Prime Minister Hun Sen personally invited US President Joe Biden to attend the ASEAN-US Summit which is set to be held in Cambodia in November, as ASEAN and the US are expected to upgrade their strategic partnership to a ‘comprehensive strategic partnership’, according to Prime Minister Hun Sen’s social media.

The invitation was made as the ASEAN chair and other leaders from the bloc met with US President Joe Biden at the summit’s May 12 welcome dinner in Washington.

Hun Sen also paid condolences to the US for its loss of over 1 million people to the global pandemic.

“I used the occasion to express my condolences to the US, who flew their national flag at half-mast to remember the more than 1 million people who lost their lives to Covid-19. I also expressed solidarity with the American people,” said his post.

Hun Sen told President Biden that as ASEAN chair this year, Cambodia had selected “ASEAN A.C.T.: Addressing Challenges Together” as the theme for promoting harmony, peace, and prosperity in the region.

Hun Sen said he highly valued US action in the region. He also thanked the US for supporting Cambodia’s role as ASEAN chair this year.

The prime minister also thanked President Biden for donating 1 million doses of Johnson and Johnson vaccine as well as another seven million doses – two million of which had already arrived in Cambodia – to help the Kingdom combat the pandemic.

With regard to ASEAN-US relations and partnerships, his post said: “Indonesian President Joko Widodo – who is the chair of ASEAN-US summit facilitation – said that we will upgrade our relation and ASEAN-US cooperation from a strategic partnership to a comprehensive strategic partnership, the highest partnership possible under the ASEAN framework.”

S. Korea to increase international flights to meet travel demand

South Korea has decided to add an additional 230 international flights next month to meet increasing travel demand amid the weakening pandemic.

With the addition, the number of weekly international flights will come to 762 in June, up from 532 in May and 420 in April, Interior Minister Lee Sang-min said during a COVID-19 response meeting on Friday.

From May 23, the government would also take rapid antigen test results for travelers coming to South Korea. Previously, the government only accepted travelers with polymerase chain reaction test results.

Starting June 1, international arrivals will be allowed to receive PCR tests within three days of their arrival. They are currently mandated to take the test on the day of arrival.

The government’s decisions came amid increasing international travel demands, which followed the government’s lifting of major social distancing rules.

Even after the country lifted social distancing rules and the outdoor mask mandate, the number of daily COVID-19 cases has stayed relatively low.

According to Lee, the weekly average number of infections reported between Thursday and Friday last week decreased 12.7 percent on-week.

On Friday, South Korea added 32,451 new COVID-19 infections, staying below the 40,000s for two straight days. The tally is down from 35,906 on Thursday but up from 26,701 a week ago.

The number of critically ill patients came to 347 as of midnight Thursday, down seven from a day earlier. Severe cases stayed in the 300s for the fourth consecutive day.

The country reported 52 deaths from COVID-19, remaining under 100 for around two weeks by now.

Lee, however, noted that the government is aware that a significant number of COVID-19 deaths still come from elderly care facilities.

Lee said the government will check local elderly care facilities and have them to equip a proper ventilation system and secure enough health care workers to handle COVID-19 patients.

In addition, the government would secure oral COVID-19 medications enough to treat 1 million patients, Lee said.

The government will also adjust the age limit for taking the oral medications to include younger patients, particularly those with underlying diseases. Under the new rule, patients aged at least 12 will be able to take oral medications if they have underlying diseases.

Currently, COVID-19 patients who are 60 and above are eligible for oral medications, while patients aged 40 and above can be prescribed oral medications if they have underlying illnesses.

Meanwhile, it was the first time that the country’s new Interior Minister hosted a COVID-19 response meeting. Lee took office on Friday.

HCM CITY — The private sector has an opportunity to build geriatric care facilities that provide good care for elderly people, given rising demand for such services, HCM City officials say.

According to the municipal Department of Labour, Invalids and Social Affairs, the need for nursing homes for the elderly will continue rising because of the nation’s rapidly ageing population.

In Việt Nam, people above 60 years old accounted for over 12 per cent of the total population in 2020; and this is expected to rise to 20 per cent by 2038.

The city now has 20 nursing homes, including eight public facilities looking after 1,555 elderly people, and 12 private ones taking care of 1,138 people.

Nguyễn Văn Lâm, the department’s deputy director, said at a press meeting on Thursday that encouraging private investment in geriatric care was a necessity.

Private nursing homes offer better care for elderly people, and this can include short-term care for those in need, Lâm said.

He said the department has worked with three businesses to expedite processing of licences to establish nursing homes providing geriatric care.

Lâm said the department has also been working with relevant agencies to provide guidelines for businesses on establishing geriatric care facilities in the city and cooperate with the government in providing better care for the elderly. — VNS

China expected to launch its 3rd aircraft carrier soon

BEIJING — China is thought to be planning to unveil its third aircraft carrier, which is expected to be equipped with state-of-the-art technology, possibly including an electromagnetic aircraft launch system.

Although it is not likely to go into service immediately, China is inching closer to having three carriers in operation, enough for Beijing to have a carrier strike group deployed at all times.

Last month, the Chinese Navy released a promotion video showcasing its first two aircraft carriers, the Liaoning and Shandong. The video ends with a naval officer hinting the launch of the third carrier is imminent. Speculation of an early June launch has appeared on websites related to the Chinese military.

The U.S. Navy’s carrier strike groups comprising aircraft carriers and other vessels are deployed in rotation, conducting operations, training, or undergoing repairs.

Once the new Chinese aircraft carrier is commissioned, China will also be able to have a carrier strike group in operation at all times.

The new carrier, which is being constructed in a Shanghai shipyard, will undergo sea trials following its launch, and is expected to be commissioned in the second half of next year at the earliest.

Satellite photos taken on April 19 indicated that the elevators used to move aircraft have been installed, but the catapult on the deck was covered and appears to be incomplete, according to an Australian military journal.

The new carrier will possibly feature an electromagnetic aircraft launch system, according to an article published by the state-media news outlet Global Times.

The Liaoning and Shandong use a ski-jump take-off, featuring an upward-curved ramp at the ship’s bow, but plane weight is a factor that determines whether the launch system can be used, which impacts the amount of weapons aircraft can carry.

Although catapults allow heavier aircraft to launch, leading to improved strike power, an electromagnetic catapult system would require a large amount of electricity.

A diplomatic source in Beijing said, “It is doubtful whether they can supply a sufficient amount of electricity needed for an electromagnetic catapult system.”

The new carrier is expected to be conventionally powered. An official linked to the Chinese military told the Yomiuri Shimbun that China does not yet have the technology to power aircraft carriers with nuclear power.

Of the 11 U.S. Navy aircraft carriers in active service, only the nuclear-powered Gerald R. Ford has an electromagnetic catapult system.

The administration of Chinese President Xi Jinping plans to have at least four aircraft carrier strike groups by 2030, according to the Hong Kong news outlet South China Morning Post.

Satellite photos taken in March of a carrier runway training facility in Liaoning Province showed two FC-31 aircraft, a stealth fighter currently under development, alongside non-stealth J-15s, prompting speculation that stealth fighters will be deployed on China’s third aircraft carrier. However, a source quoted in a South China Morning Post article said J-15s will be deployed on the new carrier.

Singapore’s Covid-19 infection growth rate inches down to 1.48

SINGAPORE – The Covid-19 weekly infection growth rate stood at 1.48 on Friday (May 13), marginally lower than the 1.49 reported on Thursday. It fell for the second consecutive day after reaching 1.76 on Wednesday.

The rate refers to the ratio of community cases for the past week over those of the week before. A rate of more than 1 shows the number of new weekly Covid-19 cases is increasing.

These numbers were reported by the Ministry of Health (MOH) in an update on its website on Friday.

The number of new Covid-19 cases recorded in Singapore increased to 4,291 on Friday, up from 3,645 the day before.

However, it is still lower than the 4,733 cases reported last Friday.

MOH said there were 266 hospitalised cases on Friday, with six patients in intensive care and 28 requiring oxygen support.

There was also one death.

Of the new local cases, 388 were detected through polymerase chain reaction (PCR) tests.

Another 3,791 were detected through antigen rapid tests (ARTs), which means they either had no symptoms or their symptoms were mild.

There were 112 new imported cases, with 14 detected through PCR tests and 98 through ARTs.

Singapore has recorded a total of 1,236,850 Covid-19 cases, with 1,362 deaths.

HÀ NỘI — Almost two decades on from the last time Việt Nam was host, the SEA Games 31 officially started with an opening ceremony at Mỹ Đình National Stadium in Hà Nội on Thursday (May 12).

President Nguyễn Xuân Phúc was joined by international leaders, athletes and cheering fans to welcome the Games. 

At the opening ceremony, President Nguyễn Xuân Phúc said: “Ladies and gentlemen, on behalf of the leaders of the Party and State of Việt Nam, I would like to thank you for coming to the opening ceremony of the 31st Southeast Asian Games, held in Hà Nội, Việt Nam.”

“I would like to announce the opening of the SEA Games 31. I wish the event to be successful. Thank you very much.”

Swimmer Nguyễn Huy Hoàng, who won the Youth Olympic gold medal, the Asian Games silver medal in 2018, the SEA Games 28 and SEA Games 30 gold medals, held the flag for the Vietnamese sports delegation in the parade of the 11 participating countries.

Track and field athlete Quách Thị Lan was chosen to light the flame of the SEA Games 31. She won gold in the women’s 400m hurdles at ASIAD 2018, as well as at the 2015 and 2017 SEA Games, and many other international championships.

Lan is also the golden hope of Vietnamese athletics at this year’s competition.

The Games motto: “For a stronger South East Asia”, was presented through special art performances from bamboo, nón lá, lotus dancing and martial arts performances, depicting the identities of Southeast Asian countries through Đông Hồ paintings with the participation of talented art performers.

The opening ceremony ended with the Games’ official song “Let’s shine”, delivered by famous singers Hồng Nhung, Tùng Dương and the Oplus band.

This is the second time Việt Nam hosted the region’s biggest sports competition, the first time being in 2003.

Some SEA Games 31 events started on May 6 and the Games will end on May 23. The capital Hà Nội is hosting the majority of competitions across 40 different sports, though 11 provinces and cities are also hosting events. — VNS

NLD announces that 701 party members are still detained and 18 have died

A total of 701 NLD members are still detained, and 18 party members, including a member of parliament, have died from the period between February 1, 2021 to May 5, 2022, announced Central Working Committee for the National League for Democracy (NLD) on May 10.

According to a statement compiled by the NLD’s census team, 917 out of 9,261 people being detained nationwide from February 1, 2021 to May 5, 2022, were NLD party members and 216 of the NLD members were released, according to the NLD Central Working Committee.

A total of 701 party members, including NLD chairwoman Daw Aung San Suu Kyi, Vice-Chairmen U Win Myint and Dr Zaw Myint Maung, are still detained. Among the detainees, 119 are members of parliament and 21 of them are released. 98 others are still in custody, it said.

The statement said 18 party members, including a member of parliament, had died due to inadequate medical care in prisons during their detention.

From February 1, 2021, the offices of the National League for Democracy were raided and destroyed. Party offices in villages, townships and districts in regions and states, including the party headquarters in Yangon, were invaded and destroyed for 104 times, it said.

According to the statement, the houses and other property of 209 party members, including 120 members of parliament, have been sealed while NLD executives at all levels, party members and the Hluttaw representatives are being prosecuted under Section 505 and other sections and the relevant court has not yet made a final decision yet.

In addition, groups such as Thway Thauk, Sun Ye, Myo Chit Nyunt Paung and Myo Chit Maha Mate, start founded on April 21, distributed threatening letters to the party members, party executives, Hluttaw representatives their family members and party supporters, and arrested and tortured them. As of May 5, 2022, a total of 7 NLD party members and seven party supporters were abducted from their homes and their bodies were being dumped on the side of the road the next day hanging around the group logo which killed them, according to a statement from the NLD Central Working Committee.

North Korea fired another ballistic missile into the East Sea on Thursday, continuing a series of launches that have raised tensions on the Korean Peninsula.

According to South Korea’s Joint Chiefs of Staff, a projectile suspected of being a ballistic missile was fired into the East Sea.

Thursday’s launch is North Korea’s 16th show of force this year. The most recent was a submarine-launched ballistic missile (SLBM) fired in waters off its east coast on May 7. Pyongyang had also fired an intercontinental ballistic missile three days prior to the SLBM launch.

South Korea’s newly inaugurated President Yoon Suk-yeol has promised to deal sternly with North Korean provocations, but left open room for dialogue in his inauguration speech, saying that his administration would offer aid in return for concrete denuclearization steps by Pyongyang.

MANILA, Philippines — US president Joe Biden spoke with presumptive Philippine president Ferdinand “Bongbong” Marcos Jr. following the national elections, expressing his intentions to continue strengthening the alliance between the two countries.

The White House said that the conversation happened on May 11 (US time), wherein Biden congratulated Marcos Jr.

“President Biden underscored that he looks forward to working with the President-elect to continue strengthening the U.S.-Philippine Alliance, while expanding bilateral cooperation on a wide range of issues, including the fight against COVID-19, addressing the climate crisis, promoting broad-based economic growth, and respect for human rights,” the White House said.

Atty. Vic Rodriguez, Marcos Jr.’s spokesperson, said Thursday that the Philippines’ relationship with the United States “will get better” under the presumptive president’s administration.

“As far as our relationship with the United States, under the administration of president-elect Bongbong, I assure you now that it will get better,” Rodriguez said in an interview with ABS-CBN News Channel.

“I assure you and the Filipino people that our  relationship with the United States will be better and as we speak I think I am at liberty to say we are expecting a call from the president of the United States to president-elect Bongbong,” he added.
