THAILAND’S strides in digital technology will be on show to an international audience when the country takes part in World Expo 2020 in Dubai.

Preparations are under way for the event, which will highlight the progress made under the government’s 4.0 policy, particularly with the development of the Eastern Economic Corridor (EEC) and advances in the new S-curve industries – especially in agriculture, food, bio-fuel, and digital businesses.

To be presented under the concept of “Mobility for the Future”, the Thailand Pavilion at the expo will feature the many developments in the three EEC provinces of Chon Buri, Chachoengsao and Rayong, especially with the opening of U-Tapao International Airport and the launch of high-speed trains connecting it with the Suvarnabhumi and Don Mueng airports. Also highlighted will be the launch of two deep-sea ports, at Laem Chabang and Map Ta Phut.

The Minister of Digital Economy and Society, Pichet Durongkaveroj, said that the ministry is honoured to be responsible for encouraging the collaboration that will go into organising the Thailand Pavilion.

The expo will be held for six months from October 20, 2020.

“The event will provide a global stage for Thailand to announce the country’s readiness to become a leader in digital technology in Asean,” said Pichet.

He said the Thailand Pavilion, covering 3,600 square metres, will be much larger than the 2,000 square metres that Thailand had at the Milan expo five years ago.

About Bt900 million will be spent by the government for the construction of the pavilion and other expense during the six-month exhibition in Dubai. Of more than 25 million people expected to go to the Dubai expo, about seven million are targeted to visit the Thailand Pavilion.

He said that the ministry has also set up a test centre for a 5G network at Kasetsart University, Sriracha Campus, to support the development of the EEC initiative in the three participating provinces.

The tourism sector has also launched a strategy to attract more quality tourists from all over the world. With about 40 million inbound tourists expected to visit the country this year, Thailand will become the fifth-biggest tourist destination in the world by number of arrivals.

“World Expo 2020 Dubai will be the stage for Thailand to demonstrate its readiness in digital technology as well as the impressive images of the country, especially Thailand’s achievement to create seamless innovation based on its traditional resources and wisdom,” Pichet said.

“Also, this will be a great opportunity for Thailand to illustrate its potential for business, investment and international trade related to digital technology, which will ensure foreign investment, create joint ventures, and establish an investment base in both the agricultural and industrial sectors of Thailand.”

The Bank of Thailand is ready to act if the economy slows down sharply, Central Bank governor Veerathai Santiprabhob said on Thursday, while some analysts worry a stronger baht will hurt the economy.

Speaking to a group of analysts on the monetary policy and economic situation, Veerathai said the current policy rate at 1.75 per cent is accommodative to economic growth which is expected to expand 4 per cent this year.

“If the economic growth is sharply slower, then the central bank has tools to address it,” he said.

Although the global economy is slowing down, unemployment rates in the US and Europe remain low and the US economy is still creating new jobs, he said.

Many analysts, however, have expressed concern that a stronger baht would hurt Thailand’s exports. They also want the central bank to give a clear signal it will slow down the pace of rate hikes in the future after the BOT raised the rate in December last year. They feared that further rate hikes would deepen the economic slowdown.

Myanmar asks EU not to revoke GSP

IN FEAR OF negative impacts on the nation’s growth and the grass root population over European Union’s potential withdrawal of its generalised scheme of preferences (GSP) from the country, Myanmar officials and businesses have requested the EU to reconsider the move.

Aung Naing Oo, director general at the Directorate of Investment and Company Administration, said the EU’s decision could have a big impact on Myanmar’s reforms and growth momentum, as thousands of |workers would lose their jobs if factories close and foreign businesses leave.

“If EU decides to withdraw the GSP, it will be hard for Myanmar producers to export their goods to European countries. And foreign investors may hesitate to do business here, leading to a fall in job creation,” he said.

“Obviously, it is not something that helps Myanmar. FDI will take a hit, people will lose jobs and it may slow down our reforms. But, we believe EU is a true and sincere partner and they will reconsider it.”

The official said the EU’s decision could be a big blow to Myanmar’s efforts to promote foreign direct investments. He requested the bloc to reconsider its planned punishment on Myanmar for alleged human right violations in three of the nation’s states where ethnic people reside.

Currently, products from Myanmar enjoy tariff-free and quota-free access to the European markets, with the exception of arms and ammunition. In 2013, the organisation reinstated GSP for Myanmar to support its transition to democracy.

Following a monitoring mission’s visit to the nation in late October 2018, EU Commissioner for Trade Cecilia Malmstrom announced a plan to consider a temporary GSP withdrawal, due to the findings. “Withdrawal of trade preferences is a clear possibility if other channels of cooperation have failed to reach results,” European Commission said in a statement dated October 31, 2018.

Zaw Min Win, president of the Union of Myanmar Federation of Chamber of Commerce and Industry, said local businesses need trade preference to export their goods to European countries, IT is the third largest export market of Myanmar, absorbing nearly 10 per cent of the nation’s total exports in 2017.

“UMFCCI has appealed to the EU authorities to keep the GSP privileges granted to Myanmar. Our labour market is still underdeveloped, it will mainly affect the grass-roots people if factories are closed,” he said.

Khine Khine Nwe, joint secretary general of UMFCCI and general secretary of Myanmar Garments Manufacturers Association, went to the EU office in Brussels recently to request the bloc maintain its trade privileges for Myanmar. She held discussions with EU authorities, including director generals for trade and employment.

“EU authorities expressed goodwill towards Myanmar. They were keen to learn more about the future of the garment industry here,” she said.

Khine Khine Nwe reiterated that maintaining the GSP privileges would strengthen Myanmar and speed up its pace of development.

“We pledged to promote core labour standards in Myanmar in conjunction with the recently-signed Decent Work Country Programme2018-21. Our sustained access to EU’s trade privileges compliment this programme,” she said.

Maung Maung, president of the Confederation of Trade Unions Myanmar, said more than one million workers from garment and fishery industries could be affected if the EU decides to revoke the trade preference.

“Hundreds of thousands of workers may lose their jobs and their families will be in trouble. That is why we appealed to the EU in cooperation with UMFCCI and other organisations,” he said.

Exports, tourism to face heat amid global strains

Economy January 10, 2019 01:00

By THE NATION

EXPECTATIONS for sluggish economic growth this year are firming, with the nation’s peak private-sector grouping flagging potential hits to exports and tourism from the prospect of simultaneous slowdowns in China and the United States and the trade war they are waging.

The Joint Standing Committee on Commerce, Industry and Banking (JSCCIB) said it expects the economy to grow in the range of 4-4.3 per cent in 2019 The value of exports is forecast to expand 5-7 per cent this year, led by manufacturing and agricultural products, it said. Headline inflation is estimated to come in at 0.8-1.2 per cent.

Domestic spending

The JSCCIB forecast that 2018 economic growth would come in at 4.3 per cent, with exports expanding 8 per cent and headline inflation at 1.1 per cent.

This year the economy is expected to rely mainly on domestic spending and investment, particularly from state coffers.

The business grouping believes the impact of tropical storm Pabuk on the economy will be short term only, and relief measures and other assistance from a range of sources will alleviate the economic strains on the affected areas.

The postponement of the oft-delayed national election – most recently from February – is not expected to have much impact on the economy as the government’s budget disbursements are continuing, the JSCCIB said.

The threats to Thailand’s economic growth are mainly external.

Aside from progress on the US-China trade negotiations, discussions over the US budget deadlock and that country’s debt ceiling, the US Federal Reserve’s rates-tightening trend will likely continue to move the global money markets, the JSCCIB said. That means possible volatility in the baht should be monitored closely. The grouping also said the manner of Britain’s exit from the European Union was a factor of concern, the JSCCIB said.

The committee has been encouraged by Fed chairman Jerome Powell’s softer tone of late that has eased investor concerns about further tightening, noting that the Fed will be flexible with all its monetary policy tools, including the important balance sheet.

The US central bank is expected to raise the benchmark Fed Funds rate only once this year, the committee said.

Thai investment view undimmed by strains of world economic tensions

THE BOARD of Investment (BoI) has increased its target for investment into the country lured by its privileges in spite of the uncertain economic conditions.

While the 2019 target of Bt750 billion exceeds that of last year’s Bt720 billion, it has been described as conservative.

Deputy Prime Minister Somkid Jatusripitak said the focus would be on quality investments amid a more sluggish economic environment.

“We will increase the role of the BoI in reducing inequality in the country and encourage investment in areas that address this issue instead of only focusing on the manufacturing industry,” Somkid said at a press conference yesterday.

Investors that are looking to put their money into improving the agricultural industry, the quality of the workforce, or developing logistics facilities along tourist routes will need to receive investment advantages, he said.

Somkid outlined his intentions to make tourism a key driver of economic growth for 2019.

“Tourism now contributes more than 15 per cent of the Thailand’s GDP. It has significant impacts on Thailand’s employment, production and general economic growth,” he said. “From now on, we will need to encourage investment in all other industries to centre around tourism.

Kobsak Pootrakool, the Minister to the Prime Minister’s Office, said: “We have made a modest target on the total investment figure for 2019 because of the uncertain global economic situation, especially the uncertain impacts of the ongoing US-China trade war.”

When asked whether the postponement of the general election – most recently from a pledged date in February – has damaged the investment sentiment for 2019, Kobsak said that the election would also bring benefits for the investment outlook.

Pre-election completion

“For example, the current government is determined to finish key investment projects in the EEC before the election, such as the development of the U-Tapao airport,” he said.

BoI secretary-general Duangjai Asawachintachit said applications for investment privileges had been submitted for 1,626 projects in 2018, for a combined valuation of Bt901.77 billion.

This figure exceeded the BoI’s target for 2018 by up to 25 per cent. Of the total value, Bt680 billion was for projects in the Eastern Economic Corridor (EEC), Duangjai said.

Some 84 per cent of the projects in 2018 were in the five targeted New S-curve industries, comprising digital businesses, medical hubs, biofuel and biochemicals, robotics and automation, and aviation and logistics, Duangjai said. These projects were valued at Bt758 billion.

“The BoI will continue to attract foreign investment from key investors such as China and Japan, which have jointly stated that they want to corporate in investing in Thailand,” Kobsak said.

The BoI will hold investment events to capitalise on this opportunity and attract more foreign direct investment into the Kingdom, especially in the first half of 2019, he said.

Motorbike taxi drivers to gain as TCG boosts financial aid to small businesses

MOTORCYLE-TAXI drivers will be helped to get bank loans under a move by state-owned Thai Credit Guarantee Corporation (TCG) to provide them with credit guarantees.

The initiative is part of TCG’s efforts to issue credit guarantees of as much as Bt107 billion this year to small-business operators, TCG president Rak Vorrakitpokatorn said yesterday.

Rak, in announcing the measure, highlighted the essential role of motorcycle-taxi drivers in traffic-congested cities across the country and said the drivers needed financial support. Some 150,000 of them provide transport services for commuters in greater Bangkok, he said.

The TCG plans to work with state-owned and commercial banks to provide loans for them, with the banks offering the loans and the TCG providing the loan guarantees.

The average loan would be Bt50,000 each and would be used by the drivers to buy new motorcycles or improve their existing ones as well as buy additional safety equipment such as helmets, Rak said.

xxxxxxxx

The TCG already has a credit guarantee scheme for drivers of car taxis in cooperation with the Small and Medium Enterprise Development Bank of Thailand (SME bank). The provision of credit guarantee to motorcycle-taxi drivers would mark an expansion in this field.

Surachai Danaitangtrakul, chairman of the TCG, said the motorcycle-taxi drivers would find that the new funding would reduce their leasing costs. Financial institutions are expected to charge them lower interest rates when such loans are guaranteed by the TCG, Surachai said.

The TCG plans to increase its loan guarantee portfolio to as much as Bt107 billion this year, up from Bt88.88 billion last year.

Rak expressed confidence that the economy would maintain its growth momentum this year, with gross domestic product (GDP) to expand about 3.8 per cent amid a global slowdown.

“Many small businesses are still unable to access bank loans. With the support of the TCG they would be able to get loans from banks,” said Rak.

The TCG would also try to provide one-stop services for borrowers as it would provide a pre-approved loan service in order to increase the chances of small businesses getting loans from the banks, he said. Most banks do not have time to make credit assessment for small loans, so the TCG would look at loans of less than Bt15 million by making pre-approved loan assessments before introducing the drivers to the banks, he said.

This would lessen the workload for banks and at the same time assist clients to get loans more easily from the banks, Rak said.

The TCG works closely with state-owned bank such as SME bank, Government Savings Bank and commercial banks such as TMB, Kasikornbank, Siam Commercial bank and Bangkok Bank, he said.

The new credit guarantee portfolio of Bt88.88 billion last year is up 14 per cent from the year before. “We aim to increase the credit guarantee portfolio back to the Bt100 billion level, as the TCG did in the past,” Rak added.

Some 77,862 entrepreneurs gained credit guarantees last year, and the TCG aims to support 82,600 entrepreneurs this year.

Surachai said that if the banks were to become more cautious in providing new loans for SMEs this year, due to a lacklustre economy, the TCG could enhance its credit offerings and assist borrowers to get loans.

Local train manufacturing plant on agenda

Economy January 09, 2019 01:00

By The Nation

The Transport Ministry is studying the possibility of setting up a train assembly plant in Thailand in keeping with the country’s policy to expand investments in infrastructure projects, especially more than 10 rail projects until 2022, Deputy Transport Minster Pailin Chuchottaworn said yesterday.

He said setting up a train assembly plant would generate more than 500 jobs for local people. It also will reduce imports worth up to Bt70 billion a year, to only Bt7 billion a year. Production from the plant could also be exported to other countries in Asean such as Cambodia, Laos, Myanmar, and Vietnam, who are also expand investments in their infrastructure, including rail systems.

“There are foreign investors from Japan, South Korea and Germany interested in expanding their investments in train and rail assembly plants in Thailand including investors. We believe that in the next two to three years from now, we will have train and rail assembly plants in Thailand,” he said.

Cabinet budgets Bt450bn deficit

Economy January 09, 2019 01:00

By   THE NATION

THE CABINET yesterday passed a Bt3.2-trillion budget for fiscal 2020 starting October this year, with a deficit of Bt450 billion, while the investment budget has been boosted by Bt42 billion.

Deputy Finance Minister Wisudhi Srisuphan said that the total budget amount is 6.7 per cent higher than that of the previous fiscal year. The Thai economy is also forecast to expand in a range of 3.5-4.5 per cent with headline inflation at 0.8-1.8 per cent next year.

Of the approved budget, 73.7 per cent, or about Bt2.35 trillion, will go towards fixed expenses, while 21.6 per cent, or Bt691 billion, will be for investment.

The investment amount is 6.5 per cent, or Bt42 billion, higher than the previous year.

About 2.7 per cent, or Bt87.68 billion, will be used for repayment of the principal, while 2 per cent, or Bt62.7 billion, will be used as expenditure to offset the nation’s treasury reserves.

Meanwhile, the Cabinet estimates tax collection in fiscal year 2020 at Bt2.75 trillion, up 7.8 per cent from fiscal 2019, which is estimated at Bt2.55 trillion.

At the same meeting, the Cabinet extended free visa on arrival (VOA) for tourists from 20 countries and one economy until April 30 this year to help promote Thai tourism during the Chinese New Year in February and Songkran Festival in mid-April. The VOA fee is Bt2000 per tourist.

Tourism and Sports Minister Weerasak Kowsurat said that as a number of tourists are expected to travel to Thailand during these festivals, the Cabinet has extended the waiver of VOA fee from January 13 this year to April 30.

Extending the visa waiver will lead to the loss of about Bt2.14 billion in revenue, but will generate an estimated income of Bt6.42 billion from the increased number of tourists visiting the country, he said.

Foreign tourists, particularly those arriving by chartered flights, are expected to plan their trips to Thailand.

The Cabinet also approved a budget of Bt24.34 billion for three projects to develop the country’s water system.

The first is a water drainage canal – at Bang Baan-Bang Sai Ayudhaya – at a cost of Bt21 billion, which will take five years and be completed by 2023, Cabinet spokesman Puttipong Punnakanta said yesterday.

Two floodgate systems will also be built over a five-year period, from this year until 2023. The one in Sakon Nakhon province will be built at a cost of Bt1.249 billion while Bt2.1 billion has been allocated for the system at Lam Num Pung-Num Kam in Sakon Nakhon province.
