The central banks of Thailand and Laos on Monday signed a memorandum of understanding on banking supervision.

Veerathai Santiprabhob, governor of the Bank of Thailand, and Sonexay Sitphaxay, governor of the Bank of the Lao PDR, put their names to the document.

The MoU serves as a solid foundation for effective cooperation in the supervision of banking organisations operating in both countries, in accordance with the principles set out in the Basel Core Principles for Effective Banking Supervision, they said.

It sets out in greater detail the process that the two authorities will follow to foster greater cooperation in the areas of information-sharing, on-site examinations, supervisory colleges, and crisis management.

Currently, there are seven Thai commercial banks operating in Laos, one as a subsidiary bank and the other six as foreign bank branches, with eight branches in total.

There is one representative office of a Lao bank operating in the Kingdom.

The export of lifestyle products from Thailand this year is expected to grow 3 per cent from the value of almost Bt400 billion last year, according to the Export Promotion Department’s forecast.

However, the growth this year will be lower than for last year’s 6.6 per cent as the global economy is slowing down, said the department’s director-general, Banjongjitt Angsusingh.

She added that lifestyle products are one of the country’s key categories of exports, accounting for 4.8 per cent of total exports. Exports within this product category, which includes travel kits, leather goods, toys, stationary items and kitchenware, have enjoyed continued expansion.

Their key markets are the US, Japan and China.

The country’s export value of lifestyle products in the first four months of this year was US$3.9 billion (Bt120.3 billion), down 0.67 per cent year on year. The US-China trade war has had a positive impact on Thai exports of lifestyle and fashion products as sales to the US were boosted.

The Kingdom’s exports of lifestyle products, such as clothes, gloves, travel kits and furniture, to the US rose 12 per cent in the period.

The department will hold the STYLE Bangkok fair this year during October 17-21 at Bitec Convention Centre. The fair is among the leading lifestyle products events in Asia and features both local and international products.

The highlights of the fair are expected to include “eco” products, “eco-friendly” raw materials, as well as products some believe bring luck and prosperity to life. The event will target 50,000 visitors from 70 countries and is expected to ring up sails of at least Bt2 billion.

Asset bubble near despite stock rally

All major economies of the world appear to be pursuing a weak currency policy, according to DBS Bank research report issued last week. As inflation disappoints on the downside, a weaker currency should reduce deflation risks, but only in theory.

Strong doses of zero rates and quantitative easing have not managed to create sustained inflation in Japan, EU or the US, although the exchange rates have moved about considerably. The notion that growth can be boosted through competitive devaluation is outdated as per DBS Bank view.

The recent global stock markets rally seems to be against their fundamental. There are hopes for excessive interest rate cut this year and a positive development in China-US trade tensions. Cheap money will drive up asset prices as it has done so during the massive expansions of major central banks balance sheets in the aftermath of the crisis. Lastly, the US Federal Reserve under Jerome Powell seems to follow than lead the market. Asset bubble is near. -Thanawat Patchimkul, Head of Research, DBS Vickers Securities (Thailand)

Investors hedge against global uncertainties

Trinity Securities has lifted the SET Index’s trading frame to 1,650-1,750 points from PE expansion in light of the global interest rate downtrend. The SET Index is targeted at 1,750 points in the third quarter of this year, given the forward PE of 15 times (bull case). Next year’s market EPS is estimated at Bt117.

We follow the geopolitical risks between United States and Iran. It is the short-term positive sentiment to oil stocks, we suggest let profit run. PTTEP still has upside risks to its price from the July 1-2 meeting between Opec and non-Opec countries which is expected to come out with a decision to extend the crude production capacity reduction by 1.2 million barrels until the end of this year.

Based on this, investors buy gold as global interest rate declines, rise in global financial liquidity which is about to excess again, demand from central banks around the world and lower risks to EM crisis which lessens pressure to sell gold – a good hedge against uncertainties such as the trade war, tension between the US and Iran and Brexit. We prefer at least 10 per cent of gold in investment portfolio. – Research Department, Trinity Securities

Thai exports fall 5.8% in May

Thai exports in May 2019 declined 5.8 per cent with the value to be Bt648 billion (US$21 billion), the Commerce Ministry reported on Friday.

The contraction is largely influenced by global factors including ongoing trade tensions between US and China and tighter global financial conditions, and specific factors of each country and region such as, political uncertainty in the EU.

However, the effects on Thai exports are relatively less than those on other Asian countries. Thai exports still performed sturdily in main markets namely US and India and expanded in rising markets such as Canada, Russia and CIS.

In addition, Thai exports registered continual growth in agricultural products, especially food, and witnessed market diversification in China, Asean, US, Taiwan and Hong Kong.

Prominent growth products are fresh, frozen and processed fruits and vegetables, fresh, frozen and processed chicken, and beverages – which mostly are products that generate income for farmers and SMEs and help support Thai local economy.

Major important industrial products that are expanding are motorcycles and components, radio, telegraph, telephone and television, watches and components that has seen a continuous expansion since the end of last year.

For the first five months of 2019, Thai exports declined 2.7 per cent.

Amidst challenging trade situation, tailoring marketing strategies to specific markets, promoting potential new products and enhancing trade cooperation in the region will help expand export opportunities in many markets and products.

Supporting Factors for Thailand exports in May 2019 are positive brand image, proactive export strategies customised to specific area, opportunity from being alternative suppliers for products under trade war, and upward trend of global oil prices.

However, Challenging External Factors for Thailand exports in 2019 are unresolved trade disputes between US and China, exchange rate volatility, trade policy uncertainty and new FTAs which will enter into force this year. These might affect Thailand’s trade competitiveness.

Export Markets

Thai Exports to most markets still contracted owing to global trade slowdown and unsettled disputes between US and China. These ongoing situations form tension and uncertain trade environment which conceivably weaken Thai exports and global economy including Thai trading partners.

However, Thai exports grew in US, Brunei and India as a result of market diversification. Meanwhile, exports to main markets declined 1.2 per cent. While exports to Japan contracted by 4.4 per cent and exports to the EU contracted 8.6 per cent, exports to the US still increased at 7.8 per cent. High potential market contracted by 7.0 per cent as a result of exports to Asean-5, CLMV and China which declined by 14.3, 4.7 and 7.2 per cent, respectively.

However, exports to India and South Korea continued to expand at 4.4 and 4.7 per cent, respectively. For the second tier market, exports decreased 7.2 per cent. Exports to Australia, the Middle East and Latin America shrank by 17.0, 6.1 and 1.8 per cent, whereas those to CIS and Canada began to expand at 6.6 per cent and 11.0 per cent.

Ministry of Commerce prepare and propel the export strategies for 2019 by driving trade in parallel with investment and services policies. These include customised strategies by areas, expanding export opportunities in strong markets, namely the US, India and CLMV countries as well as opening up new markets that have seen signs of continuous growth such as Russia and Canada.

In addition, MOC focuses on products with high growth and potential to substitute products under trade war such as agricultural products, fisheries and food (fresh and processed), chicken.

The Ministry also promotes rising-star products such as motorcycles and parts, watches and components, beverages, cosmetics and skincare products by utilising their good reputation and high-quality standards. In this time of exchange rate fluctuation, exporters should manage risks and make long term contract to secure transactions and minimise trade-war induced uncertainty.

Digital projects spur rush for investment sweeteners

Economy June 21, 2019 01:00

By   THE NATION

THE country’s digital industry is making rapid gains, with companies behind 46 projects worth Bt4.35 billion requesting investment promotional privileges in the first quarter of this year, the Board of Investment (BOI) said.

BOI deputy secretary-general Narit Therdsteerasukdi said that number of applications for the digital projects in the quarter jumped 108 per cent from the same period of last year.

Despite the high number, the projects for which the applications have been made amount to relatively small investments for each one, he said. These projects will help strengthen the foundations for the envisaged upgrade in Thailand’s industrial capacity.

From 2015 to 2018, the year the new national strategy was launched, applications for privileges came in for 846 projects valued at Bt26.53 billion. Most of these ventures involve software development, digital content and electronic platform services.

“The number of applications for investment promotions has been sharply increasing. Investment has been made to develop complex software with higher value-added capacity such as embedded software, Big Data, data analytics and for cyber security,” Narit said.

Recently, the BOI approved a Bt117-million cyber-security project of RV Connex Co Ltd in Pathumthani province. This project will help strengthen the base and ecosystem of the digital industry, particularly in cyber security, in an attempt to prevent cyber threats in the country and from abroad.

In a visit to Ministry of Industry yesterday, Deputy Prime Minister Somkid Jatusripitak ordered the ministry’s officials to accelerate plans to drive agri-industry as its first priority. The Department of Industry Promotion will need to cooperate with the Bank for Agriculture and Agricultural Products to work in communities and help the development of processed agricultural products with added value.

The ministry has joined he Federation of Thai Industries and other institutions under the Industry Ministry in persuading the private sector to boost production efficiency by machinery upgrades and a shift to digital production.

Regarding specific projects, Cyberport Thailand must be accelerated by the ministry and Innospec (Thailand) to connect the Eastern Economic Corridor with Hong Kong, which could bring new industries such as financial technology to Thailand. The Industrial Estate Authority of Thailand is seeking suitable locations for the project.

Somkid also asked the ministry to promote industrial estates in new areas nationwide by focusing on producing and processing local raw materials products under linkages with research and education institutions. SME Development Bank must take special care of the smaller small and medium-sized enterprises (SMEs), given their sensitivity to economic and political uncertainties.

“The Ministry of Industry must adjust itself clearly on how to be proactive, particularly in the agricultural industry for budgets and the workforce. Institutions under the ministry must seek the ways to join in with these efforts,” Somkid said.

Phongcharn Samphaongern, acting president of SME Bank, said that in regard to an Bt8 billion soft loan for SMEs that was approved in the 2018 fiscal year, the bank has proposed that the government to increase the scale to Bt10 billion to aid those SMEs needing working capital.

So far this year, the bank has extended about Bt18 billion in loans on expectations to lend Bt20 billion in the first half of this year.

The bank’s target for loan extension is Bt57 billion for the whole of 2019, up about Bt20 billion from a year before. The loans are aimed at helping SMEs to cope with economic uncertainties.

Fed pushes baht to 6-year high

Economy June 21, 2019 01:00

By The Nation

THE baht has hit a six-year high, propelled to 31.05 to the US dollar yesterday after the US Federal Reserve signalled possible interest rates cuts of as much as half a percentage point over the rest of this year.

The Fed’s flagging of monetary easing comes in response to increased economic uncertainty and a drop in inflation expectations. That was enough to push the baht to its highest since October 2013.

At a meeting on Wednesday, the Fed kept interest rates on hold in a 2.25-2.5 per cent target range, amid the US economic uncertainties and the trade tensions with China.

The president of the St Louis Fed, James Bullard, voted against his colleagues by seeking a 25 basis point cut in the benchmark interest rate.

Bank of Thailand or BOT’s assistant governor financial markets operation group Vachira Arromdee said that BOT has monitor baht strong within two weeks that is following the both internal and external factor that impact to baht currency strong when compare with others currency in this regional.

However, if baht still strong higher than others currency by did not relate with the country’s economy based and may be impact with the real economy and the country’s industry, the BOT will restrict with all of financial transaction that has signed to use Thailand to be short-term money supply to speculate on the baht, she said.

However, BOT warning private sector to manage their financial risk that will impact from external factor that may be impact with the country’s currency, she said.

“In this time is the best time for private and publics sector pay back their loan or their expansion such as invest to buy machinery or investment in term of foreign currency that will benefit for the business when baht strong,” Vachira said.

Jitipol Puksamatanan, chief markets strategist at Krungthai Bank, said it was noteworthy that one Fed member voted for a rate cut, with seven of the Fed’s 17 policymakers foreseeing the rates cuts amounting to 50 basis points this year.

The Fed also introduced some new phrasing in its announcement, describing the economy moving to moderate economic growth from solid growth, while inflation still held below 2 per cent. It added the word “uncertainties” and dropped “patient” from its statement, suggesting the Fed’s main attention is with the economic uncertainties.

US stocks rose after the statement, with the S&P500 Index edging up 0.3 per cent. The yield on 10-year US bonds fell 3.3 basis points to 2.03 per cent. The US dollar depreciated against all assets – from the major currencies to crude oil and gold.

Risk appetite growing

The baht is believed to have gained support from capital markets, which are open to more risks and the prospects coming from a clearly easing US monetary policy.

Major risks to US dollar’s continued depreciation are the trade negotiations and the US economic slowdown as a result of the political uncertainty. The Thai currency is forecast to stay in a range of 31.15 to 31.25 to the US dollar.

The Stock Exchange of Thailand Index yesterday continued its rise after surpassing 1,700 points on trade value of Bt107.56 billion on Wednesday. It ended yesterday at 1,717.82 points, up 11.84 points – or 0.69 per cent – from Wednesday’s close. The trading value was Bt75.52 billion. Foreign, institutional, and proprietary investors made net purchases of Bt4.48 billion, Bt1.49 billion, and Bt367.09 million, respectively.

On the domestic economic front, Thanavath Phonvichai, director of the University of the Thai Chamber of Commerce, said that the TCC Confidence Index in May fell to 47.4 from 47.8 in the previous month.

The index is compiled from a survey of chairmen and directors of chambers of commerce nationwide from May 29 to June 5.

The National Economic and Social Development Council’s announcement of a drop of in economic growth for the first quarter of this year – to 2.8 per cent from 3.6 per cent in the same period of last year – was cited for a decline in the confidence levels.

Other negatives that eroded confidence included a year-on-year drop of 2.57 per cent in exports for April, the SET Index’s 53.3 point slump, concerns over the escalating US-China trade war, Thailand’s rising cost of living and the high prices of products and services. Also cited was the imbalance between people’s incomes and their costs of living.

However, some factors give cause for optimism, such as the Monetary Policy Committee’s recent decision to hold the policy rate steady at 1.75 per cent, along with the slight baht appreciation to 31.796 per US dollar at the end of May from 31.86 at the end of this April.

Also helping is an improved outlook for tourism, higher agricultural production to meet increased market demand, and the government’s measures to enhance farmers’ efficiency.

Business operators have urged the government to ease the high living costs for ordinary people as part of efforts to reduce income inequality, while stimulating public investment.

Advances in the country’s transport system should be pushed to increase connectivity and help spur economic expansion. More efforts are also being sought to promote new export markets for agricultural products amid the US-China trade war. Tourism destinations in smaller communities should be promoted, alongside support for greater marketing opportunities for the products under the One Tambon, One Product scheme, business leaders say.

Market is expecting too much from the Fed

Economy June 20, 2019 01:00

By SPECIAL TO THE NATION

ALMOST everyone is convinced that the US Fed is going to cut interest rates at some point this year. So the question is not whether – or not – the Fed will cut but by how much.

The Fed funds futures market is expecting a full percentage point cut spread out over two cuts in 2019, and two more cuts in 2020. The aggressive rate cut expectation is based on the idea that the Fed will pre-emptively ease policy to provide an “insurance” against a slowing economy amid a period of rising uncertainty – such as the renewed trade war with China.

The 1995-1996 mid-cycle rate cut is frequently cited as a historical precedent for the insurance rate cut. During the period, the Fed cut interest rates three times from 6 per cent to 5.25 per cent, and successfully brought the GDP annual growth rate back up to above 4 per cent from around 2 per cent in 1995.

At this point in time, however, the Fed has much more limited scope to cut rates. For one thing, the interest rate was much higher in 1995. At the onset of 1995, the Fed raised the interest rate to 6 per cent while US core inflation was just 3 per cent, leaving the real interest rate – the gap between interest rate and inflation – at 3 per cent, which was unusually high.

Now, the Fed funds rate is 2.4 per cent while core inflation is around 2 per cent. Cutting the interest rate more than twice would bring the real fed funds rate back into negative territory, something the Fed will likely avoid absent the threat of recession.

To make matters worse, the stock market has recently been pricing in the most favourable outcome from the Fed. Driven by rate-cut hopes, the S&P500 price-to-earnings ratio has risen by 20 per cent since the December trough despite the escalation in trade tension between the US and China. For comparison, the index P/E ratio jumped 22 per cent during the 1995-1996 rate cut period.

In short, the stock market is expecting too much that the Fed is unlikely to deliver. Economic momentum is slowing but not to the point where aggressive rate cuts are called for. The “insurance” rate cut, while perfectly possible, is unlikely to match the market’s expectations, which could leave room for a big disappointment and a sizeable retreat in stock price.

Thais keen on switch to healthier diet

Economy June 20, 2019 01:00

By THE NATION

ALMOST ALL consumers in Thailand (99 per cent) are interested in improving their diets and a majority (82 per cent) are happy for products to be reformulated, provided that taste is not compromised, according to a new report by Food Industry Asia (FIA) and research firm IGD.

The first of its kind in Thailand, the report titled ‘Healthier Product Reformulation in Thailand’ surveyed both consumers and food and beverage (F&B) businesses to better understand industry efforts on delivering improved nutrition through reformulation, as well as consumer behaviours and perceptions of products that have been tweaked to become healthier.

Thailand is facing a double burden of malnutrition, leading to a rise in obesity and non-communicable diseases (NCDs) such as diabetes and heart diseases, now the top cause of death among Thais. In light of this, the Thai government and food industry have been actively working to improve the health of its population with efforts ranging from the clear display of nutrition information to physical activity action plans. However, the report also highlighted that reformulation can provide significant support in this area without relying on the change of consumer behaviours.

Matthew Kovac, Executive Director, FIA, said, “Thai food companies have been supporting the national health agenda through greater product innovation – 88 per cent of companies surveyed have embarked on reformulation to improve the nutritional value of their products and five per cent have already completed their plans, thus bringing about positive changes to the landscape in Thailand.”

The industry’s efforts are in sync with consumers’ perception of and receptiveness towards reformulated products as eight in 10 agree that companies should be actively working on this. However, consumers remain unwilling to compromise on taste for health benefits, with 82 per cent of respondents indicating that they are willing to accept reformulated products if companies can retain the existing flavour profile.

As a result of the increased demand for healthier products, there is strong commercial incentive for companies to invest in reformulation. However, the report also found that more can be done in conjunction with the government as 82 per cent of companies felt that greater fiscal incentives would help to encourage research and development (R&D) activities.

“In order for us to accelerate the industry’s efforts, multi-stakeholder collaborations will be crucial in driving greater R&D activities for new product development and reformulation,” Kovac added.

Susan Barratt, IGD’s chief executive, said: “At IGD, we work closely with industry players to help them meet the needs of the public through our research and best practice. The results of our recent joint study with FIA highlight the importance of health to Thai consumers, who are calling on companies to play a part through their reformulation efforts.

“We believe there is a substantial opportunity to enhance healthier product development and address key challenges facing the industry. The research provides insights into how the industry and government can work together to achieve this, and I look forward to seeing how they can inspire change among consumers.”

The report also found that consumers are paying greater attention to the quality and taste of products: 94 per cent of respondents indicated that the quality of products was important when selecting food and beverages, while 80 per cent felt that taste was crucial. The clear display of nutritional information on packaging (83 per cent) was also featured as one of the top three drivers of product choice.

The industry’s reformulation agenda has shifted: While F&B companies previously focused on the removal of trans-fats and reduction of calories, current efforts are now geared toward salt and cholesterol reduction, removal of artificial colours/flavours/preservatives followed by the addition of fibre, vitamins and minerals.

While the challenges for different nutrients may vary, maintaining the taste profile of products and budget limitations emerged as the top concerns for businesses. Consumer acceptability was also identified as a key challenge for the industry.

NBTC lands Bt56 bn in spectrum sale

Economy June 20, 2019 01:00

By SIRIVISH TOOMGUM
THE NATION

THE National Broadcasting and Telecommunications Commission (NBTC) will gain Bt56.444 billion from the sale yesterday of three slots of the 700MHz spectrum to three telecom operators.

Some Bt36 billion of that amount, which includes value-added tax, will be put to use under the NBTC’s plan to ease the financial burden of the holders of digital TV broadcasting licences. The remainder will be sent to the state coffers.

The three buyers – subsidiaries of Advanced Info Service (AIS), Total Access Communication (DTAC) and True Corp – picked up each of the 700MHz slots when the watchdog put them on sale yesterday.

Buying the 700MHz slots means they all now meet the junta’s condition that the purchases entitle them to the right to pay the upfront instalments of their existing 900MHz licences over a longer period than under the originally set four instalments.

The 700MHz licences are valid from October 1 next year or otherwise rescheduled by the NBTC. No matter which date applies, the operators must make their first instalments 15 days beforehand.

The NBTC wants these operators to provide 5G services on the 700MHz spectrum. As none of them selected the same 700MHz slot yesterday, there was no need for them to draw lots for targeted slots.

True subsidiary TrueMove H Universal Communication (TUC) yesterday selected the pair of 703-713MHz and 758-768MHz.

DTAC subsidiary dtac TriNet chose the pair of 713-723MHz and 768-778MHz.

AIS subsidiary Advanced Wireless Network (AWN) selected the pair of 723-733MHz and 778-788MHz.

The NBTC sold three slots at the 700MHz spectrum at Bt17.584 billion each. Each slot features a 2x10MHz bandwidth. The licence term will be 15 years and payments for the licence are divided into 10 instalments.

DTAC chief executive officer Alexandra Reich said yesterday that this low-band spectrum would further enhance DTAC’s service offerings as it is committed to the continual improvement of its network quality.

Alexandra Reich

DTAC believes that this investment will provide significant benefits as the 700 MHz spectrum can be used for 5G.

In a DTAC press release yesterday, Reich said that the 700 MHz spectrum will boost the company’s network coverage nationwide, resulting in an improved mobile internet experience in remote areas in addition to higher capacity for urban users.

She stressed that despite the possibility of using 700 MHz for 5G services, the NBTC has yet to develop a clear 5G spectrum roadmap for both high- and low-band spectrum.

“Thailand is moving towards a full digital society, in which the readiness of 5G is a key element,” Reich said. “Therefore, a clear spectrum roadmap is critical to the industry because it helps us create effective long-term investment plans to build infrastructure that can help boost the country’s economy.”

AIS chief executive officer Somchai Lertsutiwong said yesterday that AIS had considered carefully its needs for current and future spectrum use before making the final decision to buy the slot.

He added that the acquisition of 700MHz spectrum license marked an important execution in preparation for 5G technology, which was to take place in the next 2-3 years. Meanwhile, the readiness of 700MHz-compatible network equipment, customer devices as well as 5G use cases will become more prevalent during those periods. It is expected that 5G commercial services will involve Virtual Reality and Augmented Reality in entertainment and gaming, Internet of Things (IoT), and Fixed Wireless Access (FWA) service as well as Private Network for Enterprises, all of which are to become potential new revenue streams for telecommunication industry.

AIS CEO Somchai, left, with NBTC secretary-general Takorn Tantasith, centre

Currently, the digital TV broadcasters use part of the 700MHz spectrum to air TV programmes.

NBTC secretary- general Takorn Tantasith said that he had urged the digital TV broadcasting network providers to finish adjusting the 700MHz band to allow these three telecom operators to share the spectrum use on the same 700MHz band. He added that they should finish the adjustment by July next year.

True vice chairman of the executive committee Vichaow Rakphongphairoj, right

The NBTC’s sale of the 700MHz slots is related to the junta’s recent launch of relief measures to ease the financial burden of AWN, TUC, and dtac TriNet, as well as the digital TV broadcasters.

Under the relief measures, the NBTC will split the total upfront licence fee for the 900MHz spectrum of these three licence holders into total 10 instalments, giving them more time to make payments from the current four instalments.

However, the junta’s relief measures include a condition that makes it mandatory for any 900MHz licence holder taking up the relief measures to purchase a 700MHz spectrum slot.

If they decline to buy the slots, they will lose the longer instalment plan and would have to pay as per the original payment schedule.

Under the original schedule, AWN and TUC are scheduled to pay hefty final instalments of Bt59.574 billion and Bt60.218 billion, respectively, for their 900MHz licences next year.

DTAC TriNet is due to pay its Bt30.024 billion final instalment for the 900MHz band in 2022.

CLMV TIPPED TO MAINTAIN HEADY ECONOMIC GROWTH

The Economic Intelligence Centre (EIC) reported that the CLMV economy will maintain its high growth of around 6-7 per cent in 2019. Amid rising global uncertainties, especially a trade war, international demand to CLMV still supports growth in exports, FDI, and tourism. Exports from the CLMV grouping – comprising Cambodia, Laos, Myanmar and Vietnam – recorded a 5 per cent year on year growth in the first two months of 2019, particularly to the countries with trade privileges and bilateral deals. Meanwhile, CLMV governments have prioritised their spending to improve business environment via infrastructure investment and new industry development.

Rapid economic growth during the past years also leads to an expanding middle class which helps support domestic consumption.

Nonetheless, key risks ahead to CLMV economy are China’s economic slowdown, prolonged current account deficits, and country-specific uncertainties, notably a loss of Europen Union trade privileges in Cambodia.
