ENERGY Minister Siri Jirapongphan has called for fresh discussions between energy policy planners and business representatives on the direction of the country’s new Power Development Plan (PDP).

Energy permanent-secretary Kulit Sombatsiri said the Committee on Energy Policy Administration (CEPA) had discussed the details of a proposed extension of the PDP to 2037 at a meeting chaired by Siri on Wednesday, before forwarding the plan to the National Energy Policy Council (NEPC) for discussion at a meeting on January 24.

At the Wednesday meeting, Siri asked the Energy Policy and Planning

Office to discuss the issues surrounding an extended PDP with the renewable energy group of the Federation of Thai Industries (FTI).

The CEPA also considered ways to extend contracts for power purchase from 25 cogeneration small power producers (cogen SPP) with power production capacity of over 1,000 megawatts. These ideas would be forwarded to the NEPC meeting.

The draft of the new PDP contains the earlier principles that had been welcomed by all sectors. The energy minister also asked the Energy Policy and Planning Office to hold discussions with the renewable energy group for a better understanding on the issues after a letter from the FTI letter expressed concerns over the new PDP’s power purchase arrangements, Kulit said.

An anonymous source from the Ministry of Energy said that at the meeting, the CEPA had not yet finalised a way to extend contracts with the cogen SPPs, although the principles had earlier been approved by NEPC. The CEPA has assigned the Energy Regulatory Commission to prepare more details for the NEPC meeting.

In regard to the much-publicised problem of airborne dust particles smaller than 2.5 microns (PM2.5), Kulit said that an announcement would be made for specifications on B20 biodiesel for service stations and the ministry will discuss with car makers their readiness for B20.

Chansin Treenuchagron, chief executive officer and president of PTT Plc, said that PTT is ready to join with the government in tackling particulates, adding that PTT Group plans to improve its refineries to the Euro 5 standard in its five-year plan (2019-2023) costing more than Bt500 billion.

In the next five years, PTT Group will focus on clean energy from bioethanol, biodiesel, solar cells, power and smart materials, he said.

A road show of the planned infrastructure at Wangchan Valley in the Eastern Economic Corridor of Innovation (EECi) for the Asean and national hub of science and technology is planned. The promotion will encourage investors to rent premises for research and development, with the road show to be held during the first and second quarters of this year.

According to PTT, the State Enterprise Policy Commission approved the appointments of PTT directors Nattachat Jarujinda and Kulit Sombatsiri, effective from January 16.

The PTT board, at a meeting yesterday, appointed Wuttikorn Stithit as vice president for natural gas wholesales marketing, replacing Noppadol Pinsupa, senior executive vice president for gas business unit, a PTT source said. The appointment will take effect from February 1.

Delaying elections ‘will hurt economy’

Experts also warn that instability after poll will keep away investors, affect local consumption and also pose an obstacle to export sector

Postponing the election and subsequent instability would discourage investment, hurt domestic consumption and hinder exports, experts warned yesterday.

At an event entitled “The Election and the Thai Economy”, held by the Economic Reporters Association, representatives from the capital market, retail sector and exporters’ representatives talked about how deferring the elections will have a harmful impact on the Thai economy.

Prime Minister Prayut Chan-o-cha on Wednesday hinted that the elections, tentatively scheduled for February 24, might have to be delayed as it would be overlapping preparations for the coronation ceremony of the King from May 4 to 6. It is likely that the election will be held on March 24, as suggested by the government’s legal team.

However, the very suggestion of a postponement of the election has had an adverse impact on investors’ confidence, Paiboon Nalin-thrangkurn, chairman of the Federation of Thai Capital Market Organisation (Fetco), said.

“Economic experts believe investment will be the key driver of economic growth in 2019. As the election will have a significant impact on investors’ sentiment, it is certain to also play a key role in the economy,” he continued.

Long-term investors are withholding investments, because uncertainty over the election as well as worries about post-election instability are discouraging them, the Fetco chairman claimed.

The index released by Fetco earlier this month indicates that investor confidence for the next three months will plunge by 5.25 per cent.

The adverse impact from a possssible delay of the national polls has also been reflected in the sluggish stock market, which is a common trend in the days leading up to a general election, he pointed out.

Furthermore, given the new electoral regulations, there is a high chance that the next government may end up being a collection of parties – without a majority in Parliament. Hence, investors are concerned whether a government without a strong majority will be able to swiftly push through new economic policies, and if this will lead to political conflicts, Paiboon said.

“Elections usually have a short-term positive impact on consumption, as the government usually pushes through new, generous economic policies to boost their popularity,” said Worawoot Ounjai, president of the Thai Retailers Association (TRA), citing the current government’s “Shop Chuay Chart” tax break as an example.

However, the rescheduling of the election has limited the positive impacts these policies have had on domestic consumption, he said.

“Another problem that has been suppressing domestic consumption is the high value-added tax [VAT] levied on retail goods,” he said.

Though Thailand remains one of the top four tourist destinations, travellers tend to spend little on retail goods due to the high prices and an inadequate VAT refund system. This is also why many Thais opt to buy products at duty-free stores or go shopping overseas, Worawoot explained.

Growth in the local retail sector has been slow compared to other Asean countries, which have averaged at 10 per cent versus Thailand’s 3 per cent in 2018, the TRA president said.

Also, he said, instability after the elections will further delay the much-needed reform in the retail sector, which in turn will hinder domestic consumption and damage the economy.

“In terms of exports, though it is more affected by external factors, such as the slowdown in the Chinese economy and the US-China trade war, there are several regulatory challenges that have been an obstacle for Thai exports,” said Ghanyapad Tantipipatpong, chair of the Thai National Shipper’s Council (TNSC). Exports contribute up to 70 per cent of Thailand’s gross domestic product.

“This government has been promising to remove certain regulations to help ease the process of doing business for Thai exporters, but we have yet to see any significant or concrete progress on this front,” she said.

The export sector’s prospects are dim this year due to the global situation, and are expected to drop from 7.2 per cent last year to a mere 4.6 per cent.

The National Economic and Social Development Board has officially put this down to the slowing global economy and impacts of the US-China trade war.

Potential post-election turmoil may also delay the removal of regulations and worsen the already pessimistic outlook for Thai exports, the TNSC chair said.

Air conditioner imports from Thailand were valued at about US$16 million last year – a fraction of the total US$5 billion Thailand earned from its air conditioner exports to international markets, Thailand’s Department of International Trade Promotion at the Ministry of Commerce said.

The department’s deputy head Witt Maneenetr said most of the air conditioners sold in Cambodia were imported from Thailand and that the country is the second largest exporter of air conditioners in the world after China.

“In 2018, Thailand’s air conditioner exports to international markets were valued at more than $5 billion. Of which, 25 per cent were from the Asean market,” he said.

In 2017, Thailand said it produced 12.4 million air conditioners, of which 85 per cent were for export.

He said despite air conditioner exports from Thailand to Cambodia currently maintaining relatively little value, studies show that Cambodians strongly support Thai products.

Jirawuth Suwanna-arj of the Office of Commercial Affairs at the Thai Embassy said bilateral trade was valued at over US$8 billion during the first 11 months of last year.

Thai bonds may benefit from Brexit turmoil, says analyst

The rejection of British Prime Minister Theresa May’s Brexit plan makes Thai bonds more attractive, says an analyst.

Thailand is still considered a safe haven as the kingdom’s credit-default swap (CDS) rate is among the lowest in the world, said Kobsidthi Silpachai, head of capital markets research at Kasikornbank.

One-year CDS is about 14 basis points, compared with UK CDS rate which is about 24 basis points. Brexit has caused investors to become increasingly risk averse, while Thailand becomes a destination for bond investors when there is fear, he added.

Meanwhile, Kasikorn Research Centre says that the rejection of May’s Brexit plan would have a short-term impact on the financial markets and uncertainty may lead to an economic slowdown in Britain that could affect Thailand’s exports.

However, economic ties between Thailand and Britain is not large. Thailand’s exports to Britain were only 1.7 per cent of total exports in 2017.

Kasikorn forecast that Thai exports to Britain would expand 1.8-2.1 per cent this year if Europe and Britain can resolve the Brexit issue in the first half of this year.

Global trade slowdown coming whatever US-China outcome

Economy January 17, 2019 01:00

By SPECIAL TO THE NATION

FOR THE most part the adverse impacts of the US-China trade war were not felt in 2018, despite the series of import tariffs imposed by both countries and the political conflicts that ensued.

For China, last year’s export receipts in fact saw their strongest gains in seven years, rising 9.9 per cent from a year earlier.

The recent US-China truce agreement has put on hold the expected tariff increases until the end of February, giving time for both countries to negotiate a trade deal. The ongoing trade negotiation seemed to yield significant progress. According the US President Trump’s tweet, the mid-level talks in Beijing last week went “very well” and he thinks, “we are going to be able to do a deal with China”.

So is it time to sound the all-clear and put trade war worries behind us?

Not so fast. The strong export figures last year were driven partly by the so-called “front-loading” efforts, in which exporters brought forward shipments to avoid the upcoming tariff increase. Anecdotal evidence from manufacturers, cargo ships and warehouses suggests that companies in the US were front-loading their orders from China ahead of the additional 25 per cent tariffs, which were expected to become effective on January 1, 2019.

But the recent agreement in the US-China trade truce that put on hold the tariff increase has taken away that sense of urgency. As a result, exports from China saw a sharp 4.4 per cent drop in December last year, the weakest reading since December 2016. Exports to the US fell 3.5 per cent, while imports from the US slumped a huge 36 per cent.

Regardless of the outcome of the US-China trade negotiations, global trade is poised to slow down significantly in 2019.

Thailand, as a small and open economy that is deeply integrated into China’s supply chain, will inevitably bear the brunt of such a slowdown in global demand.

THE Electronic Transactions Development Agency (ETDA) expects the value of Thailand’s e-commerce market will reach Bt3.2 trillion this year.

The agency has teamed up with partners to develop a million-strong |e-commerce workforce and create online platforms for up to 200,000 small and medium-sized enterprises (SMEs) by the end of this year.

ETDA executive director Surangkana Wayuparb said the |e-commerce market is projected to expand by 12 per cent in value this year to reach the Bt3.2 trillion mark, from Bt3 trillion in 2018.

The main drivers of the market this year will be a growing trend among Thai consumers to order products online, the partial shift to online sales among traditional businesses as well as the entry of international |e-commerce players into Thailand.

To push the growth of e-commerce in Thailand, the agency has partnered with Srinakharinwirot University to set up the e-Commerce Park as a hub for knowledge exchange and business networking, aimed at leveraging the competitive advantage of businesses with international standard in support of the industry.

The collaboration also created the Young Talent platform, which is the centre of the e-commerce ecosystem providing services such as business consulting, business matching, e-learning and online media that are connected to the e-marketplace. It services also include business registration, e-payment and online marketing to foster the growth of SMEs.

She said the collaboration aims to develop an 8 million-strong |e-commerce workforce and help over 1.6 million SMEs in 2022.

Bangkok poised for Asean fundraising crown, experts say

THAILAND is well placed to establish itself as the main centre for corporate capital raising in the Asean region, thanks to the country’s economic potential, market liquidity and supportive financial regulations, said the founder of an advisory group with connections across the region.

Adisorn V. Singhsacha, who started the Twin Pine Group, also highlighted Thai investors’ understanding and knowledge of financial markets. Twin Pine is an adviser for cross-border fundraising for companies based in the so-called CLMV countries – Cambodia, Laos, Malaysia and Vietnam.

Adisorn, who is chief executive of Twin Pine Group, said this knowledge of the financial markets among Thais enabled them to diversify their portfolios to cover instruments of various credit risk levels to yield investment returns.

“This is evident through the successful issuance of the THB bonds by the Ministry of Finance of the Lao PDR and the THB debentures by EDL-Generation Public Company (EDL-Gen), as well as the upcoming first cross-border debenture issuance by a Myanmar-based company in the Thai capital market,” he said.

With these factors, Adisorn expressed his confidence in Thailand’s ability to establish itself as the centre for capital raising in Asean. In addition to its strong economic potential and market liquidity, Thai regulators – including the Ministry of Finance, the Bank of Thailand and the Securities and Exchange Commission – have regulations in place to facilitate qualified CLMV-based companies to raise funds in the Thai capital market.

Furthermore, Thai investors’ knowledge of the markets is comparable to that of investors from countries with developed financial markets. Investors are able to select from a number of financial instruments such as sovereign bonds, corporate debentures and equities; this reflects their ability to accept varying credit risk levels and to diversify their portfolio to seek returns from different investment opportunities, Adisorn said.

“The ability for CLMV-based companies to raise funds in the Thai capital market will allow for further regional growth and development, as well as financial cooperation and partnership,” he said. “Moreover, given these countries’ long-standing trade relations with Thailand, the fundraising exercises are expected to yield mutual benefits for CLMV and Thailand as trading partners.”

Adisorn said that there is an increasing trend for companies to do their fund raising in Asean. The issuance of bonds in local currencies by companies in the region grew 7.9 per cent year on year for the first nine months of 2018 – moving from US$83.5 billion to US$90.09 billion. Issuance of Asean G3 bonds grew 15.4 per cent year on year in the same period, from US$36.34 billion to US$41.93 billion, he said.

Currency mismatch

“The challenge is that there is still a level of currency mismatch between issuer use of proceeds and capital raised. However, there are financial instruments such as currency swaps that can help to cover this risk,” said Adisorn, adding that the increase in cross-border trade within the Asean countries will continue to help reduce the mismatch.

“For Asean companies issuing in Thailand, the companies will still need to spend some time to familiarise investors with them.

“In recent years, the rules and regulation have made it easier for CLMV countries to do a cross-border bond issuance, especially in Thailand. CLMV companies have the opportunity to tap into different source of funding to support their growth and reduce their cost of funding.”

Kavin Hetrakul, managing director of Twin Pine Group, said the company has advised a number of issuers on fundraising transactions. Recent deals include the Lao Ministry of Finance’s issuance of baht-denominated bonds, which was well-received by Thai institutional and high-net-worth investors.

Similarly, the baht-denominated debentures issued by EDL-Gen were received favourably by Thai investors given the company’s stability, sound credit rating and attractive coupon. Both these deals reflect Thailand’s readiness to become the financial hub and the centre for capital raisings in the Asean region.

Twin Pine Group is the sole adviser to Yoma Strategic Holdings Ltd – a conglomerate based in Myanmar and listed on the Singapore Stock Exchange – in its upcoming baht debenture issuance in the Thai capital market. Over the past 10 years, Yoma has grown its business to cover real estate, automobile, food and beverages, and financial services.

The company maintains relationships with leading corporations and organisations such as Mitsubishi, Sumitomo, KFC, Telenor, the Asian Development Bank (ADB) and the International Finance Corporation (IFC). The proceeds from this fundraising exercise will be used to support the development of Yoma’s core businesses.

Yoma’s debentures will be guaranteed by the Credit Guarantee and Investment Facility (CGIF), a trust fund of the ADB, established by the Asean +3 countries to promote economic development, stability and resilience of financial markets in the region. This issuance will be the first CGIF guaranteed bond by a Myanmar-based issuer.

“Yoma’s debentures issuance marks the first time that a leading Myanmar company will access the Thai capital market to raise funds for its business expansion,” said Adisorn.

“This exemplifies Thailand’s ability and preparedness in becoming the centre of capital raising for Asean-based companies. Additionally, it highlights Twin Pine Group’s mission to provide Thai investors with opportunities to diversify their investments through various fundraising instruments from CLMV countries.”

World Bank sees Thai economy slowing to 3.8% this year

Economy January 16, 2019 12:16

Amid a global slowdown and elevated trade tensions, the Thai economy is projected to grow by 3.8 per cent in 2019 and 3.9 in 2020, according to the World Bank’s Thailand Economic Monitor released on Wednesday.

Despite external shocks to trade and tourism, growth of the Thai economy is estimated to have accelerated last year to 4.1 per cent, the report says.

It proved to be resilient in the face of strong global headwinds due to strengthening domestic demand, stemming from an upswing in private consumption and private investment.

Investing in human capital and pursuing economic reforms is critically important for Thailand to become a high-income nation with equal opportunities for all citizens, the World Bank said.

Ad spending to rise with shift in ways to reach consumers

Economy January 16, 2019 01:00

THE NATION

THAILAND’S total advertising spending in 2019 will see about 4.8 per cent growth over last year.

Pathamawan Sathorn, managing director at Mindshare, says the total advertising spending in the country this year will grow to Bt124.2 billion, around 4.8 per cent above 2018.

Analog TV continues to lead in advertising at Bt37.5 billion, or about 30.2 per cent of revenue, followed by digital TV at Bt33.5 billion or 27 per cent, while Internet will reach Bt18 billion or 14.5 per cent, with outdoor advertising getting Bt7.5 billion or 6.0 per cent, and cinema valued at 7.32 billion or 5.9 per cent.

The advertising spending will decline this year in the magazine category, followed by newspaper and cable/satellite.

The firm believes that magazines will attract Bt1 billion in advertising, a decline of around 23.9 per cent from 2017. The adverting spending via cable/satellite will draw about Bt1.95 billion, a 14.9 per cent decline from last year. Meanwhile, newspaper advertising spending will hit around Bt5.2 billion, about a 14.7 per cent decline.

Pathamawan said the factors driving increased adverting spending come from the economic rebound as a whole, the country’s upcoming election and the government 4.0 scheme. The firm also sees a continuing increase in Internet advertising spending,

Moreover, the firm also expects this year’s top five advertising spendings by sectors are media and marketing, motor vehicles, non-alcoholic beverages, communications and skin-care preparations.

Pathamawan said that brands are shifting their marketing as they follow their customers to new media in order to maximise the effectiveness of marketing communications.

“Marketing communication needs to be adaptive as the media landscape that we used to be familiar with is changing. The explosion of streamed content and the time consumers spend on social media has created both opportunities and challenges for brands to reach their target consumers. Marketers also need to be experimental and find creative ways to make both the media and platform work most effectively to achieve a connection with consumers,” said the managing director.

The five key trends making impact on the 2019 advertising industry will be streaming content, followed by social networks, shoppable media, a new-tech reality check and appealing to advertising avoiders, she predicted. Streaming content will experience growth as digital video options continue across TV, desktop and mobile and now provide viable alternatives as large numbers of consumers switch to new media. This is giving access to millennial audiences that watch less linear TV.

Meanwhile, social networks are gaining critical mass, reaching levels at par with other media. The challenge is in increasing the quantity and quality of social network as a medium. Facebook, Line and Instagram are popular social media for Thai consumers.

Shoppable media force media to work harder and close the full consumer journey. All media can address this opportunity.

It is also time for a new-tech reality check, questioning the hype on all things tech. In the real world, the “smart home” and smart personal devices are outpacing augmented reality and virtual reality growth, for example.

Lastly, there is the challenge of appealing to advertising avoiders as consumers increasingly adopt ad-blocking technologies, and marketers need to find new ways to make the offer appealing.

Pathamawan added that the total advertising spendings last year was valued at Bt118.48 billion.

The top five advertisers last year were Unilever at Bt3.79 billion, followed by Lifestar at Bt2.54 billion, P&G at Bt2.45 billion, TV Direct at Bt2.08 billion and Toyota at Bt1.94 billion.

NBTC board gives the nod to auction rules for 700MHz

THE NATION

THE NATIONAL Broadcasting and Telecommunications Commission (NBTC) board yesterday approved in principle the draft rules for recall of the 700MHz band for auctioning.

The main issues in the draft include the rules for reclaiming the 700MHz band, the rules for granting the 700MHz licences for providing a telecom service, as well as the use of the auction proceeds to compensate digital TV broadcasters who will be affected by the NBTC move to reclaim the spectrum.

NBTC secretary-general Takorn Tantasith said yesterday that the draft is expected to be up for hearing late next month.

The hearing will also discuss if digital TV broadcasters should be allowed to return their licences to the watchdog in the case that they want to exit the business.

The NBTC subcommittee drawing up this draft had proposed that the watchdog auction 35MHz bandwidth of the 700MHz, which will be divided into seven lots, each containing 5MHz. The licence is valid for 20 years.

The licence fee upfront is divided into 10 instalments but paid in nine instalments. The bid winners will pay the first instalment in the first year, get a break in the second year and resume paying the remainder in each of the following eight years.

Takorn earlier expected the NBTC to invite telecom operators to bid for the 700MHz in April this year and the auction is expected to take place in May.

The watchdog’s subcommittee tasked with valuing the licence price has yet to determine the starting bid price.

The NBTC is also in the process of recalling 2.6GHz from state agencies for reallocation through auction.
