Indonesia says it will not exclude Russia from G-20

JAKARTA – Indonesia, which holds the rotating Group of 20 (G-20) presidency, said it will not close the grouping to Russia, amid pressure from some member countries to exclude Moscow because of the war in Ukraine.

Jakarta will chair the grouping this year “in line with the previous presidency”, Indonesia’s G-20 co-sherpa Dian Triansyah Djani said on Thursday (March 24).

“Every organisation has its own rules of procedures, precedents and manners to discuss issues,” he told a virtual press briefing.

“Our position is quite clear… we will conduct our presidency based on what had been done in the previous presidency. And, of course, once again, we have always based our diplomacy on principles.”

On why Indonesia invited Russia to the summit in November, Mr Dian said: “It is the duty of all G-20 presidents to invite all of its members. … We will continue to carry out our task like former presidencies.”

He added: “I’m not going to predict what’s going to happen in the future. But one thing for sure is that we will remain as an impartial (G-20) president and we will try to find solutions to any issues that may arise.”

Russia’s Ambassador to Indonesia Lyudmila Vorobieva revealed on Wednesday President Vladimir Putin’s intention to take part in the G-20 summit that Indonesia will host, dismissing talks of him being excluded because of the war in Ukraine.

There have been mixed reactions to Mr Putin’s plan of attendance.

Germany called for a discussion on the possibility of excluding Russia from the grouping of the world’s major economies as Western powers continue to exert sanctions on Moscow.

But China said it viewed Russia as an important member of the G-20. In its support to Moscow, Beijing said no member had the right to expel another member, after the United States raised the prospect of excluding Moscow from the summit.

China added that the grouping had to collaborate to spur economic growth to recover from the Covid-19 pandemic.

On Thursday, Australia’s Prime Minister Scott Morrison described permitting Mr Putin to sit with other world leaders at the summit as “a step too far”, and said he had been “in direct contact” with Indonesian President Joko Widodo about Mr Putin’s attendance.

“I think we need to have people in the room that aren’t invading other countries,” Mr Morrison told reporters in Melbourne.

“Russia has invaded Ukraine. This is a violent and aggressive act that shatters the international rule of law.”

Mr Dian, special adviser to Indonesia’s foreign minister, declined to comment on Mr Morrison’s comments.

However, he noted that Indonesia would “consult with all members”, and also “engage with its counterparts bilaterally” to seek their insights.

He also stressed that Indonesia would focus on its priorities and agenda, including those pertaining to economic recovery.

The country had earlier ruled out the possibility of including the Ukraine crisis in the G-20 agenda during its year-long presidency of the bloc, which comprises not only the US and its allies, but also China and Russia.

Jakarta also sought to stick to the group’s mandate as a platform for multilateral economic cooperation.

The Korea Herald has co-organized a webinar with some of the members of the Asia News Network on the topic of “Europe’s Geopolitical Seismic Shift: What does it mean for Asia?” The webinar will take place on March 31 at 5 p.m. Seoul time.

The ANN is an alliance of 20 national media in 19 Asian countries. The Korea Herald is the only South Korean member in the ANN.

Dr. Julian Voje, head of policy at the Munich Security Conference, will deliver the keynote speech on the topic of implications of Germany’s new defense and security policy and the European Union’s unity regarding the ongoing crisis in Ukraine.

The panelists will be headed by Ashok Sajjanhar, executive council member of Manohar Parrikar Institute for Defence Studies and Analyses, and former ambassador of India to Kazakhstan, Sweden, and Latvia.

The webinar will be moderated by Pana Janviroj, the editor of the ANN based in Bangkok.

Among the issues on the agenda are whether the international tensions will escalate and spill over onto other hotspots, such as North Korea, the South China Sea, Indo-Pacific, Taiwan, and Myanmar. The panelists will also discuss whether Germany and the EU will find common ground to pursue peace and stability alongside India, China, Japan, and South Korea.

KUALA LUMPUR: Ismail Sabri said apart from Malaysia, the language was also used as a medium instruction in several neighboring countries such as Indonesia, Brunei, and Singapore as well as in southern Thailand, southern Philippines, and in parts of Cambodia.

“So there is no reason why we cannot make the Malay language as one of the official languages ​​of ASEAN. We will coordinate this matter and I will discuss with the leaders of ASEAN countries that do use the language so that they agree to make it the second language of ASEAN.

“After that, we will discuss with other Asean leaders whose countries also have residents who use Malay as a spoken language,” he said during the question-and-answer session in the Dewan Negara on Wednesday (March 23).

He said this in reply to a supplementary question from Senator Datuk Seri Zurainah Musa who wanted to know whether the government would work with ASEAN leaders to coordinate the use of the Malay language at the ASEAN level.

Elaborating, Ismail Sabri said currently only four out of the 10 ASEAN countries use English in official events at the international level, while the other six use their mother tongues in their official affairs and need to be translated.

The Prime Minister said he had used Bahasa Malaysia during his official visits to Indonesia, Brunei, Cambodia, and Thailand before and most recently during his visit to Vietnam two days ago.

“We do not need to feel ashamed or awkward to use Malay at the international level because this effort to uphold the Malay language is also in line with one of the priority areas of the Malaysian Foreign Policy Framework which was launched by the government on Dec 7, 2021.

“This effort will be continued in any international meetings and conferences, whether bilateral or multilateral, within or outside the country as appropriate,” he said.

Responding to another supplementary question from Senator Datuk Isa Ab Hamid on whether the government had placed highly proficient officers in Malay abroad, Ismail Sabri said the Foreign Ministry would provide translation training to officers stationed overseas.

Yangon Region cuts night-time curfew from 10pm-4am to 12am-4am

The night-time curfew in Yangon Region will be reduced from 10pm-4am to 12am-4am, according to administrative sources available on March 22.

As of March 22, the nigh-time curfew will be from 12am to 4am daily until further notice is released.

Some administrative officials have been informed of that and orders are due to be released, sources said.

Likewise, Lewe Township General Administration Department in Nay Pyi Taw has announced a new night-time curfew from 12am to 4am and a ban on a gathering of more than five people.

One black box of the China Eastern Airlines jet that crashed on Monday in the Guangxi Zhuang autonomous region was found on Wednesday. In addition, human tissue was found at the crash site.

The black box, one of two on the jet, was preliminarily identified as the cockpit voice recorder.

It was found under surface soil 20 meters southeast of the point of impact at about 4:30 pm on Wednesday, Zhu Tao, head of the Civil Aviation Administration of China’s aviation safety office, said at a news conference of the search and rescue command center in Wuzhou, Guangxi, on Wednesday evening.

A preliminary examination at the crash site showed the black box’s exterior to be severely damaged, Zhu said.

“Its data storage unit is intact but with damage. We believe it’s the cockpit voice recorder,” he said, adding that it has been sent to Beijing for decoding, which may take some time depending on the severity of the damage.

Flight MU5735 left Kunming, Yunnan province, at 1:11 pm on Monday with 132 people on board. It was scheduled to arrive in Guangzhou, Guangdong province, at 3:05 pm. Air traffic controllers lost track of the airliner over Wuzhou at 2:21 pm.

Pieces of the plane’s wreckage and some human tissue were recovered at the crash site near the village of Molang, Tengxian county. They have been handed over to the investigation team, Zheng Xi, head of the Guangxi Fire and Rescue Brigade, said at the news conference.

Heavy rain on Wednesday had temporarily affected the search and rescue operations, Zheng said.

As of Wednesday evening, no survivors had been found.

At an earlier news conference on Wednesday, Mao Yanfeng, director of the CAAC’s disaster investigation agency, said the team hoped that by recovering both flight recorders as soon as possible, they could learn what caused the crash.

“This type of accident is rarely seen. The aircraft suddenly began to drop sharply at high speed while it was cruising.” Mao said.

Mao said the Boeing 737-800 had two black boxes, its flight recorders, which were made by Honeywell in the United States. One, the flight data recorder, located at the back the cabin, could record 25 hours of about 1,000 parameters of flight data, including altitude, speed, direction and how the crew operated the aircraft. The search continued for that black box.

The other, he said, is a cockpit voice recorder, which would be at the back of the cargo hold. It could record for two to three hours anything said in the cockpit as well as ambient sounds.

Mao said the weather was good along Flight MU5735’s route. Before the airliner began to plunge, the flight crew maintained normal communication with air traffic controllers.

Sun Shiying, chairman of China Eastern’s Yunnan branch, said at the same news conference that the pilot and two co-pilots were in good health and qualified to fly the aircraft.

The pilot was hired as captain of the Boeing 737 in January 2018. He had 6,709 flight hours’ experience. The first co-pilot had 31,769 flight hours and the second co-pilot 556 flight hours, Sun said.

“In addition, the performance of the three pilots had been good in the past and their families were also harmonious,” Sun added. “Also, the plane met all the maintenance requirements before takeoff.”

HÀ NỘI — Vietnamese President Nguyễn Xuân Phúc and President-elect of Republic of Korea (RoK) Yoon Suk-yeol on Wednesday held phone talks on various aspects of bilateral relations.

On behalf of the State and people of Việt Nam, President Phúc congratulated his counterpart Yoon on being elected as the 20th President of the Republic of Korea, and conveyed greetings of General Secretary of Vietnamese Communist Party Nguyễn Phú Trọng and Vietnamese leaders to the RoK President-elect.

President Phúc highly valued the important achievements the two countries have made in the past 30 years since the establishment of diplomatic relations in 1992 in many bilateral and multilateral areas.

Currently, the two sides have become each other’s strategic cooperation partners with an increasingly profound level of trust and mutual understanding, substantive and extensive cooperation.

Phúc also thanked the RoK Government for the timely support of medical equipment and vaccines to help Việt Nam deal with COVID-19 outbreaks.

On this occasion, President Phúc cordially invited the RoK President to visit Việt Nam.

President-elect Yoon Suk-yeol, for his part, thanked General Secretary Nguyễn Phú Trọng and President Phúc for their congratulatory messages, stressing that the bilateral relations are at the highest levels ever.

He affirmed that he always attaches importance to ties with Việt Nam and wishes that the two countries would continue to grow closer, underlining his commitment to promoting RoK businesses to invest and expand their investment scale in Việt Nam, especially in key fields.

The newly elected President also noted he would work to facilitate the entries of Vietnamese citizens into RoK, promote tourism cooperation and strengthen people-to-people exchanges between the two countries.

President-elect Yoon also expressed appreciation for Việt Nam’s role in the ASEAN region and thanked Việt Nam for its contributions to peace, stability, cooperation and development on the Korean Peninsula.

He also gladly accepted President Phúc’s invitation and has invited President Phúc to visit Korea in 2022.

Leaders of the two countries agreed to continue maintaining delegation exchanges and high-level contacts in various appropriate manners in the new normal; support the strengthening of security, defence, and industry cooperation; closely coordinate in organising activities for the 30th anniversary of the establishment of diplomatic relations between Việt Nam and Korea (1992-2022); and work towards upgrading the relationship to a “Comprehensive Strategic Partnership”.

President Phúc and his RoK counterpart emphasised the need to coordinate in implementing measures to realise the goal of raising bilateral trade to US$100 billion by 2023 and $150 billion by 2030, effectively capitalising on existing trade deals such as the Việt Nam-Korea Free Trade Agreement (VKFTA) and the Regional Comprehensive Economic Partnership (RCEP).

Việt Nam and RoK will also continue to work closely on regional and international issues and coordinate to support Việt Nam on its coordinating role of the ASEAN-RoK relations in 2021-24 term.

S. Korea approves 2nd COVID-19 pill Lagevrio

The South Korean government has approved the emergency use of anti-COVID-19 pill Lagevrio, the Ministry of Food and Drug Safety said Wednesday.

The medicine, co-developed by US pharmaceutical company MSD and Ridgeback Biotherapeutics, is the second anti-coronavirus pill to be authorized by the country’s health officials, following the approval of Pfizer’s antiviral drug Paxlovid in December.

Amid the surging number of COVID-19 cases, the ministry said the approval decision was made on the basis of a need to present an alternative treatment for high-risk patients who could not take the existing medicine due to certain illnesses related to the kidney or liver.

According to the ministry, pregnant women and patients under the age of 18 will be excluded from the list of people who can take the newly approved pill. The ministry said some of the side effects of Lagevrio include dizziness, diarrhea and nausea.

The government on Monday announced a plan to introduce a batch of Lagevrio that will include enough supply for 100,000 COVID-19 patients this week.

Lagevrio, also known as Molnupiravir, has obtained either a conditional or an emergency approval in 15 countries including the US and UK. The medicine’s phase 3 clinical trial data showed that if the drug is given within five days from the onset of the symptoms, it can cut the hospitalization rate in half for people with mild to moderate symptoms.

With hundreds of thousands of daily confirmed cases being reported in the last 10 days, the country’s accumulated caseload has surpassed 10 million as of Tuesday.

China urges Japan to cease provocations on Taiwan question

BEIJING — China solemnly urges Japan to stop all official ties with the Taiwan region and cease making provocations concerning the Taiwan question, a foreign ministry spokesperson said on Wednesday.

Wang Wenbin made the remarks at a daily press briefing when asked to comment on a recent virtual meeting between former Japanese Prime Minister Shinzo Abe and leader of the Taiwan region Tsai Ing-wen.

Taiwan is an inalienable part of the Chinese territory, Wang said, noting that China firmly opposes any form of official exchanges between Taiwan and countries that have diplomatic relations with China, and the region’s accession to any agreement or organization of an official nature. “This position is consistent and clear.”

“Some political forces in Japan openly collude with ‘Taiwan independence’ forces and point fingers at the Taiwan question. The Chinese side has expressed firm opposition and strong dissatisfaction, and lodged solemn representations with the Japanese side,” he said.

The Taiwan question and the Ukraine issue are different in nature and are not at all comparable, Wang said, noting that Taiwan falls under China’s internal affairs and has nothing to do with Japan.

Japan colonized Taiwan for half a century and committed countless crimes, Wang said. China solemnly urges the Japanese side and certain politicians to reflect deeply on history, earnestly abide by the commitments made thus far and the principles stipulated in the four political documents between China and Japan, act prudently on the Taiwan question, and cease provocations.

Wang said that since the beginning of the Ukraine crisis, Taiwan’s Democratic Progressive Party authority has taken the opportunity to manipulate the topic, mislead the public and embolden “Taiwan independence” forces — and all of this is in vain.

“No matter what tricks the DPP authority tries to play, it cannot change the fact that Taiwan is a part of China, it cannot stop the overarching trend of Taiwan’s return to the motherland, and it cannot stop the eventual collapse of ‘Taiwan independence’ forces,” the spokesperson said.

Human Milk Bank opens in Hà Nội

HÀ NỘI — The National Pediatrics Hospital officially opened its Human Milk Bank on March 22 with the support of the Ministry of Health and the Government of Ireland, Alive & Thrive and Newborns Vietnam.

This is the first Human Milk Bank in Hà Nội, which will provide donated breast milk for more than a thousand at-risk babies treated at the National Pediatrics Hospital, who are temporarily unable to access their own mothers’ milk.

The bank plans to expand its scope of operations in the near future, providing sufficient human donor milk for neighbouring hospitals in the Red River Delta.

“Pasteurised and screened human donor milk is a life-saving medicine that increases vulnerable infants’ chance of survival and good health,” said Associate Professor Trần Minh Điển, Director of the National Pediatrics Hospital, at the opening ceremony.

“Studies show that for vulnerable infants, in comparison to commercial milk formula, pasteurised human donor milk can reduce the possibility of infections during the first 28 days of the neonatal period by 19 per cent, decrease hospitalisations by 15 days, and shorten the intravenous feeding time by 10 days.”

Dr Đinh Anh Tuấn, Deputy Director, Department of Maternal and Child Health, said: “Precautions and testing ensure the safety of vulnerable babies who use donated milk. Mothers need to pass a blood test and other requirements to become human milk donors, while their raw collected breast milk will be microbiologically tested before and after pasteurisation.”

Since October 2021, the Human Milk Bank has received over 600 litres of donated human milk from 38 mothers whose infants were undergoing treatment at the hospital.

Dr Lê Thị Hà, Director of Neonatal Care Center at the National Pediatrics Hospital, said that pasteurised human milk had been provided to 280 babies, including 62 babies affected by COVID-19, either infected themselves or with mothers with COVID-19 too severe to breastfeed.

“While taking care of my preterm baby at the National Pediatrics Hospital, I saw many other babies in the intensive care unit having digestive and respiratory problems and missing out on their mothers’ milk nutrients,” said Khánh Ly, a human milk donor.

“After seeing the other infants struggling, I wanted to share my breast milk, and I am thankful for the opportunity to support other families in raising their children.”

Ly’s baby is now seven months old, and she continues to donate her surplus breast milk.

The Human Milk Bank at the National Pediatrics Hospital is among seven Human Milk Banks and satellite Human Milk Banks currently in operation in Việt Nam.

Seán Farrell, Development Specialist at the Embassy of Ireland in Việt Nam, said: “Ireland is proud to contribute to the Human Milk Bank network in Việt Nam. Human Milk Banks nourish the group that is furthest behind – vulnerable babies, including those born prematurely, underweight, or infected with COVID-19.

Prak Sokhonn, special envoy of current ASEAN Chair on Myanmar and Deputy Prime Minister and Minister for Foreign Affairs and International Cooperation of Cambodia and ASEAN Secretary-General Dato Lim Jock Hoi arrived in Myanmar on March 21.

The delegation led by the ASEAN Special Envoy to Myanmar was received by the Chairman of the State Administration Council (SAC) and Prime Minister Senior General Min Aung Hlaing at the Diplomatic Lounge of the Office of the Chairman of the State Administration Council in Nay Pyi Taw.

Both sides cordially discussed Myanmar’s pursuance of the path to multi-party democracy and the SAC’s assumption of State duties in accord with the constitution (2008) approved after national referendum following vote rigging in the 2020 multi-party democracy general election, the occurrence of riots, violence, unreasonable killings, destruction to State-owned buildings and schools and bomb attacks through protests that emerged due to different political ideologies, the SAC’s measures for the protection and security of the lives and property of the people, announced the information team.

Moreover both side discussed on the implementation of the five-point ASEAN consensus, measures to ensure that the people of Myanmar access humanitarian assistance, matters related to the strengthening of Cooperation with ASEAN, and achieving of progress in meetings and discussions as the current visit is the first and foremost, it said.   

Also present at the meeting together with the Senior General were SAC Joint Secretary Lt-Gen Ye Win Oo, Union Ministers U Wunna Maung Lwin and U Ko Ko Hlaing, deputy ministers and officials. The Special Envoy was accompanied by Minister of Industry, Science, Technology and Innovation H.E. Kitti Setta Pandita Cham Prasidh, ASEAN Secretary General H.E. Dato Lim Jock Hoi, deputy ministers, Cambodian Ambassador to Myanmar H.E. Mr. Chhouk Bunna and officials, it said.
