India today asserted that its energy purchases from Russia remain minuscule in comparison to the country’s total consumption, dismissing attempts by a section of the media to sensationalise routine purchases by Indian Oil Companies.

”India’s legitimate energy transactions cannot be politicized. Energy flows are yet to be sanctioned,” the Ministry of Petroleum and Natural gas said in a statement.

The statement noted that a recent article, following closely on the heels of a series of similar pieces by certain media platforms, made conjectures and sought to sensationalise the routine purchase of crude oil by Indian Oil Companies from Russia based on concocted “source-based” stories.

”Such blatant misuse of the freedom of the press could be disregarded but cannot, in this case, because this is a part of a pre-meditated attempt to further destabilise an already fragile global oil market,” the statement said.

It explained that India’s energy needs were enormous with daily consumption of around five million barrels and a refining capacity of 250 MMTPA. For energy security and to fulfil its objective of providing energy justice to each of its citizens, Indian Energy companies were buying from all major oil producers in the world. On average, India has the unique distinction of servicing 60 million visitors at its petrol pumps every single day. Despite challenging times, it was important for the government to ensure access to affordable energy for Indian citizens.

The statement said India’s top ten import destinations were mostly from West Asia. In the recent past, the US has become a major crude oil source for India, supplying almost $13 billion worth of energy imports, with almost 7.3 per cent of the market share of crude oil imports.

It said India has been constrained to pay ever-increasing prices charged by certain oil suppliers, which was leading India to diversify its sources of procurement. Meanwhile, energy demand in India remained inelastic. At the current price levels, many countries in the immediate neighbourhood were facing severe fuel shortages and chaos due to high fuel inflation.

The statement said Indian Energy companies have been sourcing energy supplies from Russia on a sustained basis over the past several years. Yearly figures might have varied due to a variety of reasons, including operational necessities. ”If suddenly, now, as a huge importer of crude oil, India pulls back on its diversified sources, concentrating on the remaining, in an already constrained market, it will lead to further volatility and instability, jacking up international prices,” it added.

The statement further added; ”Despite attempts to portray it otherwise, energy purchases from Russia remain minuscule in comparison to India’s total consumption. Journalists who wish to get a better understanding of the ever-evolving energy situation would be well advised to turn their attention to other parts of the world to countries which are major consumers of energy supplied from Russia.”

Beijing adjusts quarantine period for inbound travelers

BEIJING – The Beijing municipal government on Wednesday said that travelers entering China via Beijing will be subject to 10 days of concentrated isolation plus seven days of home quarantine.

Those entering China through other cities who have completed 14 days of quarantine can travel to Beijing if they meet related requirements that are the same as those of other domestic residents, said Xu Hejian, spokesperson for the municipal government.

The adjustment was made according to the characteristics of a short incubation period and mild clinical symptoms of the Omicron variant, Xu said. 

The municipal government also ordered employers in Chaoyang District and other areas where public transportation has been suspended to arrange for their employees to work from home from Thursday due to the recent COVID-19 resurgence.

For those who must continue to work at their offices, self-driving is encouraged, said Xu, adding that commuters should avoid office gatherings and try not to visit places other than their office and home.

Cambodia, Indonesia and Thailand play separate hosts to global leaders in Nov

Cambodia, Indonesia and Thailand are each set to host a leaders’ meeting in November to advance global and regional agendas concerning peace, prosperity, and sustainable and inclusive development.

The meetings are the ASEAN and Related Summits, to be held in Cambodia from November 11-13; the G20 Summit in Indonesia from November 15-16; and the APEC Economic Leaders’ Meeting on November 18-19, hosted by Thailand.

“ASEAN, G20 and APEC processes share commonalities that provide a unique opportunity for all participating countries and economies to jointly advance the collective global and regional agenda and efforts to bring peace, prosperity and sustainable and inclusive development,” said a joint press statement released by Cambodia’s Ministry of Foreign Affairs and International Cooperation on May 4.

As the bloc’s chair this year, Cambodia will host the ASEAN summit on the theme “ASEAN ACT: Addressing Challenges Together”. Cambodia said it was committed to addressing the common challenges ASEAN member states are facing, and to sustain the “dynamism of the ASEAN community to build a strong sense of togetherness”.

The foreign ministry said Cambodia was “determined” to strengthen ASEAN’s resilience in the face of global uncertainties, and to maintain the bloc’s central role in constructive regional engagement.

It added that accelerating efforts to recover from the Covid-19 pandemic, promoting ASEAN integration and competitiveness for long-term growth, as well as enhancing population health security and social protection were its top priorities.

G20, meanwhile, will be held under the theme “Recover Together, Recover Stronger” and hosted by Indonesia, who said it was committed to ensuring the meeting is relevant not only for its members but also the world at large, particularly developing countries.

Indonesia listed its priority areas as “strengthening global health architecture, digital transformation, and energy transitions”, expressing hope that G20 would be able to serve as a catalyst for a strong and inclusive global recovery, the joint statement said.

The APEC Economic Leaders’ Meeting will be hosted by Thailand with the theme “Open. Connect. Balance”. The theme was selected to reflect the common goal and commitment of member economies, to address the “enormous challenges” arising from the pandemic, and discuss conflicts whose adverse ramifications are being felt worldwide, Thailand said in the statement.

It added that the forum hopes to discuss how to accelerate regional economic integration to achieve shared prosperity and promote an open, dynamic, resilient and peaceful Asia-Pacific community.

“APEC Economic Leaders’ Meeting calls for a refreshed conversation on the Free Trade Area of the Asia Pacific, advocates safe and seamless return to travel and emphasises inclusivity and sustainability,” it said.

Green economy will be the key focus of the meeting, especially the ways in which it could help the region and the world recover from the pandemic.

The joint statement said that as the chair of these meetings, the three countries were “determined to work with all partners and stakeholders to ensure a spirit of cooperation,” as the bloc continues in its efforts to strengthen its credibility and relevance.

Kin Phea, director of the Royal Academy of Cambodia’s International Relations Institute, said that Cambodia hosting the ASEAN summit reflects the significant role it plays in the regional and international framework.

“Cambodia demonstrates, by hosting this meeting, that it adheres to multilateralism when it comes to solving issues of common concern, both in regional and international mechanisms – especially those that cannot be solved at the state-to-state level,” he said.

MANILA, Philippines — “We might share the same cell when the time comes,” President Rodrigo Duterte said on Monday during the campaign rally of the PDP-Laban in Cainta, Rizal, which the party live-streamed on Facebook.

He was referring to Russian President Vladimir Putin, whose troops continue to attack Ukraine, and who, like Duterte, is being accused of rights violations.

“Now, they say I have a case at the International Court of Justice. I will be jailed. Human rights. Putin is bombing the [discontinues though] – me? What’s my sin? I’m killing criminals,” Duterte said in Filipino.

“Putin — women, men, children — flattened. He’s also accused of human rights [violations]. So, we might share the same cell when the time comes,” he added.

In September 2021, the International Criminal Court’s (ICC) pre-trial chamber authorized the start of an investigation into Duterte’s bloody drug war.

However, the ICC Office of the Prosecutor deferred the investigation, granting the Philippines’ request to be allowed to make domestic efforts to probe the alleged crimes against humanity.

According to the Philippine Drug Enforcement Agency, the drug war death toll climbed to 6,235 as of Feb. 28.

Meanwhile, ICC Chief Prosecutor Karim Khan opened an investigation into the alleged war crimes committed by Russia after it invaded Ukraine on Feb. 24, 2022.

Japan, Thai agree on defense transfers

BANGKOK — Japan and Thailand have signed an agreement that enables Japan to export defense equipment and transfer defense technology to Thailand, with the aim of strengthening their security cooperation amid China’s increasing presence.

The agreement was reached Monday during a summit between visiting Prime Minister Fumio Kishida and Thai Prime Minister Prayut Chan-o-cha at the Thai prime minister’s office in Bangkok. Both prime ministers attended the signing ceremony.

“[The agreement] is a major step forward in expanding bilateral security cooperation,” Kishida said at a joint press conference after the summit. Prayut expressed hope, saying the defense pact will “help promote Japanese investment in the Thai defense industry.”

The agreement is apparently aimed at enhancing cooperation between the two countries in the defense sector, with China’s growing hegemony in mind. Japan and Thailand will promote discussions on exports of specific defense equipment.

Japan has concluded a similar agreement with 11 other countries, including the United States, Britain and Australia. Thailand is this year’s chair for the Asia Pacific Economic Cooperation forum.

Regarding Russia’s invasion of Ukraine, Kishida and Prayut confirmed during their talks that they would not accept the violation of sovereignty and territorial integrity, and unilateral change in the status quo by force in any region. They agreed to oppose threats by mass destruction weapons and their use.

The two leaders also confirmed their close cooperation in dealing with China, which has been heightening its maritime advances in the South China Sea.

Chinese-made Omicron vaccine trials get going

China began clinical trials for a vaccine designed specifically against the Omicron variant in Hangzhou, Zhejiang province, on Sunday, making it the first vaccine of its kind to enter human trials in the world against the highly transmissible COVID-19 strain.

China National Biotech Group, a subsidiary of Sinopharm, has been developing the vaccine since December 2021, the company said in a news release on Monday.

The National Medical Products Administration approved the clinical trials for the vaccine on April 26. Three days later, the United Arab Emirates also gave the greenlight for clinical trials.

The trial in China would consist of a randomized, double-blind study on people age 18 and older who have been inoculated with two or three doses of COVID-19 vaccines.

Yang Xiaoming, chairman of China National Biotech Group, said in the launch ceremony of the vaccine’s clinical trial the Omicron variant is highly transmissible and elusive. He hopes the new vaccine will achieve success and benefit people around the world.

Zhang Yuntao, the chief scientist at the company, said the Omicron vaccine entering clinical trial represents a major development in the fight against COVID-19 in China. The trial will examine the safety and potency of the vaccine, he added.

Korean scientists develop world’s 1st photothermal filters that kill coronavirus

South Korean scientists have developed the world’s first photothermal-effect-based high efficiency particulate air filter — also known as HEPA filter — that can take out 99.9 percent of influenza and COVID-19 viruses, the Korea Institute of Energy Research said Tuesday.

The photothermal effect, which refers to the mechanism of how a substance absorbs light energy and turns it into heat energy, is used in various areas such as drug delivery, cell death, sensor and solar battery.

The research team came up with the technology to manufacture photothermal HEPA filters by coating the existing HEPA filters with plasmonic metal nanoparticles that produce photothermal effects.

According to the research, when the photothermal HEPA filters are radiated with light-emitting diodes in the visible light band, which is harmless to the human body, and heated up to 60 degrees Celsius or higher within 10 to 15 seconds, viral and bacterial cells are killed.

The research institute said the existing HEPA filters installed in air purifying systems are vulnerable to secondary infection as pollutants get stuck on them and create a bacteria-friendly environment. The HEPA filters use ultraviolet rays to prevent such a condition, but the UV rays shorten the filters’ lifespan as it causes corrosion, it added.

“By applying the photothermal HEPA filter technology, up to 99.9 percent of viruses collected in the filter can be removed, so any secondary contamination can be prevented because bacteria and viruses cannot proliferate in the filter,” said Yoo Seung-hwan, lead author of the research.

The new filters can be easily installed onto existing filters and new products and it has been licensed out to local air filter developer Cleantech based in Busan for production, the institute said. The company is currently in the process of building facilities for the production of photothermal HEPA filters and plans to release the products later this year, according to the institute.

HÀ NỘI — No COVID-19 related deaths were reported in Việt Nam nearly a year since the fourth wave of COVID-19 pandemic ravaged the country.

Tuesday’s caseload was 2,709 infections, 413 fewer than that of Monday and reported in 53 cities and provinces nationwide.

The capital city of Hà Nội had the highest daily new infections with 711 reported.

The remaining transmissions were detected in Phú Thọ (242), Yên Bái (147), Quảng Ninh (141), Tuyên Quang (119), Vĩnh Phúc (115), Nghệ An (113), Bắc Kạn (90), Lào Cai (89), Thái Bình (80), Đà Nẵng (59), Lâm Đồng (52), Cao Bằng (51), Thái Nguyên (49), Hà Tĩnh (45), Quảng Bình (38), Bà Rịa – Vũng Tàu (35), Lai Châu (33), Hòa Bình (33), Hà Giang (29), Bắc Ninh (29), Sơn La (28), Nam Định (27), Ninh Bình (27), Lạng Sơn (26), Điện Biên (26), Bình Phước (26), Hà Nam (25), Hưng Yên (25), Hải Dương (23), Gia Lai (20), TP. In the last seven days, on average, the country reported 5,121 new cases daily.

Việt Nam’s total COVID-19 caseload now stands at 10,659,358, ranking 104th of 225 countries and territories worldwide.

A total of 1,825 COVID-19 patients were given the all-clear on Tuesday, bringing the total number of recoveries to 9,267,281 since the COVID-19 pandemic started to hit the country in early 2020.

The number of seriously-ill COVID-19 patients in Việt Nam remained unchanged compared to that of Monday with 475 cases including two on life support.

As no deaths relating to the COVID-19 pandemic were recorded on Tuesday, the total fatalities nationwide still stands at 43,044, or 0.4 per cent of infections.

Việt Nam has administered 215,005,042 doses of COVID-19 vaccines in total. Of the vaccine doses, more than 17.37 million were for children aged 12-17 years old and more than 1.54 million doses for children aged 5-11 years old. — VNS
