Asean finance ministers have agreed to open banking and securities sectors on a voluntary basis.

An agreement was signed on Friday at the Asean Finance Ministers’ and Central Bank Governors’ Meeting in Chiang Rai, north of Thailand.

The signing of the 8th Protocol marks the occasion where all Asean member states adopt the commitment resulting from the 8th round of negotiation, said the Asean statement issued on Friday .

Under the agreement, multiple countries have bilaterally agreed on “Qualified Asean Banks” or OABs.

The agreement adds flexibility to the establishment of Asean banks in Asean member states.

Progress has also been made in non-life insurance, including marine, aviation, and transit or MAT insurance.

Restriction in the securities sector have also been further removed as Thailand agreed to allow foreign investors to hold up to 100 per cent of stakes in asset management business, mutual fund management, private fund management, security brokerage for investment unit, dealing in securities, investment advisory and venture capital.

Assistant governor of the Bank of Thailand, Alisara Mahasandana, said that Thailand has been negotiating with Indonesia, Myanmar and Philippines on banking liberalisation.

With growing Chinese influence in the Asean region through the Belt and Road Initiative, the United States is eyeing opportunities to finance development projects in Asean as part of their Indo Pacific Strategy.

To do so, the US Government will be looking to finance infrastructure, energy, digital development and telecommunication projects in Asean through the Overseas Private Investment Corporation (OPIC).

OPIC offers debt financing, political risk insurance and private equity funds to firms that are looking to invest abroad. In 2018, OPIC set aside US$4 billion (Bt128 billion) to fund projects in the Asean region, from its total US$29 billion budget for exposure capital, said Eric Jones, Chief of Staff at OPIC earlier today during a press meeting at the US Embassy.

Despite some level of uncertainty arising from the Thai election, the US Government, along with US firms, look forward to working alongside with the new post-election government on US investments in the Kingdom, Jones stated.

The US welcomes infrastructure developments, including China’s Belt and Road Initiative (BRI), said Joseph H. Felter, Deputy Assistant Secretary of Defence for South and Southeast Asia.

However, there is cause for concern over China’s flagship international infrastructure development project, which has led to debt traps in various developing countries, he cautioned.

The US hopes that in going forward, further infrastructure investment resulting from the BRI would be fairer towards the host country, Felter said.

Southeast Asian governments, the Asian Development Bank (ADB), and major development financiers have launched a new $1 billion (Bt32 billion) initiative to spur green infrastructure investments across Southeast Asia.

The launch ceremony was witnessed by Thailand’s Minister of Finance  Apisak Tantivorawong and ADB President Takehiko Nakao. Senior officials from the Association of Southeast Asian Nations (Asean) and private sector partners joined the ceremony, according to an ADB press statement issued on Thursday at Asean Finance Ministers’ Meeting in Chiang Rai, north of Thailand.

ADB previously warned that if climate change was not addressed it could reduce the region’s gross domestic product by 11 per cent by the end of the century.

Meanwhile, Hong Kong and Shanghai Banking Corporation (HSBC) on Friday suggested Asean should attract private financing for sustainablility linked infrastructure development in Asean.

The HSBC called for an annual “Doing Sustainable Infrastructure Report”  saying that to date, there is no single, standardised, validated and dedicated report that governments, international organisations, development banks and the private sector can rely on to evaluate progress and identify opportunities for further improvement in the Asean region.

Governors of the central banks of four Southeast Asian nations signed letters of intent on Friday outlining a framework for local-currency settlements.

Governors of the central banks of four Southeast Asian nations signed letters of intent on Friday outlining a framework for local-currency settlements.

At the Asean Finance Ministers and Central Bank Governors Meeting in Chiang Rai on Friday, Benjamin Diokno of Bangko Sentral ng Pilipinas signed separate letters with Perry Warjiyo of Bank Indonesia, Nor Shamsiah Yunus of Bank Negara Malaysia and Veerathai Santiprabhob of the Bank of Thailand.

The letters formalise the banks’ shared interest in the potential establishment of local currency-settlement frameworks between the banks’ respective countries.

Indonesia and Thailand agreed to begin exploring the possibility of expanding the scope of their existing framework, according to a joint statement.

The use of local currencies in settlement of trade and other matters is seen as reducing transaction costs and foreign-exchange risks, particularly amid current volatility in advanced economies.

Moreover, the wider use of local currencies enhances economic and financial integration in Southeast Asia and spurs development of the foreign exchange and financial markets.

“Progress towards greater financial integration in the region is a welcome development as we witness the expansion of similar arrangements that were launched in 2017, namely the Memoranda of Understanding concluded between Bank Indonesia and Bank Negara Malaysia and between Bank Indonesia and Bank of Thailand,” according to the statement.

The Bank of Thailand and the Bank of Laos PDR have signed a memorandum of understanding (MOU) on cooperation in the areas of financial innovation and payments systems in Chiang Rai yesterday after the meeting of the 5th Asean Finance Ministers’ and Central Governors’ Meeting and related meetings in Chiang Rai yesterday.

Veerathai Santiprabhob, governor of the Bank of Thailand (BOT), and Sonexay Sitphaxay, governor of the Bank of Lao PDR, signed the MOU that aims to enhance the collaboration on financial innovation and payment services to promote more efficient and secured domestic and cross-border payment transactions, as well as to promote the usage of local currencies. The two central banks are working together to develop interoperable QR Code for payments and innovative real time remittance to facilitate cross-border retail payment services between Lao PDR and Thailand.

In this connection, their financial institutions have been collaborating to offer cross-border QR payment to enable easy and convenient payment for Laos and Thai tourists, as well as SMEs in both countries to receive payments in an efficient and convenient way. The progress is also achieved in the area of corporate funds transfer between two countries using blockchain technology, Veerathai said.

Narrowed focus for bank mergers

THE Secondary Mortgage Corporation (SMC) and the Government Housing Bank (GHB) will be merged under a plan to cut costs and boost efficiencies, but it has emerged that no other state-run lenders are in the frame to be combined.

While Finance Minister Apisak Tantivorawong said that a draft law would facilitate the merger of some specialised financial institutions, a source within the Finance Ministry said the proposed legislation was intended only for SMC and GHB.

The anonymous source from the Fiscal Policy Office (FPO) said that the draft law had no other targets beyond SMC and GHB and that officials had been mindful that employees of other state-run banks would be concerned for their jobs.

After a public hearing for the draft law, the plan could be disclosed, said the source, adding that the FPO and the policymakers have been discussing for some time a merger between SMC and GHB, as the lenders run relatively similar businesses.

SMC supports the secondary mortgage market with financial support from the state, while self-reliant GHB extends and manages mortgages.

“The merger plan will likely proceed with speed, but the draft law must come into force first. Each agency has been established by law. If they are merged, a new law must be launched,” the source said.

The Finance Ministry would oversee the merger.

Based on the merger plan, each company’s permanent employees would not be affected in terms of salaries, welfare and positions, while the jobs of temporary employees would be terminated, with compensation as stated in the law.

The FPO has drafted the law for a state-run bank merger that could lead to better management of liability-asset maturity mismatch; a public hearing on the legislation has been launched.

The Bank of Thailand has also permitted commercial banks to perform transactions similar to those of a state-run bank whose business is transferred. This means there will be state-run banks, as necessary, but they will not compete with the private sector, nor would they become a financial burden to the budget at any time in the future.

At the end of last year, SMC had total assets of Bt18.97 billion. Its capital adequacy ratio was 11.42 per cent.

GHB had total assets of Bt1.16 trillion at that time. Outstanding loans were Bt1.116 trillion. Total deposits were Bt943.38 billion. Its non-performing loans amounted to 46.495 billion, or 4.17 per cent of the total outstanding loans. Its capital adequacy ratio was 14.19 per cent, higher than the minimum 8.5 per cent as required by the central bank.

Services can make up for trade slump, Somkid says

THAILAND must focus on strengthening its services sector to reap the full benefits of the tourist industry amid weakening global trade, said Deputy Prime Minister Somkid Jatusripitak.

“We are currently in a transition period between the current government and the new post-election government,” he said yesterday at a press conference after meeting with the management team of the Commerce Ministry. “At this point, it is crucial that the Ministry of Commerce keeps up its efforts to boost both external and internal trade to maintain the level of business sentiment in the country.”

Global trade has not yet recovered and this has damaged Thai exports, he said. This means the Commerce Ministry must further strengthen local trade and promote Thai goods to tourists in secondary cities, Somkid said.

From January to February, exports contracted by 0.16 per cent year on year, according to the Commerce Ministry, which stated their value at Bt1.294 trillion. The Thai National Shippers’ Council (TNSC) expects exports in March shrank further, resulting in a likely first-quarter contraction of 1 per cent, according to TNSC chairman Ghanyapad Tantipipatpong.

“Some 40 million tourists visit Thailand each year, with the largest portion coming from China,” Somkid said. “Chinese tourists have advanced their consumption habits to use e-payment when shopping both in their home country and overseas.”

Somkid has instructed the Commerce Ministry’s Department of Internal Trade (DIT) to make sure that stores in key tourist areas accept e-payment methods used by Chinese tourists, such as Alipay.

“Thailand should also be looking to sell its goods in tourist areas abroad,” he said. “In other tourist cities around the world, the Commerce Ministry should launch projects to open ‘Thai stores’ that sell Thai goods and which support e-payment to boost exports of goods through tourism.”

Somkid also told the Commerce Ministry to closely monitor commodity prices in order to prevent unnecessary price hikes and prevent the price of agricultural goods from dropping further.

Inflation was 1.24 per cent higher in March than the same month last year. The upward trend has continued for five straight months, driven mainly by the rising prices of fresh produce and oil, the Commerce Ministry reported.

The price of food and non-alcoholic drinks rose 2.38 per cent year on year in March, with prices in the transport and communication sectors increasing 0.76 per cent. The ministry’s Trade Policy and Strategy Office forecast that inflation will be between 0.7 and 1.7 per cent in 2019.

“The Commerce Ministry must be strict and take a strong stand against unnecessary rises in prices and hold the responsible parties accountable,” Somkid said.

Political haze weighs on consumers as mood dips for first tine in 2019

CONSUMERS have turned gloomier, with a gauge of sentiment falling in March for the first time in three months – and concerns over the political outlook take a big share of the blame, a report finds.

The Consumer Confidence Index (CCI) last month came in at 80.6, its lowest for 2019.

Thanavath Phonvichai, a director of the University of the Thai Chamber of Commerce’s (UTCC) Centre for Economic and Business Forecasting, said people lacked confidence after the staging of the national election last, with the outcome not known until at least May.

Another factor, said Thanavath, was that the spending by political parties during the election campaign was less than expected, due partly to politicians thinking ahead to the possibility of the polls being re-run in some electorates.

The parties’ outlays had earlier been estimated in the range of Bt30-Bt50 billion.

A decision by the Monetary Policy Committee of the Bank of Thailand to cut its forecast for economic growth to 3.8 per cent was also cited for the drop in the index. Other forecasters have cut their estimates for economic growth to below 4 per cent. The UTCC predicts expansion will be just 3.5-3.8 per cent this year.

Over March and April, the severe air pollution in the North is expected to cause economic damages of about Bt10 billion. Tourists are expected to stay away and even cancel their tour programmes and hotel bookings for the Songkran holiday. The booked occupancy rate is about 70 per cent for the Songkran period, compared with 100 per cent during the high season just finished.

“The northern provinces extending from Chiang Mai, Chiang Rai, Nan and Mae Hong Son to Lampang and Lamphun are major tourism destinations where a number of both local and foreign tourists visit. However, the dust matter has prompted many of them cancel their travel plans or hotel rooms there and change their plans to other places,” said Thanavath, referring to extreme readings for fine particulates of under 2.5 micrograms.

The centre plans to cut its estimate for this year’s economic growth after May 9, as it is waiting for a clearer political situation to emerge after the long-awaited announcement by the Election Commission. Thais will then learn who have been elected to the parliament, the political party that will lead the new government, and the new government’s policies.

The new prime minister is expected to be declared in June and the new Cabinet would be formed over August and September at the latest. Policy implementation would begin after that, Thanavath said.

The centre forecasts that the economy will expand 3.3-3.5 per cent in the first half of this year and, if there is political stability, growth of 3.7-4 per cent may be achieved in the second half.

Vichai Viratkapan, acting director of the Real Estate Information Centre, said that in regard to a recent survey on the confidence of real estate developers in Bangkok and surrounding provinces (Nonthaburi, Pathum Thani, Samut Prakan, Samut Sakhon and Nakhon Pathom), the Current Situation Index in the first quarter of this year rose to 50.9, up from 50.4 in the previous quarter, on likely concerns over the impacts from the Bank of Thailand’s loan to value (LTV) measure.

The Expectations Index for the next six months was at 58.4 in the first quarter of this year, down from 60.5 in the previous quarter, reflecting developers’ positive view toward the real estate business with the likely economic expansion after the formation of the new government, he said.

Against the backdrop of political concerns, a group of renewable energy operators plans a filing to the Administrative Court for the Power Development Plan 2018 to be halted.

Britain’s troubled exit from the European Union has also pressured the Thai stock exchange, noted Krungsri Securities. The Stock Exchange of Thailand Index yesterday fell 4.84 points, or 0.29 per cent, to close at 1,644.22 points. Trading turnover was Bt34.53 billion.

SEC bans dealer over failed investments

Breaking News April 04, 2019 19:43

The Securities and Exchange Commission (SEC) has suspended the approval of Pat Chaimahawon as a capital market investment consultant and branch manager for two months because he did not comply with a client’s instructions.

He was accused of giving investment advice that implied guaranteed returns without supporting information or documents.

At the time of the alleged misconduct, he was working for Kasikorn Securities Plc.

Following the client’s complaint after block trading single stock futures, the SEC’s further investigation revealed that during October 2017 Pat failed to comply with the client’s instruction to cut loss when the client’s derivatives trading account hit a Bt1 million loss.

As a result of his negligence, the client’s account was closed and the client suffered losses, it was ruled.

Pat advised the client to wait for a quota of IPO shares to compensate for the loss incurred in the client’s derivatives trading account.

Pat’s behaviour was deemed a professional failure. His non-compliance with the client’s instructions and his guarantees of income contravened the Capital Market Supervisory Board.

Investors are advised to study information and risks when deciding to open a trading account for each product.

Opening a derivatives trading account for a block trade and investors should be made aware of the risks.

Veerathai Santiprabhob, governor of the Bank of Thailand (right), and Perry Warjiyo, governor of Bank Indonesia, have signed a deal on payment systems and financial innovation on Thursday in Chiang Rai.

The agreement aims to promote closer cooperation between the two central banks in digital innovation in payments and financial services, cross-border payments and supervision of payment systems. They said it would help advance bilateral financial development and integration, leading to sustainable economic growth in Indonesia and Thailand.

The signing took place at the 23rd Asean finance ministers’ conference in Chiang Rai, being held from April 2-5.
