campaign to cull them decades ago.

The prefectural government is now considering extending its annual brown bear hunting season, which is from October to January, to April 15 at the latest.

Brown bears are the largest land mammal in Japan and can only be found in Hokkaido nationwide. A male brown bear can weigh over 400 kilograms, much heavier than the Asiatic black bears mostly found in Honshu. The diet of brown bears mainly consists of fruits and plants, but they also eat deer, salmon and trout.

One early morning in June, four people between the ages of 40 and 89 were attacked by a brown bear in a residential area in Higashi Ward, Sapporo, including one person who was taking out the garbage. The bear, about 1.6 meters in length and weighing 158 kilograms, then broke into the Ground Self-Defense Force’s Camp Okadama nearby.

The incident led to Sapporo Okadama Airport temporarily shutting down as it shares a runway with the camp, resulting in eight flights being canceled.

This was the first time a brown bear was spotted in the mostly flat Higashi Ward since 2004 when such records started being kept. The city government believes that the animal came down from the mountains following rivers and waterways in search of a female during breeding season.

In recent years, there have usually been either zero or just one death reported each year, however, four people have already been killed this fiscal year. In one incident, a woman in her 70s was attacked in July while working on her farm in the southern town of Fukushima, which faces the Tsugaru Strait. The farm is part of the habitat for brown bears, but until that incident, they had never attacked humans in that area before.

“Brown bears and humans seem to have coexisted to some extent,” said Hifumi Tsuruga, a senior researcher at the Hokkaido Research Organization who conducted an on-site investigation. “In this particular incident, the brown bear might have unintentionally come across the woman and instinctively attacked her.”

From fiscal 1965, the prefectural government had a campaign to cull brown bears during spring, but the initiative was discontinued in fiscal 1990 because the population began to decline. It is now estimated that their numbers have doubled to 11,700 in fiscal 2020 compared to fiscal 1990.

However, brown bears faced a serious food shortage last year with fewer chum salmon and pink salmon migrating upstream, as well as fewer acorns. It is believed that the animals have been spotted more often because they are nearing people’s homes in search of food.

“Because the brown bear population has increased, we have entered a new period in which humans are coming into contact with them more often,” said Yoshikazu Sato, professor at Rakuno Gakuen University in Hokkaido and an expert on brown bear ecology. “Whenever we go into a forest, we need to assume that bears are nearby.”

A prefectural government official said, “We want to have bears fear humans and reduce the amount of damage they cause.”

China-made games push industry to new heights

Electronic games developed in China helped push the gaming industry to 296.5 billion yuan ($46.6 billion) in total sales this year, according to an industry report released on Thursday.

The bulk of that — revenues for self-developed games — rose 6.51 percent year-on-year to 255.82 billion yuan ($40.17 billion) in 2021, the report said.

Additionally, the country’s self-developed games increased 16.59 percent year-on-year to more than $18 billion in overseas sales this year, the report said.

It was released by the Game Publishing Committee of the China Audio-Video and Digital Publishing Association during the annual meeting of China’s game industry in Guangzhou, Guangdong province.

China registered 666 million gamers this year, a year-on-year increase of 0.22 percent, which is near the saturation point, the report said.

“Over the past five years, China’s exports of games witnessed steady growth in downloads, service time and payments,” said Zhang Yijun, vice-chairman of the China Audio-Video and Digital Publishing Association.

Despite major traditional destinations, including the United States, Japan and South Korea, emerging markets have become destinations for China’s game exports, the report said.

Zhang said that electronic sports — known as esports — have grown into an important new business model in the gaming market.

The esports games market in China generated 140.2 billion yuan in 2021, a year-on-year growth of 2.65 percent, Zhang said.

South Korea-based exhibitors are headed for CES 2022 in Las Vegas to showcase new technology in line with the global drive to cut carbon emissions and the urge to adapt to the new normal.

Artificial intelligence-based solutions for chips and batteries, and nickel-rich batteries will show paths to reducing carbon footprints, while virtual reality-inspired mobility solutions are also expected to take center stage at what is considered the world’s largest electronics show.

On Sunday, SK Telecom, a telecommunication arm of Korea’s third-largest conglomerate SK Group, said it would bring forth its low-power chip technology under the brand name Sapeon at CES 2022.

According to SK Telecom, Sapeon processor chips, designed for data centers, will be capable of keeping themselves running while consuming 20 percent less power than standard graphics processing units, at a deep-learning computation speed 1.5 times faster than conventional GPUs.

SK Telecom’s businesses under Sapeon brand is expected to gather speed, as it announced in December plans to spin off its AI chip business under a new entity called Sapeon Korea on Tuesday.

Also at CES, SK Telecom will premiere its single radio access network technology, allowing the mobile telecommunications operator to support both third-generational and fourth-generational long-term evolution standards on a single network.

SK Telecom said the technology would help cut power consumption by 53 percent.

Currently applied to 78 base transceiver stations across Seoul, the wireless technology has allowed SK Telecom to secure 10,000 tons of surplus emissions allowances a year since 2020.

Another SK affiliate, SK Innovation, said Sunday its newest low-carbon solutions, including nickel cobalt manganese batteries containing 90 percent nickel — also known as NCM9 — will be part of its green technology to reduce carbon footprints.

Using its subsidiaries’ technologies — SK ie technology’s lithium-ion battery separator and SK On’s AI-powered battery degradation analysis solutions — SK Innovation said it would reduce carbon emissions by 11 million tons each year by 2030.

Alongside SK Telecom and SK Innovation, four more SK affiliates will take part in CES 2022 as exhibitors with a 920 square-meter space.

Also drawing attention are the futuristic mobility technologies aligned with the metaverse — a form of virtual world designed for social connection using headsets.

Hyundai Motor Group Chairman Chung Euisun is poised attend CES for the first time in two years to present the group’s new vision for robotics business and unveil the corporation’s latest robot model in line with the approach.

Hyundai Motor said the key message of its presentation will include what robotics technology can offer humanity in the future, in line with its vision of pushing mobility beyond the limits of physical movement, time and space.

The automaker will exhibit examples of how robotics technology can work as a medium to connect the virtual world with reality in the metaverse. Other robot products will also be showcased, including the recently revealed Mobile Eccentric Droid (MobED) as well as Boston Dynamics’ Spot and Atlas.

Hyundai Motor and its auto parts making unit Hyundai Mobis will run booths at CES, according to the company. 

Other Korean exhibitors will also show how to take metaverse to the next level, with the use cases of metaverse-inspired platforms in the real world.

LG Electronics’ in-person exhibition booths are expected to offer visitors an immersive experience in a room-scale virtual reality space, featuring premium home appliances such as organic light-emitting diode televisions, fridges with ice makers under its Objet Collection and indoor gardening appliance Tiiun. LG Electronics said Sunday that visitors may use smartphones at each “view point” at the booth for audience engagement.

This will be an addition to its online exhibitions, one of which is built on metaverse platforms by Zepeto and Roblox.

Meanwhile, SK Telecom also said it would present the metaverse’s potential to make the future more sustainable by using less power, with its “ifland” platform that is capable of inviting up to 130 people in a single virtual space.

These companies will be part of 416 Korean exhibitors at CES 2022.

CES 2022 in-person events are shortened to a three-day schedule, from Wednesday through Friday, following a decision to close a day earlier than planned due to ongoing COVID-19 concerns.

SINGAPORE – Singapore’s economy wrapped up 2021 with its fastest growth in more than a decade, putting behind the Republic’s worst recession the year before when the Covid-19 pandemic struck.

The economy grew 7.2 per cent last year, the most since 2010 and higher than earlier estimates, the Ministry of Trade and Industry (MTI) said on Monday (Jan 3).

MTI in November last year had predicted that gross domestic product (GDP) growth in 2021 would come in at about 7 per cent, the top end of an earlier forecast range of 6 per cent to 7 per cent. The economy had contracted by 5.4 per cent in 2020.

In his New Year address last Friday, Prime Minister Lee Hsien Loong said that the Singapore economy is expected to grow by 3 per cent to 5 per cent in 2022 – reiterating MTI’s maiden forecast for the year in November.

For the fourth quarter of 2021, the economy expanded 5.9 per cent year on year, moderating from the 7.1 per cent growth in the previous quarter, which was fuelled by a low base comparison.

Economists in a Bloomberg poll had forecast fourth-quarter GDP growth at 5.1 per cent year on year and full-year 2021 expansion at 7.1 per cent.

On a quarter-on-quarter seasonally adjusted basis, the economy expanded 2.6 per cent in the October to December quarter, faster than the 1.2 per cent growth in the preceding quarter, MTI said.

Manufacturing was the best performing sector in the final quarter of 2021, with output swelling by 14 per cent year on year, almost double the 7.9 per cent growth in the third quarter.

The sector grew 12.8 per cent through the whole of 2021, up from 7.3 per cent the year before. 

MTI said manufacturing growth during the quarter was supported by output expansions in all clusters. In particular, the electronics and precision engineering clusters continued to record strong output growth, driven by sustained global demand for semiconductors and semiconductor equipment respectively.

The construction sector grew by 2 per cent on a year-on-year basis in the fourth quarter of 2021, slower than the 66.3 per cent growth in the preceding quarter.

In absolute terms, the value-added of the sector remained 26 per cent below its pre-Covid-19 level – during the fourth quarter of 2019 – as activity at construction worksites continued to be weighed down by labour shortages due to border restrictions on the entry of migrant workers, MTI said.

The sector still managed full-year growth of 18.7 per cent – a sharp rebound from the 35.9 per cent contraction in 2020. 

The services industries expanded by 4.6 per cent in the fourth quarter and 5.2 per cent through last year. The sector shrank by 4.7 per cent in the corresponding fourth quarter of 2020 when full-year growth contracted by 6.9 per cent.

The expansion in services was led by the information and communications, finance and insurance, and professional services sectors that collectively expanded by 6 per cent year on year in the fourth quarter of 2021, moderating from the 8 per cent growth in the previous quarter.

The full-year 2021 growth for these industries came in at 6.8 per cent.

MTI said it will release the preliminary GDP estimates for the fourth quarter and whole of 2021, including performance by sectors, sources of growth, inflation, employment and productivity, in its Economic Survey report due in February.

China is ready to present a great Beijing Winter Olympic and Paralympic Games to the world, President Xi Jinping has said.

In his New Year address to ring in 2022 on Friday, Xi, who is also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, said the world is turning its eyes to China for the upcoming event, and “China is ready”.

“We will spare no efforts to present a great Games to the world,” he pledged.

In the address, Xi looked back on the past year, which, he said, was of “exceptional significance” to China as it went through landmark events in the history of the Party and the State.

The past year witnessed a resilient and dynamic China, a country with its amicable and respectable people, a country developing rapidly with each passing day, and a country making continual progress in all its undertakings, Xi said.

At the historical convergence of the Two Centenary Goals, he said, the country has set out on a new journey of building a modern socialist country in all respects and is making confident strides on the path toward the great rejuvenation of the Chinese nation.

Xi recalled the celebration of the centenary of the Party on July 1, and underlined the importance of remaining true to the Party’s founding mission.

“Only through vigorous and determined endeavor can we fulfill our responsibility to history, prove worthy of our times and live up to people’s expectations,” he said.

Xi pointed out that realizing the great rejuvenation of the Chinese nation will be no easy task that will happen overnight or through sheer fanfare. “We must always keep a long-term perspective, remain mindful of potential risks, maintain strategic focus and determination, and ‘attain to the broad and great while addressing the delicate and minute’.”

He talked about his inspection tours nationwide in the past year, saying “every time I visit people in their homes, I would ask if they have any more difficulties, and I would remember everything my folks have to share with me.”

Xi said that realization of a moderately prosperous society in all respects and elimination of extreme poverty is what the CPC has delivered to the people, and it is also a contribution to the world.

“To ensure that everyone leads a better life, we must never rest on what we have achieved, and there is still a long way to go.”

Xi highlighted the nation’s efforts in ecological conservation, emphasizing “if we do not fail Nature, Nature shall never fail us”.

He also commended people from all walks of life who made contributions to the country’s development and the COVID-19 response, saying that the hard work and dedication of countless unsung heroes have all added to the great momentum of China’s march forward in the new era.

Noting that the prosperity and stability of the Hong Kong and Macao special administrative regions are always close to the heart of the motherland, Xi stressed that “only with unity and concerted efforts can we ensure sound implementation of One Country, Two Systems in the long run”.

While saying that the complete reunification of the motherland is an aspiration shared by people on both sides of the Taiwan Straits, he expressed his hope that all the sons and daughters of the Chinese nation will join forces to create a brighter future for the nation.

Xi also urged the international community to promote unity, solidarity and cooperation to write a new chapter in building a community with a shared future for mankind.

Malaysia seeking long-term solutions after deadly floods: PM Ismail

KUALA LUMPUR – Malaysia is looking to deepen its rivers and major drains as part of a wider plan to mitigate flooding, Prime Minister Ismail Sabri Yaakob said on Saturday (Jan 1), as more rains have flooded again several states in Peninsular Malaysia including Johor.

He also pledged on Friday to provide more financial aid, including up to RM61,000 (S$20,000) for flood-hit families. This comes amid pressure on the government to allow the public to tap their pension funds after the devastating floods two weeks ago that inundated parts of Malaysia and killed 48 people.

“We will seek out and discuss whatever methods that are suitable to resolve this problem, and if it cannot be implemented simultaneously throughout the country, focus will be given to districts or areas at high risk of flooding,” Datuk Seri Ismail was quoted as saying by Bernama news agency.

This will be the main agenda of the National Disaster Management Committee once the post-flood operations are completed, and it will involve state governments, ministries and agencies, as well as experts in related fields, he added.

Among measures that can be taken include building more flood mitigation projects, deepening rivers and other waterways, as well as building tunnels like Kuala Lumpur’s Stormwater Management and Road Tunnel in high-risk urban areas such as Shah Alam in Selangor.

“A long-term plan involves huge costs but it helps to reduce the costs incurred by the government each time it floods. So far, we have spent RM1.4 billion on aid alone and this amount is expected to increase because we have not yet received the full report on damage,” said Mr Ismail.

According to the Premier, a plan for long-term solutions had been discussed by the Barisan Nasional administration but it was not carried out.

There has been public pressure on the government to allow flood victims to withdraw savings from their Employees Provident Fund (EPF) accounts – usually not available for withdrawal before retirement – to help pay for repairs, food and new furniture.

The government had previously allowed EPF withdrawals to ease economic hardship caused by the Covid-19 pandemic, with nearly RM101 billion taken out.

Finance Minister Tengku Zafrul Aziz said allowing further withdrawals would reduce contributors’ retirement funds and erode investor confidence.

Almost 50 per cent of contributors, numbering six million, have savings of less than RM10,000, he said on Facebook.

“The proposed populist move by some is not the right one. In the end, people would be impacted in the long term, and their children and grandchildren will face the burden of supporting them,” he said.

The Meteorological Department has issued an alert of continuous heavy rain forecast for the states of Pahang, Negeri Sembilan, Melaka and Johor until Jan 3.

Johor saw more than 1,000 victims relocated on Saturday, while the number of evacuees in Sabah, Negeri Sembilan, Kelantan and Terengganu also continued to rise.

In Sabah, the number of flood victims rose to over 500 on Saturday morning.

North Korean officials noted the “growing instability” of the military situation on the peninsula and emphasized the importance of boosting the countrys defense capabilities, as they had a major Workers Party plenary earlier this week, according to Pyongyangs state media Saturday.

The North, however, stopped short of providing the outside world with fresh clues to its key policies related to inter-Korean ties and denuclearization talks with the United States. 

During the five-day 4th Plenary Meeting of the party’s 8th Central Committee that concluded the previous day, participants described the continued development of advanced weapons systems as a “significant” achievement for 2021. Leader Kim Jong-un attended the session.

They urged the defense industry to further drive the “qualitative change” of the country’s military capabilities.

“The growing instability of the military situation on the Korean Peninsula and international circumstances are demanding us to more powerfully strengthen the national defense capabilities without a hitch,” the Korean Central News Agency said in a lengthy report.

Among other agenda items were key policy directions for inter-Korean relations and foreign affairs in the midst of fast-changing international political situations.

But it did not give details on the results of relevant discussions.

Beginning a new year, the secretive North has often delivered major messages on inter-Korean ties and relations with the US through state media reports on such a major party meeting or Kim’s special speech. He skipped a New Year’s Day address in the past two years.

The KCNA report on the year-end party session, intended to review last year’s policy accomplishments and set the direction of 2022 policies, focused instead on discussions on ways to develop the country’s economy and improve the people’s livelihoods.

The North again picked antivirus efforts as “the most important” national business. 

Pyongyang has imposed a strict border closure since the start of the COVID-19 pandemic and claims to be coronavirus-free.

On the economy, the North rolled out a series of measures to develop the country’s agricultural sector as part of efforts to tackle chronic food shortages. 

The North is estimated to be falling short by around 1 million tons of food every year, with the coronavirus-driven border lockdown believed to have taken a toll on the country’s already substandard food situation.

On the second day of the plenary, Kim ordered “important revolutionary measures” to address the “rural questions,” suggesting they are among the most pressing tasks facing the country on the occasion of the 10th anniversary of Kim’s rise to power Thursday. 

The leader’s influential younger sister, Kim Yo-jong, meanwhile, was not included among newly elected members or alternate members of the ruling party’s powerful political bureau.

Speculation had been rampant over a possible change in her stature after she was seen standing alongside members of the politburo during a memorial event last month. (Yonhap)

HÀ NỘI — The Hà Nội People’s Court on Friday afternoon returned verdicts for seven defendants in the case of illegal interference in bidding activities, enabling Nhật Cường Company to win contracts.

Former chairman of Hà Nội receives eight years imprisonment

Nguyễn Đức Chung, former chairman of the Hà Nội People’s Committee, received three years imprisonment for “abusing position and power while performing duties”, and earlier was sentenced to five years imprisonment for “appropriating secret State files”, thus he was condemned to a total of eight years.

According to the indictment, Chung abused his position and power to illegally interfere in bidding activities for a deal on the digitisation of business registration documents in 2016 at the city’s Department of Planning and Investment.

Later, he asked the department to allow Nhật Cường Company to pilot digitalisation of the bidding package for the personal purpose of making the company win the bid and enjoy the benefits, causing losses of over VNĐ26.5 billion (US$1.16 million) to the State budget.

Chung’s activities were defined as violating bidding regulations, causing serious consequences, in accordance with Article 89 of the Law on Bidding.

Other defendants in the case were prosecuted for violating bidding regulations causing serious consequences.

They are Bùi Quang Huy, general director of Nhật Cường Company — who held the highest role in the case, planned and worked with Chung to illegally act on the bidding; Nguyễn Văn Tứ, Phạm Thị Kim Tuyến, Phạm Thị Thu Hường and Nguyễn Tiến Học, all officials of the Hà Nội Department of Planning and Investment; and business director of the Đông Kinh Development and Investment Co. Lê Duy Tuấn.

Tứ, director of the Hà Nội Department of Planning and Investment and Học, department deputy director caused losses of more than VNĐ18 billion.

Tuyến, head of the Trading Register Division, and Hường, chief of the secretariat of the department, were responsible throughout the entire bidding process for both 2016 and 2017, but advised and drafted proposals to illegally stop the bidding.

The trial said the consequences of actions by Tuyến and Hường were more serious than those of Tứ and Học.

Tứ and Học handed back VNĐ1.8 billion and VNĐ100 million respectively to have their sentences partially reduced.

Except for Chung, the remaining defendants must give back money ranging from VNĐ2 billion to more than VNĐ4 billion. — VNS

The Health Minister said the decision was made due to concerns over the Covid-19 Omicron variant.

He added that ticket sales for new umrah pilgrimages would be suspended starting Saturday (Jan 1).

“There will be no travel for umrah purposes allowed after Jan 7 until a new date is announced in the future.

“Bookings for new umrah flight tickets are also suspended with effect from today.

“Umrah pilgrims returning to Malaysia will have to observe mandatory quarantine at quarantine stations or hotels identified by the National Disaster Management Agency (Nadma) from Monday (Jan 3),” he said at a press conference Saturday.

Pilgrims departing for Saudi Arabia between Jan 1 to 7 will be allowed to proceed but will have to undergo quarantine at designated stations or hotels upon return to Malaysia.

“The temporary postponement of umrah activities is expected to help reduce the risk of Omicron transmission in the country and slow the increase of Covid-19 cases,” he said.

As of Dec 31, 2021, there were a total of 64 confirmed Omicron cases, of which a total of 32 cases, or 50%, were detected among umrah pilgrims, said Khairy, adding that there were also nine clusters involving pilgrims as of Dec 30, 2021.

The Institute for Medical Research (IMR) has also conducted PCR Genotyping Assay on 1,077 positive Covid-19 cases among returning travelers from Dec 21 to Dec 29 last year, of which 966 samples were classified as possible (presumptive) Omicron cases, said Khairy.

Of the 966 samples, 750 or 77.6% involved travelers arriving from Saudi Arabia and the Health Ministry is still awaiting results for their whole genome sequencing (WGS) to confirm if they are Omicron cases.

“The suspension of Umrah activities for Malaysians is hoped to provide space for the government to make careful planning and preparation in the management of Umrah pilgrims before Umrah activities can be allowed again,” said Khairy.

China’s high-speed rail network expands past 40,000 km

The Anqing-Jiujiang section of the planned Beijing-Hong Kong high-speed railway started operation on Thursday, bringing the total length of high-speed railway network in China to more than 40,000 kilometers-equivalent to the length of the equator.

Linking Anqing in Anhui province with Jiujiang in Jiangxi province, the new section started trial runs on Dec 1.

The 176-km line, with seven stations along its route, will reduce travel time between Anhui’s capital Hefei and Jiangxi’s capital Nanchang to two hours and 22 minutes, according to China Railway Shanghai Group.

The Anqing-Jiujiang high-speed railway has a design speed of 350 km per hour and is a section of China’s planned vertical artery of the Beijing-Hong Kong high-speed railway.

There were five pairs of trains plying the railway on its first day of operation, and the number will increase to 24 pairs per day starting Jan 10.

The new line passes populated areas with abundant tourism resources, including Lushan Mountain in Jiujiang, and will greatly facilitate the travel of people along the route, said the company.

With the operation of the new section, the country’s total railway network stretches more than 150,000 km.

China has more high-speed rail tracks than anywhere else in the world. It has built a high-speed railway network accounting for nearly 70 percent of the high-speed railway network in the world.

About 6.5 million passenger trips were handled per day by the high-speed railway network in 2019, while the number was 350,000 in 2008. Last year, 3.58 billion metric tons of cargo were transported via railway, 920 million tons more than in 2016.

The country’s rapidly expanding transport network offers faster, cheaper, as well as more convenient and pleasant journeys, and plays a crucial role in social and economic development.

Transport Minister Li Xiaopeng said earlier that the railway network has reached 99 percent of the cities with a population of more than 200,000 while about 95 percent of cities with populations of more than 1 million have access to the high-speed railway network.

The network will continue to expand, according to a guideline released by several departments in 2016, which announced the building of a high-speed network of eight major north-south and eight east-west high-speed railway lines.

Construction is currently underway to complete the grid.

According to guidelines released by the China State Railway Group earlier this year, a total of 70,000 km of high-speed rail lines will be built by 2035, to reach every area that has a population of more than 500,000.
